How to Plan a Backyard Vacation Trying to decide how to do a fun stay-cation? Put together a schedule with a mixture of activities that your family will enjoy like dining, camping and games. Add a theme for the event, like a luau or a sports theme. Invent names for meals and activities to spice things up. Water misters or sprinklers can help everyone cool off in the backyard. A lawn area may be the site of a soccer, bocce ball or croquet game, but it can also double as an overnight camping zone in a family tent. The fire pit can be used for roasting hot dogs for lunch or s’mores at night. Time for crafts, potting plants, and eating can happen at a picnic or dining table. Lounge chairs, sports and play equipment can be used for their original purposes, or they can become part of an amazing obstacle course. Prepare by mowing the lawn, trimming the bushes, and tidying overgrown areas. Add flowering plants and rearrange planters for visual appeal. Move delicate potted plants and out of the way of foot traffic. Add a picnic table, a badminton net, croquet course, grill, or fire pit to your backyard. Organize for fun. Identify zones for different activities. Sports, yard games and playing with the dog can be on a lawn. Have dining, lounging and reading in shady spots; hammocks, lawn chairs, swings, picnic blankets and air mattresses can all provide a place for people to sit down and cool off. Include lessons about backyard wildlife and nature. Kids can take an inventory of birds, lizards, butterflies and other wildlife they see, then look up the species to learn more. Put up a bird feeder or plant a butterfly garden, or pot some flowering plants to support birds and pollinators. Add rain collectors, backyard thermometers and wind gauges to help kids observe science in action. As part of the ongoing Jane Byrne Interchange reconstruction, the ramp from the inbound Eisenhower Expressway (Interstate 290) to the outbound Kennedy Expressway (Interstate 90/94) will close for four months starting, weather permitting, Monday, June 1. The inbound Eisenhower to outbound Kennedy serves approximately 25,000 vehicles a day, according to data collected prior to this year. The new ramp eventually will accommodate two lanes and shoulders, replacing a single lane and inadequate shoulders, substantially improving safety and congestion. While the ramp is being rebuilt, inbound Eisenhower drivers wishing to access the outbound Kennedy will do so via the outbound Dan Ryan Expressway (I-90/94) and a “Texas U-turn” detour at the Taylor Street interchange. Several overnight lane closures over the next two weeks will be required on the inbound Eisenhower to prepare the detour route. When the ramp is closed June 1, the inbound Eisenhower lane configuration will be flipped, with the two left lanes connecting to Ida B. Wells Drive and the two right lanes to the outbound Dan Ryan. The far right lane will be reserved for the outbound Kennedy detour. In this new configuration, the detour will be a dedicated lane separated by a barrier wall to restrict merging into the regular Dan Ryan lanes and requiring drivers to use the Taylor Street interchange. To prepare the detour, Taylor Street between Union Avenue and Ruble Street will close to local traffic, weather permitting, Wednesday, May 20. A detour will direct eastbound Taylor Street traffic to Halsted, Harrison, and Clinton streets. Westbound traffic will be detoured to Jefferson, Harrison and Halsted streets. The south sidewalk will remain open for pedestrians and bicyclists. Additionally, the inbound Dan Ryan will not be accessible from Roosevelt Road, with a detour utilizing Halsted and Adams streets to

Other significant impacts at the Jane Byrne this year include: Outbound Ida B. Wells Drive to the outbound Kennedy closed this winter and reopens by the end of this year. Jackson Boulevard over the Kennedy closed this spring. Adams Street over the Kennedy will be closed this summer, the last of the 11 local street bridges at the interchange to be replaced. It reopens in 2022 with the new Jackson Boulevard bridge. Improvements will begin later in 2020 on the mainline lanes of the Kennedy and Dan Ryan through the interchange, which include the construction of new collector-distributor ramps that will relocate the left-hand entrance ramps at Jackson and Adams. Three lanes will remain open in both directions, but traffic will be shifted. Additional details, schedules, and impacts to traffic will continue to be shared in advance of individual project start dates. The overall reconstruction project at the Jane Byrne Interchange will improve safety and traffic flow for the more than 400,000 motorists who use it each day, while also enhancing mobility for