Se lo preguntamos a Juan Pablo Swett, presidente de la Asociación de Emprendedores de Latinoamérica y de la Multigremial Nacional de Emprendedores, y uno de los fundadores del portal de empleos Trabajando.com, entre otras iniciativas. /// We asked Juan Pablo Swett, president of the Latin American Association of Entrepreneurs and the National Union of Entrepreneurs, and one of the founders of the job platform «Trabajando.com», among other initiatives.

U

na seguidilla de revisiones a la baja en el PIB además de otras variables macro, durante los últimos 2 años, describen, al menos en las cifras, un escenario poco alentador para el emprendimiento y la inversión. ¿Es correcto hacer esta lectura?

Sí, las cifras no mienten. Estamos frente a un clima de desaceleración complejo y lo seguirá siendo mientras el gobierno no enmiende el rumbo respecto de las señales erróneas y poco claras que ha dado al mercado impulsando reformas ideológicas que no aportan al crecimiento. Mi diagnóstico es que la economía no debería repuntar este año y difícilmente lo hará el próximo, considerando por un lado el complejo panorama internacional y por otro la falta de confianza de los empresarios que han debido paralizar gran parte de sus inversiones. Con esto, los más perjudicados son los micro, pequeños y medianos empresarios, ya que en su gran mayoría son proveedores de las grandes empresas.

///A follow-up of reviews showing a downward tendency of the G.N.P. in addition to other macro variables over the past two years, describes, at least in figures, a not so encouraging scenario for entrepreneurship and investment. Is it right to read it that way?

Yes, numbers do not lie. We are facing a climate of complex slowdown and it will continue so if the government does not amend the course with regard to the erroneous and unclear signals to the market by impulsing ideological reforms that do not contribute to its growth. My opinion is that the economy will not improve this year and it hardly will the next one, considering, on one hand, the complex international scene and on the other, the lack of confidence of entrepreneurs who had to paralyse many of their investments. With this, the most affected are the micro, small and medium sized businessmen, as the vast majority of them are suppliers for the big companies.

“No creo en una visión tan apocalíptica de que Chile perderá su estabilidad, pero evidentemente los hechos de corrupción y financiamiento de la política del último tiempo han generado descontento”. /// «I do not believe in such an apocalyptic vision that Chile will lose its stability, but obviously the latest incidents of corruption and political financing have generated discontent.»

Con un proceso de modificación a la Constitución en marcha y el financiamiento de la política en tela de juicio, ¿sigue siendo Chile un país estable políticamente y con bajos niveles de corrupción?

No creo en una visión tan apocalíptica de que Chile perderá su estabilidad, pero evidentemente los hechos de corrupción y financiamiento de la política del último tiempo han generado descontento en las personas y han dado pie para que se cuestione el modelo económico y social del país. Estamos frente a un escenario complejo, marcado por una sociedad cada vez más conectada y empoderada, y que exige sus demandas en las calles, poniendo en tela de juicio a toda la clase política y empresarial, lo que está muy bien. Sin embargo, el problema es que estos hechos son tomados como ejemplo para intentar derribar todo lo que hemos construido hasta ahora y para meter a todos los empresarios en el mismo saco, sin hacer diferenciación de aquellos que trabajan en forma ética.

With a process taking place to modify the questioned Constitution and political financing, does Chile remain a politically stable country and with low levels of corruption?

I do not believe in such an apocalyptic vision that Chile will lose its stability, but obviously the incidents of corruption and political financing of the recent time have generated discontent among the people and given rise to questioning the economic and social model of the country. We are facing a complex scenario, marked by an increasingly connected and empowered society, claiming their demands in the streets, putting into question the entire political and business class, which is all right. However, the problem is that these incidents are taken as a precedent to try to tear down everything we’ve constructed so far and to put all employers in the same sack, without differentiation from those who work ethically.

“Chile sigue teniendo ventajas comparativas frente a otros países de la región, el inversionista extranjero lo sabe y sigue mirándonos como un mercado atractivo”.

«Chile still has comparative advantages over other countries in the region, the foreign investor knows that and is looking at us as an attractive market.»

En este mismo número entrevistamos a un gerente de una transnacional de obras públicas, quien nos cuenta que tienen proyectos “para 5 o 10 años más”. ¿Es feliz también el escenario para los pequeños inversionistas-emprendedores extranjeros?

Que a una transnacional le vaya bien no es suficiente para hablar de un escenario feliz, creo que lo que predomina hoy es un clima de expectación y de incertidumbre que tiene a muchos sumidos en la duda de si invertir o no. Chile sigue teniendo ventajas comparativas frente a otros países de la región, el inversionista extranjero lo sabe y sigue mirándonos como un mercado atractivo. En ese sentido las grandes empresas pueden hacer apuestas en el largo plazo de que Chile va a repuntar, versus inversores más pequeños que no pueden darse el lujo de vivir una desaceleración económica sostenida. ¿Es fácil crear una empresa en Chile?

Los trámites para crear una empresa en Chile se simplificaron bastante con la ley de “Empresa en un día”, que impulsó a Asociación de Emprendedores de Chile. No obstante, lo complicado es hacer que el negocio funcione, que sea competitivo, que consiga financiamiento y que logre ingresar al mercado a competir con los grandes. Esas son las grandes barreras con que deben lidiar los emprendedores. En términos de políticas públicas, aún queda mucho por hacer. Es clave promover y defender la iniciativa de las personas y hacer crecer sus empresas, porque junto con la educación, el emprendimiento es una de las principales vías para generar movilidad social. ¿Debiera temer el extranjero a la burocracia?

No, burocracia hay en todos los países, me parece más relevante que las reglas se respeten, y que el inversionista tenga la mayor cantidad de antecedentes en el sector específico donde está poniendo plata. Creo en cambio que la burocracia es algo que debemos mejorar como país, una oportunidad para mejorar y facilitar el proceso de instalación de los capitales extranjeros para generar movimiento en nuestra economía. Lo mismo debe suceder en términos de emprendimiento, donde las condiciones deben ser lo más favorables para quienes inician un nuevo

That a transnational does well is not enough to talk about a happy scenario, I think that what prevails today is a climate of expectation and uncertainty, immersing many in the doubt whether or not to invest. Chile still has comparative advantages over other countries in the region, the foreign investor knows that and is looking at us as an attractive market. In that sense big companies can make long-term bets that Chile will recover, versus smaller investors who can not afford themselves the luxury of experiencing a sustained economic slowdown.

