Sheriff Dart Warns Public of Phone Scam Cook County Sheriff Thomas J. Dart is warning of a telephone a scam where the caller identifies as a Sheriff’s Office employee and tells victims they’ve missed jury duty or have outstanding citations and must pay money to rectify the situation. The caller states that if the victim makes a payment using Zelle – a money transfer app – the victim can be assigned a judge who can hear their case. An email address is provided to the victim to send the payment.

The caller uses the name of an actual Sheriff’s Office employee, so an Internet search may make it appear the call is legitimate. But this is a scam. The Sheriff’s Office never calls to ask for payments to be made over the phone. Anyone who believes they have been a victim of this scam is asked to call the Sheriff’s Police Investigation Section at 708-865-4896 or the Sheriff’s Police non-emergency number at 847635-1188.

MIKE BUDER You come home from a long day at work, and there it is…a letter in your mail box saying that someone wants to buy your home. Of course, then you realize they’ve never even been inside your home. So how serious can they possibly be? Today, you will find many “Cable TV Investors”, and even some real estate agents resorting to writing letters to people whose homes are not listed for sale. Agents may write that they have some buyers for your home and ask if you would be willing to open up negotiations to sell. Sometimes the investors will write letters about how they’ve been unlucky in house hunting, and they love the way your house looks on the outside and “they want it”. On the surface, this could be an interesting proposition, at least if you’ve had moving on your mind as more than a remote possibility. Could this be your home selling “easy button”? Maybe, if the letter is from an agent, she or he might have buyers who may want your neighborhood, but their main purpose might be to get a foot in the door as a possible listing agent if you are indeed interested in making a move. If the letter is from an investor/buyer, you might want to ask why they haven’t been able to find something that’s listed. They could be making low ball offers. They might be overly picky. They may have

deals fall apart over unreasonable home inspection demands, financial funkiness, or some other issue that could complicate their purchase of your home. Whatever your first reaction to the solicitation, you need some good advice, and not from whoever slipped that note in your mailbox. The big question is what’s your home really worth? The market will normally get you a higher price! So if you are interested enough in selling to respond to the inquiry in your mailbox, you should start by finding your own agent. If there’s already an agent you like and trust, start there. If you don’t have a favorite, get some recommendations from friends or colleagues. Have them run a market analysis and give you some professional advice on the best way to market your home. Sure, when you hear someone offering to make your house selling easy, it’s tempting. But it’s not really that easy…If it were, Realtors wouldn’t get paid for doing it! The Question of “Why?” versus Acknowledgement of “Truth” One Perspective Things happen at many times that cause us to ask over and over “Why, God, why?” Many of us dwell on the need for an explanation to make sense of the hard things in life; we say to God I cannot believe in you, if you let such a thing happen. We may be wracked in grief, guilt, misery, fear, anxiety, or any of the things that make for daytime nightmares. We must visualize ourselves as toddlers hanging onto our Father; we do not let go, no matter what. We are at our most vulnerable point. Read Psalm 125:2, “As the mountains surround Jerusalem, so the Lord surrounds His people…” Those are the times when anything can pull us away; disbelief, anger, not trusting the One who knows, feeling betrayed, or thinking we are abused by the God we loved. We must remember what we know; what we have read in His word, the promises and blessings that we have accepted before. We do not let go of Him, hanging on tighter, fully aware (and fully expecting) that someone or something is going to try to break our grip. Breaking our grip does not even have to be as dramatic as kicking our faith to the curb overnight. It can start subtlety; we begin to stop acknowledging God and his sovereignty. If we spent as much time going back to what is written in His word, what He has left for us to look to in order to navigate this world,

