PROFILE
Slow down, relax, unplug, and experience the beauty and charm of Lake Worth, Texas. Located in Northwest Tarrant County, the city is home to one of the most beautiful lakes in Texas – Lake Worth. The 2010 US Census population for the city was 4,584; Texas Municipal League (TML) estimates the current population as 4,710. The city covers approximately

2.5 square miles.

Lake Worth was built in 1914 as a reservoir and for recreation. The property is owned by the City of Fort Worth, while the Tarrant Regional Water District controls the reservoir’s water rights. The City was incorporated on February 19, 1949, and first adopted its Home Rule Charter in 1965. The Home Rule Charter was amended in 1968, 2003, 2008 and most recently in 2019. MAYOR/CITY COUNCIL The City operates under a Council/Manager form of government with a City Council comprised of the Mayor and seven Council members. The term of office is two years with the terms of the Mayor and three Council members expiring in oddnumbered years and the terms of the other four Council members expiring in even-numbered years. The City Manager is the chief administrative officer for the city. CITY COUNCIL MEETINGS The City Council meets regularly on the second Tuesday of the month. Meetings are usually at 6:30 p.m. in the Council Chambers located at 3805 Adam Grubb. CITY ADMINISTRATION The Administration Department is responsible for overseeing the management of day-to-day operations of the city including building permits, code compliance, inspections, communications, and municipal court. The Administration Department is comprised of the City Manager, Assistant City Manager/Director of Finance, City Secretary, and Human Resources. DID YOU KNOW? In Houston, the program saw an overall 15% decrease in jail book-ins and a projected saving of more than $21 million in the first two years. The program was also successful in reducing recidivism by 67% for program participants following their first diversion. Chief J.T. Manoushagian serves as a member of the Mental Health Diversion Center Implementation Oversight Committee and is very optimistic about the center’s benefit to the City of Lake Worth and surrounding area. “This center will fill a critical need in our community and provide our officers with an equitable alternative to arrest. Because in the end, the person needing help receives the services they need without ever entering the criminal justice system.” The center is expected to be operational within the next 12 – 18 months and will likely be centrally located in Tarrant County.

I’m a native of Bullard, Texas and graduated from the University of Texas at Tyler in 1997 with a Bachelor of Business Administration in Accounting. I later went on to receive a Master of Arts in National Security and Strategic Studies from the Naval War College in Newport, Rhode Island. After earning my Naval Aviator wings at Vance Air Force Base in Oklahoma in 1999, I went on to serve operational assignments with the “Ironmen” of VQ-3 at Tinker AFB, Oklahoma, from 2000 to 2003. There, I was an E-6A/B Mission Commander and Evaluator and an E-6A/B Instructor Pilot. Following

As the Constable of Precinct 4, it is our duty to work closely with the Justice Courts and to execute both civil and criminal processes issued by local, state, and other jurisdictions in a fair and impartial manner. The men and women of the Precinct 4 Constable’s Office are dedicated to serving our community and will work closely with other agencies to ensure that all orders are completed diligently. Public safety will always be our most important responsibility, all while helping to promote a safe community for the citizens of Tarrant County. Located in Northwest Tarrant County, in the City of Lake Worth, Texas, Precinct 4 has an estimated population of 250,000 residents. Precinct 4 includes some or all of Lake Worth, Azle, Pelican Bay, Lakeside, Haslet, Saginaw, Blue Mound, Westworth Village, Westover Hills, Sansom Park, River Oaks, White Settlement, and Fort Worth. Our deputies have an average of 20 years of experience. They all come from large established departments and diverse backgrounds, ranging from fugitive warrants, narcotics, patrol supervisors, and theft detectives. This makes our office a well-balanced department. Most of our deputies are Master Peace Officers including Chief Deputy Fred Rogers and Constable Joe D. Johnson. We currently have a staff of seven full-time deputies, three part-time deputies,

ABOUT THE CONSTABLE Constable Joe D. Johnson is a lifelong resident of Northwest Tarrant County. He began his highly decorated and distinguished career at the Fort Worth Police Training Academy in 1985. Starting as a patrol officer, he was soon assigned to street crimes and narcotics. From there, he was assigned to be a member of Fort Worth’s elite SWAT team where he spent 15 of his 30 years as a Fort Worth police officer before retiring in 2016 as a member of the Fort Worth Police Mounted Patrol Unit. He was

DIRECTIONS: 1. Preheat oven to 425 degrees. 2. Evenly spread bag of tater tots across a 9 by 13 inch baking dish. Put in the oven for 15 to 20 minutes. This will be your first layer. 3. Chop 2/3 of a cup of jalapeños and make sure to remove the seeds. There will be jalapeños left over. 4. Chop up the green onions and put 1/3 of a cup aside. 5. In a mixing bowl combine the cream cheese, sour cream,
