State logs 3 new Covid-19 cases DIMAPUR, JUL 10 (NPN): Nagaland on Sunday reported three new Covid-19 cases, pushing the total caseload to 35,546, a health department bulletin stated. Of the three cases, two were from Mokokchung and one in Dimapur. The state currently has 35 active cases, while the death toll remained unchanged at 762 (including 4 non-Covid deaths but with positivity). PTI adds: With 18,257 new Covid-19 infections being reported in a day, India’s tally of Covid-19 cases rose to 4,36,22,651, while the active cases increased to 1,28,690, according to the Union Health Ministry data updated on Sunday. The death toll climbed to 5,25,428 with 42 new fatalities, the data updated at 8 am stated. The active cases comprise 0.30 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.50 per cent, the ministry said. An increase of 3,662 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 4.22 per cent while the weekly positivity rate was recorded at 4.08 per cent, according to the ministry. The number of people who have recuperated from the disease surged to4,29,68,533, while the case fatality rate was recorded at 1.20 per cent.

Embattled President Gotabaya Rajapaksa, whose location is still unknown since the protesters overran both his office and the official residence, has ordered officials to ensure the smooth distribution of cooking gas after the fuel-starved country received 3,700 metric tonnes of LP gas, his office said on Sunday.

SC to hear plea on attacks on Omicron BA.4, BA.5 may fuel next Covid surge Christian institutions, priests today NEW DELHI, JUL 10 (PTI): The Supreme Court is scheduled to hear on Monday a plea alleging a rising number of attacks on Christian institutions and priests across the country and seeking the implementation of its guidelines to curb hate crimes. A bench of justices D Y Chandrachud and A S Bopanna is likely to hear the matter. Senior advocate Colin Gonsalves had mentioned the matter before a vacation bench in June and said on an average, 45 to 50 violent attacks take place against
Christian institutions and priests across the country every month. In May itself, 57 cases of violence and attacks on Christian institutions and priests took place, Gonsalves had told the court. The relief sought in the plea filed by Peter Machado and others includes the implementation of the guidelines issued by the apex court in the Tehseen Poonawala judgment, under which nodal officers were to be appointed to take note of hate crimes across the country and register FIRs. In 2018, the apex court
had come out with a slew of guidelines for the Centre and the states. These included fast-tracked trials, victim compensation, deterrent punishment and disciplinary action against lax law-enforcing officials. The court had said “The states shall designate a senior police officer not below the rank of police superintendent as nodal officer in each district,” it had said, adding that these officers will set up a task force to be assisted by a DSP-rank officer for taking measures to prevent mob violence and lynching.
NEW DELHI, JUL 10 (AGENCIES): Omicron sub-variants BA.4, BA.5 may fuel into a new Covid infection surge, a top health official said on 8 July. He also laid down some rules to protect further form the virus which included staying up-to-date on vaccination, masking up when community transmission is high or when a person is at high risk, and staying home when sick. In a tweet, Global health leader and epidemiologist Dr. Tom Frieden wrote, “Omicron sub-variants BA.4 and BA.5 are taking hold and may springboard us into a new infection surge. We
can protect ourselves and others by staying up-to-date on vaccination, masking up when community transmission is high or if you’re at high risk, and staying home when sick.” He further suggested that even if mask is not mandate, it remains an important tool to help reduce the spread of Covid.
He also said that according to a recent analysis, wearing masks corresponds with a significant drop in the reproduction number of SARS-CoV-2. Apart from this, he also stressed on the use of N95 mask to protect from Covid. “If you’re medically vulnerable or just want bet-
ter protection, up your mask to an N95,” he said. “If you’re concerned about getting Covid (medically vulnerable or otherwise) and you’re indoors with others who aren’t masked, consider upgrading to an N95. Cloth and surgical mask protect if all wear, but if others aren’t masked, a tightly fitting N95 is much more effective,” he said. The two sublineages, which were added to the World Health Organization’s monitoring list in March and designated as variants of concern by the European Centre for Disease Prevention and Control (ECDC).

Disapproving of the police arrest, Assam Chief Minister Himanta Biswa Sarma said enacting a street play over current issues is not blasphemous and appropriate instructions have been issued to the district police to release him.

