On Thursday, May 24, 2018 the Village of South Holland presented a “State of the Village” presentation to the South Holland Business Association (SHBA), moderated by Mayor Don DeGraff and attended by Trustees Larry DeYoung and Cindy Nylen.
residents all about what it’s like to be a police officer, and urged residents to participate. Finally, the department has initiated a new foot patrol initiative, with officers popping in to visit local businesses, to say hi and be available.
Planning
Chief Brian Kolosh of the South Holland Fire Department noted that two firefighters have been hired and new biomonitoring equipment purchased for the department’s three ambulances. With these and recent improvements over the last year, South Holland has gained an ISO classification of 2, meaning that the Village Fire Department is capable of meeting all needed services. As an example, that very day the Fire Department was called to a structure fire and received three emergency ambulance calls, and was able to meet the need without calling on neighboring fire departments. Chief Kolosh urges businesses to train all staff in CPR, and consider having an AED (Automated External Defibrillator) on the premises, to improve heart attack victims’ chances while awaiting an ambulance.
Mayor Don DeGraff introduced Steven Ostrander of the Chicago Metropolitan Agency for Planning (CMAP). Created in 2005, CMAP is the award-winning regional planning organization for the northeastern Illinois counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. The Village of South Holland has been collaborating with CMAP to develop a Comprehensive Plan, which maps out what the village hopes to achieve over the next 10-20 years. The process has been going on for about 2 years, and this is the first public preview of the new comprehensive plan, which deals with retention and development of business and industry, quality and availability of commercial and residential real estate, land use, techreadiness, workforce, commercial logostics, and beautification. The Comprehensive Plan emphasizes and builds upon Vision 2022 (available to read or download at www.southholland.org/ residents/the-future-of-south-holland/). The Plan will also be presented at the mayor’s coffee on June 12, and will be posted online in full. Some highlights include— • creating an economic development internship program, • expanding capacity within the existing industrial center, • attracting new local, regional and national food and retail busineses, • creating regional partnerships between industry partners, small businesses and universities to form a manufacturing incubator and innovation space, • further development of the Town Center, • redevelopment of Zone A, which is across Route 6 from Love’s Truckstop, and • continuing to have strong liquor laws while looking at allowing alcohol at sit-down restaurants.
Commerce
John Watson, Director of Business Development for the Village, gave an update on the current state of business in South Holland. He revealed that Buddig, with 75 yrs in South Holland, spent $2.4 million to add production space at their facility last year, adding 100 new jobs. Buddig also acquired Rupari Foods, retaining 200 jobs at that facility, with the result that Buddig is now the largest single employer in South Holland (eclipsing South Suburban College). Gurtler Industries, with 36 years in South Holland, canceled a plan to move to Indiana and have since purchased 65,000 square feet of space in a neighboring building and are expanding into that space. The 94 Nissan Dealership has expanded their service facility 5,000 square feet with an investment of about $500,000, and Gatling Funeral Home is also expanding. Watson mentioned new business that have joined the Village, including Thornton’s, Universal Dental, Service King, Ashley Medical, and WDB Marketing. Coming soon are Chipotle, which broke ground on Wednesday May 30th, and Vintage Scripts, currently under construction and slated to open later this summer. Watson also revealed that all new businesses coming to Halsted Street will be national brands. For businesses interested in the Town Center area, South Holland is now making Village-owned property in the zone available for sale.
Police
Lieutenant Jill Kruger of the South Holand Police Department gave an update, including the hiring of eight police officers, and plans to hire additional officers and two records clerks. The department has just purchased a small Utility Terrain Vehicle to enable police access to areas that would be difficult to reach by car or on foot. The vehicle will also be good for responding to an emergency at a large public event, when responding on foot would be too slow. Kruger reminds residents about the Citizens Police Academy, a 12-week course that teaches

Will Neibert, Assistant to the Village Adminsitrator, gave an update on Recreational Services, including the South Holland Community Center. In 2018, 180 programs offered at the Community Center with 4,354 participants, in addition to special events such as the Harvest Fest, Line Dancing, Holiday Gala, Military Tribute, Daddy-Daughter Princess Party, Mother-Son Superhero Party, and Easter Egg Hunt. The Community Center Health Club has 2,339 members, up 121 from last year. New state-of-the -art equipment is being purchased for the Health Club this year. The Community Center will be installing new flooring in the conference room, updating the restrooms, and adding murals and other art in public areas. Neibert mentioned a new project that will be a big convenience to Village residents: a South Holland app is in development that will allow residents to interact with Village departments—for example, to report a pothole—and look up and call South Holland businesses (and possibly get coupons). Look for more information closer to the app’s release.
