of the party (BJP) in power” by “misuse” of government machinery and personnel. “The telecast/broadcast of such a politically-motivated programme on Doordarshan and All India Radio is an abuse of authority. Such telecast/broadcasts are totally prohibited. “Modi has misused the official machinery to further the prospects of BJP in Haryana and Maharashtra in utter disregard and violation of the model code of conduct as also the guidelines on telecast and broadcast,” Congress said as it sought “immediate stern action” against the prime minister and his party. Assembly polls in Haryana and Maharashtra are due on Oct. 15.

After Mahatma, Modi ropes in Nehru, Indira for ‘Clean India’ NEW DELHI, OCT 6 (AGENCIES): In what would add to Congress’ discomfort over what is being termed as attempts to usurp its ‘legacy’ , Prime Minister Narendra Modi has announced that the government will run cleanliness campaign in every school from Nov 14 (Pt Nehru’s birth anniversary) to Nov 19 when the nation will celebrate the birth anniversary of Indira Gandhi. Speaking at an election rally in Hissar in Haryana, Modi said, “On Nov 14 when we celebrate the 125th Birth Anniversary of Pt. Nehru all the schools should be given lessons on cleanliness.” “Government will run cleanliness campaign in every school, anganwadi from Nov 14 till Nov 19, the birth anniversary of Smt. Indira Gandhi,” he said. Taking a dig at the Congress, Modi added, “Now that Congress has nothing to do, I urge them also to join the cleanliness drive.” The latest move by PM Modi would put the Congress at greater unease given its discomfort with what is being construed as attempts to usurp the ‘legacy’ of party’s greatest icons. Earlier, the Congress had

said that the ‘Swachh Bharat Mission’ could be reduced to a mere photo opportunity if it is not implemented as a “serious, tangible and real” concept. “Swachh Bharat is a concept, which is unexceptionable. How can you oppose something, which is axiomatically virtuous? But what matters is the implementation. Swachh Bharat is not going to happen because we do photo opportunities, not going to happen because once a year, ministers pick up brooms while a whole mela watches,” party spokesperson Abhishek Singhvi said. Reminding that Mahatma Gandhi used to clean his toilet himself and that too not just once a year, Singhvi said unless the Government makes it “serious, tangible and real” and makes it a “24×7 concept” by providing sewerage, sanitation, “it will remain a photo opportunity and a lot of hullabaloo and a very little substance”. Former union minister Rajiv Shukla also requested Prime Minister Narendra Modi to ensure that the drive is a continuous process. “It’s not that it should be there only for one, two or three days.

Chopper deal: Khaitan remanded in judicial custody

N EW D ELHI , O C T 6 (IANS): Businessman Gautam Khaitan, arrested for graft in the Ahusta Westland chopper deal, was remanded in judicial custody till Tuesday, a lawyer said Monday. Duty Metropolitan Magistrate Snigdha Sarvaria Sunday sent Khaitan to two days’ judicial custody after the Enforcement Directorate (ED) told her that he is not required for further police custody. He was presented in court after expiry of his fiveday police custody. Khaitan, who was on the board of Chandigarhbased company Aeromatrix, was arrested after the agency conducted a search of his premises Sep 22. He was arrested the next day. The supply of 12 VVIP helicopters from British firm AgustaWestland came under scrutiny after Italian authorities alleged that the company paid a bribe to clinch the deal. India Jan 1 terminated the Rs.3,600 crore (about $770 million) deal with AgustaWestland, inked in February 2010 for supplying the helicopters to the Indian Air Force, over the kickbacks allegations. India had paid 45 percent of the total contract value for the choppers, meant to ferry the president, the prime minister and other VIPs. The ED had registered a case in this deal in July 2013 under the Prevention of Money Laundering Act (PMLA).

It had booked former Indian Air Force chief Air Marshal S.P. Tyagi along with foreign nationals Carlo Gerosa, Christian Michel and Guido Haschke. It had also booked AgustaWestland, its parent company Italy-based Finmeccanica, Chandigarh-based IDS Infotech and Aeromatrix as well as two companies based in Mauritius and Tunisia, a few other firms and unidentified people in its criminal complaint. The ED named 21 entities in the case. A separate case was lodged by the Central Bureau of Investigation in March 2013 against Air Marshal (retd) Tyagi and others in connection with the kickback allegations.

The official said that this amount shall consist of 25,00,000 shares of face value of Rs 1,000 each. “The audited statement of account relating to transfer of this amount of Rs 250 crore to the equity of DMRC shall be furnished to Urban Development Ministry after the close of financial year together with a certificate that the amount has been utilised for the purpose for which it was sanctioned,” the official said. N EW D ELHI , O C T 6 (AGENCIES): The New York Times has apologised for an offending cartoon on India’s Mars mission. The cartoon had showed a turban-wearing man with a cow knocking at the door of the “Elite Space Club”. The cartoon drew widespread criticism for being racist in content with the social media expounding with comments on derogatory reference to India’s technological prowess. Many commentators opined that uncharitable tactics are being used by the western world to take down India’s stunning success with its Mars Orbital Mission. The clarification was issued early on Monday morning on the New York Times’ Facebook page: A large number of readers have complained about a recent editorial cartoon in The International New York Times, about India’s foray into space exploration. The intent of the cartoonist, Heng Kim Song, was to highlight how space exploration is no longer the exclusive domain of rich,

Western countries. Mr. Heng, who is based in Singapore, uses images and text - often in a provocative way - to make observations about international affairs. “We apologize to readers who were offended by the choice of images in this

cartoon. Mr. Heng was in no way trying to impugn India, its government or its citizens. We appreciate that readers have shared their feedback, which we welcome,” stated Andrew Rosenthal, Editorial Page Editor of The New York Times.

Commenting on the matter, AICC general secretary Shakeel Ahmed said, “We have complained to EC against the prime minister as he is using the public broadcaster for the benefit of a particular political party in the elections. If the prime minister violates the model code, (then) who will follow it. “EC should issue a notice and prevent such misuse in the future. Similarly, RSS chief Mohan Bhagwat’s address was also aired on Doordarshan when it is clear that RSS seeks vote for BJP during elections.” The prime minister had last week for the first time reached out to the countrymen via radio in a pep talk about how to shed despondency and use their skills for the betterment and prosperity of India. In the ‘Mann ki Baat’ programme which had coincided with Dussehra, Modi had said, “The 125 crore Indians are blessed with immense skill and strength. All we need to do is to understand our strengths.” Congress alleged that the prime minister also “conveniently made announcements regarding certain schemes to appease a certain class and section of voters”.

New Delhi, OCT 6 (AGENCIES): Congress on Monday approached Election Commission (EC) against Prime Minister Narendra Modi as it accused him of “misusing state machinery” and “abusing authority” over the broadcast of his ‘Mann ki Baat’ address on All India Radio ahead of Assembly polls later this month. In a letter to Chief Election Commissioner VS Sampath, AICC legal department secretary KC Mittal said the programme was broadcast on Oct. 3 in contravention of the instructions issued by EC after the model code of conduct for the upcoming Assembly polls had already come into force. The party said that, when the model code is in force, the telecast/broadcast by political parties on Doordarshan or All India Radio can only be done as per the slot allotted to them by a draw of lots conducted by Prasar Bharti in consultation with EC. Stating that Modi is the ‘prime campaigner and only face’ of BJP for the upcoming polls, Mittal alleged that the ‘Mann Ki Baat’ broadcast was “part of the election campaign specially planned and designed for furtherance of the interest