NEW DELHI, JUL 10 (PTI): Leaders of various opposition parties are likely to meet in the next twothree days to decide on their joint candidate for the post of vice president, sources said. The election will take place on August 6. Sources said the opposition meeting could take place in the national capital on July 12 or 13 and NCP leader Sharad Pawar would attend it. Leaders of several opposition parties including the Congress, left parties, TMC, NCP, DMK, RJD, Samajwadi Party and some
others are likely to attend the meeting. While no names have come up yet, the leaders of opposition parties are likely to field a joint candidate for the second top constitutional post in the country. The NDA has also not come up with any name so far. Former West Bengal Governor Gopal Krishan Gandhi, the grandson of Mahatma Gandhi, was the joint opposition candidate against NDA’s M Venkaiah Naidu in 2017. Naidu’s term of office ends on August 10. The Election Commission is-
sued the notification on July 5 for the polls on August 6. The last date of making nominations is July 19 and after scrutiny on July 20, the last date for the withdrawal of candidatures is July 22. The election will be held between 10 am to 5 pm on August 6 and the counting, if required, shall be held on the same day. The vice president is elected by an electoral college comprising a total of 788 members of both Houses of Parliament -- 233 elected and 12 nominated members of Rajya Sabha, and 543 elected members of Lok Sabha. DIMAPUR: Rengma Village Council Chairman Forum (RVCCF) in its halfyearly meeting on July 9 at Tseminyu town resolved to have a ‘community conservation area’ in all villages under Tseminyu district. In a press release from RVCCF, it stated that during the meeting, Council of Rengma Baptist Churches (CRBC) presented a proposal to initiate the movement for the Tseminyu district community conservation plan which would be jointly
spearheaded by RVCCF and Kenono Foundation, a development organisation working on conservation initiatives and developing a carbon market for community conserved forest in Nagaland. It stated that the purpose behind this resolution was to leverage the current climate agenda into the development trajectory of the district. Globally, the United Nations Framework on Climate Change Convention - COP26 and nationally, India’s Intended
Nationally Determined Contribution offer us an opportunity and a suitable framework for our response to green growth and sustainable development. Likewise, given the scope and the time at hand for local climate action, the forum decided on ‘community conservation’ as the development trajectory for the upcoming decades. As part of the resolution, every village in all the seven ranges under Tseminyu district demarcates an area for forest bio-
diversity conservation. It would be paramount if all the villages undertake forest conservation, whether big or small, in proportion to total land available in the village in order to commit to the principle of conservation as a cultural norm and adherence to UN climate action goals. As a result, this will position Tseminyu district strategically in becoming the first district in Nagaland as a ‘Green District’ to have all villages undertake conservation. Such effort will go a long way in the brand building of the district viz. climate action funds and projects. It was noted by the forum that conservation provides the first-level landscape foundation for other climate action initiatives which offers a great opportunity for our farmers, youths and entrepreneurs, such as the sale of carbon credit generated from conserved areas, incentive-based climate agriculture practices, branding and marketing of agriculture, and forest-based and livestock produces. New houses for Bru refuges in Tripura AGARTALA, JUL 10 (PTI): The hills of Haduklau, in Longterai range of Tripura’s Dhalai district are now dotted with smart new cottages, which will permanently house some 92 Bru families, who have been living in refugee camps for the last 25 years following ethnic clashes in their original homeland in Mizoram. Over 400 Bru people left a relief camp to set up their homes on land provided by the government as a move to permanently solve the `refugee’ status of the community. Several thousands of Bru or Rheang tribals had to leave their villages in the borderlands of Mizoram after clashes between Bru and majority Mizos in 1997, which saw dozens of Bru villages being burnt down, besides the death of an unrecorded number of tribal people. Officials estimate the total number of Brus who are internally displaced at over 37,136. These refugees were sheltered in seven camps for more than 25-years in Kanchanpur subdivision of Tripura. “The process of settling the Bru tribals exiled

