Mahinda’s resignation came hours after his supporters attacked anti-regime protesters outside President Gotabaya’s office, leaving around 187 people injured and triggering widespread violence against pro-Rajapaksa politicians. At least four people, including a ruling party MP, were killed in the subsequent violence. Prime Minister Mahinda, 76, sent his resignation letter to President Gotabaya after violent scenes were witnessed in Colombo. Mahinda in his resignation letter said that he is stepping down to pave the way for the All-Party Interim Government to be formed. He said that he will be “ready to make any sacrifice even in the future in order to help the people and the government overcome the present crisis.”

Rupee slumps to all-time low of 77.44 MUMBAI, MAY 9 (PTI): Extending its losses for a second day, the rupee on Monday slumped by 54 paise to close at a record low of 77.44 against the US dollar, pressured by the strength of the American currency overseas and unabated foreign fund outflows. Forex traders said risk appetite has weakened amid rising bond yields in the US and mounting concerns about inflation that may trigger more aggressive rate hikes by global central banks. At the interbank foreign exchange market, the rupee opened lower at 77.17 against the greenback, and finally settled for the day at 77.44, down 54 paise over its previous close. During the trading session, the rupee touched its lifetime low of 77.52. On Friday, the rupee had slumped 55 paise to close at 76.90. In the last two trading sessions, the rupee has lost 109 paise against the

NEW DELHI, MAY 9 (ANI): Ministry of Minority Affairs on Monday told the Supreme Court that the power to notify minorities is vested with the Union government and any decision in this regard will be taken after discussion with state governments and other stakeholders. In a fresh affidavit, the Ministry said the Central government has notified six communities as minority communities under section 2C of the National Commission for Minorities Act, 1992.

DGCA to probe allegations against IndiGo airlines Probe into Mon incident complete: Army Chief
NEW DELHI, MAY 9 (PTI/AGENCIES ): India’s aviation regulator DGCA has formed a three-member team to conduct a “factfinding enquiry” into IndiGo recently barring a speciallyabled child from boarding a flight at the Ranchi airport as he was in a “state of panic”, officials said on Monday. Based on the outcome of the enquiry, further action shall entail,” Directorate General of Civil Aviation noted in a statement. IndiGo CEO Ronojoy Dutta expressed regret on Monday and said the airline staff took the best possible decision under difficult circumstances.

Meanwhile, National Commission for Protection of Child Rights (NCPCR) has asked Jharkhand police to lodge an FIR against IndiGo as there was a prima facie violation of section 7 of the Rights of Persons with Disabilities Act, which is cognisable in nature. NCPCR Chairperson Priyank Kanoongo also asked DGCA to initiate an inquiry in the matter and take necessary action against the
airline and its manager. The incident came to light after other passengers highlighted it on social media on Sunday. DGCA chief Arun Kumar told PTI Sunday that the aviation regulator has sought a report from IndiGo on the matter. A passenger, Manisha Gupta, posted about the incident in detail on LinkedIn on Sunday. She said the adolescent with special needs was in great discomfort at the Ranchi airport on Saturday. “Then we witnessed the full display of brute authority and power. The IndiGo staff declared that the child would not be allowed to take the
flight because he was a risk to other passengers. “The IndiGo manager also said something on lines of ‘behaviours such as this, and that of drunk passengers, deems them unfit to travel’,” Gupta wrote. The other passengers opposed him resolutely and demanded that the child and his parents board the flight as soon as possible, she informed. However, IndiGo staff did not change their decision of barring the child from taking the flight, Gupta said. IndiGo has been accused of harassment and rude behaviour by its staff with passengers on several occasions.

Tuli Area Coal Miner Contractors’ Association (TACMCA) has expressed strong opposition to the directorate of geology & mining’s invitation for expression of interest and quotation for auctioning of Nagaland coal vide advertisement published on May 7, 2022. In a press release, TACMCA president and secretary stated that there were at least five coal mining lease (CML) holders, two coal outsource licensees of different firms and individuals along with 120-130 coal miners were actively involved in coal mining business under Tuli sector, Mokokchung district. The association also

TACMCA claimed that prior to the publication of the advertisement, the directorate of G&M “having malafide intention” issued an order vide NO.DGM/ COAL/RAKE(GEN)/2022, Dated March 31, 2022 stating inter alia “cancellation & invalidation of all NOC for rake outward booking of Nagaland Coal from various loading points”. The association has accused the G&M department of “arbitrarily” and without any consultation cancelling and invalidating all 19
firms on the alleged ground of logistic problems and non-availability of coal in the respective stockyards including those firms of CML Holders under Tuli Sector with immediate effect. After the issuance of the impugned cancellation & invalidation order dated March 31, 2022, TACMCA said that G&M department through an inspection team visited the Tuli sector on April 28, 2022. After spot inspection, verification and survey, the association claimed the inspection team expressed “full satisfaction” on the abundant availability of coal stock/depot under Tuli Sector. On the same day,
TACMCA said it also appealed to the inspection team to pursue and press for revocation of the impugned order March 31, 2022 before the higher authority. While it was hoping for revoking the impugned order and smooth flow of coal mining business and activities, the association said the state government through G&M directorate has quite contrary to the inspection team’s impression on the availability of coal stock, published the advertisement on May 7, 2022. TACMCA claimed it clearly reflects that the advertisement was published “on the behest of some individual vested interest”. To discuss the depart-
ment’s advertisement, TACMCA held an emergency general meeting at Tuli Town on May 8, 2022. At the meeting, the house “unanimously resolved and affirmed” that “henceforth the TACMCA shall in no way cooperate with the execution, operation of coal mining activities under Tuli Sector with any department, firm and or individual” in view of the purported execution of auctioning of Nagaland Coal. TACMCA also affirmed that any firm, association or individual venturing and taking part in the alleged auctioning process and subsequent execution of works would be doing so “at their own peril.”

