COAS reiterates support for right to self-determination for Kashmiris

Chief of Army Staff (COAS) General Qamar Javed Bajwa on Saturday reiterated support for the right to self-determination for Kashmiris. On the first death anniversary of the Hizbul Mujahideen commander Burhan Wani, Director General Inter Services Public Relations (DG ISPR) Major General Asif Ghafoor took to Twitter to share the message of the Army Chief. The COAS said, “The Kashmiris have right to self-determination. Sacrifices of Burhan Wani and generations against Indian atrocities are a testimony of their resolve.”

Use of modern technology in CPEC projects to alleviate energy crisis: President

Prime Minister Nawaz Sharif on Saturday urged for cultivation of characteristics which were the hallmarks of late Abdul Sattar Edhi’s personality to serve the humanity. Pakistan re-elected vice chair of UNEP CPR Bureau Permanent Representative of Pakistan to the United Nations Environment Programme Raza Bashir Tarar was unanimously re-elected as Vice Chair of the Committee of Permanent Representatives (CPR) Bureau from the Asia Pacific Group for the period 2017-2019. The decision was made at the 139th CPR meeting held in Nairobi, said a press release issued. Pakistan’s Mission in Nairobi is accredited as Permanent Mission to the United Nations Office in Nairobi (UNON), United Nations Environment Prog ram me ( U N EP) and Un it e d Na t io n s Hu m a n Se t t le me nt s P r og r a m me (UN-Habitat). Minister for Science and Technology Rana Tanveer Hussain on Saturday said that multibillion dollar CPEC project will help further promote cooperation between the two countries in the realm of science and technology.

JIT to present final report before SC today

Pak-Turkey FTA negotiation a milestone to final agreement

The seventh round of negotiations on Free Trade Agreement (FTA) between Pakistan and Turkey was milestone to reach the final agreement. Secretary Ministr y of Commerce Younas Dhaga led Pakistan’s delegation in negotiation on FTA between Pakistan and Turkey. Pakistan and Turkey had discussed the specific sectors including textile sector during the negotiation, a senior official of Ministry of Commerce told. Troop and police contributing countries to the United Nations peacekeeping operations Friday launched an informal group under the leadership of Pakistan and Morocco to discuss strategic issues affecting their personnel and to brainstorm responses to the new challenges facing world peace and security. The group, co-chaired by Pakistan’s Ambassador to the

UN Maleeha Lodhi and her Moroccan counterpart Omar Hilale, met on the sidelines of Chiefs of Defence Conference at UN Headquarters in New York. The meeting was largely attended by ambassadors and senior diplomats from the troop contributing countries who praised the initiative taken by Pakistan and Morocco for discussions of their common problems and offered their full support in ensuring that the group’s voice was heard. “This group will serve as a sounding board for new ideas and innovative solutions to confront the emerging challenges to international peace and security,” Ambassador Lodhi told the inaugural meeting. “It will also be a collective reaffirmation of the troop contributing countries abiding commitment to bring the

promise of hope and prosperity to those affected by war and conf lict. The calls for doing more with less, despite the fact that peacekeeping was the most cost effective way of restoring peace and lives, was neither realistic nor sustainable,” Ambassador Lodhi said, while outlining the factors that prompted the formation of the group. In addition, Ambassador Lodhi said, “The need to provide a balance to the trend of focusing just on a few black sheep who tarnish the image of Blue Helmets rather than looking at the full picture. The efforts and contributions of our heroes who take huge risks and make the ultimate sacrifice to uphold international peace and security need to be more effectively highlighted.” She pointed out that, “Troop and police contributing countries place their

The two sides agreed to hold first round of a comprehensive economic dialogue on 19th of this month. Talks on law enforcement, cyber-security and social and cultural exchanges will also be held at an early date.

