Temporary tax relief measures to begin Friday in Illinois Illinoisans will receive some modest tax relief starting Friday when the state’s new fiscal year begins. That includes some income tax rebates, property tax rebates, a suspension of the state’s 1 percent tax on groceries, and a sixmonth pause on the scheduled inflationary increase in the state’s motor fuel tax. Gov. JB Pritzker and legislative Democrats held a news conference publicizing those tax breaks as consumers grappled with 8.6 percent inflation, the highest rate in nearly 40 years. “We’re sending $1.8 billion in tax relief to Illinois families, and we are able to do that because Democrats balanced the budget, eliminated the bill backlog, and state government is now running a surplus,” Pritzker said at a news conference in Chicago. The news conference came just two days after the state’s primary elections, marking the kick-off to the general election cycle in which Pritzker and Democrats, who control both chambers of the General Assembly, will be touting their fiscal management of the state. “Fiscal responsibility means Illinois taxpayers are no longer required to pay hundreds of millions of dollars in needless interest payments,” Pritzker said. “Instead, we are able to better fund education, rebuild our roads, make our neighborhoods safer, attract new businesses to Illinois, and connect workers with good paying jobs. And starting tomorrow (Friday), every Illinoisan will get tax relief on essentials, gas, groceries and your home.” The tax relief measures were included in the $46 billion budget lawmakers passed for the fiscal year that begins Friday. They include: An income tax rebate of $50 per individual with income below $200,000 a year, or $100 for couples filing jointly with income below $400,000 a year, plus $100 per dependent child, up to three children. A suspension of the 1 percent sales tax on groceries through June 2023. A suspension of the scheduled inflationary increase in the motor fuel tax through Dec. 31, which has been estimated at 2.2 cents per gallon. Instead, the motor fuel tax will increase twice at the rate of inflation next calendar year. A sales tax holiday on back-to-school items, to run from Aug. 5 to Aug. 14, when the rate will be imposed at 1.25 percent in-
stead of the regular 6.25 percent. And an additional property tax rebate of up to $300 for homeowners who were eligible to claim the property tax credit on their 2021 state tax returns. The rebate is available to joint filers earning $500,000 or less and single filers earning $250,000 or less. In addition, the tax relief package included a permanent expansion of the state’s earned income tax credit, or EITC, to 20 percent of the federal EITC while also extending eligibility for that credit to noncitizens who file taxes using an Individual Taxpayer Identification Number instead of a Social Security Number. Republicans criticized that package as an election-year gimmick, noting that the rebate checks would show up in people’s mailboxes or bank accounts before Election Day, while motor fuel tax suspension would disappear soon after Election Day. They also criticized some of the tax breaks as too small or for not being permanent; noting that the grocery tax suspension would only save consumers $1 on a $100 grocery bill, and the motor fuel tax savings would save only 22 cents on a 10-gallon tank of gas. They proposed an alternative, which would have suspended or capped the state’s 6.25-percent sales tax on motor fuels, which they say has been producing a windfall for the state as gasoline prices have soared to record levels. According to AAA, the average price of gasoline in Illinois stood at $5.39 on Thursday. That includes 37 cents of sales tax. But Democrats pushed back against that criticism, arguing that they have passed balanced budgets each of the last four years that have resulted in two credit upgrades each from all three major rating agencies and eliminated the bill backlog while also making investments in important state services. “The reality is we are making fiscally responsible decisions,” state Sen. Elgie Sims, D-Chicago, said at the news conference. “We are investing in the issues that will help our communities grow and be stronger. We’re investing in education. We’re investing in health care. We’re investing in public safety. TRUTH IN ADVERTISING. Simple concept, but in the real estate world it can get complicated. The temptation to embellish is sometimes irresistible to a home seller. This is a formula that will for sure frustrate buyers and alienate real estate agents that show your home. Recently, I was showing a home to a couple that has a large family. We have been on the hunt for a 4 bedroom home in their desired location for quite some time. When we walked into a home with a large enclosed sunroom with a closet, the husband said “I hope they aren’t counting this as the 4th bedroom!” and it hit me how many houses we’ve seen that claimed to have 4 bedrooms and really did not. Here was a family that really needed 4 bedrooms, not 3 bedrooms and an office, not 3 bedrooms and an attic space you could build out, but 4 bedrooms. They’d seen it all in terms of creative advertising, and not surprisingly were getting a little jaded. As a real estate agent, I’ve seen it all. I’ve seen vacant lots classified as single-family homes---“Oh, you want a house with that?” Not to mention advertising features that did not even exist in a home. Buyers do not want to look at blueprints and un-filed permits. The seller’s