In a public notice, Dimapur electrical division executive engineer Y Akito Sema informed that on May 9, at around 10 a.m. one accused posing as a lineman of the department was caught red-handed while trying to replace the seal of energy meter illegally at West Yard colony, Dimapur. Akito said the accused,

appreciation to prime minister, Narendra Modi’s wisdom, late Isak Chishi Swu and Th. Muivah under whose leadership the framework agreement was signed. The members urged upon the government of India and its representatives “not to shy away from the historic agreement that was signed in full view of
the whole world and to implement the Framework Agreement at the earliest”. The meeting pointed out that the “Indo-Naga” issue had been “stretched far too long” and to bring a permanent solution, they discussed that Framework Agreement was the “only honorable and respectable solution.”
Agriculture department officials visit Tseminyu
DIMAPUR: Officials from the directorate of Agriculture led by joint director, Dr. I. Amenla accompanied by district agriculture officer (DAO) Kohima and staff visited Tseminyu district on May 7, as part of the concurrent monitoring of the various schemes and activities of the department. According to a DIPR report, the team visited two farm schools under Agricultural Technology Management Agency (ATMA) and interacted with women farmers and farm school teachers and reviewed the progress of their activities.

Motorcycle expedition flagged off in Kohima DIMAPUR: Rotary Club Kohima president, Rotary International, Kezhokhoto Savi flagged off a motorcycle expedition, initiated by 10 Rotarian bikers from International Fellowship of Motorcycling Rotarians (IFMR) Chapter India at main road, Box Cutting, Kohima, on May 7. According to a DIPR report, 10 Rotarian bikers from several Rotary Clubs in Bangalore initiated the expedition for a “humanitarian mission”. The bikers rode across the seven sister states and visited Kohima on the May 5 and 6, where a meeting was held with Rotary Club Kohima. The IFMR is the fellowship group of Rotarians who share a common interest of motorcycling and is the largest of the 1 0 0 + Ro t a r y Fe l l ow ship with around 2800 members in 30 different countries, DIPR report informed. DIMAPUR: Minister for Planning & Coordination, Land Revenue and Parliamentary Affairs, Neiba Kronu on Monday, inaugurated common water reservoir tank for Khezhakeno village and Leshemi village at Dzühari/Dzühako (Chahako) under Phek district. Expressing happiness over the coming together of Leshemi and Khezhakeno village with mutual understanding, the minister asked Chakhesang Public Organ-
isation (CPO) to spread this positive development to other villages for peaceful existence. He also acknowledged everyone for their efforts “in settling the decade old conflict between Leshemi and Khezhakeno.” In his speech, CPO president Vezuhü Keyho also appreciated the wisdom of the two villages, Neiba Kronu, district administration, church leaders and past CPO officials for their efforts in resolving the decades-old dispute. “Every problem has its own solution but the best way is mutual understanding and love, which has been displayed by the two
villages,” he stated. Meanwhile, Phek deputy commissioner (DC) Razouvolie Dozo also stressed on the need to maintain good relationships with immediate neighbours. He expressed optimism that the two villages would continue to uphold the good things that arrived in the inauguration of the water reservoir for peace and progress in the long run. Further, expressing happiness to learn that the leaders of the two villages have agreed to coexist peacefully, the DC cautioned that any unwanted element damaging the common reservoir would be seriously dealt with by the administration.
Speaking on behalf of Khezhakeno village, Khezhakeno Youth Organisation (KYO) president, Lhouvetsho Pfüno appealed to both the villages to forgive each other for past mistakes and said “let this day be a start towards the beginning of a new era of peaceful coexistence between the two villages.” SP Phek Vesupra Kezo, Leshemi Village Council chairman, Ngupelo Lasushe and Tenyimi Public Organization (TPO) president Timikha Koza also delivered short speeches at the inaugural programme. Earlier, the programme was chaired by Pfütsero additional deputy commissioner (ADC) Japheth Woch, dedicatory prayer was offered by Chakhesang Baptist Church Council (CBCC) executive secretary Rev. Khrotso Mero, Leshemi village presented folk tune while vote of thanks was proposed by Pfütsero Town Welfare Committee convenor Mezelo Lomi. DIMAPUR: With an objective to identify “major loopholes in educational institutions” and government offices, Kiphire Tuensang District Sumi Students Union (KTDSSU) conducted its first phase of tour under its jurisdiction from May 2-6 on the theme “To provide good and quality education”. In a press release, KTDSSU president Isuka Sumi and general secretary Tonika Aye stated that during their tour, the union “found many discrepancies in almost all government aided schools”. KTDSSU said that the schools were facing “shortages of teachers and lacking behind without proper development and others basic necessary infrastructures”. With regard to shortage of teachers, the union urged upon the department of School Education (DOSE) that GMS Phisami village under SDEO & EBRC Seyochung was functioning without maths teacher. It said GHS Sitimi town under the establishment of DEO Kiphire was short of English, Maths
and Science teachers while GPS Shothumi ‘A’ village was suffering shortage of teacher, with two teachers alone, looking after five classrooms. In this regard, KTDSSU requested the responsible department to look into the matter on priority and deploy teachers. It also warned and reminded absentee teachers posted under GPS Lukhami village under EBRC Seyochung town to “eliminate the illegal practice of proxy teacher” and to be in their posting place. KTDSSU expressed disappointment to see the condition of students facing difficulties at GMS Sikiur ‘B’ village under SDEO Shamator town where the teachers were absent from their duty “except drawing teacher, peon and chowkidar.” The union urged upon the teachers posted at GMS Sikiur ‘B’ village and GPS Lukhami village to be stationed at their own posting place and perform their duty within five days. rules, if the erring teachers failed to comply within the stipulated time. It also claimed that “none of the veterinary staff in Sitimi town were on duty.” Reiterating its statement on March 16, the union has asked those posted under KTDSSU jurisdiction to be in their posting place. TAMULPUR (ASSAM), MAY 9 (PTI): Union Home Minister Amit Shah on Monday said that Prime Minister Narendra Modi is committed to all-round development of the Bodoland Territorial Region (BTR) of Assam with both the Centre and the state government fulfilling 90 per cent of the Bodo Accord clauses. A fresh package of Rs 500 crore will be approved soon for the BTR region which comprises Bodo community majority districts of the North-eastern state, he said. Seven years ago, the BJP had promised to drive out insurgency from the boundaries of Assam and the home ministry under the guidance of the prime minister has brought most militant outfits to sign peace accords with 9,000 militants having surrendered so far, Shah said here in Tamulpur district in BTR bordering Bhutan. ‘’It was from the BTR that we had promised to make the region free from insurgency, bomb blasts and gunfights and in such a short

