Cook County Treasurer Maria Pappas’ 2022 Scavenger Sale will look different as the Treasurer’s Office takes steps to help small developers, homeowners and investors rebuild neighborhoods and create generational wealth. Under Illinois law, the Treasurer’s Office is required to conduct a Scavenger Sale every two years, offering at auction the taxes on properties with three or more years of delinquent taxes. The Sale is scheduled to take place February 14 – March 2. How the Scavenger Sale works A property’s unpaid taxes are sold for cash bids. The minimum bid is $250. The amounts bid typically are significantly less than the total amount of delinquent taxes and interest due. The highest bidder wins a lien on the property. If the current property owner does not redeem (pay) the delinquent taxes within a certain time period (typically 2 ½ years for residential properties and six months for commercial properties and vacant lots), the tax buyer can petition the Circuit Court of Cook County for a deed to take ownership of the property. Tax buyers do not pay delinquent taxes on a property. However, after the sale but prior to getting a deed, the buyer must pay whatever taxes went unpaid after the Scavenger Sale. Bidder registration for the sale will take place January 14, 2022 – February 4, 2022. What’s included in the Scavenger Sale The 2022 Scavenger Sale includes 31,209 property index numbers, or PINs, with 14,598 of them in the City of Chicago and 16,611 in suburban Cook County. The unpaid taxes on those properties totals almost $1.15 billion countywide, including $254.9 million just in Chicago, and adds to the financial challenges many communities face. More than half of the PINs are vacant lots and many are on the same block, creating opportunities for meaningful development. The list includes thousands of properties in Chicago and suburban Cook County that were originally offered at previous Scavenger Sales but were not sold. What’s new for the 2022 Scavenger Sale Changes to the 2022 Cook County Scavenger Sale are intended to remove potential barriers for bidders, increase transparency and make the Scavenger Sale more successful. The changes include: • The list is now free. The Treasurer’s Office has removed the $250 fee required to obtain a list of all Property Index Numbers (PINs) scheduled to be offered during the sale. • The list is downloadable. The entire list is available at
cookcountytreasurer.com to view and/or download. • There is a searchable map. A new interactive map will allow anyone to view all properties on the Sale list, see how many are in a certain community and block and learn the characteristics of each property to be offered. Why the changes matter A 2020 Treasurer’s Office study of seven Scavenger Sales conducted from 2007 to 2019 found the process, created in 1939 by the General Assembly, no longer is an effective tool in returning properties to productive use and the tax rolls. Out of 51,320 unique properties offered over 13 years at the Scavenger Sale, just 3,655 were purchased by private buyers. Pappas said her changes to the 2022 Scavenger Sale are incremental improvements that may increase the Sale’s success while her office formulates more improvements. “By making the list free, putting it online and making an easily searchable map, I hope we see more potential bidders intent on improving their communities. A vacant lot could become a side yard, helping a homeowner build generational wealth. A cluster of parcels could attract a local developer interested in adding new houses to a block,” Pappas said. How communities can benefit from the Scavenger Sale One participant at several previous Scavenger Sales was Noble Development Associates, headed by Louis Williams and Yolanda Davis. With roots in the community, Williams and Davis decided to focus on the area near Garfield Boulevard and Shields Avenue in the northeast corner of Englewood. Since winning bids, Noble has gone through the court process to obtain the deeds to dozens of vacant lots in the neighborhood. Now it plans to partner with developers to build homes. “We have a significant investment in the neighborhood,” Williams said. Construction is expected to start this spring on a three-flat at 333 W. Garfield Boulevard that Noble has sold to developers and real estate agents Rich Aronson of Berkshire Hathaway HomeServices Chicago and Greg Viti of Keller Williams ONEChicago Lincoln Park. They hope to sell it to a someone who will live in the building. “The ultimate goal is the create ownership and generational wealth,” Aronson said. “We want to recreate the neighborhood.” “Throughout Cook County, there are groups and individuals working hard to better the lives of the people around them,” Pappas added. “The Scavenger Sale can be an effective tool to obtain a deed to a property that no longer has delinquent taxes attached to it.” For more information, visit cookcountytreasurer.com

