UN climate report ‘code red for humanity’

Global temp to How is this global warming rise by more than 2 different to before? degree Celsius by It is warming almost everywhere 2100: IPCC report NEW DELHI, AUG 9 (AGENCIES): A UN climate report that predicts quicker global warming than anticipated just three years ago “must sound a death knell” for coal, oil and gas and is “code red” for humanity, according to the UN Secretary-General Antonio Guterres. In another grim reminder of the threat posed by global warming, the Inter-governmental Panel on Climate Change (IPCC) on Monday warned that the average global temperatures would rise by more than 2 degree Celsius by 2100 compared to pre-industrial times unless “deep reductions” in greenhouse gas emissions are initiated immediately. IPCC released the first part of its 6th Assessment Report (AR6), its latest evaluation of the state of earth’s climate, the changes happening therein, and the impacts these are having on the planet, and life forms. The voluminous assessment reports are the most widely-accepted scientific opinion on the status

of earth’s climate. The first part of AR6, which presents scientific evidence for climate change, says that global temperatures had already risen by about 1.1 degree Celsius from pre-industrial times, a reference to the period between 1850 and 1900, and warns that a 1.5 degree Celsius warming was likely to be achieved before 2040. The stated objective of 2015 Paris Agreement, the international architecture to fight climate change, is to limit temperature increase to within 2 degree Celsius

from pre-industrial times, hopefully within 1.5 degrees Celsius itself. Scientists say a temperature rise beyond 2 degree Celsius would result in catastrophic and irreversible changes that would make it difficult for human beings and other species to survive. AR6 says that even if very wide-ranging and ambitious cuts in greenhouse gas emissions are initiated immediately, the temperature rise was expected to cross 1.5 degree Celsius, and reach 1.6 degree Celsius, before being reined back to 1.5 degrees Celsius.

Limiting the temperature rise to 1.5 degree Celsius, or even 2 degree Celsius, would be “beyond reach”, unless “immediate, rapid and large-scale” reductions in greenhouse gas emissions takes place, the report says. The report says that there was now “unequivocal” evidence to say that global warming was being caused by human activities. It says “multiple lines of evidence” now supports this. The AR6 says that observed changes in earth’s climate, induced by global warming were unprecedented in thousands, and in some cases hundreds of thousands of years. Some of these changes, like sea-level rise, or glacier melt, would remain irreversible over hundreds of thousands of years. Sea-levels had already risen by about 20 cm, on an average, in the last 100 years, and are likely to rise further by 30 cm to one metre, depending on future emissions. The rising temperatures were expected to result in longer, more intense, and more frequent extreme events. Heat waves as heavy rainfall events were likely to increase. “In the next 20 years, global warming is expected to reach or exceed 1.5 degree Celsius above the 1800s. However, if

DIMAPUR, AUG 9 (NPN): Taking strong exception to designer Ritika Mittal’s launch of Mora 2021, the Chakhesang Women Welfare Society (CWWS) has stated that despite serving notice and warnings, she has gone ahead with her Mora collection, which uses Chakhesang textile “without consent and correct accreditation.” CWWS executive director Nezelu Nyekha stated that Ritika was informed to stop using Kuzhami in her credits since Kuzhami referred to 14 Kuzha/Khuzha speaking villages among Chakhesangs in Nagaland. CWWS said she had worked only with two-- Lasumi and

Zapami villages, but refused to name those two villages and even acknowledge NEN, Mora’s facilitating partner. It also said that she refused to comply with the terms and conditions offered by the Chakhesang apex frontal organisations, and instead challenged the community and invited them to visit her in Punjab. CWWS stated that she had even gone to the extent of stating on social media that her project created the spelling of indigenous Chakhesang word “Thebvo”. “She has also used several of our other indigenous words to give identity to her clothing with no permission from the

CWWS affirmed that Ritika had no right to “re-define our societal and traditional operations according to her self- interests.” It further said that she had not right to represent Chakhesang community in any local, national or international platform. Chakhesang frontal organisations have warned Mora to immediately stop using any of its textiles, traditional designs and motifs, failing which appropriate measures would be taken. Meanwhile, the community declared that Ritika or any individual representing Mora would not be allowed to enter Phek district.

we rapidly reduce greenhouse gas emissions, if we can reach global net zero CO2 emissions around 2050, it is extremely likely that we can keep global warming well below 2 degrees. If we do this, it is more likely than not that temperature would gradually decline to below or around 1.5 degree Celsius by the end of this century, with a temporary overshoot of not more than 0.1 degree Celsius,” Valerie Masson-Delmotte, cochair of the working group-I, which has produced this first part of AR6, said. “If global greenhouse gas emissions remain around today’s levels in the coming decades, we would reach 2 degrees of global warming by the middle of this century,” she said. “With every additional amount of global warming, we will see greater changes in climate. Every additional half degree of warming will cause increase in the intensity and frequency of hot extremes, heavy precipitation and drought. At 2 degrees, heat extremes would more often reach critical tolerance thresholds for agri and human health. At a global scale, extreme daily rainfall events would intensify by about 7% for each additional degree Celsius of global warming,” she said.

Naga Council impasse: Rivals trade charges, counter-charges

Objection to selection process NCD responds to 5 tribal hohos DIMAPUR, AUG 9 (NPN): Controversies surrounding the elections to select the new team of office bearers of Naga Council Dimapur since early part of 2020 continues to rage as rivals hurl allegations at each other. The matter over formation of the election commission of NCD to conduct election of the president and office bearers had gone to court but after a series of rulings, it was then taken to the high court but later withdrawn as part of a deal to resolve the matter out of court. In the latest development, five tribal hohos- Pomai Hoho Dimapur (PHD); Mao Hoho Dimapur (MHD); Tangkhul Hoho Dimapur (THD); Western Chakhesang Hoho (WCH) and Rengma Hoho Dimapur (RHD)- have expressed resentment against the process of selecting Naga Council Dimapur (NCD) executives. In a joint press release, presidents of five hohos- Jotham (PHD), M. John Kape (MHD), Ayo Vashum (THD), Z Kepfelhou Koza (WCH) and Wanthang (RHD)- alleged that NCD did not follow the normal system while selecting new executives. It also claimed that the rival rejected some tribe councillors without any valid reason but due to their selfish motives. They emphasised that the system of selection/nomination/election was clearly enshrined in NCD constitution . The hohos said the system ought to be on the basis of consensus of all councillors nominated by the respective (Cont’d on p-8) tribal hohos.

Responding to the demand of five tribal hohos from Ao Senso Telogjem Dimapur (ASTD) and Naga Council Dimapur (NCD) to explain stand on MoU signed on May 6, 2021, the NCD Monday clarified that the MoU was signed under the aegis of ASTD without any conditions. In a press release, NCD president Etsungmomo Kikon and general secretary Thsapongkhyu Sangtam also clarified that there was no discussion for re-induction of earlier nominated members on withdrawal of the court case. NCD said it had written to the five tribal presidents Western Chakesang Hoho Dimapur, Mao Hoho Dimapur, Poumai Hoho Dimapur, Tangkhul Hoho Dimapur and Rengma Public Organisation Dimapur requesting them to nominate fresh members to represent their tribes on or before July 15, 2021. However, NCD said that the give tribes rejected its request letter through local media on July 15, 2021 without any correspondence or consultation with NCD. Further, NCD said that the deadline for submissions was extended to July 22, 2021 as per request by Tenyimi Union Dimapur (through Tenyimi Tribal Councillors) and ASTD. Thereafter, the council said ASTD had sent two fresh members-N. Joseph Lemtur and Imtisangba Aier-who took oath as Councillor on July 26, 2021 in naga council office. However, it said that WCHD, THD, MHD and PHD renominated the same members/persons. Therefore, NCD said it did not accept those renominated members. (Cont’d on p-8)

Last week eighteen leaders of like-minded opposition parties issued a joint statement and demanded a discussion on the Pegasus snooping issue. The statement read: “The opposition parties stand firm and united on their demand for a discussion on the Pegasus issue in both the Houses, replied to by the Home Minister, as this has national security dimensions.” The opposition has

also unequivocally conveyed that ‘the discussion on the farmers’ issues and agitations arising from the three anti-farmers and black agri-laws should follow the discussion on Pegasus’. “It is unfortunate that the government has unleashed a misleading campaign to malign the combined opposition and blame it for the continued disruption in Parliament. The responsibility for the deadlock lies squarely at the doorstep of the government, which remains arrogant and obdurate and refuses to accept the opposition’s demand for an informed debate in both the Houses.” it said. The opposition also said, “It urges the gover nment to respect parliamentary democracy and accept the discussions.” Last week even the Supreme Court said allegations of Pegasusrelated snooping are serious, if the reports in the newspapers are correct.