Is it easy to create a company in Chile?

The procedures to create a company in Chile have been quite simplified thanks to the law «Enterprise in one day», which impulsed the Chilean Association of minor Entrepreneurs.

However, the difficult part is to make the business work, so that it is competitive, obtaining financing and achieving market access to compete with the big ones Those are the major barriers that minor entrepreneurs must deal with. In terms of public policy, much still remains to be done.

Essential is to promote and defend initiatives of people and growth of their businesses because along with education, entrepreneurship is one of the main ways to generate social mobility.

Should a foreigner fear bureaucracy?

No, bureaucracy exists in all countries, it seems to be more relevant that rules are respected, and that the investor obtains the maximum amount of background information for the specific area in which he is investing his capital.

Instead I think that bureaucracy is something we have to ameliorate as an issue of the country, an opportunity to improve and facilitate the process of attracting foreign capital to activate our economy. The same should happen in terms of entrepreneurship, where conditions should be more favorable for those starting a new business, both Chileans and foreigners entering the country, the bureaucracy being replaced by a manner of entrepreneurship in which will, push, vision and talent

negocio, tanto chilenos como extranjeros que ingresan al país, que la burocracia sea reemplazada por una emprendocracia donde predominen las ganas, el empuje, la visión y los talentos para que estos puedan llevar a cabo sus ideas en proyectos que vean la luz. ¿Ocurre igual para los inversionistas-emprendedores nacionales?

No veo grandes diferencias del escenario para inversionistas y emprendedores nacionales, con los internacionales.

Obviamente que quienes conocen más de cerca el entorno, tendrán ventajas y mayores antecedentes para tomar decisiones de aporte de capitales o de qué tipo de actividad iniciar y qué mercados abordar. Lo mismo que empresas con gran expertise y espaldas financieras pueden tener muy buen desempeño en Chile, o tener una visión diferente que podría ser una ventaja comparativa al momento de instalarse acá.

En definitiva, ¿qué aconsejarías a quienes están pensando en Chile como destino para su inversión?

Yo siempre voy aconsejar venir a Chile a invertir, porque tenemos un país lleno de oportunidades, con gente increíble en lo personal y en lo profesional, además de ser el lugar ideal para que quienes quieren venir a hacer negocio a Sudamérica den el puntapié inicial. El “pero” es la incertidumbre con la que se vive hoy, por lo que mi consejo sería ser prudente y esperar a ver qué va a pasar con las reformas, de forma que se tenga una claridad de las reglas del juego en el mediano y largo plazo.

Does the same thing happen to local investor-entrepreneurs?

I do not see big differences in the national versus the international scenario for investors and entrepreneurs. Obviously those who know the environment more closely do have advantages and more background information at the time of deciding upon investment of capital or what type of activity to start and what market to access. Likewise companies with great expertise and financial backing may perform very well in Chile, or with a different point of view could be a comparative advantage when setting up here.

For good and all, what would you advise to those who are thinking of Chile as a destination for their investment?

I’ll always advise to come to Chile to invest, because we have a country full of opportunities, with amazing people both as persons and professionally. Furthermore, Chile is ideal for those who want to come to do business in South America as the place to start. The «but» is the uncertainty with which we live today, so my advice would be, to be prudent and wait to see what will happen with the reforms, so to have clarity in the rules of the game for medium and long terms.

TODOS COINCIDEN Con una economía que no crece más del 2%, y con proyecciones a la baja desde todos los sectores, incluida la Sofofa, que mantiene la proyección de crecimiento en 1,5% para este año, el mismo ministro de Hacienda, Rodrigo Valdés, reconoce que el escenario no es alentador para 2016-2017.

El hecho de que el crecimiento del sector de la minería haya retrocedido más de un 9% en lo que va del año, y enfrente ya hace rato una recesión profunda, a juicio de la autoridad, hace necesario que el resto de la economía “compense” esta caída, “para que el crecimiento pueda finalmente despegar”.

Finalmente, la Encuesta de Expectativas Económicas, que realiza una vez al mes el Banco Central a un grupo de expertos, por su parte, es además consecuente con estas cifras, situando en julio la expectativa de crecimiento para 2016 en 1,7%, mientras que para 2017 la rebajaba de 2,4 a 2,3%. /// EVERYBODY AGREES

There are more than 737 hectares of green areas, trails and viewpoints, which include the Santuario a la Inmaculada Concepción (a giant statue of the Virgin Mary at the top of Cerro San Cristobal), the zoo, the funicular, the cable car, the Japanese Garden, the pools, plus other architectural attractions.

Desde esa altura, además (880 metros, en el caso del cerro San Cristóbal), se pueden ir viendo los distintos barrios de Santiago.

Así, el guía, junto con describir los atractivos de este parque con casi 100 años de historia, también nos cuenta acerca de las distintas zonas de la ciudad que se van observando desde la altura, información que los mismos santiaguinos, muchas veces, desconocen. ¿Un extra?: la cordillera ofrece desde allí un espectáculo imperdible.

Qué está pasando allá fuera en el universo? Esta pregunta es la que nos ha hecho mirar hacia el cielo desde tiempos remotos, buscando respuestas. Y para encontrarlas, dos cosas han sido extremadamente útiles: tecnología de punta y cielos despejados. Chile es el país más rico del mundo en lo segundo.

/// What is happening out there in the universe? This question is what has made us look skyward since ancient times, looking for answers. And to find them, two things have been extremely useful: technology and clear skies. Chile is the richest in the world in that last matter.

Según la Hoja de Ruta para el Astroturismo en Chile 2016-2025, documento elaborado por el gobierno de Chile, entre otras entidades, en todo caso, “las cifras de las que se dispone actualmente para el astroturismo chileno no son del todo completas y fidedignas”, pero lo que sí está claro es que existe aún un amplio espacio para el desarrollo de todos sus actores: observatorios científicos internacionales, observatorios científicos nacionales universitarios, observatorios públicos (municipales), observatorios privados sin fines lucro (asociaciones de aficionados), oferentes turísticos privados (observatorios con fines de lucro), planetarios y museos. En total, más de 140 prestadores de servicios astroturísticos bajo este cielo claro.

In any case, according to the Roadmap for astro-tourism in Chile 2016-2025, a document prepared, amongst others, by the government of Chile, «the figures currently available for the Chilean astro-tourism are not entirely complete and reliable «but what is clear is that there still is ample space for development by all of its actors: international scientific observatories, national scientific university observatories, public observatories (municipal), non profit private observatories (amateur associations), operators of tourism (observatories for profit), planetariums and museums. In total, there are more than 140 astro-touristic service providers under this clear sky.