Pakistan summons India envoy over 2 civilian deaths in firing ISLAMABAD —Pakistan on Saturday summoned an Indian envoy to lodge protest over cross-LoC shelling which killed at least two civilians, officials said. The Pakistan army said earlier that at two civilians were killed in Indian firing while 3 others were injured. The Director General of the South Asian Desk at the Foreign Ministry Mohammad Faisal summoned the Indian Deputy High Commissioner J.P. Singh and condemned the unprovoked ceasefire violations by the Indian forces in Chirikot and Satwal Sectors on July 8, the Foreign Ministry said. A statement said the Indian firing resulted in the killing of 2 civilians, a 22-year old girl in Satwal village and a man in Tetri Note village, while 3 people were injured. “The deliberate targeting of civilians is indeed deplorable and contrary to human dignity and international human

rights and humanitarian laws,” the Pakistani official told the Indian envoy. Pakistan and India had declared ceasefire along the LoC in 2003; however, both routinely accuse each other of its violation. “The Director General urged the Indian side to respect the 2003 Ceasefire arrangement; investigate this and other incidents of ceasefire violations; instruct the Indian forces to respect the ceasefire, in letter and spirit and maintain peace on the LoC,” the statement said. He said that the Indian side should permit UN Military Observer Group in India and Pakistan (UNMOGIP) to play its mandated role as per the UN Security Council resolutions. Escalation has been seen along the LoC since a militant attack on an army center in the Indian-occupied Kashmir killed 19 soldiers on Sept. 18 last year.—DNA

Qatar rejects Saudi-led bloc’s ‘baseless’ allegations DOH A— Qat ar expressed “regret” over the recent statements of the Saudi-led Arab states boycotting it, saying the accusations against Doha of supporting terrorism and interfering in other countries’ internal affairs were “false” and “baseless”. In a joint statement released Wednesday in Cairo, Saudi Arabia, Egypt, the United Arab Emirates and Bahrain voiced their collective “regret” over Qatar’s apparent refusal to meet their 13-point list of demands. Saudi Foreign Minister Adel bin Ahmed alJubeir, for his part, declared that the “political and economic embargo” on Qatar -- first imposed one month ago -- was set to remain in place. He also warned that a raft of “fresh measures” would be taken against Qatar at the “appropriate time”.The four states issued a similar statement on Thursday in Jeddah. “The State of Qatar expressed regret over the content of the two statements issued in Cairo and Jeddah by the four siege

countries and the false accusations included in them that amount to defamation in contradiction with the established foundations of international relations”. “A senior Foreign Ministry source described the statements’ claims about the State of Qatar’s interference in internal affairs of countries and financing terrorism as baseless allegations, noting that the State of Qatar’s position on terrorism is consistent and known for its rejection and condemnation of all forms of terrorism whatever the causes and motives are,” the statement said. It added that Qatar was “an active member committed to international conventions in combating terrorism and its financing at the regional and international levels”. The source also slammed the antiQatar bloc for accusing Doha of leaking the list of demands of the four countries saying “the allegations are baseless and can be refuted with evidence”. Qatar remains ready “to cooperate and review all claims that

do not contradict with the sovereignty of the State of Qatar under the sponsorship of the impartial mediator or whoever the mediator sees appropriate to participate in solving the crisis as part of joint dialogue,” the statement added. The ongoing crisis in inter-Arab relations climaxed on June 5, when Saudi Arabia, the UAE, Bahrain, Egypt and Yemen all abruptly cut diplomatic relations with Doha, accusing it of meddling in their domestic affairs and supporting terrorist groups. Mauritania followed suit shortly afterward, while Jordan downgraded its diplomatic representation in Doha. Saudi Arabia also sealed its land border with Qatar, geographically isolating the tiny Gulf nation. Doha, for its part, strenuously denies that it is a supporter of terrorism, describing the moves to isolate it as “unjustified” and in breach of international law.

