KOHIMA, MAR 9 (NPN): In a significant development, the apex tribal bodies, civil society organizations, church leaders and legislators, after a day-long deliberation on the contentious issue of women reservation in Urban Local Bodies (ULBs), agreed to hold the ULB polls with 33 per cent reservation for women. This was among the two-point resolution unanimously adopted at the meeting, jointly signed by chief minister Neiphiu Rio, deputy chief minister Y, Patton and UDA chairman T.R Zeliang. The house also resolved to work towards “one solution and one agreement” on the Naga issue.
The two-point resolution stated that-- 1. The Naga people are yearning for an early political solution. The negotiating parties should earnestly heed to this call and arrive at a political solution that is honorable, inclusive, transparent and acceptable to the people. The House further appeals to all sections to make renewed efforts towards unity and understanding in order to work to-wards One Solution and One Agreement. 2. The elections to the Urban Local Bodies (ULB) should be conducted as per the 74th Amendment Act of the Constitution of India. The consultative meeting convened by the State

In a press note, NLA secretariat stated that nomination papers would be filed on March 14 and March 15, 2022, between 11am and 3pm; withdrawal of nominations on March 16, 2022 from 12 noon till 3pm; scrutiny of nominations on March 17, 2022 and date of Election, if any, on March 19, 2022.

DIMAPUR, MAR 9 (NPN): Nagaland on Wednesday recorded seven fresh Covid-19 positive cases from Dimapur, taking the total caseload to 35441. The death toll remained unchanged at 757 (including 4 non-Covid deaths but with positivity). PTI: India logged 4,575 new coronavirus infections, taking the total tally of COVID-19 cases to 4,29,75,883, while the active cases dipped to 46,962, according to the Union Health Ministry data updated on Wednesday. The death toll climbed to 5,15,355 with 145 fresh fatalities, the data updated at 8 am stated. A reduction of 2,986 cases has been recorded in the active Covid caseload in a span of 24 hours.

DIMAPUR, MAR 9 (NPN): Nagaland Pradesh Congress Committee (NPCC), who was among the invitees to the consultative meeting, alleged that the resolutions adopted at the meeting was done so in its absence. NPCC president K. Therie, in a statement, claimed that chief minister Neiphiu Rio had said that there was no need for any resolution, to which Congress had also agreed. On the Naga peace process, he said his party had told the meeting that there were two official agreements between Centre and Naga national workers– the Framework Agreement and the Agreed Position – and the issues of sovereignty and integration were dropped after over 20 years of negotiations. Therefore, NPCC representatives had stated in
the meeting that the State government could only press for implementation of the agreements, which would impact the people of Nagaland. Thus, the 60 legislators who had come together for a political solution should press for implementation of the agreements, he added. “We cannot decide for other States since the issue of integration is no more. Even if we decide, they will not agree and if they decide for us, even we may not agree. Therefore, the 60 MLAs should concentrate on the welfare of the people of Nagaland they represent,” Therie stressed. Regarding elections to urban local bodies (ULB) with 33% reservation for women, he claimed that Congress had no objection and had agreed to implement the Supreme Court order with some amendments suggested at the meeting.

Over 50k officials deployed for counting of votes in 5 States NEW DELHI, MAR 9 (AGENCIES): More than 50,000 officials have been deployed for the counting of votes on Thursday in the five states where assembly polls were held recently. The counting will begin at 8 am in Uttar Pradesh, Uttarakhand, Goa, Manipur and Punjab, following COVID-19 guidelines. The assembly polls in these five states were held in seven phases between
February 10 and March 7. Nearly 1,200 counting halls have been set up where results will be recorded from electronic voting machines (EVMs). Uttar Pradesh, which has a maximum of 403 assembly constituencies, will have more than 750 counting halls, followed by Punjab over 200. Over 650 counting observers have been deployed in the five states to monitor the process.

The nodal officer for EVMs in Varanasi, a returning officer (RO) and an additional election officer have been pulled out from election duties, a day ahead of the counting of votes in UP. removed from the election duty for negligence in EVM transportation. Additional Election Officer VK Singh was removed from the election process in Bareilly. Ballot boxes and other election items were found inside a garbage collection bin of the local municipality in the Baheri area. In Sonbhadra district, Ghorawal returning officer Ramesh Kumar was removed from duty as ballot papers were recovered from a box inside his vehicle.

the teachers would have no other option but to go for agitation, adding that the department would be held solely responsible if any unwanted situation arose. ANHTU Kohima unit claimed that despite allotment of fund by the finance department on February 22, 2022, the Hindi teachers appointed during 2012-15 have not been paid. It reminded the department that the teachers depend solely on their salary for their livelihood and daily needs.

NEW DELHI, MAR 9 (PTI): India’s drug regulator has granted restricted emergency use authorisation to Serum Institute’s COVID-19 vaccine Covovax for the 1217 years age group subject to certain conditions. Confirming the DCGI approval, Serum Institute of India CEO Adar Poonawalla on Tuesday tweeted:”@SerumInstIndia’s brand Covovax has completed bridging studies in India and has been granted Emergency Use Authorisation by DCGI for adults and for children above the age of 12. Younger age groups will follow shortly.” It is the fourth vaccine to receive the regulator’s nod for use among those below
18 years. However, only one vaccine--Bharat Biotech’s Covaxin-- is used for the 15-18 years age group in the vaccination drive after the government approval. Drugs Controller General of India’s approval comes after the Subject Expert Committee on COVID-19 of CDSCO last week recommended granting emergency use authorisation (EUA) to Covovax for those aged 12-17. DIMAPUR, MAR 9 (NPN): A brown-coloured briefcase that was left unattended near a shop in Burma Camp area here on Wednesday created bomb scare triggering panic among the passers-by and residents. When contacted, PRO Dimapur police, Bharat Laxman informed Nagaland Post that after receiving information about the abandoned briefcase, the bomb detection and dis-
posal squad (BDDS) arrived at the spot and swung into action. PRO said that the bomb disposal squad did not find any “objectionable items” inside the briefcase. Informing that CCTV footage of a person abandoning the briefcase was available with the police, the PRO, however, said the ID card inside the brief case did not match with identity of that person. DHO, Dimapur Temsu Longkumer hoped that the items would not support vegetable and fruit producing farmers and enable the women members
to earn livelihood by processing surplus vegetables and fruits of surrounding areas. He said that some of the SHGs had market links and the items that they produced were sold and made available in the market. Further, the DHO informed that the department takes the initiative for those who did have market links and helped them get through the market.

