First Installment property tax bills are in the mail to Cook County property owners Cook County Treasurer Maria Pappas has mailed nearly 1.8 million Tax Year 2021 First Installment property tax bills. Payments are due March 1, 2022. The First Installment is 55% of the previous year’s total tax. Exemptions that can reduce a property owner’s taxes are applied to the Second Installment bill. Since Pappas posted the bills on cookcountytreasurer.com on December 7, 2021, almost 13,000 property owners have gone to the website to pay their property taxes. “Paying property taxes through cookcountytreasurer.com is quick, easy and secure,” Pappas said. “Think about how many other things you do on the web. “If you’ve never paid your property taxes online, I urge to do so. You’ll receive an electronic receipt that will come in handy when you prepare your income tax return.”
To make a payment online, visit cookcountytreasurer.com and follow these steps: • Select the blue box labeled “Pay Online for Free” • Enter your address or 14-digit Property Index Number (PIN) There is no fee if you pay online from your bank account. The Treasurer’s Office accepts partial payments but First Installment taxes must be paid by March 1 to avoid a late charge of 1.5 percent per month, as mandated by Illinois law. The Indiana Family and Social Services Administration announced that it is accepting applications for a second round of Build, Learn, Grow Stabilization Grants, intended to support child care, early care and education and out-of-school time programs that have faced increased costs and challenges brought on by the COVID-19 pandemic. Funds awarded in this round will cover five months of providers’ operating expenses, allowing them to stabilize their operations and invest in their businesses to build capacity for the future. During the first round of stabilization grants, 2,777 providers across the state were awarded a total of $152 million. Providers have used their grant funds to increase wages for early childhood staff, create staff appreciation events and award bonuses, pay off facility mortgages, hire additional staff and offer professional development opportunities. Stabilization grants are part of multiple state-organized initiatives made possible through federal COVID-19 assistance to support programs, children and families. A full, detailed impact report on the $250 million deployed by Indiana’s Build, Learn, Grow child care relief and recovery efforts is available here. “The first round of grants enabled providers to recover and strengthen their operations as they continue to face myriad challenges brought upon by the COVID-19 pandemic, including increased supply and material costs and staffing shortages,” said Nicole Norvell, director of FSSA’s Office of Early Childhood and Out-of-School Learning. “Our hope is that this second round will further stabilize our state’s early childhood industry which is critical to our whole state, allowing families to work and businesses and communities to thrive.” Build, Learn, Grow Stabilization Grants are non-competitive and awarded on a rolling basis, but providers are encouraged to apply quickly to gain immediate access to funding. Providers can use grant funds to cover expenses across six categories: • Personnel costs related to hiring, compensating, training or retaining staff • Employee recruitment and retention to attract and retain staff • Facility fees, maintenance and improvements required to pay for, maintain or improve their facilities • COVID-19 safety-related needs to keep staff and children safe • Goods and services necessary to resume and strengthen operations • Mental health supports such as counseling for children and employees • Health and safety training Grant amounts are calculated per child care site, based on each provider’s program type, average attendance, staffing costs, quality level and geography. Grant awards for this round will total approximately five months of a provider’s operating costs. A provider’s total amount of grant funding received through the Build, Learn, Grow Stabilization Grant program is capped
at $850,000 per site for the duration of the program. Providers who received funding during the first round must complete an expenditure report before applying for a grant in Round 2. Indiana announced the first round of Build, Learn, Grow Stabilization Grants on Oct. 6, 2021. More than 3,600 child care providers across Indiana, serving more than 100,000 Hoosier children from birth to age 12, are eligible to apply. Programs (including licensed centers, child care homes, unlicensed registered ministries or legally-licensed exempt providers) must have been licensed or registered to operate in the state of Indiana on March 11, 2021, if not active in the CCDF program, or licensed or registered by Jan. 14, 2021, if active in the CCDF program. Programs must also be open and currently serving children and in good standing. Providers can learn more about Build, Learn, Grow Stabilization Grants and apply at Stabilization.BuildLearnGrow. org. The site contains an introductory webinar, application walkthrough and FAQs. All applications must be received no later than April 15, 2022, though providers are encouraged to apply immediately.