Going by her logic, she should be held responsible for the postpoll violence and murders of BJP workers in West Bengal. Our CM should be the last person to talk about political violence.” “ T h e B J P d o e s n’t lack political acumen that it would attack a nonentity like TMC to give it importance in Tripura politics,” BJP spokesperson Samik Bhattacharya said.

and our party activists in Tripura,” she said after meeting injured TMC workers at state-run SSKM hospital here. “Such attacks would not have been possible without the Union home minister’s active support. He is behind these attacks which were carried out in front of Tripura Police as it remained mute spectators. The Tripura chief minister doesn’t have the audacity to order such attacks,” she said. The TMC chief alleged that at the behest of the Centre, the BJP government in Tripura had hatched plans to prevent TMC leaders from booking flight tickets. “There were clear instructions to not allow TMC leaders to book flight tickets, or hire aircraft and helicopters. India welcomes winners

ndia may have won only seven medals- 1 gold 2 silver and four bronze medals – at the Tokyo Olympics but it was a historic feat that will certainly spark the beginning of a revolution in sports in the years to come. The haul of 1 gold, 2 silver, 4 bronze was India’s richest-ever medal haul and the finest performance of all time at the 2020 Tokyo Olympics, which ended on Sunday. India has much to thank Army Subedar Neeraj Chopra (4 Rajputana Rifles) for fulfilling the dreams of 1.38 billion people when he became first-ever track and field athlete from India to clinch a gold medal at Olympics in Tokyo 2020. Chopra’s feat was also the only second gold medal for India at Olympics after ace shooter Abhinav Bindra clinched the first at Beijing 2008. The other heroes who did no less in bringing glory to India included - Mirabai Chanu, who won a silver medal on Day 1 of the competitions in women’s weightlifting, ace shuttler PV Sindhu, for becoming the only second person from India to win two individual Olympic medals; Ravi Dahiya, for winning a silver in wrestling and the only sport in which India has won a medal in each edition since 2008 and the Indian men’s hockey team, once invincible at the Olympics, for winning their first medal in 41 years and also the laudable performance of the women’s hockey team for making a breath taking run that almost ended in a medal.Of the seven medals that India won, two of them were contributed by female sportspersons from the north east- a silver won by Manipur’s Mirabai Chanu in weightlifting and bronze won by Assam’s Lovlina Borgohain in Women’s welterweight boxing. India finished 48th on the medal tally in Tokyo, its highest ranking in over four decades. However, if one were to go by the total number of medals, India would have actually finished 33rd. The ranking is done primarily based on gold medals won not the tally. The previous best in this period was the 51st rank finish at Beijing in 2008, when India won three medals, including Abhinav Bindra’s gold. India has finished significantly higher in the era in which it used to win gold in hockey, but that time is not really comparable both because of the dozens of countries that have come into being since then and the expansion in the number of sports and hence medals. In Moscow, for instance, India finished at 23rd rank but with just a solitary medal, the hockey gold. A repeat of that at Tokyo would have placed India at joint 63rd, a measure of how different the two eras are. In the London Olympics in 2012, India had finished 57th despite winning more medals than in since India didn’t win a gold. In the Rio Olympics in 2016, the medal tally crashed to just two and so did the ranking to 67th. Since the Rio Olympics, India has now gone up nearly 20 places in the Tokyo Olympics. The achievements should not be sullied or soured by politicians who are trying to cash in on the winners by offering plenty of cash to share the headlines. If politicians really cherish and desire that India become a sporting giant, then they should keep off sports and ensure only professionals head sports bodies.

DailyDevotion Prayer in the Father’s Hearing

Jesus lifted up His eyes and said, “Father, I thank You that You have heard Me.” —John 11:41 When the Son of God prays, He is mindful and consciously aware of only His Father. God always hears the prayers of His Son, and if the Son of God has been formed in me (see Galatians 4:19) the Father will always hear my prayers. But I must see to it that the Son of God is exhibited in my human flesh. “…your body is the temple of the Holy Spirit…” (1 Corinthians 6:19), that is, your body is the Bethlehem of God’s Son. Is the Son of God being given His opportunity to work in me? Is the direct simplicity of His life being worked out in me exactly as it was worked out in His life while here on earth? When I come into contact with the everyday occurrences of life as an ordinary human being, is the prayer of God’s eternal Son to His Father being prayed in me? Jesus says, “In that day you will ask in My name…” (John 16:26). What day does He mean? He is referring to the day when the Holy Spirit has come to me and made me one with my Lord. Is the Lord Jesus Christ being abundantly satisfied by your life, or are you exhibiting a walk of spiritual pride before Him? Never let your common sense become so prominent and forceful that it pushes the Son of God to one side. Common sense is a gift that God gave to our human nature— but common sense is not the gift of His Son. Supernatural sense is the gift of His Son, and we should never put our common sense on the throne. The Son always recognizes and identifies with the Father, but common sense has never yet done so and never will. Our ordinary abilities will never worship God unless they are transformed by the indwelling Son of God. We must make sure that our human flesh is kept in perfect submission to Him, allowing Him to work through it moment by moment. Are we living at such a level of human dependence upon Jesus Christ that His life is being exhibited moment by moment in us?

Post-mortem

Can 1925 notification be acceptable to Nagas? T he new CM of Assam seems to be in a hurry to put an end to the impasse of the border disputes with all the neighbouring States of Assam, namely, Mizoram, Meghalaya, Nagaland and Arunachal Pradesh. His first task was to flex his muscle with his armed police forces along these disputed border areas. It perhaps an opportune moment for these states to initiate actions proactively in a coordinated manner by identifying issues common to all the states as well as of state specific concerns with Assam, for a fair and judicious solution. As far as Assam & Nagaland is concerned, border dispute is intrinsically linked to two issues: (a) Whether the British India 1925 Notification defining the boundary of the Naga Hills District with the adjacent districts of Assam e.g. Sibsagar, Nowgong and Lakhimpur should be declared as the permanent constitutional boundary between the two states ( since it was adopted as the boundary at the time of creation of the Nagaland state). (b) The demand of the Nagas for the return of the arbitrarily and unilaterally transfer of as many as 22 virgin Forest Areas of the Nagas along the contiguous border areas without the knowledge of the real owners should be restored back to the traditional rightful Naga owners as consistently demanded by the Nagas. The 1925 British (India) Boundary Line between Assam-Nagaland: - Nagaland state was created on the basis of the 13th Amendment Act of the Constitution in 1962. At that time the archaic, erroneous and unverified 1925 boundary Line of the old Naga Hills District was adopted as the provisional boundary line of the two states which has become the perennial border row between the two states since then. Historically, the 1925 boundary line was basically notified by the British India to solve their administrative problems created out of numerous boundary notifications. As many as 16 boundary line and 6 Inner Line Notifications were issued between 1866 -1923 by British India after the creation of Naga Hills district in 1866 in Samargooting (Chumukidema) as the first HQ. These Lines overlapped each others in some areas creating problems in administration and revenue collections. The frequent shifting of the Boundary and the Inner lines were done unilaterally mainly to usurp the ancestral virgin forest of the Nagas, which were rich in untapped forest resources and mineral wealth. Knowing its commercial values, besides the fertility of the land for expansion of the tea plantation, the British India had arbitrarily declared Reserved in as many as 22 forest areas(R/F) and subsequently transferred to the neighbouring districts of Assam for free commercial exploitation. It was an open looting of the Naga ancestral wealth and property. In order to formally legitimise all those irregularities and to streamline the administrative anomalies, issuance of this consolidated notification was required. But as testified by the Survey General of India, the line has never been verified on the ground as stated before the Supreme Court (SC) in connection with the case of a Writ filed by Assam in 1988 pleading for the declaration of that 1925 boundary Line as the permanent boundary line between the two states. All along the Nagas were aware of these irregularities and daylight robbery of their wealth and territories by the Colonial British but were helpless. The Naga Club members had first brought this knowledge of injustice to the Nagas before the Simon Commission members during their visit to Kohima in 1929. Again in 1947 before the then Governor of Assam Sir Hydari Ali on 27-29th June 1947. In the 9 Points Agreement that followed, the return of the illegally