En este reciente estudio se constata, además, una realidad ya reconocida en nuestro país, que se ha desa rrollado gracias a la extraordinaria calidad de nuestros cielos y a las facilidades que otorga el Estado a estas iniciativas: “En Chile se encuentra instalada el 40% de la infraestructura mundial para la observación astronómica y esta cifra aumentará al 70% en la próxima década con la instalación de nuevos proyectos como el E-ELT (Telescopio Europeo óptico/infrarrojo Extremadamente Grande), de ESO”.

¿QUÉ es

ESO? WHAT is ESO?

Dada esta amplísima oferta astronómica, quisimos enfocarnos únicamente en tres de los más importantes observatorios que están en Chile, por ser también únicos a nivel mundial. Se trata de los telescopios científicos instalados por el Observatorio Europeo Austral (European Southern Observatory, ESO) en el desierto de Atacama, verdaderas joyas de la tecnología astronómica que desde la década del 60 han aportado importantes datos para el desarrollo de esta ciencia y, junto con ello, han abierto sus puertas gratis (sí, gratis) para el deleite de sus visitantes.

Con oficinas centrales en Alemania, ESO es una organización intergubernamental que se financia gracias al aporte de sus 16 países miembros, el cual asciende a unos 130 millones de euros.

Se creó en 1962 con el fin de construir y operar el conjunto de telescopios más poderosos del mundo, porporcionándoles a los astrónomos instalaciones de vanguardia. Fue el 6 de noviembre de 1963 cuando Chile y ESO firmaron el acuerdo que comenzaría con más de 50 años de mutua colaboración.

Para saber un poco más de su historia, características y diferencias, conversamos con Laura Ventura, coordinadora interina del Departamento de Comunicaciones de ESO en Chile, y con Hernán Julio, periodista científico especializado en astronomía, quien es además el administrador de las visitas guiadas de ESO a La Silla y Paranal, y director de la revista Astrovida.cl. Junto con ellos, elaboramos esta infografía, para que decidas tu visita con pleno conocimiento.

/// Given this tremendous offer in astronomy, we only wanted to focus on three of the most important observatories located in Chile, also for being unique worldwide. Those are the scientific telescopes by the European Southern Observatory (European, ESO) in the Atacama Desert, true jewels of astronomical technology which have provided important data for the development of this science since the sixties and, in addition to this, have opened their doors free of charge (yes, free) to the delight of its visitors.

With the main offices in Germany, ESO is an intergovernmental organisation financed by its 16 member countries, whose budget amount is about 130 million euros. It was created in 1962 in order to build and operate the world’s most powerful telescopes, providing astronomers with state-of-theart facilities. It was on November 6, 1963 when Chile and ESO signed the agreement initiating more than 50 years of mutual collaboration.

To know a little more about its history, characteristics and differences, we talked with Laura Ventura, acting coordinator of the Department of Communications of ESO in Chile, and Hernán Julio, journalist specialised in astronomical science, who is also administrator of the guided tours to ESO at La Silla and Paranal, and director of the magazine Astrovida.cl. Together with them, we developed this infographic, so you plan your visit with full knowledge.

Si bien la experiencia de visitar uno de estos observatorios astronómicos profesionales es fascinante —por lo que representan a nivel científico mundial, por la tecnología de punta y por las particularidades del paisaje desértico—, valga aclarar que los visitantes no tienen la posibilidad de observar a través de ningún telescopio, ya que esta operación, además de realizarse de noche, está exclusivamente reservada a los astrónomos y, de hecho, no a todos, sino a especialistas.

“La gente no se da cuenta, pero ir a los observatorios astronómicos profesionales es como ir a la NASA. La otra experiencia, que es mirar a través del ocular de un telescopio, eso lo dan los observatorios amateur”, nos comenta Hernán, ahora en su calidad de periodista especializado.

Y para eso en San Pedro de Atacama, en La Serena e incluso también en el sur de Chile, existen observatorios de este tipo y también operadores locales que trasladan a los aficionados y sus telescopios a zonas apropiadas para la observación.

Por lo demás, las fotos de planetas y galaxias que habitualmente observamos no son producto de un momento de observación. Al respecto, Laura nos aclara: “Porque lo que hacemos nosotros es integrar, dejamos un tiempo de exposición largo y la retina del instrumento, del telescopio, que es sensible, va sumando partículas de luz, de fotones, suma, suma, suma… y nuestro cerebro no puede hacer eso”.

While the experience of visiting one of these professional astronomical observatories is fascinating - for representing science at world level, its technology and the peculiarities of the desert landscape -, it is worthwhile to clarify that visitors do not have the opportunity to observe through any telescope, as this operation, apart from being done at night, is exclusively reserved for astronomers and in fact, not to all,but only to specialists.

«People don’t realise, that going to professional observatories is like going to NASA. The other experience, that is looking through the eyepiece of a telescope, is given at the amateur observatories «, Hernán says, now in his capacity as specialised journalist.

In San Pedro de Atacama, in La Serena and also even in the south of Chile, such observatories are existing and local operators transport visitors and amateur astronomers with their telescopes to areas appropriate for observing.

Moreover, pictures of planets and galaxies we usually observe are not the product of a moment of observation. In this regard, Laura explains, «What we do is to integrate, leaving a long exposure time so that the retina of the instrument, the telescope, which is sensitive, accumulates particles of light, photons, adding and adding and adding ... and our brain is not able to do that».

Telescopios: Varios. Los más importantes son el New Technology Telescope (NTT), de 3,58 metros, el cual estableció nuevos parámetros para la ingeniería y el diseño de telescopios y fue el primero en el mun do en tener un espejo primario controlado por ordenador, y el Telescopio de 3,6 metros, el cual alberga actualmente al buscador de exoplanetas más importante del mundo: HARPS (High Accuracy Radial velocity Planet Searcher).

Cualidades únicas: La Silla fue el primer observatorio de la ESO en Chile y por lo tanto es, de alguna manera, una visita a la historia de la astronomía mundial. Allí se puede ver la diferencia entre el antiguo edificio que alberga al primer telescopio, inaugurado en 1976, y el nuevo, del NTT, inaugurado en 1989.