DIMAPUR: DEF Longleng has been carrying out enforcement duties to curb the menace of drugs, contraband goods and alcohol in the district. According to a DIPR report, the total number of cases registered under NLTP Act, NDPS Act and other crimes for January 2021 to February 2022 were: 22 NDPS cases where 31 persons were arrested with 497.52 grams of suspected brown sugar and ten Spasmo Proxyvon; five NLTP cases where nine were arrested with 1171.5 litres of MC Rum, 2.25 litres of MC Whisky and 1.5 litres of Royal Stay Whisky; three extortion cases where two were arrested; 17 theft cases and 19 were arrested; one criminal trespass; one criminal intimation where one
was arrested; one arrest for culpable homicide not amounting to murder where SBBL gun bearing registration number 13336-85 01 and one empty case were seized; one arrested for assault on women with intent to outrage her modesty; three arrested on IPC case. DIMAPUR: A three-day training on “Reproductive Management and Artificial Insemination in Pigs” for Veterinary Assistant Surgeons (VAS) was inaugurated Wednesday at College of Veterinary Sciences and Animal Husbandry (CoVS&AH), Jalukie, Peren district. In a press release, the department informed that the training was organised by CoVS&AH, CAU, Jalukie and attended by 10 VAS from different districts of Nagaland. During the inauguration, dean Dr. A.K. Sangwan highlighted the current scenario of the pig husbandry in the state and to uplift the piggery sector by producing ample quality progeny through artificial insemination means. The special guest of the function, additional deputy commissioner (ADC) Jalukie Dr. Tinojongshi Chang encouraged the participants to produce enough pigs instead of depending on other states.

In such a situation, the whole balance in the nature is just missing,” he said. The DC also stressed
upon the importance of awareness creation among the local people. He also commended on the efforts of the Forest Department, Tuensang, citing few examples of the animals and birds they rescued. Correspondent KOHIMA, MAR 9 (NPN): Additional director, department of Agriculture, Peter Yanthan on Wednesday said there was a need to boost oilseed sector in the state. Speaking at the State Level Farmers’ Meet on oilseed production technology organised by ICAR, AICRPSesame in collaboration with farmers cell, NU: SASRD at multi-purpose hall, Medziphema, Peter urged upon the farmers to use the technologies provided for growing oilseed crops which would also improve the socio economic status of the farming community. While looking back at the positive response received during the national conference on jute held in Kolkata, Peter said the min-
istry was impressed by the jute activities being carried in plain areas across the state especially Dimapur, Niuland and Naharbari. During this conference, it was observed that farmers who turned to jute farming had generated high revenue. The ministry also gave assurance for more coverage and stated that they would look into the matter, Peter informed. The additional director added that the department of Agriculture implemented the national food security mission on oilseeds and oil palm (NFSM-OS and OP) with the objective to boost the production of oilseed and to enhance palm oil production in the country. The diverse agro-ecological condition in the state is for growing oilseed crops,
he stated and highlighted on the roles the state could play in achieving self-sufficiency through oilseeds. Further, he stressed on the need for adopting location-specific varieties with high yielding potential. The meet was initiated after a field visit to SASRD farm followed by inauguration of exhibition stalls. NEN organises 13th biodiversity festival in Phek 2023 WOULD BE DECLARED ‘YEAR OF MILLETS’: APC
DIMAPUR: North East Network (NEN) organised the 13th biodiversity festival on Wednesday at NEN resource centre, Chizami, Phek on the theme “Embracing Biodiversity for Wellbeing”. According to a DIPR report, guest of honour, agriculture production commissioner (APC), Y. Kikheto Sema appreciated the efforts of NEN for the initiatives to protect and preserve nature and people. The collective impact of the NGOs has led to a better understanding of biodiversity and preservation of natural resources in the North Eastern states, he said. The APC said that during his recent visit to Noklak, he was impressed by their footprints in the district, motivating and encouraging womenfolk to preserve the seeds and multiply serving as the best seed-keepers. He further urged the organisation to promote activities that preserved and protected indigenous plant resources and to promote nutri-cereals. He informed that the year 2023 would be declared “year of millets” and proposed for applying for a G.I tag for indigenous food
products such as Axone, Anishe and dried bamboo shoots. Kikheto further commented that the NorthEastern states have been able to retain a significant proportion of their biodiversity, possibly due to long years of isolation and the difficult terrain. However, he said it was now under increasing pressure to unleash its resources for economic development. Any development process that fails to put in place environmental safeguards may cause irreversible damage to the region, he asserted. Kikheto stated that in Nagaland, there was increasing pressure on forests for commercial exploitation to augment the income of rural population. In this regard, he said Jhum cultivation was one of the reasons for forest degradation and urged upon the need for sustainable restoration and rejuvenation of jhum area for restoration of forests and conservation of biodiversity in the state. He appreciated the people of Phek district for their hard work towards economic sustainability such as banning of import of pigs.

Kikheto proposed a proper road map for the state involving Agri and Allied departments for proper demarcation of conservation and cultivation areas for balanced maintenance of biodiversity and combating climate change. He also appealed to various NGOs, FPOs and FIGs to forgo applying for only government subsidies and grants and informed that a new scheme called the Agriculture Infrastructure Fund (AIF) was in the pipeline focusing on post-harvest infrastructure where the centre would provide interest subvention loan through NABARD and bank. He pointed out that Naga women played an im-
portant role in farming and stressed on the importance of the role of women in changing the mindset concerning ecological issues. In her keynote address, Tamara Law Goswami highlighted how human relationship with the environment was broken. She said the pandemic revealed how fragile human health was and women were the first to be impacted. She expressed gratitude to all the stakeholders for the overwhelming response from the government led by APC and Agri and Allied departments and the local farmers for attending the event. The main highlight of the program was the Heritage Seed Exchange
between women farmers of different villages from Nagaland. The programme was followed by an interactive session where APC assured that the state government would support the initiatives of preservation and promotion of traditional seeds by helping to buy the products. He gave an instance where farmers of ENPO areas were keen on sharing their knowledge on Kholar cultivation. Counting of votes in Manipur today
BJP HOPING FOR ABSOLUTE MAJORITY, CONGRESS SAYS IT WILL EMERGE AS SINGLE LARGEST PARTY Correspondent IMPHAL, MAR 9: Counting of votes polled in Manipur elections will take place on Thursday, the outcome of which will decide whether the BJP returns to power for the second consecutive term in the state or the Congress makes a comeback. The counting to declare the fates of 265 candidates in the two-phase polls –February 28 and March 5 - will begin at 8 am on March 10. The ruling BJP had fielded its candidates in all the 60 seats while the main opposition Congress in 53 seats. The NPP and JD(U) fielded in 38 seats each, NPF in 10 seats, RPI (A) and Shiv Sena in nine each, NCP in eight seats among others. A total of 30 independent candidates were also in the fray. As per the final report of the Chief Electoral Officer (CEO) Manipur, the 12th general elections to Manipur Legislative Assembly recorded a voter turnout of over 89.3% which is higher compared to the previous elections. The poll percentages during the 10th and 11th general elections were 79.5%