Qatar denies funding terrorism

Qatar has dismissed the accusations as baseless that it was financing terrorism. The state news agency quoting a senior foreign ministry source said the State of Qatar’s position on terrorism is consistent and known for its rejection and condemnation of all forms of terrorism. It added that Qatar was ready to cooperate and review all claims that do not contradict its sovereignty. Meanwhile, British foreign minister, Boris Johnson, has arrived in Saudi Arabia in a bid to ease tension in Gulf. At least 21 journalists killed, eighteen missing in Yemen

FPCCI felicitates FBR Chief KARACHI—Zubair F. Tufail, President of the Federation of Pakistan Chambers of Com merce and I ndust r y (FPCCI) on Sat u rday expressed his heart-felt felicitation to Tariq Mahmood Pasha on his appointment as Chairman of the Federal Board of Revenue (FBR), for which he rightly deserved by virtue of his long and versatile experience and excellent track record of success in the field of Inland Revenue and Ministry of Finance. The FPCCI Chief referring to the findings of the World Bank Report, ranking Pakistan’s Tax-to-GDP ratio at 12.4 percent, which is quite low. He hoped that the new incumbent would take long term and short term measures to gradually enhance it to its

actual potential as the low ratio is mother of all economic ills such as higher taxes; tax evasion; thin tax-base; exponential increase in parallel economy; tax deficit of Rs. 3.2 trillion annually etc. He said, “Only 1.2 million returns are filed. This underscores the need to bring all the sectors of the economy in tax-net and whenever the income is generated be taxed with political will as at present manufacturing sector is overly burdened (pay 70.4 percent of total taxes) in comparison to its contribution (20.3 percent) in GDP,” he added. Zubair F. Tufail proposed that FPCCI should be consulted in formulation of the tax policy to ensure its smooth implementation. The FPCCI President urged the

FBR Chief to stop field formation from arbitrary taxation and negative tactics to squeeze the existing taxpayers as was done in the past. “To achieve uphill task to collect Rs. 4 trillion tax set for the current fiscal year (2017-18), tax net must be expanded with tough measures without disturbing existing taxpayers,” he added. The FPCCI Chief was confident that the existing cordial relations between the FPCCI and the FBR would be further enhanced for the benefit of both the stakeholders –FBR and trade & industry- and assured the FBR Chairman of his full support and co-operation for the promotion of tax culture in the country.

Chinese business delegation visits ICCI

Capital to have state-of-the-art IT Park by 2020

ISLA M A BA D —Federal Capital will have Information Technology (IT) Park by 2020 as a new state-of-the-art facility is being established to facilitate the sector. The IT Park, being established under financing from Korea Exim Bank through Economic Development Cooperation Fund (EDCF), spreads over an area of 47.7 acres of land. The cost estimate for first phase is US $ 88.25 million for which loan agreement has already been signed. Sources at Ministry of IT said Software Technology Parks (STPs) are a major factor in facilitating IT companies and play a major role in development of the IT industry. STPs house

IT companies and professionals and act as software factories generating software and IT exports for the country every year. The construction of IT Park is being done in two phases on 14.9 acres of land. It merits mentioned here that work on IT Parks in Lahore and Karachi would also be started soon. Pakistan Software Export Board (PSEB) has leased about 45 acres of land in Chak Shahzad, Islamabad to build state of the art IT Park. PSEB is mandated to facilitate Pakistani IT industry and increase exports of software and services from Pakistan. One of the major functions of PSEB is to set up and operate IT parks and

provide conducive and enabling infrastructure for the development of IT industry. PSEB has been conducting surveys periodically since 2004, the survey results indicate that absence of IT parks as one of the top three concerns of IT industry. Besides providing office space to IT companies, IT Parks are necessary for creating a platform for information exchange and linkage between academia, industry and the government. IT Parks not only prove to be ideal research and development centers but also provide enormous boost to national economy; proven examples include IT parks in China and South Korea.

More terminals in public, private sectors should be established urgently ISLA M A BA D — Federation of Pakistan Chamber of Commerce and Industry (FPCCI) on Sunday said Government’s LNG policy is matchless and perfect which has reduced energy crisis, improved productivity resulting in the provision of jobs. The government implemented its LNG policy well in the time that has reduced energy scarcity in the country and improved confidence of the investors, it said. One LNG terminal is insufficient for the needs of the country, therefore, the government should construct additional terminals on fast track basis while private companies interested in this business should also be facilitated, said Atif Ikram Sheikh, Chairman FPCCI Regional Committee on Industries. He said that Industrial units, power plants, textile industry, fertiliser sector and CNG sector rely on the imported gas while one terminal lacks the capacity to satisfy needs of all the sectors. Moreover, in the case of any fault all the sectors dependent on

