Farmers to hold daily tractor march during Parl Session
KOHIMA, NOV 9 (NPN): State chief minister Neiphiu Rio on Tuesday virtually inaugurated “The People’s Bridge” over Yijung river in Tuensang district. The 70-feet long metal hanging bridge, built at a cost of approximately Rs. 1.20 crore, was a joint initiative spearheaded by Eleutheros Christian Society (ECS) and supported by the villagers, various state departments, organizations including Assam Rifles, BRO and also the local legislator of the area. The bridge at Longphang connecting three villages will also serve as a lifeline to many other villagers. Speaking at the inaugural programme, Rio said that the initiative taken by ECS was a perfect example and a lesson for everyone– local communities, district administration and departments concerned– that if there was convergence of interest and they come together, many things could be achieved. Congratulating ECS and all the people involved on completing the bridge, Rio observed that the bridge was possible because of the
NEW DELHI, NOV 9 (PTI): To observe one year of the movement against the Centre’s three agri laws, 500 farmers will participate in a peaceful tractor march to Parliament every day during the Winter Session starting November 29, the Samyukta Kisan Morcha said. Farmers from Punjab, Haryana and Uttar Pradesh have been protesting against the laws, which were stayed by the Supreme Court in January, at the Delhi borders since November 26 last year. The SKM, an umbrella body of 40 farmer unions leading the stir, announced the tractor march after it held a meeting here. Farmer leaders, who were present in the meeting, said that those participating in the tractor march will sit wherever the police will stop them. In a statement, the amalgam said that it will observe one year of the movement on and after November 26 in a massive way all over India. “The SKM decided that from November 29 until the end of this Parliament session, 500 selected farmer volunteers will move every day to Parliament in tractor trollies...” it said.

visionary leadership, unity and coming together of people. He said unless stakeholders, the community, took ownership and participated in any project, nothing would be possible. Rio mentioned that the State government had seen the strength of community because of which communitisation was introduced in education, health, power and infrastructure sectors, especially in building village roads, but regretted that most of these remained on paper only. The chief minister urged the people to utilise community strength by taking ECS’s initiative as an example, adding that this should serve an eye-opener and that such initiatives should be taken in all districts.
Assuring to fully support ECS in all its endeavour, he hoped that the people’s bridge would improve interconnectivity, promote harmony and bring economic prosperity to the area. He observed that Nagas refused to pay taxes for upkeep of their own towns. Hence, as Nagaland did not implement the Urban Local Bodies Act, Rio said that the Finance Commission did not grant the municipal funds. Rio remarked that it was up to the people whether to develop their towns by paying minimal taxes or remain backward and continue blaming the government. Pointing out that women were more educated and enterprising today and their contribution to society was immense, Rio appealed to the people of Nagaland to

not oppose the implementation of the Nagaland Municipal Act. Though there has been stiff opposition to women reservation in ULBs, Rio clarified that the Urban Local Bodies Act did not exempt Nagaland and the issue was yet to be resolved. In his brief address on convergence as an approach for infrastructure development, principal secretary (Roads & Bridges) Menukhol John said the construction and completion of the people’s bridge was a perfect example of convergence. Narrating how Longphang primary health centre (PHC) was initially started, he said it was the only PHC in the country having AIDS hospice and where patients from other States also come for healthcare services. State lost Rs. 135 cr Central grant meant for ULBs, says Rio Correspondent
KOHIMA, NOV 9 (NPN): State government had lost about Rs. 135 crore during the 14th Finance Commission for failing to have the Urban Local Bodies (ULBs), while the State was deprived of funds under the 15th FC for not being able to hold the ULB elections. Interacting with media persons at Hotel Vivor here on the sideline of an event, Rio said during the recent meeting with apex civil society organisations, it was decided to set up a committee headed by chief secretary, with principal secretary as member secretary and nominees from ENPO, CNTC and TPO along with one woman to study the matter. While the panel was mulling its plan of action, he pointed out that it was the duty of an elected government to ensure that the local bodies were not run by administrators, thereby making it necessary to nominate people to run them. Rio said there would be reservation for women and assured that it would be only a stop-gap arrangement, adding that whenever the committee came up with its report, a
detailed formula would be worked out and that there would be elections. On the opposition to the nomination formula, Rio maintained that this was a democracy and everyone had the right to voice their opinion. Rio questioned why there cannot be a process of nomination to run municipal and town councils and challenged those opposing to give valid reasons. On the issue of women reservation, Rio explained that the 73rd Amendment of Panchayati Raj was applicable only to rural local bodies and hence Nagaland was exempted from it along with States like Meghalaya and Mizoram. Though people in the State believed that tradi-
tional system of administration was applicable in urban local bodies, he pointed out that election or nomination was required as per the 74th Amendment since urban areas were cosmopolitan. Rio cautioned that if one did not wish to follow the Municipal/Town Council Acts, such bodies would not receive any grant from the Centre and pressure would increase on the government to provide monetary help. NLTP Act: Asked whether the government was mulling to invite Nagaland Baptist Church Council to discuss the issue of partially lifting Nagaland Liquor Total Prohibition Act, Rio said that further discussions were necessary on the matter.
‘Nagaland will be a very special state’ Meanwhile, chief minister Neiphiu Rio said that in the event a final agreement to the Naga political issue is arrived at, Nagaland would become a “very special state”. “Many new things will be added to us and we will be a very special state if any agreement comes,” said Rio. Rio said that signing of the Framework Agreement and the Agreed Position meant that a system would be formulated in the Indian Union on how to protect the uniqueness of Naga history. On NSCN (I-M)’s firm stand on the demand for a separate Naga flag and constitution, Rio said that discussions were ongoing and hence it would not be wise on his part to comment on the issue.

