North Korea launched a missile at a steep angle, which reached an altitude of 2111km and with a speed of 787km, landing in the sea of west of Japan. North Korea said that it was a test of abilities of a “newly developed ballistic rocket”. Leader Kim Jong-Un personally oversaw the test, it said, and “hugged officials in the field of rocket research, saying that they worked hard to achieve a great thing”. Pakistan strongly favours synergetic partnerships: PM
Prime Minister Nawaz Sharif has said that Pakistan strongly favours cooperation and synergetic partnerships across regions for socio-economic development and human prosperity. He was speaking at the Leaders’ Roundtable on Policy Synergy in Beijing today. The Prime Minister said it is imperative that we appreciate the “Belt and Road” initiative in its proper perspective of interconnected development. It is now turning into the centre of gravity for half of the world’s economies – in Asia, in Africa and in Europe. He pointed out that the initiative is firmly supported by the Asian Infrastructure Investment Bank and the Silk Road Fund. UN Bodies and regional organisations have embraced it, as multiple projects under the “One Belt-One Road” have complementarity. The Prime Minister said as
part of the same initiative under the China-Pakistan Economic Corridor banner, we have made phenomenal progress in a short span of time through active participation in the areas of infrastructure, energy, industrial zones and telecommunications. He, however, said four areas require more focus. First, overall progress should be reviewed as we all stand to benefit from early harvest projects. Second, we need more synergy in our development strategies both at the regional and international levels. Third, this initiative must continue to deliver “win-win” outcomes. Four, we should build on the solid foundations of One Belt One Road to make it a living, growing and organic partnership. Vienna Convention does not apply to a ‘spy’, involved in terror activities” Pakistan has challenged the jurisdiction of International Court of Justice (ICJ) in the case of Indian application regarding conviction of its spy Kulbhushan Yadav. Presenting Pakistani stance, the Director General of South Asia in Foreign Office Dr Muhammad Faisal at ICJ in The Hague, Netherlands, today said under Vien na Convention, hearing of criminal cases does not fall under the purview of the international court. He said Indian Naval Commander Yadav was arrested by Pakistani Forces during an operation in Balochistan province and he has confessed the killing of dozens of innocent Pakistanis. He said the Indian Spy was sentenced to death after fulfilling all necessary legal requirements and he was also given counsel to defend allegations against him. Dr Faisal said that spies do not have any right of counselor access and India did not produce
evidence provided by Pakistan against Yadav in the international court. Dr Faisal said Indian Spy was traveling to Pakistan on fake Indian Passport and India was informed by Pakistan about Yadav’s espionage activities. He said India did not express any reaction on use of fake Passport by its citizen. He said India’s application is misconceived and unnecessary. The International Court of Justice has reserved its verdict regarding Indian application against the conviction of Indian Spy Kulbhushan Yadav by Pakistan. After completion of arguments of both parties the court said that date for the Judgment will be duly communicated. Earlier in his arguments, Pakistani Counsel Khawar Qureshi said India’s allegation regarding kidnap of its spy is not true and he was arrested on Pakistani soil.

Belt & Road initiative ‘Project of Century’ , Chinese President Chinese President Xi Jinping says t he Belt a nd Road Initiative is “a project of the century” that will benefit people across the world. He was addressing the inaugural session of One Belt and One Road Forum for International Cooperation in Beijing. The Chinese President said the project envisions inclusive and sustainable growth and takes into account development needs of different countries and regions for common prosperity. He said China will launch Belt and Road cooperation initiative on trade connectivity together with some sixty countries and international organizations. Xi Jinping said the Initiative focuses not only on the Asian, European and African countries, but is also open to all other nations. Russian President Vladimir