if we spent as much time “there” as we do on questioning “Why, God, why?” we would be strengthened immensely. As Christians, we grow more in our faith and trust if we look to what has been revealed in His words. This is not a pitch for “blind faith”; blind faith would be to “stop asking why” or “just believe” and leave it at that. This is not what the Lord says. We are directed to His words; the difference between life and death are in His words. That is allowing God to speak to us and tell us what we need to do. It is extremely difficult and almost impossible when one is in the depths of despair, to say to ourselves “let us find a cozy chair and read about what to do”. We are distraught and afflicted, we feel consumed; the task of reading may be impossible. We know this is when the Spirit of God speaks for us. Visualize the Lord who is Sovereign, who knows every tiny detail of everything we are feeling, present right next to us; scripture tells us He is praying for us. Visualize holding onto the Lord, shielded by Him; His protection and His strength accessible to us. If you are NOT a Christian and want to know more, please reach out to a Christian friend or go to a church that adheres to Bible based teaching. - Sara

RICHARD ZEKVELD As troops defended Hippo from invasion, the city’s much-loved bishop breathed his last. His name was Augustine. The year was AD 430. The once mighty Roman Empire unraveled as waves of invaders swept through. Many Christians were traumatized. They had believed that, through the Roman Empire, Christ would establish his kingdom on earth. But now Rome lay in ruins. Augustine wrote The City of God to encourage them. Rome was destined to rise and fall, like other cities and empires. But beyond Rome’s fall, Augustine saw the epic struggle between the City of Man – man’s attempt to build heaven on earth apart from God, and the City of God – God’s plan to restore heaven on earth his way. As kingdoms rise and fall, God builds his city. Augustine contrasts the cultures of these two cities. “The earthly city glories in itself, the Heavenly City glories in the Lord. The former looks for glory from men, the latter finds its highest glory in God,… In the former, the lust for domination lords it over its princes as over the nations it subjugates; in the other both those in authority and those subject to them serve one another in love, the rulers by their counsel, the subjects by obedience. The one city loves its own strength shown in its powerful leaders; the other says to God, ‘I will love you, my Lord, my strength’” Augustine, The City of God, 14.28. Our world is not stable. It is a powder keg. Let each of us make sure we are citizens of Christ’s kingdom through faith in him. Let’s fix our eyes on Christ and his city-building project. A Bill From Los Angeles WOODROW WILCOX On April 28, 2022, I helped an 81-year-old client from Dyer, Indiana. He had traveled to the Las Vegas area and needed some x-ray service in Henderson, Nevada. He got a bill from a billing firm in Los Angeles for the medical services that he received in the Las Vegas area. I reviewed the bill the day earlier and phoned the client to leave a message. He phoned me on April 28 and agreed to stay online while I made a three-way call to his Medicare supplement insurance company. In the phone call, with the client on the line, I asked some questions of the insurance company and the particular bill. What I suspected was true. The insurance company never got the medical bill claim report from Medicare. It could not pay a bill that it never got from Medicare. This happens a lot. I wrote a letter to the medical firm and its billing service citing the facts. With some editing to protect the privacy of our client, here is the letter that I sent to the medical firm and its billing company. Our client sent to our firm a bill from your firm for our review. The bill from your firm seeks a balance of $416 on Account # XXXXXXXX for services rendered 03/10/2022. The Account # was not clear. I did not have a clean copy of the bill. That is what Account # seems to be. I phoned our client’s Medicare supplement plan insurance company to learn what it knew

of this bill. It reported that it never received this claim from Medicare. That is not the fault of the patient – our client. It is Medicare’s fault. Your bill shows an original balance of $416 with no adjustments or payments by Medicare. So, your bill evidences confirmation of the secondary insurer’s statement that Medicare never sent any ruling on this claim. To fix this problem as fast as possible, please send both the original billing information and the Medicare EOB information that you have directly to the secondary insurer at the following address. I expect my letter will result in our client owing nothing except the Medicare Part B annual deductible because that was the kind of policy he bought. All the help that I gave this client was FREE OF CHARGE. This insurance agency “goes the extra mile” for our clients to fix Medicare medical bill problems. If your insurance agent or agency does not give this high level of customer service, why not switch to an insurance agency that does? This one does. Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana. He has saved a few million dollars for clients of that firm by fighting mistakes and fraud in the Medicare system. Also, Wilcox wrote the book SOLVING MEDICARE PROBLEM$ which is available from book stores and online.

