justifies our demand for complete separation in a state or territory of our own. 5. We want freedom for all Believers of Islam now held in federal prisons. We want freedom for all black men and women now under death sentence in innumerable prisons in the North as well as the South. We want every black man and woman to have the freedom to accept or reject being separated from the slave master's children and establish a land of their own. We know that the above plan for the solution of the black and white conflict is the best and only answer to the problem between two people. 6. We want an immediate end to the police brutality and mob attacks against the so -called Negro throughout the United States. We believe that the Federal government should intercede to see that black men and women tried in white courts receive justice in accordance with the laws of the land—or allow us to build a new nation for ourselves, dedicated to justice, freedom and liberty.

This is the question asked most frequently by both the whites and the blacks. The answers to this question I shall state as simply as possible. 1. We want freedom. We want a full and complete freedom. 2. We want justice. Equal justice under the law. We want justice applied equally to all, regardless of creed or class or color. 3. We want equality of opportunity. We want equal membership in society with the best in civilized society. 4. We want our people in America whose parents or grandparents were descendants from slaves, to be allowed to establish a separate state or territory of their own—either on this continent or elsewhere. We believe that our former slave masters are obligated to provide such land and that the area must be fertile and mine-ally rich. We believe that our former slave masters are obligated to maintain and supply our needs in this separate territory for the next 20 to 25 years—until we are able to produce and supply our own needs. Since we cannot get along with them in peace and equality, after giving them 400 years of our sweat and blood and receiving in return some of the worst treatment human beings have ever experienced, we believe our contributions to this land and the suffering forced upon us by white America,

1. WE BELIEVE in the One God Whose proper Name is Allah. 2. WE BEMEVE in the Holy Quran and in the Scriptures oi a.1 the Prophet' of God. 3. WE LEI IEVE in the truth of the Bible, but n believe that it has been tampered with and must be teinte'preied so that ma ikind will not be snared by the falsehoods that have been added to it. 4. WE BELIEVE in Allah's Prophets and the Scriptures they brought to the people. 5. WE BELIEVE in the resurrection of the dead—not in physical resurrection—but in mental resurrection. We believe that the so -called Negroes are most in need of mental resurrection: therefore, they will be resurrected first. Furthermore, we believe we are the people of God's choice, as it has been written, that God would choose the rejected and the despised. We can find no other persons fitting this description in these last days more than the so called Negroes in America. We believe in the resurrection of the righteous. 6. WE BELIEVE in the judgment; we believe this first judgment will take place as God revealed, in America . . . 7. WE BELIEVE this is the time in history for the

separation of the so -called Negroes and the so -called white Americans. We believe the black man should be freed in name as well as in fact. By this we mean that he should be freed from the names imposed upon him by his former slave masters. Names which identified him as being the slave master's slave We believe that if we are free indeed, we should go in our own people's names—the black peoples of the earth. 8. WE BELIEVE in justice for all, whether in God or not; we believe as others, that we are due equal justice as human beings. We believe ir-^ality--;.^ a nation—of equals. We do not believe that we arc equal with our slave masters in the status of "freed slaves". We recognize and respect American citizens as independent peoples and we respect their laws which govern this nation. 9. WE BELIEVE that the offer of integration is hypocritical and is made by those who are trying to deceive the black peoples into believing that their 400 year -old open enemies of freedom, justice and equality are, all of a sudden, their "friends". Furthermore, we believe that such deception is intended to prevent black people from realizing that the time in history has arrived

We do not believe that after 400 years of free or nearly free labor, sweat and blood, which has helped America become rich and powerful, that so many thousands of black people should have to subsist on relief, charity or live in poor houses. 8. We want the government of the United States to exempt our people from ALL taxation as long as we are deprived of equal justice under the laws of the land. 9. We want equal education—but separate schools up to 16 for boys and 18 for girls on the condition that the girls be sent to women's colleges and universities We want all black children educated, taught and trained by their own teachers. Under such schooling system we believe we will make a better nation of people. The United States government should provide, free, all necessary text books and equipment, schools and college buildings. The Muslim teachers shall be left free to teach and train their people in the way of righteousness, decency and self respect. 10. We believe that intermarriage or race mixing should be prohibited. We want the religion of Islam taught without hinderance or suppression. These are some of the things that we, the Muslims, want for our people in North America.

WE BELIEVE our women should be respected and protected as the women of other nationalities are respected and protected. 12. WE BELIEVE that Allah (God) appeared in the Person of Master W. Fard Muhammad, July, 1930; the long -awaited "Messiah" of the Christians and the "Mahdi" of the Muslims. We believe further and lastly that Allah is God and besides HIM there is no God and He will bring about a universal government of peace wherein we all can live in peace together.

