Does increasing HOA fees run the risk of impacting the value of properties in a planned community?

In our community we have 77 homes with an average value of $250,000. The current fees are $15 a month. The HOA board is proposing an increase of 44 percent in fee (from $15 to $21.67 per month per lot).

This is to adjust for increasing costs and because prior management operated in the red.

Answer: HOA fees are not related to property values, they are related to the costs required to run the HOA. If the HOA provides a lot of services, then fees should be higher. If the HOA provides few services, then the fee should be lower.

In your example, the HOA fee is being increased by 44 percent. This would be a meaningful statistic if we were talking about a lot of money. Instead, we’re talking about an extra $6.67 per month for properties valued at $250,000. If it takes less than $10 a month -- regardless of percentages -- to have a functioning HOA and a better community, pay the fee and protect your investment.

“Along the Des Plaines River” Exhibit at SSC’s Thiel Gallery The Art & Design Department of South Suburban College is pleased to present an exhibition entitled “Along the Des Plaines River” by college faculty member Amy Babinec and George Liebert. The exhibition will be on display in the Dorothea Thiel Gallery until February 4, 2021. An artist’s reception and lecture will be announced at a later date.

Along the Desplaines features a series of paintings created

by Amy Babinec and George Liebert, featuring plein-air landscapes along the Desplaines River. Plein-air painting is done outdoors at the site of the subject of the painting, relying on direct observation and capturing the spirt of the landscape. Historically, many artists have chosen to use this method to better capture and interpret the feeling of the landscape, notably more difficult than studio painting where the artist works inside separated from natural elements. The show contrasts two different reactions to the landscape along the Desplaines River. Babinec’s paintings, completed on-site, capture the seasonal color and light within carefully considered geometric compositions. Liebert expands his watercolor and ink sketches into abstractions in the studio, creating improvisational, calligraphic riffs on the traditions of landscape painting, color theory, and art history.

Amy Babinec is a graduate of the University of Chicago and the School of the Art Institute of Chicago. She currently teaches painting, drawing, and design at South Suburban College. George Liebert is Adjunct Associate Professor of Painting and Drawing at the School of The Art Institute of Chicago.

The Dorothea Thiel Gallery is located on the fourth floor and is open for visitors with masks and social distancing Monday through Friday from 9:00 a.m. – 4:00 p.m. The galleries are closed on weekends and holidays. Heart Smart JOSH BOOTSMA What does it mean to be in need? That phrase is used a lot in today’s society, and depending on the context, it means different things. Christians Against Poverty in South Holland helps people in need financially, to help get them to a position of financial stability. Recent local food drives have helped people in need feed their families.

In Philippians 4:19, the Apostle Paul says, “And my God will supply every need of yours according to his riches in glory in Christ Jesus.” I think Paul is talking about more than physical needs here.

In the verses prior, Paul expresses thanksgiving for the Phillipian church’s gifts to him. He says in v. 16, “you sent me help for my needs once and again.” The Phillippian church, seeing Paul as one in need, was quick to help him with his physical needs.

But in v. 19, Paul says their every need will be met “according to his riches in glory in Christ Jesus.” I don’t think Paul is saying that God will bankroll the Phillipian church’s (and our) spending. I think he’s saying that God will meet all our needs through Jesus Christ.

God knows we need money, food, and shelter, and He will meet those needs. The riches of Christ, however, go far beyond that. What Christ has achieved is a treasure that cannot be spent in this life. He’s achieved eternal riches for us, his people. Our greatest need is a savior.

Everyone who walks this earth is desperately in need of Jesus Christ. God promises that need, and so many others, will be gloriously met for those who are his children.

I encourage you to pray these words: I need Thee every hour, Most gracious Lord; No tender voice like Thine Can peace afford.

I need Thee, oh, I need Thee; Ev’ry hour I need Thee; Oh, bless me now, my Savior, I come to Thee.

