TASGAON (MAHARASHTRA), OCT 5 (PTI): Prime Minister Narendra Modi today said he will not a utter a word against estranged BJP ally Shiv Sena during the campaign for the October 15 Maharashtra polls as a mark of respect to Bal Thackeray. On the second day of his poll campaign in Maharashtra, Modi launched a blistering attack on NCP chief Sharad Pawar, saying he lacks the qualities of Maratha leader Shivaji and “failed” to address the water woes of the people of the state as Chief Minister and Agriculture Minister. Talking about BJP’s estranged ally Sena, he said, “Political pundits are saying why is Modi not criticising Shiv Sena in his speeches (during poll campaign). This is the first election in absence of
late Bal Thackeray, for whom I have great respect. I have decided not to utter a single word against Shiv Sena. This is my tribute to Balasaheb Thackeray”. “There are some things which are above politics... There are feelings. Not everything should be linked to politics,” the 64-year-old BJP leader said addressing a poll rally at Tasgaon in Sangli district of western Maharashtra, from where former state Home Minister R R Patil is NCP nominee. BJP has fielded former Congress MLA Ajit Ghorpade against Patil for this key poll battle in Maharashtra. Modi, who began his speech in Marathi, launched a scathing on Pawar for his comments about Shivaji “plunder-
ing” the treasury of Surat. “Pawar’s statement has hurt me deeply. You don’t have knowledge of history. Gujarat was part of Maharashtra prior to its formation in 1960. We have considered Maharashtra as big brother,” he said. “We never thought what you said. I want to ask Pawar: you speak of Shivaji. It was the Vajpayee government which named Mumbai airport after Shivaji. You were CM but did not think of it. Even Victoria Terminus was named Chhatrapati Shivaji Terminus by Vajpayee government,” the PM said. “There is no chance of you (Pawar) getting Shivaji’s qualities in your character. But as agriculture minister, had you implemented Shivaji’s water management techniques, farmers of Maharashtra would not have committed suicide,” he said. “I am amazed. Pawar was the Union Agriculture Minister. But in his Maharashtra, around 3,700 farmers commit suicide every year,” Modi said. “It does not befit Pawar to talk of Shivaji. The statue of Shivaji in Surat is much bigger than the one in your Baramati (Pawar’s constituency in western Maharashtra,” he said. “Stop challenging our ‘Shiv bhakti’,” he said. At a recent poll rally, Pawar had attacked the BJP, saying that the people who had termed Chhatrapati Shivaji Maharaj a ‘looter’ were invok-
ing the warrior king to seek votes. “They never even celebrated Shiv Jayanti and suddenly they have realised the importance of Shivaji Maharaj. All this is for votes only. BJP is well aware that it would not be able to reach out to the masses using its so-called icons and that’s why is using Shivaji Maharaj’s name and seeking people’s blessings,” Pawar had said. Seeking a decisive mandate from Maharashtra’s voters, he said, “You have trusted me and my words and given us victory in Lok Sabha. I salute you.” “When BJP decided to make me PM nominee, I came to the Raigad Fort in Maharashtra and paid obeisance at Shivaji’s samadhi. I prayed that I also should get the strength to serve people of India,” he said.Attacking the Congress and NCP, Modi said both are of the same mould as far as corruption is concerned. “These are the people who robbed Kargil widows of their homes and jobs from youth. They have destroyed Maharashtra,” he said. “Do you want to get Maharashtra out of the morass of corruption? I am willing to take responsibility, but elect a government with full majority,” he said. “Congress did not give account of 60 years of rule but it seeks from us the account of 60 days in office,” Modi said. Had the UPA government
completed work on Narmada project, Maharashtra would have got free electricity worth Rs 400 crore per year, he said. “Why are sugar mills in Maharashtra closed?” he asked. “The Amul success story of Gujarat is now globally famous but you made sugar mills hub of politics,” he said. Modi began his speech by hailing Chhatrapati Shivaji and paid tributes to Ganesh and Piroba deities. “Sangli, sarvat changli (Sangli is the best of all),” he said. “I am a kaamdar (worker) among all these amdars and khasdars (MLAs and MPs),” Modi said. “India is shining in the US not because of Modi, but because of the 125 crore people. This is the power of full majority,” he said. Modi said he had asked officials to check how much percentage of natural fruit could be put in soft drinks. “This will ensure that fruits produced by farmers don’t rot,” he said. “I am going ahead with the ‘Make In India’ mantra so that youth get jobs. India is marching ahead. Now, people of Maharashtra have to decide and elect BJP government with full majority,” he said. Modi concluded his speech with an appeal to the crowd to leave the rally venue only after making sure that the ground was free of litter. He also spoke of the Swachh Bharat campaign aimed at creating a ‘Clean India’.