Public Works
Director of Public Works George Gunkel announced street resurfacing plans for 2018, which include 166th Place between Greenwood Ave and Woodlawn East; 157th Street off of State Street toward Calumet Avenue; the alley between State Street and Wabash at 152nd Street; and 163rd Street from Woodlawn East Avenue going west to Greenwood. Additional improvements include the replacement of a 6” water main on 161st Place between South Park and School Street, as well as new service lines to the homes on 161st Place. In the Industrial Park at the SW corner of town, the street lighting has been upgraded to LED bulbs; eventually all street lighting in the Village will be upgraded. Residents will continue to see Village beautification projects including more hanging baskets, and new hardscapes such as the sign and planter at Rt. 6 and South Park in front of Vintage Scripts.

BNI STEM Camp Bishop Noll Institute’s STEM Summer Camp for Kids will be both fun and educational. The camp will take place for three weeks—July 9 to 27—at the high school, 1519 Hoffman St. in Hammond. Campers will meet from 8 a.m. to 3 p.m. Monday through Friday and may register for one, two or all three weeks. Groups will be broken up into the following: preschool to second grade; third to fifth grade, sixth to eighth grade. Camp will feature daily hands-on activities that focus on STEM (science, technology, engineering, math). Children should bring their own sack lunch. Cost is $125 per camper per week. Discounts are available for families with more than one child. Second child is $75 per week. Third child is $50 per week. Those with four children or more pay $275 for all children per week. Community Hospital’s celebration of Nurses Week culminated with a ceremony to recognize the most outstanding nurse and top patient caregiver, as voted by their co-workers. Mary Puntillo, clinical nurse educator has received the “2018 Nursing Excellence Award,” and Grozda Vranic, a patient care technician in the Family Birthing Center, is recipient of the “2018 Patient Caregiver Excellence Award.” “Our nurses place the care of our patients first and foremost before anything else we do,” said CEO Lou Molina. “We are proud to have such a dedicated group of outstanding nurses and caregivers making a difference in the lives of our patients.” Vranic and Puntillo were nominated by their peers at the hospital for going above and beyond in their respective patient care areas and in the community. To meet the criteria for the Patient Caregiver Excellence award, the staff member must demonstrate excellence in the areas of Dignity, Compassionate Care, Community, Quality and Stewardship. These standards and values set the foundation for the hospital’s mission to bring quality care to everyone in need. Vranic, a Crown Point resident, has worked at Community Hospital for more than 13 years taking care of moms and babies in Labor & Delivery. Nurse Manager Teresa Meece said Vranic is a valuable team player and multitasking is her strength. “Her experience and skill makes her job look easy, but in reality, it is anything but,” she said. “Managing multiple delivery situations at once with instrumentation, sutures,
delivery table set up, RN and obstetrician requests while answering call lights for laboring patients and answering the phone or getting the door for visitors is routine. Doing everything with such care and concern is our blessing. She is truly a part of our success.” A Highland resident, Puntillo has been working at Community Hospital for more than 35 years. Director of Education Jean Gardner said Puntillo’s care and compassion extend well beyond her daily work into the lives of everyone she touches. “Mary has impacted the practice of hundreds of nurses and nursing students through her commitment to education and keeping infants safe,” she said. “She not only makes a difference, but influences others to do the same as well. As a neonatal clinician, Mary is committed to educational activities that infuse the highest quality care for our youngest patients. “This is the IRS.” But is It? Many people have reported receiving calls from IRS impersonators. One particular call was very alarming. After being provided with what the caller said was an IRS badge number and a case number, a woman was told that it was her “last chance” to pay $9908.86. The caller said several attempts by mail had been made to reach her, and not only was she going to be arrested, but her accounts would be frozen. In order to remedy the situation, she was told she would have to immediately pay the money owed through a wire transfer at Walmart(!). When she said she didn’t have the money, she was asked how long it would take her to get it. She again reiterated her lack of funds, at which point the “agent” threatened that if they found out she had the money, they were going to confiscate it. She was then transferred around to three separate “agents”—who all spoke in a foreign accent— to offer her “payment options.” Unfortunately, this time of year, con artists enjoy impersonating the IRS and trying to scare people into thinking they owe money. Don’t fall for their pressuring tactics! Hang up the phone immediately. The IRS will never: • Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes. • Threaten to immediately bring in local

