DIMAPUR, JUL 9 (NPN): In what was like a déjà vu since 2005, the Core Committee of Parliamentary Committee on Naga Political Issue, formed on June 16,2021 renewed the appeal on all “negotiating groups to come together” in order to hammer out their differences and create a common approach for “one solution and one agreement” The appeal was among the five-point resolution (see box) adopted by the Committee at its first meeting at the Rhododendron Hall, Chümoukedima police complex, Friday. It may be pointed out that the Core Committee comprises of five elected members each of various political parties while the

Parliamentary Committee comprises of all the 60 MLAs and two MPs. State chief minister Neiphiu Rio is convener of both panels; while Dy. CM Y. Patton and NPF leader T.R. State logs 60 fresh cases, 2 Covid deaths DIMAPUR, JUL 9 (NPN): Nagaland on Friday recorded 60 fresh Covid-19 positive cases while two more patients succumbed to the infection. Of the fresh cases, 19 were from Dimapur, Mokokchung-11, seven in Kohima, five in Zunheboto, four in Longleng, three each in Mon, Peren, Phek and Wokha and one each in Kiphire and Tuensang, taking the total caseload to 25787. NEW DELHI, JUL 9 (PTI): The graded action plan approved by the Delhi government on Friday in anticipation of a third Covid wave has recommended guidelines for people entering the city, including for travellers from states with over five per cent positivity rate and those which have reported mutant strains. For international travellers arriving in Delhi, central government guidelines will be followed, the plan states. The colour-coded plan was approved during a meeting of the Delhi Disaster Management Authority attended by Lieut. Governor Anil Baijal and chief minister Arvind Kejriwal among others. The graded action plan has four levels of alerts based on the positivity rate or number of new cases etc. The first level (L-1) is yellow coded, second (L-2) is ‘Amber’, third level (L-3) is ‘Orange’ and the highest level (L-4) is ‘Red’ that denotes over five per cent positivity or number of new cases reaching 16,000 during a week or 3,000 oxygen-bed occupancy. The plan states that there are three types of situations in which restrictions will be put in place in respect of domestic travel.

The restrictions will come into force when a ‘Red Alert’ (Level 4) has been enforced in Delhi and people are coming by air into the city (including transit passengers) from other highly infected states and Union Territories where positivity rate is more than five per cent, the plan states. The second condition of restrictions will involve people coming into Delhi by air, trains, buses, cars, trucks from other highly infected states or Union Territories where positivity rate is over 10 per cent, it says. The third condition for the restrictions is when people coming to Delhi through different modes of transport from other states or Union Territories where a new mutant of virus is detected, it added. Such restrictions were imposed on travellers from Telangana and Andhra Pradesh where a mutant of coronavirus was found in May this year. People arriving in Delhi during implementation of graded action plan will require to produce a certificate of successful vaccination of two doses of COVID-19 vaccine or a negative RT-PCR report not more than 72 hours old.

He said all the vaccines that were currently available in India had gone through three phases of clinical trials. “Safety is tested in the first phase itself. Immunity and efficacy are tested in the later phases. So, I assure everyone that the vaccines are absolutely safe.” Dr. Panda. He also said that blood clotting events or AEFI (Adverse Event Following Immunization) following COVID vaccination were miniscule in India. Panda also said that the best option was to take the vaccine available in the country now, rather than waiting for other vaccines. “People may be waiting for other vaccines which they may consider more convenient or superior, the virus is not waiting. The virus is still spreading in the country. What if you get infected, while you wait,” he asked. Precautions like wearing masks, avoiding crowded places, hand sanitation are still the effective methods to control the spread of the virus,” he added.

‘Naturally Nagaland’ outlet launched in Dimapur

DIMAPUR, JUL 9 (NPN): Naturally Nagaland, an initiative under the state government to promote organic Agri and allied products, finest arts, crafts, handlooms of the state, was launched here, on Friday, at 4th mile. The outlet was launched by Agricultural production commissioner (APC), Y Kikheto Sema. Addressing the media persons, Kikheto informed that the idea was conceived in 2020 and was an initiative of former chief secretary, late Temjen Toy, who, on February 27, 2020, renamed the state emporium at Delhi as Naturally Nagaland to promote the finest arts, crafts, handlooms, and organic products of the state. He said that the outlet was conceptualised to promote food, craft, textile and agri products of local farmers and entrepreneurs,

Fire destroys Church at old Jalukie DIMAPUR: Old Jalukie Sector-B Baptist Church building was completely destroyed in a fire that broke out at around 2 a.m., July 8. According to DIPR report, the fire was suspected to have been caused by an electrical short circuit, which had razed the entire Church building and its properties. The incident was verified by district administration, police, ZBCC executives and the general public. Cash and properties amounting to

DIMAPUR: Can Youth launched Covid information tool booth, legal support tool booth and first aid booth under project coIRA (information response act) in collaboration with district administration, Dimapur municipal council,

KAL lawyers group and Dimapur traffic police at Burma Camp on July 9. In a press release, Can Youth information and publicity cell informed that the organisation installed its first booth at Burma Camp and Khermahal.