NEW DELHI/RANCHI, O C T 5 ( I A N S ) : Fo r m e r Jharkhand minister and Congress legislator Yogendra Sao has been arrested in New Delhi for alleged links with Maoist guerrillas, police said Sunday. “Sao was arrested by a CID team with the help of Delhi Police from a house in Subhash Nagar on Saturday night. He will be brought to Ranchi on transit remand,” police spokesman Anurag Gupta told reporters in Delhi. Gupta said a Criminal Investigation Department (CID) team was camping in New Delhi. A Hazaribagh court last month issued an arrest warrant against Sao over his alleged links with the rebels. Sao, 50, resigned from the cabinet over the issue last month. H e a l l e ge d ly r a i s e d two criminal organisations -- Jharkhand Tiger, a group linked to the Maoists, and Jharkhand Bachao Andolan. A police official said that till now, 11 members of these organisations have been arrested for their involvement in several heinous cases in Jharkhand. Police last month arrested five members of Jharkhand Tiger group in Hazaribagh. Police sources said those nabbed have admitted that the groups were raised with Sao’s support. They also revealed that Sao was providing arms, ammunition and vehicles for committing murders besides carrying out extortions and kidnappings for ransom.
NAGPUR, OCT 5 (AGENCIES): Defending the live telecast by Doordarshan of RSS chief Mohan Bhagwat’s address on Dussehra, Union Information and Broadcasting Minister Prakash Javdekar on Sunday said the Government wants to instill professionalism. The hour-long broadcast on October 3 by DD for the first time of an RSS function had stoked a row with Congress and CPI (M) attacking the government for “misuse” of the state broadcaster while BJP defended it saying RSS genuinely contributed to patriotism and always patronized ‘justice to all’ philosophy. “Doordarshan is an autonomous organization and we want to instill professionalism. Therefore, there is nothing wrong and no interference in its functioning,” Javdekar said in reply to a question at a press conference here today. Dismissing criticism by the Congress and Left parties over the issue, he said, “We have lifted ban on DD.” Javadekar asked as to why it was not telecast live all these years. “When other private channels are also showing live the annual speech of RSS Sarsanghchalak Bhagwat, what is wrong in DD also showing it,” he said. Bhagwat had at a customary function on Dussehra described Hindutva as the country’s “national identity” and the “thread of unity”

BJP condemns Pakistan for ceasefire violations
NEW DELHI, OCT 5 (PTI): BJP on Sunday condemned the firing by Pakistan at Indian posts along the Line of Control (LoC) and said the defence forces have been tasked to give an appropriate reply. “We condemn this. Whatever is needed to be done, it is left to the defence forces,” Union Minister Ravi Shankar Prasad said here when asked about the cross-border firing by Pakistan. Violating the ceasefire for the 10th time this month, Pakistani troops today opened heavy fire on Indian posts along the LoC in Poonch district of Jammu and Kashmir. Army troops guarding the borderline with Pakistan effectively responded to the firing. Noting that Pakistan has internal problems, Prasad said, “India is leading under Narendra Modi’s leadership and Pakistan is frustrated because of this. Internal problems have also frustrated Pakistan.” Asked about former Pakistan president Pervez Musharraf ’s recent statement blaming India for ceasefire violations, he said, “Musharraf is not taken seriously in his own country, so you should not take him seriously also.”

