RN Ravi appointed as Tamil Nadu governor Assam Gov to hold charge of Nagaland

DIMAPUR, SEP 9 (NPN): In a surprise development, Governor of Nagaland and Government of India’s Interlocutor for Naga talks, R.N. Ravi has been appointed as Governor of Tamil Nadu. According to Rashtrapati Bhavan communiqué, President of India Ram Nath Kovind appointed Assam governor, Prof. Jagdish Mukhi to hold additional charge of Nagaland, until regular arrangements are made. Ravi, a 1976 batch IPS officer from Kerala cadre, retired as special director of the Intelligence Bureau in 2012. He was also made the chairman of the Joint Intelligence Committee in 2014. He was appointed as the Interlocutor after the

Modi gover nment took over in 2014 and within a year signed the Framework Agreement on August 3,2015 on behalf of the government of India with the NSCN (I-M). Then on November 17, 2017 Ravi also signed the ‘Agreed Position’ signed with WC, NNPGs. Ravi was also appointed as Deputy National Security Advisor on October 5, 2018. Ravi was deputed to Nagaland and sworn-in as the state’s 19th governor on August 1, 2019. Ravi’s appointment as Governor of Nagaland raised hopes for an early solution to the Naga political issue. However, the

much expected solution to the Naga political issue has been delayed owing to various reasons. Meanwhile, the President accepted the resignation of Baby Rani Maurya as Governor of Uttarakhand. The President also appointed Tamil Nadu governor Banwarilal Purohit, who was holding additional charge of Punjab, as regular Governor of Punjab. Further, Lt. Gen. Gurmit Singh (Retd.) has been appointed as Governor of Uttarakhand. The appointments will take effect from the dates they assume charge of their respective offices, Rashtrapati Bhavan communiqué stated.

Nagaland gets Rs.379.75 cr PDRD grant Spl. Correspondent

NEW DELHI, SEP 9 (NPN): The Ministry of Finance on Thursday released the 6th monthly installment of Post Devolution Revenue Deficit (PDRD) grant of Rs. 9,871 crore to 17 States. With this release, a total amount of Rs. 59,226 crore has been released to the eligible States as PDRD in the current financial year. As per the state-wise details of grant released, an amount of Rs.379.75 crore has been released to Nagaland in September 2021 and total amount of Rs. 2278.50 crore was released during 2021-22. PDRD grant is provided to the States under Art 275 of the Constitution. The grants are being released as per the 15th Finance Commission recommendations in monthly installments to meet the gap in Revenue Accounts of the States post devolution.

DIMAPUR, SEP 9 (NPN): Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) has once again flagged the issue of multiple taxation and threatened to take recourse to legal remedies and indefinite voluntary closure of all activities by traders across Nagaland if the State government failed to address the issue. In a three-point representation addressed to the chief secretary , CNCCI chairman Dr Khekugha Muru and general secretary Dr Seyievilie Mor reiter-

ated that multiple taxation by various Naga Political Groups (NPGs) besides taxes imposed by government agencies, including Municipal and Town councils, have burdened the business community and made it difficult for them to engage in any meaningful business activities. CNCCI observed that despite this issue being flagged on several occasions, the government “seemed to be in no mood” to address it with seriousness. CNCCI also pointed out that this issue was again raised by its confederating unit, the Dimapur Chamber of Commerce and Industry (DCCI), through local media and to CNCCI. The signatories said CNCCI has taken the issue with outmost seriousness since the issue was not limited to Dimapur district, but affected the entire business community of Nagaland. DIMAPUR, SEP 9 (NPN): Observing that many persons were still found flouting Covid-19 safety protocols-- not wearing masks in public places in violation of the directives issued for preventing the spread of COVID-19, the state government on Thursday cautioned that strict action would be taken against those found not wearing masks and a penalty of Rs 200 would be imposed every time the offence was committed. The state government has directed all the district task forces to take urgent steps for ensuring enforcement of the directive for wearing masks in public places and take action against those violating in their respective jurisdictions. Further, all the District Task Forces (DTFs) have been informed to submit daily reports to the Stale Level War Room on the number of persons found not wearing masks in public places by the enforcement agencies, and the total fine collected from the violators. The enforcement agencies include assistant sub-inspector (ASI) and above level officers of the police, and assistant road safety & enforcement inspector and above level officers of transport department.

