Legislators call for ‘one solution, one agreement’ 5-point resolution ADOPTED

Neiphiu Rio along with T.R. Zeliang, Y Patton and Neiba Kronu during the meeting on Friday.

DIMAPUR, JUL 9 (NPN): In what was like a déjà vu since 2005, the Core Committee of Parliamentary Committee on Naga Political Issue, formed on June 16,2021 renewed the appeal on all “negotiating groups to come together” in order to hammer out their differences and create a common approach for “one solution and one agreement” The appeal was among the five-point resolution (see box) adopted by the Committee at its first meeting at the Rhododendron Hall, Chümoukedima police complex, Friday. It may be pointed out that the Core Committee comprises of five elected members each of various political parties while the

Parliamentary Committee comprises of all the 60 MLAs and two MPs. State chief minister Neiphiu Rio is convener of both panels; while Dy. CM Y. Patton and NPF leader T.R. Zeliang are co-conveners of both panels and Planning Minister Neiba Kronu the membersecretary of both panels. Besides the chief minister, Dy. CM and opposition leader, 12 other core committee members attended the meeting. Interestingly, the Interlocutor to the Naga Peace Talks R.N. Ravi had stated that negotiations with all groups had ended on October 31,2019 when formal talks were concluded. However, demand for flag and constitution which the

Pfizer pushes for 3rd shot as Delta drives global outbreaks WASHINGTON, JUL 9 (AFP): Pfizer and BioNTech said they would seek authorization for a third dose of their Covid-19 vaccine to boost its efficacy as the Delta variant drove devastating outbreaks in Asia, including in Thailand where fresh curbs were announced Friday. With the pandemic once again wreaking havoc, Japan banned fans from most Olympic events and placed Tokyo under a virus state of emergency throughout the Games just two weeks before the opening ceremony. The highly-transmissible Delta variant, first detected in India, is sweeping across the globe as countries race to vaccinate their populations to ward off fresh outbreaks. Pfizer and BioNTech said Thursday they expected that a third dose will perform well against the strain, and that they would be seeking authorization in the United States, Europe and other regions in coming weeks. Initial data from an ongoing trial showed a third shot pushed antibody levels five to 10 times higher against the original coronavirus strain and the Beta variant, first detected in South Africa, compared

with the first two doses alone, according to a statement. The companies said they expected similar results for Delta -- but added they were also developing a vaccine specifically tailored to fight the deadly strain. The news came as Thailand battled a fresh outbreak on its shores, forcing authorities to roll out fresh restrictions, including a 9 p.m. to 4 a.m. curfew in Bangkok and banning non-essential travel across the country, normally overrun by tourists at this time of year. “This will suppor t disease control efficiently. Thailand will be victorious,” said Apisamai Srirangson, assistant spokeswoman for the government’s coronavirus taskforce Japan meanwhile grappled with planning for the upcoming Olympic Games, which will be held later this month with no spectators. Delta currently accounts for around 30 percent of cases, and officials imposed a new state of emergency on the capital to fight off rising infections. Vietnam’s Ho Chi Minh City went into a two-week lockdown, with residents now barred from gathering

1. The Core Committee appeals to the negotiating Parties of the Indo-Naga Political dialogue to resume the Peace Talks with a positive approach of mutual respect for each other by setting aside pre-conditions in the greater interest of the people’s cry for long term peace and in order to move forward under a positive environment that is conducive to finding a political solution at the earliest time possible. 2. The Core Committee appeals to all Naga Political Groups to make serious efforts towards unity and reconciliation. The constant antagonism against each other, especially in public space and the Media is sending out a wrong message to the masses considering the fact that we are all pursuing the same aspiration of peace and political solution. Taking the positive example set by the elected members of the Nagaland Legislative Assembly, who have risen above Party affiliations to unite for the Naga Political Issue, the Naga Political Groups should make concerted efforts and listen to the voice of the people for unity and oneness. 3. The Core Committee while appreciating the constant role and contributions of the Churches, Civil Societies and NGOs towards facilitating peace and strengthening the peace process, appeals to the Civil Societies, mass based Organizations and Tribal Hohos to make renewed efforts towards creating a conducive atmosphere for early realisation of a political solution by pursuing unity, reconciliation and oneness. 4. All Members of the Core Committee and the Parliamentary Committee on Naga Political Issue, including the two Members of Parliament, have come together under the same banner in line with the election manifestos of all Political Parties and commit to the people that the elected members are prepared to pave the way as and when an inclusive, honorable and acceptable solution is arrived at. 5. The Core Committee on behalf of the Parliamentary Committee on Naga political issue appeals to the Naga negotiating groups to come together in order to hammer out their differences and create a common approach for One Solution and One Agreement.