All preparations for the counting of votes to be held in 12 counting centres across the state were completed, CEO Rajesh Agarwal said, in a statement today. He said that separate TV screens outside the strong rooms displaying the CCTV coverage were placed for constant monitoring by representatives of candidates. The counting will be held in 41 counting halls spread in 12 counting centres, he stated. The counting process will start at 8 am with the counting of postal ballots and the counting of votes polled in EVM at 8.30 am in 41 counting halls notified for the purpose. The counting of 19 ACs will be taken up after
counting of first AC is completed in the 19 counting halls where votes for two ACs are to be counted. The DEOs and superintendent of police in each district have been directed to make elaborate security arrangements for counting, including a minimum of three -tier securities, comprising CAPF and the state police, the CEO stated. The entire process of counting in addition to the returning officer will also be supervised by the 41 general observers appointed by the Election Commission of India (ECI), one each for each counting hall. The process of counting will also be webcasted to the district control rooms and state control room at the CEO office, official sources said.
The trends and final results of the counting will be available in public domain on the Voter Helpline App and the website www. results.eci.gov.in, it added. The results will also be displayed centrally at western gate of Kangla Fort. The results and updates will also be available to press from the media cell at the CEO office. Meanwhile, major political parties are expecting people’s mandate in favour of their respective parties. Leaders of the ruling BJP are confident of getting an absolute majority, the Congress is confident of emerging as the single largest party while the NPP hoped for 15 to 20 seats. “We will get 40 plus seats and form the next government,” said BJP Manipur Pradesh president A Sarda Devi, in interviews with local TV networks. She claimed that people were in favour of the party and their mandate will be with the saffron party. She claimed that the party had received overwhelming support from the people during the election. People were impressed with the changes brought about in the state in the last five years. However, highly reli-
able sources in the party said that the ruling party has started looking for partnerships to form the next government, indicating that many leaders of the party are less confident that the party will securing an absolute majority. For the opposition Congress, it seems party leaders were not hoping for an absolute majority this time too, but expected forming the next government with partnership with other like-minded political parties. In the last 2017 elections, the party won 28 seats, two short of an absolute majority to form the government. In interviews with local cable networks, MPCC president N Loken said that the elections were not conducted in a free and fair manner. Earlier, the Congress expected getting an absolute majority but it will not happen. Still, the party will emerge as the single largest party, he said. He added that Congress candidates having high hope of winning will lose in some of the constituencies, particularly in hill districts where the voting was not held in a free and
fair manner. At the same time, he said that the party had already initiated talks with like-minded political parties to form the next government. A party source said that four top leaders of the AICC had already arrived in the state ahead of the counting date as observers post the results. It may be mentioned here that Congress forged a pre-poll alliance with five left-wing parties - the CPI, CPI(M), Forward Block, RJD and JD(S). However, except CPI, no other parties in the alliance fielded candidates in the elections. The CPI had also fielded only two candidates. As for the NPP, its leaders were not losing hope of the party winning over 15 to 20 seats and taking a key role in the formation of the next government in the state. IMPHAL, MAR 9: The polls for 12th general elections to Manipur Legislative Assembly concluded with a record turnout of over 89.3%, Chief Electoral Officer (CEO) Manipur Rajesh Agrawal said on Wednesday. The CEO stated that the polls went in two phases on February 28 and March 5. Of the total 60 constituencies, 36 Assembly constituencies recorded 90% or more voter turnout. The CEO said that that three helicopters, including one ALH of Global Vectra and one MI-17 of IAF, were deployed for airlifting of casualties and polled EVMs and polling teams. A total of 18 injured, including four deceased, were airlifted during the election period. Cashless treatment was given to all the injured, security forces and other election machinery. A total of 25 polling teams along with polled EVMs were airlifted in both the phases out of which 17 teams were airlifted in Tipaimukh AC and 8 from Tamei AC. All the polling stations across the state were also declared as no smoking zones. The 12th general elections also witnessed record seizures worth Rs 170 crore
as against about Rs five crore in 2017. A total cash of Rs 6.14 crore, Rs 143 crore worth drugs and narcotics, Rs 12 crore worth of gold and other precious metals, and Rs 7.4 crore worth of other items and freebies were seized during the recent election by the enforcement agencies including police, flying squad, income tax and excise. Adequate preventive measures were also taken to ensure free, fair and secure voting by the voters. The general elections witnessed a record deposition of licensed arms of 80.98% as against 59.76% in 2017. Besides, 7245 persons were bound down under CrPC in 2022 as against 1854 in 2017. Further, 3117 persons were also identified as trouble mongers as against 673 in 2017. A total of 763 micro observers were also employed to supervise the poll proceedings at the polling stations. A total of 20 general observers, 11 police observers and 20 expenditure observers were deployed to oversee poll process during the entire period of elections. Besides, three special observers were also deployed to oversee the overall arrangement.

ONGC seeks consent from TTAADC for seismic survey
AGARTALA, MAR 9 (PTI): For the first time, state-owned ONGC has sought consent from Tripura Tribal Areas Autonomous District Council (TTAADC) for carrying out seismic survey in areas falling under the jurisdiction of the tribal body. At present, the seismic survey operations remain suspended due to objections from local people, causing huge losses to the public sector behemoth. Seismic survey is the most crucial tool for identification of oil and gas-bearing zones in the sub-subsurface. NEW DELHI, MAR 9 (PTI): BJP ally Janata Dal (United) said on Wednesday that its five MPs will camp in Imphal to keep “vigil” on the counting of votes for the Manipur assembly polls. “If the party gets any complaints from the JD(U) candidates about any foul play during counting, the Members of Parliament shall sit in dharna in front of respective counting centres,” party general secretary Afaque Ahmad Khan, its in-charge for the North East region, said in a statement. Though the JD(U) is a BJP ally, it has fought the assembly polls in states like Manipur and Uttar Pradesh on its own after its senior partner turned down its offer of an alliance. A number of former BJP leaders, several of whom quit the party after not getting tickets for the polls, have fought on the JD(U) symbol. The party has accused the BJP of poaching its MLAs in some North East states in the past. The JD(U) has also written to the Election Commission to direct electoral officers to strictly ensure that complete videography is done in counting centres, counting of postal ballots are done before the counting of EVM votes and new round of counting be taken up only after the announcement of each round of counting. It has also sought that adequate security be provided to counting agents. Counting of votes for five state polls will take place on Thursday.