KOHIMA, SEP 9 (NPN): State health & family welfare (H&FW) minister, S Pangnyu Phom, Thursday said that land issue has become one of the biggest hurdles for development in the State. Speaking at the inaugural programme of newly upgraded Community Health Centre at Kezocha under Kohima district, Pangnyu said that even health sector had been badly crippled by land issue. Health minister pointed out that over 100 land dispute cases were pending in courts, which, he said had become a headache even for the department. Pangnyu said that the department had to fight land issues alone since village councils did not extend any protection in such cases. State logs 25 fresh Covid cases DIMAPUR, SEP 9 (NPN): Nagaland on Thursday recorded 25 fresh Covid-19 cases and mil deaths during the day. Of the fresh cases 10 were from Dimapur, seven in Kohima, two each in Mokokchung and Wokha and one each in Kiphire, Longleng, Mon and Phek, taking the total caseload to 30510. Further, with no deaths being reported during the day, the death toll remained unchanged at 634 (including 14 non-Covid deaths). DIMAPUR, SEP 9 (NPN): Nagaland Governor, RN Ravi, paid a visit to Chozuba, Ruzazho, and Yoruba villages under Phek district on September 9, 2021 and interacted with members of respective village councils. According to a Raj Bhavan statement, the governor began his visit from Japan Riba Government High School, Chozuba, where he interacted with the members of Chozuba village council. GVC urges for clearance of landslide D I M A P U R : G h o t ov i Village Council (GVC) has urged concerned department to immediately clear the landslide which has blocked the road between Ghotovi village, Logweshinyu village and Yankeli village junction since September 4. In a press release, GVC said the road is the lifeline to more than 40 villages under Dimapur, Kohima and Wokha districts and that the road also serves as alternative route to connect Kohima and Dimapur district. Police recover unidentified dead body in Dimpaur DIMAPUR: On receiving information from Dimapur hospital, Purana bazar that one unidentified dead body of a male was brought to the hospital on September 9, Dimapur police conducted an inquest and informed that no foul play was established. According to Dimapur police PRO, the deceased was highly suspected to have died due to dehydration. PRO informed that the deceased was also frothing from the mouth and nose. After observing all necessary formalities, the dead body was shifted to Dimapur civil hospital for postmortem examination. DIMAPUR: Longleng District Planning & Development Board (DPDB) meeting for the month of September was held on September 8 under the chairmanship of deputy commissioner & vice chairman DPDB, M. Shayung Phom in the office DPDB hall of the DC. According to a DIPR report, agenda for establishment of departments such as transport, employment and home guards were discussed and deliberated at length.

The house decided to pursue the matter and put up for government approval to redress grievances faced by the public. Bautung Government Higher Secondary School principal highlighted infrastructure grievance faced by the school and appealed to the members to extend full cooperation and assistance for all round development of the institution. The DC reviewed the last meeting minutes and constitution of committee for district award and

Meanwhile, DPO, LRD Kughalu Chishi presented the activities and development implemented by land resources department in the district during 2020 through PowerPoint. DIMAPUR: A two-day programme under Tribal Sub-Plan (TSP) was conducted by Krishi Vigyan Kendra (KVK) Kohima on September 8-9 at Nerhe Pheza and New Tesophenyu villages. A press release by KVK Kohima stated that on the first day, 250 brown layer chicks (BV380) and feeds were distributed to the beneficiaries of Nerhe Pheza village. Urinal shed inaugurated in Kiphire DIMAPUR: DPDB chairman T. Yangseo Sangtam, MLA inaugurated a urinal shed at main town Kiphire September 8. According to a DIPR report, during the programme, DC informed that the urinal shed was funded by NEC aspirational district programme. He also said that works such as construction of two school buildings and power line in Pungro sub-division, guest house in Seyochung and road repairing were some of the ongoing works from the fund. He also added that more programmes were on the way. While pointing out that the urinal shed was required, especially for shopkeepers, police personnel and general public, he appealed to the public to maintain it well. The MLA encouraged the general public to keep the urinal neat and clean. Kiphire district should set an example to other districts, he said. He also called upon the pubic to practice rain water harvesting during the rainy season. District administration, ward chairman, GBs and NGOs attended the programme.