The installation programme was launched by DMC administrator, Albert Ezung with an invocation by Cross Wonder Church, Burma Camp pastor, Tenyenlo Rengma. Project development 4 Adolescent, Can Youth,

coordinator Sentiwati gave a brief introduction on Co-IRA. He stated that through this project the staff from Can Youth and volunteers from pack sketch & equality youth organisation hopes to do their bit in providing support to the community. He informed that the project would be addressing COVID-19 myths and facts, provide free medical aid and free legal aid support through KAL group, legal practitioners & consultants. Albert Ezung appreciated the staff and volunteers of Can Youth for the initiative which would sensitise the community and help those in need during the pandemic by providing free services. At the programme, farewell speeches were delivered by IQAC coordinator Dr. Vitsosie Vupru, vice principal Kezhaleu Hesso, while LDA Tinuwangshi spoke on behalf of the ministerial staff. DTF Kiphire meeting discusses Unlock 2 guidelines DIMAPUR: District task force (DTF) Kiphire held its meeting on July 9 and discussed various agendas with regard to Unlock 2 guidelines. The Meeting was chaired by the DC and DTF chairman, T Wati Aier. According to DIPR report, the chairman shared about the lowest turnout vaccination among the districts and urged upon the members to give valuable inputs to improve vaccination in the district. In the meeting, the house decided to follow the Unlock 2 SOPs issued

by the high power committee; chief medical officer, Dr. E. Motsuthung Patton briefed the members about oxygen plant, Covid positive and fatality status in the district. He pointed that out of six fatalities due to Covid in the district, only one who had co-morbidity received first dose of Covid vaccination. In this regard, he stressed on the importance of Covid vaccination. District immunisation officer, DIO Dr. K. Pewezo Khalo who is also member secretary of DTF Kiphire thanked the HODs

of various government departments, Assam Rifles, NGOs and public leaders for spreading awareness and mobilising for Covid vaccination. According to the DIO, the district target was approximately 27,000 persons whereas only 7,244 received the vaccine which stood at 26.8% coverage of the district. DIO also informed about the special vaccination drive that would be conducted on July 11 at deluxe point Kiphire and asked members to disseminate the information to the

public. He also asked the ward authority to submit the list beneficiaries for Covid vaccination in order to plan for vaccination drive in the wards. In his speech, ADC Kiphire, Rahul Mali urged upon the Church members to come forward for vaccination especially in the village level. He also pointed out that in spite of awareness and special vaccination drive in the district, there was still less number of eligible beneficiaries turn out for vaccination. AJP questions Assam police encounter

GUWAHATI, JUL 9 (PTI): The Assam Jatiya Parishad (AJP) on Friday alleged that the surge in encounters in Assam was a ploy to “silence” lower-rung criminals to protect their bosses running illegal syndicates, including politicians and top police officers. The chief ministers sanction to make encounters the “pattern” in handling fleeing criminals, whose numbers have suddenly spiked, has led to doubts on the actual motives of these incidents, the party further alleged. Addressing a press conference here, AJP general secretary Jagadish Bhuyan questioned, “Under the guise of fighting crime, are people being ‘silenced’ and terror created in their minds to protect the top criminals?” More than a dozen suspected militants and criminals have been shot dead in the state since May as they reportedly tried to escape from custody, while several others, including rape accused, and suspected cattle smugglers, have been injured, the AJP leader

Chief Minister Himanta Biswa Sarma, at a meeting on July 5 with Officers In-Charge of police stations across the state, had said that shooting at criminals “should be the pattern” if they attempt to escape from custody or try to snatch arms from on-duty personnel and fire at them. Bhuyan further alleged that criminal rackets and syndicates in the state have been running for several years in connivance with a section of politicians and police officers, and the encounters could be to “protect” those involved in these crimes. Referring to the operations against cattle smuggling, Bhuyan said, the government should institute

an inquiry into the alleged Rs 60,000 crore illegal dealings in the syndicate in the last five years. He pointed that the incumbent chief minister has himself claimed that Rs 1,000 crore illegal transactions happen per month in the cattle smuggling syndicate. The BJP had led a coalition government in the state in the last five years and had retained power in this years state polls, with Sarma replacing Sarbananda Sonowal as the chief minister. “How can we be sure that those involved in cattle smuggling will not be killed in an encounter to erase all evidence?” Bhuyan questioned. He also expressed apprehension that with the encounters becoming a “pattern”, these could soon be used for vindictive purposes. Pointing out that the ways to deal with a criminal are elaborated under different sections of IPC, CrPC, and Police Manual, the AJP leader alleged that the chief ministers statement of July

5 could lead to a mindset among the police officers in favour of encounters. If any convict or accused is to die in police firing other than the conditions specified under the law, the police officers have to face charges of culpable homicide, Bhuyan said. The AJP leader also criticised the chief ministers recent statement undermining the power and role of an MLA in a democratic set-up. “The executive, the legislature, and the judiciary are the pillars of democracy. The CMs statement that the officers will not listen to the MLAs but only work at the instruction of the ministers negates the importance of the legislature. “The power to hand out death sentence given to the police by the chief minister has also clearly done away with the judiciarys role,” he claimed. The message that the chief minister is sending that only the executive is important is against our Constitution and the AJP strongly opposes it, the AJP leader added.

NE COVID-19 UPDATE Sikkim reports 170 new COVID-19 cases Gangtok, Jul 9 (PTI): Sikkim reported 170 new COVID-19 cases in the past 24 hours, pushing the caseload to 21,965, a health department bulletin said on Friday. East Sikkim registered 70 new cases followed by West Sikkim (53), South Sikkim (43), and North Sikkim (4). The Himalayan state now has 2,177 active cases, while 257 COVID-19 patients have migrated to other states, and 19,219 persons have recovered from the disease. The COVID-19 death toll remained unchanged at 312 as no fresh fatality was reported in the last 24 hours, it said. The state has thus far tested 1,71,723 samples for COVID-19, including 987 in the last 24 hours. Sikkim’s COVID-19 positivity rate now is 17.2 per cent, while the recovery rate has increased to 87.4 per cent.

Itanagar, Jul 9 (PTI): Arunachal Pradesh’s COVID-19 tally rose to 38,682 as 399 more people tested positive for the infection, a senior health official said here on Friday. The COVID-19 death toll in the frontier state increased to 185 with one more person succumbing to the disease in the past two days, he said. A 52-year-old woman from the Capital Complex Region died at her home in Lower Subansiri district on Wednesday due to acute respiratory distress syndrome with Covid Pneumonia, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The total number of COVID-19 recoveries in the northeastern state rose to 35,037 as 301 more patients were cured of the disease on Thursday, Jampa said. The COVID-19 recovery rate in the state now is 90.58 per cent while the active percentage stands at 8.94 and the positivity rate at 7.12 per cent, the official said. Altogether, 8,06,388 samples have been tested for COVID-19 in the state so far, including 5,599 on Thursday, Jampa said. Meanwhile, State Immunisation Officer, Dr Dimong Padung said that a total of 6,86,047 people have been administered COVID-19 vaccine doses so far in the state since the inoculation drive began in January this year.