of Rs 1,980 has been approved by the Centre and the state while an additional package of Rs 500 crore is under consideration and it will be approved soon’’, Shah said. Speaking after the ground-breaking ceremony for a Central Workshop and Stores (CENWESTO) for the Central Armed Paramilitary Force and launch
of a centre for Khadi and Village Industries Commission (KVIC) here, Shah said that both are examples of ‘Atmanirbhar Bharat’ and will provide employment opportunities to youths. The CENWESTO will be the country’s second such workshop which will be used for supplying weapons to several North-eastern and eastern states and repairing them. Goods produced from Khadi and Village Industries here will be supplied to 107 canteens of paramilitary forces initially and later to all across the country. The union home minister, who is on a two-day visit to the state, earlier visited the Mankachar border outpost in South SalmaraMankachar district along the Indo-Bangladesh border and reviewed the prevailing security situation with senior BSF officials. On the Bodo people, Shah said, ‘’We have fulfilled the promises made to the people of BTR and are committed to ensure their social, cultural, economic and political empower-
ment.” The development of the Bodo language, culture and economy is not the concern of people alone and both the governments are committed to the all-round development of Bodoland, he said. Referring to BJP leader Biswajit Daimary, Shah said that for the first time since independence, a Bodo leader has become the speaker of the Assam Assembly and ‘’we are all proud of this’’. Speaking about the CENWESTO-II, he said that Rs 500 crore will be invested in the project and it will cater to the frontiers of West Bengal, North Bengal, Guwahati, Shillong, Manipur, Cachar and Tripura. It will lead to a savings of Rs 25 crore in supply and repair of weapons along with providing employment opportunities to the people of the region, the union home minister said. ‘’The KVIC centre not only ensures rural development alone but is also aimed at providing employment opportunities to the unemployed youths,” he said.
Correspondent IMPHAL, MAY 9: Employees of secretariat services of the Manipur government has announced an indefinite cease work strike starting from Tuesday. Alleging irregularities in the disbursement of their monthly salaries, the employees under the aegis of Manipur Secretariat Services’ Association (MSSA) decided to launch the cease work strike against nondisbursement of monthly salary on the first day of every month. Untimely and irregular in the disbursement of the salary has made all the employees of the state secretariat services, the administrative backbone of the Manipur government, suffered a lot, MSSA alleged. Owing to irregularities in the disbursement, they were paying bank penalties for not repaying bank loans besides facing financial difficulties, affecting family budgeting etc. It has become a great loss to
all employees, the MSSA alleged. “…..we have no alternatives but to launch a cease work strike from w.e.f. 10th May 2022 until and unless a suitable settlement on the issue is arrived at,” the notice stated. Though there was a standing order to clear the monthly salaries of all employees of state secretariat services by the first day of every month, they were not paid as per the order, an employee alleged. Talking to this Correspondent, some employees alleged that earlier, they used to get the salary by the first day of every month. Even if it was delayed, the same was disbursed within the fifth day of the month. However, in the last few months, they were facing irregularities in the disbursement. Not only this, employees serving as daily wage workers, workers of Central sponsored schemes like Anganwadi workers, mid-day-meal cooks etc. were not paid for months.

