DoSE cracks whip on proxy teachers

In an attempt to strengthen the quality of teaching and ensure that appointed teachers perform their duties, the Department of School Education (DoSE) has found 50 teachers across the State keeping proxies and subsequently terminated two of them. Besides the two who were terminated, three more resigned on moral ground and rest of the 45 teachers were under investigation.

Highly placed sources informed Nagaland Post that one of the teachers who was terminated hailed from south India and was a Math teacher serving for the last 22 years. It was found that the teacher responsible was engaged in keeping a proxy since August 2011 to date. Upon the findings, an investigation was initiated and accordingly the teacher was terminated.

JYO condemns Mar 8 incident

DIMAPUR, MAR 9 (NPN): Jotsoma Youth Organisation (JYO) has condemned what it described as the “provocative actions and act of vandalism” of Kigwema youths, who allegedly trespassed into Jotsoma Reserved Forest Village on March 8, 2023.

In a press release, JYO president Rokovizo Senotsu and secretary Thejaseto Medoze claimed that a team of Kigwema villagers comprising of about 100 youths had allegedly trespassed into Jotsoma Reserved Forest Village “fully armed with guns of various calibre and fired provocatively challenging the Jotsoma villagers with war.” JYO inform all responsible that the organisation was “prepared to protect its reserved forest.” JYO also alleged that Kigwema youth had destroyed Mithun fencing, which were standing at the boundary of the two villages.

WSH flays firing incident

DIMAPUR, MAR 9 (NPN): Western Sumi Hoho (WSH) has condemned the firing incident that reportedly occurred at the residence of Lok Sabha MP Tokheho Yepthomi on the night of March 6 at Naharbari Dimapur. WSH stated that “such a dastardly act” should be condemned by all. Further, WSH has demanded that the authorities thoroughly investigate the matter and bring the culprits to book as per the provisions of the law.

2 TEACHERS TERMINATED 3 RESIGN ON MORAL GROUND 45 UNDER INVESTIGATION

On the other hand, the second teacher who was terminated, was found to have not performed his duties since the time of joining the service (April 2013) up to August 2022 and had engaged a proxy from May 2017 to August 2022.

It was also found that the teacher undertook dual employment from the time of joining government service till June 2021. Accordingly, the teacher was terminated. Out of the three teachers who had resigned from their services, one was found to have not performed his duties since the time he had joined the government service in May 2016 up to August 2022 and had engaged proxy from the time

of joining the service till August 2022. It was also found that the teachers had dual employment from the time of joining government service till June 2021.

The sources also said that the department had asked the teacher to return Rs 7,60,000, after which his resignation was accepted.

The other two who had resigned were also found to have not performed their duties and had engaged proxies. The two were also made to return Rs 3,80,000 and Rs 80,000 respectively, after which their resignations were accepted.

The other 45 teachers who were also found to be engaging proxy teachers are also currently under investi-

gation, sources said. Meanwhile, DoSE was also trying to strengthen online school monitoring system to eliminate the practice of engaging proxies by introducing a provision for teachers to upload their photographs at the Teachers app that would be verified by the school heads concerned, the sources added. As per the plan, randomly-selected teachers would be asked to click their photographs within the school campuses using the Teachers app that would be forwarded automatically to the department along with geo-tagging. Schools were earlier directed to display photographs of all teachers at prominent places in the campus.

The department warned that disciplinary action would also be initiated against school heads who turned a blind eye towards teachers engaging proxies.

Any party entering NE must support Modi, says Sarma

GUWAHATI, MAR 9 (PTI): Assam chief minister Himanta Biswa Sarma Thursday asserted that all parties contesting polls in the northeast must understand that they will have to eventually support BJP.

Talking to reporters here, Sarma also said Prime Minister Narendra Modi is the “tallest leader” of the country, and everyone favours him in NE. Asked about JD(U) and NCP extending support to NDPPBJP, he said, “All parties before entering the northeast must understand that water will flow into the ocean.

Civic polls with 33% women quota on May 16

DIMAPUR, MAR 9 (NPN):

State Election Commission Nagaland on Thursday announced that general election to constitute municipal council and town councils in Nagaland along with 33% reservation of seats for women would be held on May 16, 2023.

As reported, the newly constituted cabinet, at its first cabinet meeting on March 7, deliberated on the issue of holding of elections to the Urban Local Bodies (ULBs).

In a notification, state election commissioner (SEC) T Mhabemo Yanthan notified the schedule of programme: period for

filing of nominations from April 3-10, consolidated list of nomination to be posted on April 11, scrutiny of nomination April 12-13, list of validly nominated candidates to be posted on April 14, last date for withdrawal of candidature April 24, date of polling on May 16 (between 7 a.m. and 3 p.m.) and results to be declared on May 19. Post of 13 chairpersons reserved: Meanwhile, in another notification it was stated that the post of chairpersons in the 13 municipal/town councils have been reserved for women on rota in the ensuing civic body elections. The

post of chairpersons are reserved in-- Atoizu Town Council, Chiephobozou Town Council, Dimapur Municipal Council, Kiphire Town Council, Longleng Town Council, Meluri Town Council, Naginimora Town Council, Peren Town Council, Pungro Town Council, Shamator Town Council, Tizit Town Council, Tuensang Town Council and Zunheboto Town Council.

MCC in force: With the announcement of the election, SEC stated that the model code of conduct (MCC) has come into force with immediate effect within the entire municipal/town council areas going to polls.