SHILLONG, MARCH 9 : A ‘gender budget’, the first of its kind for the financial year 2022-23 was presented in the legislative assembly by chief minister Conrad K Sangma on Wednesday, with special emphasis on the welfare of women, children and the youth, marking the golden jubilee year of Meghalaya’s statehood. “For the first time in the history of the State, I am presenting a ‘Gender budget’, a youth budget and a Sustainable Development Goals budget,” said the CM, who holds the finance portfolio, in the course of his budget speech. “Combining all the investments being proposed for women for 2022-23, the size of the gender budget comes to Rs 2,495 crore. This constitutes about 13 percent of the total budget size and is 20 percent higher than the allocations for the current financial year,” the CM said. “This government has formed about 28,000 Self Help Groups (SHGs) and mobilized women from about 3.2 lakh households.
This is a five-fold jump since 2018. We have disbursed about Rs 211 crore to these SHGs and the ‘Village Organizations’ over the last four years. I am allocating an amount of Rs 115 crore for this program for 2022-23,” the CM announced. “Aggregating all the investments being proposed for youth in 2022-23, the size of the youth budget comes to Rs 1,363 crore. This constitutes about 7 percent of the total budget size,” Sangma said. “I have launched a new all-comprehensive skilling program called the ‘Skills Meghalaya’. Under this program, one lakh youth will be trained in various skills for both wage and self-employment in the local economy over the next five years,” he said and announced the allocation of Rs 10 crore for the program to cover 10,000 youth. “We have put in place the infrastructure and governance systems that will ensure growth for decades. We are constructing 26 major roads at a cost of about Rs 2,500 crore. Additionally, every effort is being made to connect all the rural habitations.

NEW DELHI, MAR 9 (PTI): The last big group of 600 Indian students evacuated from the northeastern Ukrainian city of Sumy has boarded a special train from Lviv for Poland. They are likely to board flights to India on Thursday. The students reached Lviv in western Ukraine from Poltava on another special train. “Ambassador flags off special train with 600 Indian students from Sumy University at Lviv Railway Station. They will travel to Poland and are expected to board evacuation flights to India tomorrow. Be Safe Be Strong,” the Indian embassy in Ukraine said in a tweet on Wednesday. Several videos emerged on social media showing the students holding Indian flags and raising “Bharat Mata ki Jai” slogans. Covering hundreds of miles across Ukraine, using multiple means of transport, the students are being evacuated from the war-hit east European country after their two weeks of excruciating stay in beleaguered Sumy. ment is carrying out a most delicate and challenging evacuation exercise under Operation Ganga to help stranded Indians leave Ukraine. The operation in Sumy began on Tuesday morning when the last big group of 600 Indians was evacuated from the city. The Indian nationals were taken from Sumy in a convoy of 13 buses escorted by the International Committee of the Red Cross (ICRC) to Poltava, Anshad Ali, a student coordinator, said. The students are enduring a strenuous journey to escape the war-hit region. This is the second attempt to evacuate them from Sumy, which has been witnessing heavy shelling and intense gunfire ever since a Russian offensive on Ukraine began last month.
Upper age limit for NEET UG eligibility removed by NMC NEW DELHI, MAR 9 (PTI): The National Medical Commission has removed the upper age limit for those appearing in NEET-Under Graduate 2022 exam, officials said on Wednesday. The upper age cap put by the Central Board of Secondary Education (CBSE) in 2017 was 25 years for unreserved candidates and 30 years for reserved candidates. In a notification, the CBSE had stated that “the upper age limit for NEETUG is 25 years as on the date of examination with relaxation of five years for the candidates belonging to SC/ST/OBC category”. “I would like to inform that it has been decided in the 4th NMC meeting held on 21st Oct, 2021 that there should not be any fixed upper age limit for appearing in the NEET-UG
examination. Therefore, the information bulletin may be modified accordingly. “Further, the process for official notification to suitably amend the Regulations on Graduate Medical Education, 1997 to this effect has been initiated,” a communication sent by Dr Pulkesh Kumar, Secretary NMC to Dr Devvrat, Office of Senior Director, National Testing Agency, on March 9 said. The age criteria had often been questioned in the Supreme Court and high courts of the country. With the age limit criteria removed, aspirants can now appear in the medical entrance exam as many times and even after taking admission to other courses, an official said. The move will also be helpful to those seeking admission in foreign countries.

We are travelling since Tuesday morning and have to travel for several more hours but now, we have hope that we will reach home safely,” she said. Ali, who spoke to PTI from Poltava, said it is a nearly-12-hour train journey to Lviv, from where the students will be taken to Poland. He informed that around 600 Indians were moved out of Sumy. The arrested persons have been identified as P.V. Sudalaimuthu, M. Vijay Heralld, M. Rajesh Singh, S. Siyad, K. Zakir Hussain, Suresh Kumar, Ganesh Natarajan, V. Manimozhi, J. Selvakumar, A. Sermathiraja and Arun Anbu. ED initiated a money laundering probe on the basis of FIRs registered by CBI and ACB. ED said that the same were attached in December 2021 and February 2022. During further investigation, it was learnt that the suspected persons had submitted fake fixed deposit receipts to the Chennai Port Trust.

NEW DELHI, MAR 9 (PTI): Delhi State Election Commission on Wednesday deferred announcing the schedule for municipal polls here after it received a communication from the Centre in this regard, prompting Chief Minister Arvind Kejriwal to question whether the central government can “direct” any EC to delay or cancel elections. State Election Commissioner S K Srivastava was scheduled to announce the dates for the MCD polls at a press conference at 5 pm. However, Srivastava told reporters, “I have received some communication from the central government at 4.30 PM, so I am not able to announce the dates right now”. He said it will take

In a tweet, Kejriwal targeted Prime Minister Narendra Modi, asking him whether he would not conduct elections in the country now. “Can central govt ‘direct’ any EC to delay/cancel any elections? Relationship with China has to be based on ‘3 mutuals’: FS Shringla NEW DELHI, MAR 9 (PTI): India has made it clear to China that peace and tranquillity in border areas is essential for the development of overall bilateral ties and the relationship has to be based on the “three mutuals” of respect, sensitivity and interest, Foreign Secretary Harsh Vardhan Shringla said on Wednesday. Shringla also said that India desires a good relationship with Pakistan, but it cannot be at the expense of its security. Entitlement syndrome
T
here are conflicting accounts s over the rate of unemployment in India with one that has been mentioned repeatedly is that Nagaland has the highest unemployment rate in India at 21.4% in the north east for the second consecutive year. Nagaland is reported to be second only to the Union Territory of Lakshadweep with 31.6% rate of unemployment. Other sources however, report that Haryana has the highest unemployment rate at 23.4%. This leads to conflict about Lakshadweep having the highest rate of unemployment at 31.6%. Be that as it may, whether Nagaland has the highest rate or Meghalaya having the lowest rate at 1.5 % may be less important than tackling rising unemployment. There is unemployment in Nagaland, like in other states the comparison stops there. It may also be noted that Nagaland has the highest employment rate in the north east, which has been mentioned and commented on several occasions in this newspaper ‘s editorial over the years. An overwhelming number of youths in the state hanker only after government jobs. The government is the sole job provider in a welfare state but there is oversaturation of employees who are unproductive. The trajectories themselves tell a story of how jobs in Nagaland are going to become a negative factor against progress. As per estimates, the number of employees under government services was recorded at 1,10,000 in 2008-10. The figure then rose to 1,25,000 by 2010-11 and by 2012-13, it reached 1,30,000. According to the latest figure, there are unofficially around 1,40,000 government employees which is a little over 7.1 % of the state’s 19,80,602 population. Nagaland has the highest number of government employees in relation to its population and also quantity. The next highest after Nagaland is Manipur with 65,000 employees for a population of over 25 lakhs. Also the highest Per Capita Income(PCI) recorded was Sikkim with Rs.2.97 lakh and followed by Mizoram with Rs.1.28 lakh and Arunachal Pradesh in third place with Rs.1.19 lakh. Nagaland comes fifth with Rs.1.02 lakh. Unemployment is expected but if there is no productivity, then it worsens. This is the case with Nagaland where its people continue to suffer socially, economically and politically because they live in dreams sold by their government visionaries who have been manufacturing ‘Vision Documents’ galore over the years. No development or progress can be achieved in any meaningful manner, if the this ‘entitlement syndrome’ continues to inflict self-paralysis while parasitical elements continue to feed on the toil and sweat of those making honest living and who should have been lauded and rewarded instead of being harassed and hounded. If people tolerate corruption and extortion which are instead being looked upon as “the other livelihood”; then such factors will only prohibit creation of opportunities for livelihood. The problem is that when every edifice of progress and development, from the so-called system of governance to economic infrastructure to public trust has been systematically degraded or rendered infructuous, then where can those wonderful sounding visions be built except in dreams.