Nine COVID-19 deaths, 421 new cases in M’laya

Shillong, Jul 9: Meghalaya on Friday registered nine more Coronavirus-related death, mounting the fatality figure to 899, while the number of active COVID-19 cases stands at 4,391 with the detection of 421 new cases. The State also reported 417 new recoveries, pushing the number of recovered cases to 48,380, which has so far recorded 53, 244 confirmed cases. Director of Health Services (MI), Dr. Aman War said the COVID-19 related deaths recorded were five in East Khasi Hills district, two in West Garo Hills district besides one death each in West Jaintia Hills district and West Khasi Hills district. As on date, 31,114 health care workers have been vaccinated against COVID-19 with the first dose and 20, 171 received the second dose, 96, 846 frontline-workers got the first jab and 27, 620 got the second shot, while 5,67,115 persons from among the general public were inoculated with the first dose and 45,944 are fully vaccinated with the second dose across the state.

An 80-year-old woman from Singjamei of Imphal West district on Friday claimed that her blurry vision has been corrected after taking the first jab of COVID-19 vaccine. Kshetrimayum Shangbanabi Devi further claimed getting relief from her sleeping disorders, random dizziness and other health issues she had been suffering from for a long time. Talking to the media at her house, the elderly woman said that she was suffering from blurry vision for the last around 10 years with no improvement despite repeated treatment by doctors. She also had other health problems due diabetes, high BP and other body pains that made her sleep disorders. However, after taking the first jab of COVID-19 vaccine, she got relief from her blurry vision and all

other health problems, the elderly woman claimed. ‘After about 10 years, I can see things clearly without spectacle,’ she said. Earlier, she could not see things clearly even with spectacle, she claimed. Earlier, an octogenarian, Pukhrambam Mangi (83) from Sugnu village in Kakching district had claimed that he got back his sight after taking the first dose of Covid vaccine. The elderly man said that he had partially lost his sight, particularly his right eye, around a year ago. However, he regained sight two days after the first dose of Covishield. The elderly man took the first jab of the vaccine on July 3 last. It was the first ever vaccine he had taken in his life, the octogenarian claimed. The random dizziness and low back pain which he has been suffering for a long time were also gone after the vaccination, he claimed. Like in other parts of the country, in the state too, people were reluctant to get vaccinated against COVID-19 due to fear of adverse side effects.

Aga rtala , J ul 9 (IANS): An undertrial Turkish national, who has been accused of stealing huge amounts of cash by hacking ATMs in Kolkata, Guwahati and Agartala in 2019, fled from police custody here on Friday, the police said. According to the police, four cyber criminals -- Hakan Zamburakan and Fettah Aldemir, both Turkish nationals, and Mohammad Hannan and Mohammad Rafiqul Islam, both Bangladeshi nationals -- were arrested in January last year for stealing cash amounting to lakhs of rupees by hacking ATMs in Kolkata, Guwahati and Agartala. The four accused were lodged in the Tripura central jail since January last year. A police officer said that Hakan Zamburakan was taken to the government-run Govind Ballabh Pant Medical College and Hospital in Agartala on Friday as he was feeling unwell.

PM Modi reviews oxygen availability across country

New Delhi, Jul 9 (PTI): More than 1,500 PSA (Pressure Swing Adsorption) oxygen plants are coming up across the country, the government said on Friday as Prime Minister Narendra Modi reviewed the progress of augmentation and availability of the life-saving gas. The Prime Minister’s Office (PMO), in a statement, said Modi asked officials to ensure that these plants are made functional at the earliest and also told them to work closely with state governments in this regard. These upcoming oxygen plants include those being built with the contribution from the PM CARES fund as well as from various ministries and PSUs, it said. PSA oxygen plants contributed by the PM CARES fund are coming up in all states and districts of the country, and Modi was told that they will support more than 4 lakh oxygenated beds once functional, the PMO said. “PM asked officials to ensure there is adequate training of hospital staff on operation and maintenance of oxygen plants. He also di-

rected officials to ensure that each district has trained personnel available,” it said. The prime minister was informed by officials that a training module prepared by experts is in place, and they are targeting training of around 8,000 people across the country. Modi also asked them to deploy advanced technology like IoT to track the performance and functioning of these oxygen plants at the local and national level. He was informed by officials that a pilot exercise is being done using IoT for monitoring the performance of the oxygen plants, the PMO said. Officials also informed the prime minister that they are in regular touch with officers from state governments regarding fast-tracking the oxygen plants, it said. But can someone hack into an IP address for years and the owner would still not be aware of it? It is unlikely, but again there are people who are not mindful of technology and are vulnerable to such hacking. And if the attacker actually hacked into someone else’s IP address for this job then it would be very difficult to track down the attacker. But again, the government can still find out about the attacker under such a scenario. Do you think that it was a planned cyber attack on Wilson and Gadling? If all that is present in the Arsenal Consulting report is true then it is certain that Wilson and Gadling were targeted by the attacker. So far, only computer hard disks of only two people have been sent to Arsenal for forensics examination. I am sure the result will be the same if computers of other people named in Bhima-Koregaon case are also sent for a forensic test. Do you think it is the work of an individual or a

Two cases of Kappa variant detected in UP NEW DELHI, JUL 9 (AGENCIES): Two cases of the highly transmissible Kappa variant of Covid-19 have been detected in Uttar Pradesh through the genome sequencing of samples, the state government said today. The samples returned positive for the variant in Lucknow’s King George medical college, according to an official statement. The Delta plus variant of Covid-19 was found in 107 samples, said the statement, adding that chief minister Yogi Adityanath had been informed. “Both the variants are not new for the state. The facility of genome sequencing is being increased in the state,” the statement issued after Yogi Adityanath’s Covid review meeting said. Genome sequencing is a laboratory process that is instrumental in characterising the mutations and tracking disease outbreaks. At present, the daily positivity rate in the state is 0.04 per cent. When asked about the Kappa variant, additional chief secretary (Health) Amit Mohan Prasad said earlier also cases of this variant were found in the state. “There is nothing to worry about. This is a variant of coronavirus and its treatment is possible,” Prasad was quoted saying by news agency PTI. Prasad, as a measure of caution, did not divulge the names of the affected districts or places of its origin.