India can’t digest China Pakistan Economic Corridor project: CM Shehbaz
BEIJING, MAY 15, (DNA) – Punjab Chief Minister Shehbaz Sharif on Monday voiced concern over Indian conspiracy, stating that the neighboring country is continuously making ‘failed attempts’ to sabotage China Pakistan Economic Corridor (CPEC) project. “India cannot digest CPEC project,” Shehbaz Sharif said. The chief minister gave these remarks after ten labourers were gunned down in Balochistan while working on link roads to connect outlying towns to the country’s $57-billion Chinese
Belt and Road initiative. The attack on the labourers took place some 20 km from the emerging port city of Gwadar in Baluchistan province that forms the southern hub of the ChinaPakistan Economic Corridor (CPEC). Gwadar’s deep-water port is the exit point for a planned route from China’s far-western Xinjiang region to the Arabian Sea. Earlier on Saturday, Chinese President Xi Jinping met Prime Minister Nawaz Sharif after several agreements were
signed between the two countries and said the construction of CPEC would be pushed forward. “The supplementary projects in and around Pakistan’s Gwadar Port should be steadily advanced and the study on the construction of industrial parks along the corridor facilitated,” state-run Chinese news agency Xinhua quoted Xi as saying. Xi also said that China-Pakistan relations were a priority for Beijing and it was willing to enrich the “all-weather strategic cooperative” partnership with Islamabad.

ISL A M A BA D, M AY 15, (DNA) - Allama Iqbal Open University(AIOU) will hold an international Urdu Conference to promote language and literature as a tool to uphold harmony and understanding among various linguistic groups and civilizations. The first-ever moot at the level of AIOU take place within next two months. It will be the part of the University’s concerted endeavor to provide academic and intellectual input in the efforts of promoting national cause through literary and cultural activities. ISLAMABAD, MAY 15, (DNA) – Special courts for narcotics control on Monday has issued arrest warrant for son of former Prime Minister Yousaf Raza Gilani, Ali Musa Gilani in ephedrine quota case. Special court judge Irum Niazi heard the case and ordered to present Ali Musa in next hearing that is scheduled on May 19. Earlier, the court had indicted A li Mu sa G ila n i, for mer health minister Makhdoom Shahabuddin, helath secretary Khushnod Lashari, former health Director General Asad Hafeez, former Deputy Drug Controller Abdul Sattar Shor wani, Sheik h Nusrat, Anjum Shah and others in the case.
In April 2012, Anti-Narcotics Force (ANF) had submitted a 23-page report before the court formally, naming eight accused Ali Musa Gilani for allegedly allocating 6,500kg of ephedrine to Berlex Lab International in Multan and 2,500kg to Danas Pharma (Pvt) Ltd, Islamabad during 2010 to 2011. ANF officials stated that the accused wanted to export ephedrine to Iraq and Afghanistan whereas 20 other companies were also waiting for allocation of 5,710kg. In September 2012, Ali Musa Gilani was arrested by ANF at Supreme Court’s gate but he was granted bail over surety bonds of Rs 100,000 in July 2012.

T he st rateg y should also “strengthen social and political stability, guarantee dynamic socioeconomic development and improve the people’s life quality,” it said. According to the document, the main challenges
and threats to Russia’s economic secu r it y include attempts of developed countries to use their advantages in economic development and high technology as a tool for global competition. Russia also faces the threat of the use of discriminatory measures against key sectors of its economy, restricted access to foreign financial resources and technologies, and creation of international economic associations without participation of Russia. Internal threats include the vulnerability of the information infrastructure of the Russian financial and banking systems, low rates of economic growth, high crime rates and corruption in the economic sphere.

A three-day anti-polio drive is in progress in different parts of the country. Over two million children will be administered antipolio vaccine in thirty districts of Balochistan.