imported fuel suffer a lot resulting in heavy losses which call for alternative arrangements, he added. Atif Ikram Sheikh said that recently the sole LNG terminal wasn’t fully operational for few days resulting in the suspension of gas supply in Punjab creating problems for the private sector and the masses. He said that the terminal with a regasification capacity of 600 million cubic feet per day (mmcfd) was not entirely operational and gas supply suspension to four power plants increased power shortfall by 800 megawatts which added to the miseries of the masses in the hot weather. Loadshedding in Lahore was been increased to six hours while the rural areas faced power outages for 10 hours as some of the industry facing suspension of the gas had switched to the electricity which increased their cost of production. He demanded that KarachiLahore LNG pipeline should be completed soon while LNG prices should be negotiated keeping in view of the Gulf crisis which is set to reduce the price of the fuel.

Women directors to more than double in three years ISLAMABAD —In a major break-through for gender diversity in corporate boards in Pakistan, the Secu r ities and Exchange Commission of Pakistan (SECP) has required listed companies to have at least one woman director within three years. This change is being implemented through the revised Code of Corporate Governance under the new Companies Act 2017, which specifies that public interest companies shall have such representation of women directors as specified by the SECP. As a result, the proportion of women directors on listed companies, which are a subset of public interest companies, is expected to jump from 6.4 percent to at least 14.3 percent. At present out of 100 companies included in the KSE 100 index of Pakistan Stock Exchange, 69 companies have no woman director. These include 16 out of the 20 largest listed companies in terms of free-float market capitalization. Overall, the proportion of women directors on the boards of listed companies is only 6.4 percent. It is far below the 17.2 percent representation of women in the country’s parliament and

their 15.8 percent labour force participation rate. It is also much lower than the proportion of women directors in the companies in S&P 500 and FTSE 100, which now ranges from 20 percent to 25 percent. The business case for women d i re ctor s i n Pakistan is no different from that being made elsewhere in the world. It is associated with, though not established as a cause of, better decision making and lower corruption without any compromise on, if not improvement in, the financial performance. There are also legal precedents from both developed (e.g. Norway, Finland, Germany) and developing countries (e.g. Malaysia, India, Kenya) of direct legal intervention to address gender diversity. The Companies Act 2017, a major project of SECP that was promulgated in May 2017 after years of hard work, has brought a range of long term benefits for Pakistan’s corporate sector including ease of doing business, use of information technology, expeditious resolution of corporate disputes, and greater participation of women on corporate boards.

The export of electric fan during first 11 months of current fiscal year, 2016-17 was as higher as compared to the same period of last year. On year-on-year basis, the export of electric fans in May 2017 increased by 1.89 per cent over exports of May 2016. During the period under review the exports of fans were recorded 130,000 units valuing $3.981 million while during May 2016, 276,000 fans worth of $3.915 million were exported.

The Pakistan Electronic Media Regulatory Authority (PEMRA) on Saturday warned cable operators against airing transmission of illegal TV channel Wesal Urdu as it was spreading religious hatred. A PEMRA press release said that the Authority had noticed that a certain TV channel, Wesal Urdu, had been inciting violence and hatred against a certain religious sect. Wesal Urdu, it said, was not a licencee of the PEMRA and no cable operator in Pakistan had been airing its transmission. Strict action as per PEMRA rules would be taken if any cable operator was found involved in airing the illegal channel, it warned. Other state institutions to put their efforts to stop transmission of Asiasat 7 in Pakistan.

Fourth and fifth phases of Prime Minister’s Youth Laptop scheme will begin on Monday and 200,000 laptops will be distributed among students belonging to higher education institutions in the public sector across the country. Students enrolled in PhD, MS, M Phil, Masters and undergraduate courses are eligible to apply. Special quota is reserved for students pursuing two-year or threeyear Diploma of Associate Engineering programmes at government colleges and the students of intermediate, graduate and post-graduate programmes at public sector colleges or universities of FATA and Islamabad Capital Territory.