The agreement guarantees a fixed deposit of Rs 4 lakh for each family, a monthly sum of Rs 5,000 and free monthly ration for two years besides setting up of schools in all cluster villages. Dr Manas Dev, an officer on special duty (OSD), who oversees the entire rehabilitation process, said that 1,638 Bru families were rehabilitated at four places - Haduklau and Bongaphapara in Dhalai district and Cascao and Waimbukcherra-Ranipara in North Tripura district. Altogether 6,959 families will be rehabilitated in 14 places of the state. “Their houses were built in Kalajhari hills and other parts of the state. More than 21,000 people who are yet to be rehabilitated, will be settled by August 31 and all the people would be vacated from camps in the Kanchanpur subdivision”, Acharya said.
Assam logs 211 new COVID-19 cases GUWAHATI, JUL 10 (PTI): Assam’s COVID-19 positivity rate rose to 12.4 per cent, as the state logged 211 fresh cases, pushing the tally to 7,26,455, the National Health Mission (NHM) said on Sunday. There has been no death recorded due to the virus in the last 24 hours, it said. The toll stood at 6,642. The state now has 1,541 active cases, while 7,16,923 people have recovered from the disease so far. The NHM said 88 cases were detected from Kamrup Metropolitan district, comprising primarily Guwahati city, followed by 27 in Dibrugarh and 13 in Nagaon. Assam’s overall positivity rate is at 2.56 per cent against a total testing of 2,84,07,452 samples thus far, it said. The northeastern state has been witnessing a surge in COVID-19 cases since mid-June, after a lull of over four months. The 200-mark in daily spike in cases was breached after nearly five months on July 6, when 210 infections were reported at a positivity rate of 10.14 per cent.

S H I L LO N G, J U L 1 0 (PTI): Meghalaya’s smallest frog – the Shillong bush frog – endemic to the state’s higher reaches of East Khasi Hills district exists in many vibrant colour morphs, researchers said on Sunday. They said the frog, the size of which is so small that it can comfortably sit on a fingernail, was recently discovered to exist in at least six different colour schemes in their bodies. Researchers of the Zoological Survey of India - Bhaskar Saikia and Ilona Kharkongor – whose research was published by the Herpetological Review, a peer-reviewed quarterly that publishes articles and notes concerning the study of amphibians and reptiles, said they encountered several vibrant colour morphs of the species during their evening stroll in the Reserve Forest along the slope south of the city. Except for the white patches on the supra tymphanic folds and the dark inter-orbital mark, some of the observations made were that some of the species have a grey dorsum,

What makes the Shillong Bush frogs different and unique from other frogs apart from the small size of their bodies is that these frogs have a direct development, Saikia said. The embryos develop directly into juveniles within the eggs as the species forgo the tadpole stage and hatch as tiny froglets, a miniature version of their parents,

Another researcher, N Srinivas, expressed regret that urbanisation could wreak havoc on the tiny frog species of Meghalaya. He said, “The Shillong bush frog shares space with the people and this exposes it to a range of threats like pollution, concretisation, and habitat fragmentation.” Forest fires, unregulated tree felling, mining, garbage disposal at forest edges, and utilisation of harmful pesticides in gardens — all these are also threats unique to the Shillong bush frogs, he said.

IMPHAL, JUL 10: Manipur fisheries minister H Dingo on Sunday stressed the need for application of advanced technology in pisciculture to achieve the target of the state in being self-sufficient in fish produce for its consumption. The fisheries minister was addressing the 22nd National Fish Farmers’ Day 2022, observed by the state fishery department at its auditorium in Imphal today. He said that the fishery department has been playing a big role to provide the staple diet sufficiently in the state. The department should work at least to achieve the target of producing 32,000 MT of fish for consumption in the state, he claimed. He stressed the need for application of advanced technology in pisciculture and said that co-ordination