One should bear in mind that the more our minds wander, the less happy we are .We also become vulnerable to anxiety, stress, depression and reactivity. Mindfulness is a pretty straightforward word. It suggests that the mind is fully attending to what is happening, It is the basic human ability to be fully present, aware of where we are and what we are doing. It is a state of active, open attention on the present. When you are mindful, you observe your thoughts and feelings from a distance, without judging them good or bad. It is the process where ones attention is brought to the internal and external experiences occurring in the present moment which can be developed through the practice of meditation and other training. Research showing that when you train your brain to be mindful, you are actually remodeling the physical structure of your brain. Mindfulness is not a special added thing we do. We already have the capacity to be present, and it doesn’t require us to change who we are. But we can cultivate these innate qualities with simple practices that are scientifically demonstrated to benefit ourselves, our loved ones, our friends and neighbors, the people we work with, and the institutions and organizations we take part in. We practice mindfulness by maintaining a moment-by-moment awareness of our thoughts, feelings, bodily sensations and the surrounding environment. Mindfulness is just a practice. It brings awareness and caring into everything we do—and it cuts down needless stress. Even a little makes our lives better. The aim of mindfulness is not quieting the mind, or attempting to achieve a state of eternal calm. The goal is simple; we are aiming to pay attention to the present moment, without judgement. Mindfulness helps you givin you full attention. There are lots of evidence these days that excess stress causes lots of illnesses and makes other illnesses worse. Mindfulness involves the conscious and deliberate direction of our attention. If we leave it to it’s own devices, our mind habitually wanders away from the present moment. It constantly gets caught up in the replaying the past and the projecting into the future. In other words, we are very rarely fully present in the moment. Mindful attention, however, is completely engaged in the present moment experience . When practicing mindfulness we are not aiming to control or suppress or stop our thoughts.We simply aim to pay attention to our experiences as they arise without judging or labelling them in any way. Mindfulness then allows us to become the watcher of sense perceptions, thoughts and emotions as they arise without getting caught up in them . Over time, mindfulness brings about long-term changes in mood and levels of happiness and wellbeing. Scientific studies have shown that mindfulness not only prevents depression, but that it also positively affects the brain patterns underlying day-to-day anxiety, stress, depression and irritability so that when they arise, they dissolve away again more easily. In essence, mindfulness allows you to catch negative thought patterns before they tip you into a downward spiral. It begins the process of putting you back in control of your life. MEDITATATION PRACTICE. Anyone can do mindfulness practice. There are no barriers. It doesn’t matter how old you are, what your physical ability is. Mindfulness is available to us in every moment, whether through meditations and body scans, or mindful moment practices . You don’t need a meditation cushion or

There are two forms of mindfulness practice. The first is the formal practice of mindfulness, which is commonly referred to as meditation. A meditation practice is commonly done sitting, usually with eyes closed, but can also be done lying down or even walking. Some meditation practices also involve mantra (sound) or movement. The informal practice is the rest of your life! You see, anything we do in daily life with full awareness can be said to be mindfulness practice. In this busy world of ours, the mind is constantly pulled from pillar to post, scattering our thoughts and emotions and leaving us feeling stressed, highly-strung and at times quite anxious. Yet no matter how far we drift away, mindfulness is right there to snap us back to where we are and what we are doing and feeling. If you want to know what mindfulness is, it is best to try it for a while. Most of us don’t have five minutes to sit down and relax, let alone 30 minutes or more for a meditation session. But it is essential for our wellbeing to take a few minutes each day to cultivate mental spaciousness . Mindfulness can be cultivated through proven techniques, particularly seated, walking, standing, and moving meditation (it’s also possible lying down but often leads to sleep). breath in this way allows you to observe your thoughts as they arise in your mind and, little by little, to let go of struggling with them. You come to realise that thoughts come and go of their own accord; that you are not your thoughts. You can watch as they appear in your mind, seemingly from thin air, and watch again as they disappear. You come to the profound understanding that thoughts and feelings (including negative ones) are transient. They come and they go, and ultimately, you have a choice about whether to act on them or not. When we meditate it doesn’t help to fixate on the benefits, but rather to just do the practice. When we are mindful, we reduce stress, enhance performance, gain insight and awareness through observing our own mind, and increase our attention to others’ well-being. This meditation focusses on the breath, not because there is anything special about it, but because the physical sensation of breathing is always there and you can use it as an anchor to the present moment. The most convenient way to mediate is sitting-cross-legged. Breathe silently, yet deeplyinhaling with your nose and exhaling from your mouth. Engage your diaphragm and fill your lungs, but do not force your breath. Notice how your breath feels in your nose, throat, chest and belly as it flows in and out. Count your breaths. Throughout the practice you may find yourself caught up in thoughts, emotions, sounds—wherever your mind goes, simply come back again to the next breath. Even if you only come back once, that’s okay. During meditation see what your legs are doing. If on a cushion, cross your legs comfortably in front of you. If on a chair, rest the bottoms of your feet on the floor. Straighten your upper body—but don’t stiffen. Your spine has natural curvature. Let it be there. Notice what your arms are doing. Situate your upper arms parallel to your upper body. Rest the palms of your hands on your legs wherever it feels most natural. Soften your gaze. Drop your chin a little and let your gaze fall gently downward. It is not necessary to close your eyes. You can simply let what appears before your eyes be there without focusing on it. Feel your breath. Bring your attention to the physical sensation of breathing: the air moving through your nose or mouth, the rising and falling of your belly, or your chest. Notice when your mind wanders from your breath. Inevitably, your attention will leave the breath and wander to other places. Don’t worry. There is no need to block or eliminate thinking. When you notice your mind wandering gently return your attention to the breath. Be kind about your wandering mind. You may find your mind wandering constantly—that is normal, too. Instead of wrestling with your thoughts, practice observing them without reacting. Just sit and pay attention. Come back to your breath over and over again, without judgment or expectation. Meditation begins and ends in the body. It involves taking the time to pay attention to where we are and what is going on, and that starts with being aware of our body. That very act can be calming, since our body has internal rhythms that help it relax if we give it a chance. Be there for a few moments. Relax. Now get up and go about your day. Begin again. When your posture is established, feel your breath, as it goes out and as it goes in. (Some versions of the practice put more emphasis on the outbreath, and for the inbreath you simply leave a spacious pause.). Inevitably, your attention will leave the breath and wander to other places. When you get around to noticing this—in a few seconds, a minute, five minutes—return your attention to the breath. Come back. You go away, you come back. That is the practice. It is often been said that it is very simple, but it is not necessarily easy. The work is to just keep doing it. Results will accrue. This practice is designed to reduce stress, anxiety, and negative emotions, cool yourself down when your temper flares, and sharpen your concentration skills.