Nixon's Impeachable assault on poverty budget, courts rebellion By Donald Mosby CHICAGO — Black communities across the nation are still reeling in shock as a result of President Nixon's new budget which calls for massive cutbacks in human welfare expenditures. One thing is abundantly clear in the new budget, and that is the War On Poverty is a 'long gone dream.' In order to determine both the short term and long range effect massive cuts could have on the aspirations of Blacks, in America, Muhammad Speaks spoke with several persons whose knowledge, skill and involvement placed them all in a unique position to comment on the crisis. Chicago's rebellious Black pastor of Holy Angels' Catholic Church and chaplain of Chicago's Afro-American Patrolman's League vigorously attacked the proposed budgets, predicting bleak days ahead for Blacks. GENOCIDAL SLASHES "The cuts are a step up in the genocide of Blacks," Rev. George Clements told Muhammad Speaks. "It's been going at a slow pace," R e v . Clements continued. "Now the pace will quicken. They'll also mean an increase in Black fratricide as Black youths turn to 'survival crimes.' " Rev. Clements said as these youths turn to " s u r v i v a l crimes" they'll be further

abused and brutalized by the police. In speaking of the police. Rev. Clements said, "Their sole function is to serve as the military arm of the establishment." This c i t y ' s lone Black Congressional representative says that President Nixon is courting a "rebellion" by Black and other oppressed persons with his recently announced budget cuts. Congressman Ralph Metcalfe made this statement in an exclusive interview with

Muhammad Speaks a few hours after the cuts were announced. Metcalfe went on to say that " I t is most tragic the President is proposing drastic cuts in these vitally needed services, and I believe it is going to be disastrous for the entire nation." Mrs. Brenetta Howell Barrett, newly appointed State Director of Human Resources, echoed Metcalfe's statements about disaster, and added still another dimension.

"I'm not surprised by the budget," Mrs. Barrett said, "but I do feel that a great many people who voted for Nixon, like the hard hats, and blue collar workers, are going to get a jolt. "The President is talking about c u t t i n g back on programs that many whites also benefit from, especially where education is concerned. The cuts are across the board, but most whites evidently haven't realized that yet." Chicago's O.E.O. and Model Cities Director Erwin France, was another high ranking Black who foresaw "hard times" for all Blacks, along with-GtherLrrdnorities. Muhammad Speaks asked Congressman Metcalfe if the proposed cuts meant that Black America could quickly return to the conditions which existed prior to 1954? "Yes, it does," Metcalfe replied, "but I'll also say this, that the oppressed people's aren't going to stand by idly, as they did before. They know their rights and they'll demand them. will take the form of what happened in New Orleans. This is what happens when a person gets completely turned off by the society. And this is what the president is inviting." According to Metcalfe it was the existence of the very social ills which the War On Poverty attacked that led directly to the ghetto flareups of the 1960's. "The real tragedy," Metcalfe continued, "is that the people the programs are servicing are the ones who'll be hurt most. Without a doubt if these people could help themselves they would. Now they are being dumped by the government they believed in.

Muhammad Speaks asked Congressman Metcalfe if the new cuts were designed to enable President Nixon to continue a military buildup without angering many people because the Vietnam War is supposed to be ending? "I don't know if the president is building up the military establishment, at the expense of the poor, but I know he is trying to dismantle the "Great Society" of President Kennedy and President Lyndon Johnson. President Nixon wants to eliminate everything they did for poor peoples," Metcalfe answered. (Continued on page 4)

According to Metcalfe it is the frustrations and anger that is born from being isolated from the American mainstream, with no chance of ending the isolation that led to the 1960 'uprising' and could very well lead to such occurances again. ELIMINATING POOR PEOPLE Illinois' newly appointed Human Resources Director expressed agreement with Congressman Metcalfe that the cuts could lead to a 'people's' rebellion. "But I don't think the rebellion will take the form it did in the 1960's," Mrs. Barrett said, "I think that this time the 'protest' will be much more selective. Such as what took place in New Orleans. This time they'll be attacking symbols of the establishment, in a much more individual way." "I feel there will be many more M a r k E s s e x type eruptions," Mrs. Barrett said, softly. The top Black aide to New Illinois Governor Dan Walker, Squire Lance, told Muhammad Speaks "it was too soon for him to comment on what effect the proposed cuts would have on state human service programs." "It's very hard to say," Lance said, "but I'm certain that when Dan presents his budget to the state assembly on March 1 we'll have our policy straight by then. But I can't comment on what the cuts will mean until after the bureau of the budget has made an analysis." Muhammad Speaks asked Lance if he foresaw the moves by Nixon as an attempt to limit the number of persons his administration would have to deal with in regards to domestic problems, which was one reason the president was such a staunch supporter of revenue sharing, since each state governor was the 'man in charge' of the money? "I get very paranoid about Nixon," Lance replied, "As I see it what Nixon is doing is freeing himself up to deal solely with the defense mechanism. If there is any protest about the domestic thrust Nixon can say go to the states. What this does is free him up to build up the Army which is not unlike a good many South American dictators. And that's what frightens because we don't know where he's going." Famed Chicago Alderman Leon Despres told Muhammad Speaks, "Nixon has switched from warring on the poor peoples of Asia to warring on Blacks and other minorities in America." He also recognized "an insatiable desire to cut Federal spending." According to France the cuts will have a grave and adverse effect on the economy of minority communities. He indicated that the revenue sharing monies which will come to the city are not nearly enough to salvage the current programs being conducted by the two agencies. "We would a l l agree," France said, "that local initiative and local self determination are critical to the ability of a city to proceed in an orderly public/private partnership to solve its problems. "But the power to decide w i t h o u t the p o w e r to implement, makes the power to decide very, very empty. In this regard the rhetoric about giving the responsibility back to the cities becomes as a 'sounding brass and a tinkling cymbal" he concluded.