bicyclists, pedestrians, and transit users in the surrounding neighborhoods. Recently, IDOT unveiled a new mobilefriendly website that features a detailed project timeline with an interactive map, photo galleries, and the ability to submit questions and comments to the project team via a “Contact Us” link. Black Women’s Expo Moved to 2021 as State Cancels Summer Events at Mccormick Black Women’s Expo (BWe) founder Merry Green and her team had been hoping that the country’s largest and longest running exposition targeting African American women would take place on the rescheduled dates this August. But an email from McCormick Place reps late last week dashed those hopes. The correspondence indicated that out of an abundance of caution and in order to counteract the spread of COVID-19, the State of Illinois has cancelled all events at the venue through the month of August. Black Women’s Expo founder Merry Green is disappointed in the cancellation but determined not to give up. “When I read the message, to say I was devastated merely scratches the surface,” said Green. “After 25 years of bringing thousands of people together to celebrate Black women, it seems surreal that it’s not going to happen this year. Of course, the health and safety of attendees, exhibitors, sponsors, our team, and all who are affiliated with the Expo comes first. I guess I just needed a minute to take it all in.” Green did share that she is excited that dates for next year’s Expo are on the books for April 9–11, 2021. Mayor Lori Lightfoot also offered her support in seeing the Black Women’s Expo make a huge comeback next year. Lightfoot released this statement: “For over 25 years the Black Women’s Expo has empowered tens of thousands of Chicago’s entrepreneurs to transform their ideas into businesses that support our communities and drive our local economy. Unfortunately, the COVID-19 crisis has forced us to cancel this year’s event, preventing its invaluable networking and educational opportunities, as well as hurting our many small businesses who had been counting on revenue from the Expo itself. “While we appreciate everyone’s efforts to keep our communities safe, we also know how much our businesses are hurting— especially our small businesses of color. That’s why we have made aggressive investments to support our neighborhood businesses, as well
as engage in active dialogues with industry leaders on ways to resume operations as quickly and safely as possible. Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We put an offer in on a house that was listed for $150,000. We offered $146,000 and asked the seller to pay $4,000 for our closing costs. We felt this was a good offer, but the seller would only pay $2,000 in closing costs. Our Realtor explained to them that we need the $4,000 to pay for all of our closing fees. Our offer was rejected. We cant understand why the seller would do this to us. Thoughts? Answer: There are a few issues here. Let’s take them one by one: • First, what did the seller do to you? They did not accept an offer that was not acceptable to them. • How do you know that your offer was a very good offer? Did recent sales of similar homes indicate this? • Did the seller counter with a higher sales price? • Did the seller recently reduce the price of his home? • How long was the home on the market? Just because you need $4,000 in closing costs does not mean that the seller is obligated to pay for them. My opinion of the seller’s counter offer is irrelevant. I don’t know their financial situation. It is their decision as to what they want to sell their home for, just as it is your decision as to how much you are willing to pay. This is called negotiating. Unless both
parties to the offer agree, there is no sale. Your offer may be very good in this current market, but the seller did not find your offer acceptable. I assume you were qualified to purchase a home listed at $150,000, since you were looking at homes in this price range. If you needed the total closing cost amount, and you really wanted this home, why didn’t you increase your offer to $149,000 or $150,000 and ask for the closing costs? This new offer may have been just enough to be acceptable to the sellers. $2000 more amortized over 30 years, at current interest rates, is less than $10 per month on your monthly payment. It is unfortunate that you didn’t get this home, but for a sale to be completed, both buyer and seller must agree on all the terms in the contract. Check with your Realtor. Also remember is that dividends, interest and capital gains may not be taxed equally; some can be taxed as high as your ordinary tax rate, and some may be completely tax free. Income tax planning in retirement will expose any tax-planning missteps.”