NATIONAL MEDIA CHANNELS TO WORK WITH THE
GOVERNMENT TO IMPROVE HEALTH OF THE PEOPLE ISLAMABAD
The Ministry of National Health Services Regulations & Coordination has received support from the Pakistan Electronic Media Regulatory Authority (PEMRA) and national TV and radio stations to support transmission of priority health public service announcements on their channels. The agreement is in line with the Public Service Message ruling within the (PEMRA) Ordinance, Section 20 (e) Act 2007 (amendment), Clause 9, Schedule C of the PEMRA Rules 2009. The ordinance obliges licensees of television stations in Pakistan to allocate up to 10 percent of their air-time to airing of public service messages, including priority health and social welfare programs delivered to communities in Pakistan. Following correspondence
between Ministry of NHS and the PEMRA Chair earlier this year, PEMRA agreed to run the priority tobacco control messages on all national TV and FM radio stations in the country. Saira Afzal Tarar, Minister of State, has said; “This is a historic moment where the national media networks will be working with the government to raise awareness of critical health issues aimed at reducing the considerable burden of death and disease caused by tobacco which results in high rates of cancers, heart disease, chronic obstructive pulmonary diseases, diabetes and strokes. Through the delivery of these messages the media will be giving back to the community through t hei r cor por ate social responsibility.”
The initial pilot communication campaign to launch on all stations called “Sponge.” The public ser vice announcement has already run on national channels through a paid media plan in 2016. The announcement is one of the most powerful tobacco control messages ever made having been successfully pre-tested in the region and now used in health campaigns in more than 20 countries globally. Director, of Tobacco Control Cell stated, “The Tobacco Control Cell is very pleased to see that tobacco control messages have been given a priority with the first pilot campaign for the PSM ruling, given the considerable and rising health care costs to the community from tobacco related diseases. We hope that as a result of monitoring
of this campaign we will be able to show the Supreme Court that national media in the country are indeed acting in good faith in supporting the public by delivering these important health messages.” The Sponge campaign spots will run on all stations in the lead-up to World No Tobacco Day on May 31st. During this time, it is expected that thousands of TV and radio spots will be aired during prime time and off peak periods. Following review of the compliance report by PEMRA and Ministry of NHS, a number of future campaigns are already being planned to tackle the scourge of tobacco and other NCD risk factors given the enormous health care costs and productivity losses to the economy from non-communicable diseases.
I S L A M A B A D , M AY 15, ( DNA) - P resident Pakistan Businessmen and Intellectuals Forum (PBIF), President AKIA, Senior Vice Chai r ma n of t he Businessmen Panel of FPCCI and former provincial minister Mian Zahid Hussain on Monday said existing taxpayers should not be burdened in the upcoming budget. Tax net should be broadened through proper steps as there is no dearth of non-filers in
the country as honest taxpayers should not be penalised, he said. Mian Zahid Hussain said that existing government has increased number of taxpayers from seven hundred thousand to fourteen hundred thousand which is good but needs to be expedited. Broadening tax net will generate funds that could be used to financed social welfare projects for which efforts are needed as harassing the taxpayers to meet revenue
targets is not a good practice. Mian Zahid Husain said that the issues confronting exporters should be addressed while the matter of refunds should be resolved on preference. He noted that provinces have slapped many taxes after the passage of eighteen amendments which has added to the problems of the business community therefore the matter should be resolved by the federal and provincial authorities.
Government is collecting around Rs32 billion under Export Development Fund (EDF) and Rs128 billion have been collected during the last four years but it failed to boost exports. He said that now commerce ministry has decided to reward officials by paying them allowance equal to their salary which is illegal. Reward should be paid only when something has been achieved, he said.
MAJHOI, MAY 15, (DNA) -Accord i ng t o rel iable sources, the tariff for the Neelum-Jhelum hydro-power project (NJHP) could see a decrease in wake of a reduction in re-lending rate. This request was put forward to the concerned authorities by the Water and Power Development Author it y (WAPDA) in which they
petitioned the government to decrease the mark-up on foreign loans as the re-lending for the NJHP project is being provided at high interest rates. It has been lear nt that Economic Affairs Division (EAD) is charging 15pc interest on re-lending to different government organizations, although these loans
are being secured at much lower mark-up from foreign entities. Provinces are being charged a lower mark-up in comparison to that being offered to other government organizations. And for the NJHP project, the government is charging a mark-up of 15pc per year on the re-lending of foreign loans to WAPDA.
This request to reduce the mark-up rate could ensure a decrease in the production cost of electricity from the NJHP project. If the markup rate reduction request is accepted, the cost of electricity per unit could fall to Rs 9.32 per unit from the Rs 13.12 per unit originally estimated