DIMAPUR, JUL 9 (NPN): Northern Angami Students’ Union (NASU) on Friday reminded the state government act on charter of demands submitted on June 21, that includes waiving off school fees for unaided recognised private institutions. In a statement, NASU president and secretary pointed out that they were to receive any positive response from the state government. While acknowledging the selfless service rendered by staff and management of every institution, aided or unaided, NSAU urged the (Cont’d on p-8) government to pass an order

directing all unaided recognised private institutions to waive off certain percent of tuition fees for unutilised facilities until commencement of physical classes. Further, NASU demanded that managements of educational institutions should not bar students from attending exams and online classes on account of nonpayment of fees/arrears/ outstanding fees, withhold results of examination of any student on account of non-payment of fees/arrears/outstanding fees and should consider requests made by parents of wards

It was also learnt that veteran politician and minister social welfare, home guards and civil defence Noke Konyak was included as member of the committee in place of late Toshi Wungtung adviser IPR, SCERT, Village Guards who passed away recently. Meanwhile, the formation of the two-tier panel on June 16 has only added confusion to the issue. The Joint Legislators Forum (JLF) split in August 2020 after NPF formed its own Political Affairs Mission (PAM) with the same objective on Naga political issue. The JLF comprises of NDPP, BJP and Independent legislators and headed by the Speaker of the assembly. On the other hand, the PAM is headed by NPF legislature party leader T.R. Zeliang and comprises of 11 party MLAs and two senior party functionaries. Since 2005 the legislators have apportioned on themselves to play the role of “facilitators” to the Naga political process for an early solution.

NEW DELHI, JUL 9 (PTI): The graded action plan approved by the Delhi government on Friday in anticipation of a third Covid wave has recommended guidelines for people entering the city, including for travellers from states with over five per cent positivity rate and those which have reported mutant strains. For international travellers arriving in Delhi, central government guidelines will be followed, the plan states. The colour-coded plan was approved during a meeting of the Delhi Disaster Management Authority attended by Lieut. Governor Anil Baijal and chief minister Arvind Kejriwal among others. The graded action plan has four levels of alerts based on the positivity rate or number of new cases etc. The first level (L-1) is yellow coded, second (L-2) is ‘Amber’, third level (L-3) is ‘Orange’ and the highest level (L-4) is ‘Red’ that denotes over five per cent positivity or number of new cases reaching 16,000 during a week or 3,000 oxygen-bed occupancy. The plan states that there are three types of situations in which restrictions will be put in place in respect of domestic travel.

The restrictions will come into force when a ‘Red Alert’ (Level 4) has been enforced in Delhi and people are coming by air into the city (including transit passengers) from other highly infected states and Union Territories where positivity rate is more than five per cent, the plan states. The second condition of restrictions will involve people coming into Delhi by air, trains, buses, cars, trucks from other highly infected states or Union Territories where positivity rate is over 10 per cent, it says. The third condition for the restrictions is when people coming to Delhi through different modes of transport from other states or Union Territories where a new mutant of virus is detected, it added. Such restrictions were imposed on travellers from Telangana and Andhra Pradesh where a mutant of coronavirus was found in May this year. People arriving in Delhi during implementation of graded action plan will require to produce a certificate of successful vaccination of two doses of COVID-19 vaccine or a negative RT-PCR report not more than 72 hours old.

He said all the vaccines that were currently available in India had gone through three phases of clinical trials. “Safety is tested in the first phase itself. Immunity and efficacy are tested in the later phases. So, I assure everyone that the vaccines are absolutely safe.” Dr. Panda. He also said that blood clotting events or AEFI (Adverse Event Following Immunization) following COVID vaccination were miniscule in India. Panda also said that the best option was to take the vaccine available in the country now, rather than waiting for other vaccines. “People may be waiting for other vaccines which they may consider more convenient or superior, the virus is not waiting. The virus is still spreading in the country. What if you get infected, while you wait,” he asked. He also informed that there was no change suggested in preventive measures and treatment of Covid in light of the new variants. “A l l t h e mu t a n t s, whether it is circulating strains of the virus or the newer variants, the mode of spread is the same. Precautions like wearing masks, avoiding crowded places, hand sanitation are still the effective methods to control the spread of the virus,” he added.
