was deployed to the Metropolitan Enforcement Group of Cook County, a narcotics unit, in which he served as a Special Agent, Group Supervisor, Deputy Director, and Director. In June 2002, Warren was appointed by Village President Don De Graff as the Chief of Police, an appointment that was fully supported by the Village Board of Trustees. As Chief, Millsaps improved the fiscal management of the department, he ensured the department maintained stateof-the-art vehicles, equipment and technology, and he was instrumental in leading the department in their innovative community outreach initiatives, as well as development of successful internal programs that enhanced the professional delivery of public safety services. During his tenure as chief, the village’s crime rate has consistently been at its lowest, which Millsaps attributes, in part, to the department’s aggressive approach to crime prevention. Community programs developed and implemented by the department have been well received by residents and businesses, including the Citizen’s Police Academy, Community Policing Meetings, Meet the Chiefs, Cookout with the Cops, and Community in the Know newsletter. Regionally, Chief Millsaps served as an executive board member of numerous professional associations, including the Illinois Association of Chiefs of Police, South Suburban Association of Chiefs of Police (past president), South Suburban Emergency Response Team, Calumet Region Public Safety Network, and E-Com Joint Dispatch Center. He is also a member of the International Association of Chiefs of Police and the FBI National Academy Associates. “Warren has served the village very well, gaining the highest respect for his outstanding leadership, ingenuity and integrity,” commented Mayor De Graff. De Graff also stated, “Warren was the driving force in creating the necessary and important connection between our police and residents. I commend him for providing for our community the highest level of public safety. He has been one of the most progressive police chiefs in the south suburban region.” Chief Millsaps official date for retirement is January 4, 2013. It is the intention of Mayor De Graff, with the advice and consent of the Village Board of Trustees, to appoint Deputy Chief Gregory Baker as the new South Holland Police Chief. Baker has over 25 years of law enforcement experience, including serving the Village of Riverdale as its Police Chief. He possesses a breadth of knowledge and experience in field operations, investigations, recruitment and training, strategic planning, community relations and fiscal management.
