Kashmiris struggling for independence from 70 years: FO
Pakistan has reiterated its commitment to eradication of terrorism in all its forms and manifestations. Foreign Office Spokesperson Nafees Zakaria in a statement today (Tuesday) stated that the people of Pakistan have rendered immense sacrifices in both blood and material to end this scourge, which has been acknowledged by the international community. He said the 70 year old indigenous struggle of Kashmiris in the Indian occupied Jammu and Kashmir remains legitimate. He said the gross and systematic violations of human rights of the Kashmiri people in occupied Kashmir have been recorded and reported by independent human rights bodies.

Pakistan warns that new nuclear arms race would set back disarmament efforts
Agencies—Pakistan told the Security Council that declared plans by one nuclear weapons state to expand its nuclear capabilities would renew an arms race and seriously set back global disarmament efforts, says a press release received from London. Speaking in the Security Council debate on ‘Global efforts to prevent the proliferation of weapons of mass destruction by nonState actors’, Pakistan’s Ambassador to the UN, Maleeha Lodhi criticized one of the P-5 states that has vowed to “greatly strengthen and expand nuclear capabilities by outmatching and outlasting potential competitors.” “This “she warned “would renew a nuclear arms race”. Dr Lodhi argued that disarmament and non-proliferation are organically linked and criticized those Nuclear Weapon States that are neither willing to give up their large inventories of nuclear weapons nor their
modernization programmes, even as they pursue nonproliferation with messianic zeal. She also pointed out that grant of discriminatory waivers to some and making exceptions out of power or profit considerations remains a key challenge to non proliferation norms and rules. These “special arrangements”, she warned, carry obvious proliferation risks and open up the possibility of diversion of the material intended for peaceful uses to military purposes, in addition to undermining regional strategic stability. The Pakistani envoy made a strong case for Pakistan’s NSG membership by highlighting her country’s credentials as a credible global partner in international nonproliferation efforts. She expressed Pakistan’s commitment to Security Council resolution 1540 and told the Council that Pakistan has submitted its fifth national implementation report as a manifestation of that
commitment. Ambassador Lodhi called for strengthening of the nonproliferation regime through a transparent, objective and non-discriminatory criteria that ensures equal treatment of non-NPT applicants for the NSG’s membership. The Pakistani envoy emphasized the importance of staying a step ahead of non-State actors, that seek to kill and maim innocent people by using WMDs, especially in view of the rapid advancements in science and technology. And she called for leveraging the cooperative approach abs spirit of national ownership that resolution 1540 engenders. Stressing the importance of supporting member states in need of assistance for implementation of resolution 1540, Ambassador Lodhi expressed Pakistan’s readiness to offer assistance to interested states for capacity building, technical assistance and training in collaboration with the 1540 Committee, in the areas of regulatory infrastructure in export controls and nuclear security, commodity identification training for enforcement officials, training for licensing officers, internal compliance, industry outreach and public awareness raising as well as specialized courses in the field of nuclear safety and nuclear security, CWC-related assistance and protection courses etc.

Qatar says FIFA report vindicates integrity of 2022 bid DOHA—Qatar’s 2022 World Cup organizers have welcomed a long-awaited FIFA report on the race to host the tournament, saying the conclusions represented “a vindication of the integrity” of Doha’s bid. The report, which also investigated the bidding process for the 2018 World Cup, made no suggestion that either Russia or Qatar should lose the right to stage the tournament, despite detailing numerous attempts to influence voting officials. The 430-page report had been
under wraps since being completed by FIFA’s then-ethics investigator Michael Garcia in November 2014. FIFA, football’s global governing body, chose to publish on Tuesday after the document was leaked. “Although we question the timing of the leak, we welcome the publication of the Garcia report,” said Qatar’s Supreme Committee for Delivery and Legacy in a statement. “We believe that the extent of our cooperation with this investigation and the
conclusions drawn represent a vindication of the integrity of our bid.” Russia was awarded the 2018 World Cup and Qatar the 2022 tournament in a single vote in Zurich in December, 2010. Qatar will be the first country in the Middle East to host the tournament. In the report, Garcia wrote that Qatar “may not have met the standards set out in the FIFA code of ethics or the bid rules” but added, in mitigation, that it only was due to its cooperation that the issues were uncovered.
Qatar said earlier this month a rift with fellow Gulf Arab states that includes economic sanctions on Doha has not affected its preparations to host the World Cup, and alternative sources for construction materials had been secured. FIFA has said it is in “regular contact” with Qatar, after Saudi Arabia, Bahrain, the United Arab Emirates and Egypt severed ties with Doha, accusing it of supporting Iran and funding Islamist groups; Qatar denies the charges.