New Contest Sees Student Growers Greening Urban Landscapes Teen specialty growers displayed a range of knowledge and skills at the first urban agricultural and food production competition in Illinois and the country. To Luke Allen, the contest organizer and its driving force, opportunities to grow food are everywhere and engaging students plant that idea. “There are plenty of empty lots, even schools have grass growing in yards. You can make farmland out of lots of things,” said Allen, northeast field adviser with Facilitating Coordination in Agricultural Education. But specialty crop conditions don’t apply only to cities and towns, according to Allen. “I can see this (contest) being relevant to any school with an agriculture program. Students from family farms may want to diversify away from corn and soybeans. Farm diversification is a big issue,” Allen said. In mid-May, the contest drew 18 diverse teams of 65 students representing 14 high schools and four middle schools to the Gary Comer Youth Center in Chicago. They competed in individual and team categories in a daylong event. Along with a written test, competitors had to identify four different microgreens, a few annual bedding plants and five different vegetable seedlings. Allen reasoned young greenhouse employees would need to know which seedlings to grab if they were told to transplant cucumbers. Students also ranked “classes” of fresh tomatoes, onions and apples. “Just like judging cattle,” Allen quipped. To test their knowledge and communication skills, teams created a food safety poster to instruct a fictitious group of volunteers how to properly harvest and prepare lettuce for customers. The students created a step-by-step instruction sheet applying their knowledge of proper food handling and sanitation, Allen explained. Contestants tested their ability to evaluate production sites by
ranking the suitability of six on-site locations for 40 specialty crops and enterprises, such as honeybees and small egg-laying flocks. The sites ranged from a small grass strip between parking lots to raised beds inside a high tunnel to an outdoor area of native soil. Allen modeled one challenging contest after the Envirothon competition’s oral presentation category. Students in the urban ag and food production contest developed a business plan for a 1.5-acre city lot and presented it to a panel of judges. “They had to propose how to build a farm,” Allen said. “Would they hook up to city water? How would they water? What crops? “They could plant U-pick pumpkins. They could grow tomatoes. Would they sell at a farmers market? Would they supply the Jewel next door?” Students received the scenario and materials a couple months prior but had to limit their proposals to five minutes before answering follow-up questions from the judges. Allen noted schools could send any number of students to the contest, which was not limited to FFA chapters. In fact, Barrington High School sent a team although the school’s ag program opens next year. Two downstate teams proved urban agriculture happens across Illinois. Normal Community High School placed first, followed by Decatur’s MacArthur High School in second and Chicago High School for Agricultural Sciences in third. A middle school team from the Chicago Heights-Park Forest District won its division. Allen appreciated Compeer Financial sponsoring the inaugural event. With plans underway for a second contest next year, the ag educator hopes more districts add food production classes. “Any acre might diversify,” Allen said. Trust me, people buy homes with Formica countertops and vinyl floors every day. The key is to attract buyers who want the attributes that your home actually has. By simply painting an accurate picture of your home in advertising, you will avoid frustrating buyers, alienating buyer’s agents, and wasting your own time. JOSH BOOTSMA The 4th of July is great--family, food, and fondness for freedom all abound in excess! But among the fireworks and star-spangled barbecues, it’s sometimes easy to lose sight of where true freedom and citizenship lies. The Apostle Paul explains that “Our citizenship is in heaven, and from it we await a Savior, the Lord Jesus Christ” (Philippians 3:19-20). Paul is reminding us that for Christians, this world is not truly home and neither are the countries within it. Our pledge to the American Flag is subordinate to our final allegiance to Christ. The freedom we have in America is wonderful but the freedom that Jesus Christ offers is infinitely greater--freedom from sin and the promise of eternal life in his family! 