Awareness drive on new India@&75 activities DIMAPUR: As part of 75 years of India’s Independence (Azadi ka Amrit Mahotsav) activities which are being conducted 75 weeks before August 15, 2022, Kohima district level for implementation of New India@75 activities conducted a virtual awareness drive on HIV & AIDS, TB and blood donation for students of Corragio School and Dr. Neilhouzhü GHSS, Seikhazou in Kohima on September 9. According to a DIPR report, the subcommittee for awareness drive led by its convenor, Ainato Yeptho deputy director NSACS & president voluntary blood donors association, Kohima organised the first phase of awareness drive for students under the aegis of National AIDS Control Organisation (NACO), Ministry of H&FW. During the virtual awareness drive, New India@75 awareness and online competition were shared in the opening remakes followed by three sessions. GHS Zuketsa sans admin, teachers

DIMAPUR: Government High School (GHS) Zuketsa, the only high school within the Zuketsa administrative jurisdiction, has been facing “undue hardship due to acute shortage of teachers and prolonged non-posting of headmaster and assistant headmaster”. This was stated in a joint statement by Zuketsa Area Public Organisation (ZAPO), village councils of Zapami, Lasumi, Leshemi and Lewoza and Zuketsa Adhoc Town Committee. The joint statement by ZAPO president Sabou Krome, VCC Zapami Zewekha Wetsah, VCC Lasumi Kedulhipe Kromi, VCC Leshemi Ngupelo Lasushe and Zuketsa Adhoc Town chairman, Neigulo Khutso stated that despite repeated appeals to the department of school education, Nagaland for posting of headmaster, assistant headmaster and subject teachers no response has been forthcoming till date. The signatories said the last headmaster was transferred in May 2020 and the assistant headmaster retired in January, 2019 without any replacement. Following teachers either retired or transferred out and no replacements - GT English teacher retired in 2018, Hindi teacher retired in 2020, GT SS upgraded as PGT and transferred out 2020, Maths teacher resigned in 2020 and GT SS expired 2020. The signatories said at present the school was managed by five graduate teachers and three undergraduate teachers without headmaster and assistant headmaster.

Under such trying circumstances, they said the management of the school has been left to the mercy of existing teachers and the students have been of subject teachers. “This total injustice has ruined the future of many students in the past and which continues to be so even at present, which is totally unjustifiable,” read the joint statement. The signatories also expressed dismay that the department has left a blind eye to the hardships faced by the students and the people of the area and deeply regretted that while some schools are functioning with excess number of teachers school like GHS Zuketsa have been side-lined and made to suffer total negligence of the

department. Pointing out that GHS Zuketsa has five feeder schools namely- GMS Zapami, GMS Lasumi, GMS Leshemi, GPS Lewoza and Living Christian School Zuketsa Adhoc Town, the signatories’ said GHS Zeketsa is the only high school within the Zuketsa administrative jurisdiction with four villages and one township, catering mostly to the under privileged sections (rural poor). As responsible community leaders, the signatories said it reassures full community support and intervention to the state government. However, cautioned that it would no longer tolerate “continual discrimination of the school by the government and the department”.

Assam boat capsize: 84 survive, 2 missing

JORHAT/GUWAHATI, SEP 9 (PTI): Overnight search and rescue operations established contacts with 84 persons, who were travelling on the ill-fated boat that capsized in the Brahmaputra river in Assam, but two persons are still missing, officials said on Thursday morning. One person was confirmed dead after a private boat heading to Majuli sank on Wednesday evening, following a head-on collision with a government-owned ferry near Nimati Ghat in Jorhat district.

The wreckage of the boat, which was found overturned around 1.5 km downstream of the mighty Brahmaputra, was cut open from the base by NDRF and SDRF divers, but no body was found inside it, Jorhat Deputy Commissioner Ashok Barman told PTI. “So far, one person is confirmed dead and two persons are missing. We could do contact tracing of 84 persons to different villages in Jorhat and Majuli districts. This adds up to the presence of 87 passengers

on the boat,” he added. Jorhat’s Superintendent of Police Ankur Jain said the two missing persons hail from Jorhat and Lakhimpur districts, and search operation is still going on with divers from the NDRF and SDRF with backup of the Army. “The divers on Thursday morning also went inside the boat, but could not find any body. Army divers will also search the area. Air Force will carry out an aerial survey downstream to locate the missing persons,” he said.