DIMAPUR, NOV 9 (NPN): Core Committee of the Parliamentary Committee on Naga Political Issue would be meeting Naga political groups (NPGs)-NSCN (I-M) and WC, NNPGs next week to revisit what was shared in previous meetings “with new insights”. Informing this to a section of media after the committee’s meeting at the residential office of chief minister Neiphiu Rio at Sovima here, adviser Science & Technology, IT&C and NRE Mmhonlumo Kikon said the meeting was held to review the past meetings and the recent ones held in Delhi with NPGs and Government of India officials. The members also deliberated on the Naga political issue and the way forward, he added.
tors had come together under one umbrella (United Democratic Alliance) to strengthen the ongoing peace talks and “to ensure that the cry of people are put on the table when we talk to various entities, as we represent our people.” With that strength, he claimed that the committee had been going ahead with its discussions with the negotiating parties. Asked about the recent statement by NPGs seeking clarity from the State government on its role as facilitator, Kikon maintained that the matter was discussed at length at the meeting, adding that the committee had come across statements by NSCN (I-M) too. He assured that the committee would be addressing the
any issue that required further deliberation or clarification. Asked what was holding back the final solution, the adviser replied that it was not for the Government of Nagaland to comment, pointing out that it was between the negotiating parties. He however assured that the core committee as facilitators would listen, discuss and give suggestions. “In our role as facilitators, we will be listening and discussing and also give our suggestions,” he was categorical. Kikon sid that such negotiations would definitely take time, but said it was the Core Committee’s hope and prayed that Nagas would have an early solution. “With that hope, we are moving forward ahead with our role as facilitators,” he said.

entities. PTI had recently reported that the Rs 15,000 crore divestment plan was as per agreed targets of performance set by the NTPC with the Ministry of Power. It said that the Centre’s “unilateral decision” clearly violated the agreement signed between the three parties (Government of Nagaland, NEEPCO LTD and the Land Owners’ Union, DHEP) for a period of 99 years lease. KOHIMA, NOV 9 (NPN): After it was conceptualized as a one-day mega festival of all Naga festivals in 2000, the Hornbill Festival today, has undergone an endearing change, reflecting the need to entertain and enlighten domestic and foreign visitors and at the same time, promote tourism. One crucial aspect of the annual event is that there is no lack of ideas within the government and talents among the people, mostly
youth to put up an excellent show every year. In order to sustain the evolution of the Hornbill Festival, there have been numerous suggestions made in Nagaland Post since 2000 and still continuing. It was suggested to the government, that some of the events such as cultural items, food fest and handicrafts etc be held at the Agro Expo at Dimapur. Besides catering to more domestic tourists from nearby states, who can travel by road or train or even flight from Guwahati or Imphal,

Dimapur also has a sizeable population of other nonNaga communities. Sometime in 201 It was also mentioned that in order to make Nagaland as an allyear round festival-destination, there was urgent need for improving road condition, creating tourism infrastructures at districts having tourist attractions etc. Air connectivity to and from Dimapur should also be scheduled to facilitate easy travel of air passengers from home and abroad. Expansion and moderniza-
tion of Dimapur Airport has been long overdue. Train schedules to and from Dimapur work against easy travel because not even one long distance train starts from Dimapur. There are around 42 long distance passenger and express trains starting from either Tinsukia or Dibrugarh. Dimapur should have at least ten long distance trains by merit of being the second highest revenue earner for the NF Railway. According to a study titled “Economic Impact Assessment and Analysis of
Hornbill Festival 2019” conducted by the department of tourism in collaboration with M/S Indihut consultancy with MBA students from Nagaland University, several suggestions were also made to take the festival to a higher level in order to promote tourism and trade etc. Tourism in every sense of the term has a global meaning of free travel, trade and stay. Tourists visiting Kisama for Hornbill Festival loved local brew popularly known as ‘ Zutho’( or Naga rice beer). (Cont’d on p-) K Y M C