Showing no concern for the uncertainties that lie ahead is the secret of walking with Jesus. Peter saw in Jesus only someone who could minister salvation to him and to the world. But our Lord wants us to be fellow laborers with Him. In John 6:70 Jesus lovingly reminded Peter that he was chosen to go with Him. And each of us must answer this question for ourselves and no one else: “Do you also want to go away?”

US’ real strategic color of selfishness, hypocrisy revealed in Ukraine crisis
S
ince dramatic changes took place in Ukraine, the US, which had repeatedly promised to protect Kiev at critical moments and continued to “add fuel to the fire” of the situation, has once again come into the spotlight. Ukrainian President Volodymyr Zelensky in a video speech complained that Western countries have abandoned Ukraine and left it to defend itself alone. Some Western netizens even asked: Where has the US been which provoked the war and said it “stands with Ukraine?” However, has the US really disappeared? On the contrary, it is quite busy gaining more “strategic interests” from the flames of war in Ukraine. The latest remarks by the US on the Ukraine situation released by the White House have underlined two points: First, turning Russia into “a pariah on the international stage” through sanctions and other measures; second, NATO has been “more united and more determined than ever” and this is “good news.” As for Ukraine, which Washington uses as a pawn, in addition to reiterating that the US wouldn’t send troops there, Washington only simply said it “will support the Ukrainian people as they defend their country,” and “will provide humanitarian relief to ease their suffering.” Washington has once again displayed its selfishness and hypocrisy to the world. People have seen that after the US pushed Ukraine into the fire, it stood aside, pretending to care about the country and saying “I support you, keep fighting!”
It is fair to say the evolution of the situation in Ukraine until today is a geopolitical tragedy. From the very beginning, it’s a bitter result of the US’ strategic selfishness and shortsightedness. As early as 1998 when the US Senate approved NATO’s eastward expansion plan, the late senior US diplomat George Kennan had foreseen today’s tragedy. He said then, “This expansion would make the Founding Fathers of this country turn over in their graves.” However, the arrogant American elites always think they can profit from crises. For years, the US has incited conflicts, manipulated the situations from offshore and reaped benefits. It is accustomed to be the one who adds the fuel to the fire without paying any cost. What it wants is to realize its instant interests. The US shows no consideration for the suffering of the locals pushed into the forefront. When there is a real crisis, the so-called commitments it initially made will only become empty diplomatic rhetoric. Those politicians don’t care about the suffering of local people at all, but attempt to attract attention under the guise of “humanitarianism.” This reminds people of when it abandoned the former Afghan regime last year, the US also said on multiple occasions it would provide “humanitarian” assistance to Afghanistan. But shockingly, the reality is that the so-called US “humanitarian” assistance hasn’t been provided to the Afghan people, but the US carved up the $7 billion in frozen funds that Afghanistan’s central bank had deposited in
New York. As the culprit of the Afghan issue, after satisfying its own strategic interests, the US only left the locals “an avalanche of hunger and poverty,” leading to the severe malnutrition of millions of children in Afghanistan. The US often talks about humanity, justice and morality, but what it really does is calculating interests. Washington’s strategic selfishness and hypocrisy have been laid bare again and again in international political practices. Reports indicate that at least 37 million people have been displaced in and from Afghanistan, Iraq, Pakistan, Yemen, Somalia, the Philippines, Libya and Syria as a direct result of the wars fought by the US since September 11, 2001. There is even a saying that wherever the US “intervenes,” conflicts, chaos and terrorism will appear. A country is called a major power not because of how strong its ability to form cliques or to realize its own self-interests is. What matters is its responsibility and ability to safeguard international peace. If a country only cares about its own interests, fuels the flames everywhere and constantly exports chaos to others, no matter how powerful it is, it is inevitable its credibility will go bankrupt and its hegemony will come to an end. For countries and regions that still have fantasies or act as pawns of the US, the Ukraine crisis is a good reminder: A “partner” who announces “good news” when you are in difficulties is untrustworthy. Need to approach 33% women’s quota with fresh and progressive mindset
he Naga Rising welcomes the resolution adopted on the Urban Local Bodies (ULB) by the consultative meeting held on March 9. It is heartening to note that the august gathering approached the issue with a fresh and progressive mindset. The 33% quota for women in ULB is a provision sanctioned by the Constitution and denying its implementation amounts to a constitutional violation. The issue cannot be resolved with appeasement policy such as having nominated members of women in ULB. Having already adopted the constitutional provision, the state government is duty-bound to implement the constitutional provision without further delay. The resolution rightly observed the elections to the ULB should be conducted as per the 74th Constitutional Amendment Act 1992 that mandates selfgovernance in urban areas such as cities and towns. Whereas, the 73rd Constitutional Amendment Act 1992 that mandates local self-governance with similar provisions in rural areas such as villages is not applicable to Nagaland. Therefore, our traditional village institutions such as our village councils remain unaffected and will continue to serve as the custodians of our customary practices as guaranteed under Art 371(A). Reason and logic has prevailed on how we apply our customary practices. The collective wisdom has also avoided an embarrassment by finding a political route to resolve the issue rather than the
state government’s deterrence being superseded by the court in securing the implementation of women reservation in ULB. It would be a shame for the Nagas as a whole if the court were to issue a judicial order to implement the constitutional provision as we pride ourselves of being blessed with an egalitarian social order where gender-based discrimination is alien to the land. Beyond the legal arguments, today gender equality, gender sensitivity, gender equity, gender neutrality have become globally accepted vocabularies in conversations around political representation, human development discourse, combating climate change. One of the 17 UN Sustainable Development Goals (SDGs) is to achieve gender equality and women empowerment where women’s participation in decisionmaking is seen as a crucial step towards achieving the goal. Nagaland should be playing a pro-active role in contributing to achieving this global goal. As the state government implements the constitutional provision in the coming days, The Naga Rising would like to urge the government to avoid viewing the women’s reservation in ULB through the narrow prism of financial resources because the real issue is about ensuring women’s representation and participation in political decision-making. It is important to keep the focus on how best to leverage women’s participation in ULB and not just to increase the state exchequer. Issued by The Naga Rising

