Dolton Mayor Tiffany A. Henyard was appointed to fill the vacant Thornton Township Supervisor position last week by the Township Board. Henyard, who will fill the vacancy created by the untimely passing of former Supervisor Frank M. Zuccarelli said, “I’m overwhelmed by the trust that has been placed in me. I am committed to continue the public service that was so important to Frank. He was my mentor and one of my biggest supporters.” Making history, Henyard is the youngest, first female and first African American to hold the office of Supervisor.

The vote was unanimous by the board showing the appeal and support that Henyard has earned in the community. In April 2021 Henyard was elected Mayor of Dolton with 82% of the vote. Henyard plans to continue in the Mayor’s office in Dolton, as well as serving the remainder of the Township Supervisor position. Thornton Township is the largest township in Illinois and cover all or portions of 17 communities in the Chicago Southland. Thornton Township was honored with the designation of Township of the Year in 2004, 2008 and 2016.

The Shopper takes SSC Men’s Basketball Undefeated Season 3rd with MFCP Earns Bulldogs Home Court Advantage Over the weekend the Midwest free paper association announced the winners of the 2021 awards competition. The MFCP is made up of free community papers from across Illinois, Indiana, Iowa, Wisconsin, Minnesota, Nebraska, Kansas and The Dakotas. The organization represents the interests of free newspapers and magazines across the Midwest and gives free community papers the opportunity to share ideas, brainstorm and commiserate with other people in the industry. But the highlight of the year is the awards ceremony. This weekend MFCP awarded The Shopper South Holland third place in general excellence for a paper with news. Now of course we were vying for first and we will continue to improve and strive for excellence, but as a new publisher and the youngest publisher of the MFCP this was a huge honor for us. I can’t ignore the foundation I was given and the fact that I was set up for success, but The Shopper’s continued success is thanks to our advertisers, readers, columnists and my amazing staff and family that helps keep my head on straight and helps me get out a beautiful paper every week. I cannot wait for you all to continue this journey with us as we continue to strive for excellence.

The South Suburban College (SSC) Men’s Basketball Team defeated Illinois Valley Community College on Sunday, February 27 to continue its historic, undefeated run. The Bulldogs earned home court advantage for the National Junior College Athletics Association (NJCAA) Region IV District 3 Championship Game to be held on Saturday, March 5 at 2 p.m. vs. Waubonsee Community College at the SSC Fitness Center/Fieldhouse. The game will be streamed live on the SSC Athletics YouTube channel. The 2021-22 SSC Bulldogs regular season record of 28-0 marks its first undefeated season in school history. It is the first time an SSC Men’s Basketball Team finished as the #1 ranked team in the final NJCAA Division II poll. The winner of Saturday’s game will advance to the NJCAA Division II National Championship Tournament at Danville Area Community College from March 15-19, 2022. Your House Stinks MIKE BUDER Sorry if I offended you…but your house stinks. Houses smell. Yep, every single one. Oh, they don’t all smell bad…but they all carry their own fragrance. A fragrance called the discount or death of a sale if it stinks. Unfortunately, in the grand scheme of preparing a home for sale, house smells are the last think that sellers seem to think about. Probably because I have yet to meet a seller who smells their own stinky home. Not once has a seller said to me “I know my house smells bad”. No matter how diplomatic a Realtor tries to be when listing a stinky house, telling a seller their home smells bad seems to offend them more than telling them that their home is worth less money than they thought. Maybe it’s because when you live in your home you become immune to all the smells that “outsiders” definitely notice. This is why I feel that is it part of my job to be upfront and honest with sellers about the odors that will be an obstacle to successfully marketing their home at the best price. Please Mr. and Mrs. Seller, don’t shoot the messenger! Your Realtor is just trying to help you to get your house sold and a “house A’la stinky” is going to be a problem. Some of