Singh informed that two committees led by IAS officers including one each for Ukhrul district and Kamjong district had been formed to provide support in the people’s stand against poppy cultivation.
AGARTALA, MAY 9 (PTI): Union minister Pratima Bhoumik on Monday said all Bru families who were displaced from Mizoram would be resettled in Tripura by August this year. Earlier it was decided that all the 37,000 internally displaced Bru tribal people who are living in relief camps in Tripura for years will be rehabilitated permanently within the state by March 31, 2022. “We reviewed the progress of the resettlement of Brus and it appears there has been a significant development as far as rehabilitation is concerned. Only 500 families are yet to receive land and all of them will be given plots by May 20,” the Union minister of Social Empowerment and Justice, who had presided over a review meeting on Saturday, told PTI over the phone. The rehabilitation of the Bru community people started on April 20 last year following an agreement signed in January 2020 among representatives of

The COVID-19 pandemic hampered the rehabilitation of Bru refugees or else it would have been completed within the stipulated time, Bhoumik said. “We want to complete the entire rehabilitation process by August,” the minister said. Highlighting that resettlement of the displaced Brus is progressing satisfactorily, Chief Secretary Kumar Alok said “We hope
to settle all the displaced Brus by August 2022”. Thousands of the Bru tribal people have been living in relief camps in Kanchanpur and Panisagar sub-divisions since 1997. They had fled Mizoram to reach the neighbouring state because of ethnic clashes. According to the January 2020 agreement, each rehabilitated Bru family will get a 1200 square feet plot to build a house with an amount of Rs 1.5 lakh provided by the government. The agreement also
guarantees a fixed deposit of Rs 4 lakh for each family, a monthly sum of Rs 5,000, free monthly ration for two years, and schools in all cluster villages. Once the resettlement is completed, Bru families will become permanent residents of Tripura and will be eligible to vote in the state, it said. The vexed Bru issue started in September 1997, following demands of a separate autonomous district council for the community by carving out areas of
western Mizoram adjoining Bangladesh and Tripura. A large number of Bru people fled from Mizoram to Tripura as ethnic clashes broke out. The situation was aggravated by the murder of a forest guard in the Dampa Tiger Reserve in western Mizoram by Bru National Liberation Front insurgents on October 21 that year and another round of exodus followed. The Centre, along with the governments of Tripura and Mizoram, had tried several times to repatriate them to their home state, with little success. The first attempt to repatriate the Brus from Tripura was made in November 2009 and the last one in 2019. Many Br u families had refused to return to Mizoram, citing security concerns and inadequate rehabilitation packages. Some others had also sought a separate autonomous council for the community. However, the January 2020 agreement allowed these tribal people to permanently settle in Tripura.

However, there was no positive response from his office despite several telephone calls to his office,”FASTOM spokesperson, Mayborn Lyngdoh said. “We have also decided to hold an indefinite sitin-protest in front of the secretariat where teachers
from across the State will participate. We will continue with our agitation till the government fulfilled our demands,” Lyngdoh said. The teachers has been on the streets demanding that the salary of the teachers are increased by Rs 18,000 and 5 per cent increment every year for all adhoc categories and upgradation of adhoc schools to deficit-grant schools. Currently, the monthly salary of a lower primary school teacher is Rs 12,000. The pay of an upper primary, a secondary and a higher secondary school teacher is
Rs 16,000, Rs 20,000 and Rs 24,000 respectively. There is no additional allowance for teachers in each of these categories. Education Minister Lahkmen Rymbui had recently appealed to the agitating teachers to work along with the government and said that the government is still examining the demand to enhance the salary of the ad hoc teachers. “ N o g ove r n m e n t would want to deny anybody their rights. Having said that it is not easy for the government to take a decision because the deci-
sion which we take it has a wide ranging ramification because it affects other sectors also so not only that when we take a decision we will take a decision which the government will ensure there will be no problem like what we have experienced with other sectors where we commit today, we cannot pay every month, we have to pay every three – four months so whatever decision we will take a conscious decision so that the government will be able to fulfill its obligations and promises,” Rymbui had said.

