NEW DELHI/KOLKATA, OCT 5 (AGENCIES): BJP on Sunday accused the Mamata Banerjee government in West Bengal of turning the state into a safe haven for anti-national and Jihadi activities. Citing the October 2 blast in Burdwan in West Bengal and alleged recovery of IEDs, mobile devices and Jihadi literature from the house of a TMC worker, the party charged the state government with destroying the evidence and not handing it over to the National Investigation Agency (NIA) for probe. The Opposition BJP and CPM demand a probe into the “Trinamool-terror nexus”. BJP Secretary Siddharth Nath Singh alleged that the Burdwan police instead of handing over to the NIA the materials recovered, took away the entire evidence and destroyed it. “Why was the NIA informed almost a day late?” he asked. Posing questions to Banerjee, he sought clarifications on whether or not the house from where the recoveries were made belonged to a TMC cadre. “Did it not have

No knowledge of NBAPF: RALH Staff Reporter DIMAPUR, OCT 5 (NPN): Ralan Area Lotha Hoho (RALH) Sunday said that it had no knowledge on the formation of a group under the name and style of Nagaland Border Areas Protection Force (NBAPF). Speaking to Nagaland Post, RALH chairman Hayithung while not ruling out the possibility of the formation of such a group asserted that that NBAPF was “not in Ralan area.” He added that RALH was also trying to ascertain the existence of the group. NBAPF was formed recently with the aim of protecting land owned by Nagas in the inter-state border areas. While accusing the state government of “complacent attitude” in protecting the ancestral land of the Nagas, NBAPF had said that it would by “any means, even at the cost of our lives” protect the land of the Nagas. NBAPF warned “illegal encroachers” especially Illegal Bangladeshi Immigrants (IBIs) and Adivasis to immediately leave” Naga owned land or “face consequences”. Meanwhile, when asked on the condition of the displaced Lotha Nagas in Ralan area, Hayithung said the Adivasis have been “forcefully” settled in Ralan area assisted by Assam government.

Superintendent of Police SMH Mirza said the two women- Rajira Bibi alias Rumi hailing from Karimpur in Nadia and Amina Bibi hailing from Lalbagh in Murshidabad were arrested from Khargragarh Sunday morning. Police sources said 55 IEDs were seized along with RDX, several wrist watch dials, maps and SIM cards. Some half-burnt books were in Arabic, say police sources. Security agencies believe that since the militants were already assembling IEDs, they planned to hit an Indian city in a few days. NIA, IB and other central agencies are already in Burdwan but say they are getting no cooperation from the state police. Local cops are accused of trying to hush up the blast. They destroyed the seized IEDs, bombs and explosives on Friday before central investigators could arrive. SP SMH Meerza claimed those dead did not

have any criminal antecedents and that the bombs were crude socket-bombs. But CID inspector Amar Kumar Mondal, who led the bomb squad, said he defused 55 IEDs and RDX. While Shakeel Ahmed from Nadia was killed on the spot, East Midnapore’s Shobhan Mondal died in hospital. Hasan Saheb of Murshidabad is in critical condition. Shakeel’s widow Rumi Biwi and Hasan’s wife Amina Biwi have been detained along with landlord and Trinamool leader Nurul Hasan Choudhury. The ruling Trinamool Congress is in a tight spot because the house served as its local party office. Trinamool leader Nurul Hasan has told police that he had given the first floor on rent to Shakeel Ahmed for Rs 18,000 three months ago and claims he does not know the others. West Bengal government Sunday clarified that a probe into explosion in Burdwan district was being carried out as per standard norms and rubbished allegations that West Bengal Police was destroying evidences and hindering investigation.

ECI to revise photo electoral rolls AGARTALA, OCT 5 (IANS): Election Commission of India (ECI) has ordered all states to do a special summary revision of photo electoral rolls with Jan 1, 2015 as the qualifying date to get enrolled, an official said Sunday. “The special summary revision would not be held in Maharashtra, Haryana, Jharkhand and Jammu and Kashmir” in view of upcoming assembly polls, an Election Commission official told IANS here. To make the voters’ list error free, an intensive training to electoral registration officers, assistant electoral registration officers and booth level officers would be given in their states. “Senior officials would supervise the training,” the official added. A massive campaign involving booth level agents of all recognised parties would be carried out so that no eligible person fails to get enrolled.

KU withdraws ban on coal extraction DIMAPUR, OCT 5 (NPN): Konyak Union (KU) has revoked the proposed “total ban” on extraction of coal from mines under Mon district. The ban was to be enforced with effect from October, 2014. I n a p r e s s r e l e a s e, Konyak Union president S. Manlip Konyak and general secretary Y. Hosea Konyak informed that the decision to revoke the proposed ban was decided after a thorough deliberation on issues pertaining to illegal coal mining by the Konyak Union advisory board during a meeting held on October 2. During the meeting, it was decided that coal extraction could resume under legal mining system by those possessing Coal Mine License (CML) or Mining Lease (ML) based on KU constitutions and Article No. 17 (to protect and improve the natural environment).