If I was the judge of the case, then I would conclude based on the report that at least the incriminating documents/files allegedly found in Wilson and Gadling’s computer were planted and were not even opened by either of them. Both of them probably didn’t even know that those files exist on their computers. At least the files investigated by Arsenal

Consulting’s report do not stand against Wilson and Gadling. If the agency has any other evidence against them, then that can be a matter of investigation. Have you ever come across any such cyber attack in India or globally? I have never come across any such evidence implant attack both nationally and internationally. This kind of attack is unique because generally malware attack is done for financial gain like stealing bank account password or intellectual property. But this cyber attack was to carry out surveillance and evidence implantation. This was a customised attack on individuals which requires a lot of thought and intelligence. The Arsenal report specifically speaks about the 14 important documents, presented as incriminating evidence against Gadling by the investigating agency. The report says that “there is no evidence which would suggest any of the fourteen important documents, or the hidden ‘Material’ folder they were contained in, were ever opened” by Gadling. Gadling was arrested on 6 June 2018 by the Pune Police. He is currently lodged at Taloja Central Jail.

NEW DELHI, JUL 9 ( AGENCIES): That’s what President Mark Spencer of Arsenal Consulting, the US-based forensic agency, said about the agency’s latest report that reveals that incriminating evidence was planted in the computer of Surendra Gadling, who was arrested under UAPA (Unlawful Activities (Prevention) Act) for alleged links with banned CPI (Maoist) group in the Bhima Koregaon case. The explosive forensic report was filed before the National Investigation Agency (NIA) Special Court in Mumbai on 21 June. S t a n S wa my, w h o passed away on 5 July, was also named as an accused in the Bhima Koregaon case. His lawyers had argued in his multiple bail hearings that the evidence presented against Swamy were fabricated. Fuelling uncertainty

T

hough global crude prices have been sliding since 2014, yet this has not been reflected in the sale prices of petrol and diesel in India. In fact prices of petrol and diesel have been raised for nearly 30 times since the Modi government came to power and despite promises of improving the economy of the country and the people. According to official sources in the ministry of petroleum, the domestic price of petrol and diesel are linked to international crude price. However, nothing is more untrue and misleading since the retail prices of petrol and diesel have been rising steadily since December 2014 when crude per barrel which was around $130 during UPA-II in May-June and slid to $60 by end of December 2014 after the NDA under Modi took office. It is also a fact that the government had kept on hold further hike in fuel prices for 18 days during the period of electioneering to the assembly elections to five states on March 2021. The government has been holding on to the plea that prices of petrol and diesel are decided by oil marketing companies and that it has no hand in them. However, prices have been on the rise since May 4 after oil marketing companies (OMCs) resumed their price revisions ending an 18-day hiatus that coincided with the assembly elections in five key states. During this period, petrol price has increased by Rs 9.81 per litre and diesel has climbed by Rs 8.80 in New Delhi. The brief honeymoon is over as prices of fuel are still rising. The present Modi government is different from any other past governments, including the Vajpayee-led NDA government. Having a brutish majority in parliament and with all powers in the government being centralised, a pliant media and a polarised society, the ruling government has no problem with doing what it wants. People are suffering since prices of commodities are shooting upwards due to continual hikes in prices of transport fuel. Today, the Rs.100-mark has been breached after the latest hike in price of petrol. Following the latest price revision, petrol in Delhi is now retailing at Rs 100.56 a litre while diesel is selling at Rs 89.53. In Nagaland a litre of petrol costs Rs.99.12 while price of Diesel is Rs.91.74. While India’s economy is now grinding its way back from a 7.3% contraction in gross domestic product in March, millions remain under pressure and unemployment is still rising. With fuel prices soaring, India’s truckers are facing tremendous pressure but the government is not willing to listen. Transporters have limited ability to pass on the rising prices, which account for about 70% of the cost of operating a truck, according to the All India Motor Transport Congress, which represents more than 14 million truckers and bus and tourist vehicle operators. Even before the lockdown pushed prices beyond the roof, prices of every item in the market has been witnessing steady rise, making essential commodities almost beyond reach of the lower section of society, especially the low income group but not to mention the millions of daily wage earners. Those earning lesser are condemned to their fate and have to live with the constant fear of having to miss one meal but if prices continue to escalate, even the thought of having a meal will be a distant dream.

Unusually, very little has been taken out of the existing mandate and assigned to the newly created Ministry of Cooperation A note in the Allocation of business rules issued by the Cabinet Secretariat says Administrative Ministries will continue to be responsible for cooperatives in their respective sectors. Effectively, the new entity has been saved from managing everyday nitty-gritty. A mission mode approach lends well to such demarcation of policy and administration. What is the Mission of the Ministry of Cooperation? As per business rules, the Ministry of Cooperation will administer the general policy of cooperation and coordination, realise the vision from cooperation to prosperity,

strengthen the cooperative movement and deepen its reach up to the grassroots. It will promote a cooperativebased economic development model and inculcate responsibility among its members to develop the country. It will also include creating policy, legal and institutional framework to help cooperatives realise their potential and manage matters relating to National Cooperative Organisations, including incorporation, regulation and winding up of cooperative societies not confined to one state. Finally, it will also administer the multi-state Cooperative Societies Act and personnel training in the sector. Stated Mandate Doesn’t Match Amit Shah’s Calibre As far as mandates go, this one is imprecise and pretty trifling for a minister of Amit Shah’s calibre.Two factors mark it. One is, that with such a broad mandate, he can do pretty much anything he wants. Else, a genuine commitment of the government