Jorhat Medical College and Hospital’s Superintendent Purnima Barua said 11 passengers were admitted to the hospital, of whom one died and three were released. “Seven persons are still undergoing treatment, but none of them are critical. More than physical injury, they are in mental trauma,” she said. The deceased was identified as Parimita Das, who hailed from Guwahati and was working as a faculty at Rangachahi College in Majuli. Officials of Inland Water Transport (IWT) Department said private boat ‘Ma Kamala’ was heading to Majuli from Nimati Ghat on the southern bank with passengers and vehicles, while government ferry ‘MB Tipkai’ was coming from the world’s largest river island when the two collided. As ‘Ma Kamala’ was run by private parties, they did not have any system to give tickets to passengers. So, the initial estimate of the passengers on board varied from 80 to 150 as per

Besides, 72 more IWT staffers were present at Nimati Ghat when the accident took place. Why was the boat allowed to leave when another ferry was coming at a high speed? There must be some fault of our staff,” he said. Along with Patowary, state ministers Bimal Bora and Jogen Mohan were also camping at the site to oversee the search and rescue operations. Chief Minister Himanta Biswa Sarma visited Nimati Ghat and toured the river on a boat to assess the on-ground situation. Officials of the IWT Department said only one ramp of Nimati Ghat is functioning at present as water level in Brahmaputra is high due to monsoon rains.

Sarma banned all single-engine private boats from plying to Majuli with immediate effect and announced that the construction of a proposed bridge between Jorhat and Majuli will start from November 2021 and will be completed in four years. After visiting the accident site with senior officials, the Chief Minister told reporters that initial probe indicated “mismanagement” to be the prime reason for the accident, which occurred on Wednesday evening. “I have asked the Jorhat Police to file a criminal case. (MSCB) through videoconferencing, Singh also urged banks to support and encourage entrepreneurs, farmers, weavers, artisans etc. to expand and improve their business. Karnal episode: Vij says govt ready for probe CHANDIGARH, SEP 9 (PTI): Haryana Home Minister Anil Vij on Thursday said the government is ready for a probe into the “entire Karnal episode”, including an IAS officer’s controversial remarks and a police lathicharge on farmers that has triggered a sit-in outside the district headquarters. The minister made made it clear that “nobody can be hanged without a probe just because someone demands it”. Farmers have been protesting against a lathicharge on August 28 in which 10 people were injured when police used force to stop them from marching to the venue of a BJP event in Karnal. Their demands centre around the suspension of IAS officer Ayush Sinha, who was caught on tape allegedly telling policemen to “break heads” of farmers if they cross the line

The minister, however, said, “Only genuine demands (of farmers protesting in Karnal) can be accepted.” “We cannot hang anyone because someone says so... Is the country’s IPC (Indian Penal Code) different and the farmers’ IPC different? It cannot be like this and punishment is always given as per the offence committed. To find out the offence, a probe has to be conducted,” said Vij referring to their demand of suspending the IAS officer. The Samyukt Kisan Morcha had earlier said a murder case should be registered against Sinha over his alleged remarks to policemen. About the farmers protesting in Karnal, he said anyone has the right to hold a protest in a

peaceful manner. “Farmers are holding an agitation in Karnal which is their democratic right,” said Vij, while adding “our officials are regularly holding talks with them. Dialogue is an integral part of any democracy”. The Haryana government has extended the suspension of mobile Internet services in the district till Thursday midnight, an order issued by state Home Department said. “Mobile Internet services in Karnal district will remain suspended from 07:00 hours till 23:59 hours of September 9,” said the order issued on Thursday. Another round of talks between district officials and farmers protesting over the police lathicharge had failed on Wednesday after which the protesters said they will continue their sit-in “indefinitely” at the district headquarters.

Meanwhile, into the third day of the dharna, protesters are staying put at the gate of the mini-secretariat complex in Karnal, though farm union leaders have said officials and the public won’t be stopped from entering it. A mahapanchayat was held in the city and then the dharna began on Tuesday evening after an earlier round of talks between district officials and the farm leaders had also “failed”. Farmer union leaders had earlier sought registration of a case against those involved in the lathicharge in Karnal. The protest leaders had also claimed that a farmer died after the August 28 violence, an allegation rejected by the administration. The farm leaders had demanded a compensation of Rs 25 lakh and a government job for the family of the deceased farmer.