T

alienated Naga ancestral land and forest was clearly incorporated under (Clause 6). This was once again reiterated in the 16 Point Agreement (Clause-13) with GOI during the Nagaland State formation. But the assurance for consideration of this demand under the constitutional provision especially under Art3&4 still remains unfulfilled. After the statehood, as early as 1964, starting from the first Chief Minister of Nagaland, Late P. Shilu Ao, has written to the Central Government supported by a Resolution in the Assembly urging the GOI to constitute a Boundary Commission to examine and suggest solution to the problem on priority. It was also supported by the then CM of Assam, late Chaliha, who was a sincere friend of the Nagas. Over the years, almost every CMs of Nagaland has written to the central government on the matter accompanied every time by fresh Resolution of the Assembly. But the GOI had not taken any firm -timely action in spite of the persistent demand and reminders for an early action to resolve the contentious boundary issued between the two States. For not taking timely action, the first inevitable border clashes took place in Tuli-Amguri Geliky Sector in 1972, followed by series of incidents along the border in different sectors. In order to prevent such further clashes, preventive measures were required. Subsequently, 4 (Four) Interim Agreements were concluded between Assam and Nagaland in 1972. They are: (a) Geliky R/F and portion of AmguriTuli Road (31/03/1972). (b) Teok River to Desoi River (31/03/1972) (c) Desoi River to Gorarjan Stream & Kakadanga to Doyang River (2/5/1972) (d) Gorarjan toKakadanga (23/5/1972). Again in 1979, 2(two) Interim Agreements were made under the chairmanship of the common Governor involving the CM of Assam and Nagaland, Home Minister GOI in Shillong on 28/01/1979 and in New Delhi on 11/04/1979. In the two Agreements, the harassment of Naga inhabitants at Diphu, Nambhor and Rengma R/F areas were taken up. The two Agreements had defined operational procedures of the ground rules for maintenance of the status quo on the ground tell a permanent solution is arrived it. The inbuilt weakness of the 6 Interim Agreements:- The arrangement was glaringly one-sided, putting Assam in greater advantages over the Nagaland for the following reasons. 1)Police: All armed police camps of both Assam & Nagaland would be closed and withdrew from the disputed border (D/B) areas within a week after the agreement. No new posts would be set up. As a result all the Nagaland police camps were closed as stipulated, but Assam had rather strengthened their Police forces 2)The Neutral Forces: The operational command of the Neutral Forces comprising of CRPF & Assam Rifle were placed under the control of the ADGP (Border) of Assam Police, as stipulated in the very Interim Agreements, thereby the meaning of neutrality was compromised right from the beginning of their operation. It was an unfair arrangement which was totally in favour of Assam offering the whole DAB R/Fs areas on a platter to Assam. How the Naga representatives had agreed to such terms is a mystery and beyond any logic. It was an open offer to Assam to control and manage in any manner they desire. And Assam is taking full advantage of this. 3) The Reserved Forests: Again the condition for the management of all the 8 (Eight) Reserved Forests (R/Fs) within the disputed areas (DAB) were also placed under the Assam Forest officials as the sole

custodian and any entry from the Nagaland side were restricted, not even the Naga Forest Officials were allowed, nor was there any clause for a joint inspection incorporated in the Agreement. It was also onesided in allowing free exclusive right of access to Assam officials. They were supposed to maintain the then status quo of the forest with no new leases to be granted by Assam side, nor allow any encroachment in all R/Fs. The existing Naga settlement within the forest areas was not to be disturbed. In Kakadanga R/F, cultivation done by the Yimpang/ Champang old and Tessori villagers would be allowed undisturbed. All those agreed conditions were flaunted with impunity by the Assam. But no effective machinery/ conditions were incorporated to ensure compliance nor could impose penalty for abusing the trust. The SOP issued by the Assam Police commandant to the Neutral Forces in the Border had specifically directed to protect the Civil and Forest Officials of Assam in DAB areas and to report any human movement other than officials and people with the permission from Assam District magistrates. The original design and agreement thereof was to strictly maintain neutrality to both the disputing party’s interest namely, Assam as well as Nagaland. But the inherent flaw of the arrangement under the Agreement has defeated the intended objective and effectively the Neutral Force has been reduced to the position of a surrogated Assam Police obedient to the direction of their commander (the Assam ADGP Border). This serious defects had been earlier pointed out to the joint meeting of Assam, Nagaland and GOI officials but so far no corrective measures has been made. Likewise, the Forests (R/Fs) management is fully in the hand of Assam and has virtually become their forest land putting the interest and claims of the Nagas meaningless In this conditions the Naga demands, however legitimate it may be, will never be protected nor realised. Nagas are bound to lose everything on the ground unless drastic counter corrective measures are taken to protect the legitimate interest by the government and the people together, though it is late in the day, it is worth attempting. Assam filed a Writ in the Supreme Court (SC):- Even after the Merapani clashes in 1985, against the spirit of the recommendation made by the Sashtri, one man Commission recommendation, Assam has filed a Writ in the Supreme Court to adjudicate by the Court to declare the 1925 boundary line as the permanent Constitutional boundary between the two states. Since then, for the last more than 30 years, we are bogged down wasting time, energy, resources and diverting the attention as per the far sighted territorial grabbing game of Assam. They have brilliantly hoodwinked both the GOI and Nagaland and aggressively consolidating their hold on the territories of the disputed areas under their full custody by virtue of one sided agreements. Past experiences clearly shows evidences that Assam is not sincere and reliable but an unscrupulous selfish operator to be bound by any agreements. In this atmosphere of mistrust and manipulation by Assam compounded with no effective action oriented initiative on the part of the GOI, what can the government and the Nagas do to counter the aggressive and systematic encroachment of R/Fs disputed area territories before all is lost? The Supreme Court attempt to find solution outside the Court through a Local commission constituted in 29/9/2006 had failed. Another attempt was made by the appointment of two member mediators in Oct.2010 and in spite of their best

of effort, failed to suggest any acceptable suggestion. The situation is back to square one with no immediate prospect of resolving the issues while Assam is systematically encroaching on all the disputed Reserved Forest Areas with one excuse or the other. The brief summary of the two states (Assam and Nagaland) border areas management scenario as it exists today are:Assam side: They are in an advantageous position by virtue of favourable controlling authorities given to it in all the Interim Agreements as already described. Added to it, Assam has much better plan of comprehensive management of the Border areas affairs. 1) The Assam side of border areas are well guarded and protected with a string of Police Posts (Armed, civilian and Neutral forces) in all strategic locations. 2) About 10,000 Village Guards in all recognised Border villages are available to protect their interest. 3) Well planned Socio-Economic development along the border areas are being implemented by providing good connectivity and other essential services and commodities. 4) ALL R/Fs in DAB area under Assam Forest Management and in violation of all agreements, the unrestricted settlement and urbanisation activities are going on with impunity. 5) The Revenue Depth is providing Land Pattas under Assam Land Revenue Act to all encroachers and settlers e.g. Advises, refugees etc. to assimilate and consolidate the land holding into the Assam land Revenue maps. 6) New settlements are encouraged to settle in the border disputed areas. 7) There is proper coordination among the public, government agencies of administration, police and others for quick coordinated response in any exigency. The Assam govt has sound and well plan strategies for both short term and long term planning to protect and develop Border areas. The state government is providing all necessary logistic and other developmental support by providing both community as well as people oriented development programmes and schemes beside assured security and protection. Nagaland side: In addition to inherent disadvantages emanated out of the unfavourable terms& conditions formulated in the Interim Agreements, there is practically no proper plan to improve on the huge handicaps/deficiencies in all fronts putting the border areas of Nagaland vulnerable and exposed. The Nagas are mainly to blame for continuously putting the Nagas in this apparent sorry state of affairs giving more advantage to unrealisable Assam. 1) There is lack of basic infrastructure, e.g: road connectivity and other essential services, along the border. Most of the villages are not easily reachable from Nagaland side and are left to fend for themselves. 2) The Border areas are inadequately guarded and less protected. It is vulnerably exposed in case of any exigencies. 3) The Border Magistrate and Police are not adequately deployed and not strategically located for effective management. 4) There is no proper systematic plan to adequately take care of the basic minimum essential needs and infrastructures i.e. roads, electricity, water supply, medical facilities and so on, which are a must for the overall development, protection and wellbeing of the inhabitants. 5) The land survey has not been conducted so far which is essential for proper planning and issuance of State and respective Village pattas for identification of the ownership and identity. 6) No proper coordination