the deadliest (yes, they could kill the sale of your home) smells are the obvious. The granddaddy of stink is cigarette or cigar smoke. The next would be the pet smells, especially the cat litter boxes or mothballs. Then there are the subtle smells that can also be a buyer turn off such as dirty sheets and laundry, moldy smelling bathrooms, dirty diapers. Then there are the weird cooked food smells (by the way-never cook fish or cabbage while trying to sell your home), garbage cans (empty them every day). Overcompensating with too many air fresheners or candles can offend a sensitive nose and make your buyer wonder what you’re covering up. So…if you’re selling your home, go outside to clear your nasal passages, then step inside and take an impartial whiff or ask someone you trust to do it for you. Hey… you can even ask your Realtor! The Art & Design Department of South Suburban College is pleased to announce a special guest artist exhibition entitled Coping with the Pandemic: The search for a sense of control by Libby McArthur. The series of photographs are now on display in the Photo Four Gallery at South Suburban College from Tuesday, March 1st through Friday, April 22nd with an Artist Talk on Tuesday, March 15th from 1-2 p.m., in the Photo Four Gallery. Libby McArthur is an art teacher and artist, born and raised in the suburbs of Chicago. She has a Bachelor’s in Art Education and a Master’s in Art. When the pandemic started, McArthur’s anxiety was ripping her apart and she began searching for ways to make her photography more meditative. As she began manipulating her photographs, she found the process of duplicating, rotating, and cropping her photos extremely therapeutic. As she worked, she found some days her photographs seemed more pointed and darker, while others seemed light and airy. But most often they began reflecting her moods and became an easy coping mechanism for her to detach from the worry around her, and the pain of so many caused by this uncertain time. ​ The SSC Photo Four Gallery is open Monday-Thursday, 9-5 p.m. The galleries are closed on weekends and holidays. The public is welcome to visit art exhibitions and receptions at no charge. Temperature checks, masks and social distancing are required on campus. JOSH BOOTSMA I heard a devotional this week that really changed my perspective on a story in the Bible. The devotional was written by Dr. Dustin Benge and focused on Mark Chapter 7. Starting in verse 31, Jesus is brought to a man who was completely deaf and unable to speak. Jesus takes him aside, away from the crowd, and puts His fingers in the man’s ears, and spits on His own hands before touching the man’s tongue. Then Jesus sighs, looks up to heaven and says, “Be opened.” The man is immediately healed, and despite Jesus’ urging not to tell anyone, can’t help but use his new voice to praise Jesus Christ. What an odd story, right? Why the fingers in ears? Why the spitting? After Jesus pulls the man away from the jeering crowd, what can He say to him? The man can’t hear Jesus speak! Nor can the man explain his own condition. He can’t talk. By putting his fingers in the man’s ears, Jesus is speaking in a language the man can understand. Jesus is saying, “I’m going to do something to your ears.” And by spitting on his hand and placing it on the man’s tongue — a strong visual image — Jesus is saying, “I’m going to do something to your voice.” Jesus meets this man in a way the man will understand. Jesus bends to his level to address his need. Friends, Jesus does the same for you and me today. God sent Jesus Christ to bend all the way down to our fallen, sinful nature and meet us there. Jesus makes our ears to hear his gospel. He touches our voices so we can glorify Him. He puts his hand on our dirty, stained hearts and says, “I’m going to fix this.” Jesus is the ultimate physician, and there’s no condition of your heart, mind, or body that he can’t heal. Whatever we give our attention to is what will eventually direct our thoughts and actions. For example, the leading cause of car accidents is distracted driving. Talking on cell phones, texting, looking away from the road at scenery, and adjusting the radio or CD player are just a few of the common ways drivers are distracted, resulting in crashes and serious or sometimes fatal injury. And although most people are aware of the dangers, they nonetheless continue to risk their safety as well as others by disregarding the task at hand - watching the road. If this is important in the natural life, how much more so regarding the spiritual realm. More so today than ever, Christians must stay alert and not allow ourselves to become distracted by all the things that are going on around us. Yes, there are many important things we must still consider but we cannot allow them to consume us and hinder us from

carrying out God’s will on this earth. We must keep our eyes fixed on the unchanging God whose grace and faithfulness continue forever. When we look away from the Lord, the easier it is to lose our peace and get caught up in the cares of the world. Isaiah 26:3 says, “Thou will keep him in perfect peace, whose mind is stayed on thee: because he trusted in thee.” Philippians 4:6 also tells us not to be anxious about anything but to pray about everything, giving God thanks; and the peace of God will keep our hearts and minds in Christ. Let us daily give our full attention to God and seek Him above everything else. The promises of God are sure and He will keep us in all our ways according to His Word. Sims Advances Measure to Streamline Local Police Investigations To address underreported and unsolved missing persons cases, particularly those involving people of color, State Senator Elgie R. Sims, Jr. advanced a measure to streamline the investigative process from the Senate Local Government Committee on Wednesday. “It pains me to hear a mother’s cry on national television begging the public for assistance in finding a child that’s gone missing,” said Sims. “The first step is acknowledging the large disparity that exists in the lack of urgency and coverage.” Senate Bill 3932 would require a coroner or medical examiner with custody of human remains that are not identified within 72 hours of discovery to immediately notify the Federal Bureau of Investigation for assistance in identification. “Most know that the first 72 hours in a missing persons investigation are the most critical,” Sims said. “Should the identification process go beyond that, families should feel confident in

knowing our law enforcement professionals are doing all they can to bring missing loved ones home safely.” The legislation was filed to address the devastating murder of Jelani Day, a 25-year-old graduate student at Illinois State University. Day, was reported missing on Aug. 24, 2021, discovered on Sept. 4, 2021 and wasn’t identified by the LaSalle County coroner until Sept. 24, 2021. “It felt like from the time the student was reported missing, there was no drive to find or identify his remains,” said Sims. “I stand with families in frustration, and especially families of color, who have struggled to get fair attention on their cases,” said Sims. “No family should ever feel less than equal especially in a time of distress.” Senate Bill 3932 passed the Senate Local Government Committee Tuesday and awaits further consideration.

The South Holland Police Department (SHPD) relies on over 20 different software databases to input and extract information to facilitate its daily operations. Various systems are used to access and maintain files of accident reports, incident reports, arrest records, payment processing, State/Federal records, citation information, towed vehicle information, etc. The Police Records Clerk operates and generates reports from these databases/systems. The Police Records Clerk often serves as the initial face of the SHPD that is operational 365/24-7 days a year interacting with a diverse population, with varying personalities. Additional responsibilities of the Police Records Clerk include, but are not limited to: • Keeping abreast/documenting all recent accidents, incidents and crimes. • Responding to, or referring as appropriate, inquiries from public and law enforcement agencies. • Preparing various documents associated with various court proceedings. • Maintaining database accuracy. • Preparing and mailing documentation for towed, impounded and abandoned vehicles. • Performing clerk functions at local court hearings. • Ensuring confidentiality of information is maintained according to applicable laws, rules and regulations. • Monitoring police radio communication and cameras. • Performing overtime and emergency call-outs for police and ESDA personnel. • Scanning documentation to corresponding case files in law records management system. • Preparing and submitting demographic profiling reports to the state. • Monitoring Law Enforcement Data Agency System (L.E.A.D.S.)