NEW DELHI, JUL 10 (PTI): The Agnipath scheme complements the Indian Air Force’s longterm vision to become a “lean and lethal” force with the best manpower and the new recruitment model will in no way reduce its operational capability, Air Chief Marshal V R Chaudhari said on Sunday. The Chief of Air Staff said the reform initiative will enable the IAF to meet all its national security mandate and the force envisaged its seamless implementation with a restructured training pattern that is contemporary, technology-based and tailormade for its operational requirements. Chaudhari told PTI that 13 teams will take care of enrolment, employment, assessment and training of recruits within the four-year engagement period. He said any savings in pensions and other expenditures through the implementation of the scheme are only incidental and not the reason for initiating the reform. “The Agnipath scheme furthers the IAF’s manpower optimisation drive that has been ongoing for a decade wherein we have reviewed many human resource policies and organisational structures,” he said. n a startling disclosure though not unexpected, the Army has chosen to remain mute and unresponsive to two requests made by the Special Investigation Team (SIT) of the Nagaland Police, to hand over the unit commander of the Army’s Alpha Team of 21 Para Commandos and some 30 others for the massacre of 13 innocent Konyaks at Oting area on December 4,2021. The SIT had concluded its findings and submitted it to the Army. On its part the Army had also conducted its own Court of Inquiry (CoI) and confirmed that non-adherence to Standard Operating Procedures (SoP) by the Apha Team of the 21 Paras led to the massacre. Most damningly, the SIT had also found out that the officer in charge of the Alpha Team, an officer in the rank of Major, had knowingly misled his men by suppressing input that the Myanamar-based underground group which was the target, was at another location. Thus, when the mine workers were returning home to Oting village from TIru, the waiting ambushers from elite Alpha Team of the 21 Paras, shot to kill without warning. These damning findings are at the core of the six-month-long investigation carried out by the SIT. Further, as per the report of the SIT, all victims were shot at “with a clear intention to kill”. SIT cited forensic report which revealed that almost all deceased persons were shot at multiple times, from close range, and suffered injuries to their upper bodies. It was also revealed that in the second firing incident it was more “extensive and indiscriminate”. SIT concluded that the purpose of the firing was not just to “break contact and extricate” but that it was “the intention to kill” based on the post mortem (PM) reports of the victims. After submission of the final report on receipt of forensic laboratory reports, the Nagaland state police has been waiting sanction since April from the Department of Military Affairs to go ahead with the prosecution of the accused army men. However, the defence ministry’s military affairs has not responded to the requests to hand over the guilty to be tried in a court of law. The army’s attitude which appeared to border on unwillingness to admit that its unit had committed a horrendous crime was reflected by an earlier statement made on the floor of the house by the home minister and not the defence minister. In the Lok Sabha on December 6, the home minister said the killing took place when the vehicle tried to flee when asked to stop by the 21 Paras. Subsequently, another explanation was given, that it was a case of mistaken identity. The fact of the matter is that the controversial Armed Forces(Special) Powers Act,1958 insulates armed forces personnel from being tried in civil courts without clearance from the central government. Though AFSPA was lifted from three districts-Tuensang, Shamator and Tseminyu and partially lifted in Kohima, Wokha, Longleng and Mokokchung, it remains in force in nine districts including Mon, where the incident occurred. It is not about AFSPA but the intention of the government on whether the draconian law can be allowed to shield uniformed personnel guilty of such crimes against the citizens of India? Also sops may be compensation but these cannot be justice as per law and also for the victims and their families.

Both of these require initiative— our willingness to take the first step toward Christ-realization, not the initiative toward self-realization. To live a distant, withdrawn, and secluded life is diametrically opposed to spirituality as Jesus Christ taught it. The true test of our spirituality occurs when we come up against injustice, degradation, ingratitude, and turmoil, all of which have the tendency to make us spiritually lazy. While being tested, we want to use prayer and Bible reading for the purpose of finding a quiet retreat. We use God only for the sake of getting peace and joy. We seek only our enjoyment of Jesus Christ, not a true realization of Him. This is the first step in the wrong direction. All these things we are seeking are simply effects, and yet we try to make them causes. “Yes, I think it is right,” Peter said, “…to stir you up by reminding you…” (2 Peter 1:13). It is a most disturbing thing to be hit squarely in the stomach by someone being used of God to stir us up— someone who is full of spiritual activity. Simple active work and spiritual activity are not the same thing. Active work can actually be the counterfeit of spiritual activity. The real danger in spiritual laziness is that we do not want to be stirred up— all we want to hear about is a spiritual retirement from the world. Yet Jesus Christ never encourages the idea of retirement— He says, “Go and tell My brethren…” (Matthew 28:10).