police or other law-enforcement groups to have the taxpayer arrested for not paying. • Demand that taxes be paid without giving the taxpayer the opportunity to question or appeal the amount owed. • Ask for credit or debit card numbers over the phone. For taxpayers who don’t owe taxes or don’t think they do: Do not give out any information! Hang up immediately. Contact TIGTA (Treasury Inspector General for Tax Administration) to report the call. Use their “IRS Impersonation Scam Reporting” web page, or call 800-366-4484. Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC. gov. Please add “IRS Telephone Scam” in the notes. For those who owe taxes or think they do: Call the IRS at 800-829-1040. IRS workers can help. Stay alert to scams that use the IRS as a lure. Tax scams can happen any time of year, not just at tax time. To learn more, visit “Tax Scams and Consumer Alerts” on IRS.gov. I Caught the Doctor! WOODROW WILCOX On April 20, 2018, a client and his wife visited my office and brought papers related to a medical bill with a balance. They wanted my help. The client is from Cedar Lake, Indiana. I reviewed the papers and copied what I needed to help them with the medical bill problem. We made some phone calls together with the client granting me permission to speak and question on his behalf. I asked questions and “crunched” numbers. Here is what the chief problem was: THE DOCTOR FILED A CLAIM WITH MEDICARE FOR THE SAME SERVICE ON THE SAME DAY THROUGH TWO MEDICAL BILLING FIRMS. In other words, the doctor filed claims to get paid TWICE for the same service. And, I caught him doing that. This messed up our client’s claims because his insurance policy would pay the deductible for him only once. It had no obligation to pay either a partial or total deductible twice. So, a balance owed by the client was showing up on a recent bill. Again, the cause of the problem was the doctor filing the claim twice through two different billing services. To help our client, I wrote a letter explaining this and citing the evidence. The letter was directed at both billing services, both firms associated with the doctor, a hospital that wanted more money from our client, and the money recovery department of our client’s Medicare supplement insurance company. In my over 15 years of helping seniors with Medicare related medical bill problems, this was the first time that I saw such an unprofessional billing from a doctor. The help that I gave this client was FREE OF CHARGE. I will continue to help this client without charge until this matter is resolved. This insurance agency really does “go the extra mile” to help our clients in such matters. By Patricia Muhammad Sounds of sheer excitement pierced the air as family, friends, and administrators joined together to witness more than 13 second graders from Greenwood Elementary share the success of a co-written book titled: “The Day I Was Born.” The Young Inspired Authors gathered together May 18, at Thornwood High School where more than 75 people attended and listened to young authors read their story about the day they were born. With confidence and poise, the little authors came to the podium one by one to read their beautiful story. More than 25 second graders contributed to the book. “The day I was born, my mom went to the hospital; they were all ready for the delivery of me. My mom had an ultrasound to find out that she was having another girl. My mom was so excited to hold me for the first time … I was such an adorable little baby. I was a very happy baby. I was always smiling,” writes JaBrea Butler. Myrikal Johnson also writes, “My mom said she was happy when she saw me. When my mom held me for the first time, she said she was nervous.” And finally: “The day I was born my mom woke up my dad, ‘I’m in labor; it’s happening. Today’s the day! Grab my hospital bag.’ … Her doctor came in to check in on her. Then she delivered a little boy who weighed 5lbs. Guess who that is? It’s me!” writes Lee Bruce. School served as moderator for the event. She also worked hard to get the students’ book published through Student Treasures, a publishing company that helps young students become published authors. “Tonight we are basically introducing the kids to becoming authors. We write a lot in class and they often ask: ‘What are we going to use this for?’ … So I told them since we write so much, we are going to turn in one of our purposes. We came up with the book, “The Day I Was Born.” I also wanted them to know that they can be somebody today and they don’t have to wait 15 years from now,” Ferrell said. Assistant Principal Carla Cunningham explained that writing can be challenging for young students, however, Student Treasures have worked to align the writing process, so students will understand the purpose and the need for writing on a day-to-day basis. Cunningham explained the importance of sharpening second graders’ writing skills. She said, “By doing this (daily writing), students are strengthened in their writing and one way to do that is to allow the students to become published. Once they are published, then we can see the value of writing in and out of the classroom.” Ferrell expressed many thanks to District 205 Board members including Board President Nina Graham, and Brett Fickes, Director of 205 Curriculum and Instruction for sponsoring the event, who were both present during the event. Dr. Denise Julius, Assistant Superintendent for Specialized Services for South Holland School District 150 said one of the purposes of the event is to get young children at an early age to be inspired to follow their dreams to become novelists and journalists. “These students will not be in second grade always,” said Julius. “They will be our future leaders. They are going to be our doctors, lawyers and it is our hope that a young lady here tonight will be the president (USA) one day,” she said. As Hip-Hop music played, the young authors enjoyed dancing with Mickey and Minnie Mouse, who both lead them in several upbeat dance routines. Motivational affirmations like “Dr. Martin Luther King, Jr. Song: A Kid Like Me,” and “I Am Somebody” were led by Ms. Ferrell. Julius explained: “Ms. Ferrell, who is their classroom teacher has high expectation for her students. This was not only an opportunity for her to bring out the talents of the children but also align with the Common Core Standards and help them with the writing and learning and prepare them for the State Assessment.” For young, aspiring authors everywhere, Cunningham offered the following advice: “Follow your dreams and know the sky is the limit. You can achieve your dreams if you work hard; if you continue on that path of righteousness.”

Overall the team placed first, this time rowing a whopping 23,102,423 meters, beating out 79 other international teams entered in the Health/Fitness division. Relief for Hoosier Taxpayers in New Tax Payment Plans The Indiana Department of Revenue (DOR) has instituted new payment plan options to help ease the burden to Hoosier taxpayers. The new payment plan options became effective in early May and allow individuals to establish plans for a longer period of time without the previous requirement of a down payment equal to 20 percent of the outstanding liability. “Without question, the inflexibility of DOR’s payment plan structure was one of the most commonly cited frustrations from taxpayers and their representatives throughout 2017,” said DOR Commissioner Adam Krupp. “It was imperative that we revisit the process to determine new options to ensure taxpayers could pay their debt in a reasonable amount of time and fewer Hoosiers would be in financial hardship due to their tax obligations.” To establish a payment plan, the amount of tax due must be $100 or greater. The new payment plan options are as follows based on the amount owed: • $101 - $1,000 owed: up to a 12-month payment plan • $1,001 - $5,000 owed: up to a 24-month payment plan • $5,001 or above: up to a 36-month payment plan DOR partnered with several organizations, including Indiana Legal Services (ILS) and

the University of Notre Dame Tax Clinic, in a collaborative effort to create a more realistic solution to benefit low-income taxpayers who struggle to fulfill their tax obligations. For instance, the previous payment option only offered up to 24-month plan and often required a down payment of at least 20 percent. The new payment plans will provide increased flexibility in order to assist taxpayers, thanks to the feedback obtained from directors at ILS and Notre Dame. “This change in direction can also be largely attributed to the work of our Commissioner’s Tax Advisory Council, which began meeting earlier this year, and features both Frank DiPietro from ILS and Patrick Thomas from Notre Dame,” Commissioner Krupp added. Payment plans can be created online through DOR’s INtax system at www.intaxpay. in.gov or by calling DOR Payment Services at 317-232-2165, Monday through Friday, 8 a.m. to 4:30 p.m., EST. The 15th Annual Festival of the Lakes invites all polka enthusiasts to stop by when it hosts its popular Polka Party on Sunday, July 22. Library Summer Reading Program Kicks Off with Music Trivia Don’t miss the fun when the Hammond Public Library’s Summer Reading Program begins Friday, June 1. This year’s theme is Libraries Rock! HPL offers programs for all ages, so the entire family can participate. Summer Reading ends July 31. Youth Services offers three separate programs for kids. Read to Me is for those who will be read to by a parent, guardian, or