REQUIREMENTS:

McCormick Place Welcomes Back Top 100 Trade Shows On Saturday, March 5, McCormick Place welcomes back The Inspired Home Show, which was the first show to cancel at McCormick Place in March 2020 due to COVID-19. The show, which attracted 60,000 attendees and 2,200 exhibitors with an economic impact of $77 million prior to the pandemic, returns to Chicago for the first time since 2019. The show, which runs through Mon., March 7, is expected to be the largest trade show held at McCormick Place in two years. McCormick Place is managed by ASM Global, the world’s leading producer of entertainment experiences, venue management and event strategy. “The entire staff at McCormick is excited to welcome back The Inspired Home Show, a flagship event that is typically held annually at our venue,” said McCormick Place General Manager David Causton, who has managed the building since 2004. “We have worked closely with International Housewares Association to ensure that their group can meet safely.” As North America’s largest convention center, the entire McCormick Place campus holds the Global Biorisk Advisory Council GBAC STAR accreditation, the gold standard for clean and safe facilities. By maintaining this gold standard of health and safety protocols, planners and attendees feel confident about choosing and returning to Chicago as meetings and conventions return to live. McCormick Place is part of ASM Global’s network of more than 350 venues around the world, which host 20,000 events and welcome 165 million guests every year. Other flagship exhibition and convention centers in its portfolio include Moscone Center in San Francisco; ICC Sydney in Australia; Shenzhen World in China; and P&J Live in Aberdeen, U.K. The Inspired Home is the first trade show to stage in Chicago since the mask mandates were lifted on Monday, Feb. 28, across Illinois, including in Chicago, marking the end of a monthlong requirement for many indoor public spaces. Despite the policy changes, the International Housewares Association (IHA) will require masks to be worn throughout all common areas, including while walking in the aisles, when visiting displays, while watching presentations, and when visiting registration and information counters. “After two years without a major home + housewares industry trade show, both retailers and suppliers are craving in-person product discovery and interaction,” said Derek Miller, IHA president and CEO. “To ensure success and meet the expectations of our attendees, IHA has worked with Epistemix, a firm of epidemiologists and computational modeling experts, to help us develop policies and protocols to protect our guests and staff.” In addition to masking requirements, all exhibitors and attendees will be required to demonstrate proof of vaccination, negative COVID-19 test or proof of natural immunity. This in-

cludes exhibitors and personnel related to set-up and tear-down of the event. The review of proof of vaccination and negative tests will be facilitated by Cleared4, a third-party company hired by IHA. All attendees are required to demonstrate either proof of vaccination or the results of a negative COVID-19 (PCR) test administered in the prior 72 hours. With these precautions in place, the risk of COVID transmission will be at a rate of less than 0.1% of total attendance during The Inspired Home Show, according to updated data released by Epistemix, a computational modeling software company that develops simulations to model the spread of diseases and inform policy. This projection places The Inspired Home Show below the Centers for Disease Control and Prevention (CDC) threshold for safe travel and gathering. “Creating a controlled environment is crucial for conferences like The Inspired Home Show,” says Dr. Lindsey Reiser, managing director of professional services at Epistemix. “The robust program of safety measures that Chicago requires, along with what McCormick Place and IHA will have in place, means a reduction in transmissibility by 4 times compared to other typical activities in Chicago public spaces.” Projections show: McCormick Place’s GBAC certification, use of hospital-grade sanitation, and increased airflow filtration and circulation ensure a controlled environment that provides a high level of protection from COVID-19. The Inspired Home Show masking, testing and vaccination protocols provide a low risk of transmissibility among attendees of the event. With the combined efforts of McCormick Place and IHA, Epistemix projects the risk of infection at The Inspired Home Show to be less than 0.1% of all attendees, placing the event below the CDC threshold for safe travel and gathering. Epistemix data has proven to be 95% accurate when forecasting for past events.

Q1 2022 at McCormick Place In 2022, McCormick Place has hosted six trade and consumer events, including the American Baseball Coaches Association National Convention, the Winter Volleyball Championship, the Chicago National Regional, the Chicago Auto Show and the Chicago Dental Society’s Annual Midwinter Meeting. “Our first trade show of 2022, the Chicago Dental Society’s Annual Midwinter Meeting, drew just over 16,000 attendees—less than in the past but better than they expected,” said Causton. “The Inspired Home Show will not reach its prepandemic attendance numbers, but we hope to see about 20,000 attendees.” Following The Inspired Home Show, McCormick Place will host three more association trade shows in Q1. The venue will welcome the American Physical Society Annual Meeting March 14-18, American Academy of Orthopedic Surgeons 2022 Annual Meeting March 22-26, and AMCP 2022 Annual Conference March 29-April 1. In Q1, trade shows at McCormick Place are expected to draw an estimated 312,000+ attendees, generating an economic impact of $146.3 million (consumer events like the Chicago Auto Show are not included in the economic impact calculations).