Last interview with AMILCAR CABRAL CONAKRY, Guinea (LNS) - When Amilcar Cabral was assassinated by Portuguese soldiers on January 20 one of the world's most successful liberation movements lost its leader. Since 1963 the guerrilla army of the African Party for the Independence of Guinea and the Cape Verde Islands (PAIGC), under Cabral's leadership, has driven Portuguese troops from more than three-quarters of the small West African nation. Cabral, one of only 14 people from Guinea (Bissau) to receive a college education during the more than 400 years of Portuguese rule, became part of the independence struggle in the 50's. Early attempts to organize an independence movement in the cities suffered a crushing blow in 1959 when Portuguese troops fired into a group of striking dockworders, killing 50 of them. It was f o l l o w i n g t h i s massacre that Cabral and other leaders of PAIGC started to t r y to organize the peasantry into guerrilla war. This peasantry has since

become the backbone of the guerrilla movement. Within the liberated territory PAIGC has established itself as a functioning government, representing more than half of the nation's people. Recently PAIGC held its first National Assembly of representatives elected from all liberated areas. In addition, the United Nations Committee on Decolonization visited some of the territory that the PAIGC has decolonized by armed struggle and returned to report that PAIGC already is a functioning government of an extensive area.

The night before he addressed the UN, Cabral sat down with a small group of friends and s u p p o r t e r s and s p o k e informally of his people's struggle. "Let me fill you in on what has happened in my country in the two years since I was in the United States last. THE URBAN CENTERS "First, we have liberated more areas of the countryside. However, during these two years one of the principle aspects of the evolution of the situation is a big change in the urban centers. When you have reached the point when you are going to liberate the towns, the fight develops more slowly. "But our presence is felt in the cities. Proof of that is that during the last six months, hundreds of young people have abandoned the towns, including those studying in Bissau (the capital), to come and join us in the countryside and put themselves at the disposal of the struggle.

"Our relations with the Cape Verde Islands are now better than ever. We recently received a message from our comrades that there have been riots between the Portuguese authorities and the people in Praia, the capital of the Cape Verde Islands. The Portuguese declared a state of emergency for 7 days. They arrested many people. "We have attacked Bissau already and feel that we would be able to destroy it if we wanted to. F o r example, Portuguese settlers in Angola have recently contributed money to buy a big radio station for the Portuguese to use to fight PAIGC in Guinea. I sent a message to the Commander of the area near Bissau, and told him that if he planned any kind of action in or near Bissau, it would mean nothing if they didn't destroy this radio station. One month later, they destroyed it. Portugal is the poorest country in Europe and yet is able to fight three colonial wars on the African continent. The answer to how, Sadaukai offered, is United States aid. "Do you understand," asked Sudaukai, "that Nixon is talking to us about how he is going to return the government to the people and at the same time he is totally centralizing the government in his office? Do you think the change in the Cabinet is an accidental thing that don't mean nothing? "Do you think that revenue sharing is just another jive program? Nixon has four of his own people sitting on the Supreme Court and at any day they may take the 'pacemaker' away from Douglas and he's gonna have five. "As we sit here in our various costumes.'' Sadaukai continued, "(the Nixon people) have a plan. The plan is to totally deal on us. Cabral's death is only one indication of w h a t ' s h a p p e n i n g , and brothers and sisters have got to understand it. "Not only did they kill Cabral but the day after, they bombed Tanzania. Just two years ago they invaded Guinea. Why? Because Tanzania and Guinea represent not only progressive places on the African continent but also the bases from where the (Southern Africa) liberation forces jump off." Southern Africa, rich in resources, is key to the Euro American existence and he warningly noted that Brazil is developing a close relationship with Israel and South Africa to support U.S. designs for control of the South Atlantic Ocean. Sadaukai urged B l a c k Americans to give "direct support" to Africa "without apologizing." He called for massive turnouts in every major U.S. city on May 26, the OAU's African Solidarity Day (called African Liberation Day in this country), and a boycott

Lucius Walker, director of the Inter-religious Foundation for Community Organizations, who announced the naming of its Institute for the training of community organizers after Amilcar Cabral and the joining of the* campaign to raise $100,000 for the Southern African liberation movements. A number of Afro - American organizations will be co sponsoring a drive throughout the month of May, featuring door - to - door collections, to raise $100,000 or more for the freedom movements in Southern Africa, it was announced. Rev. Dr. Moran Weston, rector of St. Phillips Episcopal Church, told the assembly that the connection must be seen between "the struggle for independence in Africa and its leadership in the world and our struggle for survival and leadership in this country." In other actions, several hundred people marched to thePortuguese government tourist agency in mid - town Manhattan from 125th Street, chanting, "U.S. dollars and Portuguese colonialism killed Cabral" and "We are with the people of Guinea - Bissau." In Boston, 200 people, including immigrants from the Portuguese - controlled African Cape Verde Islands burned Portugal flags at that government's consulate. Other anti Portuguese demonstrations took place in Chicago, Los Angeles, Washington D.C., and Ithaca, N.Y. Through a series of conveniently spaced events, beginning with the apprehension of a 13 - year old boy, Calvin Pittman, for "strong - armed robbery" of fifty cents from a paperboy, the police were given their first "break." They took Calvin to the police

questioning, the 13 - year old boy said he "heard" that some boys had bombed the Red Lantern. One of those boys just happened to be his own brother, Terry Pittman, a 17 year old who, rumors had it that Detective Davis had been quoted as saying "I'm going to get that Pittman (Terry) boy" long before the bombing took place.