sibling. There are also Primary and Intermediate programs for youth. Readers receive bingo-style point cards and earn points by completing the tasks on the cards. Information is with the library’s Youth Services department at (219) 931-5100, ext. 336. The Teen Program is for those in grades 7-12. Those going into seventh grade can choose either the Intermediate or Teen program. Be eligible for prizes by reading books or attending teen programs. Skills Your Child Needs Before Entering Kindergarten Kindergarten is supposed to be fun and educational, and allow children an opportunity to blossom because it is usually the first time the tykes are away from their parents for any significant amount of time. And while most kindergartens don’t exactly have GPA requirements, for a child to succeed there are a few milestones that should be reached before they toddle through the door, says Alise McGregor, founder of Little Newtons (www.littlenewtons.com), an early education center with locations in Minnesota and Illinois. “New parents especially may be unaware that there are actually things their child should know prior to kindergarten,” McGregor says. “If they take time to make sure their child knows some basics, it will make kindergarten a better experience.” McGregor says typical things a child should know prior to entering kindergarten are: Basic shapes. The child should have learned basic shapes like the square, circle, rectangle and triangle, in preschool or at home. In kindergarten, they will likely be introduced to the hexagon, star, heart and octagon. Letters of the child’s name. If they don’t know the alphabet, kids should at least be able to recognize the letters of their name. In kindergarten, they will learn their uppercase letters and begin lowercase letters. They will also begin to learn how to write freehand
without tracing. Numbers 1 to 10. Some children are able to count to 100 by the time they reach kindergarten, but every child should be able to at least count to 10. Numbers will be used starting on the first day of kindergarten, so children need to at least understand and recognize numbers. Social skills. The child should be able to follow directions, be able to be separated from their parents, and be able to use the restroom independently. Children who scream and cry when they are separated from their parents disrupt the rest of the class. And teachers simply do not have the time to supervise individual students who cannot independently use the restroom. McGregor says that it is important for children to get off on the right foot early in school. By teaching children these skills prior to attending kindergarten, they will feel prepared, which will make it easier for them to succeed. BNI’s 2018 Commencement Speaker is Neurosurgeon and Adviser to Pope
Dr. Robert Buchanan, Bishop Noll class of 1982, works on the Pontifical Academy for Life, a collaborative group that advises the pope on bioethical issues. Buchanan will serve as this year’s commencement speaker when diplomas are conferred May 31 on the Bishop Noll Institute Class of 2018. ______________________________________

Buchanan, BNI ’82 and a renown neurosurgeon based in Austin, Texas, will serve as this year’s commencement speaker when diplomas are conferred May 31 on the Bishop Noll Institute Class of 2018. An all-state tennis player while at Bishop Noll, Dr. Buchanan is the chief of neurosurgery and chief of functional neuroscience at the Seton Brain and Spine Institute in Austin. He also is an associate professor at the University of Texas’ Dell Medical School. He is a graduate of the Saint Louis University School of Medicine. A devout Catholic who serves on the board of directors for the National Catholic Bioethics Center, Dr. Buchanan was appointed by Pope Benedict to serve on the international Pontifical Academy for Life. The Academy is made up of about 120 scientists and theologians from around the world who advise the pope on bioethical issues that impact human life and Catholic morality. He now serves on the Academy under Pope
Francis. “We are honored and thrilled that Dr. Buchanan has agreed to come home to Bishop Noll and address our graduates and their families,” Bishop Noll President Paul Mullaney said. “He has made a true impact in his profession, in his Church and in the world, and we are excited to hear what he has to tell our students.” Last year, BNI’s commencement speaker was U.S. Federal Judge Gonzalo Curiel, a 1971 Noll alumnus who has been in the news due to the high-profile court cases involving Trump University and U.S. immigration policy that have been assigned to his California courtroom. “It continually amazes me to see the accomplishments of our Bishop Noll alumni,” Mullaney said. “They do great things, whether they’ve been out of Noll for five years or 50 years. We’ve graduated more than 21,000 students in our 97 years, and Dr. Buchanan is certainly one of those 21,000 success stories.”