I
n spite of progress in many spheres we could hear and see violence against women. Though awareness has increased on legal rights but still there is still injustice happening around the world with women. Recently, we have observed international women’s day on 8th March. The theme was gender equality for a sustainable tomorrow. There are many areas where we have to ensure gender equality for the progress of humanity. It is important to have women in the legal system like judges and lawyers. Though we have many female lawyers, the number of judges is few around the world. We should be aware that forty per cent of judges were women in 2017, which is 35 per cent more than in 2008. In 1946, Eleanor Roosevelt famously penned an “open letter to the women of the world,” urging their increased involvement in national and international affairs. In most European countries, there are more women than men professional judges or magistrates; however, women represent 41 per cent of the judges in national supreme courts and only 25 per cent of court presidents. International organisations and governments from around the world have taken many steps for increased participation of women in different spheres. Despite women’s increased engagement in public life, they remain significantly underrepresented in decision-making positions. In fact, a relatively small number of women have been, or are part of, the judiciary, particularly at senior judicial leadership positions. It is important to have more women in judiciary as women’s representation in the judiciary is key to ensuring that courts represent their citizens, address their concerns and hand down sound judgments. By their mere presence, women judges enhance the legitimacy of courts, sending a powerful signal that they are open and accessible to those who seek recourse to justice. An International Commission of Jurists (ICJ) study came to a similar conclusion- that lower representation of women in the judiciary was often due to gender stereotyping. The United Nations has proclaimed 10th March as the International Day of Women Judges. There is no shadow of doubt that this day will make a positive impact in the near future. The entry of women judges into spaces from which they had historically been excluded has been a positive step in the direction of judiciaries being perceived as being more transparent, inclusive, and representative of the people whose lives they affect. While equality in the judiciary has been historically uneven, steps are being taken to remedy this as evidenced by the declaration by the United Nations General Assembly of 10 March as the International Day of Women Judges. The representation of women in the judiciary is significant for many reasons. It ensures an effective legal system and also motivates many other young women to become part of the legal system and strengthen the judiciary. In recent years we have seen violence against women and girls in India. It is important to have female judges for more effective judgment. We need to do more research and find out the number of women judges in the country and around the world which would inspire young women and we must ensure that more women judges become reality. In spite of challenges, many women have paved the way towards the highest courts but more women judges are needed if we want to achieve gender equality and sustainable development. Let us join in celebrating this first annual International Day of Women Judges to promote the full and equal participation of women at all levels of the judiciary, to celebrate the progress that has been made and raise awareness about the challenges ahead. he migrant exodus, a direct result of an illconceived lockdown announcement, was the heaviest human cost of the first COVID-19 wave in the country. The reverse migration constituted a complex socio-economic phenomenon that was at its core a reflection of years of policy neglect. While it induced numerous knee-jerk reactions in the form of a renewed interest in the subject in policy spaces and a few ill-planned government schemes, a deep understanding of its nuanced nature remains elusive. The introduction of PM-Garib Kalyan Anna Yojana as a stop-gap measure to address the food insecurity birthed by the pandemic and lockdown is a case in point. Activists had pointed out the anomaly in using decade-old census data to identify beneficiaries of the scheme. There is an information deficit that primarily arises from a lack of reliable statistical data with which to produce appropriate policy responses, which forms the core of the issue. The census, NSO reports, PLFS survey reports provide an incomplete picture that does not fully capture trends of seasonal migration. Gender/ caste-based perspective is also in most cases absent. In the popular imagination, migration is often wrongly understood to be a primarily male-dominated phenomenon, with the result that female migrants are not discussed or factored in during policy framing. Although the neoliberal order has created an increased demand for female labour, with entire value chains depending on their labour, rarely are there discussions on the providers of this indispensable labour. This invisibilisation, studies say, arises mostly because much of female internal migration is thought to be a consequence of marriage. This is only partly true. While the primary reason attributed to female migration is in fact marriage, the secondary and tertiary reasons are often employment-related. The mainstream media fails to
fully capture the different facets of the duress faced by female labourers in the country’s distress zones. Only a few media organisations have brought out the misery faced by women in the country’s climate-change hotspots. Unavailability of livelihood opportunities in home villages as a result of stagnation of agriculture, climatechange-induced distress, other socio-economic and political factors force entire families to shift permanently or temporarily to urban or semi-urban locations. These locations are more often than not hostile to the needs of the seasonal migrants, affecting the women and the children the most. A significant proportion of female migrants get absorbed as domestic workers in their host states. In the absence of a strict regulatory framework and an antagonistic state apparatus, this category of workers form one of the most vulnerable groups amongst migrant labourers. Many labour-intensive industries in the manufacturing sector, construction have a high proportion of female labour. Some of these sectors are also completely women-driven. Agriculture sector also relies heavily on cheaper female labour, to the extent that it is largely exploitative. Women’s roles as primary caregivers put them in charge of reproductive labour after long backbreaking hours of productive labour. These trends are repeated in the sites to which they migrate, with the result that the female migrant labourers continue to be victims of these practices with no hopes of respite. This is evident from the income gap, lack of social security covers, absence of a mechanism to check adherence to labour rights among others. In this way, the female migrant labourers find themselves doubly oppressed owing to their disadvantageous socio-economic situation. Worst victims of Aadhaar and digital exclusion Most social security schemes and programmes do not factor in this footloose population and do not have
a portability feature, causing them to be one of the worst victims of Aadhaar and digital exclusion. Possession of documents such as Aadhaar showing permanent residence, permanent phone numbers and bank accounts are often preconditions to accessing most government schemes, causing the seasonal migrants to be excluded from its benefits by its very design. Maternity and other women’s health and nutrition-related schemes do not even consider female seasonal migrants as one of their intended beneficiaries. Due to a lack of data on their numbers, it’s not possible to know whether or not these women have benefitted from these programmes. This is also true for adolescent girls, who are also members of the migrating units. The labour ministry has, however, assured that with the completion of registration of all unorganised workers in the e-Shram portal, the accessibility of government schemes will become more universal and inclusive. But given the track record of the current regime, widespread rigging of data to suit their narrative will have to be expected. The premature celebration for completing 25 crore registrations points to this. The National Database of Unorganised Workers (NDUW) is also reportedly riddled with technical complications. The over-emphasis placed on registration, rather than on service delivery is also not hope-inducing. An Advisory for Women Migrant Workers was issued by the National Commission for Women during the national COVID-19 lockdown in an effort to “address the needs of Internal Women Migrants of India during the Covid-19 Lockdown”. Prior to this, there have been no sustained efforts made to protect the interests of internal women or adolescent girl migrants. As a response to a question asked in parliament regarding the beneficiaries of the advisory, it was revealed that the Union government did not possess any data, exposing the government’s lackadaisical approach to-
wards the betterment of this community. There have been no focussed interventions aimed at addressing the needs of this especially vulnerable section. Additionally, the lax enforcement of existing legislation such as the InterState Migrant Workmen Act, the Unorganised Workers’ Social Security Act, 2008, now subsumed under the Code on Social Security Act has hurt the interests of migrant labourers, affecting the female labourers disproportionately. Unionising capacity is also minimal for women migrant workers due to the transient nature of their job along with the diktats of patriarchy which limit their potential for organising and political participation. Multiple surveys during the elections to UP, an important sender state has also shown that migrants, who form a considerable chunk of the population seldom return to their home villages to cast votes. Even otherwise, being away from their constituencies for the most part of the year, these migrants can rarely identify with the political pulse of their home villages. Therefore, unlike their counterparts in the organised sector who seem to have considerable negotiating power as witnessed by the numerous instances of political assertions witnessed throughout the history of the trade union movements, migrant labourers have had to reel under political pressure. It is thus now more clear than ever that this is a group that requires concerted government protection and focused action. Policy interventions specifically aimed at their well-being are essential, botched, onetime measures will no longer suffice. This Women’s Day, let us recognise their oppression, try and understand what makes them vulnerable and urge the regime to appreciate the invisible labour that keeps our economy rolling. Md. Leader of the opposition in the Rajya Sabha, Mallikarjun Kharge said, “The reports of EVM mishandling are very serious.”He said the EC should respond to the allegations. “If EVMs are being found in Garbage trucks, what does that say about the state of our electoral democracy? Does the EC have any answers? Has it become an extended arm of the BJP govt?” Akhilesh Yadav had alleged that Electronic Voting Machines (EVMs) were moved illegally in Varanasi just 48 hours before the counting of votes of state elections. His party tweeted the on-camera statement of an official conceding there were ‘lapses’. Varanasi’s Commissioner Deepak Agarwal appeared to accept that there was a lapse in protocol in the movement of EVMs. However, he insisted that the vote machines in question were only for training purposes. “If you talk about the protocol for the movement of EVMs, there was a lapse in the protocol, I accept that. But I can guarantee you, it is impossible to take away machines used in voting,” he said.