he RBI takes crash steps to arrest the decline of r upee against dollar by boosting foreign exchange inflows amid growing current account deficit and simmering inflation, a difficult prescription. Even the British pound is on a two-year low against dollar and is not expected to do better amid pressure from a mix of domestic and global concerns. The sterling pound fell to $ 1.87, a drop of about 12 percent as Britain passes through a political crisis with the resignation of Prime Minister Boris Johnson. The RBI is faced with critical task of managing the domestic inflation accentuated by the global price rises, using the dollar management, largely through its sells and losing $ 40 billion reserves in the last nine months. It is accentuated by $ 30 billion worth of withdrawal by foreign funds in last nine months. The concerns have increased as trade deficit shot up to $ 25.64 billion in June, a record, due to rising import bill for oil and coal. It leads to the highest current account deficit since 2013 of about 3 percent of GDP.
The RBI is managing the situation through doubling annual overseas borrowing limits for corporate to $ 1.5 billion and temporarily abolishing interest caps for banks to attract deposits from non-resident Indians (NRI). This means that till now largely the external borrowings were dealt by the government, now this is being extended to wider arena. India could face the 2008 global Lehman meltdown because of the resilience of parallel systems. Many other resilience of the society eroded with the note-ban. The present situation has the potential of emerging into a deep debt situation beyond the government or official level. This may put the rupee under further stress. It has depreciated by 6 percent against dollar so far and with heavy portfolio outflows and tightening post-Ukrainian war the situation may be on a razor’s edge. Prices were rising even before the war broke out. Now the increasing trade gap in June because of rising imports of crude gold and commodities have added to the burden. The trade gap is expected to double this year to 3 per-
cent of the GDP. It means the larger imports are to devour more of foreign exchange. The discounted Russian oil has provided some financial relief to India just as inflation skyrockets alongside surging prices of everything from food to fuel. The access to cheap crude is already boosting India’s petroleum imports, which grew almost 16 percent in April from last year. The share of oil from the Eurasian region, which includes Shivaji Russia, expanded to 10.6 percent in April against 3.3 pwercent a year earlier, according to ministry data. Overall this may help RBI manage a bit with ease but it does not check depletion of forex reserves down to $ 593 billion. It would require government to open up its fist on taxation side. The recent GST decision to bring milk products and so far untaxed commodities, hospitality and tourism sector, health sector under its net may have deleterious effect on consumption, though government finances may show some better numbers. In effect, it would further hit the
purchasing power that may impact real growth. Tax revenue numbers may not be indicator of the actual growth process. It is being said that India is in a better situation than many other economies to navigate a recession in the US and Europe as that is expected to cool oil prices. It slumped from $ 121.46 on July 4 to $ 113 two days later. The Citi Research says that if recession unfolds oil can slump to $ 60. Since it is expected that India Sarkar would do better, the government would be prudent to pass on this benefit to the consumers that it did not during the pandemic almost zero price situation. Had it passed on such benefits, possibly it could have cut on the heavy food dole burden. Political considerations and impending elections are keeping the government under pressure in winding it up. High taxes on fuels and tolls are hitting all including the industry hard and leading the country to a kind of vortex. The banks are going under stress with slew of road, high speed rail and other infra projects. Some
business houses have borrowed over Rs 34,000 crore from consortium of banks. The latest decision of the RBI on relaxation of cash reserve ratio and statutory liquidity ratio on foreign currency and rupee denominated term deposits on NRI deposits for inviting funds stretches a bit far. Some experts say that measures are fundamentally good for attracting funds. In effect it increases cost on the banks, already under pressure. The large corporate lending with little chances of early repayments may create a stress on the system. So will the oil deals with Russia come to help? It costs about $ 87.3 a barrel, about $ 26 less than western crude. But if oil slumps to $ 60 would Russian crude also come down? So far it has not helped rupee recover. It hovers over Rs 79.24 to a dollar despite continuous RBI intervention amid suggestion that it should allow rupee to find its base. With inflation expected to keep pressure on the RBI bank to raise rates, foreign investors are expected to wait and watch how the interest rate differentials with the US
play out before starting to reinvest in Indian markets. If the corporate resort to external borrowings, it is to be seen whether it helps the Indian economy or not. There are apprehensions that the overall debt burden on the country can increase. The debt repayment is a bigger concern particularly when the sales in the market remains stymied. It has very worrisome figures. The world economy is estimated at $ 90 trillion. But the world is in a debt trap. Its total debt of governments, corporate and other entities are of $ 305 trillion. In other words the glittering world GDP is subsisting on ballooning interest rates and artificial non-existent inflationary money. The development paradigm is an El Dorado. While for short term the RBI prescription may help, the country has to evolve an economic system that is different, less globalised, more swadeshi and that sustains on a sound footing. India has to redraw its economic contours with a multi-support parallel system that can thrive even in the most adverse conditions.