between the NGOs and the Govt agencies along the border. 7) Strategically important projects like the Foothill Road need to be taken up on top priority by the government in reality and not as mere political rhetoric since the statehood. In this context, the recent assurance of the present CM of Nagaland to give priority attention to take up with the GOI for adequate funding is a welcome prospect which the people are waiting hopefully for years. It will redeem the Nagas of humiliations and harassment meted out with flimsy excuses to extract money out of innocent travellers and exploitation of transporting essential goods passing through Assam all these years. The Border area policy of Assam: Significantly Assam has much better border policy plan much ahead on two –pronged approaches, namely, through judicial intervention and on ground assault. If Assam succeed in their favour in the Writ filed in the SC in 1988 which is still going on since then, it will totally nullify the long Naga demand of rectifying the historical injustice done to the Nagas since the British colonial era. The demand of the Nagas which were recognised and recorded in the 9 point agreement in 1947, reiterated in 16 point agreement in 1962, will all come to nothing since the 1925 boundary line was meant to legitimise the arbitrary deprivation of the Naga territories made by British. In such an eventuality, the Naga peoples’ demand will be lost in perpetuity. Unfortunately, this 1925 boundary line was adopted as the (Provisional) constitutional boundary between the two states at the time of Nagaland state creation on political consideration. That has given a chance to Assam to file this Wrt in the SC, However, the line is not verified till now on the ground. Thus, it is still an imaginary line which cannot be verified by satellite imagery device correctly. Under any circumstances it may not be acceptable to the Nagas. However, on the ground, Assam is aggressively going on consolidating the territorial hold and absorbing the DAB reserved Forest areas into the Assam land holding maps armed with the protection of the Neutral Forces. It is further strengthened by increasing their police deployment. Even recently, the Assam CM has boldly announced to establish Commando Battalion to guard their border areas with Nagaland. It is a challenge to the Nagas especially the government. All the R/Fs are also under their control to do whatever they wish. What then will the Nagaland Government do now is the moot question? Nagas cannot afford to remain mute spectators and complacent any longer on the vital border matters while the Assam is systematically perusing to achieve their planned objective. While we must engage proactively for an amiable and acceptable settlement on permanent basis, the government, the civil societies and people in general must take this vital issue as the most important common issue for a result oriented action plan to protect, counter the aggressive onslaught of Assam and ultimately settle for the final solution that is fair and just. In this context, the recent constitution of a High Powered Committee under the chairmanship of the CM, Nagaland to look into the boarder issues as announced in the Assembly is a welcome development. It should quickly come out with realistic strategies to effectively improve the weaknesses and tackle the border problem. The public need it and expect the peoples’ government to look into the matter without delay. People will surely appreciate such an initiative and will be willing and ready to cooperate for an achievable action plan. T.N. Mannen IAS (Rtd)

Need changes in PMAY-G and MGNREGA Scheme

he IAY, now change to PMAY-G, under Rural Development Department is good pro-poor scheme for poor people living in villages, however on hearing disheartened words from different corners, we apply RTI many times to clarify this issues. The latest RTI reply from RD Directorate vide RTI NO.DRD/ ME/RTI-25/2020-21 Dated Kohima, the 7th May 2021, which we received/collected on 27/07/2021 state that under PMAY-G the department to provide 1 (one) unit of CGI Sheet which consist of 10 bundle and thickness 0.50mm amounting to Rs. 77,130/- only, Rs. 42,000/only in 2 (two) installment through DBT and ridging 8 (eight) numbers per beneficiary household. RTI reply state that this CGI Sheet will supply to the beneficiary after purchasing

from vendors. But it should be purchased from an approved firm or through contractor/ supplier who are willing to supply the same quality at the cheaper price. I have been following this CGI Sheet distribution issues for quite some times now, the Department during IAY and now under PMAY-G supply 1 (one) unit CGI Sheet (but consist of 7 bundle only) and didn’t provide ridging to the beneficiaries. As I approach the shop dealing with CGI sheet where they told me 1 (one) CGI Sheet unit consist of 5 (five) bundle. Thus I presume that, Department is supplying 2 (two) extra bundle of CGI Sheet in place of ridging, which is a great act of love. But as I inquire further it is found that a CGI Sheet unit consists of 10 bundles and thus need to supply ridging to the beneficiary as well.

As per RTI NO DRDA/ MKG/RTI-1/2009-10/431 Dated Mkg the 15th September 2020, under PMAYG Scheme a household is provided housing materials and money amounting to Rs.1,30,000/- only. Thus, now price of 1 (one) unit of CGI Sheet (10 Bundle) costs Rs. 77,130/- only, and Rs. 42,000/- only is given in cash. Did the remaining amount of Rs. 10,870/- only spent on the purchase of Ridging? Shop Retail price at Mokokchung Town as on 04/08/2021 for 10 ft ridging is Rs. 500/- only. If we buy 8 numbers of 10 ft ridging it comes up to Rs. 4000/- only. If the remaining amount of Rs. 6,870/- only per PMAY-G beneficiaries in Nagaland is deducted how much money it will be? Or is it for home delivery charges of materials to the beneficiary? But as of now, VDB are asked

to come to store collect the materials for the beneficiaries, if so, the Department need to pay car hire charges or else the remaining amount must be returned to the beneficiaries. Now, as stated under PMAY-G scheme if fail to supply 1 unit of CGI Sheet and thickness of 0.50 mm along with ridging and cash, we will picket the DRDA office in all the districts demanding justice and for picketing the office, volunteers of the RTI Initiative Nagaland will visit all districts and approach different NGOs for help along with RTI Initiative Nagaland Volunteers. Many people in Nagaland uses 0.25 mm and 0.28 mm CGI sheet thickness while constructing roof, but the CHI sheet provided by the RD Department supply earlier is poorer in quality. To know better, check the CGI Sheet provided by the Department

earlier in your village under IAY or PMAY-G and you will know the intentions of the department. As we all know, the quality number and the thickness of the CGI Sheet should go hand in hand but it is not the same for RD department as per their supply/work. But we will not remain silent spectator for long. I have no desire to fight or to take the department to the court, why because if taken to the court or handed over to an investigating agency it may take time while investigating, and during investigating period the scheme maybe put on hold. In which case, beneficiaries in the villages may face problem to put roof on their new house, or we don’t want people to face problem for constructing new house after collecting local building material. But from now if the department fails to take the

right step, let the public take the trouble once and fight for the right of the people for once and for all. Let all not be a silent spectator in this present world, ‘dead people will be buried and the living will live at ease’ that my challenge. In regard to MGNREGA, we verbally approach to all the new officers taking charges to distribute equal numbers of day to all villages irrespective of opposition and ruling area and not to allow individual to work under the scheme, but should be work through VDB. Even if the department wants to allocate the works to individual, if all the villages ban such activity, it will benefit all the villages. If the public need to voice up against the department, let’s all unite and part take for the common cause and betterment of our future. S. T. Yapang Lkr., Kohima

PM Modi releases 9th instalment of Amidst Oppn protests, 3 bills passed in LS PM-Kisan Scheme for beneficiaries Congress says democracy ‘murdered’

NEW DELHI, AUG 9 (PTI): The government on Monday pushed through six bills, three of which were passed, in Lok Sabha despite the unrelenting Opposition protests over Pegasus snooping row and other issues, prompting the Congress to dub it as “murder” of democracy. The bills that were passed amid the din were --The Limited Liability Partnership (Amendment) Bill 2021, The Insurance and Credit Guarantee Corporation (Amendment) Bill 2021 and The Constitution (Scheduled Tribes) Order (Amendment) Bill 2021. RSP’s NK Premachandran said the three bills were passed in 10 minutes and likened it to “cooking dosas”. Lok Sabha proceedings were repeatedly disrupted following uproar by the Opposition, but amid the protests, the government also introduced two other

bills -- The National Commission for Homoeopathy (Amendment) Bill, 2021 and The National Commission for Indian System of Medicine (Amendment) Bill, 2021. Congress leaders Adhir Ranjan Chowdhury and Manish Tewari alleged that democracy is being “murdered” with the government pushing ahead with its legislative agenda in such a manner when the House was not in order. When the third bill, The Constitution (One Hundred and Twenty-Seventh Amendment) Bill, 2021 to restore the states’ right to list OBCs, was to be introduced, opposition members vacated

the Well of the House and went back to their seats. When the House met for the day in the morning, Opposition members sought to raise various issues, including the Pegasus spyware controversy and started shouting slogans following which the proceedings were adjourned till 11.30 AM When the Question Hour resumed at 11.30 AM, Opposition members trooped into Well. Rajendra Agrawal, who was in the Chair, asked members to go back to their seats. Soon, he adjourned the House till noon as the opposition ignored his plea

and continued their protests. When the House met again at noon, Agarwal, who was in the chair, allowed papers related to different ministries to be tabled in the House. He then asked Union Minister for Aayush Sarbananda Sonowal to introduce The National Commission for Homoeopathy (Amendment) Bill, 2021 and The National Commission for Indian System of Medicine (Amendment) Bill, 2021. The first bill proposes to amend the National Commission for Homoeopathy Act, 2020 to provide a medical education system that improves access to quality and affordable medical education. The other bill seeks to repeal the Indian Medicine Central Council Act, 1970 and help make available the Indian system of medicine professionals across the country. TMC member Saugata Roy said he opposed the introduction of the Homeopathy bill as it would be

detrimental to the Homeopathy profession. However, Sonowal defended the bills saying these were very important for the country. Tewari said the introduction of bills amidst opposition protests is a violation of the Constitution. After the admission of the two bills moved by Sonowal, Agarwal allowed Social Justice and Empowerment minister Virendra Kumar to introduce The Constitution (One Hundred and Twenty-Seventh Amendment) Bill, 2021. The bill seeks to give power to states and UTs to make their own OBC lists. Chowdhury strongly opposed the move and said that the entire opposition has been demanding discussion on the alleged snooping by Pegasus spyware but the government was ignoring the demand. Union Minister of State for Parliamentary Affairs Arjun Meghwal strongly objected to it, saying the government was ready for discussion on all issues.