DIMAPUR, OCT 5 (NPN): Action Committee on Ralan Issue (ACRI) visited the affected area and made an on the spot assessment of the prevailing situation in the area. The committee comprising of a convener, advisor, co-convener and five executive members including chairman LHD and SDO (civil) Ralan made the visit on October 3. After the visit, the committee has now reported that along the Bokajan-Wokha road from Yanpha village, every 200-250 meters SSB/CRBF pickets with 3 to 5 personnel were in position and several new Assam Police Armed posts

had been set-up after the Ralan incident. The committee said along the road from Tontongo junction in Bokajan-Wokha road to Liphayan on Governor’s Camp, presence of neutral forces (SSB/CRPF) was found highly concentrated and there were pickets along the road every 200-250 meters. Houses and granaries destroyed and burned during the recent incident were not yet reconstructed on either side of the road. DIMAPUR, OCT 5 (NPN): Expressing dismay over the deplorable road condition leading to Wangkhao College and Indusrial Training Institute (IIT), Konyak Student’s Union (KSU) demanded immediate construction of a black topped road. In a statement, KSU president Loungai Wangnao reminded that the union had made the appeal in the past to the district administration but instead, the condition of the road deteriorated to such a state, that students find it difficult to reach their college even by bus. KSU also expressed dismay over the manner in which the road was being supervised, executed and implemented. It said that neither the construction works were carried out as per the DPR nor did the government investigated its mismanagement. It said despite the condition, completion certificate was issued and cautioned that such corrupt practices would not be tolerated. While stressing on the importance of the two most important institutions -Wangkhao College and ITI, Mon- KSU said these were assets for the entire Konyak community in Mon district. KSU said the issue should be jointly addressed by all the 9 (nine) Konyak Members of the legislative assembly and appealed to them to “retrospect and introspect” on the condition. The union also appreciated DPDB for positive response by initiating temporary maintenance by filling the potholes on a temporary basis which would last till the dry season. T.R Zeliang hopes NDA will induct Neiphiu Rio Raymond Kharmujai KOHIMA, OCT 5 (NPN): Nagaland chief minister T.R. Zeliang has said that former chief minister Neiphiu Rio could be a “good ambassador” and hoped that New Delhi will respect the former chief minister who is currently the Lok Sabha MP from the state. Here is an excerpt from an exclusive interview with Zeliang held recently. Q. While Rio decided to move to national politics, do you think, you could have been better off in New Delhi? Ans: Actually, I have not chosen by myself to go as M.P. but the party members decided that I should go as MP, so I did not complete my tenure, but 4 and half years I was there and during my tenure as MP, I have learned lot. I have learnt many new things which we have never done in the state. So we came to know who our leaders were

and we come to what is our size, and what we should do. All these we leaned lot. But coming back to the State also but party people decided that I should come back so that we can have a smooth functioning in the State. So at the request of the party, before I complete the tenure, I came back and contested in Election 2008 and fortunately I won the election. So I resigned as MP and I continued here as Minister for Planning, Geology and Mining. I was quite comfortable but now that Rio is in Delhi, we thought that he can perform better, with a lot of experience in the state, 3 times as the chief minister. So sending him was not decided by the party or anybody, but he himself decided that he will go. So we agreed upon the proposal and we believe that he can be a good ambassador with all his experience that he has acquired from the state. So we hope that he can perform better and hope that being the former

chief minister, Delhi will also respect him. Q. How are you going to address issues of the state? Ans: Regarding this deficit, Rs. 1234 crore deficit, was mainly due to these adverse recommendations of the 13th Finance Commission, which was not realistic. For example, we have got government employees more than 1 lakh and its about 65% of the total expenditure, government employees salary, whereas 13th Finance Commission recommendation was that no State should cross 35% total expenditure on revenue on Government employees salary from the total expenditure, so this is practically impossible for us to bring down to 35%. So our expenditure remains as it is and they have determined 35%, so the gap, a huge gap has developed. So we could not bridge the gap on our own resource. So deficit was land into such a huge deficit, but now we have high hope that

proper verification and justifications. KU informed that if any village council decided to issue NOC in their respective jurisdiction, a photocopy of the NOC issued to the contractor should be submitted to KU office. The union also disclosed that there would be surprise check at any place or designated gate from time to time. Further, Konyak Union said all village council chairmen/contractors should follow the mining rules. However, if re-filling and re-plantations at the mining sites were not implemented properly, the village council authority would be held responsible and as penalty, a certain amount would be deducted from any flagship programmes for the village like MNREGA with the approval of the district administration and responsible department. The amount would be used for rehabilitations of the affected areas.