Guess again. Thanks to a recent labeling law, companies must indicate the presence of bioengineered food or ingredients on product packaging. Two moms and food sector experts explain what the new labels mean for grocery shoppers, and the technology behind them. “I’m a mom of young kids myself. I’ve got an almost 6-year-old and an almost-2-year-old so, I completely sympathize with moms and parents at the store who are just like ‘I don’t know what to feed my kid’,” said Leia Flure, a registered and licensed dietitian and University of Illinois Extension nutrition education specialist. Congress passed the National Bioengineered Food Disclosure Law in 2016, with a mandatory compliance date of this year. Administered by the U.S. Department of Agriculture (USDA), the standard ensures food manufacturers disclose whether foods contain or may contain bioengineered, also known as genetically modified or GMO, ingredients using text or symbols on product packaging. Shoppers might be surprised to learn that many of the products they’ve been eating for years have been improved through biotechnology. But the presence of new labels shouldn’t stop them from making the same purchase decisions. “Scientific research has shown time and time again that bioengineered foods are just as safe as their non-engineered

counterparts,” Flure said. She helps inform consumers about the science behind food production by contributing to GMOAnswers.com. She also consults for Bayer Crop Science. For people who need a place to start, Flure suggests looking past random food package labels to read the nutrition facts panel on the back. That’s where consumers will find details about how products affect their health. “I think it’s important to look for foods that are higher in fiber, higher in vitamins and minerals, and lower in things like saturated fat and sodium,” she said. It’s also important to note that bioengineered labels don’t always apply to every ingredient in a product. A veggie pizza made with only two GMO ingredients will be labeled as genetically modified, even if the other ingredients might’ve been grown using organic or conventional products and practices. “I’m not entirely sure that bioengineered as a rebranding of GMO will be bought by consumers, literally and figuratively,” Flure said. “There might be some unintended consequences; I think it could potentially undermine people’s trust in the food system.” While people might be unfamiliar with the terminology, innovative agricultural production techniques have been used for decades. Sarah Gallo, vice president of agriculture and environment for the Biotechnology Innovation Organization (BIO), said biotechnology has continued to grow because more companies,

farmers and even consumers recognize its benefits, like reducing food waste and decreasing the carbon footprint of growing food. “We can always do a better job talking about those environmental benefits and how the pressure to continue to feed a population that’s growing is going to need to have innovation as part of the solution – and I think there’s a good history to demonstrate that,” Gallo said. BIO’s member companies work across food systems, ag practices, biofuels and industrial-based processes to develop technology that improves products. For example, biotechnology has been credited for saving the papaya from a devastating virus, seed that produces crops requiring less tillage and pesticides, and helping to lead the charge developing COVID-19 vaccines. “Disruptive tech” developed by these, and other, companies continue to transform the American food system to increase food access and address climate change, according to Gallo. “More of the technology that’s coming into the market on the food side, and even on the industrial side, is really consumerfocused,” Gallo said. “The reasons these products are coming to market are not only for the benefit of farmers but also for consumers and thinking about how they directly interact with the technology in their daily lives.”

Durbin: Lock and Dam Upgrades a ‘Game Changer’ for IL Farmers If farming is a school of patience, then securing federal funding for the agriculture industry is, too. Just ask U.S. Sen. Dick Durbin, who joined other Illinois legislators in finally harvesting their own 15-year infrastructure crop, yielding $829 million from the Infrastructure Investment and Jobs Act to upgrade a pair of locks and dams on the upper Mississippi River. “It’s about time,” Durbin said during a news conference from inside the lockhouse at the Peoria Lock and Dam on the Illinois River. “Today, it’s the river. Tomorrow it’s the highways. The day after, it’s the bridges. You’re going to hear a lot more about this.” In total, the U.S. Army Corps of Engineers will spend more than $1.3 billion starting in fiscal year 2022 to upgrade inland waterway systems across Illinois. A majority of those funds — $732 million — will be used to build a new 1,200-foot lock chamber just north of the confluence of the Mississippi and Illinois rivers, while $97.1 million will cover a new fish passage at Lock and Dam 22. Another $50 million in various repairs will be split by Locks and Dams 11, 13, 14, 15, 17, 20 and 21, according to Corps plans. Facilities along the Illinois River will also undergo $83 million in improvements, including repairs to the Dresden, LaGrange, Lockport, Marseilles, Peoria and Starved Rock locks and dams. “The monumental infrastructure package that we passed on to the Biden administration is what is making this happen,” U.S. Rep. Cheri Bustos, D-East Moline, said during the January news conference. “You have to go back to the Eisenhower administra-

tion to see this kind of investment.” The work to land the funding for upgrades to Illinois’ water infrastructure, however, started nearly two decades ago. “We decided as a delegation to fight for, see if we could bring money in for locks and dams in the state of Illinois and in the Midwest,” Durbin said. “And we frankly weren’t getting anywhere.” The hang-up, Durbin said, was that cost-benefit ratio calculations to invest in locks and dams weren’t appetizing enough — more tax dollars would be spent than economic advantages gained. So, Durbin and Bustos tied infrastructure investments with ecosystem restorations through the Navigation Ecosystem Sustainability Program — and it worked. “Spending less than a billion dollars on these locks and dams on the rivers, we’re going to get a payback of $72 billion,” Durbin said. “How about that for cost benefit?” Illinois farmers will especially experience those benefits, Durbin and Bustos said. Larger locks mean barges carrying corn and soybeans can move up and down the river faster, getting products to market more quickly and reducing transportation costs, they said. “We’ve had record yields in corn and soybeans, so we’ve got to make sure that we have efficient ways to get these to market,” Bustos said, noting how a modern 15-barge tow transports the equivalent of 950 bushels of corn. When a barge approaches the current 600-foot chamber at Lock and Dam 25, it must decouple, a process that takes two to