EXPLAINER: Why Sri Lanka’s economy collapsed and what’s next

ri Lanka’s prime minister said late last month that the island nation’s debt-laden economy had “collapsed” as it runs out of money to pay for food and fuel. Short of cash to pay for imports of such necessities and already defaulting on its debt, it is seeking help from neighbouring India and China and from the International Monetary Fund. Prime Minister Ranil Wickremesinghe, who took office in May, was emphasising the monumental task he faced in turning around an economy he said was heading for “rock bottom.” On Saturday both he and President Gotabaya Rajapaksa agreed to resign amid mounting pressure from protesters who stormed both their residences and set fire to one of them. Sri Lankans are skipping meals as they endure shortages and lining up for hours to try to buy scarce fuel. It’s a harsh reality for a country whose economy had been growing quickly, with a growing and comfortable middle class, until the latest crisis deepened. How serious is this crisis? The government owes USD 51 billion and is unable to make interest payments on its loans, let alone put a dent in the amount borrowed. Tourism, an important engine of economic growth, has sputtered because of the pandemic and concerns about safety after terror attacks in 2019. And its currency has collapsed by 80%,

At the end of five days, gains were notched on Monday, there were losses on two days and the remaining two days were flat. BSESENSEX gained 179.95 points or 0.34 per cent to close at 52,907.93 points while NIFTY gained 52.80 points or 0.34 per cent to close at 15,752.05 points. The broader indices saw BSE100, BSE200 and BSE500 gain 0.32 per cent, 0049 per cent and 0.55 per cent respectively. BSEMIDCAP was up 0.26 per cent while BSE SMALLCAP gained 1.17 per cent. The Indian Rupee lost 70 paise or 0.89 per cent to close at Rs 79.04 to the US Dollar. Dow Jones gained on two of the five trading
making imports more expensive and worsening inflation that is already out of control, with food costs rising 57%, according to official data. The result is a country hurtling towards bankruptcy, with hardly any money to import gasoline, milk, cooking gas and toilet paper. Political corruption is also a problem; not only did it play a role in the country squandering its wealth, but it also complicates any financial rescue for Sri Lanka. Anit Mukherjee, a policy fellow and economist at the Center for Global Development in Washington, said any assistance from the IMF or World Bank should come with strict conditions to make sure the aid isn’t mismanaged. Still, Mukherjee noted that Sri Lanka sits in one of the world’s busiest shipping lanes, so letting a country of such strategic significance collapse is not an option. How is it affecting real people? Tropical Sri Lanka normally is not lacking for food, but people are going hungry. The UN World Food Program says nearly nine of 10 families are skipping meals or otherwise skimping to stretch out their food, while 3 million are receiving emergency humanitarian aid. Doctors have resorted to social media to try to get critical supplies of equipment and medicine. Growing numbers of
Sri Lankans are seeking passports to go overseas in search of work. Government workers have been given an extra day off for three months to allow them time to grow their own food. In short, people are suffering and desperate for things to improve. Why is the economy in such dire straits? Economists say the crisis stems from domestic factors such as years of mismanagement and corruption. Much of the public’s ire has focused on President Rajapaksa and his brother, former Prime Minister Mahinda Rajapaksa. The latter resigned in May after weeks of anti-government protests that eventually turned violent. Conditions have been deteriorating for the past several years. In 2019, Easter suicide bombings at churches and hotels killed more than 260 people. That devastated tourism, a key source of foreign exchange. The government needed to boost its revenues as foreign debt for big infrastructure projects soared, but instead Rajapaksa pushed through the largest tax cuts in Sri Lankan history. The tax cuts were recently were reversed, but only after creditors downgraded Sri Lanka’s ratings, blocking it from borrowing more money as its foreign reserves sank. Then tourism flatlined again during the pandemic. In April 2021, Rajapaksa
suddenly banned imports of chemical fertilizers. The push for organic farming caught farmers by surprise and decimated staple rice crops, driving prices higher. To save on foreign exchange, imports of other items deemed to be luxuries also were banned. Meanwhile, the Ukraine war has pushed prices of food and oil higher. Inflation was near 40% and food prices were up nearly 60% in May. Why did the prime minister say the economy has collapsed? The stark declaration in June by Wickremesinghe, who is in his sixth term as prime minister, threatened to undermine any confidence in the state of the economy and didn’t reflect any specific new development. The prime minister appeared to be underscoring the challenges facing his government as it seeks help from the IMF and confronts criticism over the lack of improvement since he took office weeks earlier. The comment might have been intended to try to buy more time and support as he tries to get the economy back on track. The Finance Ministry said Sri Lanka had only USD 25 million in usable foreign reserves. That has left it without the wherewithal to pay for imports, let alone repay billions in debt. Meanwhile, the Sri Lankan rupee has weakened in value to about 360 to the US dollar. That makes costs of imports even more prohibitive. Sri Lanka has