It may well be that the first bid met all the owners’ criteria and that they no longer wished to continue marketing the home. Could they have gotten more money? Perhaps, but selling a home involves a certain psychological cost and some owners simply want to sell as quickly as possible and move on. You were told that there was an existing bid

on the property -- a bid that could be accepted at any moment prior to withdrawal. Your bid was not made until the next morning. It’s perfectly possible that the first bid was accepted even as yours was being developed. Once a bid has been accepted, the property is under contract and the sellers have no obligation to consider other offers. Lastly, price is only one consideration in an offer. Jim worked for the City of Calumet City in a variety of capacities over the years and his father Dominick was a Mayor of Calumet City years ago. A true native of Calumet City (formerly West Hammond) he has a lifetime of municipal government activity to call upon. But, for now, a born “foodie,” Jim puts some of his best recipes on Face Book for his friends to try out. Maybe we can get him to write a cookbook with lots of Italian favorites! ***

In recent years, this plan has gotten more flexible, and potentially more powerful, than ever. A key benefit of a 529 plan is that earnings are generally tax free, provided the money is used for qualified educational expenses. As the owner of the plan, you can essentially name any beneficiary you want, and you’re free to change the beneficiary as needed. Contribution limits are quite high, so you can put away considerable sums in a 529 plan – and you may want to, because college costs have risen steadily over the years. In fact, for the 2021-22 academic year, the College Board reports that the average cost (tuition, fees, room and board) of a public, four-year college or university is more than $27,000 for in-state students and nearly $56,000 for students at private schools. But 529 plans are no longer just for higher education. Over the past few years, the rules governing 529 plans have changed, so they can now be used for: K-12 tuition expenses (up to $10,000 per student, per year), Apprenticeship programs registered with the U.S. Department of Labor, and Student loans ($10,000 lifetime limit for student loan repayments per each 529 plan beneficiary and another $10,000 for each of the beneficiary’s siblings.) And soon, a major change will affect the relationship between grandparent-owned 529 plans and the financial aid packages awarded to their grandchildren. Families applying for aid have not been required to report grandparent-owned 529 account assets on the Free Application for Federal Student Aid (FAFSA). However, under previous rules, you had to report withdrawals from the grandparentowned plans as untaxed student income,

which could reduce aid eligibility by up to 50% of the amount of cash received. But that’s changing for the 2024-25 FAFSA, which won’t require students to report cash support, including money taken from a grandparent-owned 529 plan. Instead, a student’s total income amount will be reported directly from federal income tax returns. This means that a grandparent-owned 529 plan won’t have any effect on need-based financial aid eligibility. This benefit to families is already here, because 2022 will be used as the base year for the 2024-25 FAFSA, so any withdrawals taken in 2022, and also going forward, won’t need to be reported as student income. With this change, families will now have more options on using 529 plans without jeopardizing financial aid. You can generally withdraw any amount from the aggregate of all 529 plans for higher education costs, but only the qualified withdrawals – the ones used for typical education-related expenses – will be tax-free. The earnings portion of nonqualified withdrawals are taxable and could also incur a 10% penalty. Given the new rules affecting a grandparentowned 529 plan, you should consult with a financial professional to determine how this plan can work with other strategies to help meet educational expenses while, at the same time, not detracting from the progress you’d like to make on other important goals, such as a comfortable retirement. In any case, consider looking into a 529 plan – it was already a great tool for education funding, and it can now offer your family even more options. Work also includes driving a pickup or dump trucks to collect garbage, leaves, limbs, appliances, furniture and other yard waste and trash, routine horticultural tasks, street sign maintenance, and minor facility and equipment repair.