1 Peter 2:16-17 says, “Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. Honor everyone. Love the brotherhood. Fear God. Honor the emperor.” Although we don’t have emperors anymore, the message is clear--we must respect our country, those who lead it, and everyone who calls it home. But we do so knowing that our highest respect is not paid to a president but to a King. Our allegiance is not ultimately owed to a flag but to a cross. And our hope is not placed in the “American Dream” but in the promise of eternal life in God’s heavenly kingdom. This 4th of July, let our words be those of C.S. Lewis: “I must keep alive in myself the desire for my true country, which I shall not find till after death.” As we celebrate life, liberty, and the pursuit of happiness, let us also celebrate Jesus Christ--in whom those blessings are truly and ultimately found. Raúl Gastón named first Latino president of the Illinois Principals Association The Illinois Principals Association welcomes incoming President Raúl Gastón, principal of Jefferson Middle School in Villa Park, IL, for the 2022-2023 school term. Mr. Gastón also becomes the first Latino president of the Illinois Principals Association. “I’m humbled to have been entrusted to serve as President of the Illinois Principals Association, said Gastón. “Growing up in poverty, I never would have imagined that I could ever be in this position leading such a prestigious organization. I hope to continue the amazing work of past Presidents in supporting and advocating for all students, staff, and administrators in all corners of the fantastic state of Illinois. The time is right to move forward as we guide our Leaders of Hope past the pandemic and into the many amazing learning opportunities ahead of us.” Dr. Jason Leahy, Executive Director for the Illinois Principals Association, adds, “Raúl is a visionary leader who exemplifies the strong sense of innovation and empathy that school leaders must possess to be successful. During the pandemic, he served the Association in various capacities to support students and his colleagues across the state. He possesses the dispositions, skills, and experiences the IPA needs in its president.” During the COVID-19 pandemic, Mr. Gastón was an active member of a team of educators, administrators, and ISBE (Illinois State Board of Education) leadership which collaborated on a variety of guidance addressing pandemic-related challenges. Gastón and others collaborated on Remote Learning guidance, guidance on closing the 2019-2020 school year and what to consider moving forward over the summer and helped to identify critical grade-level priority standards and content areas for students to be academically successful in the following grade and years. Mr. Gastón has been a member of the Illinois Principals Association since 2011 and a member
of the IPA Board of Directors, serving as State Director for the DuPage Region for the previous three years. He has also been a member of the Illinois Association of Latino Administrators and Superintendents since 2017. Gastón began his career in education in 1997 as a Spanish teacher at Urbana Middle School in Urbana, IL. He continued teaching Spanish at York High School (Elmhurst) and later served as World Languages Department Chair at York High School. His first administrative role was as Assistant Principal at Jefferson Middle School in 2010 and became principal at Jefferson Middle School in 2012. Mr. Gastón has also coached high school and middle school volleyball with three IESA State Championship appearances and spent 8 years as a high school and middle school Steel Band Director. Mr. Gastón received an Associate of Arts degree in Education from Harold Washington College, a Bachelor of Science in Education and Bachelor of Arts in Spanish from Eastern Illinois University, a Master of Arts in Global Studies in Education from the University of Illinois Urbana-Champaign, and a Certificate of Advanced Study in Educational Leadership from the University of Illinois Urbana-Champaign. Raúl Gastón resides in Elmhurst, Illinois with his wife, Maritza Gastón, a 1st grade Dual Language Teacher in Addison School District 4, and their two daughters, Brianna and Yazmín. Mr. Gastón is active in his community as a member of the Kiwanis Club of Villa Park and a board member of the Tri-Town YMCA in Villa Park. He has also completed four marathons since 2012. The Illinois Principals Association is a leadership organization which serves over 6,000 educational leaders throughout the state of Illinois and whose mission is to develop, support, and advocate for innovative educational leaders. The grocery bill for a summer cookout will cost U.S. consumers 17% more than last year, according to a new American Farm Bureau Federation market basket survey. The survey focuses on food commonly part of Fourth of July cookouts, including cheeseburgers, pork chops, chicken, homemade potato salad and more. The cost breaks down to $69.68 for 10 people, or about $7 per person, and reflects the largest increase since the annual survey began a decade ago. Inflation, supply chain disruptions and the war in Ukraine are driving the higher prices. While food costs are rising, AFBF Chief Economist Roger Cryan stressed the trend