“El NTT tiene un edificio cuadrado y muchísimo más compacto, que no tiene nada que ver con el de 3,6 metros, el cual, cuando uno entra, se da cuenta de que la mayor parte del edificio está vacía, porque en esa época pensaron que cuanto más alejado estuviera del suelo mejor evitarían la turbulencia atmosférica… y luego se dieron cuenta de que no era necesario. La Silla es la imagen típica del observatorio tradicional, más familiar, con distintos telescopios, más pequeñitos, y con esta configuración clásica con su cúpula.

Estando en La Silla se ven esas dos partes de la historia”, nos dice Laura.

“La Silla fue el primer lugar donde llegaron los astrónomos europeos y hoy día permanecen esas construcciones de los años 70 y 80 —agrega Hernán—. La Silla se construyó en la época análoga, cuando no existían los chips electrónicos, nada de eso, pero hoy día La Silla también es digital”.

LA SILLA OBSERVATORY Location: Atacama Desert, 600 kilometers north of Santiago and 2,400 meters above sea level.

Inaugurated in: 1969.

Operators: ESO. Telescopes: Various. La Silla is a typical image of the traditional observatory, more familiar, with different types of telescopes, medium till minor ones, together with that classic architecture of its domes. Being at La Silla you can observe those two parts of the history» Laura says.

«La Silla was the first place where European astronomers arrived and today those buildings from the the 70’s and 80’s still remain, Hernán adds. La Silla was built in the analog era, when there were no electronic chips yet, nothing like that, but, today La Silla is also digital.»

Telescopios: Consta de cuatro Telescopios Unitarios con espejo primario de 8,2 metros de diámetro más cuatro Telescopios Auxiliares móviles de 1,8 metros de diámetro. Cuando funcionan juntos, forman un “interferómetro” gigante que permite ver detalles con 25 veces más precisión que con telescopios individuales de mayor tamaño, mientras que al ser utilizados individualmente, cada telescopio de 8,2 metros puede ver objetos que son cuatro mil millones de veces más débiles que el límite detectable por el ojo humano.

Cualidades únicas: Este conjunto de telescopios, denominado Very Large Telescope (VLT), es el instrumento óptico más avanzado del mundo. Por esto ha provocado un impacto indiscutible en la observación astronómica, contando con varios logros científicos relevantes, entre ellos, la primera imagen de un planeta extrasolar. “Es alucinante desde la entrada, donde está el dummy del espejo, que es una réplica con la misma forma. Entonces uno lo ve y se puede dar cuenta del tamaño y grosor que tiene. Es tan delgado ¡y pesa 23 toneladas! Todo esto uno lo puede ver y eso es lo interesante, poder entrar a los telescopios y darte cuenta del tamaño que tienen, entender la historia que está detrás del desarrollo de la tecnología astronómica y estar en lugares que son únicos en el mundo”, destaca Laura. “En Paranal también esta la Residencia, que alberga a los trabajadores y que también se visita porque es muy bonita, tiene la particularidad muy atractiva de que está al medio del desierto y está construida en la ladera de un cerro, entonces pareciera que estuviera bajo tierra, ¡y hasta tiene una piscina!”, agrega Hernán.

PARANAL OBSERVATORY Location: Atacama Desert, 130 kilometers south of Antofagasta at 2,600 meters above sea level.

Inaugurated in: 1998.

Operators: ESO. Telescopes: Consisting of four similar telescopes each with a primary mirror of 8.2 meters in diameter plus four mobile Auxiliary Telescopes of 1.8 meters in diameter. When working together, they form a giant ‘interferometer «that enables to see details 25 times more precise than with the larger individual telescopes, and when used individually, each 8.2-meter telescope can observe objects four billion times weaker than the detectable limit of the human eye.

Unique Qualities: This set of telescopes, called Very Large Telescope (VLT) is the world’s most advanced optical instrument. Therefore, it has produced an undeniable impact on astronomical observations, with several important scientific achievements, including the first image of an extrasolar planet. ¨It’s fascinating from the entrance of the building, where the dummy of the mirror is located, which is a replica with the same shape. And then… one sees it and can observe the size and thickness it has. It is so thin and weighs 23 tons! All this you can see and, what makes it interesting is, to enter into the telescopes and realise the size they have, understand the history behind the development of astronomical technology and being in places that are unique in the world, “Laura notes. «At Paranal it is also the Residence, housing of the personnel and it is also worth a visit because it is very beautiful, it has the particular feature of being located in the middle of the desert, built on the slope of a hill and appears to be underground, and even has a swimming pool! “ Hernán adds.

En dos lugares: a 2.900 metros de altitud, donde está el Centro de Operaciones (OSF), y a 5 mil metros de altitud, en el Sitio de Operaciones del Conjunto de Antenas (AOS), en el denominado llano de Chajnantor, donde se encuentran los 66 radiotelescopios (antenas).

VISITAS: Todos los sábados y domingos, de 9:00 a 13:00. Por motivos de seguridad las visitas se realizan exclusivamente al Centro de Operaciones, a 2.900 metros, y no hasta los 5 mil, donde están las antenas.

Inaugurado en: 2013, aunque habría comenzado a operar ya en 2011.

Operadores: ESO, el Observatorio Radioastronómico Nacional (NRAO), gestionado por Associated Universities Inc. (AUI), en representación de Norteamérica, y el Observatorio Astronómico Nacional de Japón (NAOJ), en nombre de Asia del Este.

Telescopios: 66 radiotelescopios, dispuestos en configuraciones específicas con separaciones que van desde metros hasta 16 kilómetros. De estos, 54 tienen 12 metros de diámetro y 12 tienen 7 metros. ALMA combina las señales de este conjunto de antenas que funciona como un “interferómetro”, es decir, como un único telescopio gigante del tamaño del conjunto entero.

Cualidades únicas: Las distintas configuraciones de antenas permiten obtener señales del universo que se procesan en una supercomputadora, llamada Correlacionador, y así conseguir imágenes muy detalladas. Si bien las antenas operan a una altura a la que no son posibles las visitas —“el 20-30% de las personas que suben a 5 mil metros se enferman, nos informa Hernán”—, más abajo, en el Centro de Operaciones, es posible ver los impresionantes vehículos contruidos para trasladar estas antenas, cada una de más de 100 toneladas de peso.

Otra cualidad distintiva de este observatorio es que no necesita esperar la noche: “Las antenas de ALMA trabajan a cualquier hora del día, a la antena no le molesta el sol”, distingue Laura.