three hours. With the 1,200-foot chamber, a barge can pass in 30 to 45 minutes. “The economic impact is a game changer for our farmers, (who are) more competitive now in the world than they’ve ever had to be,” Durbin said. “They’re going to get a boost and an opportunity in that regard.” Investments in the Upper Mississippi River locks and dams are also expected to generate thousands of new jobs and spread other economic benefits across the region. The project, which is funded to completion, is expected to take five to six years. Asked by FarmWeek if it will take another 15 years to receive funding for other lock and dam improvements along the Mississippi and Illinois rivers, Durbin said it’s both a matter of “matching up the need, which is obvious, with the resources” and marrying economic and environmental goals. “These barges and what they move, the alternative is a lot of trucks burning a lot of diesel fuel,” Durbin said. “And we have a much more efficient way to do it from an environmental viewpoint. When we put that combination together and sold the (Corps) on the project ... we started a long process. So, as fast as we can appropriate the money and they can get the work done, we’re going to be moving forward with many more projects in the future.” This story was distributed through a cooperative project between Illinois Farm Bureau and the Illinois Press Association. Decision Making Chained-in-Time One Perspective Things always change, including people and places. The parents who brought us up change as they age, we change as we get older and our children change as they mature into adults. If we can recognize within our own lives how we have grown in emotional, mental and spiritual ways it is important to extend that to the parents that brought us up and to our own children. If we look at this from the perspective of our own lives we can see how this might play out in relationships with our parents or our adult children. Some insignificant day to day decisions and many important decisions we make are subjected to the frozen-in-time mindset. It is necessary to recognize that decisions should not be based upon what a 5 year old, or a 10 year old, or a teenage version, or a young adult version of us remembers. This is not to say that we do not acknowledge what happened or how things were when we were young and being raised by our parents or when we were raising our own children. But it helps us make better, logical decisions if we avoid “chaining” how we think now, to how we felt then. While thinking and praying about my own upbringing and family relationships in general, it was apparent that I was guilty of doing this myself. I had come to the conclusion that I was basing things on what I remembered and felt as a child. Later

on, when my adult child said to me “when I was young, you never_______(fill in the blank)” and “when I was young I was never shown or told_________(fill in the blank)”. I was able to respond by saying “let’s not make life long decisions, even eternal decisions, based on the mind of a 6 year old – I have to tell myself that also every day”. Our 80 year old parents are not the 30 year olds that raised us, our 60 year old selves are not the same people that brought up our children, and our children are not the 8 year olds we remember. We extend the same grace that God gives us and that includes forgiveness. This is not to say we must pretend things were different or that things didn’t fall out a certain way or “it was ok”, when it was not. Rather, we acknowledge it and then observe the reality (now) of how our parents or our adult children actually live day to day based on their actions. We should not be quick to assume that they haven’t thought about these kinds of things also or that they have not grown from who they were in the past. We also remember that our behavior and our actions could speak louder than our words, to the same parents and adult children. That may be a better starting point to keep the lines of communication open and receptive. - Sara

The buyers are putting in a lot of cash and are only financing $100,000 of the $600,000 sale price. We’re afraid that our house will not be worth that much, but does the lender care? Answer: Lenders care very much about value and risk. They will make a loan based on the sale price or the appraised value, whichever is less. If a buyer wants to pay more, that’s okay -- as long as the additional price is not paid with lender funds. Appraisal problems are not common, but they do happen. When Realtors look at comparable properties that have sold, they also do a little give and take. Compared to the similar homes, the subject home may have more land, more updates, more square footage, etc. This is how a higher asking price is justified. Obviously, the buyer agrees, because he has accepted the sellers selling price. An appraisal is not an exact science, it is more of an art, or opinion of the appraiser,

based on what he has seen with comparable properties that have sold. In your case, you have a home selling for $600,000 and a borrower who is putting up $500,000 in cash. The lender is providing $100,000. The lender wants to be certain that in the event of foreclosure the property has sufficient value to re-pay the loan. In this case, even if the property sold at a 75 percent discount from the sale price, there would still be enough value to re-pay the lender. From the lender’s perspective, this is a loan situation with virtually no risk because there is so much equity in the property -- that $500k put up by the purchaser. Aylesworth: New Armed Forces Expeditionary Medal License Plate Available In 2021, Aylesworth supported House Enrolled Act 1039 establishing the specialty license plate, which honors members of the U.S. armed forces who participated in a military operation and encountered foreign armed opposition, or were in danger of hostile action by foreign armed forces. “The BMV offers several different license plates for military members, Hoosier veterans and civilians wanting to show their support for the armed forces,” said Aylesworth, a veteran. “Armed Forces Expeditionary Medal recipients deserve to be recognized for their service, which is why I supported the law establishing this new license plate.”

Aylesworth said to obtain the plate, eligible recipients will fill out an application from the BMV and include documentation from the Indiana Department of Veterans Affairs confirming they received the Armed Forces Expeditionary Medal, and pay a $15 fee. Fees from the plate are deposited into the Indiana Military Relief Fund, which is designed to assist Indiana veterans and their families that are experiencing financial hardships. SSC Implements Office on Violence Against Women Grant Initiative South Suburban College (SSC) has partnered with the U.S. Department of Justice to implement the Office on Violence Against Women (OVW) grant. The ultimate objective of this initiative is to increase awareness and create effective responses to sexual assault, domestic violence, dating violence and stalking through various programs and training opportunities. This comprehensive approach includes both prevention and intervention, requiring a coordinated effort that engages SSC students, faculty, staff, administrators and key stakeholders from the surrounding community. “According to a recent poll, nearly half (43%) of dating college women report experiencing violent and abusive dating behaviors,” said Alexandra Glumac, MS, LCPC, RDDP, SHRM-CP, OVW Program Director. “College students are not equipped to deal with dating abuse – 57% say it is difficult to identify and 58% say they don’t know how to help someone experiencing it. These are crucial numbers and a testament to why we need the OVW grant at the college.” As a part of this grant, the college will review policies and procedures related to domestic/dating violence, sexual assault and stalking to ensure best practices. SSC’s law enforcement personnel will also attend training to ensure proper policies, procedures and legislation are in place. A dynamic Coordinated Community Response Team has also been tasked to ensure