CHICAGO CATHOLIC ARCHDIOCESE TO SHUTTER TWO LOCAL SCHOOLS: The reason is declining enrollment and financial deficits, according to the Chicago Archdiocese. The two schools, St. Ann on Ridge Road in Lansing and Christ Our Savior School (Formerly St. Jude the Apostle) in South Holland on 154th Street will close at the end of the school (academic) year. The students will be assisted by the Archdiocesan staff to find other schools in the area and will assist teachers and faculty to find work within the Catholic school system. This is a sad reminder of how fragile parochial education is today. Even if the parents can afford the tuition (and many can’t) the cost of running the schools is just too much for the archdiocese to carry.

Myself and my brothers were all products of Catholic Schools over the years and I feel we greatly benefitted from this.

But, we were taught by Nuns who didn’t require what lay teachers do nowadays.

City of Harvey Partners with PCs for People for refurbished computer giveaway of Broadband, PCs for People and local leaders to help close the digital divide in Illinois for once and for all.

“Through an innovative partnership with PCs for People and the Illinois Office of Broadband, we are bringing computer devices to enhance digital access for those in need,” said Mayor Christopher J Clark. “This first event is just the first step as we continue to provide our Harvey residents with the tools they need to access telework, eLearning, and more. This also compliments our community broadband initiative, spearheaded by Governor JB Pritzker, which will allow our residents to be at the table as we plan for digital access for everyone in our city.”

An estimated 1.1 million families currently lack access to working computer devices. As a result of the Governor’s commitment to directing resources to those in need through this public/philanthropic initiative, the Computer Equity Network calls for the distribution of at least 20,000 devices in 2021.

“Under Governor Pritzker’s leadership, the Illinois Office of Broadband is putting equity at the forefront of our efforts to provide universal access to broadband for all our Illinois communities,” said Matt Schmit, Director of the Illinois Office of Broadband. “The onset of COVID-19 has made this mission even more urgent, and that’s why we launched the Illinois Computer Equity Network last year to help bring more reliable access to the internet for families relying on it for school, work and health. We’re proud to partner with officials from the City of Harvey and PCs for People, who are working hard to bring important resources to families that need them most.

This week’s event in Harvey builds on broader local efforts

working alongside the State of Illinois’ Office of Broadband to improve equitable access to high-speed internet. In June of 2020, the City of Harvey was one of 12 communities that received a $15,000 grant to work alongside the State of Illinois in creating community-driven, strategic plans to expand access, adoption, and utilization of high-speed broadband throughout the City. The Illinois Connected Communities program is one part of Governor Pritzker’s ambitious plan to provide universal access to broadband for every Illinois community by 2024.

In the attempt to close the digital divide, Mayor Christopher J. Clark has appointed a steering committee to study the issue of broadband access and draft a plan to bring broadband to the City at little to no cost to the residents.

City officials will team up with PCs for People to host additional community events in the months ahead. The Market Is Heading…?

MIKE BUDER Everyone seems to have an opinion of where the housing market is headed. Unfortunately, no one seems to have a whole lot to back up their opinion!

Whether it is the media, real estate agents, politicians, the National Association of Realtors, the public or even economists, there is just no opinion that seems to be prevailing and based on real facts! Now, we all know that real estate is very local. What is happening in Florida has little to do with what is happening with the housing market in Chicago. We didn’t reach the crazy highs here and have not experienced the country’s worst lows. Yes, the market could be better but it could also be much worse. Across the nation, some towns are experiencing growth while others are still not. My Broker/Owner seems to think the market will continue to steadily improve…it sure has in our office this past year. Another area broker feels that we will have very slow growth this year, if any. He said that his opinion was based on the fact that there are still quite a few foreclosures lurking in the shadows and not a lot of qualified buyers in our area. As for me, I don’t make predictions on the market! I will leave that to the economists so they can take the blame when they are wrong. All I know is the NOW of selling real estate in the South Suburbs of Chicago. My now is that I am a whole lot busier that I was five years ago! I have taken and sold several new listings in the past few weeks and we are working with several new buyers. When I am helping a seller choose a price for their home I am considering what is a realistic price for today, keeping in mind the time frame in which they wish to sell. When we are working with buyers, we are helping them find a home that will be good for them whether the market goes up or down in the next few years. While so many make predictions, a good Realtors job is to help sellers and buyers succeed in the local market we have NOW!