SAT Success: Illinois adults scored among the highest in America in national test If you felt as if you were losing your mind during the pandemic, you’re not alone. What with being constantly bombarded by bad news, unable to go to work and having stimulating conversation with your colleagues, or, if you’re a parent, only having had toddlers or little kids to talk to all day, it might well have felt like your brain was deteriorating. And in fact, because people’s minds were so dormant over the whole period, it has given rise to a condition known as ‘pandemic brain’. But has yours started to recover? Jigsaw puzzle website, im-a-puzzle.com, decided to test people’s current brain sharpness by quizzing 5,000 adults with typical SAT questions. The test consisted of two sections: one focused on Math and one focused on EBRW (EvidenceBased Reading and Writing). It revealed that adults in Illinois came in 11th place - placing them among the sharpest minds in America! Adults in the Prairie State scored an impressive 62% mark overall, above the national average of 58%. Adults here performed strongly in math with 61% passing (higher than the national average of 55%), and in EBRW their overall average was further boosted, scoring 63% (compared to an average of 61%). An example Math question asked in the quiz was: If x + 6 = 9, then 3x + 1 = ?* A) 6 B) 10 C) 4 D) 12 And an EBRW example question asked was: What does ‘burgeon’ mean?* A) to rapidly shrink B) to become tired C) to make D) to rapidly expand
CATHY & JIM HIGGINS Question: We are thinking of moving to an area where there is an HOA. Are these good or bad? Answer: Across the U.S., Home Owners Associations, (HOA’s) are on the steady ascent. We’ve been dealing with and living in HOA communities for years. Here is what we can tell you. A well-run and managed HOA can be a blessing, and a poorly managed HOA can be a curse. Generally, an HOA establishes rules to ensure the neighborhood looks good These include strict guidelines about keeping lawns manicured, restrictions on parking boats and other large vehicles on the street, and limitations on exterior paint colors, etc. This type of oversight eliminates issues with one or two properties weighing down all property values due to an unpleasant exterior. HOA dues are earmarked for maintenance of shared spaces. This includes community lawn care (but not for your own yard), community snow removal (but not for your own property) and upkeep of common areas like the pool or the fitness center. Involved in a tiff with your neighbor over that big oak tree that’s losing limbs? You can settle some confrontations with your neighbors by taking your grievances to the HOA’s board or management company. When buying a home in a community with an HOA, you’ve got to add HOA dues to your
budget. The dues vary, but typically run in the hundreds of dollars per month. If someone buys a home in an HOA community and wants to make changes to the property, such as the addition of an enclosed patio, it normally must be approved by the HOA’s board. It’s possible that an HOA could prevent certain updates on a home. When you live in a community governed by a HOA, you’ll have to follow its rules, even if you think they’re ridiculous. You do, however, have the option of petitioning the homeowners’ association to change any rule you don’t agree with. But if you lose, you will have to live with it. Problems also arise when homeowners stop attending HOA meetings and it’s left to a small group of people to make decisions. If you find an area you’d like to live in, that has an HOA, take a walk around the neighborhood, look around and talk to some of the residents. So, who came top of the class across the states when it came to answering these tricky questions? It’s not good news if you live in The Natural State; Arkansans had the lowest overall score, with a 61% fail rate. New Jerseyans, on the other hand, were teachers’ pets with a top-of-the-league 73% pass rate. Some may be surprised at this result – after all, NJ is home to the popular reality show, Jersey Shore, featuring a cast of characters not usually associated with the frontal lobe area of the brain. However, could NJ’s high score have something to do with the fact that plenty of Princeton alumni still live in the state they studied at? Interestingly, Massachusetts came in second place, home to Harvard University…. Broken down across the spectrum, it appears Texas has the greatest proportion of ‘mathletes’, scoring 78% correctly. Surprisingly, even