NSSB: NSF reiterates demand to lower viva-voce mark from 12.5 pc to 5 pc

Thursday, NSF president, Kegwayhun Tep said the federation would go all out to ensure that there was transparency and fairness. He cautioned that if NSSB was not properly conducted, the student body would take to the streets, prevent result declaration and even boycott viva-voce.

Naga Students’ Federation (NSF) has reiterated that until and unless its demand for lowering viva-voce mark from 12.5 % to 5% was

met, the federation would ensure that the final result of the Nagaland Staff Selection Board (NSSB) phase-I examination did not come out.

Tep said the federation had the support and mandate of all the aspirants and federating units who were ready to come out to the streets to ensure fulfilling of the aspirations of the student community.

Electoral roll: SEC informed that electoral rolls for the ensuing election to ULBs have been prepared with reference to January 1, 2022 as the qualifying date and finally published on November 24, 2022. SEC informed stated that copies of the electoral roll can be obtained from the respective returning officers of the municipal council and town councils. Identification of voters: SEC has decided that compulsory identification of the voters would be made in the ensuing ULB polls in the State, adding that separate instructions would be issued in this regard.

KOHIMA, MAR 9(NPN): National People’s Party (NPP) has approved Nuklutoshi Longkumer, MLA from 22 Aarkakong A/C, as the leader of NPP legislature party and Dr Tseilhoutuo Rhutso, MLA from 9 Kohima Town A/C, as the chief whip of the party. NPP won five out of 12 seats it contested in the just concluded Nagaland assembly election.

In an order, NPP national general secretary (Org) Thomas A Sangma said NPP national president Conrad K Sangma approved the proposal of NPP Nagaland unit.

DIMAPUR, MAR 9 (NPN): On the advice of chief minister Neiphiu Rio, Nagaland governor La Ganesan allocated portfolios to the council of ministers, including two deputy chief ministers, besides appointing and allocating portfolios to 24 advisers.

Rio retained crucial departments like Finance and P&AR and any other portfolio(s) not allotted to any minister, stated a notification issued by cabinet secretary J Alam.

Former NPF chief minister T.R. Zeliang who took over from Rio in 2014, was appointed as deputy chief minister and was allotted Planning and Transformation and National Highways.

BJP’s Y. Patton who was re-appointed as deputy chief minister, retained Home and was allotted Border Affairs.

The cabinet included seven from NDPP and five from BJP besides the chief minister. Those who were ministers in the outgoing ministry more or less retained the same portfolio.

The chief minister also appointed 17 newly elected members from NDPP and seven from BJP as Advisers

Miscreants from Assam set fire to jungle at Aosenden village

DIMAPUR, MAR 9 (NPN): Aosenden Village Council (AVC) under Mokokchung district has alleged that some suspected miscreants from the Assam border side set fire to jungle cleared for jhum cultivation at Aosenden village land on March 8, 2023.

In a press note, AVC chairman and secretary said that Aosenden villagers under Tsurangkong range started Jhum cultivation activities on February 6, 2023. AVC stated that villagers cleared the forest without any doubt as it was known to be their land since ancestral. Besides, AVC said that the villagers in the past few decades had cultivated twice without any disturbance or issue from Assam. However, on February 8, 2023 some me-

dia personnel along with forest department and Assam police arrived at the spot and harassed the villagers and took away a car belonging to the villagers.

But on February 13, 2023, AVC said the border officials from both states held meet -

ing at Chungtiayimsen village, where the two sides unanimously agreed to go ahead with the cultivation since it was the only source of livelihood to the villagers. Following the agreement, AVC said the villagers resumed their work on March 6, 2023.

However, on March 8, 2023 at around 5:30pm, AVC said “some suspected miscreants from the Assam border side came to the spot and kindled fire before the completion of jungle clearance and accruing interruption in the series of cultivation.”

AVC affirmed that “Aosenden villagers have been cultivating in that area for the third time (a rotation basis) yet, this time the intervention from the Assam side extends beyond and they keep vigilance by patrolling every day.” AVC , therefore, appealed to the concerned authority to look into the matter and take necessary action at the earliest so the villagers could start their cultivation process at the right season without delay.

national president Rajiv Ranjan Singh alias Lalan said that the BJP’s ‘jod tod’ (attempts to split other parties) was at work in Nagaland where the lone JD(U) MLA ended up offering support to the newly formed government of which the saffron party was a part.

“Since we hold that we can have no relationship with the BJP, we held the Nagaland unit guilty of gross indiscipline and decided to dissolve it. The BJP had earlier broken away our MLAs in Arunachal, too. In Bihar, they wanted to do to us what they had succeeded in doing in Maharashtra and Madhya Pradesh. But we got wind of their plans in time”, alleged Lalan.

“The BJP has no scruples. Its sole concern is power. Just look

suggestions before these were put up to the minister in-charge concerned for a final decision.

The advisers would not be eligible for any pay, salary, emoluments, remuneration or any perks/advantages of any kind from the State government other than what was normally admissible to them as members of NLA through the Assembly secretariat, the notification stated.

Plg & Coordination deptt re-named

The state cabinet, during its first meeting held on March 7 approved the re-naming of the existing Planning and Coordination department as Planning & Transformation department.

Taking note of the renaming of Planning Commission as NITI Aayog, it was learnt that the chief secretary, during the meeting, had briefed the cabinet on the need to re-orient the focus and work profile of the planning & coordination department in view of the changes that have come about in the past years.

Accordingly, the cabinet after discussion approved the re-naming of the department.