ALMA OBSERVATORY Location: Atacama Desert, in the Andes mountains with two sites: one at 2,900 meters above sea level, where the Operations Center (OSF) is, and the other one is at 5,000 meters of altitude, the Array Operations Antenna Site (AOS), in the so called Plain of Chajnantor, where 66 radio telescopes (antennas) are located.

Inauguration: In 2013, although it already began to operate as from 2011.

Operators: ESO, the National Radio Astronomy Observatory (NRAO), which is managed by Associated Universities Inc. (AUI), representing North America, and the National Astronomical Observatory of Japan (NAOJ), on behalf of East Asia.

Telescopes: 66 radio telescopes (or high precision antennas) arranged in specific configurations with separations ranging from a few meters to 16 kilometers. Of these, 54 are 12 meters in diameter and the other 12 are 7 meters each. ALMA combines the signals from this set of antennas operating it as an «interferometer», i.e., as one single giant telescope of the whole array.

Unique Qualities: The different configurations of the antenna array allow astronomers to obtain signals from the universe which are processed in a supercomputer, called Correlator, obtaining in that way an extremely fine resolution with very detailed images. While the fascinating spectacle of the antennas operating actually does occur at a height that is not accessible to visitors - “it is proven that 20-30% of people climbing up to 5,000 meters become sick”, Hernán informs - lower down in the Operations Center, you can watch the impressive vehicles, specially constructed to transport these antennas, each one with more than 100 tons of weight. These are two giant trucks 20 meters long, 10 meters wide and 6 meters high. Each of these carriers moves on 28 wheels at a maximum speed of 20 km/h, which is limited to only 12 km/h, when carrying an antenna. Eventually you also may see one of these, if maintained or under repair. A distinctive feature of this observatory, having a different technology (radio astronomy), from the optical observatories is that it does not need to wait for the night to observe: «the ALMA antennas can observe at any time of the day, the antenna is not disturbed by the sunlight» Laura distinguishes.

Visits: Every Saturday and Sunday from 9.00 am to 13.00 pm.

¡queda mucho

por hacer!

THERE IS STILL MUCH TO BE DONE Conversamos con uno de los hombres que más han hecho por el reciclaje electrónico y la sustentabilidad en nuestro país, encabezando e impulsando, entre otras, dos exitosas iniciativas: la empresa de reciclaje electrónico Recycla y la fundación Recyclápolis. De ambas y de un futuro sustentable para Chile, hablamos en esta entrevista. /// We had a talk with one of the men who contributed most to electronic recycling and sustainability in our country, leading and impulsing, among others, two successful initiatives: the electronic recycling company Recycla and Recyclápolis foundation. Of both initiatives and of a sustainable future for Chile, we spoke in this interview.

l imparable avance de la tecnología hace que cada año en Chile —y en el mundo— se generen toneladas de basura electrónica. Específicamente en nuestro país, hablamos de unos 3 millones de celulares y más de 500 mil computadores ¡al año!, solo por mencionar una parte.

/// Due to the unstoppable advance of technology, each year tons of electronic waste are generated in Chile -and in the world- . Specifically in our country, we are talking about 3 million mobile phones and over 500 thousand computers a year! just to mention some.

Gran cantidad de basura electrónica aparentemente no promueve la formación de muchas empresas dedicadas su reciclaje, ¿por qué?

Principalmente porque falta el marco normativo y regulatorio que fomente la actividad. Hoy estamos a la espera de los reglamentos y decretos supremos para cerrar el ciclo de la reciente promulgada Ley de Reciclaje. Por otro lado, es también necesario tener conciencia social y también ambiental para dedicarse a esta industria. Falta educación, fomento a los emprendimientos verdes desde el sector bancario y la Corfo.

Much of e-waste apparently does not attract formation of many companies engaged in recycling, why is that?

Mainly because a policy and a regulatory framework promoting the activity is lacking. At present we are waiting for the “regulations and executive decrees”, recently enacted, to close the cycle of the Law of Recycling. On the other hand, it is also necessary that social and environmental consciousness exists to engage in this industry. There is a lack in education as well as the promotion of green projects by the banking sector and CORFO (transl.: Corporation for development of Business and Production).

La Ley de Fomento al Reciclaje, promulgada en mayo, incluye entre los productos prioritarios los “aparatos eléctricos y electrónicos”, fijándoles cuotas de recuperación de los deshechos a las empresas que los producen. Tú que fuiste pionero en el área, ¿qué piensas de los cambios que propone la ley y su aplicación?

Es un gran avance para Chile incluir el concepto “el que contamina paga” o el concepto “de la cuna a la tumba”, en donde el importador o productor debe extender su responsabilidad del bien que incorpora al sistema. En definitiva, esta nueva normativa es un gran avance para Chile.

The Recycling Promotion Law, enacted in May, included among the priority products «electrical and electronic equipment» FIXING THE FOLLOWING quotas of waste recovery for companies that produce it. You who were a pioneer in the area, what do you think of the changes proposed by the law and its application?

It is a breakthrough for Chile to include the concept “the polluter pays» or the concept “from cradle to grave», where the importer or producer must extend its responsibility of the goods he incorporates into the system. In short, this new legislation is a breakthrough for Chile.

¿Cómo ha resultado la experiencia de trabajar con expresidiarias?

La experiencia ha sido enriquecedora para ambas partes, sobre todo desde el punto de vista humano y social, y creemos tener una experiencia acumulada en este tema con la que podemos aportar para que esto se replique en otras industrias.

How was the experience of working with ex-prisoners?

The experience has been enriching for both sides, especially from the human and social point of view, and we believe to have accumulated experience in this area with what we can contribute in order to be applied in other industries.

¿Cómo ves a Chile en la escena mundial del reciclaje en particular y de la sustentabilidad en general?

A propósito de Recyclápolis, ¿de qué manera se gesta esta alianza con El Mercurio y la Universidad Católica y cómo crees que el Premio Nacional del Medio Ambiente, que entrega la fundación, ha aportado a este avance?

La alianza se gesta porque nuestra fundación invita al diario y a la universidad a sumarse a este desafío. El premio está aportando a un cambio cultural. Este año, por ejemplo, estamos invitando a los filántropos ambientales líderes del mundo, ya que nuestra fundación pondrá foco en la cultura de filantropía ambiental para que los filántropos chilenos puedan inspirarse y sumarse a este nuevo movimiento y temática.

Apropos of Recyclápolis, in what way has this alliance with (group of newspapers) El Mercurio and the Catholic University been achieved and how do you think the National Environmental Prize, awarded by the foundation, contributed to this development?