• Bridge the retirement income gap. Tailor retirement plans for the inevitable costs of aging. Income diversification ensures a strong, well-built plan. It may make sense to use a variety of income sources like dividends, capital gains and income from an annuity. • Re-assess your risk tolerance. “Not only is there more inherent risk in the stock market, but because of the zero interest-rate policy enacted by the Federal Reserve, interest-rate risk is high. When rates move back up, bond prices will go down. Interest rates are so low on bonds of all maturities and when you take inflation into account, you are actually going backwards.” • Ask these questions. “Does fear of loss or stability keep you up at night? At this stage of your life, how much risk do you need to achieve your goals? Failing to plan is planning for failure,” Notchick says. “This applies to all aspects of life, including retirement.”

Snap Recipients Will Soon Be Able to Buy Food Online Illinois’ plan to enable 1.8 million SNAP recipients to purchase food from participating grocery retailers online has been approved by the federal government. Customers will not need to call or visit an office to be approved for the change. Traditional SNAP purchasing will continue. This new purchasing option will begin on June 2. All Link customers will be alerted when they can use their cards to make food orders online. All SNAP recipients with Link cards in Illinois will be able to participate. According to Governor JB Pritzker, “The best part is that in addition to helping families shop a little easier and safer during this pandemic, this is a permanent new feature of the SNAP landscape in Illinois that will support our residents for many years to
come.” The U.S. Department of Agriculture (USDA) approved IDHS’ SNAP Electronic Benefit Transfer (EBT) Online implementation plan, which gives SNAP customers the ability to enter their Personal Identification Number (PIN) to order groceries online. Walmart and Amazon have agreed to accept online orders in Illinois once the program site launches. Additional grocery retailers are welcome to join EBT Online; any retailers interested in the program can find more information and apply at http://www. fns.usda.gov/snap/online-purchasing-pilot. IL Health Facilities Required to Allow Blood Shortage: Support Persons for People w/Disabilities Help Patients Now The Illinois Department of Public Health (IDPH) released new guidance to help families support their loved ones with developmental disabilities. Persons with disabilities can rely on reasonable accommodations in Illinois hospitals during their treatment, which is more important than ever during the COVID-19 pandemic. Hospitals and health facilities should allow individuals with intellectual and developmental disabilities (I/DD) to be accompanied by a support person such as a guardian, family member, caregiver, or paid support worker during their time in the hospital. “It’s critical that individuals with intellectual and developmental disabilities can effectively communicate with healthcare workers when they are in hospital settings,” said IDHS Secretary Grace Hou. “Although serious social distancing and other COVID-19 related precautions are still in effect, people with disabilities deserve access to excellent health care, which often requires a support person.” Without effective communication between medical
providers and people with intellectual and developmental disabilities, medical providers risk substituting misplaced assumptions and potential biases about the person with a disability for verifiable information and medical history. In addition, effective communication leads to better transparency in process and protocols, which helps to ensure that the medical provider and the person with a disability understand each other and agree. The IDPH guidance asks hospitals to establish a protocol that allows at least one support person to be present with any individual with I/DD in a hospital emergency room and to accompany individuals admitted to the hospital. For hospitalized patients, especially those with prolonged hospitalizations, the individual or legal guardian should be allowed to designate two different support people. The support person should always adhere to hospital policies and wear a designated identification tag provided by the hospital. Specifically, support persons must wear hospitalprovided Personal Protective Equipment, as directed, and comply with all hospital infection control procedures.