Time will tell where the deep commitment of the Prime Minister lies, in cooperation or politics of his mentor. emocratic governments are elected by the people with a hope that the governments elected serves the welfare of the people be it in prosperity or in volatility. This is why the preamble of India’s Constitution starts with “WE THE PEOPLE …”, because people are the core and essence of democracy. While voting to elect a party at the Centre, citizens with immense hopes and aspirations exercise their votes being extended by the Constitution of India. This is where the contract between the government and the citizens come to play. Once the Government is elected it represents the will of the people of India. Government at the Centre is elected and takes oath in the name of the Constitution meaning it iscommitted to work in translating the life, living and welfare of the people. Thus, the contract between the elected vis-à-vis the Government of India (GOI) and the citizens find its respective responsibilities between the citizens and the government. For instance, we should go back to social contract which was introduced by early modern political philosophers. Out of them, the most well-known and prominent is John Locke who highlighted two things: the historical origins of sovereign power and moral origins of the principles that makes sovereign power just and legitimate. Coronavirus has escalated joblessness, poverty, hunger and the prices of essential commodities to unbelievable heights. The prices of pulses, cooking oil, gas and fuel, rice, wheat, vegetables and many otheressentials havegone up. The unprecedented rise of prices of essential commodities are by and large responsible for the spiraling price rise of petrol and diesel that the country has ever witnessed. For example, whole sale inflation is the highest in 100 years. Cooking oil, petrol and cooking gas spiraled to alarming levels, whereas the joblessness and unemployment showing alarming levels that further fueled the current impasse. Meeting both the ends has become an impossible proposition for the poor and the vulnerable. In dire times, people expect their leaders to use judiciousness and pragmatic ways to respond to the people who live and lead their lives. Leadership is proven only in dire times and not in other times, when everything is good. Leadership will have to find ways and means.

However, the sarkaar that PM Modi is heading should create new avenues, so that people of the country especially the poor and the vulnerable will somehow make their living. But, the reality shows totally devastating scenario wherein direct excise duty has risen up to 8 folds, petrol to the tune of 3 folds, vegetable oil now has risen 50 per cent more and metals have also been shooting up. What are you going to do Modi Sarkaar where the 12.9 per cent wholesale which is considered the highest in a century? It is an irony that the Government at the Centre collects more taxes and so the onus falls on the government to take care of the lives and livelihood of the people.Increasing the prices of petrol, diesel, cooking gas, milk and other essential commoditieswithout proportionately increasing the incomes of people leading to inflation ,where a few goods chasing huge prices. Those in the informal sectors have absolutely no work and so have no money. Government of India has failed to extend financial support to them directly. So, when people have no money it is natural and obvious that their purchasing capacity is muted which in turn also affects their consumption. While on the contrary, some of the monopolies such as Adani, Ambani and few others have thousands of crores with them, but the tax they pay to the government is abysmal. Government of India is the largest collector of money by ways

of taxation. But, in difficult times, it should spend more money for those who are dying and starving without jobs and employment. Mutation waves of coronavirus continue to stall the economies of countries including India pulverizing life and livelihood of millions of people. India is worst affected. Sarkaar led by PM Modi is known for initiating “out of box” economic measures, such as GST, Demonetization and others. Modi sarkaar should have thought about something like those. But everyone one knows that the slowdown of Indian economy and its poor economic performance indicators are not due to coronavirus, butdue to other factors when the present Sarkaar introduced GST and demonetization. What should be the “out of box” solution? As some of the leaders belonging to the present sarkaar say “stop eating” and do not use “cooking gas” and can even may go to the extent saying that there is no need for oil, instead use water. Since people have no money, how can we expect demand. Everything is available, but there is no money, since those at the bottom of pyramid have absolutely no money at all. Stimulus packages have been introduced to the industries on credit basis so that the jobless perhaps be accommodated. How many could be roped in since there are several millions who are out of jobs. In reality, due to prevalence of coronavirus and lockdowns at least 30 per cent of small

and marginal industries have been permanently closed as there has been no support system to sustain. For instance, manufacturing units, entertainments and others linked with each other like a chain as they are connected to small and informal units contributing livelihood for thousands and lakhs.Prices are increasing in all the essential commodities and there have been exorbitant increase in others as well. What is the Modi sarkaar doing? Instead of acting as a shock absorber tiding over the situation, the sarkaar deflecting the core issues by taking up the peripheral problems. Since 2017 Modi sarkaar is facing the economic slide down. This crisis is not COVID-19 triggered, but due to financial mismanagement and governance failure. 23 crores more people have been added into the poverty bracket. People are caught between devil and deep sea. Never such situation our country faced in a century. While increasing the petrol and diesel the sarkaar at the Centre benefits the maximum. Spiraling prices haunting the common people as those affected 97 per cent are poor and lower middle class. For instance, LPG has risen to 240 per cent. Is there a remnant of reliance left on any natural quality within you, or on any particular set of circumstances? Are you relying on yourself in any manner whatsoever regarding this new proposal or plan which God has placed before you? Will you examine yourself by asking these probing questions? It really is true to say, “I cannot live a holy life,” but you can decide to let Jesus Christ make you holy. “You cannot serve the Lord…”— but you can place yourself in the proper position where God’s almighty power will flow through you. Is your relationship with God sufficient for you to expect Him to exhibit His wonderful life in you? “The people said to Joshua, ‘No, but we will serve the Lord!’ ” (Joshua 24:21). This is not an impulsive action, but a deliberate commitment. We tend to say, “But God could never have called me to this. I’m too unworthy. It can’t mean me.” It does mean you, and the more weak and feeble you are, the better. The person who is still relying and trusting in anything within himself is the last person to even come close to saying, “I will serve the Lord.” We say, “Oh, if only I really could believe!” The question is, “Will I believe?” No wonder Jesus Christ placed such emphasis on the sin of unbelief. “He did not do many mighty works there because of their unbelief” (Matthew 13:58). If we really believed that God meant what He said, just imagine what we would be like! Do I really dare to let God be to me all that He says He will be?