The alliance was achieved because our foundation did invite the newspaper and the university to join this challenge. The award is contributing to a cultural change. For instance, this year we are inviting the world’s leading environmental philanthropists, since our foundation will focus on the culture of environmental philanthropy, so that Chilean philanthropists will be inspired and join this new movement and thematic.

Aparentemente, el entusiasmo por la organización de iniciativas de apoyo al medio ambiente, sin fines de lucro, superaría al del interés de ver la sustentabilidad como negocio rentable, como ocurre con Recycla.

Evidentemente que las actividades emprendidas por una institución sin fines de lucro tienen más facilidad para concitar apoyos y auspicios económicos por parte del sector privado y el Estado. Es parte de nuestra cultura el asimilar que estas acciones tienen per se más nobleza, transparencia y altruismo incorporados. Derribar ese prejuicio no ha sido fácil, en cuanto a conformar una empresa privada como Recycla, ya que se suele leer que cualquier iniciativa con fines de lucro no tiene los atributos mencionados.

Apparently, enthusiasm to organise non-profit initiatives to support the environment exceeds the interest looking at sustainability as a profitable business, like Recycla.

Obviously for activities undertaken by a non-profit institution it is easier to obtain support and financial sponsorship from the private sector and the state. It’s part of our culture to assimilate that these actions are noble per se; involving transparency and altruism. To tear down that prejudice has not been easy, as when forming a private company like Recycla, in general one is reading that any such initiative for profit does not have the aforementioned attributes.

¿Es posible un entendimiento conveniente entre mercado, autoridades, personas y medio ambiente en estos temas?

Por supuesto. La Ley de Responsabilidad Extendida del Productor (REP) es una muestra de ello, así como también la política de conservación de parques naturales y marítimos.

Ya que hablas de conservación de parques marítimos, “Sailors of the Sea” no tiene nada que ver con reciclaje electrónico, pero mucho con sustentabilidad. Háblanos un poco de esta iniciativa.

Sailors of the Sea es una fundación sin fines de lucro creada al amparo de la Fundación Rockefeller de Estados Unidos, que pretende fomentar una mayor conciencia sobre la importancia de cuidar nuestros mares y océanos y, por lo tanto, que nuestras actividades en ese medio sean cada día más sustentables y con menor impacto. Nosotros, a través de Recyclápolis, vimos como una gran oportunidad crear esta alianza, con la meta de implementar paulatinamente los distintos programas que impulsa y lograr una amplia difusión sobre esta temática, que aparece muy poco relevada en nuestra agenda pública.

Para terminar, se dice que en Chile habitualmente cuesta obtener reconocimiento, sin embargo, en tu caso, escuchamos desde el expresidente Ricardo Lagos hasta una conductora de noticias famosa celebrando tus iniciativas medioambientales, ¿sirven los premios?, ¿cómo los tomas?

Sí, siempre son válidos. Cuando recibes un reconocimiento es señal de que lo que emprendes tiene un valor para otros. Lo tomo con mucha humildad y responsabilidad.

Is it possible a convenient understanding on these issues among the market, people and the environment?

Of course. The Law of Extended Producer Responsibility (EPR) is an example of this, as well as the policy on conservation of national and marine parks.

Since you talk about conservation of marine parks, «Sailors of the Sea» has nothing to do with electronics recycling, but much with sustainability. Tell us about this initiative.

Sailors of the Sea is a non profit organisation created with patronage by the Rockefeller Foundation of the United States, which aims to promote greater awareness of the importance to take care of our seas and oceans and so that each day our activities in that environment shall be more sustainable and with less impact. We, through Recyclápolis, saw it as a great opportunity to create this partnership, with the goal of gradually implementing the various programs promoted and attaining a wide-spread propagation on this subject, which seldom appears to be highlighted in our public agenda.

Finally, it is said that in Chile it is usually hard to obtain recognition. However, in your case, we hear from ex-president Ricardo Lagos to a host of a famous news-program celebrating your environmental initiatives, are awards important?, how do you take this?

Yes, they are always valuable. To receive a recognition is a sign that your undertaking is valuable for others. I take it with much humility and responsibility.

Los desechos electrónicos son todo dispositivo alimentado por energía eléctrica cuya vida útil ha terminado.

También se define como todo equipo o componente electrónico incapaz de cumplir la tarea para la que originalmente fue inventado.

An electronic waste is any device powered by electricity whose useful life is over. Also it is defined as any equipment or electronic component unable to accomplish the task for which it was invented originally.

Anyway, when things that do not work or you think are obsolete end up in the trash, generating 70 % of heavy metal pollution in landfills. This is due to the presence of cadmium, mercury, lead and selenium, among other highly toxic substances for the environment and human health.

Como sea, cuando eso que no funciona o te parece obsoleto termina en la basura, genera el 70% de la contaminación por metales pesados en los rellenos sanitarios. Esto se debe la presencia de cadmio, mercurio, plomo o selenio, entre otras sustancias altamente tóxicas para el medio ambiente y la salud humana.

En cambio, si es reciclado, se reutilizan algunas partes, metales como oro, plata y cobre, y lo que no es reutilizable se dispone de manera que igualmente no contamine el suelo.

ace años que en Chile es común que haya una política, plan o campaña para estimular la lectura. Una tras otra, con más o menos aceptación y con una efectividad real en el entusiasmo lector de los chilenos que varía entre lo nulo y lo escaso, cada iniciativa parece toparse (más allá de los atendibles cuestionamientos técnicos a las ideas y sus implementaciones) con una verdad que incontestablemente se sobrepone a cada loable intento por modificarla: al chileno no le gusta leer.

/// For many years it has been a common practice to have a policy, plan or campaign to encourage reading in Chile, One after the other, with more or less acceptance and real effectiveness to stimulate enthusiasm for reading in Chileans vary between zero and scarce. Each initiative seems to run into an incontestably truth (beyond the meriting technical considerations questioning the ideas and their implementations) that every laudable attempt to modify is superimposed by the fact: Chileans don’t like to read.

En una paradójica compensación de las virtudes nacionales, por otro lado, en Chile hay muchos y muy buenos escritores, fundamentalmente poetas, aunque pocos —muy pocos— los lean.

On the other hand, in a paradoxical compensation of national virtues, there are many very good writers in Chile, mainly poets, though few, very few- are being read.