CATHY & JIM HIGGINS Q. We have just completed purchasing a Home. An offer has been negotiated & accepted. Earnest money has been paid. Friday was the home inspection which was fine. Here are the problems: The sign has posted “Open House” on Sunday. Nowhere did it say “Sale Pending,” and, the sellers agent has the Sunday paper advertising it with an open house. We confronted the sellers’ agent at the open house and she says that her clients insisted they advertise & show the open house, and she was telling everyone that a sale was pending. We asked that there be no more open houses, and this was not honored. What are the ramifications to the sellers, the seller’s agent, and us the buyers? A. You made an offer on a home, which has been accepted. If the transaction goes to closing you will be the new owners. Unfortunately, until closing, you are NOT the owners. Prior to closing, the property does not belong to you and you have no right to discourage a barbecue in the backyard, a party in the basement, or an open house.

Heart Smart RICHARD ZEKVELD As I glance out my window, the world looks like a snow globe. Thickly falling snow blankets the drab landscape with a pure, fresh coat of white. Such moments call to mind a beautiful scripture. “Come now, let us reason together, says the LORD: though your sins be as scarlet, they shall be as white as snow; though they are red like crimson, they shall become like wool” (Isaiah 1:18, ESV). “Let us reason together.” This is not simply an invitation to rational discussion. It’s courtroom language. In Isaiah 1:2-17, the Judge introduced shocking evidence of betrayal, evil and oppression against his people. Their guilty stain was massive and hideous. They couldn’t wash it away. They deserved death. But the Judge invited them to consider his gracious proposal. The stains were red, suggesting they had blood on their hands. Yet, the Judge promised to remove their stains and restore them to a pure condition. “Plead guilty,” he said, “and receive my gift of cleansing.” They did not know the cleanser would be the blood of Jesus Christ, God’s Son. “Without the shedding of blood, there is no forgiveness” (Hebrews 9:22b, NIV84). The Judge’s offer is costly! Have you ever watched someone else absorb the cost of your sin? My parents threw a dinner party at the local community center for their 25th anniversary. Hours earlier, I forgot to fasten the gate to the pasture. The cows got out, startling unsuspecting traffic. Two of my brothers left the party, without my knowledge, and rounded up the cows. They missed the party. My carelessness cost them. How much greater the price Christ paid to wash away our sin, idolatry, rebellion, betrayal, and disobedience before God! Plead guilty. MIKE BUDER Recently, two of the major real estate websites often used by consumers to search for available properties to move into have decided that ignorance is bliss when it comes to crime statistics. On the very same day, both Realtor.com and Redfin announced that they are taking a stand against crime data being listed on their websites. The companies have removed the data due to growing pressure and concerns that it could perpetuate racial inequity. Realtor.com announced that it has removed its crime map from all search results to “level the playing field.” It said that they are reassessing what safety means to buyers and renters and what information they decide to share about it going forward on Realtor.com. The real estate site Redfin also came out against crime data being included on their websites and said it felt, after surveying consumers and evaluating research, that crime data does not accurately answer the question about how safe an area around a home is. Redfin’s chief growth officer, Christian Taubman added, “Given the long history of redlining and racist housing covenants in the United States, there’s too great a risk of this inaccuracy reinforcing racial bias.” Taubman also noted that crime data is mostly culled from the uniform crime report from the FBI that reflects reported crimes. It excludes information about unreported crimes or those that go unsolved. Taubman’s claim is that “If most crimes are missing