NEW DELHI, AUG 9 (PTI): Prime Minister Narendra Modi on Monday transferred about Rs 19,500 crore to over 9.75 crore beneficiary farmers under the flagship scheme PMKISAN and said the government is taking several steps to double the income of the farming community. Under Pradhan Mantri Kisan Samman Nidhi (PMKISAN) scheme, the Centre provides an annual financial benefit of Rs 6,000 to eligible beneficiary farmers in three equal four-monthly instalments of Rs 2,000 each. The scheme was announced by the government in February 2019 in the Budget. The first instalment was released for December 2018-March 2019 period. The fund is transferred directly to the bank accounts of the beneficiaries. On Monday, the prime minister virtually released the ninth instalment for the beneficiaries. With this, the government has so far transferred around Rs 1.57 lakh crore to farmer families.

Narendra Modi

Addressing the virtual event, Modi said the government has transferred over Rs 19,500 crore directly to nearly 10 crore farmers and this amount will be useful for them. “Nearly Rs 1.6 lakh crore have been transferred so far under PMKISAN scheme, of which around Rs 1 lakh crore has been released during the pandemic,” he added. Out of this, Rs 1 lakh crore was transferred to small farmers during the pandemic, he said. This amount will be useful for small farmers at a time when the sowing of kharif crops is at its peak in the current monsoon season, he added.

Asserting that the government is committed to providing all resources to farmers to boost their income, Modi highlighted the benefits being reaped by farmers taking advantage of several schemes including Rs 1 lakh crore agri-infra fund that completed one year on Monday. Modi said farmers are benefitting from the Honey Bee Mission, which has led to huge export of honey resulting in extra income for farmers. For the benefit of saffron growers, he said the government has decided to sell saffron produced in Jammu and Kashmir through retail stores of cooperative firm Nafed. Referring to the upcoming 75th Independence Day, he said apart from being an occasion of pride, it is also an opportunity for new resolutions. During the event, Modi also interacted with many beneficiaries of the government’s schemes including PM-KISAN and Rs 1 lakh crore agriculture infrastructure fund.

testing and evaluation, and the number of machines that revealed other kinds of defects or errors during the testing and evaluation of firmware. The information was denied to him citing section 8 (1)(d) of the RTI Act which allows exemption of information pertaining to commercial confidence from disclosure. On the question of total number of machines that were tested and those which showed defects, Information Commissioner Vanaja N Sarna held the plea of Nayak ‘justified’, calling it ‘sta-

tistical information’ which can be given and ‘there is no exemption applicable in disclosing the numbers’. In addition, Nayak had also asked for the details of officers of the STQC, a third-party independent audit agency, who did the audit, its dates and geographical locations where it was conducted among other details. The commission allowed the STQC to withhold names and designations of auditing officers, but asked it to disclose dates and geographical locations of the audit done by it.

Chaudhary further said though the interface for the taxpayers is on digital and software, tax evaders commit fraud even on electronic platforms by way of mis-representation of facts like furnishing of fake credentials at the time of registration; by indulging in raising fake invoice to avail undue ITC. “To prevent tax-evasion, various validations have been built in the GSTIN/ CBIC system to weed out tax evaders,” he added. They said all those advocating a smooth constitutional process were not even notified, let alone invited. They said this itself spoke volumes about the “mandate (or the lack of it)” of the newly-inducted NCD office-bearers. The five hohos also accused ASTD president Meren Longchari of Nukpo village of playing a divisive role by allegedly fooling other tribes. They said Longchari acted as initiator of peace between the two contending parties through signing of an MoU, based on which the court case was withdrawn.

Israel will not accept rocket South Korea to fire from Lebanon: Bennett release Samsung Sayyed Hassan Nasrallah also said that the Lebanese Shia movement does not fear any Israeli war and “we are fully prepared for the war and we are certain that we will win it”. On August 6, about 19 rockets were fired at northern Israel by Hezbollah, causing no injuries. The Israeli army said in a statement that most of the rockets were intercepted by its aerial defence systems and the rest landed in open areas adjacent to the Lebanese-Israeli border. Hezbollah said the rockets were in retaliation to the Israeli airstrikes in southern Lebanon a few days earlier. The airstrikes were carried out after three rockets were fired from Lebanon towards Israel on August 4, causing no injuries.

scion on parole

SEOUL, AUG 9 (AP): South Korea will release billionaire Samsung scion Lee Jae-yong on parole this week after he spent 18 months in prison for his role in a massive corruption scandal that triggered nationwide protests and led to the ouster of the country’s previous president. The announcement Monday by the Justice Ministry, which came with a year left on Lee’s 30-month sentence, extends a history of leniency toward major white-collar crime and preferential treatment for convicted tycoons. It tarnishes the reformist image of President Moon Jae-in, who after winning a presidential by-election in 2017 vowed to curb the excesses of “chaebol,” South Korea’s family-owned conglomerates, and end their cozy ties with the government.

The van caught fire following the explosion, killing five people at the spot while four others succumbed to injuries in hospital, the report said. The injured people were also shifted to a hospital where their condition is said to be critical, the Xinhua news agency reported. Firefighters rushed to the site to douse the fire and recovered the bodies of the dead. Vehicles in Punjab are allowed to run on gas cylinders, but the poorly maintained old vehicles often pose a danger for the passengers.

Extremists attack Malian villages; at least 40 killed

US city of 2.4 million has just 6 ICU beds left as Delta cases rise

BAMAKO, AUG 9 (AP): Gunmen have attacked several villages in northern Mali, “shooting at anything that moved” and killing at least 40 people in apparent retribution for the recent arrest of several jihadi leaders, authorities said Monday. The latest violence took place in the volatile area along the borders of Mali, Niger and Burkina Faso where extremists linked to the Islamic State group are active. The attackers identified themselves as jihadis when they arrived Sunday around 6 p.m. in the communities of Ouatagouna and Karou, local official Oumar Cisse said. “Most of the victims were in front of their houses; others were going to the mosque,” he told The Associated Press. The attack comes a week after the Malian army arrested two jihadi leaders who had been denounced by residents of Ouattagouna and Karou. Islamic extremists have been a threat in the area for years. The jihadi rebels first seized control of cities in northern Mali back in 2012. Although a French-led military drive forced the rebels out of the urban centers the following year, the militants quickly regrouped in rural areas and have continued to launch devastating attacks on military targets.

infections in the U.S. have rebounded to more than 100,000 a day on average, returning to levels of the winter surge six months ago. Weekly cases on Friday passed 750,000, the most since early February, according to data compiled by Johns Hopkins University and Bloomberg. Cases are rising even as the U.S. pace of vaccination started to tick up after months of decline. Daily average deaths more than doubled in the past month, even while remaining far below the levels of last winter, with health-care experts warning that the pace of new infections could trigger deadlier mutations. “It clearly has taken a very bad turn,” Anthony Fauci, chief medical adviser to U.S. President Joe Biden, said in a Bloomberg Quicktake interview earlier this week. He also singled out Texas, along with Florida, as the two states that are “are accounting for a very disproportionately high proportion -- something like 40% of the infections.” Texas, with a population of about 29 million, has 439 ICU beds available -- and 6,991 ventilators. The Houston area, with a population of 6.7 million, has just 41 ICU beds remaining. The greater Dallas area, which has more than 8 million people, has 110 ICU beds available.