Lookout notices against Narayan Rane’s wife, son over Rs 65 crore unpaid loans

MUMBAI, SEP 9 (IANS): In another embarrassment for Union MSME Minister Narayan Rane, the Pune police’s Crime Branch has issued ‘Lookout Circulars’ against his wife and legislator son in alleged loan default cases of over Rs 65 crore. The LOCs have been authorised by three parties, including the Union Home Ministry, the lender, and the financial institution (Dewan Housing Finance Ltd), followed by a complaint by Maharashtra government on August 20. However, there is no FIR, or any other court proceedings shown in the matter of issuing the LOCs against Rane’s wife, Nilam Narayan Rane and son and Bharatiya Janata Party MLA Nitesh Narayan Rane. The LOCs mention Nilam Rane as a co-borrower of a loan amount of

Rs 25 crore in the name of Artline Properties Pvt Ltd and Nitesh Rane as a coborrower of a loan amount of Rs 40 crore in the name of Neelam Hotels Pvt Ltd, both companies in Mumbai. Referring to the NPA outstandings, the LOCs said: “In the aforesaid circumstances, there is an apprehension and fear that the said co-borrower may leave the country anytime with a malafide intention to evade repayment of the loan granted by DHFL and escape the legal actions that may be taken against (them) civil/ criminal by the DHFL.” It directed the Mumbai Airport authorities to open the LOCs, and whenever the co-borrowers are intercepted at the airport, their arrival/ departure it should be intimated to the Pune police Crime Branch. Both these loans accounts stand with the DHFL, Mumbai, but

were subsequently classified as ‘non-performing assets’ (NPAs), as per the norms of the National Housing Bank and the Reserve Bank of India, say the police notices. With the dues now standing at Rs 27,13,18,931 and Rs 34,09,61,771, respectively, the Pune Crime Branch has issued the LOCs against the mother-son duo, to the Assistant Director, Look Out Cell, at Chhatrapati Shivaji Maharaj International Airport (CSMIA). NEW DELHI, SEP 9 (PTI): The Election Commission (EC) on Thursday announced dates for bypolls to seven Rajya Sabha seats that have fallen vacant due to various reasons like resignations, death and end of tenure of members. According to a notification issued by the EC, there are two such seats in Tamil Nadu and one each in West Bengal, Assam, Maharashtra, Puducherry and Madhya Pradesh. The Madhya Pradesh Rajya Sabha (RS) seat got vacant after BJP leader and former Union cabinet minister Thaawarchand Gehlot was elevated as the Karnataka Governor in July. The polls to all these seven seats will take place on October 4, the EC said. The two seats in

Tamil Nadu fell vacant due to the resignation of AIADMK leaders K P Munusamy and R Vaithilingam who are now members of the Tamil Nadu legislative assembly. The West Bengal Rajya Sabha seat fell vacant after resignation of TMC leader and cabinet minister in West Bengal government Manas Ranjan Bhunia. In Assam, the seat held by assembly speaker Biswajit Daimary fell vacant after he resigned from the membership of the upper house of Parliament and his earlier party, the Bodoland People’s Front, and joined the BJP before the recent polls in the state. The BJP may field Union minister Sarbananda Sonowal from the Assam seat as he is yet to become a member of either house of Parliament.

The Maharashtra seat got vacant due to the death of Congress leader Rajeev Satav in May this year due to COVID-19 infection. In Puducherry, the RS seat will fall vacant soon as the term of incumbent member N Gokulakrishnan ends on October 6. The EC said in its order that all “broad guidelines of COVID-19” have to be followed during the election process, that is from the time of issue of notification to the counting of votes. “The chief secretaries of states concerned are being directed to depute a senior officer from the state to ensure that the extant instructions regarding COVID-19 containment measures are complied with while making arrangements for conducting the election,” the poll panel said.

NEW DELHI, SEP 9 (PTI): The construction of the Ram temple structure in Ayodhya will be done using Pink stone sourced from Rajasthan, and the temple campus will include a museum, research centre, ‘gaushala’ and a ‘yagya shala’, sources in the temple trust said on Thursday. Special focus will be on conservation and development of heritage structures like Kuber Tila and Sita Koop. The entire temple complex has been designed on zero discharge concept and green building features, they said. Members of the Shri Ram Janmabhoomi Teerth Kshetra met last month and during the meeting it was noted that the construction work of the temple is proceeding as per schedule and will be open for people from 2023. “The plan to enable devotees to have darshan of Lord Shri Ram by the year 2023 seems within reach,” a source said. The sources further said that the super structure of the temple will be constructed from Bansi Paharpur stone sourced from Rajasthan, and marble. “About four lakh cubic feet of stone (Bansi Paharpur) will be used in the construction of the temple. No steel will be used in the construction of the temple. It has been decided to use Jodhpur stone for the Parkota (complex) of the temple,” they said.