Islamabad, May 15, 2017: The 4th Convention of Federation of Engineering Institutions of Asia & Pacific (FEIAP) is being organized by Pakistan Engineering Council (PEC) today (16th May, 2017) at National University of Science & Technology (NUST), Islamabad. Rana Tanveer Hussain, Federal Mi n ister for Science a nd Technology will be the chief guest for the inaugural session. Engr Jawed Qureshi, Chairman PEC, Engr Zahid Arif, Convener for 4th Convention and Dr. John Chien-Chung Li, President of FEIAP will address the occasion. Around 40 experts in the field of engineering from 14 countries
and local scholars from engineering universities will present their research papers during the one day convention. FEIAP is an international non-profit professional organization founded on 6 July 1978 under the umbrella of UNESCO with the objective to foster cooperation and the exchange of information between its Members and facilitate the exchange of members of engineering institu¬tions between different economies in the region. Pakistan is the first economy evaluated through Peer Review System for recognition of its accredited engineering qualifications in the Asia Pacific region.
Karachi – Along with Sindh Education Minister Jam Mahtab Hussain Dahar and Secretary of Education Abdul Aziz Uqaili, U.S. Consul General Grace Shelton and USAID Deputy Mission Director Denise Herbol today broke ground for school construction in Karachi. Local government representatives, community leaders, teachers and students were also present on the occasion. These schools are being constructed with the support of the United States Government through the Sindh Basic Education Program (SBEP). “The United States Government strongly supports education in Pakistan and we are proud to par tner with the Sindh Government on the construction of 106 schools throughout Sindh,” said Consul Grace Shelton at the ceremony. Jam Mahtab Hussain Dahar, Minister for Education, Sindh expressed his appreciation for the U.S.
Government’s strong support in modernizing education in Sindh. “Education is the utmost priority of the Sindh Government and we are very grateful to USAID for helping us in education reforms, a need of the hour.” The SBEP is constructing up to 106 modern school buildings in eight districts of Sindh. Currently, 12 schools are completed and inaugurated and 11 more are planned to be completed later this year. The project aims to increase and sustain student enrollment in primary, middle and secondary public schools in selected areas of Sindh, with a special focus on bringing back children who have dropped out of schools. Besides construction, SBEP also support the government in piloting the reforms in education, community mobilization, public-private partnerships and improving reading competencies of students in schools.