Justamente una de las últimas iniciativas gubernamentales para impulsar la lectura, la Política Nacional de la Lectura y el Libro (PNLL) 2015-2020, cuya existencia misma es evidencia de la falta de interés espontáneo por leer, describe: “Muchos comparten como diagnóstico hoy que la creación literaria en Chile goza de buena salud. Ello se evidencia en la creciente cantidad de publicaciones, de talleres literarios, la pródiga participación en los concursos existentes, la continua emergencia de nuevos valores y la considerable diversidad de géneros, estilos y temáticas en alza”.

Me parece que es como dices: Chile es país de poetas. Esto quiere decir que se escribe mucha poesía y buena poesía, lo que no quiere decir que se lea poesía, que no se lee.

It seems that although only a few read in Chile, much is written. It is even said that we would be «a country of poets»...

I believe it is as you say: Chile is a country of poets.

This means that a lot of poetry is written… and good poetry, which does not mean that reading poetry means people don’t read.

Los hombres tienden a la novela histórica, la novela negra y la no ficción. Estamos hablando de los gustos masivos. Porque también hay un público más adelantado en lo literario, que busca otras cosas.

¿Cómo sobrevive la poesía?

La poesía tiene la particularidad de tener, además, una especie de cuerpo propio, que abarca editoriales, autores y canales de circulación en una especie de masa más o menos indiferenciada que se retroalimenta y se mueve de una manera muy vital. No depende del mercado, ni de la venta de libros ni de los medios de comunicación para darse a conocer y, sobre todo, para ganar lectores.

How does poetry survive?

Poetry has the distinction of also having a kind of body, which includes publishers, authors and distribution channels in a kind of more or less undifferentiated mass that feedbacks and moves in a very vital way. Not dependent on the market, or selling of books or media to become known and, above all, to win readers.

¿Y cómo están las cosas para un editor?

El de editor es un oficio simple que genera cosas simples (libros). Todo lo demás está transido un poco por la mitología que se ha generado alrededor de ese rol, el papel público que han asumido algunos editores, para contribuir a esa idea un poco romántica del asunto, y cosas por el estilo que no me parecen ni productivas ni verdaderas. En ese sentido, y en un punto profundo de la idea del trabajo, no creo que ser editor sea muy diferente de ser obrero de la construcción o pastelero.

Soy extranjero y me quiero llevar de vuelta a Europa 5 libros para hacerme una idea (la mejor) de qué se está escribiendo hoy en Chile, ¿qué me llevo?

Es un poco tajante la propuesta y, también, no sé si estoy en condiciones de decir nada sobre “lo mejor” de nada, pero diría que me parecen muy atractivos Mike Wilson (Leñador), Leonardo Sanhueza (La edad del perro), Roberto Fuentes (Está mala la cosa afuera y Algo más que esto), Paulina Flores (Qué vergüenza), Lina Meruane (Las piadosas) y Nona Fernández (me gustó El cielo).

And how are things for a publisher?

Editing is a simple job that generates simple things (books).

Everything else is transfixed by a little mythology that has arisen around this role; the public role assumed by some publishers contributes to that little romantic idea of the matter, and things like that, which to me do not appear productive or true. In that sense, and in a thorough understanding of the kind of work, I do not think being an editor is very different from being a construction worker or a pastry-cook.

I am a foreigner and I want to take back to Europe 5 books so they can get an idea (the best) of what is being written in Chile today, what should I take?

The question is a little blunt and also I do not know if I am able to say anything about «the best» of anything, but will say that, for instance, to me Mike Wilson (Woodcutter), Leonardo Sanhueza (The Age of The Dog), Roberto Fuentes (Things Are Bad Out There And Somewhat More Than That), Paulina Flores (What A Shame), Lina Meruane (The Devoted) and from Nona Fernandez i did like (Heaven).

“Yo creo que la lectura del chileno en este momento es anecdótica, no es profunda. Hace unos 40 años el chileno buscaba la novela formadora, novelas que te entregaban cosas, que te hacían pensar sobre cosas que no habías pensado, cosas que no habías sentido… pero hoy día es un poco como querer saber el detalle freak del personaje, nada más, su historia secreta”, reflexiona el poeta chileno Andrés Morales, quien es licenciado en Literatura, doctor en Filosofía y Letras, miembro de la Academia Chilena de la Lengua, Premio Pablo Neruda 2001 y tiene a su haber 23 libros de poesía publicados, muchos de ellos traducidos a varios idiomas, además de ser habitual invitado a encuentros literarios tanto en Chile como en el extranjero.

Nadie lee poesía, algunos leen narrativa…

A los ensayistas les va pésimo, a los dramaturgos también… Muy poca gente lee ensayo porque también se escribe poco ensayo en Chile. La gente lee más bien, a través de Amazon, lo que compró en EE. UU. de Harold Bloom o de fulanito de tal de la universidad de Yale o de Harvard, o de donde sea…

Nobody reads poetry, some read narratives...

Essayists are having a hard time, playwrights also ... Very few people read essays because not many essays are written in Chile.

People rather read through Amazon buy in the US. from Harold Bloom or a Mr so and so from Yale or Harvard University or from wherever ...

¿Chile no produce ideas?

Por ejemplo hay un ensayista, que es Martín Cerda, que hoy día se ha estado empezando a recuperar, pero ¡por Dios!, él era un tipo profundo, que conocía, que leía, que manejaba un background impresionante... ¿pero quién lee a Martín Cerda hoy día? ¿50?, ¿100 lectores? ¿Por qué las ediciones de ensayo, de poesía, de teatro son de 300 ejemplares y por qué las de narrativa son de 2 mil o 10 mil ejemplares? ¡Manda la demanda!

Is it the case that Chile does not produce ideas?

No me hagas decir nombres porque voy a quedar siempre corto… Qué pasa con Elicura Chihuailaf, Rosabetty Muñoz, Teresa Calderón, Tomás Harris, Gustavo Calderón, ¿qué pasa con toda esa gente?

Algunos de ellos candidatos para el Premio Nacional de Literatura 2016… ¿Y los jóvenes?

Hay muchos jovenes que están escribiendo muy bien: Kurt Folch, Alejandro Zambra, Javier Bello, Verónica Jiménez, Alejandra del Río, David Preiss, Rodrigo Olavarría, Víctor Quezada… pero ya la lista es parcial, injusta; al final me sacas nombres, pero lo que te quiero decir es que esos nombres no son necesariamente todos ni mucho menos.