A bench comprising justices U U Lalit, S Ravindra Bhat and P S Narasimha on Wednesday posted the contempt case for hearing at 2 PM Thursday after senior advocate and amicus curiae Jaideep Gupta sought adjournment on grounds that he would be busy arguing another case. The top court, on February 10, had fixed the contempt case against Mallya for hearing on Wednesday and had given the fugitive businessman the last opportunity to appear before it either personally or through his lawyer. tunities to Mallya to appear either personally or through a lawyer and had even given specific directions in its last order dated November 30, 2021. Amicus curiae Gupta had said the court has found the contemnor guilty of contempt of court, and punishment has to be imposed. Solicitor General Tushar Mehta, appearing for the Centre, had said the court has inherent jurisdiction in contempt cases and that it has given enough opportunity to Mallya, which he has not taken. JAMMU, MAR 9 (PTI): In a suspected terrorist act, one person was killed and 14 were injured when a low-intensity IED exploded outside a court complex in Udhampur district of Jammu region on Wednesday, officials said. Jammu and Kashmir Director General of Police Dilbag Singh said preliminary investigation

The improvised explosive device (IED) blast took place around 1 pm in Slathia Chowk where fruit and vegetable vendors put up their carts. with other top police officials, a team of the National Investigation Agency (NIA) and bomb disposal experts. “Preliminary examination suggests a low-intensity IED explosion, but a forensic and minute scrutiny will reveal more accurate facts,” he said, adding that the 14 injured were now out of danger. The DGP told PTI that terrorists have been planning for long to carry out an attack in Jammu region. “There have been numerous attempts in the past by various terror groups to hit Jammu city which have been foiled by Jammu and Kashmir Police,” he said. The cabinet signed the Host Country agreement between the Central government and the World Health Organization (WHO) to approve the establishment of GCTM. NEW DELHI, MAR 9 (PTI): A 17-year-old girl was allegedly raped by a former Intelligence Bureau officer in Central Delhi’s Karol Bagh by luring her on the pretext of giving her a job, police said on Wednesday. The 60-year-old accused is a friend of the victim’s father, they said. According to the police, the girl has completed high school and is pursuing a beautician’s course. On March 7, the accused took her to a hotel and allegedly raped her. He then dropped her back home and war ned her against narrating the incident to her parents. However, a day later on Women’s Day, the victim mustered the courage to share her ordeal with them.Based on her statement, the accused has been booked under Section 376 (rape) of the IPC and POCSO Act. Thousands evacuated from Kyiv: Zelenskyy KYIV, MAR 9 (AP): Ukrainian President Volodymyr Zelenskyy says efforts are under way to evacuate some 18,000 people from the capital Kyiv and embattled towns near it. He said on Wednesday the efforts are part of broader evacuation attempts by multiple humanitarian corridors within Ukraine, and warned Russian forces against violating cease-fire promises. He appealed again for foreign air support, saying “send us planes.” Western powers have sent military equipment and beefed up forces on Ukraine’s eastern flank, but have been wary of providing air support and getting drawn into a direct war with Russia. He also issued an appeal, unusually in Russian, to urge Russian soldiers to leave. “Our resistance for almost two weeks has shown you that we will not surrender, because this is our home. IAEA loses contact with Chernobyl nuclear power plant in Ukraine VIENNA, MAR 9 (PTI): The Chernobyl nuclear power plant, which was taken over by Russian forces last month, has stopped transmitting data to the IAEA, the UN atomic watchdog has said, expressing deep concern for the staff working under Russian troops at the nuclear site in northern Ukraine. The Chernobyl site is not currently operational and handling of nuclear material has been halted. The facility holds decommissioned reactors as well as radioactive waste facilities, the International Atomic Energy Agency ( IAEA) said, citing information from Ukraine’s nuclear regulator. IAEA Director General Rafael Grossi “indicated that remote data transmission from safeguards monitoring systems installed at the Chornobyl NPP had been lost,” the Vienna-based agency said in a statement on Tuesday. “The Agency is looking into the status of safeguards monitoring systems in other locations in Ukraine
and will provide further information soon,” it said. The agency said it had been informed by Ukrainian officials that it is becoming “increasingly urgent” to rotate staff for the “safe management” of the Chernobyl nuclear power plant, where some 210 personnel have been working for almost two weeks straight since Russian forces seized control of the facility. On February 24, Russian President Vladimir Putin ordered a special military operation against Ukraine. “In contrast to the current situation for staff at Ukraine’s operating nuclear power plants who are rotating regularly, the same shift has been on duty at the Chernobyl NPP since the day before the Russian military entered the site of the 1986 accident on February 24, in effect living there for the past 13 days,” the statement said, citing Ukraine’s nuclear regulator. The staff has been effectively living at the site of the world’s worst nuclear disaster for the past 13 days
and while they have access to food, water and medicine to a “limited extent,” their situation is “worsening,” the IAEA said. “I’m deeply concerned about the difficult and stressful situation facing staff at the Chernobyl nuclear power plant and the potential risks this entails for nuclear safety. I call on the forces in effective control of the site to urgently facilitate the safe rotation of personnel there,” IAEA chief Grossi said in the statement. Grossi has repeatedly stressed that staff operating nuclear facilities must be able to rest and work in regular shifts, asserting that this is crucial for overall nuclear safety. ANKARA, MAR 9 TURKEY (AP): Israeli President Isaac Herzog travels to Turkey on Wednesday, becoming the first Israeli leader to visit in 14 years, as the two countries move to turn a new page in their troubled relationship. Herzog is scheduled to hold talks with Turkish President Recep Tayyip Erdogan in Ankara before travelling to Istanbul for meetings with Turkey’s Jewish community there. Turkey and Israel were once close allies, but the relationship frayed under Erdogan, who is an outspoken critic of Israel’s policies toward the Palestinians. Israel, for its part, has been angered by Erdogan’s embrace of Hamas, the militant group that controls the Gaza Strip. Israel considers Hamas a terrorist group. The countries withdrew their ambassadors in 2010 after Israeli forces stormed a Gaza-bound flotilla carrying humanitarian aid for the Palestinians that broke an Israeli blockade. The incident resulted in