does not translate to a windfall for farmers, who face skyrocketing input costs, especially fertilizer and fuel prices. According to the Agriculture Department’s revised Food Dollar Series, farmers receive about 8% of every food marketing dollar, and less for highly processed foods. “Bottom line, in many cases the higher prices farmers are being paid aren’t covering the increase in their farm expenses,” he said. “The cost of fuel is up and fertilizer prices have tripled.” Cryan also pointed to the cascading effects of the war in Ukraine. As Ukraine’s contributions to global food security are cut off, Russian and Belarusian fertilizer exports are constrained and other countries pull back exports to protect their domestic supplies. “We’ve had improved agricultural technologies, new opportunities to be more productive in so many ways in agricultural production, and agricultural productivity has grown for the last 40 years without a major disruption until this year,” Cryan said Monday during a media briefing. “And this year’s war in Ukraine, I think is a very striking demonstration of how fragile the system can be and how important it is not to take our food supply for granted.” Ground beef came in with the highest yearover-year increase at 36%. Survey results showed 2 pounds of ground beef cost an average of $11.12. Meanwhile, the Agriculture Department’s
Producer Price Index indicates that compared to a year ago, farm-level cattle prices are up 17.5%, but wholesale beef prices are down 14%. This serves to highlight the differences between farmlevel, wholesale and retail beef prices and how the past few years have had significant impacts on the beef production and cattle pricing cycles, making them all hard to predict, according to an AFBF news release. Most of the food on the cookout list saw increases, except for sliced cheese, potato chips and strawberries. The year-to-year direction of the market basket survey tracks with the federal government’s Consumer Price Index report for food at home and general inflation across the economy, although food inflation tends to be higher, Cryan said. The survey is part of the Farm Bureau market basket series, which also includes the Thanksgiving Dinner Cost Survey. Data for this year’s survey was collected by 176 volunteer shoppers across the country and in Puerto Rico, including Farm Bureau members and others. Serious Problems with Obamacare Policies WOODROW WILCOX
How does the Affordable Care Act (Obamacare) really work? Basically, it is an insurance program for people under 65 who do not qualify for Medicaid. It is under a different set of rules. It expects patients to negotiate with medical service providers any balance that the Obamacare insurance policy does not pay if you go outside the network. Many times, a client checked with a hospital to make sure that it was in-network but the doctor assigned to the case was not innetwork. How many people do you know who can skillfully negotiate about a bill with a hospital, laboratory, or doctor? Doesn’t that seem unrealistic? I think it is one of the unrealistic aspects of Obamacare insurance policies. But the law is the law and rules are rules. Recently, two clients had negative experiences with Obamacare policies that our agency sold to them. Not many insurance companies offer Obamacare policies in Indiana. So, these people who don’t have insurance through an employer and are not old enough to have Medicare got Obamacare policies. Each chose the same company. One was being told by the insurance company that it had negotiated the medical bill from $1,050 to zero. But the medical firm told the client that the Obamacare insurance company had negotiated nothing and that the bill was still $1,050. The other person had a much bigger bill. She was told by a hospital that she owed $131,573.79. The Obamacare insurance company told her that it had negotiated with the hospital a discount of $121,620.64 and that the patient owed only $1,661.09. Then, the Obamacare insurance company told the client that it had paid the hospital $37,671.14
and that the patient owed the hospital only $200. In another letter, the Obamacare insurance company told the patient that it had paid the hospital $40,013.24. But the hospital claims that the patient still owed $58,430.51. In each of these Obamacare cases, the patient didn’t know what to believe. Neither did I when I went through the papers with those clients. To help each client, I typed and prepared an appeal to the Indiana Department of Insurance. In each case, the insurance company claimed one thing and the medical firm claimed another. We asked the Indiana Department of Insurance to review the matter and inform our clients of the results. All the help that I gave to these clients was FREE OF CHARGE. This insurance agency helps our clients in Medicare and other medical bill problems if our agency sold the policy. We did in each case here. But when we sell a policy, we expect the insurance company to do the right thing for our clients. When there is a problem, we help our client like this without charging anything. If your insurance agent or agency does not give this high level of customer service, why not switch to an agency that does? Our agency does. Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana. He has saved clients of that firm over three million dollars by fighting mistakes and fraud in the Medicare system. Freedom In Christ