days and lost on the remaining three. It closed with losses of 403.42 points or 1.28 per cent at 31,097.26 paise. The week’s trading saw an interesting event happening. While the gap which was talked about was entered into, but failed to be filled. Having done so, it just gave way. The high of the week was made on Monday itself at 53,509 on BSESENSEX and at 15,927 on NIFTY. This indicates that markets exhausted all their momentum in just one day. Not only the highs were not attempted again, but markets remained range bound with only intraday volatility. There was plenty of economic activity. The government increased the import duty on gold from 7.5 per cent to 12.5 per cent. It also levied a windfall profit tax on exploration companies. This is a tax which is
being levied in a number of countries as a result of the sharp increase in crude prices. At the same time, it also levied an export duty of Rs 13 per litre on Diesel and Rs 6 per litre on Petrol and ATF. This would reduce the effective realisation made by refiners who find it easier to export than sell in the local market. GST numbers for June 2022 were very encouraging at Rs 1.44 lakh crore. This gives confidence that the number of 1.4 lakh crore could be taken as a base for the future collections and the gross GST collection could be in the range of Rs 16.5-17 lakh annually. FPI sales seem to continue unabated. In the month of June 22, they have sold Rs 58,112 crs making the total in the first half of calendar year 2022 a total of Rs 2.2 lakh crore. This becomes one of the highest sales by FPI in a month
and the highest half yearly as well. Coming to the market’s performance on Friday, it is quite interesting. The day was propped up by ITC which rose Rs 10.90 or 3.98 per cent. For the week, ITC was up Rs 18.55 or 6.98 per cent. Heavyweight Reliance lost Rs 185 or 7.13 per cent on Friday. For the week, Reliance lost Rs 92 or 3.68 per cent. Along with Reliance, another oil explorer ONGC and OIL India were also sharply down on Friday. June futures expiry on 30th June was a quiet affair. The series closed with losses of 389.90 points or 2.41 per cent at 15,780.25 points. The series had begun at 16,170.15 points. Results would begin in the week ahead and the market would keenly watch the impact of commodity prices and how companies have coped with the same. It
suspended repayment of about $7 billion in foreign loans due this year out of USD 25 billion to be repaid by 2026. What is the government doing about the crisis? So far Sri Lanka has been muddling through, mainly supported by USD 4 billion in credit lines from India. An Indian delegation came to the capital, Colombo, in June for talks on more assistance, but Wickremesinghe warned against expecting India to keep Sri Lanka afloat for long. “Sri Lanka pins last hopes on IMF,” read a June headline in the Colombo Times. The government is in negotiations with the IMF on a bailout plan, and Wickremesinghe has said he expected to have a preliminary agreement later this summer. Sri Lanka has also sought more help from China. Other governments like the US, Japan and Australia have provided a few hundred million dollars in support. Earlier in June, the United Nations launched a worldwide public appeal for assistance. So far, projected funding barely scratches the surface of the $6 billion the country needs to stay afloat over the next six months. To counter Sri Lanka’s fuel shortage, Wickremesinghe told The Associated Press in a recent interview that he would consider buying more steeply discounted oil from Russia. AP feature
would be interesting to see how the favourable impact of the depreciation in the rupee has helped the IT sector. The week ahead would be crucial for the markets as we need to decide which way they are headed. While broadly speaking we would continue to be range bound, and trading in a range, we need to decide the trend. As readers would recall the immediate resistances would be at 15,900-15,950 levels, all the way to 16,100 points. On the BSESENSEX these levels would correspond to 53,750-53,950 points. This would be followed by the downward gap made on 13th June at the level of 15,886 points to 16,172 points. The gap on BSESENSEX is at 53207 to 54,205 levels. It is important that for there to be a breakout and upward momentum to set in, the gap needs to be filled and also sustained.
On support we have them at 52,650-52,750 on BSESENSEX. The final support would be at 51,000 levels. On NIFTY the support would be at 15,350-15,425 points followed by 15,15015,200 as the final support. The strategy for the week ahead would be to avoid overnight exposure as markets have a nasty habit of opening with gaps in either direction. The gap is not the worry as after the opening, markets have become range bound for the remaining part of the day, making trading difficult. Use rallies to sell and sharp dips to buy in only large cap stocks. Allow markets to decide a trend or at least attempt making a trend. Trade cautiously. On June 27, the Supreme Court had issued notice to the Deputy Speaker seeking his reply on the plea filed by Eknath Shinde camp against his disqualification notices. Members of the Shiv Sena faction led by Uddhav Thackeray -- including Shiv Sena Chief Whip Sunil Prabhu and Deputy Speaker Narhari Zirwal -- have now filed their responses. The court will hear a clutch of petitions from both sides tomorrow. “The MLAs have engaged in antiparty activities and deserve to be disqualified as Members of the Maharashtra Assembly,” Prabhu wrote today in response to Eknath Shinde’s appeal. The rebels have committed the “constitutional