WASHINGTONG, AUG 9 (AGENCEIS): With ICU beds down to a single digit, Austin sounded the alarm Saturday, using its emergency alert system to let residents in the Texas capital city know that the local state of the pandemic is “dire.” The Austin area -- with a population of almost 2.4 million people -- has just six intensive-care unit beds left, state health data show. A total of 313 ventilators are available. “The situation is critical,” Public Health Medical Director Desmar Walkes said in a statement Saturday, warning of a “catastrophe” as it sent the notification to residents at noon through text messages, emails and phone calls. “Our hospitals are severely stressed and there is little we can do to alleviate their burden with the surging cases.” The warning came just two days after the city’s

health department bumped up its risk level to its highest at stage 5 due to the highly contagious delta variant, pushing residents to get vaccinated, stay home and mask up even if they have had their shots. The risk level was raised after the seven-day moving average for new hospital admissions increased more than 600% in the past month, while patients in intensive-care units jumped 570%. Covid patients on ventilators surged to 102 as of Saturday from just eight on July 4, the health department said. More may follow as cases in the Austin area increased 10 times. “Hospital bed availability and critical care is extremely limited in our hospital systems,” Walkes said, rallying residents to help “stave off disaster.” The jump in cases is also seen nationwide. SAN FRANCISCO, AUG 9 (IANS): Dixie Fire, a fastmoving wildfire has grown to become the second largest in California’s history as more than 8,500 firefighters are continuing to battle 11 major wildfires across the state, authorities said. Dixie Fire, raging in Northern California, was at 463,477 acres and only 21 per cent contained, said the California Department of Forestry and Fire Protection (Cal Fire) in an incident report on Sunday.

The fire surpassed the Mendocino Complex Fire, which scorched 459,123 acres in 2018, reports Xinhua news agency. In California’s history, it’s now only behind the massive 2020 August Complex Fire, which burned 1,032,648 acres, according to Cal Fire. The fire, which started on July 13, also became the largest wildfire so far this year in the country. T h e f i r e, b u r n i n g through four counties in Northern California, had

destroyed at least 404 structures and forced thousands of local residents to evacuate. More than 5,100 firefighters are working to contain it. According to Cal Fire, six of the top seven largest wildfires in the state’s history, including the Dixie Fire, have occurred since 2020. More than 6,000 wildfires have burned nearly 580,000 acres in California this year, according to the Cal Fire’s 2021 Incident Archive.

At UNSC, Modi puts forward 5 principles to prepare roadmap for maritime security coop U N I T E D NAT I O N S, AUG 9 (PTI): Chairing a high-level United Nations Security Council open debate, Prime Minister Narendra Modi on Monday put forward five principles, including removing barriers for maritime trade and peaceful settlement of disputes, on the basis of which a global roadmap for maritime security cooperation can be prepared. In his statement while chairing the debate on “Enhancing Maritime Security - A Case for International Cooperation” via video conferencing, Modi highlighted that maritime routes were being misused for terrorism and piracy. He stressed that the oceans are the world’s common heritage and sea routes the lifeline of international trade. Underlining

Narendra Modi

that the countries’ shared maritime heritage is facing many challenges, the prime minister put forward five principles on the basis of which, he said, a global roadmap for maritime security cooperation can be prepared. “We should remove barriers for legitimate maritime trade. Global prosperity depends on the active flow of maritime trade. Any hindrance in maritime trade can threaten the global economy,” Modi said elaborating the first principle. The second principle,

he said, was that the settlement of maritime disputes should be peaceful and on the basis of international law. “This is very important for mutual trust and confidence. This is the only way we can ensure global peace and stability,” he said. Modi said the third key principle was that the global community should together face natural disasters and maritime threats created by non-State actors. India has taken several steps to enhance regional cooperation on this subject, he added. Preserving the maritime environment and maritime resources, and encouraging responsible maritime

connectivity were the fourth and fifth principles enunciated by the prime minister. Modi is the first Indian prime minister to preside over a UN Security Council Open Debate, according to the Prime Minister’s Office. The meeting was being attended by several heads of state and government of member states of the United Nations Security Council (UNSC), and high-level briefers from the UN system and key regional organisations. The open debate was focussed on ways to effectively counter maritime crime and insecurity, and strengthen coordination in the maritime domain.

The government forces have now completely withdrawn from the province, he said. The city of Sar-e Pul joins three other provincial capitals now fully under Taliban control: Zaranj, the capital of western Nimroz province, the city of

with airstrikes aided by the United States. The fighting has also raised growing concerns about civilian casualties. On Monday, UNICEF said it was shocked by the increasing number of casualties among children amid the escalating violence in Afghanistan. Over the past three days, at least 27 children have been killed in various provinces, including 20 in Kandahar, it said. “These atrocities are also evidence of the brutal nature and scale of violence in Afghanistan which preys on already vulnerable children,” the agency said. It did not identify the side responsible for the killings. UNICEF also raised the alarm over what it said was increased recruitment of children by armed groups. The Taliban have also taken most of Lashkar Gah, the capital of southern Helmand province, where they took nine of the 10 police districts in the city last week. Heavy fighting there continues, as do U.S. and Afghan government airstrikes, one of which damaged a health clinic and a high school.

After billions of dollars spent in aiding, training and shoring up Afghan forces, many are at odds how to explain the surprising Taliban blitz that has threatened — and by now taken — several of the country’s 34 provincial capitals. Rahmani, the council chief in Sar-e Pul, said the provincial capital had been under siege by the militants for weeks, with no reinforcements being sent to the overstretched Afghan forces. KABUL, AUG 9 (AP): The Taliban on Monday took control of another provincial capital in Afghanistan, an official said. The city’s fall was the latest in a weekslong, relentless Taliban offensive as American and NATO forces finalize their pullout from the war-torn country. The militants have ramped up their push across much of Afghanistan, turning their guns on provincial capitals after taking large swaths of land in the mostly rural countryside. At the same time, they have been waging an assassination campaign targeting senior government officials in the capital, Kabul. The sweep comes despite condemnations by the international community and warnings from the United Nations that a military victory and takeover by the Taliban would not be recognized. The Taliban have also not heeded appeals to return to the negotiating table and continue long-stalled peace talks with the Afghan government. World’s oldest COIN MINT discovered in China T N

The world’s oldest known coin mint, beginning operation between 640 and 550 BC, has been found in China.

sibly the first in the world, estimated to have been first minted between 750-500 BC. They were used by the Zheng and surrounding regions until they were abolished by the first emperor of China in 221 BC. ‘The Guanzhuang foundry started around 770 BC, but at first it mainly produced ritual vessels, weapons and tools,’ said lead author of the research Dr Hao Zhao from Zhengzhou University.

UNICEF, Facebook building safer online experiences for children

U

NICEF India and Facebook on Monday launched a joint initiative on ending violence against children with a special focus on online safety. The partnership seeks to create a safe environment for children online and offline. It aims to improve children’s resilience and capacity to access the digital world safely, increase awareness on violence against children and its impact on children, families, and communities, as well as increase skills of communities and frontline workers to better prevent and respond to violence. The year-long initia-

tive will include a nationwide social media awareness campaign, and capacity building for 100,000 school children on online safety, digital literacy, and psychosocial support. “The Covid-19 pandemic has increased chances for children to face violence -- whether online or offline. Acknowledging the significant efforts being made to end violence against children, it’s important different stakeholders come together, to increase awareness, change behaviours and perceptions around how, when and where violence against children occurs.

‘It is about 150 years later that the minting activities appeared in this foundry.’ Radiocarbon dating of the Guanzhuang mint indicates it started operation sometime between 640-550 BC. This places it early in the spade coin’s history and means those found at the site are the oldest examples of metal currency ever discovered in China. Although other early mints have been found, none have been ra-

diocarbon dated. Researchers hope this new site, located in Henan Province, can shed light on the chronology of money and how it developed. Previous research has suggested that coins were first issued by merchants, making it much easier to trade, transport and count wealth. However, the mint at Guanzhuang is located close to the edge of the outer city, near the gates to the administrative inner city. This could indicate that the government was involved in the early history of currency, archaeologists believe, although the limited number of artefacts found at the site means the exact affiliation of the foundry cannot yet be confirmed. While the mint at Guanzhuang was a later addition, it proved so successful that subsequently dedicated coin mints were built from scratch elsewhere in China. For the next 2,000 years, money would be the main output of the copper industry. ‘Making coins was one of the most revolutionary financial innovations in human his-