Willis were the only ones of the five to sign any kind of statement which implicated them to any degree. Fletcher said he signed the statement out of fear of what "they (the police) would do to me. They've already cut my head once. After what they did to Elton Hayes, I knew that when they said they'd take me in the basement if I didn't talk,

WASHINGTON - A leading Senator has charged that the Nixon Administration was wrong in contending that the 1969 Tax Reform Act cured the worst inequities in tax laws. THE CHARGES were made by Senator Edmund S. Muskie, former candidate for the Democratic nomination for President. He supported this contention by c i t i n g an individual (without naming him) who paid no Federal income tax on a $2.2 million income in 1968. Muskie said that even with the new tax law in effect the same person would pay only 6.7 percent of his income. This is less than the tax rate paid by a person earning $10,000 who has a wife and two children. Such a person's Federal income tax amounts to nine per cent of his total income. WHITTAKER was known for not being hostile or brutal toward inmates and therefore frowned upon by other guards who didn't share his outlook. Memphis youths charged with crimes attributed to white man firebombing was the result of a grudge someone had against him. At no time was there any mention of the thought that Black people had anything to do with the firebombing, since they did not patronize the tavern. Police readily discounted any racial connection and even went as far as to flash a detailed description of the suspect over their car radios that night. Apparently the climate in the city of Memphis was still too hot over the Hayes murder, for the Homicide Department didn't spend too much time looking for the white suspect, there were other fish to fry.

By Chester Sheard MEMPHIS, T E N N . - Five young Black men, the oldest, 31, the youngest, 17, had been in jail for over one year before they were brought to trial for crimes attributed to them that eye witnesses say was done by a white man. ARRESTED over a year ago for the firebombing of The Red Lantern, a hillbilly tavern patronized by whites only, in which one person died and eight were burned, the entire charade of arrests and seizures of five B l a c k suspects pointedly exposed the methods used by city and state officials to bring to trial any Black person they wish to charge with committing crimes. Coming on the heels of the brutal police beating - murder of Elton Hayes, a 17-year old Black boy. a week before the Red Lantern incident, the firebombing proved to be the p e r f e c t a n s w e r for an opportunity to turn the cries of "police brutality" to voices of indignation against Blacks in a city well entrenched in the Southern racist idioms. Police Department officials put Detective R.R. Davis, a 14 year veteran of the force, with 6 years on the Homicide Squad, as head of the investigating team. Nicknamed "Rail Road" for obvious reasons, the cunning, pompadoured Davis and his' men swept into action with the persistence of a lion seeking its prey, reaching into the Black community, picking up all kinds of "suspects." WASHINGTON, D.C.-A major White House backed conference on C a r e e r Education for Minorities held here recently resulted in a near "free-for-all" verbal clash between minority groups for priority in a nebulous educational program being offered by the U.S. Office of Education. IRONICALLY, the minority groups, which included Blacks, American Indians, Chicanos, J a p a n e s e and C h i n e s e Americans, denounced the program from, the outset, and almost unanimously voiced suspicions and skepticisms of the Administration's intentions. Nevertheless, the vague promise and concepts of " C a r e e r E d u c a t i o n " put forward by the administration, offered seemingly just enough "pie-in-sky vision" to create mostly subtle, but often open clashes among the ethnic groups. "This was just what Mr. Nixon intended," declared one Black delegate, "to get us fighting among ourselves over a promise that won't be delivered." Another delegate, Eugene Williams, a consultant for Health Education and Welfare, more bluntly called the program "a farce." Williams

contended that the "Career" program was just another of a^ series of "games", being "run on Blacks and other minorities." A Chicano representative voiced his suspicions in a paper presented to the conference: "We in the Chicano community have been burned by hoi milk—not only vocational education," he said, "but the whole educational system—that we wish to blow on the cottage cheese (career education) before we partake of it." Crocket, Jr., who sits on the Recorders Court bench in this Michigan city recently told MUHAMMAD SPEAKS that many of the policemen assigned to the city's controversial Tactical Mobile Unit (TMU) and the STRESS undercover operations have developed a "Gestapo like" attitude, and therefore the only sane remedy for the situation is to disband both units. Judge Crocket went on to say that members of the two units apparently view themselves as "super-cops," and since this is the case, they are not subject to the restraints the law imposes on ordinary policemen.

"You see, by virtue of the information media, the people have become indoctrinated with the idea that the country is so pervaded with crime, that now all you have to do is make an accusation and immediately they feel the person is convicted. "And certainly this attitude seems to dominate the police department here, and in just about every other major city." Judge Crocket stated. "The police here refer to persons whom they have arrested as, the 'thug'. I can read a police report and it'll say the criminal did such and such," the judge said. "Mind you now, in many cases there isn't an indictment and certainly no conviction. Still as far as the police are concerned the person is already convicted and has no rights."

Hamilton's building proposal for welfare EAST LANSING, Mich. - A Black political scientist has proposed that abandoned buildings in America's central cities be turned into public sector housing cooperatives for persons receiving welfare. DR. CHARLES V. Hamilton, co-author w i t h Stokely Carmichael of "Black Power: The Politics of Liberation in A m e r i c a , " explained his proposal during a recent visit to Michigan State University, and sought comments from MSU faculty members. D r . H a m i l t o n describes persons receiving welfare as "conduits" whose money for rent leaves the community and never returns once it is paid to absentee landlords, the actual welfare beneficiaries. To stop that flow of money, he would like for welfare families to form cooperatives and use the money formerly spent on rent to purchase multi - unit housing. "This will terminate welfare benefits now extending to communities who profit without receiving any of the political flack now directed at welfare communities," he says. He suggests that social services departments use