LONDON, OCT 5 (AGENCIES): Governments are illprepared to combat the looming threat of “online murder” as cybercriminals exploit internet technology to target victims, the European policing agency warned. In its most alarming assessment of the physical danger posed by online crime, Europol said it expected a rise in “injury and possible deaths” caused by computer attacks on critical safety equipment. Police forensic techniques need to “adapt and grow” to address the dangers posed by the so-called “Internet of Everything” — a new era of technological interconnectedness in which everything from garage doors to hospital health systems will be linked and controlled through computer networks. The concept is behind the likely development of smart homes, cars and even cities, but police warned that the failure to protect devices properly could see them open to being hacked by outsiders to make money or

that, but I hope everything will be ok, because we are doing as per the Constitution of India, in line with Article 371 A of the Constitution, so people, slowly people should understand, people should cooperate. Then the moment we start producing Oil, I think that could ease out some of our problems. And in other areas like, taxation, like levy of taxation, that also we are streamlining, because government is not getting what we are supposed to get. So in the market now, every shop we are making that computer system compulsory, we think that collection of revenue to taxes will also improve. And revenue stamp, stamp papers that also we are streamlining, we will try to identify the circle wise, and the fix the rate of the purchase and sale of land, so that government will get what is due by us. Assam government is said to assisting the tenants with building materials, food and had even extended financial help of Rs 50,000/- (rupees fifty thousand) per tenant. However, Nagaland government had not extended any assistance till date, said the committee.

ACRI said the urgent need and demand of the affected people was to provide enough state security forces (NAP/IRB) so as to enable them to return to their villages at the earliest. This was urgently required as paddy harvesting season was approaching. The action committee opined that there was strong apprehension that Nagaland government had failed to address the problems. Governor extends Id-ul-Zuha greetings

DIMAPUR, OCT 5 (NPN): Governor P.B Acharya has extended Id-ul-Zuha greetings to the Muslim community of Nagaland. In his message, Achraya said “Id-ul-Zuha is a festival that remembers the supreme sacrifice of Prophet Ibrahim and is celebrated by the Muslim community with traditional enthusiasm and gaiety in India and the world”. He hoped that the festival inspire all to work for an “eternal peace, burying our differences and animosities”. CM, Kropol condole demise of Sahu Yiese

DIMAPUR, OCT 5 (NPN): Nagaland chief minister T.R. Zeliang has condoled the demise of director of printing & stationary Sahu Yiese Sunday morning after a brief illness. In a condolence message, Zeliang said Yiese was a dedicated and hard working officer who had made immense contributions towards modernization of the department. He held various positions in the department and rose to the rank of additional director and HoD, said Zeliang. Zeliang said the late Yiese was “warm hearted and a very sociable person” who would be fondly remembered by all those who knew him. The chief minister on behalf of the government offered condolences to all family members and prayed that God would grant them strength at this hour of grief. Kropol: Parliamentary Secretary for printing & stationery Er. Kropol Vitsu has also expressed shock on hearing the untimely demise of Sahu Yiese. Kropol said Sahu Yiese was a sincere, dedicated and efficient officer. In his demise a vacuum has been created for the department which would be difficult to fill up, he said. “His care and good deeds rendered to the department will be cherished by one and all in the days to come”, said Kropol. The parliamentary secretary offered on behalf of the department conveyed deepest condolence to the bereaved family and prayed that the Almighty God grant strength and solace to them.

Blast in Wokha town; orgns condemn

DIMAPUR, OCT 5 (NPN): A bomb blast was reportedly triggered in Zuvotong colony Sunday around 1.30 a.m. damaging properties and a vehicle. Meanwhile, Zuvotong Colony Union (ZCU) and Zuvotong Colony Youth Organisation (ZCYO) have vehemently condemned the “dreadful bomb blast near the residence of Zuvotong Colony Union, vice chairman William Patton. In a press release, ZCU chairman Robin Humtsoe and ZCYO president Chumchamo R. Ovung said the blast “damaged the building and a vehicle (bolero)”. The organizations said creating such kind of fear psychosis in the mind of the innocent publics was highly intolerable and condemnable by all. The two bodies appealed to the law enforcing agencies to take the matter seriously and investigate the case at the earliest.

DUCCCF appeals Urban Development deptt

DIMAPUR, OCT 5 (NPN): Dimapur Urban Colonies Council Chairmen Federation (DUCCCF) has lauded the Urban Development Department (UDD), Nagaland for taking steps for in-situ up-gradation of houses and infrastructure in Dimapur town under Integrated Housing & Slum Development Programme. In a press release, DUCCCF media cell also appealed the UDD to direct the members of the ward committee to consult the colonies chairmen while identifying and selecting the genuine beneficiaries. This would enable the department for proper selection of beneficiaries and successful implementation of the project, said DUCCC. The federation said it would endeavour to bring development in the urban area and render its service to UDD for successful execution of developmental work. K Y M C