uicide shouldn’t be a secret’ is the key theme of the American Foundation for suicide prevention campaign. I am not a psychiatrist or a psychotherapist but I have decided to share every thought and experiences I have encountered about mental illness and people who lost their lives in their own hand during the final year of Medical School. “Look at a person with mental health problems as a human being, and then everything will change” says the first female psychiatrist of India Dr. Sarada Menon(who founded India’s premier mental health and NGO Schizophrenia Research institute in Chennai in 1985) and yet we’re failing to do the same. People often use the word ‘crazy’ for those who seek help from a therapist. The least we can do is talk and work together in ensuring and helping each other in lessening the emotional pain so that the black dog of mental health illnesses is leashed before it’s too late.. India is the first number among South Asian countries in the case of suicides and among the top 25 countries all over the world in case of suicide deaths. According to the World Health Organization, 60 million people in India are suffering from Depression and 40 million people have anxiety disorders. 37 percent of suicides in India are due to relationships, on an average more than 1, 35,000 people die by suicide every year in our country. Every 17 minutes another life is lost to suicide. During my internship

I had witnessed a number of people admitted in casualty at late nights, early mornings trying to kill themselves by hanging or by taking a large amount of pills, poisons. Some of them couldn’t be saved and the ones who returned back to life used to cry in a miserable way asking to take them out from the emotional turmoil they had undergone.. When asked they used to give the reasons for taking the drastic step to end their life were as such- Abandoned by their partners, cheated by their partners, sudden demise of their closed ones, academic failures, not able to return borrowed money and so on. So are we quick enough to call them ‘coward’ or ‘weak ones’ or ‘victims to their own emotions or tragedies’ as they tried to take their own lives! No! Nobody really wants to die but sometimes death seems easier than life. Suicide is not about death. The person doesn’t want to die, he or she is just trying to find a way to stop the pain. We all need to understand that , suicide is not a single illness but a fatal result of various disorders such as – Depression, Bipolar disorder, Schizophrenia, Anxiety disorders, Alcoholism and other substance use, Adjustment disorder, conduct disorder and personality traits such as impulsivity and aggression… If these disorders are present however it doesn’t mean the person will become suicidal but only that there is a possibility that suicidal behavior could develop. The number one cause of suicide is depression. It can distort thinking, and as a

result a person can have trouble thinking clearly or rationally. They may not know they’ve a treatable illness or may think they can’t be helped. That’s why it’s so important to educate people on the symptoms of depression and other depressive illness and on the warning signs of suicide so that people suffering from these illness can get the help they need. Many people suffering from Depression can hide their feelings by appearing to be happy. Some are very good at masking, including masking their suicidal thoughts but at times they’ll give warning signs as to how desperate they’re feeling. Most of the people tend to stay away from the discussion of suicide and whenever a topic of such comes up they try to divert it saying it’s a creepy one. Whatever can be mentioned can be managed as well. We can save a life, our loved ones if it is discussed openly and honestly. Talking to a person about suicide will not make that person try it. It’ll let a person know he or she’s not alone and that you care. Most people are relieved to finally be able to talk about their feelings and this alone will reduce the risk of an attempt. Not talking about suicide makes it impossible to prevent as one cannot prevent what you do not know. Another important factor is the media coverage, the television, newspaper, radio news reports on suicide which can sometimes be too sensational, causing excitement especially for those people already drawn toward suicidal behavior.. It is

not necessary for the media to cause such excitement by reporting a suicide in detail with graphics or startling impressions that please the glory, negative taste of individuals. Evidence suggests that an article or public story of a suicide especially a celebrity increases the number of completed and attempted suicides. This effect is called a contagion- a series of consecutive suicides influenced by either the media or a suicide by a wellknown influential individual. It is not necessarily the coverage of the suicide that causes contagion but the way it is reported. We are living in a world right now where everything seems perfect in social media- Instagram and Facebook yet everyone has something to say but there’s No one to listen to, no one to understand. Not everyone wants advice or solutions, some just want to be heard. There’s much ambivalence surrounding the decision to die by suicide and by recognizing and discussing it we can help the suicidal person start to recognize alternative options for managing their suffering. Often they experience intolerable emotional pain which they believe to be unrelenting. They feel hopeless and can see no other options. By helping them to see they’ve reasons to live, they’ve options, we can plant the seeds of hope that things can improve. We should never give up on someone just because we think they’ve made up their mind. And seeking professional help when emotional stress is

overloaded is no shame. There’s no shame in taking treatment for depression, bipolar disorder, anxiety, adjustment disorder, post-traumatic stress disorder or any other mental illnesses. Getting help for emotional or stressful situations is as important to your health as getting help with a medical problem such as Hypertension, Diabetes or dermatologic problems like fungal infection of buttocks, or surgical problems like hernia or hemorrhoids.. If you’ve a stomach you’ll be hungry, if you’ve lungs you’ll need oxygen, if you’ve sexual organs you have the urge for coitus in the same way if you’ve a brain you need proper chemical balance to function properly. A mental state sometimes needs attending to just as a bad tooth will need filling. For emotional stress that becomes overwhelming and difficult to bear can cause psychological or psych ache or even chest pain at times. There’s no antidote for suicide neither any anti suicide