the comprehensive strategic plan objectives and goals of this grant are met. This group consists of various college administrators, faculty and staff as well as local social service agencies. External partnerships with YWCA Metropolitan Chicago and Anew: Building Beyond Violence and Abuse have also been established to ensure seamless access to external services available in the community. Glumac added, “The kick off of our activities will begin in late March which coincides well with Women’s History Month. We will offer bystander intervention training to all students, faculty and staff. Participants will learn to engage in proactive behaviors that model and endorse norms that are incompatible with violence. The ultimate goal is not simply to react to potential violence as it is occurring, but rather to simultaneously shift community norms that support violence. We are really excited to bring this type of training to the college as it can make a difference with regard to someone’s safety and well-being.” Dozens of other activities and events will be held throughout the year to galvanize the college community and spread the word about safety. This includes involvement in April’s National Sexual Assault Awareness Month and October’s National Domestic Violence Awareness Month. BBB Issues Warning House Passes Paid Leave for Vaccinated for Scam Websites Teachers BBB serving Northern Indiana has issued a warning for consumers about possible scam websites allegedly based in Northern Indiana. BTOXFI, MilaniCarter and KBKSRE have all been investigated by the BBB after multiple reports from consumers of unfulfilled orders. Consumers also have reported being unable to reach customer service for these websites. The websites all have northern Indiana residential addresses listed, but complaints have been received from all over the country. At this time, the BBB cannot verify the legitimacy of these businesses as attempts to reach out to the companies have been unsuccessful. Use BBB’s tips to avoid fake websites: Pay attention to contact information and shop policies. Legitimate online stores should provide you with a physical address and working phone number in the contact section. If those elements are missing, it’s best to take your business elsewhere. Do a search for reviews and potential scams. If you still can’t tell if a website is real or fake, try typing the website name along with the word “scam” or “reviews” into your web browser. If other people have been victims of a fake site, you’re likely to find reports when you search for scams. Look closely at the domain name. One way fake websites trick people is by using a domain name that is extremely close to a real business’ or organization’s domain name. Upon closer examination, you might notice that two letters are swapped or it’s just slightly misspelled. Watch out for tricky subdomains. Sometimes attackers hope you will confuse a subdomain with the real domain name of their website. For example, a scammer might use the domain name netflix.com.movies.com hoping you won’t notice the real domain name is actually movies.com. Be careful with links in emails. Phishing scams are extremely common. A scammer might send you an email that looks like it comes from a reputable business in hopes that you’ll click on the links without a second thought. Always hover over links in unsolicited emails and even in emails that come from a brand, business, or person you think you know. If you spot a scam, whether you’ve lost money or not, report it to BBB’s Scam Tracker at BBB.org/ScamTracker and the FTC at ReportFraud.ftc.gov. Your story can help other consumers avoid similar scams.

The Illinois House passed a bill Tuesday that would give teachers, professors and other educational employees paid leave if they miss work for COVID-19-related issues, but only if they’ve been fully vaccinated. The House voted 70-28, with only Democrats voting in favor, to advance House Bill 1167, which would make the benefit retroactive to the start of the 2021-22 academic year. The bill is similar to one that lawmakers passed with broad bipartisan support during last year’s fall veto session, but which Gov. JB Pritzker vetoed in January because it did not include a vaccine requirement. “Well over 90 percent of teachers and staff would see a great, positive impact from this bill and I know they would all appreciate your support to pass this bill,” Rep. Janet Yang Rohr, DNaperville, said during floor debate on the proposal. But the vaccine requirement turned the new bill into a harshly partisan issue with Republicans calling it an unfair “vaccine mandate.” “This does nothing to stop the spread of COVID in schools,” said Rep. C.D. Davidsmeyer, R-Jacksonville, who noted that he contracted the virus despite being fully vaccinated and that he caught it from someone else who also was fully vaccinated. “So, the idea that vaccine is stopping the spread of COVID in schools is absolutely nonsense. The reality is this is a mandate.” The bill would apply to vaccinated K-12 and higher education

employees who take time off because they or a family member contracts COVID-19. It would also apply to employees who miss work because the school where they work is forced to close due to a COVID-19 outbreak, unless those days are later rescheduled. Rep. Katie Stuart, D-Edwardsville, argued that Illinois is already suffering from a shortage of teachers and that passage of the bill would send a message that the state values the work they do. “Legislation like this that shows the respect for the profession and understanding the nature of the work that they do is how we are going to help fight our teacher shortage crisis,” she said. “We have to show that we respect teachers. We want teachers to be supported in their classrooms.” Republicans, however, argued that the bill unfairly discriminates in the way employee benefits are provided to educators on the basis of vaccination status because it provides a greater benefit to a vaccinated worker than an unvaccinated one even if neither contracts the virus. “If the teacher is fully vaccinated and her kid is ill, she can take the admin days,” said Rep. Mark Batinick, R-Plainfield. “But if the teacher is unvaccinated in that same situation, the kid’s ill, he or she does not get the benefit of those admin days.” The bill will head to the Senate for further consideration before it can head to Gov. JB Pritzker.