Protests held in cities across India against wave of attacks on Muslims NEW DELHI—Protests were held in cities across India on Wednesday against a wave of attacks on Muslims by mobs that accuse them of killing cows or eating beef. The protests follow the stabbing to death last week of a 16-year-old boy accused of possessing beef on a train. Several people have been arrested. On Tuesday, a man was beaten and his house set on fire by a mob that accused him of slaughtering a cow in eastern Jharkhand state. Waving ‘Not in My Name’ banners and ‘Stop Cow Terrorism’ placards, actors, writers and young mothers cradling babies braved monsoon rains in Mumbai, Kolkata and other cities, while in Delhi a cast of intellectuals and activists were joined by relatives of recent lynching victims. “I feel afraid. I don’t even know if I will be able to reach home safely,” Bashruddin Khandawali, a 24-year-old cousin of Junaid Khan, who was killed last week on the train.
Critics accuse right-wing Hindu groups, some linked to Prime Minister Narendra Modi’s party, of fomenting or not doing enough to stop violence against Muslims and lower-caste Hindus who eat beef or work in the meat and leather industries. Modi denies the accusation and has publicly criticised so-called cow vigilantes. Many Hindus worship the cow as sacred to their religion. Almost all of the 63 attacks since 2010 involving cow-related violence were recorded after Modi and his Hindu nationalist government came to power in 2014, a data journalism website, said in a report. 28 Indians – 24 of them Muslims – have been killed and 124 injured since 2010 in cow-related violence. Modi’s information minister, Venkaiah Naidu, called the killing of Khan ‘atrocious’ and said local authorities must take action.

China says Indian troops’ provocation brings disgrace to themselves BEIJING—Chinese and Indian soldiers are locked in a face-off at the Sikkim section of the China-India border after Indian troops crossed the boundary and entered Chinese territory. Responding to India’s accusation that Chinese soldiers made an incursion into the Indian side to do construction work, the usually low-profile Chinese authorities criticized the Indian side for violating the consensus on border issues and agreements between the two governments, seriously endangering peace along the border areas, said an article published in Global Times on Thursday. The Indian government made no objection to the Sikkim section of the China-India border. Allegations of intrusions along the western section of the ChinaIndia border often emerge, but face-offs in the Sikkim section are rare. The Nathu La Pass in Sikkim was reopened in 2006, because there is no border dispute between China and India over this area. It remains unclear whether this flare-up is the fault of low-level Indian troops or a tentative strategic
move made by the Indian government. Whatever the motive, China must stick to its bottom line. It must force the Indian troops to retreat to the Indian side by all means necessary, and China’s road construction mustn’t be stopped. India’s national confidence has been greatly boosted with its GDP rising to fifth in the world. The fact that the US and West are willing to woo India to counterbalance China has particularly added to Indians’ sense of strategic superiority. Some Indians believe the US and Japan are building a circle to contain China, and India has an advantage over China by choosing whether to join this circle. Therefore, they can indulge themselves on issues including border disputes, while China has no choice but to make concessions. As the China-India borderline hasn’t been demarcated completely and the two countries have a different understanding about the Line of Actual Control, troops from both sides often stray across in some
areas. However, almost all frictions are fed to the Indian media by the Indian military which they hype time and again. China avoids making an issue of border disputes, which has indulged India’s unruly provocations. This time the Indian side needs to be taught the rules. India cannot afford a showdown with China on border issues. It lags far behind China in terms of national strength and the so-called strategic support for it from the US is superficial. China has no desire to confront India. Maintaining friendly ties with New Delhi is Beijing’s basic policy. But this must be based on mutual respect. It’s not time for India to display arrogance toward China. India’s GDP is only one-quarter of China’s and its annual defense budget is just one-third. Having a friendly relationship and cautiously handling border issues with China is its best choice.

South Korean president arrives in Washington
WA S H I N G T O N — South Korea’s President Moon Jae-In arrived in Washington Wednesday on his first overseas trip since taking office, for planned talks with his US counterpart Donald Trump. Moon, who backs engagement with nuclear-armed North Korea, was to meet Thursday with Trump during his first foreign outing since being sworn in last month after a landslide election win. Late Wednesday, he was scheduled to take part in a wreath-laying ceremony at a war memorial in Quantico, Virginia, and later was to attend a summit with Korean and American business leaders. His agenda on Thursday includes meetings with lawmakers on Capitol Hill and an evening visit with the US president and First Lady Melania Trump, including a reception and dinner. On board his flight to the United States, Moon said Seoul and Washington should offer concessions to Pyongyang if it complies with their demands, according to multiple South Korean reports. “Without rewarding North Korea for its bad actions, South Korea and the United States should closely consult what they may give the North in return for a nuclear freeze,” he said. “We should start dialogue with North Korea,” he said, but with conditions, saying that “at least, North Korea should restrain itself from further nuclear and missile tests and promise a nuclear freeze before fullfledged dialogue for nuclear dismantlement can start.” Washington, South Korea’s security guarantor, has more
than 28,000 troops in the country to defend it from its communist neighbor, which has been intensifying missile tests -- including five since Moon’s inauguration. Pyongyang is seeking to develop nuclear-capable ballistic missiles that could reach the continental United States. Trump has been pushing for tougher sanctions against Pyongyang to curb its nuclear ambitions and whose administration has said military action was a possibility. Also expected to be high on the agenda is likely to be a controversial US missile defense system that has been installed in South Korea to guard against missile threats from the North. T h ou g h p a r t s of t h e Terminal High-Altitude Area Defense (THAAD) system are already in place, Moon suspended further deployment following a furious campaign of economic sanctions and diplomatic protests by Beijing against the US missile shield, dealing a blow to Washington’s regional security policy. Officially, the delay is to allow for a new, comprehensive environmental impact assessment, but analysts say the move is a strategic one by Moon to delay the tricky diplomatic situation he inherited. Holding out the prospect of a peace treaty to finally replace the armistice that ended the Korean War in 1953, Moon added: “Together with the nuclear dismantlement would come the establishment of a peace system on the Korean peninsula.”