SHILLONG, MAY 9: Authorities in Meghalaya’s East Khasi Hills district has imposed Section 144 CrPC prohibiting illegal mining and quarrying in the hill slopes and removal of sand from river beds by any person, company or authority without obtaining Mining Licence/Quarry Permit and other Clearance Certificates from the Competent Authority/(s). District Magistrate Isawanda Laloo issued the order on Monday due to illegal quarrying and mining on hill slopes and removal of sand from river-beds

The National Green Tribunal, Principal Bench, New Delhi also order restraining any person, company, authority to carry out any mining and quarrying activity or removal of sand from river beds anywhere in the country without obtaining valid Mining Licence/Quarry Permit and other Clearance Certificates prescribed by EIA Notification 2006 of MoEF&CC, Government of India. Laloo said such indiscriminate quarrying and mining activities has led to the constant out-flow
of stone, sand and other minerals into the rivers and down from the hill slopes. “This ultimately lead to destruction of vegetation on the slopes, damages the water sources and destroys aquatic life. Many rivers have become polluted due to stone and sand mining and as such, the water is no longer potable and is unfit for drinking purposes,” she pointed out. The District Magistrate deemed it is necessary to ensure compliance of the aforesaid order within the district to prevent danger to human life, health and safety and to protect the environment.
SHILLONG, MAY 9 (PTI): At least 259 pigs have died in Meghalaya’s Ri-Bhoi district this year due to African Swine Fever (ASF), a senior official of the Veterinary and Animal Husbandry Department said on Monday. “At least 259 pigs have died in four neighbouring villages in Ri-Bhoi district. They had all tested positive for ASF,” Veterinary and Animal Husbandry Department principal secretary GHP Raju told PTI. He said 45 pigs died on Sunday. As per the department’s livestock census, there are over 53,000 pigs in the district and a total of 3.85 lakh pigs were registered across the state.
The Veterinary department first reported the outbreak on April 13 following which instructions were issued under the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009, banning slaughter, movement of pigs and supplies at Umshorshor village and within 10 km of its vicinity. According to the notification, villages under one km radius surrounding infected premises (epicentre of disease) designated as “Infected Zone” and all villages falling under 10 km radius surrounding infected premises (epicentre of disease) designated as “Surveillance Zone”.
AIZAWL, MAY 9 (PTI): The BJP has emerged as the single-largest party in the 25-member Mara Autonomous District Council (MADC) by winning 12 seats in the recently held election, an official said on Monday. The results of the MADC polls in south Mizoram’s Siaha district were announced on Monday. Siaha Deputy Commissioner Lalsangliana, who is the returning officer, told PTI that the BJP, which contested 24 seats, has won 12 seats, one seat short of
simple majority, while the state’s ruling party Mizo National Front (MNF) bagged nine and the Congress four. Incumbent Chief Executive Member (CEM) N Zakhai of BJP has been re-elected from Amobyu constituency, he said. The MADC election was held on May 5. The MNF had fielded 25 candidates, BJP (24), Cong ress (23) and the Zoram People’s Movement (ZPM), which contested the council for the first time, had fielded 8 candidates. Meanwhile, MNF vice
president Vanlalzawma told PTI that the party has not decided whether or not to form a coalition with BJP in the council. MNF is a member of BJP led North East Democratic Alliance (NEDA) and an ally of the BJP led NDA at the Centre. However, both the MNF and BJP do not work together in Mizoram and lone BJP MLA BD Chakma is in the opposition bench. State BJP president Vanlalhmuaka was not available for comment over the possible coalition in the MADC.

The traffic police assisted the local police to ensure that the commuters were not inconvenienced and traffic diversions were made accordingly.

NEW DELHI, MAY 9 (PTI): Protests erupted at Delhi’s Shaheen Bagh on Monday with hundreds of people, including women, opposing an anti-encroachment drive of the SDMC as bulldozers rolled into the area in the presence of a huge number of police personnel, even as the civic body team was forced to return without carrying out the exercise. Following the protests, the SDMC officials returned with the bulldozers, an official said. The protesters raised slogans against the BJPruled South Delhi Municipal Corporation (SDMC) as well as the Centre and demanded that the action be stopped. Some of the women protesters even stood in front of the bulldozers to prevent the exercise. Meanwhile, the Supreme Court refused to entertain a plea filed by the Communist Party of India (Marxist) against the demolition drive at Shaheen Bagh, saying it cannot interfere in the matter at the instance of a political party. PUDUCHERRY, MAY 9 (PTI): The Opposition DMK in Puducherry on Monday staged a protest against the alleged imposition of Hindi in the centrally-administered JIPMER, prompting Lt Governor Tamilisai Soundararajan to hold discussions with officials, before insisting there was no such imposition and that the regional language Tamil was being accorded due priority. DMK leaders led by the party convenor in the union territory and Leader of Opposition, R Siva, were arrested when they staged a protest against the recent circular of the Jawaharlal Institute of Postgraduate Medical Education and Research directing use of Hindi in records and communication by the institute. Slogans ‘condemning’ the communication issued by the premier institute on the use of Hindi in circulars and records were raised by the protestors including some local youth. Siva alleged JIPMER was already denying job opportunities for the local youths and the present circular directing use

She maintained that this “failure” on the part of CBI is a “big insult” for the people of Bengal. Expressing apprehension that the CBI might have closed the probe by now, she said, “It pains me to think that the Nobel could not be traced even after so many years. This (theft) happened during the Left Front regime. I do not know if any evidence still exists,” Banerjee said during her address at a state government programme. “It was the first Nobel we had received. And someone snatched it away from us. This is a big insult for us,” she said.