I saw pictures of the Muslim farms, Printing Press, Businesses, Bank, and the New Temple purchased in their newspapers and magazines. I have noticed that everytime the devil says something concerning us which is false, the Black Press is like a dog lying down half asleep, and when he sees a rabbit he jumps up so fast that his feet look like wheels when he takes off after the rabbit. The Black Press, especially the Chicago Daily Defender, does not take time to check with us to find out whether it is true or false. They want to show the white man that they are with him 100 per cent when it comes to the Muslims — whatever the devil says. I often wondered what was meant by Chicago Defender. THE majority of us, so-called Negroes in America have been reared by southern white people, who have the most profound hatred and dislike for us. AT the time, the southern white people frightened the so-called Negro slaves to such a degree, that they had no hope of ever being recognized authorities among themselves. as (Bible) Isaiah 1:16, warns you. The Bible, Proverbs 30:12, specifies us as a generation not washed. Hebrew 10:22 (Bible) makes mention that it is necessary that our bodies be washed with pure water to enter into the recognition and respect of God (Allah). In this Great Day of D e c i s i o n , w h e r e i n we find ourselves, in order to decide which way we must go; Who to follow; Our decision must have, as its base, intelligence, sensibility and wisdom. As the Apostle Paul said (I Thess: 5:21) we must "Prove all things and hold fast that which is good." To prove a thing or a man, according to dictionary definition we must show him to be true or genuine by evidence or argument; establish the authenticity or validity of him; to justify, confirm, verify. As you notice, every year around this time before our annual Saviour's Day Convention, the white man's campaign against the Honorable E l i j a h Muhammad begins. Every year he pulls the same trick. However, the fact that he pulls the same trick every year should wake our people up to the trick, since at all other times during the year he is silent. And you are not being wise if you don't examine his reason, his motive. He, the white man, thinks that he has made Black People so blind, deaf and dumb that you will fall for the same old trick time after time, year after year. You are not given credit for any intelligence.

But I think that he is being deceived himself today, to think that Black men can be deceived so easily. Especially with the light of Truth of the Honorable Elijah Muhammad ever shining and increasing with intensity daily, and his works ever bearing witness that he is a man concerned with, and has the key to, the Salvation of Black People. When he, the white man and his imps pop up. like every year with his smear campaign, in view of Messenger Muhammad's continuous progress and accomplishments: he's like a man, in the streets naked, charging and condemning the fullyclad people with indecency. While he was preparing to attack and accuse God's Messenger, perhaps you were g i v i n g consideration and concern to what Messenger Muhammad was doing. Perhaps you had time to calculate on why Messenger Muhammad was still being successful after 42 years in the midst of this evil race of people, and time to consider who was behind the success of this great man. Maybe your m e m o r y was revitalized by the prompting of Messenger Muhammad"s Laborers; having pointed out how this same attacker and accuser had himself bowed to, respected and honored Messenger Muhammad, as well as a d m i t t i n g that Messenger Muhammad was the True and Last Messenger of Allah. According to an Atlantic Monthly quote of a 1963 Time Magazine article, "doctors in Oklahoma were grossing an estimated $300,000 a year from deals with pharmaceutical companies to test out new drugs on prisoners; the same doctors were paying prisoners $5 a quart for blood which they retailed at $15." According to the Atlantic Monthly article, many times an inmate is paid as little as $12 per month for a blooddrawing experiment for which a student would be paid $100. By s u b m i t t i n g to the experiments, the inmates have been subjected to contracting a host of deadly diseases such as cancer, lukemia. and also hemorrhages in the skin, scurvy, and diseases of the nerves. Other ill-feelings suffered from the experiments include pain in the joints, swelling of legs, loss of hair, shortness of breath, scaly skin, mental depression, dental cavities,

and recurrent loss of new dental fixtures. Mitford lists some 25 prisons where the deadly, unfair experiments occur. Most of them are located in northern states. However, it is doubtful i that she was able to obtain a complete list of the performing prisons from the Department of Health, Education and Welfare, where she obtained the list of 2.) Only prisons in Alabama, Arkansas, Florida, Georgia and Virginia are among the deep southern states listed. And it was at the Atmore Alabama State Prison where health conditions for inmates were so negative that the state itself sent in an investigating team from the M e d i c a l Association of Alabama to investigate. In addition to witnessing appalling health and medical facilities for the inmates, the team reported that inmates themselves were ordered to perform minor surgery on

patients. One of the investigating doctors, Dr. Julius Michaelson, described his experience touring the prison thus: "They were served their evening meal in paper bags. Inside, at the bottom of the sack in a pile was a hard, dried, cold egg on a piece of old, dried-out white bread, a greasy piece of old, yellow cheese with globules of fat exuding from it. "This too, of course, on a piece of stale white bread together with a small square of crumbly substance that was supposed to be cake. The only thing available to wash down this delight was water." Describing his feeling upon leaving the prison after the tour, Dr. Michaelson said, "I was depressed. I wanted to shed my clothing and take a cleansing shower. As I got into my automobile nausea welled up within me. I looked back and cried."