A Cook County judge this week found the director of the Illinois Department of Children and Family Services in contempt for the fifth and sixth time this year for housing two girls in locked psychiatric facilities unnecessarily. Director Marc Smith faced four previous contempt citations for failing to place children in proper homes in violation of court orders. Each of the six contempt citations included a $1,000-perday fine for Smith. After being found in contempt, DCFS found placement for three of the children and the initial contempt citations were purged and the fines waived. In one case, the girl was re-admitted to the hospital. In the latest cases, Cook County Judge Patrick T. Murphy held Smith in contempt on Thursday for failing to comply with court orders to move two girls out of locked psychiatric facilities. In one case, an 11-year-old girl has been ready for discharge since April 30, 2021. She remains in the psychiatric hospital more than 300 days later. DCFS determined the girl needs a residential placement, but failed to move her there. Murphy ordered the girl to be removed from the hospital in February and put into a residential placement, but she remained there. In the other case, a 15-year-old girl was held in a psychiatric hospital. She was ready for discharge on Dec. 6. DCFS recommended a specialized foster home, but despite a court order on Jan. 27, the girl remained at the hospital. The judge ordered another $1,000-per-day fine in these cases but stayed them until March 9. Cook County Public Guardian Charles Golbert said finding a state agency director in contempt of court is very rare. A DCFS placement shortage crisis has become so extreme, he added, that for the first time in more than 30 years that Golbert has been practicing in juvenile court, the court created a special docket for kids stuck in locked psychiatric hospitals. “This docket has become known as the ‘placement crisis docket’ and is sometimes also referred to as the ‘stuck kids call,’” Golbert said in statement. Smith appeared before a House Human Services Appropriations Committee on Thursday and answered pointed questions about the contempt citations. Rep. Kathleen Willis, D-Addison, challenged Smith’s assertion that kids were being moved out of improper placements quickly. “You’re not placing them very quickly. Okay. You will not be held in contempt of court if you were placing them very quickly,” she said. These are cases that are languishing for months that are waiting, so why are we not being proactive, knowing that these children are going to be released from psychiatric care. And what’s holding it up? Why does it wait until an order of contempt of court gets placed on you to suddenly go quickly on this?” Smith countered that 20 kids held in psychiatric hospitals beyond medical necessity are being placed in proper placements every month. He also said parents place their children with DCFS because they are unable to access mental health resources for their children. “I appreciate that we have a judge who is trying to use what authority and power he has to impact change,” Smith said. “But

it is really a partnership that we are offering. I’m willing and able to do the work that we’re doing for this and to address this issue aggressively. The truth of the matter is, this is a universal issue that we all have to work on taking the lead, but this is an ongoing community-based issue. And that’s falling into our system.” Rep. Rita Mayfield, D-Waukegan, also questioned Smith about the death of Damari Perry, who lived in Mayfield’s district. Perry, 6, was found dead in an alley in Gary, Indiana. Damari was taken into the state’s care in 2015, but was returned to his mother’s care, along with his siblings, two years later. Two subsequent abuse allegations were received by DCFS, including an allegation that the mother wrote a note threatening to harm Damari. On Dec. 29, prosecutors said Damari was punished with a shower in cold water. He vomited, went unresponsive and later died. Jannie Perry, the boy’s mother, and two siblings face charges in connection with his death. Since Damari’s death, two other children have died after DCFS received allegations that they were abused. Sophia Faye Davis, 1, of Dawson, died on Feb. 8 after a visitation with her father. Her father’s girlfriend, Cierra Coker, is currently facing charges of aggravated battery of a child and first-degree murder. Cassy Needham, the child’s mother, took the child to a hospital a month earlier after she discovered Sophia had injuries, including a broken arm, after a visit with the child’s father and Coker. Zaraz Walker, 7 months, of Bloomington, was reported missing on Feb. 12. Kimberlee Burton, Zaraz’s mother, told relatives the child had died while sleeping with her and she had left Zaraz’s body in a Bloomington cemetery. The baby’s remains were not found. Burton had previously been investigated for abuse and neglect related to her other four children. At the time of Zaraz’s disappearance, DCFS had an open case but could not find Burton. Burton is being held on $250,000 bond on a Class 4 felony charge of concealment of a death related to Zaraz. She also faces child endangerment charges for leaving her 5- and 6-year-old children alone. The fourth child lives elsewhere and has been determined to be safe. Legislators questioned agency heads about an audit that found DCFS did not make timely determinations of whether reports of child abuse and neglect were credible. Under the law, DCFS has 60 days to make those findings. “I have a lack of confidence in DCFS in your current administration, and your leadership abilities over there,” Mayfield said. “So I have some problems.” Mayfield said her time on the human services appropriations committee has featured several conversations about DCFS funding and needed reforms. “Every year you guys come back and ask for more money. You tell us the same stories that you’re going to hire more case managers. You’re going to address these issues and nothing happens. Your budget is one of the largest budgets in the state of Illinois, and we’re just not getting our money’s worth. These are taxpayer dollars,” Mayfield said.