A bench of Justices L Nageswara Rao and B R Gavai asked the party to approach the Delhi High Court. “Why is CPI(M) filing a petition? What is the fundamental right that is being violated? Not at the behest of political parties. This is not the platform. You go to the high court,” the bench said. At the outset, senior advocate P V Surendranath, appearing for the petitioner, submitted that the plea has been filed in the public interest and there is no “party interest” involved in the matter. He further submitted that the second petitioner is a hawkers’ union and they are being removed without notice. The bench said that if hawkers are encroaching they will be removed and in case there is any violation of law by authorities, the petitioner can go to the High Court. The top court clarified

Indian media at crossroads
T
wo aspects that have highlighted Indian media to the world outside should serve as an eye opener to citizens who follow the thumb rule that electoral victories serve as indicators of people’s democratic aspiration. India’s ranking in the World Press Freedom Index has fallen down to 150th position from last year’s 142nd rank out of 180 countries, according to a report by a global media watchdog released on May 5. The index says, media in India, among nations reputed to be more democratic, faces pressure from “increasingly authoritarian and/or nationalist governments”, a transformation seen since PM Narendra Modi took over the reins of the country in 2014. The World Press Freedom Index also says the situation in remains “worrisome” and reporters are often harassed by police and paramilitaries. It also faults India for its policy framework, which is protective in theory but resorts to using charges of defamation, sedition, contempt of court and endangering national security against journalists critical of the government, branding them as “anti-national.” It also highlighted how “under the guise of combatting COVID-19, the government and its supporters waged a guerrilla war of lawsuits against media outlets whose coverage of the pandemic contradicted official statements”. It is cold comfort that the ranking of India’s neighbours, except that of Nepal, have also slid down, with the index placing Pakistan at 157th position, Sri Lanka 146th, Bangladesh 162nd and Myanmar at 176th position, the report released by Reporters Without Borders said. According to the press freedom ranking, in 2013 India was placed at 140th among 179 countries. It maintained its position at the beginning of 2014 at 140th out of 180 countries. In 2015, India rose to 136th position out of 180 nations and in 2016, climbed to 133rd position among the 180 nations. India again dropped three places to 136 in 2017 and further dropped to 138th in 2018. The slide continued and India was placed at 140th position in 2019 out of 180 countries. The fall continued in 2020 when India’s position dropped two places to 142nd out of 180 cuntries. By 2021, India’s position dropped further by five places to 147th and in 2022 its position slid by three places to 150th out of 180 countries. The role played by the Supreme Court in adjudicating freedom, not only of the press but also the citizens, also needs to be re-emphasised and this is a challenge that remains yet to be fulfilled.

We cast off certain restraints from activities we know are wrong. We set prayer aside as well and cease having God’s vision in the little things of life. We simply begin to act on our own initiative. If we are eating only out of our own hand, and doing things solely on our own initiative without expecting God to come in, we are on a downward path. We have lost the vision. Is our attitude today an attitude that flows from our vision of God? Are we expecting God to do greater things than He has ever done before? Is there a freshness and a vitality in our spiritual outlook?

Neiphiu Rio said, “Grateful to GoI under the leadership of @PMOIndia Shri @narendramodiji & @ AmitShah ji for reducing disturbed areas under AFSPA in the states of Nagaland, Assam & Manipur. This is a significant development towards bringing stability, security & prosperity to the North East region.” Taking to Twitter, Assam CM Himanta Biswa Sarma said that the move “marks the beginning of a new chapter in Assam’s future”. N Biren Singh, the CM of Manipur, told Republic tv, “After the BJP has come into power, NorthEast is becoming a part of mainland India. I’m

But many intellectuals, thinkers and human rights activists in the region did not consider the partial lifting of the Disturbed Area Act (DAA) or reduced areas of AFSPA as a significant step towards achieving lasting peace. They want AFSPA to go away from the region in toto. Atina Pamei said, “The CM of Nagaland was quick to acknowledge the partial lifting of the DAA/ AFSPA. If he is genuinely concern for the people of the state, he should not have applauded the decision, but stand firm to his call for the total removal of the act from the state! How sad.” In the same vein, Asen Niumai said “The people of the region have not been begging for relaxation of the areas under the AFSPA, but have been fighting and sacrificing dig-

The industry has to produce skilled workers imbibed with values required to keep social stability — discipline, predictable behaviour, and respect for authority. The skills imparted would reflect the latest needs of industry and economy in general and would be updated with new knowledge created through research. The research is supposed to be carried out by academics, especially those working in institutions of higher learning. The creation of new knowledge has to be economically beneficial, with commercial applications and profit opportunities. Innovations in curriculum, pedagogy, learning technologies, and evaluation systems take place within this boundary. The metaphor of the school (any place of formal learning) as factory has a long and extensive history. Consequently, modes of reasoning, inquiry, and research characteristics have been modelled on assumptions drawn from a belief system that attaches high priority to predictability and control. The larger issues of knowledge as ideology and the usefulness of education as a means to greater social