Firing Black lecturers threatens to close University of Hest Indies KINGSTON, Jamaica - A storm is brewing on this Island in the Caribbean. A storm full of sound and fury and indicating a new and higher level in the struggle of Black people to totally transform Jamaican society. The most recent development is a threatened strike by workers at the University of the West Indies in response to attempts led by a white administrator to fire two young University lecturers who have been active in support of recent worker struggles. The two, Trevor Munroe and Bobby Figueroa, face possible dismissal from the faculty if found guilty of charges stemming from a previous strike last October. THE ROOTS of the current situation are to be found in the strike of University workers in October 1972. The Universityj and Allied Workers Union ( U A W U ) won bargaining 'rights for 550 junior service workers who make an average of $10 for a 50 -hour work week on June 1, 1972. Thirty-two claims were immediately presented to the management of the University. After 20 negotiating sessions, the University flatly refused to discuss seven points, including such issues as a 5 - day, 40 hour work week, maternity leave with pay, and worker participation on University committees which directly affected their welfare. This refusal was seen by many as a last ditch effort by University officials to improve their public image in the face of the Union's negotiating successes. As a result of this refusal, the UAWA membership authorized a strike which started on October 9, 1972. The strike completely paralyzed the University for three weeks

Historical importance of Jamaica in the Carribean is threatened by insensitivity of educational leaders who force their short-sighted rulings on highly qualified leaders.

as students, faculty, and workers honored the picket line. It ended on October 30 with both the University and the Union agreeing to enter detailed discussions. An important clause in the' settlement was that there would be no victimization of striking workers or Union personnel. It is this specific clause which the Union claims has now been violated. ONE OF the key figures in the October strike was Dr. Trevor Munroe, an Oxford trained lecturer in Government at the University and vice - president of the Union. Munroe and Bobby Figueroa are charged by a white vice - chancellor, O.R. Marshall, with seven

violations of a vaguely worded University "code of conduct." The c h a r g e s i n c l u d e "disorderly conduct, uttering gross statements against members of the University, behaving in a manner to disrupt the good order of the U n i v e r s i t y , engaging in a c t i v i t i e s c a l c u l a t e d to endanger Peace and Security, etc." Any of these could lead to dismissal. BUT IT is the incident from

which the charges stem that has created the greatest outcry of anger and disbelief. A white consultant on the Faculty of Medicine, Dr. Cecil Mclver, who is not a citizen of the West Indies, drove his automobile through a workers' picket line during the October strike, not stopping after injuring two workers. Munroe and Figueroa were called to the scene by campus security officers to assist in calming an angry crowd of workers who had witnessed the incident. Statements which support these facts have been filed with police by the campus security officers and several w i t n e s s e s . A group of University professors who witnessed the act, including Dr. George Beckford, head of the Economics Department, have formally requested that the U n i v e r s i t y i n i t i a t e criminal charges against Mclver. The only response from the University has been its diligent pursuit in the prosecution of Munroe and Figueroa. A hearing before a Professional Committee of University faculty had been scheduled to begin on Monday, January 22. The University was forced to p o s t p o n e the hearing indefinitely &nd it is now clear that the University is not on solid ground. The immediate cause of the postponement was the sudden resignation of the appointed chairman of the Professional Committee. Dr. Munroe, however, attributes the

postponement to "a massive build - up of public pressure." Over 500 workers walked off their jobs in a protest demonstration which coincided with the start of the hearing on Jan. 22. THE RESPONSE to the situation is p a r t i c u l a r l y significant in that it has o v e r c o m e some of the contradictions which have prevented effective mobilization around similar issues in the past. Faculty members are i n t i m a t e l y involved in the struggle to improve the lot of workers. Students have come to see their position in regards to workers as a privileged one and are actively supporting the w o r k e r s ' demands. The community - U n i v e r s i t y dichotomy has also been partially overcome. Indeed, the most militant expressions of support have come from among working class people at such gatherings as nightly street rallies held all over Kingston. At the fin such gathering, over 200 people braved rain and a chilling wind to listen — in high spirits — to almost three hours of speeches by a broad cross - section of Jamaicans. 1

Memphis youths charged with crimes attributed to white man By Chester Sheard

firebombing was the result of a grudge someone had against him. At no time was there any mention of the thought that Black people had anything to do with the firebombing, since they did not patronize the tavern. Police readily discounted any racial connection and even went as far as to flash a detailed description of the suspect over their car radios that night. Apparently the climate in the city of Memphis was still too hot over the Hayes murder, for the Homicide Department didn't spend too much time looking for the white suspect, there were other fish to fry.

MEMPHIS, T E N N . - Five young Black men, the oldest, 31, the youngest, 17, had been in jail for over one year before they were brought to trial for crimes attributed to them that eye witnesses say was done by a white man. ARRESTED over a year ago for the firebombing of The Red Lantern, a hillbilly tavern patronized by whites only, in which one person died and eight were burned, the entire charade of arrests and seizures of five B l a c k suspects pointedly exposed the methods used by city and state officials to bring to trial any Black person they wish to charge with committing crimes. Coming on the heels of the brutal police beating - murder of Elton Hayes, a 17-year old Black boy. a week before the Red Lantern incident, the firebombing proved to be the p e r f e c t a n s w e r for an opportunity to turn the cries of "police brutality" to voices of indignation against Blacks in a city well entrenched in the Southern racist idioms. In a positive statement given by an eye witness to the firebombing, Melvin McBride,

Through a series of conveniently spaced events, beginning with the apprehension of a 13 - year old boy, Calvin Pittman, for "strong - armed robbery" of fifty cents from a paperboy, the police were given their first "break." They took Calvin to the police

questioning, the 13 - year old boy said he "heard" that some boys had bombed the Red Lantern. One of those boys just happened to be his own brother, Terry Pittman, a 17 year old who, rumors had it that Detective Davis had been quoted as saying "I'm going to get that Pittman (Terry) boy" long before the bombing took place.