SLOW GOVERNMENT WORK WOODROW WILCOX If you thought that government and its workers can fix everything, have I got a story for you!

When senior citizens switch from employer sponsored health insurance to the government’s Medicare system, they expect the transition to be smooth. Often, it is not. Government Medicare workers often take three months or more to update a senior citizen’s file so that Medicare medical claims are processed correctly.

If a senior citizen uses medical services within 90 days of switching to Medicare, the bills from doctors, labs, and hospitals are rejected by Medicare. In that case, senior citizens on Medicare are surprised by big bills from the medical services that billed Medicare but had the claims rejected.

I help our senior citizen clients fix the problems that Medicare causes. Recently, a woman from Saint John contacted me for help. Her medical claims were being rejected by Medicare.

The client did nothing to cause this except that she joined Medicare recently. She started on Medicare on 9/1/2020. Her medical bill claims were still being rejected by Medicare in January 2021 because of government workers’ slow updating of the client’s records.

The client contacted me after she got medical bills totaling $3,490. Medicare never paid

With Ultra-low Rates, Should You Still Invest in Bonds?

SUBMITTED BY PATRICK ZAMKIN If you’ve been investing for many years and you’ve owned bonds, you’ve seen some pretty big changes on your financial statements. In 2000, the average yield on a 10-year U.S. Treasury security was about 6%; in 2010, it had dropped to slightly over 3%, and for most of 2020, it was less than 1%. That’s an enormous difference, and it may lead you to this question: With yields so low on bonds, why should you even consider them?

Of course, while the 10-year Treasury note is an important benchmark, it doesn’t represent the returns on any bonds you could purchase. Typically, longer-term bonds, such as those that mature in 20 or 30 years, pay higher rates to account for inflation and to reward you for locking up your money for many years. But the same downward trend can be seen in these longer-term bonds, too – in 2020, the average 30-year Treasury bond yield was only slightly above 1.5%.

Among other things, these numbers mean that investors of 10 or 20 years ago could have gotten some reasonably good income from investment-grade bonds. But today, the picture is different. (Higher-yield bonds, sometimes known as “junk” bonds, can offer more income but carry a higher risk of default.)

Nonetheless, while rates are low now, you may be able to employ a strategy that can help you in any interestrate environment. You can build a bond “ladder” of individual bonds that mature on different dates. When market interest rates are low, you’ll still have your longerterm bonds earning higher yields (and long-term yields, while fluctuating, are expected to rise in the future).

When interest rates rise, your maturing bonds can be reinvested at these new, higher levels. Be sure you evaluate whether a bond ladder and the securities held within it are consistent with your investment objectives, risk tolerance and financial circumstances.

Furthermore, bonds can provide you with other benefits. For one thing, they can help diversify your portfolio, especially if it’s heavily weighted toward stocks.

Also, stock and bond prices often (although not always) move in opposite directions, so if the stock market goes through a down period, the value of your bonds may rise.

And bonds are usually less volatile than stocks, so they can have a “calming” effect on your portfolio. Plus, if you hold your bonds until maturity, you will get your entire principal back (providing the bond issuer doesn’t default, which is generally unlikely if you own investment-grade bonds), so bond ownership gives you a chance to preserve capital while still investing.

But if the primary reason you have owned bonds is because of the income they offer, you may have to look elsewhere during periods of ultra-low interest rates. For example, you could invest in dividend-paying stocks.

Some stocks have long track records of increasing dividends, year after year, giving you a potential source of rising income. (Keep in mind, though, that dividends can be increased, decreased or eliminated at any time.) Be aware, though, that stocks are subject to greater risks and market movements than bonds.

Ultimately, while bonds may not provide the income they did a few years ago, they can have a place in a longterm investment strategy. Consider how they might fit into yours.