Public Works Worker I with Public Works Dept. ESSENTIAL FUNCTION:

Under the general direction of the Director of Public Works, Public Works Supervisor, or a Public Works Crew Leader, employees in this class perform a variety of entry level work as a member of a crew or an individual engaged in the construction, demolition, installation and repair of Village Assets. These tasks involve manual labor requiring the use of hand tools and light equipment operation in all weather conditions. Work may involve the construction, demolition, installation and repair of water, sewer and stormwater lines, street maintenance, sanitation, building maintenance and general housekeeping, parks, and grounds/property maintenance work. Helped 89-Year-Old Highland Client WOODROW WILCOX On February 24, 2022, I wrote a letter to help an 89-year-old client from Highland, Indiana. He got a bill for $634.90 that he did not deserve. The cause of the bill was the fact that Medicare never sent the claim information to his Medicare supplement insurance company. You can’t blame an insurance company for not paying a bill that it never got from Medicare. With some editing to protect the privacy of our client, here is the letter that I sent to the medical firm that billed our client for $634.90. Dear Representative, Our client sent to our firm a bill from your firm for our review. The bill seeks a balance of $634.90 on Invoice Number XXXXXX with Client ID Number XXXXXX for services rendered on 10/28/2021. The statement is dated 02/09/2022 and claims that the bill is past due. I phoned the client’s Medicare supplement insurance plan company to learn what it might know about this bill. IT REPORTED THAT MEDICARE NEVER SENT THIS CLAIM TO IT. That is not the fault of the patient or his insurance company. If your firm filed the claim properly, then it is entirely

Medicare’s fault. This failure of Medicare to send claims information to secondary insurers is a serious and growing problem with the Medicare system. I hope that you want to treat our senior citizen client as fairly as you would want someone in your family treated. To fix this problem as fast as possible, please send both the original billing information and the Medicare EOB information that you have for this claim directly to the secondary insurer at the following address: XXXX. House Passes Bill To Reimburse Teachers For College Tuition, Fees The Illinois House passed a bill Wednesday that would reimburse public school teachers for tuition and mandatory fees paid to a public institution of higher education. The measure is intended to promote the retention of teachers, but Republicans said it would skew toward the benefit of wealthy students whose parents paid for their education. In a 70-42 vote, with no Republican support, the House passed House Bill 4139, which would require the Illinois Student Assistance Commission to establish and administer a teacher reimbursement grant program that provides eligible applicants an annual reimbursement of tuition and fees. Rep. Sue Scherer, D-Decatur, said the bill addresses a dire need for teachers and incentivizes teachers to remain in Illinois public schools for at least 10 years. “I’m a retired teacher of 35 years, and my heart is broken when I go to high schools in my community,” Scherer said. “I see a gymnasium full of students without teachers because it seems to me many people have a reason to turn a blind eye to the teacher shortage.” To be eligible for reimbursement, applicants must have attended a public Illinois university and completed a state-approved educator program. Scherer said while they are employed at an Illinois public school, they will get reimbursed one-tenth of the amount they paid in tuition and fees for up to 10 years. To receive reimbursement, applicants would need to provide documentation of the total amount of tuition and mandatory fees paid and would be reimbursed for up to eight semesters or 12 quarters. Tuition and fees beyond the eight semesters or 12 quarters would be ineligible for reimbursement. If the grant program were to serve everyone eligible, it would require about $1.4 billion over 18 years, according to a fiscal note attached to the bill at the request of a Republican lawmaker. In fiscal year 2023, it would cost about $88.3 million altogether and grow each year until annual costs peaked in years nine and 10 at about $140.2 million and declining thereafter. It would impact an estimated 65,160 Illinois teachers, including an estimated 53,460 current teachers. The bill does not appropriate any money for the program, however, so lawmakers would have to include funding in future state budgets for it to have any effect. Scherer said the reimbursement program is modeled after a 1970s program. Illinois State Board of Education data shows that there are 1,703 unfilled teaching positions

across 852 school districts in Illinois. Rep. Kelly Cassidy, D-Chicago, said as someone who comes from a family of teachers, she has heard from her siblings how the shortage has impacted their ability to do their job. Cassidy noted that private sector companies have used tuition reimbursement as an incentive to hire workers. Rep. Avery Bourne, R-Morrisonville, noted that ISAC had concerns about the bill and filed a witness slip in opposition to it. She requested the fiscal note on the bill which showed the billion-dollar price tag. Bourne said due to the lack of income requirements in the bill, state taxpayers could be on the hook for tuition that a wealthy family member had already paid to the public university. For that reason, she said. the bill does not help the people it is intended to help. She said it is an inequitable way of encouraging students to go into the education profession. The bill is supported by the state’s major teachers unions. Will Guzzardi, D-Chicago, noted that while there are many reasons for the teacher shortage, the pandemic has “added fuel to the fire,” and Scherer’s bill would be another opportunity to provide support to teachers. The 2021 Illinois Educator Shortage Survey released by the Illinois Association of Regional Superintendents of Schools shows that the pandemic has led to a decrease in the number of educators employed. Guzzardi said that the shortage has led to substitute staffing problems throughout schools in his district. In the IARSS educator survey, 80 percent of responding districts said they have used an existing teacher during their prep time as a substitute in other classes. “I have principals who are going into the second-grade classroom and teaching second grade because they just can’t get enough substitute teachers to cover,” Guzzardi said. Rep. Jeff Keicher, R-Sycamore, said the bill creates confusing rules that will reward rich students whose parents are paying for their education. Keicher said the option of expanding the existing Golden Apple program and other state incentives should have been considered before lawmakers create a new grant program. The Golden Apple Scholar program is a teacher preparation and scholarship program for high school seniors, as well as first- and second-year Illinois college students. The bill now heads to the Senate for further discussion.