Willis were the only ones of the five to sign any kind of statement which implicated them to any degree. Fletcher said he signed the statement out of fear of what "they (the police) would do to me. They've already cut my head once. After what they did to Elton Hayes, I knew that when they said they'd take me in the basement if I didn't talk,

WASHINGTON - A leading Senator has charged that the Nixon Administration was wrong in contending that the 1969 Tax Reform Act cured the worst inequities in tax laws. THE CHARGES were made by Senator Edmund S. Muskie, former candidate for the Democratic nomination for President. He supported this contention by c i t i n g an individual (without naming him) who paid no Federal income tax on a $2.2 million income in 1968. Muskie said that even with the new tax law in effect the same person would pay only 6.7 percent of his income. Rap Brown rambling on By Joe Walker NEW YORK — "Truth is in the eye of the storm, and I myself no more than a raindrop looking for a fertile place to fall; a poet who speaks to the deaf; a scribe whose ledger is the wind; a rainbow in the mind of the blind." These were the concluding words of H. Rap Brown's 15minute opening statement to the jury sitting in judgment on the 24-counts leveled against him and three co-defendants in criminal court here. Brown, following in the footsteps of Angela Davis, is acting as his own co-counsel with Attorneys William M . Kunstler, and Howard Moore Jr., who also defended Miss Davis. Speaking in a restrained manner. Brown told the jury and the packed, intrigued courtroom, that for him there was no p r e s u m p t i o n of innocence until proven guilty (noting that he was detained in high bail — $100,000 reduced from an early $250,000) and indicated that with the small number of Blacks on the jury (2 Black men and 1 Black woman in the 12-member jury, 1 Black man among the 4 alternates) it was not a jury of his peers. Likewise, it was not a peer group in income or knowledge. With armed guards conspicuous throughout the courtroom, the 29-year-old

former head of the Student Non-Violent Coordinating Committee declared, "Man is not the law-giver, nor is he the ultimate law-executioner. And this is what your job and responsibility have become. Remember, he who executes for the law-if it's a man-made law—will also exterminate for the law." In one part of his statement, Brown noted that the United States government "creates conditions that make war profitable, that make hunger profitable, that violates the very law that it tells you it enforces."

KASHIF: Mr. Commissioner, you have often stated that the TV-Radio business is a "gold mine." How can Blacks, as it's often put, 'get a piece of the action?" HOOKS: Well, this goes back to the question I raised previously. The purchasing power of Blacks in this country is enormous. There are 25 million Blacks. If we were considered a separate nation, economically, we would have the fifth larger gross national product"in the world. However, in corporate life, in community life or group life, just as in personal life, we all know

Therefore, if Blacks want a piece of the TV -Radio business they will have to put up the money. There are many sources that will help. My answers are pretty hard and abrupt, because I think we have dealt with socialscience clap -trap too much. There is no need of talking about a piece of the action if you don't have any money. If you are given a license, you will have to meet payrolls and pay rent. As your leader (The Honorable Elijah Muhammad) says: 'Self Help'. K A S H I F : B l a c k s have literally been asleep to the whole area of communications and its potential for abetting the uplift of our people — from the so-called Civil Rights era, down to the awakening of Black consciousness — with one or two notable exceptions. Whenever Blacks awaken to anything, there is usually white hysteria and active opposition. What is the effect of this in the field of communications? HOOKS: Yes, I would say that whenever Blacks awaken to anything they will meet white opposition. But again, it is because Blacks are, havenots, and the whites are, haves, and it boils down to those who have — not being willing to give it away. Some

may not like it, but it is a fact of life — a fact of human nature. I doubt there are too many Black folks, when they see somebody sleeping in the streets, they will say 'Hey, come get my house.' You may give him a dollar or rent him a place, but you won't give him your house. Everybody does for self. This is a fact of human nature we have not overcome. What Blacks have to do is organize and not be overcome by the hysteria and active white opposition. KASHIF: You stated recently that while you recognize and appreciate the foresight of the President in appointing a Black commissioner, you also recognize that such appointment might not have come about had it not been for pressure exerted by such groups as Black Efforts for Soul Television ( B E S T ) , headed by Bill Wright. What should be the role of such groups and individuals now? HOOKS: The role of all community groups must be that of continued pressure on the broadcast industry. Their goal must be to continue to agitate and to fight for change and for betterment, for more relevant programs and for all the things that will bring about a state of equality for minorities in broadcasting for Blacks and for women also. HOOKS: As you might be aware, Mr. Wright and his group have come under severe pressure and have literally ''folded up''. (TO B E CONTINUED)

Viet Nam NOT first war U.S. suffered defeat By Joe Walker NEW YORK - Viet Nam is not the first war that the United States has lost. Korea was also a defeat for the U.S.A. This Muhammad Speaks correspondent was reminded of this fact as this month marks the 25th anniversary of the founding of the Korean P e o p l e ' s A r m y . Before Harrison E . Salisbury of the New York Times made his recent trip there, this writer toured the D e m o c r a t i c People's Republic of Korea (North Korea) in 1971. As reported in a series of eye witness articles in MS, I found the North Koreans to be a proud and industrious people who have made tremendous gains in rebuilding their war devastated cities and towns constructing modern industry, developing cooperative farms, instituting a system of compulsory and universal education, creating - a people's c u l t u r e and establishing a system of national defense against outside aggression. These achievements were made in spite of and in response to the war of intervention of the United States in North Korea in 1950 53, which levelled whole cities, tortured thousands of civilians, took the lives of one million Koreans and occupied and still occupies about 44 per cent of the Korean peninsula under the puppet cover of the Park Chung Hee regime. The Korean people long for the reunification of their fatherland, North and South,

but until the United States withdraws from the South and stops propping up its front man there, the DPRK remains in a state of war with the U.S. STRONG ROOTS

Also, a number of political prisoners have been released recently, only to disappear a few d a y s l a t e r . The government cites t h e i r disappearance as proof that they have defected to the P R G zones, but their families believe that they have been secretly arrested again.