Claro que se puede ser original con lo clásico, el tema es saber combinar las prendas y llevarlas con estilo. Y, por supuesto, te tiene que gustar vestir. Algunas personas se visten por necesidad, porque para ellos la ropa no es importante. Otros en cambio se preocupan por sus zapatos, sus trajes y sus camisas, algunos hasta se los hacen a su medida, para que todo quede perfecto y se vea elegante. ¿Debiera ser siempre elegante un look ejecutivo?

En mi opinión, un ejecutivo elegante vale por dos. Es que el ejecutivo trabajando para una empresa y en su puesto de trabajo, ya no solo es él, también es la empresa a la que representa, ¿y qué confianza inspira alguien mal vestido versus un ejecutivo elegante?

En ese sentido, ¿cuánta osadía recomiendas a la hora de escoger un atuendo para el trabajo?

El ejecutivo del siglo 21 no tiene que parecer una fotografía de décadas pasadas, pero sí debe pensar siempre que menos es más. Si alguien usa joyas de alto valor, como relojes o pulseras de oro, lo mejor es no hacerlo evidente, que sea algo que pase desapercibido. Sin embargo, un look muy interesante para hombres es el de usar pulseras en la mano derecha. Hoy hay una oferta enorme y todo depende del look de cada uno, desde serias para ejecutivos clásicos hasta para rockeros muy heavies, hay para todos.

Muchas empresas apuestan hoy por un look más relajado, ¿existe el look ejecutivo con zapatillas?

Algunas empresas tienen códigos de vestimenta y contra eso nada se puede hacer, pero hay empresas donde existe el casual friday y esto permite ciertas concesiones, por ejemplo, en nuestra empresa los viernes yo vengo en sneakers, que son un tipo de zapatillas y obviamente es un look muy casual. En Europa hasta trajes usan con zapatillas, totalmente permitido.

En Chile comienza la temporada primavera-verano mientras en el Hemisferio Norte arranca la otoño-invierno, ¿alguna recomendación para el armario del ejecutivo intercontinental? (hombre-mujer) Hoy la moda, como tantas otras cosas, se ha globalizado, por lo tanto sacos sport, uno casual, pantalones de lana y de algodón, preferentemente todo slim fit. Camisas con pequeños dibujos se usan con corbata, también slim fit. Muy importantes son los zapatos, de vestir y casual, y en donde se puede ser un poco más agre56

Como dije antes, menos es más.

Lo ideal para un ejecutivo es no llevar nada, solo el reloj y su alianza, si está casado.

Un look ejecutivo de tendencia hoy en el Hemisferio Norte, donde comienza el frío, ¿qué debiera incluir? (hombre-mujer) Un buen abrigo y un accesorio fundamental es la bufanda o el foulard, tanto para hombre como para mujer.

Un look ejecutivo de tendencia hoy en el Hemisferio Sur, donde comienza el calor, ¿qué debiera incluir? (hombre-mujer) Traje de algodón con semi-forro slim fit color beige con camisa blanca, (con o sin corbata) y zapatos de doble hebilla sin calcetines, muy importante un buen pochette de seda natural en el bolsillo del saco.

In that sense, how much audacity do you recommend when choosing a business outfit?

The executive of the 21st century does not have to look like a photograph of past decades, but always should have in mind that less shows more. If someone uses high-value jewelry such as watches or bracelets of gold, it is best not to do so very evident, it should be something that goes unnoticed. However, a very interesting look for men is to wear bracelets on his right hand wrist. Nowadays there is much choice and all depends on the look of each person, from serious for the classic executive to very heavy rock executives; there is something for everyone.

Many companies are opting nowadays for a more relaxed look, is an executive look with slippers or sport shoes possible?

Some companies have dress codes and against that nothing can be done, but there are other companies that have a casual Friday and this allows some concessions. For example, in our company I come in sneakers on Fridays, which are a type of slippers and obviously a very casual look. In Europe people even wear slippers with suits, it’s fully accepted.

While in Chile spring-summer season begins, in the northern hemisphere autumn-winter starts, any recommendations for the closet of an intercontinental executive? (Male-female) Nowadays fashion, like so many other things, has been globalized, therefore, sport coats, a casual one, a pair of pants, wool and cotton, preferably all slim fit. Shirts with tiny designs are being used with tie and also slim fit. Shoes are very important, elegant and casual, and where one can be a little more aggressive is with socks, today there are very provocative designs that look very well.

What accessories, earrings, watch, and style of wallet do you recommend for an executive look? How to choose them?

As I said before, less is more. Ideal for an executive is not to bring anything of these, just a watch and the wedding ring, if married.

A trendy executive look today in the northern hemisphere, where the cold season is beginning, what should it include? (Man-woman) A good coat and an essential complement such as a scarf (or foulard), for both men and women.

A today’s trend of an executive look in the southern hemisphere, where the warm season is starting, what should it include? (Man-woman) A cotton suit (half-lined) slim fit of beige color completed with a white shirt (with or without a tie), double buckled shoes without socks, very important is a good square of natural silk in the pocket of the blazer.

CERRO SANTA LUCÍA Uno de los íconos más reconocibles de la capital y del país. Llamado Huelén por los nativos de la zona, fue en sus faldas donde el conquistador Pedro de Valdivia estableció su campamento antes de fundar Santiago de la Nueva Extremadura. ///Take a break from the chaos of the Downtown area with an afternoon stroll through this lovingly manicured park. This small rocky hill was originally called Huelén by the Mapuches inhabiting the region.

The Spanish Conquistador Pedro de Valdivia later changed its name to Santa Lucía. It was at the foot of this hill that Pedro de Valdivia founded the city of Santiago on February 12th, 1541.

Es parte de un conjunto de montañas que a su vez forman parte del Parque Metropolitano de Santiago, el parque urbano más grande de Latinoamérica y uno de los más grandes del mundo, con más de 722 hectáreas de extensión. En él podrás visitar el Santuario de la Inmaculada Concepción –en la cima– y el Zoológico Nacional. El Cerro se convierte en un excelente lugar para observar Santiago y tomar fotografías panorámicas, si el tiempo acompaña. Se puede acceder a pie, en auto o en funicular. ///The highest point of Santiago at 880m above sea level (323m higher than Plaza de Armas). At its peak is the statue of the Virgin Mary which is illuminated at night as a beacon for the city.

The Sanctuary of the Immaculate Conception, with its great statue at the summit of the hill, was inaugurated in 1908. The statue, visible from a large part of the city, is considered as a symbol of Santiago.There is also a public swimming pool on the hill and a small zoo, which is more appreciated for its beautiful gardens than the small variety of animals within it.