though it was adults who aced the test, Texan educational officials have expressed concern about the fact that math standards are actually dropping in schools. We need the next generation to be as good with numbers as their parents are! And who came last in Math? Arkansans, look away now - you scored the lowest, with a high fail rate of 63%... When it came to EBWR, Nutmeggers emerged as the most articulate, scoring a highly impressive 82%. And as if to add salt to the wound, Arkansans also scored the lowest across the board on the EBRW section, with a fail rate of 60%. Perhaps it’s unfair to judge them on this - they could be seen to have a natural disadvantage when it comes to vocabulary, thanks to their distinct local slang; well, would you know what ‘tumped’ ‘spun up’ or ‘bowed up’ mean?! Neal Taparia from im-a-puzzle.com says, “It’s great to see that, overall, most adults across the country haven’t got too much to worry about when it comes to their postpandemic brain sharpness. It’s always a good thing to brush up on our general Math and EBRW skills, and online quizzes are a great way to exercise this knowledge, even if you don’t have upcoming SATs scheduled!”

Heart Smart JOSH BOOTSMA In 1096, a Jewish poet from Germany named Meir Ben Isaac Nehorai penned a beautiful poem about the love of God. Fast forward hundreds of years, and the same poem appeared written on the cell wall of an insane asylum. It’s unknown who the patient was who wrote it. In 1917, California businessman Frederick M. Lehman lost his business and fell on hard times, working a job packaging oranges and lemons to make ends meet. Despite his circumstances, Lehman was moved one Sunday morning by the reality of God’s love for him. He began to write song lyrics during his breaks at work. He wrote two lyrics and a chorus before remembering the words passed down to him, written on an asylum wall. The poem became his third verse. Over one hundred years later, the beloved hymn “The Love of God” includes words over 1,000 years old that tell of the deep love of our Father. The beautiful third verse is below: Could we with ink the ocean fill, and were the skies of parchment made; were every stalk on earth a quill, and everyone a scribe by trade; to write the love of God above would drain the ocean dry; nor could the scroll contain the whole, though stretched from sky to sky. As you read this paper right now, think about how many words and how much ink has been used to make it. Think about the talented people that put it together. If this paper were the size of the sky, and the printer had a vat of ink the size of the ocean, and all of us were contributing writers, it still wouldn’t be enough to fully express the love of God. A PILLAR OF THE SOUTH SUBURBAN COMMUNITY WAS MEMORIALIZED JANUARY 14, 2022: By the time this appears in print Tuesday, the passing of Frank M Zuccarelli will have been broadcast over all the media, print and electronic. Most closely associated with South Suburban College in South Holland, a visitation and memorial service was held in the fieldhouse at the college last Friday starting at 5 pm with opening remarks given by Governor J.B. Pritzker, calling Zuccarelli “a genuine champion.” The long time SSC Board Chairman was eulogized by colleagues, friends and family alike. Zuccarelli had a special affinity for the township’s senior citizens and as the Thornton Township Supervisor since 1993, he made sure he kept his seniors happy. One of his most popular programs involved getting the youth of Thornton Township interacting with the township seniors as the kids in turn cut the grass and shoveled the snow as directed by the township. Thornton Township is the largest township of all the 1,434 townships in Illinois. Often criticized for duplication of services, Mr. Zuccarrelli provided the answers his constituent’s and critics alike wanted to hear. A South Hollander who never strayed far from his roots, “Zuke” as some friends called him, provided the services which made life in the blue collar ‘burbs’ a little easier and sometimes more fun. His summer and winter festivals brought joy to his fans of all ages and he was not above pushing his shopping cart around the aisles of Walt’s Foods in South Holland on Sundays. N 2 N visited with Mr. Zuccarelli on more than one occasion at Walts and expressed amazement that he did his own shopping. “No one else going to do it,” he noted with a chuckle back then. Should inflation affect your investment moves? SUBMITTED BY PATRICK ZAMKIN As you know, inflation heated up in 2021, following years of pretty stable – and low – numbers. And now, early in 2022, we’re still seeing elevated prices. As a consumer, you may need to adjust your activities somewhat, but