Answer: Why do you want to sell? Is there some place you would like to move? Do you have a surplus of cash? If not, and if the property is worth $368,000, why would you want to sell for $300,000? That’s better than a 20 percent discount and you haven’t even bargained with a buyer. Then determine the pros and cons of a sale -- for you. Question: Long story short, I came home from vacation to major water damage in my home. It seems that my second-floor toilet tank cracked and water ran for almost a week. When the demolition crew was taking out walls they discovered that there was a fire in our home, at one time. If you are planning on tying the knot this month, it’s an exciting time, but be aware that being married might affect you in unexpected ways – including the way you invest. If you and your new spouse both earn fairly high incomes, you may find that you are not eligible to contribute to a Roth IRA. A Roth IRA can be a great way to save for retirement. You can fund your IRA with virtually any type of investment, and, although your contributions are not deductible, any earnings growth is distributed taxfree, provided you don’t start withdrawals until you are 59-1/2 and you’ve had your account at least five years. In 2018, you can contribute up to $5,500 to your Roth IRA, or $6,500 if you’re 50 or older. But here’s where your “just married” status can affect your ability to invest in a Roth IRA. When you were single, you could put in the full amount to your Roth IRA if your modified adjusted gross income (MAGI) was less than $120,000; past that point, your allowable contributions were reduced until your MAGI reached $135,000, after which you could no longer contribute to a Roth IRA at all. But once you got married, these limits did not double. Instead, if you’re married and filing jointly, your maximum contribution amount will be gradually reduced once your MAGI reaches $189,000, and your ability to contribute disappears entirely when your MAGI is $199,000 or more. Furthermore, if you are married and filing separately, you are ineligible to contribute to a Roth IRA if your MAGI is just $10,000 or more. So, as a married couple, how can you maximize your contributions? The answer may be that, similar to many endeavors in life, if one door is closed

to you, you have to find another – in this case, a “backdoor” Roth IRA. Essentially, a backdoor Roth IRA is a conversion of traditional IRA assets to a Roth. A traditional IRA does not offer tax-free earnings distributions, though your contributions can be fully or partially deductible, depending on your income level. But no matter how much you earn, you can roll as much money as you want from a traditional IRA to a Roth, even if that amount exceeds the yearly contribution limits. And once the money is in the Roth, the rules for tax-free withdrawals will apply. Still, getting into this back door is not necessarily without cost. You must pay taxes on any money in your traditional IRA that hasn’t already been taxed, and the funds going into your Roth IRA will likely count as income, which could push you into a higher tax bracket in the year you make the conversion. Will incurring these potential tax consequences be worth it to you? It might be, as the value of taxfree withdrawals can be considerable. However, you should certainly analyze the pros and cons of this conversion with your tax advisor before making any decisions. In any case, if you’ve owned a Roth IRA, or if you were even considering one, be aware of the new parameters you face when you get married. And take the opportunity to explore all the ways you and your new spouse can create a positive investment strategy for your future. RICHARD ZEKVELD What is a memorial? It is anything that helps you remember. Memorial Day has come and gone. But memorials maintain their visible witness in our public spaces year ‘round. South Holland’s Veterans’ Park is a prime example. Kudos to the Village of South Holland for its dedication to maintain and develop this signature space! Veterans’ memorials decorate its landscape. They preserve, in granite, the names of wars and how many gave their lives in each. They list South Holland veterans who served in each war. They invite us to pause, reflect and remember those who gave so much for the cause of liberty. Thank you, vets! A Sherman tank adorns the northwest corner of Veterans’ Park. It’s a kid magnet. Our kids routinely climb all over it and play war games. But sometimes play gives way to meaningful conversation about the history evoked by the tank and the memorials. The memorials are doing their job. They encourage active remembrance. Memorials help us remember good and
evil in history. They surface memories of heroism and sacrifice. They also testify to great evils intended to make us shudder and say, “Never again!” Holocaust memorials, among others, serve this function. They are vital because the old adage is true: “Those who forget history are doomed to repeat it.” Today, controversies rage over which memorials should come down. Less publicized are those who focus their efforts on putting up new ones – memorials, for example, that mark lynching sites or other dark moments in our history. Such memorials invite soul-searching, even repentance. Finally, memorials remind us that God alone is perfect. God alone governs history, using both good and evil to weave a magnificent tapestry out of history’s mess.