pill but medication can be useful when there are chemical imbalances in the brain that are causing major depressive illness or cognitive behavioral therapy can be useful whenever in need. If someone you know is/are not able to stop the pain, not able to think properly, not able to work and eat properly, can’t get out of depression, not able to make the sadness go away, offer them help or contact someone close to the person. To those who are unheard, “Don’t die, because you’ve no way out there, live because you’re living, that’s already a reason to live, there are people who’re battling everyday to see the next sunrise..” There’s no use of putting a story in social media saying “you’ll listen” if you don’t really have time. We are collectively going through the toughest time as a generation. Everyone has their own battles, let’s be kind to ourselves and others as well and less judgemental anyways. New IT rules: SC refuses to stay proceeding before various HCs New Delhi, Jul 9 (IANS): The Supreme Court on Friday refused to stay proceedings in connection with petitions challenging the constitutional validity of the Centre’s new IT rules before various high courts. The Centre had moved the Supreme Court seeking transfer of all petitions to it, citing multiplicity of proceedings. Several high courts, including Delhi, Bombay, Madras and Kerala High Courts are hearing petitions against the IT rules. In its plea, the Centre said, the issue of regulating the OTT platform was pending before the top court. A bench comprising of Justices A.M. Khanwilkar and Sanjiv Khanna tagged the central government petition, seeking transfer of all such cases to the top court, with an appeal filed by Justice for Rights Foundation, which is pending before the court. The bench also refused to pass a direction for an interim stay on the proceedings before various high courts hearing pleas

Don’t act on notices to CAA protestors: SC to UP govt ED registers case to probe New Delhi, Jul 9 (PTI): The Supreme Court on Friday asked the Uttar Pradesh government not to take action on earlier notices sent to the alleged protestors by district administration for recovering losses caused by damage to public property during the anti-CAA agitations in the state. The apex court stated however that the state can take action as per the law and in accordance with new rules. A bench of Justices D Y Chandrachud and M R Shah said, “Don’t take action as per the earlier notices. All action should be taken in accordance with new rules”. Senior additional advocate general Garima Prashad, appearing for Uttar Pradesh, said the state has proceeded since the last date of hearing and has constituted tribunals and framed all the requisite rules. The bench asked Prasad to file a counter affidavit giving details of rules and tribunals constituted and posted the matter for further hearing after two weeks.

The top court was hearing a plea filed by Parwaiz Arif Titu seeking quashing of notices sent to alleged protestors by district administration for recovering losses caused by damage to public properties during the anti-Citizenship (Amendment) Act (CAA) agitations in Uttar Pradesh and asked the state to respond to it. The plea has alleged that such notices have been sent in an “arbitrary manner” against a person, who had died six years ago at the age of 94, and also to several others including two people who are aged above 90. On January 31 last year, the top court had issued notice to the state government and asked it to respond to the plea. Titu had contended that these notices were based on an Allahabad High Court judgement delivered in 2010 which “is in violation of the guidelines” laid down by the top court in a 2009 verdict, and re-affirmed in a 2018 order. He submitted that the state government has appointed additional district

magistrate to deal with the process of notices for recovering damages for loss of public property during protests against the CAA whereas the guidelines laid down by the apex court stipulated that retired judges should deal with the matter. The plea has sought stay on these notices claiming they have been sent to persons who have not been booked under any penal provisions and no details of FIR or any criminal offences have been made out against them. “The contradiction is that while the Supreme Court in 2009 put the onus of assessment of damages and recovery from the accused on high courts of every state, whereas the Allahabad High Court had issued guidelines in 2010 judgement that let the state government undertake these processes to recover damages, which has serious implications,” said the plea, filed through advocate Nilofar Khan. “The judicial oversight/judicial security is a sort of safety mechanism

against arbitrary action. This means that there is every chance that the ruling party in the state could go after its political opponents or others oppose to it to settle scores,” it said. It also sought a direction to the Uttar Pradesh government to follow the procedure as per the 2009 and 2018 guidelines of the apex court while claiming damages to recover the losses caused to public property during such protests. The plea sought setting up of an independent judicial inquiry to probe into the incidents which happened during the protests against the amended citizenship act and the National Register of Citizens in Uttar Pradesh, as has been done by the Karnataka High Court. It claimed that the BJPled Yogi Adityanath government in Uttar Pradesh is “moving ahead on the chief minister’s promise of avenging loss to public property” by seizing assets of protestors in order to “take revenge for political reasons from one community who is in minority”.

fake vaccine camps in Kolkata

New Delhi, July 9 (IANS): The Enforcement Directorate (ED) has registered a case to probe the matter of fraudulent Covid19 vaccination camps organised in Kolkata. A senior ED source related to the investigation said that the financial probe agency has registered a case to probe the alleged money laundering angle in the matter. The source said that the agency had collected documents of the case last week which were registered by the Kolkata Police. The Kolkata Police have arrested seven persons, including a man posing as an IAS officer, in connection with the case.

The case is currently being investigated by a Special Investigation Team (SIT) of the Kolkata Police’s Detective Department. T h e p o l i c e h av e nabbed several people involved in the case, including the ‘fake’ IAS officer Debanjan Deb, the alleged mastermind of the dubious matter. The rupee appreciated 4 paise to 74.67 against the US dollar in opening trade on Friday. If approved, we expect the SDR allocation to be completed by the end of August,” Georgieva said in a statement. “This is a shot in the arm for the world. The SDR allocation will boost the liquidity and reserves of all our member countries, build confidence, and foster the resilience and stability of the global economy,” she said. How Stone Age humans unlocked the glucose in plants

Researchers uncover mechanisms related to Multisystem Inflammatory Syndrome in children

M

ultisystem inflammatory syndrome in children (MIS-C), affects a few children who have been infected with COVID19. Several body organs, including the heart, lungs, kidneys, brain, skin, eyes, or gastrointestinal organs, become inflamed, threatening the child’s life. With medical care, many are cured. Yet, the mechanisms by which the conduction results have remained a mystery until now. The study led by MasschusettsGeneral Hospital for Children (MGHfC) and Brigham and Women’s Hospital,Boston,USA,has revealed the critical mechanism that triggers the onset of Multisystem Inflammatory Syndrome in children. The research, published in the prestigious Journal of Clinical Investigation says that the SARS-CoV-2 virus travels from the respiratory pathway to the gut andlurks there before entering the bloodstream to reach various parts of the body. What is MIS-C? Although it occurs only in one percent of the children and adolescents afflicted with SARS-CoV-2 infections, the rare condition, the Multisystem Inflammatory Syndrome in Children (MIS-C), is a post-covid-19 severe complication, at times fatal. Puzzlingly, the condition suddenly erupts post-infection when the patients and caregiver are ready to heave a sigh of relief. The debilitating illnesses occursat times, several weeks after testing negative. However, the inflammation is caused by the SARS-CoV-2 virus, which somehow remains hidden and stealthily raises its head once again. Researchers have found that the virus can hide and remain in the gut long after an initial COVID-19 infection is cleared in the respiratory tract. From the stomach, it spreads into the bloodstream, instigating infection and inflammation in various parts of the body, eventually threatening the child’s life. The syndrome can occur several weeks after initial infection. Initially,