The most important aspect of this composition is the struggle for political control of the board. Politicians, their hangers-on and business men play musical chairs. In some renowned institutions, the alumni are brought in who are, in their own lines of activity, close to the ruling regime. Else, they remain quiet and have no useful suggestions to make. This is how an indirect control is exerted. The board plays watchdog for the government. For instance, it can announce that no one in the institution’s community can post any adverse comment about the government or the political leaders of the ruling party. The board’s members remain the sole arbiters of what constitutes the ‘adverse’. However, if such comments are made about a leader of the Opposition, it is ignored or tacitly accepted. It is authority that must not be questioned. The third layer of control is more nuanced but hegemonic in character. This relates to the contents of the syllabus set and the atmosphere of research. The contents of a syllabus rarely permit open-ended critical questions to be raised even
though the idea of critical thinking has been appropriated by the ruling ideology. Hence ‘critical thinking’ is a new buzzword in syllabi around India. Few engaged in the business know what it entails. Answers to specific problems are found in prescribed books. This mechanism of control has become easier to the extent that students of the current generation have so many smart toys to play with that just sticking to the text book comes as a matter of comfort to them. Regarding the research atmosphere, the choice of topics is constrained by what is currently fashionable and relatively easy to publish. There are thousands of journals available, most of pathetic quality. Every subject also has a few ‘rockstar’ journals. One publication in the latter could set up a scholar’s entire career. These journals are tightly controlled by senior academics who will not allow papers that do not fit their niche to be published. Shifting from this deep-rooted influence is difficult in a system where careers depend on how many publications one has totalled early in one’s career — like batting in a T20 match. The quality of the shot is irrelevant as long as it fetches runs. A few rare academics — students as well as faculty — challenge this realm of

What is disturbing in India is that over the last twenty years or so, books have been burnt, libraries attacked, students and teachers beaten up or jailed without trial. Antiterrorism laws have been invoked to book them in many cases. There have been suspensions of scholars perceived to be deviant or forced to resign. Two very highprofile resignations came from a university, which is supposed to be the haven for world-class, liberal education. One professor claimed, when resigning, that he had become a political liability for the university’s administration because he wrote and spoke critically about the government. An international nongovernment organization called Scholars at Risk has recently published a report titled Free to Think 2021. There is a detailed discussion of the crisis in academic freedom across the world, even in nations deemed to be liberal like Japan or the United States of America. The rise of right-wing, illiberal states globally has taken its toll too. The report has come up with a composite index of academic freedoms, taking into account institutional autonomy, campus integrity,
freedom of cultural and academic expression, freedom to teach and do research, and freedom for undertaking academic exchange. The index lies between 1 and 0. The higher the score, the greater the academic freedom. In India, the index fell from 0.7 in 2010 to 0.45 in 2020. Education, apart from its instrumental value, has intrinsic values as well. It is supposed to open up one’s mind, one’s ability to think and learn autonomously, nurture human agency, and create possibilities of change. Education, if imparted properly, stimulates debates, disagreements and even dissent. The seeds of disagreement and dissent appear to those in power like disruptive weeds that need to be uprooted. What is beyond the ken of narrow-minded bigotry is that stifling academic freedom and the exertion of tighter control do not fulfil even the instrumental aspect of education — creating productive workers for the economy. The sector degenerates into factories of frustrated mediocrity. The longest-serving workers in these factories are the faculty members. It is interesting to note that like in other industries, they usually have the least say in the business. In a fresh affidavit, the Ministry said the Central government has notified six communities as minority communities under section 2C of the National Commission for Minorities Act, 1992. “The question involved in the writ petition has farreaching ramifications throughout the country and therefore any stand taken without detailed deliberations with the stakeholders may result in an unintended complication for the country,” stated the affidavit filed on a plea of advocate Ashwini Upadhyay. Cryptocurrencies may soon attract 28% GST NEW DELHI, MAY 9 (IANS): In what could further dampen the mood of crypto investors in the country, the goods and services tax (GST) council is mulling a 28 per cent tax on cryptocurrencies, at par with the current GST on casinos, betting and lottery, multiple media reports claimed on Monday. The services such as crypto mining along with sales and purchases are likely to attract the 28 per cent GST if the proposal goes through in the next GST meeting, according to reports. The date of the next GST meeting is yet to be finalised. The Ministry of Finance has already imposed a 30 per cent tax on profits made from the transfer of crypto assets and non-fungible tokens (NFTs). India distinguishes between cryptocurrencies and crypto assets, and Union Finance Minister Nirmala Sitharaman during the Union Budget 2022-23 in February announced a 30 per cent tax on income from
these transactions, which includes a 1 per cent deduction at source. Her proposal of levying a 30 per cent tax on crypto earnings came into effect on April 1. The 28 per cent GST will be in addition to the 30 per cent income tax on earnings from crypto asset transactions. There is also 1 per cent TDS (tax deducted at source) on transactions in such asset classes above a certain threshold. Gifts in crypto and digital assets are also taxed. A new section called ‘115BBH’ has been added in the Income Tax Act, 1961, to tax digital
assets. During a trip to the US last month, Sitharaman raised doubts about the size of the cryptocurrency market worldwide and stressed the need for a regulatory mechanism acceptable to all countries to prevent its use to launder money and fund terrorism, which, she said, were big concerns for India. “I think the biggest risk for all countries across the board will be on the money laundering aspect and also on the aspect of currency being used for financing terror,” Sitharaman said at a seminar hosted by the International Monetary Fund (IMF).