That, coupled with a resumption of surgeries and other medical procedures as stay-at-home restrictions were modified, has caused a 25% increase in the need for blood during the past several weeks. All blood types are critically needed right now, with an especially high need for type O, A-negative and B-negative red blood cells. In addition, platelets are always needed by patients for cancer treatments, surgeries and emergencies. Because of its short shelf life—only 5 days—the supply of platelets must be continually replenished. Unfortunately, many people do not seek treatment for mental health issues for a number of reasons. Yet, overall quality of life is greatly improved when a person with a mental health concern or problem seeks help and receives appropriate treatment from a qualified professional. Depression is one of the leading causes of suicide attempts across all ages. Mental or addictive disorders are associated with 90% of suicides. In 2018, the most recent figures available, 48,344 people died by suicide in our nation. It is the 3rd leading cause of death for

It’s been a little over two months since our quarantine lifestyles started, and most of us know someone whose health has been affected by the virus. If you’re like me, COVID has you thinking a lot about mortality. Thinking about death isn’t a new pastime. The imprisoned Apostle Paul wrote these words to the Philippian church: “For to me to live is Christ, and to die is gain” (Philippians 1:21). In life, Paul is saying, our lives are to be given to glorifying Jesus Christ and furthering his purposes in the world, but death is the ultimate gain for Christians. In death, we enter the paradisiacal presence of God himself— which is far better than any pleasures we can have on earth. In the 17th century, English Puritan Richard Baxter speaks of death in his hymn “Lord, It Belongs Not to My Care.” His words are just as true today—pandemic and all—as they were centuries ago. A few of his verses are below: Lord, it belongs not to my care Whether I die or live;
If life be long, I will be glad, That I may long obey; If short, yet why should I be sad To welcome endless day? Come, Lord, when grace hath made me meet Thy blessed face to see; For if Thy work on earth be sweet What will Thy glory be! But when was the last time you saw a “real estate professional in training” badge on a real estate agent or loan officer? Never! A good real estate company will hold an agents hand during the “baby” stage. And a good lender will make sure a complete mortgage application is completed for a new loan officer. Sadly, what often takes place is a “sink or swim” training method and some poor soul’s home purchase is the training ground. We’ve seen this with both newbie real estate professionals and often with the “I’m using a relative” scenario. Is it a fair question to ask a professional how many transactions they have completed lately?…this year?…ever? ABSOLUTELY! However, as a homebuyer, working with a new agent or loan officer isn’t necessarily a curse. Just because a real estate professional is new to the business doesn’t mean that they have to be new to professionalism! Indeed, some new real estate professionals are years ahead of some of the “dead wood” agents that have been around for years. If a newbie has a strong support system with their broker, you can feel confident they should do a fair job. If they lack support AND they are green, then you are taking a big chance with them handling one of the largest transactions of your life. Today’s real estate transactions are highly detailed. Home buyers and especially home sellers should never be the training ground for a new agent or loan officer to learn the ropes on their own. But financial worries have been there, too, both for people whose employment has been affected and for investors anxious about the volatile financial markets. And one aspect of every individual’s total financial picture has become quite clear—the importance of an emergency fund. In normal times, it’s a good idea for you to keep three to six months’ worth of living expenses in a liquid, low-risk account. Having an emergency fund available can help you cope with those large, unexpected costs, such as a major car repair or a costly medical bill. Furthermore, if you have an adequate emergency fund, you won’t have to dip into your long-term investments to pay for short-term needs. These investment vehicles, such as your IRA and 401(k), are designed for your retirement, so the more you can leave them intact, the more assets you’re likely to have when you retire. And because they are intended for your retirement, they typically come with disincentives, including taxes and penalties, if you do tap into them early. (However, as part of the economic stimulus legislation known as the CARES Act, individuals can now take up to $100,000 from their 401(k) plans and IRAs without paying the 10% penalty that typically applies to investors younger than 59½. If you take this type of withdrawal, you have up to three years to pay the taxes and, if you want, replace the funds, beyond the usual