as an investor, how should you respond to inflation? First, it helps to know the causes of this recent inflationary spike. Essentially, it’s a case of basic economics – strong demand for goods meeting inadequate supply, caused by material and labor shortages, along with shipping and delivery logjams. In other words, too many dollars chasing too few goods. Once the supply chain issues begin to ease and consumer spending moves from goods to services as the COVID-19 pandemic wanes, it’s likely that inflation will moderate, but it may still stay above pre-pandemic levels throughout 2022. Given this outlook, you may want to review your investment portfolio. First, consider stocks. Generally speaking, stocks can do well in inflationary periods because companies’ revenues and earnings may increase along with inflation. But some sectors of the stock market typically do better than others during inflationary times. Companies that can pass along higher costs to consumers due to strong demand for their goods – such as firms that produce building materials or supply steel or other commodities to other businesses – can do well. Conversely, companies that sell nonessential goods and services, such as appliances, athletic apparel and entertainment, may struggle more when prices are rising. Of course, it’s still a good idea to own a variety of stocks from various industries because it can help reduce the impact of market volatility on any one sector. And to help counteract the effects of rising prices, you might also consider investing in companies that have a long track record of paying and raising stock dividends. (Keep in
mind, though, that these companies are not obligated to pay dividends and can reduce or discontinue them at any time.) Apart from stocks, how can inflation affect other types of investments? Think about bonds. When you invest in a bond, you receive regular interest payments until the bond matures. But these payments stay the same, so, over time, rising inflation can eat into your bond’s future income, which may also cause the price of your bond to drop – a concern if you decide to sell the bond before it matures. The impact of inflation is especially sharp on the price of longer-term bonds because of the cumulative loss of purchasing power. However, Treasury Inflation-Protected Securities (TIPS) can provide some protection against inflation. The face value, or principal amount, of each TIPS is $1,000, but this principal is adjusted based on changes in the U.S. Consumer Price Index. So, during periods of inflation, your principal will increase, also increasing your interest payments. When inflation drops, though, your principal and interest payments will decrease, but you’ll never receive less than the original principal value when the TIPS mature. Talk to your financial advisor to determine if TIPS may be appropriate for you. Ultimately, inflation may indeed be something to consider when managing your investments. But other factors – especially your risk tolerance, time horizon and longterm goals – should still be the driving force behind your investment decisions. A solid investment strategy can serve you well, regardless of whether prices move up or down. The Appraisal Is Not The Inspection MIKE BUDER Over the years I have noticed both buyers and sellers will often get confused about the difference between an appraisal and a home inspection. Today I will explain the difference mostly in the end result, not so much the practice. In today’s market, the appraisal tends to be the more anxiety inducing steps of the home selling journey. It is that point where you put the value of the home in the hands of the lender (sort of) and the result of this appointment usually has a very strong impact on the sale actually going through. “Will it appraise?” is a phrase I heard often over the past year. “If it doesn’t, will the buyers bail?” Oh the drama! One of the important things to keep in mind during the appraisal process is that this is supposed to be a neutral, emotion-free valuation of the property. If you peel back the first layer, you’ll realize that the bank is the one requiring this step. Yes, you the buyer are paying for it, but the lender hires the appraiser and has a vested interest in the results. From a broad perspective, the bank is simply trying to make sure that they will be covered if the buyers default on their mortgage and the bank needs to take ownership. Appraisers use a number of different tools to complete their evaluation, while inspectors are more focused on condition and on the function of the plumbing, electrical, insulation, etc. The appraiser is interested in how your home compares to other homes that have recently sold in the neighborhood. They are looking