Coming together again

C

ertainly elected members in Nagaland and on both sides of the aisle, are ever-conscious about public issues cannot say they are unaware about the declarations made in the local media by several organizations including villages and urban colonies etc to not entertain any demand for tax by any political organization within their respective jurisdictions. Some of those issuing the declarations have played safe with the rider ‘unless they unite’ for ‘one government, one tax.’ The coming together or “unity of all” has been a popular catchphrase in the Naga political lexicon spanning decades. The political groups are offshoots of the then undivided NNC which got splintered in 1969 and followed by subsequent splits over the decades, to the point that today, there are no less than ten groups with the same objective and ideals. Instead of coming or banding together in response to appeals since 2003, more splits have instead taken place. To pay one tax to one government, provided, if all the nearly a dozen political groups come together or unite, is like a belief that there is a pot of gold at the end of the rainbow. The majority of the declarants (of ‘one government, one tax’) are at least being respectful in a sense, to suggest that they would pay (any amount) of tax but only to ‘one government.’ Notwithstanding such an eventuality, the fact also remains that buyers will still have to pay taxes under GST, IT etc to the state government and Centre to fund infrastructures and a very wide range of public utilities and services etc. A democratically and constitutionally elected and established government or authority not provides almost everything for its citizens, which every sensible person understands but such a government is also to provide governance of the system with legally established laws and courts. The recent ‘coming together’ in the state political arena among all elected members from three remaining political parties (others being obliterated through dubious mergers) and independents; has been justified as being in pursuit of the objective of ‘oneness, unity’ etc for the political issue. The coming together of elected members for the political issue has been evident since decades when the Nagaland Legislative Assembly adopted unanimous resolutions on Naga political issue on December 12, 1964; August 28, 1970; September 16, 1994 and onwards from 2003. It was a practical coming together of all parties for the issue. During those years, the coming together was not about being on the same bench but having the same mind and purpose. To reinforce the concept of coming together of all parties, the Joint Legislators Forum(JLF)was formed in 2009 which also meant trips to New Delhi to meet with Central leaders and urge upon them to secure early solution. The JLF continued for over a decade then in 2020 the NPF walked away on August 18 from JLF to form its own Political Affairs Mission (PAM) on August 28,2020. However, after a nearly a year of the existence of JLF and PAM, it was back to square one when on June 10 and probably on the prodding of the Centre the ruling PDA and the opposition NPF came together to form the Core Committee on Naga political issue. However, unfortunately for the declarants, the issue of unabated and multiple taxes precipitated by the political groups has not been on the agenda of the legislators.

The word ‘complex’ has been intentionally used to describe the election process to focus on the fact that people’s accumulated emotions, human resources, financial aspects, internal security etc are all taken into consideration whenever the preparation starts for conducting elections. In fact, the pre preparations of elections begin much sooner which people often don’t realize or even if they do they fail to express their dissatisfaction regarding the hullabaloo related to it because of an ongoing monotonous system of operation in the state of affairs. The conspicuous fact is that a constituency often has a lot of issues and problems which are directly related to people’s predicaments or dilemmas while thriving in that particular constituency, as a result of which people expect a lot from their elected leaders, or wait for a long duration of 5 years to vote and elect the right leaders to address their unsolved issues. That is the reason the process of