tory,’ said Dr Zhao, adding that it allowed wealth to be easily traded, counted and hoarded. The carbon dating used by archaeologists, also referred to as radiocarbon dating or carbon-14 dating, is a method that is used to determine the age of an object. Carbon-14 is a carbon isotope that is commonly used by archaeologists and historians to date ancient bones and artefacts. Earlier this week archaeologists also revealed they had used carbon dating of human remains to establish that the famous Inca site of Machu Picchu is several decades older than previously thought. The research suggests it was in use in 1420 – more than 20 years earlier than scientists expected. Machu Picchu was built as an estate for Emperor Pachacuti, who according to historical records rose to power in 1438 before conquering the area where the site is located. This had led experts to believe it was built after 1440, and perhaps as late as 1450. The latest research has been published in the journal Antiquity. (Mailonline)

ew research suggests that taking your blood pressure medication at bedtime may more effectively reduce your risk of illness or death due to heart and blood vessel disease. Timing of medication is important because blood pressure follows a daily rhythm. It rises higher during the day and falls at night when we sleep. Rather than taking a blanket approach, experts say any medication regimen should be personalized for you based on a discussion with your physician. Should you be taking your blood pressure medication at bedtime rather than in the morning? Research published in the October 22, 2019, issue of the European Heart Journal suggests that maybe you should. In the study, the researchers followed 19,084 patients with high blood pressure for a median of 6 years. The patients were randomly assigned to one of two groups: those who took their blood pressure medication in the morning and those who took it at bedtime. The researchers found that bedtime medication seemed to make a differ-

ence for patients as they had better nighttime blood pressure. They also had less risk of illness or death due to heart and blood vessel disease. Why is the timing of your medication important? According to AARP, blood pressure follows a daily rhythm. It rises higher during the day and falls at night when we sleep. Since morning blood pressure is usually highest, people often opt to take their medications then. Many also feel that it is easier to remember morning medications. Also, since many medications cause urination, people may prefer to take them early in the day. As we age, however, we may develop a blood pressure pattern called nondipping. Non-dipping blood pressure tends to remain high overnight. People ages 55 and older with high blood pressure are more prone to non-dipping. Non-dipping blood pressure is a problem because it is a major risk factor for several conditions, including heart attack, stroke, and kidney disease. Overnight blood pressure control is important in order to lower your risk. If your medication

wears off before your next dose is due, your blood pressure may be elevated for several hours while you sleep. You may also wake with high blood pressure. Should you take your blood pressure medication at bedtime? While it is generally believed that nighttime blood pressure medications are helpful for those with non-dipping blood pressure, this new study seems to indicate that it might be helpful in more effectively lowering blood pressure for a broader range of people. Dr. Kim Williams, the head of the division of cardiology at Rush University Medical Center and past president of the American College of Cardiology, says he feels it’s too soon to begin recommending that all patients take their medications at bedtime. “We need more data from other centers as much of the data favoring this come from a small set of investigators. Other trials and experience are not as strikingly positive,” he noted. Dr. Satjit Bhusri, assistant professor of cardiology at Zucker School of Medicine at Hofstra/Northwell, also felt that it should not be a blanket recommendation for all patients.

This led experts to believe it was built after 1440, and perhaps as late as 1450. ‘Machu Picchu is among the most famous archaeological sites in the world,’ said the study’s lead author, Prof Richard Burger from Yale University. ‘But until now estimates of its antiquity and the length of its occupation were based on contradictory historical accounts written by Spaniards in

the period following the Spanish conquest.’ He added: ‘This is the first study based on scientific evidence to provide an estimate for the founding of Machu Picchu and the length of its occupation.’ Prof Burger and a team of experts from several US universities carried out accelerator mass spectrometry (AMS) dating of human remains from Machu Picchu. AMS dating is an advanced form of radiocarbon dating that can date skeletons with only small amounts of organic

he world’s oldest known coin mint, beginning operation between 640 and 550 BC, has been discovered in China. It produced the first metal ‘spade coins’ – named because of their similarity to the gardening tool – more than 2,600 years ago. The ‘highly-organised’ site was capable of mass-producing the first metal currency and helps shed light on the origins of money, archaeologists said. They made the discovery during excavations at Guanzhuang, a city and administrative centre of the Zheng state – a regional power before the rise of Imperial China. Researchers uncovered part of a bronze foundry with dozens of used and unused coin moulds along with coin fragments and metal debris. Together, these confirm this part of the foundry was a coin mint. Analysis of the finds reveals the mint was ‘highly organised’ and produced ‘spade coins’ in a standardised fashion. Spade coins are the oldest known Chinese metal currency and pos-

material left, expanding the pool of remains that can be examined. In this case, the team dated 26 individuals found at three cemeteries in Machu Picchu and recovered during excavations in 1912. The study found the site was in use from 1420 to 1530 – ending around the time of the Spanish invasion of the Inca Empire. It also suggests that Pachacuti ascended to the throne and began his conquests decades before the accepted historical records indicate.

The 34-year-old, seen by the French giants’ Qatari owners as the vital missing piece of their frustrating Champions League puzzle, has already had fans playing a guessing game. On Sunday night, dozens of PSG diehards gathered at the gates of Le Bourget airport to the north of the capital in the hope of catching a glimpse of their newest ‘galactico’. Their wait was in vain although French media maintained that it was a question of ‘when’ and not ‘if ’ Messi arrives. “The news is expected Monday, even Tuesday. This is the most likely scenario,” said Le Parisien on Monday morning. “It only seems to be a matter of hours,” suggested spor ts daily L’Equipe, which proclaimed “we are entering the most incredible days in the history of the French championship.” Before signing the contract in Paris, Messi will first have to undergo a medical examination.

One note of discord came from a group of Barcelona fans, represented by Parisian lawyer Juan Branco, who announced Monday their intention to lodge a complaint with the European Commission in connection with the rules of financial fair play that Barcelona and PSG must follow. The group also intends

to ask the French courts to suspend a possible transfer. Messi, widely considered the most gifted player in the history of the game, won 35 trophies at Barcelona after joining as a 13-year-old -- including four Champions Leagues and 10 league titles while his 672 goals are a record tally for one club. Despite offering to cut his salary by half to seal a new five-year deal which a club carrying debts of 1.2 billion euros and the player had agreed on, the agreement foundered on strict Spanish league salary restrictions.

movement and through smart passes. T h e v i c t o r y s aw Barcelona lift the Joan Gamper trophy for the 44th time and ninth consecutive year. This edition of the Gamper, described as a traditional festive occasion when Barcelona present the squad for the upcoming season, proved to be a nostalgic affair. Hours before the match began, a tearful Messi bade farewell to the club at a press conference. The departure happened when Barcelona were

unable to establish a new contract with the Argentina star who was with them for 21 years. This meant that the much-anticipated clash between Messi and Cristiano Ronaldo never happened. Barcelona were missing Sergio Aguero due to injury while Eric Garcia and Pedri were absent due to Spain’s campaign at the Tokyo Olympics. Life after Messi will not be easy for Barcelona as they host Real Sociedad in their opening La Liga match on August 15.

India lays out red carpet for Olympic heroes; felicitated in grand ceremony

NEW DELHI, AUG 9 (PTI): India’s Olympic medal-winners were accorded a grand welcome by the government in a dazzling felicitation ceremony here on Monday with sports minister Anurag Thakur saying that their journey is an “incredible stor y of resilience and sporting excellence”. Gold medal winning javelin thrower Neeraj Chopra was the cynosure of all eyes in the ceremony at a five star hotel here, held a couple of hours after the seven podium finishers made their way out of the airport amid utter chaos. At the felicitation c e r e m o n y, t h e y w e r e presented mementos and shawls by the minister. Both the bronzewinning men’s hockey team and fourth-place finishing women’s team cut cakes after arriving at the hotel. While Chopra added the golden sheen to the campaign, the silver medals came from weightlifter Mirabai Chanu and wrestler Ravi Kumar Dahiya.

The bronze medals, apart from the men’s hockey team, were claimed by boxer Lovlina Borgohain, shuttler P V Sindhu, and wrestler Bajrang Punia. “I am very happy to be back home. I knew India is very happy but after coming back here, to get this love first hand, it feels really nice. I would try to do my best for more such medals,” Borgohain said. Sindhu and Chanu did not attend the ceremony as they had arrived earlier and are currently at their home bases. “I only tried to give my best,” said Punia, who fought through his semifinals without any protective gear on his injured knee. Among those present on the occasion to felicitate the medal winners also included Union Minister of Law and Justice Kiren Rijiju, Secretary (Sports) Ravi Mittal and DirectorGeneral of Sports Authority of India Sandip Pradhan. “ To k yo 2 0 2 0 wa s an Olympic Games of many firsts for India. Japan PM thanks people for safe Olympics TOKYO, AUG 9 (AP): Japan’s prime minister thanked people for helping the country safely hold t h e O ly m p i c s d e s p i t e the difficulties of the coronavirus pandemic. He noted the Games were delayed by a year and held under tight restrictions, but “I believe we were able to fulfill our responsibility as the host nation,” Prime Minister Yoshihide Suga said, thanking the people for their understanding and cooperation. The 17-day Summer Olympics were played

mostly without spectators. A t h l e t e s s t aye d i n a n isolation bubble, quickly donned masks off their field of play and had to leave Japan soon after their competitions ended. But the games were a

testament to perseverance, and as Suga noted in praising Japanese athletes for the nation’s record 58 medals, “Some won the medals and others didn’t, but all their performances were moving.” Suga spoke about the Olympics at a ceremony in Nagasaki on Monday that marked the 76th anniversary of the U.S. atomic bombing of the Japanese city. Suga has been criticized as forcing the games on a Japanese public that didn’t want them to be held during the pandemic.