the deaths of nine Turkish activists. Relations broke down again in 2018 when Turkey, angered by the US moving its embassy to Jerusalem, once more recalled its ambassador from Israel, prompting Israel to also recall its envoy. M O S C OW, M A R 9 (IANS): The Russian Football Union (RFU) has appealed to The Court of Arbitration for Sport (CAS) against the decisions by Fifa and UEFA to bar Russian teams from international competitions over the country’s invasion of Ukraine. CAS confirmed that an appeal has been lodged with the RFU hoping to return to FIFA and UEFA competitions. The Russian football clubs and national teams on February 28 were suspended from all competitions “until further notice” by FIFA and UEFA. “The Court of Arbitration for Sport (CAS) registered earlier today the appeals filed by the Football Union of Russia (FUR) against the decisions taken on 28 February 2022 by the Bureau of the FIFA Council (the FIFA appeal) and the UEFA Executive Committee (the UEFA appeal) (collectively, the Challenged Decisions) to suspend all Russian teams and clubs from participation in their respective competitions until further notice,” the CAS said in a statement. Russia’s men’s nation-
al team was scheduled to play Poland on March 24 in a World Cup qualifying playoff. Poland has refused to play Russia in the match. The winner of that match would have played the winner of the game between Sweden and the Czech Republic in the next round, but they also have refused to play against the Russians. CAS on Tuesday said the Russian appeals against FIFA and UEFA also involve the Polish, Swedish and Czech soccer federations, plus several other national federations in Europe. “The appeal has been filed against Fédération Internationale de Football Association (FIFA), the Union of European Football Associations (UEFA), the Polish Football Association, the Swedish Foot-
ball Association, the Czech Football Association, the Football Association of Montenegro and Malta Football Association,” it said. The Court of Arbitration for Sport also said that FUR has requested to set aside the challenged decisions and to reinstate all Russian teams and clubs for participation in FIFA and UEFA competitions, adding that it hoped to decide on the appeals in the coming days. “In its appeals, the FUR requests CAS to set aside the Challenged Decisions and to reinstate all Russian teams and clubs for participation in FIFA and UEFA competitions. Together with each statement of appeal, the FUR has also filed a request to stay the execution of each challenged decision,” CAS said.

MCC’s research found that this had little or no impact on the amount of swing the bowlers were getting. Players were using sweat to polish the ball, and this was equally effective. “The new Laws will not permit the use of
saliva on the ball, which also removes any grey areas of fielders eating sugary sweets to alter their saliva to apply to the ball. Using saliva will be treated the same way as any other unfair methods of changing the condition of the ball,” said the MCC statement. The MCC said that while the amendments are being announced now, they will not come into force until October. “In the intervening time the relevant materials will be updated by MCC to assist with umpire and official training on a global basis. The changes are intended to shape the game of cricket as it should be played,” it added.

MELBOURNE, MAR 9 (IANS): The iconic Melbourne Cricket Ground (MCG), the stadium where Shane Warne picked up his 700th Test wicket, will now also be the venue for the Australian spinner’s state memorial on March 30. Victorian premier Daniel Andrews on Wednesday confirmed the MCG as the venue for a state memorial service on March 30 to honour the legendary legspinner, who died due to heart attack in Koh Samui, Thailand last week. “There’s nowhere in the world more appropriate to farewell Warnie than the ‘G’. Victorians will be able to pay tribute to Shane and his contribution our state, and his sport, at a memorial service at the MCG on the evening of March 30th,” said Andrews in a tweet. “Info and tickets will be available soon,” he added. The MCG was the stage of the legspinner’s famous Ashes hat-trick in 1994 and the 700th Test wicket on Boxing Day in 2006, his final series before he retired from international cricket.

Jadeja’s Player of the Match performance, where he made a career-best, unbeaten 175 with the bat and had a match haul of 9/87 in India’s win by an innings and 222 runs against Sri Lanka in Mohali was enough to catapult him to the pole position. During the Test match at Mohali, Jadeja had become the first player in Men’s Test cricket history to score more than 150 runs and take nine wickets in a single Test. Apart from the all-rounder rankings, Jadeja’s unbeaten 175 lifted him up to 17 places from 54th to 37th rank with the bat. Ukrainian biathlete Anastasiia Laletina (Reuters) BEIJING, MAR 9 (REUTERS): Ukrainian biathlete Anastasiia Laletina was forced to pull out of the middle distance sitting event at the Beijing Winter Paralympics on Tuesday after her father was captured by Russian forces, a spokesperson for the Ukrainian paralympic committee told Reuters. Laletina’s father is a soldier in the Ukrainian army. The spokesperson said they had no further details on his capture. Russia’s invasion of Ukraine last month, which Moscow describes as a “special operation” to disarm the country, prompted the International Paralympic Committee to ban
Russian and Belarusian athletes from the Games. Belarus has been a key staging area for Russian troops. The spokesperson said that the 19-year-old Laletina was still in Zhangjiakou — the venue for the cross-country skiing and biathlon events — and will fly out to Poland with the rest of contingent at the end of the Games. Despite the initial uncertainty around their participation, Ukraine continued to collect medals at the Games on Wednesday by winning a silver and bronze in cross-country skiing.