caps on annual contributions.) Of course, life is expensive, so it’s not always easy to put away money in a fund that you aren’t going to use for your normal cash flow. That’s why it’s so important to establish a budget and stick to it. When developing such a budget, you may find ways to cut down on your spending, freeing up money that could be used to build your emergency fund. There are different ways to establish a budget, but they all typically involve identifying your income and expenses and separating your needs and wants. You can find various online budgeting tools to help you get started, but, ultimately, it’s up to you to make your budget work. Nonetheless, you may be pleasantly surprised at how painless it is to follow a budget. For example, if you’ve budgeted a certain amount for food each month, you’ll need to avoid going to the grocery store several times a week, just to pick up “a few things”—because it doesn’t really take that many visits for those “few things” to add up to hundreds of dollars. You’ll be much better off limiting your trips to the grocery store, making a list of the items you’ll need, and adhering to these lists. After doing this for a few months, see how much you’ve saved—it may be much more than you’d expect. Besides using these savings to strengthen your emergency fund, you could also deploy them toward longer-term investments designed to help you reach other objectives, such as retirement. Saving money is always a good idea, and when you use your savings to build an emergency fund, you can help yourself prepare for the unexpected and make progress toward your long-term goals. Governor JB Pritzker announced the state’s plan for a gradual reopening of child care in Phases 3 and 4 of Restore Illinois. “We can’t have a conversation about going back to work without talking about child care. Anything else leaves a large portion of the workforce—especially women who too often bear a disproportionate burden—without any way to move forward while caring for their kids,” said Governor Pritzker. “Illinois must take a cautious approach that appropriately balances the need to greatly expand child care with the need to lessen the risk of spreading the coronavirus.” To date, Illinois has not seen significant transmission of COVID-19 in child care settings, which is encouraging evidence that child care can be provided safely. The new group size limits will be roughly 30% lower than their pre-pandemic levels for centers. For licensed homes, which tend to be smaller, most will be able to operate at standard capacity. Collectively, these efforts would bring Illinois to three-quarters of the previous child care capacity in the state. Providers that have been successfully operating as emergency child care providers can move immediately to these new maximum capacities when their Region enters Phase 3. Most licensed child care homes will also be able to reopen to their licensed capacity. Illinois is encouraging all of the currently closed licensed child care providers to reopen when their Region moves to Phase 3 to serve the many families who will be returning to work. Those providers that have been closed and will reopen must develop a Reopening Plan that ensures they have revised operational and preparedness policies in place before opening. These newly reopened providers will have reduced capacity of no more than 10 children per classroom for the first 4 weeks. Once they have provided care safely for four weeks and have followed the new health, social distancing, and sanitation routines and guidelines, they will be able to expand to larger group sizes, though not their full licensed capacity. There will be no restrictions on which families can use child care in Phases 3 and 4. Recognizing children’s need for quality early learning experiences, all providers will be expected to resume compliance with all licensing standards related to curriculum, learning environment, and staff qualifications. The state gathered input from over 80 stakeholders in discussions on how to safely and prudently reopen child care across Illinois, from new health and sanitation protocols, to staff training needs, to what supports families will need as they return to child care. The recommendations shaped Illinois’ roadmap for safely increasing access to child care as families return to work. The state has made significant investments in its vast child care network during the COVID-19 pandemic, such as implementing a simple waiver process to allow providers to be paid for all of their enrolled children in the Child Care Assistance Program for March through June, so that child care staff could continue to be paid as normal through this unprecedented period. The state also increased the CCAP money that emergency center providers receive for each child. Illinois is continuing to work on developing appropriate business relief funds that will help to minimize the financial impact of these necessary limitations and is working alongside the state’s congressional delegation to amplify its support for our national child care landscape in an upcoming relief package.