Wheat flour’s all-India average retail price stood at Rs 32.78 per kg on Saturday, 9.15 per cent higher than the price (Rs 30.03 per kg) a year ago, according to data reported by the state civil supplies departments to the Union Ministry of Consumer Affairs, Food and Public Distribution.

tate College of Teachers Education (SCTE), Kohima, emerged as the winner of the national anthem “Jana Gana Mana” singing competition held at Regional Centre for Excellence in Music and Performing Arts (RCEMPA), Jotsoma on Monday. College of Arts and
Technology, Phezha and Kohima College Kohima were placed in the second and third places respectively. The winner walked away with a cash prize of Rs. 50,000 while the second and third position holders won Rs. 35,000 and Rs. 25,000 respectively.
The competition was organised by Bharatiya Janata Party (BJP) Nagaland State on the occasion of the 161st birth anniversary of Rabindranath Tagore and in commemoration of the 75th Year of Azadi Ka Amrit Mohatsav. Judges for the competition included Ajin

Global warming causing world’s oceans to lose ‘memory’
M
ost of the world’s oceans are steadily losing their year-to-year ‘memory’ under global warming, researchers have warned. Ocean memory decline is found as a collective response across the climate models to human-induced warming. As greenhouse-gas concentrations continue to rise, such memory decline will become increasingly evident. The study published in the journal Science Advances compared the fast weather fluctuations of the atmosphere to find that the slowly varying ocean exhibits strong persistence, or “memory,” meaning the ocean temperature tomorrow is likely to look a lot like it does today, with only slight changes. “We discovered this phenomenon by examining the similarity in ocean surface temperature from
one year to the next as a simple metric for ocean memory,” said Hui Shi, lead author and researcher at the Farallon Institute in Petaluma, California. “It’s almost as if the ocean is developing amnesia.” Ocean memory is found to be related to the thickness of the uppermost layer of the ocean, known as the mixed layer. Deeper mixed layers have greater heat content, which confers more thermal in-
ertia that translates into memory. However, the mixed layer over most oceans will become shallower in response to continued anthropogenic warming, resulting in a decline in ocean memory. Along with ocean memory decline, the thinning mixed layer is also found to increase the random fluctuations of the sea surface temperature. As a result, although the ocean will not become much more
variable from one year to the next in the future, the fraction of helpful signals for prediction largely reduces. “Reduced ocean memory together with increased random fluctuations suggest intrinsic changes in the system and new challenges in prediction under warming,” said Fei-Fei Jin, an atmospheric sciences professor at the University of Hawaii. Ocean memory loss doesn’t just impact the prediction of physical variables, but could also influence the way we manage sensitive marine ecosystems. Besides ocean prediction, forecasting land-based impacts on temperature, precipitation as well as extreme events might also be affected by ocean memory decline due to their dependence on the persistence of sea surface temperature as a predictability source, the team said. D I M A P U R , M AY 9 (NPN): Anglers Association of Nagaland (AAN) has decided to observe World Fish Migration day throughout the state in coordination with all its district chapters. This was decided at the meeting of the association held at Naithu Resort on May 7. The house has also decided to form mobile team by inviting scientists on exploration of the river bodies for DNA sample collections and for proper study and identification of non-classified species. At the meeting, AAN president, Watinuksung Jamir spoke on the river
system in the state and stressed on the need to conserve and protect the river ecosystem. He also called upon the members to be a responsible citizen by keeping in the mind the motto, “Where passion meets conservation”. Vice-chief patrons, AAN, Kechangulie Rio (Chabuo) and Isaac Zhimomi also attended the meeting and exhorted the gathering. MIAMI, MAY 9 (REUTERS): Formula One world champion Max Verstappen won the inaugural Miami Grand Prix for Red Bull on Sunday, slashing Ferrari rival Charles Leclerc’s overall lead from 27 to 19 points after five races. Leclerc finished a fighting second, 3.786 seconds behind after starting on pole position, with Spanish teammate Carlos Sainz completing the podium at the Miami Dolphins’ Hard Rock Stadium. The victory was the Dutch driver’s third of the season, and second in a row, and he made it happen with a crucial overtake around the outside on Sainz at the start to seize second place before blasting past Leclerc on the ninth of the 57 laps. North Eastern states got their first-class status as recently as three seasons back and football is still the most popular sport in the region and the likes of Bhaichung Bhutia and Chhetri are any day bigger icons compared to current star cricketers in states like Manipur, Meghalaya, Sikkim, Nagaland, Mizoram and Arunachal Pradesh. The aim of NCA was to ensure that even cricketers from the region could connect with someone who enjoys an iconic status in the region and can narrate his own success story in club and international arena.