India excelled and inspired while Indians cheered and celebrated all around. “Truly sports is a great unifier as our athletes come

from villages and cities, north to south, from east to west. Their journey is an incredible story of resilience and sporting excellence,” he

added. T h e r e we r e m a n y firsts in India’s campaign, including the biggest ever 128-member athlete

contingent, seven Olympic Medals, first Olympic gold medal in an athletics eve n t , t wo s u c c e s s ive medals in consecutive Games by Sindhu, and a medal(bronze) by the Indian men’s team in hockey after a gap of 41 years. Also, the women’s hockey team achieved its best ever fourth place finish in the Games. “We will continue to support our sports persons and we endeavour to make India a sporting powerhouse,” Thakur said. The minister also lauded some close finishes including the fourth place finish by golfer Aditi Ashok. Thakur’s predecessor Rijiju praised the performances of all the athletes and reiterated that India will be a force to reckon with by the 2028 Olympics. “This is just the beginning because India’s resurgence in sport is visible now and I am confident that by 2028 Olympics India will be a force to reckon with,” Rijiju mentioned.

India shall aim at top 10 slot in Olympics: Naidu

N E W D E L H I , AU G 9 (PTI): After the bestever performance at the just-concluded Tokyo Olympics, India shall look at breaking into the top 10 at the earliest possible, Rajya Sabha Chairman M Venkaiah Naidu said on Monday as the House lauded medal winners and the gritty losers in close finishes. In an unusually long speech, Naidu termed the Indian contingent’s performance at the Tokyo Olympics “the first moment of national awakening in

sports”. “The Tokyo Games turned out to be the best Olympic moment for our nation in the last 121 years

of its Olympic journey,” he said. “It took such a long time to script a ‘We too can do it’ moment, erasing the memories of desperation, despondency, dejection and disbelief, compounded by poor medal performance every four years,” Naidu added. India finished at 47 in the Tokyo medal tally, far improved from 67 in the last Games in Rio. “Four gold medals would have placed us at around 20 and another four among the top 10 in the medals tally,” he said.

“It is to be much higher on the medals table given the feasibility as revealed from our Tokyo performances. Our mission shall be in the top 10 at the earliest possible.” Members thumped their desks when the reference was read out. Naidu said the Tokyo Olympics not just gave the highest-ever number of seven medals but also in terms of grit demonstrated in quite a few close finishes and a large number of athletes entering medalwinning rounds of the

competition. “ To k yo O ly m p i c s h e r a l d e d r e s u r g e n c e, renaissance and national awakening in sports in our country by restoring the depleting confidence and self-esteem,” he said. Of the 120 members in the Indian contingent for Tokyo, 55 contested in the quarter-finals and above, marking the highest-ever penetration into medal rounds of the competition. For the first time, five of our athletes fought for gold and over 40 made it to the semi-finals.

Ten big disappointments of the Tokyo Olympics TOKYO, AUG 9 (IANS): There were some athletes who were tipped to be the stars in their events, but failed to do so. Heres a look at the ten big disappointments from the Tokyo Olympics: 1. Kento Momota (badminton) The biggest medal hope for the host nation, the world number o n e Momota failed to live up to the expectations. The 26-year-old was knocked out from the group stages of men’s singles in badminton. He won in straight games a g a i n s t T i m o t hy L a m of USA. But lost to Heo Kwa n g - H e e o f Ko r e a , leading to his exit from the Olympics. 2. Naomi Osaka (tennis) The 23-year-old Ja p a n e s e tennis star had the honor of lighting the cauldron at the Opening Ceremony and was one of the biggest hopes for the hosts. Touted as an overwhelmingly favourite for the gold medal in women’s singles, Naomi’s journey was shockingly cut short in a third-round loss to the Czech Republic’s Marketa Vondrousova. Marketa, ranked 42 in the world, defeated Osaka, the world number 2, in straight sets. Eventually, Marketa won the silver medal. 3. Novak Djokovic (tennis) After winning Wimbledon, his third Grand Slam of t h e ye a r, N o v a k Djokovic landed i n To k yo with just

one ambition: an Olympic gold medal in men’s singles and complete a Golden Slam. All went well for him till he entered the semifinals. Djokovic was beaten by Germany’s Alexander Zverev, the eventual gold medal winner. The world number one went emptyhanded from Tokyo as Spain’s Pablo Carreno Busta defeated him in the bronze medal match. Later, he withdrew from the mixed doubles bronze medal match. 4. Kohei Uchimura (artistic gymnastics) T h e Ja p a n e s e gymnast entered as one of the star attractions in the Olympics. The gold medallist in allaround event of 2012 and 2016 chose not to defend his title due to shoulder issues. His preference to focus on horizontal bars turned into a horror show when he slipped off the bar on day one of the qualifications and failed to qualify for the final. The dejected 32-yearold didn’t retire immediately and would take a call after the World Championships in October in Japan. 5. Jade Jones (taekwondo) Great B r i t a i n’ s Jade Jones arrived in Tokyo with hopes of becoming taekwondo’s first threetime gold medallist in the Olympics. But the world No.1 was knocked out in the opening round of her 57 kg event 16-12 by Kimia Alizadeh of the Refugee Olympic Team. Alizadeh, who won bronze while competing for Iran in 2016 Rio Olympics, defected from her home country in

2020 and became a member of the Refugee Olympic Team. The loss left Jade in tears, marking it the first time she left Olympics without a medal. 6 . Tr ay vo n B r o m e l l (athletics) Marked as a favourite to win the men’s 1 0 0 m by none other than Usain Bolt, Bromell was the overwhelming favourite for the gold medal for the competition in Tokyo. The American, however, barely made it to the semifinals, with a 10.05s in his heat and finishing fourth. Eventually, he was not even able to qualify for the final as he recorded 10 seconds in the semi-finals. He finished third as he was one millisecond behind second-place holder Enoch Adegoke of Nigeria. 7. Russian Olympic C o m m i t t e e ( r hy t h m i c gymnastics) Since 2000, Russia had established itself as a force which can’t be defeated in rhythmic gymnastics. At Tokyo, the tables flipped. Under a new name, Russian O ly m p i c C o m m i t t e e ’s 21-year-old streak came to an end when Israel’s Linoy Ashram won the individual all-around competition on Saturday. On Sunday, Bulgaria won the all-around group competition. On back-to-back days, it marked the first time a Russian rhythmic gymnast won’t return with a gold from the Olympics, settling for silver in both events. 8 . J o h a n n e s Ve t t e r (athletics) T h e German, w h o arrived i n To k yo eyeing a

gold medal, made a shock early exit from the final of the javelin throw on Saturday. He finished ninth out of the 12 competitors and didn’t make the cut to compete for the last three attempts. The 28-yearold opened with 82.52m but fouls on the next two attempts didn’t do anything good to him as others surged past him. After Neeraj Chopra won the gold, Vetter posted on his social media with a picture of him while throwing and wrote “#Paris 2024!”. 9. Nyjah Huston (skateboarding) The highest paid skateboarder in the world, with more than four million Instagram followers, was seen as a favourite for gold i n m e n’s street skateboarding making its debut in the Olympics. In the final, the world number one, considered as the world’s best street skater with a record 10 street gold medals and 16 medals overall at the X Games, finished seventh in Tokyo, to the dismay of many. 10. Timothy Cheruiyot (athletics) T h e 2 0 1 9 Wo r l d Champion in men’s 1500m was a late addition for the Olympics a f t e r K e n y a dropped f o u r athletes due to doping issues. In the final, he dictated the pace for a major part of the competition. B u t N o r w a y ’s Ja k o b Ingebrigtsen, who was overtaken by Cheruiyot in the start, sped past him on the last lap to clock a personal best of 3:28.32 and clinch the gold medal.