from the statistics, it can set skew one way or another.” The Redfin officer also stated “and the fact that most reported crimes go unsolved means that some crimes being reported in fact may not be crimes.” My opinion is that today’s consumers of real estate prefer the ability to gather data, tap into unrestricted resources and discern for themselves what is best for them and their families. Apparently, both of these websites have forgotten the ancient maxim “Caveat Emptor” – “Let the buyer beware.” Helping families avoid moving to a house or condo in dangerous, high-crime areas is far less important to them than a corporate image of virtue-signaling another trendy “anti-racism” chant. If this behavioral pattern is not challenged by the consumer, then I’m pretty sure these two websites will probably double down and take off all the bad school data on their websites too. For now, it’s a good thing that buyers and renters can still use other resources and websites to gather data and research to help them make decisions for themselves and their families. South Suburban College Earns $1.2 Million Workforce Equity Grant Renewal to Expand Career Opportunities South Shore Arts invites adult artists to participate in a workshop that speaks to the romantic in us all. South Shore Arts invites adult artists to participate in a workshop that speaks to the romantic in us all. Adults can spend quality time with a loved one with a Valentine’s Day Card & Printmaking mini-session on Friday, February 11, from 6–8:30pm. Graphic designer and artist Jenn Maguire will lead participants in learning a variety of printmaking techniques and cardmaking methods to construct a one-of-a-kind set of custom Valentines, complete with envelopes—and of course, there will be doilies! The fee for this class is $55 per person, and all supplies are included. The workshop will take place in the spacious South Shore Arts painting and drawing studio on the lower level of the Center for Visual & Performing Arts in Munster, 1040 Ridge Road. Out of an abundance of caution and to maintain the safest and inperson experience, all materials will be provided “kit-style,” and proof of COVID-19 vaccination is required for all participants. NANCY ZEKVELD Your reality check as you head into the adventure of 2022 should be the lesson learned in regards to your relationship to money. The free fall characteristic during the last two years felt like a game of real life musical chairs where you were scrambling this way and that, hoping to land yourself on a chair and make it another round. Living this way may have left you feeling off balance and unsure how to make decisions and how to plan your finances. I think it is realistic to say that this is probably not the last crisis you will experience in your life. You cannot control what God’s will is as to what will come to you in life, however you can live according to God’s commands which are designed to give you life and protect you. The commands speak directly about your relationship to people, places, and things; money is a huge part of this. God doesn’t supply you with spreadsheets and budgets but if you make a web search of ‘money in the Bible’ you will be amazed at how many verses speak to this area of your life. Just a few principles are: acquire your wealth by just means, live generously, oppressing the poor to increase wealth leads to poverty, give people what you owe them, pay your taxes if you owe taxes, make plans but realize that God establishes your steps, all the good we have (including our wealth) is a gift from God, and most importantly, I think, is to seek God’s kingdom and everything else will be given as well. These principles shape how Christians Against Poverty thinks about money and debt. CAP does not offer quick fixes and is
not in the business of promoting them. CAP teaches you to stay out of debt which may require a change in your relationship to money and a longer term perspective. Some recent articles speak about retirement and living on a fixed income however it may be appropriate to state we are all on a fixed income regardless of our age. Living as if your incomes can “flex” with whatever you want regardless of your paycheck is not realistic and will likely put you into debt. A focus on a credit score is not helpful because it simply streamlines the process of taking on more debt. You “qualify” for more loans, bigger loans, and higher spending limits which fools you into thinking your income is flexible. CAP’s service is free of charge and can help you end this game of financial musical chairs by creating a plan that, to the best of our ability, finds you on a chair when the music stops. I asked them to send a copy of that document to you. When you get it, bring it to me to check for you. If a senior citizen on Medicare signs an Advance Beneficiary Notice, there is nothing that I can do. I cannot fight for you. I am not an attorney. I am just someone who knows how to help our clients get the attention of medical firms to follow Medicare rules by reminding them and getting their cooperation. But if a medical firm is following the rules and gets a senior citizen to sign one of those ABN documents, I can’t help the senior fight the bill.