the child experiences symptoms include high fever, abdominal pain, vomiting, diarrhea, rashes and extreme fatigue. Once the infection spreads out from the gut, Child’s immune response goes overdrive to clear the virus from various systems to which it has spread. The hyper-inflammatory response and “cytokine storm” put the life of the young patient under threat. Eighty percent of children hospitalized with MIS-C develop severe cardiac pathology and face a prolonged hospital stay and extensive recovery period. Current treatment strategies include an aggressive, long-term course of steroids and intravenous immunoglobulin; effective but not adequate. Mystery solved Early in the pandemic, other researchers had found that the virus migrates to the gut and can infect it. Thus, often the stool of the infected was found to contain virus particles. This means if the virus is waiting in the gut long after primary recovery, then the excreta must have virus particles. To test this hypothesis, the researchers collected the stool samples of the MIS-C affected children. “We realized that 95 percent of the children with MIS-C had SARS-CoV-2 viral particles in their stool, but no or low levels of particles in their noses or throats,” says Yonker, lead author of the paper. The team hypothesized that SARSCoV-2 viral particles linger in the gastrointestinal tract of children and then move into the bloodstream. This then leads to the hyper-inflammatory immune response characteristic of MIS-C. The inner side of the gut is lined with a particular type of cells called gut epithelial cells. The epithelial gut cells have small spaces near the junctions where one cell meets the other. These gaps are the doorway for the transport of products of digestion such as glucose and amino acids from the gut epithelial cells lining the small intestine into the blood. It was known earlier that big macro-molecule like gluten can seep

through the small gaps between the epithelial cells into the bloodstream. The researchers speculated that the virus wiggles the same way into the bloodstream. They later found out that the patients’ blood samples clearly showed the presence of the virus. “This is the first study showing viral particles in the blood of MIS-C coinciding with the hyper-inflammatory response,” says Yonker. What next? Co-senior author Alessio Fasano, MD, head of MGHfC’s Division of Pediatric Gastroenterology and Nutrition, an expert on the mechanics of intestinal immune responses to pathogens, came with an idea to stop the seepage of the virus from the guts into the bloodstream. In 2000, Fasano and his team at the University of Maryland School of Medicine discovered that zonulin, a protein, regulates intestinal permeability by opening the tight junctions between gut epithelial cells in the small intestine. If one can block the zonulin, the gate will be shut for the virus to ooze into the bloodstream. The MIS-C syndrome can be averted. Celiac disease is caused by gluten seeping into the blood from the gut. In the early 2000s, Fasano developed larazotide acetate to work as a zonulin blocker to shut the gaps between the gut epithelial cell to prevent gluten from transporting across. This provided a clue. “Our hypothesis was that larazotide would reduce the hyper-inflammatory by closing the tight junctions and preventing the large spike proteins of the SARS-CoV-2 virus from entering the bloodstream,” says Fasano. The researchers measured high levels of SARS-CoV-2 virus in the stools and high levels of zonulin in the blood of children with MIS-C. This suggested that the SARS-CoV-2 was tunneled through the gaps between the gut cells into the blood. The immune response in MIS-C is consistent with superantigenic acti-

vation of the blocking of the passage of the virus across the cell gap. “The large spike protein--the superantigen-basically holds onto a T-cell and makes it fire off a continuous immune response,” says Yonker Clinical trials in India The researchers hoped that zonulin blocker larazotide acetate could help health care providers assist children suffering from the MIS-C syndrome. After obtaining compassionate use permission from the Food and Drug Administration, USA, the research team tried larazotide acetate therapy on children affected with MIS-C. Preliminary data on the efficacy of larazotide acetate is encouraging. This has opened the possible use of larazotide acetate as the first oral treatment for COVID-19 and its complications. MIS-C cases are increasing in India, and Sir Ganga Ram Hospital, Delhi, has also geared up to tackle it. After a successful trial in the USA, the researchers are now hoping to conduct tests in India. DrDhiren Gupta, Covid Specialist and Pediatric Pulmonologist and Intensivist, Senior Consultant at Sir Ganga Ram Hospital, said that almost 70 percent of these MIS-C patients require ICU bed. “Last year, we also had MIS-C cases, but this time the cases are much higher. At Ganga Ram, we have seen as many as 10 cases in 24 hours. We have transformed one of the acute COVID wards into an MIS-C ward,” he said. Gearing up “We need to increase the testing among children,” says Dr Ajay Gambir, Member, Delhi Medical Council. Only a handful of children and young below 18 are tested for COVID19. India’s series against SL rescheduled NEW DELHI, JUL 9 (PTI): The Indian limited-overs team’s six-match series against Sri Lanka was on Friday rescheduled owing to COVID-19 positive cases in the home team camp, with the first ODI now starting on July 17 instead of July 13. Sri Lanka’s batting coach Grant Flower and data analyst G T Niroshan have tested positive for COVID-19 on return from the United Kingdom, which has forced Sri Lanka Cricket to extend the hard quarantine period from the stipulated three days. “Yes, the series will now start from 17th of July instead of 13th. The decision was taken in consultation with SLC keeping the safety and security of players in mind,” a senior BCCI official told PTI, confirming the development. As per the original schedule, the series was to start with the ODI leg on July 13, followed by matches on July 16 and July 19. The T20I games were scheduled for July 22, July 24 and July 27.