His election was strongly opposed by a faction led by Mullah Muhammad Rasool. But currently, as the Taliban is in power internal divisions are becoming deeper. As the current Amir, Haibatullah Akhunzada is a relatively weak leader and merely a figurehead he didn’t have the ability to unite all the factions. Also, the differences are not only about power-sharing there are various areas of disagreement. The different

elections and voting also has an emotional attribute related to it, and in democracy people’s contentment and satisfaction always has to be ensured at any cost. However, there are certain aspects related to the system of elections and voting which act as a barrier in the proportional movement of democracy and people’s contentment towards it. A deep analysis of the barriers in the total establishment of democracy brings forth the concept of By Elections. The same By Elections which the state of Assam would be conducting right after a few months of conducting the general state elections. A By election is an election that is held to choose a new member of parliament when a member has resigned or died. Whereas in the aforesaid definition of By elections, the later being an unfortunate situation, the former on the other hand has become a trend to manipulate the loopholes of the provision of by election in order to gain excessive power. This can be opined from the current scenario of Assam, where a few of the MLA’s have resigned from

the parties they have been elected from only to join that party which is currently in power. This emerging trend even though not constitutionally invalid, but destroys the faith bestowed by the voters upon their leaders, especially when the elected leaders resign from their post and join another party within just a few months from the main elections. This can be concluded from the fact that voters elect a particular leader based on their individual ideology or their party ideology and when there is a sudden change in the ideology of the leaders, it is a kind of betrayal to the voters, who vote with a lot of expectation and anticipation. The provision of by election used by certain leaders to gain more powers also harasses the government employees who have to work day and night to ensure proper conduct of the elections and most importantly the voters who stand in long queues in sun or rain to vote for them. Moreover, when there is a frequent change in the ideology of the leaders and most of the time is wasted in conducting by elections, a

leader won’t get much time to adapt to the new party and also carry forward the idea of progress and development of a particular constituency, because a period of five years is too less to bring about some massive development. Hence, by elections entertained for personal benefit is indirectly a big threat to people’s hopes, expectations and the concept of democracy in the longer run and it also questions the moral obligations and ethos of a politician. By elections also leads to the wastage of public money as well which could have been used to develop different sectors of the government as well, for the greater benefit of the people. Therefore considering these perspectives we need to question: Isn’t by elections directly or indirectly tampering democracy at large? Considering the fact that the Indian anti defection law is intended to strengthen the pillars of Indian parliamentary democracy, by ceasing unprincipled and iniquitous political defections and also to prevent the examples of evil or mischief of political perfidy for materialistic and

factions have disparate views about how the new regime should rule across just about all dimensions of governance: inclusiveness, dealing with foreign fighters, the economy, and foreign relations. The Taliban is currently divided into three groups. The first group is the political wing which negotiated a peace deal with the United States led by Mullah Abdul Ghani Baradar. There was never the slightest tendency to follow the impulse of His own will as distinct from His Father’s will— “the Son can do nothing of Himself…” (John 5:19). Then compare this with what we do— we take “every thought” or project that comes to us by impulse and jump into action immediately, instead of imprisoning and disciplining ourselves to obey Christ. Practical work for Christians is greatly overemphasized today, and the saints who are “bringing every thought [and project] into captivity” are criticized and told that they are not determined, and that they lack zeal for God or zeal for the souls of others. But true determination and zeal are found in obeying God, not in the inclination to serve Him that arises from our own undisciplined human nature. It is inconceivable, but true nevertheless, that saints are not “bringing every thought [and project] into captivity,” but are simply doing work for God that has been instigated by their own human nature, and has not been made spiritual through determined discipline. We have a tendency to forget that a person is not only committed to Jesus Christ for salvation, but is also committed, responsible, and accountable to Jesus Christ’s view of God, the world, and of sin and the devil. This means that each person must recognize the responsibility to “be transformed by the renewing of [his] mind….” (Romans 12:2).

KOZHIKODE, SEP 9 (PTI): Test results of 61 people who had come in close contact with the 12-year-old child who succumbed to Nipah have been negative, till now, for the virus infection, Kerala Health Minister Veena George said on Thursday. In a press release, the minister said samples of 15 more persons in the contact list came back negative, taking the total number of people who are in the clear to 61. She also said more samples would be tested during the day and that at present 64 persons were under observation at the Kozhikode Medical College and their health was stable. Jo i n e d b y r e t i r e d greats, FIFA unveiled the proposal Thursday but the pushback from Europe was immediate as UEFA president Aleksander Ceferin confirmed it could launch a boycott by its teams which have dominated soccer’s marquee event since Brazil won in 2002. “We can decide not to play in it,” Ceferin said in an interview with British daily The Times. About 80 former internationals including World Cup winners went to Qatar for two days of FIFA-hosted talks and emerged with consensus for playing the tournament twice as often. “We all agreed with the new proposal of the calendar,” said Brazil great Ronaldo, who went to four World Cups and won twice.