MUMBAI, OCT 5 (PTI): Call it “Gandhigiri” or a response to the Prime Minister’s cleanliness campaign, ShiV Sena workers Sunday cleaned the Mahalaxmi racecourse ground where Prime Minister Narendra Modi addressed poll rally last night. Sena corporator Arun Dudhwadkar was on his routine morning walk today when he noticed the garbage at the rally ground, party officials said. Dudhwadkar immediately asked Sena workers to reach the ground and clean the area, they said. Accordingly, Sena workers arrived with brooms and buckets and cleaned the ground, collecting leftover water bottles and campaign flags and banners. The 25-year-old BJP-Shiv Sena alliance split 10 days back amid deadlock over seat-sharing for the October 15 Maharashtra Assembly polls. State BJP leaders had announced severing of ties between the two parties, blaming Shiv Sena’s “inflexibility” for it. BJP leaders had said the party would not criticise Sena during the poll campaign.
Ambedkar’s supporters seek PM’s help to acquire property in UK
LONDON, OCT 5 (PTI): Supporters of Dr B R Ambedkar have sought Prime Minister Narendra Modi’s intervention to acquire a residential property in London, where the architect of India’s Constitution lived during the 1920s, and convert it into a memorial dedicated to him. The Federation of Ambedkarite and Buddhist Organisations, UK, which had sought 4 million pounds (40 crore rupees) grant from Maharashtra Government to acquire the property is yet to hear a final word and with the imposition of the President’s Rule in the state “only the Prime Minister Narendra Modi can salvage the situation with prompt intervention,” Arun Kumar, General Secretary of the Federation said last night. Kumar said, “unless a decision is made quickly, we may not get the property as another credible buyer has come forward to acquire?the property... At the moment, the estate agent acting on behalf of the seller is holding this property for us.?If we don’t get confirmation from the government, he would not be able to hold?on to it for a long time.” The total cost includes the current asking price for the 2,050 sq ft property on King Henry’s Road here as advertised at 3.1 million pounds, an estimated 2,17,000 pounds as stamp duty, legal costs, house insurance costs and necessary renovations to the property. “The proposed memorial would help the Indian students particularly from the poorer sections coming to the UK for higher studies to stay.?It would be a lasting memorial to the great visionary and dalit leader for years to come,” he said.
NEW DELHI, OCT 5 (PTI): Hitting back at Sonia Gandhi for criticising Modi dispensation’s 100 days rule, BJP on Sunday said the party has given a working government to the country with a strong Prime Minister and that the Congress president’s speech writers have “not done their home work properly”. Taking on Narendra Modi, Gandhi had on Saturday accused him of trying to “show off ” as if everything has been done only after his government came to power and asked the Prime Minister what happened to his promise of bringing back the black money stashed abroad. Reacting to Gandhi’s attack, Union Minister and BJP leader Ravi Shankar Prasad said, “I am pained to say that even after remaining out of power, Soniaji speech writers

EPFO members to access Draft report on ID card for Persons with Disabilities complete accounts real time
NEW DELHI, OCT 5 (IANS): Nearly 50 million members of Employees’ Provident Fund Organisation (EPFO) will be able to access their PF accounts online on real time basis by mid-October, an official said Sunday. EPFO subscribers would be able to access their permanent or universal account numbers (UANs) through a dedicated members’ web portal likely to be launched by Prime Minister Narendra Modi Oct 16, the official told IANS. Oct 15 is the deadline for companies to submit their employees’ core banking account number with IFSC code of the bank branch to EPFO to facilitate allotment of a universal PF account number and payments to subscribers. UAN will give the facility of collation of ac-
counts, viewing of updated accounts as well as downloading the same and collation of pensionable service. It will be portable throughout the working career of members and can be used anywhere in India. Thus, workers in the organised sector would not need to apply for transfer of PF account claim on changing jobs. In August, EPFO decided to retain 8.75 percent interest rate on Provident Fund deposits for its nearly 50 million subscribers in 2014-15 and employed in 430,000 companies. According to EPFO, it has already captured bank account details of over 20 million employees, PAN details of nearly 10 million and Aadhar numbership in respect of 3.54 million workers.