The peace settlement protocols state that civilian detainees "shall be given adequate food, clothing, shelter and m e d i c a l attention." Reports from Saigon's prisons, however,

indicate that prison conditions in South Viet Nam are among the worst in the world. Overcrowding is so bad, reports Ho Ngoc Nhuan, that at the Chi Hoa prison in Saigon, over 300 prisoners are kept in rooms about 25 by 60 feet. There is barely enough room to sit, let alone to lie down. Prisoners are often shackled for extended p e r i o d s , sometimes for months on end, resulting in total paralysis of the limbs. The prison diet is totally lacking in meat, fresh fish or vegetables. "No one can exist on such a diet for long," Nhuan states, "without suffering permanent damage, or death." There are indications that Thieu is planning to subvert many of the provisions of the peace settlement. But the situation with regard to the political prisoners now under his control remains one of the most critical issues.

NEW YORK - In its new brochure "Black Americans Stay Out of South Africa," BLACK CONCERN tells why South Africa is the most oppressive country on the face of the earth. Here are major excerpts: OPPRESSIVE LAWS A multiplicity of oppressive laws have been passed to force the African out of the urban "white" areas and to control his activities. ...No African, lawfully residing in a town by virtue of a permit is entitled to have his wife and children residing with him. ...An African boy, aged 16, who has left school and lives at home with his parents but does not work, may be arrested w i t h o u t w a r r a n t by a policeman who has reason to believe he is an idle person. ...An African declared to be an idle person may enter into a contract of employment with a white f a r m e r . If he is dismissed before the contract expires, he can be committed to a penal institution for two years. ...No white person living in town can accommodate on his premises the son of his African servant if such has reached the age of 10. ...It is unlawful for African workers to take part in a strike for any reason whatsoever. Punishment for doing so is three years imprisonment. ...An African is prohibited from doing skilled work in the building industry in any town in South Africa. ...An African factory worker who is absent from work for 24 hours without permission is guilty of a criminal offense punishable by imprisonment for up to three months. ...An African who conducts a class in his home in reading and writing for his friends is guilty of a criminal offense punishable by six months imprisonment. ...No African is entitled to acquire land anywhere in South Africa,...not even in his own Bantu areas. ...Any African found on any premises with a firearm is subject to the offense of sabotage and liable to the death penalty. APARTHEID T h i s whole system of oppression in South Africa is called apartheid. The basic purpose of apartheid is to secure an abundant supply of cheap labor for the economy. It entails an elaborate system of rules for regulating the lives of the A f r i c a n s . L a b o r legislation, passing laws, and labor bureaus are all part of this system. Under apartheid an African

who is unemployed and does not return to his reserve risks being arrested and sent to a work colony for up to three years. In most cases an African must accept a job offered to him. He is sent wherever he is needed. He must carry a pass book containing the details of his employment and produce it on demand of the police. Apartheid deprives the Africans of any opportunity for escaping his condition. On the whole, they are denied access to e d u c a t i o n and the government has barred them from most skilled jobs. Bantu education trains the African for a life of servitude. Under Bantu Education: ...Three million African children receive no schooling whatsoever.

...Seventy per cent of Africans attending school are in the lowest primary grade. Less than one per cent finish secondary school. ...Atncan teachers are paid less than white teachers. Their crowded classes often contain 100 children on double sessions. ...Education is free and compulsory for whites up to the age 16. It is neither free nor compulsory for Africans or Coloureds. ...The government spends $28 per year on each African student as opposed to $319 for white students. STANDARD OF LIVING The standard of living for whites in South Africa is the highest in the world. They have achieved fantastic wealth

through the exploitation and subjugation of the African majority. ...The average white income per head is about $133 per month. The average African income is about $9.80 per month. ...The mines and quarries of South Africa employed 585,851 Africans and 62,373 whites in June, 1970. The earnings of Africans who constituted 80 per cent of the labor force totaled 31 per cent of the total wages. ...The annual cash earnings of' miners in 1968 was $5,275 for white miners and $265 for' African miners. . . . A f r i c a n s , the poorest section of the population, are taxed more heavily than whites.

While the subtle ethnic antagonism appeared to misdirect attention from the program's functional aspects and validity, more than one of the conference major speakers spoke directly to this point, and demanded "clarification" from the administration before urging Blacks and other minorities to support such a program. Some observers suggested that the concept of "Career Education" was deliberately left "hazy" by the administration so as to acerbate ethnic tensions while covering over the program's shortcomings. CONGRESSMAN Augustus F . Hawkins, (D-Calif.) told the group "...Imposing Career Education on a system of neighborhood schools would inevitably foster such evils as tracking, lack of opportunity to all but a small number of c a r e e r options, and a continuation of poor quality education for children in poor schools." Hawkins went on to question the administration's concept of the p r o g r a m , allegedly designed to steer a child in a secondary school to an occupational role consistent with his talents and ambitions-. The program's advocates emphasized that^eight of ten