Dunes Learning Ctr: Citizen Science Online Dunes Learning Center has transitioned its noteworthy Citizen Science Symposium event online in order to keep a promise to all of the middle school citizen scientists who took part in this year’s program. Over the winter, more than 375 students from Lake and Porter Counties joined Dunes Learning Center in learning about Citizen Science projects, research projects that rely on data collected by the general public. With their classes, students began collecting data to contribute to local science efforts like Project Squirrel and Hoosier Riverwatch. Last year’s program provided a platform for a variety of local experts and scientists to talk about the impact citizen scientists have in their own environments. As a result of schools being restricted to e-learning amidst the COVID-19 pandemic, Dunes Learning Center has transitioned this year’s event to an online platform. “Last year students were able to attend sessions hosted by local experts and scientists, experience a keynote luncheon, and then share their own works with other students,” said Alisha Zick, Dunes Learning Center outreach education manager. “We have recreated the key elements of this event through our Virtual Citizen Science Symposium.” The new online event hosts a collection of videos from local mycologists, arborists, Indiana Dunes National Park rangers, and Field Museum entomologists. Students can ask questions, present their own findings, and engage with other students on the program’s forum page. “I get to see people learn that they have the power to contribute real data that influences the outcomes of their daily lives,” said Zick. “It can be a life-changing experience for a student to find
a new passion, motivation, and confidence in themselves through actual scientific research. They begin viewing themselves as a part of a larger, professional community.” Teachers from Lake and Porter Counties have begun incorporating the digital learning event into their students’ e-learning assignments. “Dunes Learning Center has been very helpful with creating valuable experiences for my students,” said Jill Roser, science teacher at Discovery Charter School. “I know this year did not go the way any of us planned, but I appreciate their continued efforts to bring science content to us. Posters, Cut-Outs, Stuffed Animals Fill In for Congregation at New Hope Church
Starting when Covid-19 caused cservices to move online, Pastor Dan Roels of New Hope Church in Lansing had to walked up to his pulpit and deliver his sermon to a camera and an empty sanctuary. Until May 17. So that he wouldn’t feel so alone during the shelter-inplace order, church members provided their pastor with a different sort of congregation: occupying the pews now are cardboard cutouts, dolls, posters, and pictures. “It was a wonderful and sweet thing that they did,” Roels
said. The funny fill-ins were the idea of church members Brad and Joyce Dykstra. “I saw something on Facebook about encouraging your pastor while he’s preaching online, and it showed Sesame Street characters in the pews,” Joyce Dykstra said. “I showed Brad, and he said, ‘We should do that!’” An elder in the church, Brad Dykstra had recently heard from Roels that he was having a tough time preaching alone in the church. “He’s very extroverted—a people person,” Brad said. “So this is really difficult, and at times really depressing.” The Dykstras emailed the congregation, asking them to create a representation of themselves, in any way they wanted. “We told people to run with it, and they really did!” Brad said. “People were so creative, and it was just really fun,” Joyce added. People were creative with their contributions, using stuffed animals, construction paper, dolls, pool noodles, inflatable animals, photos of themselves, and even plants to create a placeholder congregation for their church. Church member Jill Feikema helped collect and set up the new “congregation.” “People really put themselves into it, and it was a unifying thing to do while we couldn’t be together.” For Roels, it was a way to turn a really difficult situation into something fun. “It was a redemptive move,” he said. On May 1, 2020, I worked to protect a senior citizen client from Valparaiso. She had brought a medical bill to our Valparaiso office and that team forwarded the bill and other papers to me. A firm in Texas had sent a bill that showed that firm’s incompetence. It was a false bill. By that, I mean that it was a bill sent with disregard for Medicare rules. It was false either deliberately or accidentally. In any case, it was a false medical bill that could have hurt our client financially. Seniors on Medicare get such bills all the time. Protecting our clients from false medical bills has kept me busy and employed for over seventeen years. Here is part of the letter that I sent to the Texas firm that sent the false bill. Our client sent to our firm a bill from your firm for our review. Here are the problems with your bill: There is no customer service phone number on the bill. That makes it difficult for many people to contact your firm if they detect a problem with the bill. It is very unprofessional not to include a customer service phone number on a bill. It appears from the bill that your firm either never filed the claim with Medicare or your firm attempted and failed to file the claim with Medicare. In either case, the fault of not being paid lies with your firm. There is no mention on the bill of Medicare approval or Medicare adjustment. The only other possibility is that you billed the patient for something that you knew or should have known that Medicare would not approve. If that is the case, then send the client a copy of the Advance Beneficiary Notice that you would have needed her to sign. She does not recall ever signing such a document. If you did send the claim to Medicare since sending the bill to our client and have a Medicare EOB, then send both the original billing information and the Medicare EOB information about the claim directly to the client’s secondary insurer at the following address. Until then, do not bill our client any more. All the help that I gave to this client was FREE OF CHARGE. Our insurance agency is proud of our reputation for helping our clients with such Medicare related medical bill problems. If your insurance agency or agent does not give this high level of customer service to clients, why not switch to an agency that does? Ours does.