NEW DELHI, OCT 4 (PTI): Inching closer to the ambitious project of issuing Unique Disability Identification Card for Persons with Disabilities, the Department of Disability Affairs has released the draft Detailed Project Report for this purpose. The initiative by the department, functioning under the Ministry of Social Justice and Empowerment, would eliminate the hassles of differently-abled people to carry their disability certificates for different purposes, as details about the type of disabilities that they suffer would be made available in a smart card. The smart card would also have data like disability percentage, personal details, identity, employment details, education details and
bank account number of the person. This is a huge relief for physically challenged people in the light of paucity of authorised persons, who are required to issue disability certificates in different parts of the country. “The number of disability certificate issuing authorities is not adequate as compared to number of physically challenged persons in the country which affects in issuing of disability certificate. Currently only 20-30 per cent of disabled persons have disability certificates,” the draft says. It is also proposed that the UDID card be accepted as the Disability Certificate. “As a result, the Persons with Disabilities (PwDs) will not need to make multiple
Fair and efficient probe can curb corruption: Delhi court NEW DELHI, OCT 5 (IANS): Only a “fair and efficient probe through field investigation” can curb corruption, a court here has said while acquitting two accused in a graft case for want of evidence. “However, the single most important factor directly affecting the efficacy of the Prevention of Corruption Act in fulfilling the objective of curbing corruption is the need of a fair, honest, efficient and thorough field investigation,” Special Judge Alok Agarwal said in a recent judgment that has only now been made available. “Field investigation lays the foundation on which the edifice of trial is to be erected,” he said. He further said that a missing link or a fragile one, left in the foundation, especially, if detected late, is usually “not re-inforceable”. “The resulting crash is
all the more agonising because time and resources spent in the meanwhile cannot be retrieved,” Agarwal said. The court’s ruling came last week while acquitting P. Dasgupta, then the deputy drug controller general of India, and J.K. Singh, chairman, 21st Century Finance Ltd, who also owns Mesco Laboratories Ltd., a pharmaceutical company. According to the Central Bureau of Investigation (CBI), J.K. Singh and Dasgupta had direct official dealings. It further said that Dasgupta had approved the issuance of a licence to Mesco Laboratories to import raw material from West Germany during 199192 and from Vietnam during 1992-93. The CBI said that during investigations it was found that Dasgupta obtained farm land in Gurgaon in the name of his dependent daughter from Ansal Properties and
Industries Ltd. on payment of Rs.9.90 lakh which was made by 21st Century Finance. The court framed charges in November 2007 against Dasgupta for criminal misconduct and J.K. Singh under provisions of the Prevention of Corruption Act. Both accused had pleaded not guilty. The prosecution named 15 witnesses to support its case. The court observed that no incriminating evidence was found against the accused during the examination of the witnesses. It noted that Dasgupta was a public servant at the time and in that capacity had official dealings with Mesco Laboratories. “However, there is absolutely no evidence on record to show that he (Dasgupta) had ever met the chairman of that company or even that he knew who the chairman
was. He, being a deputy drugs controller at that time, was concerned with the technical requirement for approving import of a drug or its raw material; and the composition of its board of directors could not have been his concern,” the court said. The court added that prosecution has failed to prove that Dasgupta ever knew J.K. Singh. “This is because of the missing link of any relation between the two of them whether personal or professional,” the court said. “This link could have been established only in field investigation, which the investigating officer has failed to do.” “No overt act has been attributed to accused Dasgupta in demanding or accepting or agreeing to accept any valuable thing from accused Singh or in fact, from any other person,” the court said.

The 2011 Census also notes that Persons with locomotive disability form the largest chunk with 20.3 per cent of the total disabled population followed by hearing impaired with 18.9 percent, visually impaired with 18.8 per cent, speech impaired with 7.5 per cent, mentally retarded with 5.6 per cent, mentally ill with 2.7 per cent and multiple disabled with 7.9 per cent. While 69 per cent of the persons with disability live in rural areas and 31 per cent are in the urban areas.