at objective, quantifiable factors that help them determine the core value of the home. Appraisers look at the home’s condition, square footage, and the location as well as the general condition of the flooring and plumbing and electrical systems. The inspector is simply going to look more deeply at those systems and highlight any potential issues. This brings us to our next point, the actual price at which the home will sell. If your asking price is $200,000 and the buyers agree to that price, whoopee for you. You’ve done it! But if that buyer requires financing, the bank is going to order an appraisal. If the appraisal comes back at $175,000 the buyer has two options. They can simply back out of the deal because they aren’t willing to pay more than what the appraisal states (assuming they included that contingency in the offer) or they can pony up the $25,000 in cash and leave the mortgage based on the $175,000 appraisal. At the end of the day, the bank is not going to lend more than they deem the house to be worth (the appraised value). ISL Midwest Senior Scholarship Announced Ten $1,000 scholarships open to Midwest high school seniors. Students from six states have a chance to earn the scholarships. High school seniors from Illinois, Minnesota, Missouri, Nebraska, South Dakota and Wisconsin now have a chance to receive one of 10 college scholarships worth $1,000. Registration is open now through April 29, 2022. Parents are also now able to register their student. High school seniors or their parents may register for the ISL Midwest Senior Scholarship at www.IowaStudentLoan.org/Midwest. ISL Education Lending will award $1,000 scholarships to 10 students whose names are randomly drawn after the registration period. There are no financial need, grade point average or class rank requirements. The ISL Midwest Senior Scholarship can be used at any eligible institution in the United States. Registered participants also receive emails highlighting financial literacy tips, such as the importance of early career and college planning and ways to reduce student loan indebtedness. “As high school seniors plan for college and college financing, it’s important for them to be aware of ways to reduce student loan debt,” said Steve McCullough, president and CEO of ISL Education Lending. “The information students receive during the program and the free resources on our website can help them

Some Problems with a Bill to Our Client WOODROW WILCOX
On January 6, 2022, I reviewed a medical bill that one of our senior citizen clients got. There were some problems with the bill to our client. With some editing to protect the privacy of our client, here is the letter that I wrote to the medical firm. Our client brought to our firm a bill from your firm for our review. The bill seeks a balance of $1,500 for services rendered on 8/13/2021. I cannot find any account number on the bill. The bill has an invoice number of XXXXXXX. The bill is coming from a billing firm in Texas. The original billed amount of $14,925.55 has a discount of $13,425.55 listed on the bill. There is no detail about the services that your firm rendered. When one of our employees phoned you about this, she was told that you do not file claims with Medicare or Medicaid. Why not? Also, she was told that your firm does not charge for an assessment but that when ER services are rendered, then you tell patients that you don’t bill Medicare or Medicaid. SHOULDN’T YOU INFORM THE PATIENT IN WRITING BEFORE ANY CONSULTATION OR TREATMENT IS GIVEN THAT YOU DO NOT FILE CLAIMS WITH MEDICARE OR MEDICAID?

I tried to find your firm in the Indiana Secretary of State’s filings of businesses that are registered, lawful, and authorized to do business in the State of Indiana. That office had no listing for a business authorized to do business that had filed under the name “XXXXXXX”. Please, explain that. We request that you rewrite the bill to show exactly what services you claim to have performed for our client, the exact calculations for adjustments and credits, and how you arrived at the final balance. Please, do this before billing our client again. Thank you for your cooperation. All the help that I gave this client was FREE OF CHARGE. This insurance agency “goes the extra mile” to help clients with Medicare related medical bill problems. If your insurance agent or agency does not give this high level of customer service, why not switch to an insurance agency that does? Note: Woodrow Wilcox is the senior medical bill problems worker at Senior Care Insurance Services in Merrillville, Indiana. He has saved clients of that firm over two million dollars by fighting mistakes and fraud in the Medicare system.