This is the time of year that we celebrate the 4th of July, also known as Independence Day. We think of July 4, 1776 as a day that represents the Declaration of Independence and the birth of America as an independent nation. All over the country, every year, families and friends come together to have a cookout with good food, good fun, and good fellowship. Fireworks are displayed as dusk approaches. People are in awe of the array of colors and the spectacular visions that align the sky. Most recently, Juneteenth has been added to this time of celebration. Although Juneteenth is the oldest nationally celebrated commemoration of the ending of slavery in the United States, it was recently named a federal holiday. Dating back to 1865, it was on June 19th that the union soldiers landed in Galveston, Texas with news that the war had ended and that the slaves were now free. After 156 long years, Juneteenth, also known as National Independence Day, Emancipation Day, and Freedom Day is now being acknowledged by corporations and state. The words Independence and Emancipation are synonymous with Freedom. Freedom is not just relevant in a political sense, but we as Believers should celebrate freedom in Christ. In Christ, fear, worry and guilt are replaced by peace, forgiveness and liberty. The Prophet Isaiah in Isaiah 61:1-2 foretold of the One who could set us free. He wrote, “The Spirit of the Lord God is upon Me, because the Lord has anointed Me to preach good tidings to the poor; He has sent Me to heal the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to those who are bound; to proclaim the acceptable year of the Lord, and the day of vengeance of our God; to comfort all who mourn.” (NKJV) In the gospel of Luke 4:18-19, we see the fulfillment of Isaiah’s prophecy. Jesus, in His first sermon said, “I came to bring good news. I’ve come to set people free.” “I am the truth and the truth will set you free.” In John 8:36, Jesus said, “If the Son will set you free, you will be free indeed.” In Galatians 5:1, Paul tells us that freedom is what we have and it is Christ who has set us free. Jesus promises real and lasting freedom from things such as the burden of guilt, the pain of resentment, the expectations of others, and the fear of death. Freedom in Christ makes me think about the words of the song writer who penned, “I am free. Praise the Lord, I’m free. No longer bound. No more chains holding me. My soul is resting. It’s just a blessing. Praise the Lord, Hallelujah… I’m free. No more shackles. No more chains. I am free in Jesus the Christ. And freedom looks real good on me!!! Blessings! Rep. Mrvan Delivers Over $40 Million in Infrastructure Investments at Indiana Harbor Confined Disposal Facility Monday, Rep. Frank J. Mrvan joined Colonel Paul Culberson from the U.S. Army Corps of Engineers, Superintendent Paul Labovitz from Indiana Dunes National Park, and Chief Operating Officer Andrea Hermer from the Ports of Indiana to announce $47,852,000 in Fiscal Year 2022 federal funding investments in Northwest Indiana. The announcement also includes $7,000,000 through the Infrastructure Investment and Jobs Act to support improvements at the Michigan City Harbor. The funding will be used for the dredging and maintenance in federal harbors to stabilize supply chains across the region, the construction of water-related infrastructure, and the restoration of critical natural areas along the lakeshore. “I am grateful for the collaboration with local community partners to ensure Northwest Indiana can protect our national resources, enhance dredging in our harbors, and provide residents with improved sanitary and stormwater systems,” said Rep. Mrvan. “When we invest in our infrastructure at the local level, we have the ability to create good-paying jobs and economic opportunities throughout our region.” “These projects take a team effort. Funding announcement includes: $18,395,000 – Confined Disposal Facility at Indiana Harbor to support construction of the Phase II – Perimeter Dikes and increase capacity to store dredged materials from Indiana Harbor $10,000,000 – Calumet Region Environmental Infrastructure to support the construction of water-related infrastructure $8,196,000 – Indiana Harbor to support operations and maintenance of existing structures at the CDF, including wildlife exclusion, air monitoring, groundwater gradient control system, and water treatment $7,000,000 – Michigan City Harbor to support repairs to the detached breakwater to include the east pier superstructure in around the lighthouse $2,700,000 – Indiana Shoreline to support sand nourishment activities at Mount Baldy, in the Indiana Dunes National Park $1,561,000 – Burns Waterway Harbor to support maintenance dredging in Burns Waterway Harbor to authorized navigable depths as well as structures inside the harbor