sin of defection”. Eknath Shinde -- who is now the Chief Minister -- was “hand-in-glove with the BJP all along,” read Prabhu’s response to the court. The MLAs of Maharashtra were passing “resolutions” sitting in Assam, which had the effect of destabilising their own government. Their conduct is “egregious and palpable” and their membership in the party should be terminated, the Chief Whip added. Prabhu has also asked the top court that the rebels be stopped from entering the assembly or participating in any House proceedings until disqualification proceedings are complete. The rebels last attended the two-day special session of the assembly where
they voted in favour of the government led by Eknath Shinde. Deputy Speaker Narhari Zirwal, too, has justified the disqualification action against rebel MLAs. He has said if the Eknath Shinde camp can knock at the doors of the top court in 24 hours why can’t they respond to disqualification notices issued by him in 48 hours. He added that MLAs were given 48 hours to respond to disqualification petitions and there was no illegality in that. Zirwal said the MLAs never contacted him and sought more time to respond. He also said that the Supreme Court has held that the number of days is insignificant and what matters is whether the respondent is
given sufficient and reasonable time to file his reply. The Deputy Speaker said the “notice about 39 MLAs leaving the party came to me through an unverified email id. Hence, it was not taken on record.” Zirwal also added that the notice by the rebel MLAs for his removal was invalid as it can be given only when the assembly is in session. Last month, Zirwal issued notices to 16 rebels who followed Eknath Shinde to Surat, then Guwahati and later Goa. Mr Shinde’s name is on the list too. The notices were sent following a request for disqualification from the faction led by former Chief Minister Uddhav Thackeray before he stepped down from the top post. But the rebels had challenged it in court, claiming they had two-thirds majority therefore they are the real Shiv Sena and have the power to ally with the BJP. Team Thackeray contended their stance is illegal and under the anti-defection law, they can be disqualified as they have not merged with the BJP. The Tenth Schedule of the Constitu-
tion disqualifies defectors from the membership of legislative bodies, but some exemptions have been granted in its Paragraph 4, which reads: “Disqualification on ground of defection not to apply in case of merger. (1) A member of a House shall not be disqualified… where his original political party merges with another political party and he claims that he and any other members of his original political party: (a) have become members of such other political party or, as the case may be, of a new political party formed by such merger; or (b) have not accepted the merger and opted to function as a separate group…. “(2)… The merger of the original political party of a member of a House shall be deemed to have taken place if, and only if, not less than two-thirds of the members of the legislature party concerned have agreed to such merger.” The sub-section (2) has often been interpreted as – in case two-thirds among a party’s lawmakers defect and join another party, they would escape disqualification. This has been upheld by the High Court in Goa.
AURANGABAD, JUL 10 (PTI): NCP chief Sharad Pawar on Sunday said he feels the three Maha Vikas Aghadi (MVA) allies - Shiv Sena, NCP and Congress should fight the 2024 Maharashtra Assembly elections together, but a decision on it will be taken only after the issue is discussed with the leaders of his party as well as the alliance partners. NEW DELHI, JUL 10 (PTI): The National Investigation Agency (NIA) has arrested a seventh person in connection with the brutal killing of tailor Kanhaiya Lal in Rajasthan’s Udaipur last month, a spokesperson said on Sunday. The spokesperson said Farhad Mohammad Sheikh, alias Babla, was arrested on Saturday evening. He was a “close criminal associate” of Riaz Akhtari, one of the two main accused, and took an active part in the conspiracy to kill the tailor, the spokesperson said. Kanhaiya Lal was killed with a cleaver inside his tailoring shop on June 28. The gruesome attack by Riaz Akhtari, who is also referred to as Riyaz Attari, on the tailor was recorded on a phone by Ghouse Mohammad, and the video was posted online. NEW DELHI, JUL 10 (PTI): The government on Saturday introduced certification of authenticity for jute products with the unveiling of “Jute Mark India” logo by the Union Textile Secretary U P Singh. It is an initiative to promote and protect Indian jute products, Singh said. “The Jute Mark India (JMI) scheme will provide the collective identity and assurance on origin and quality for traditional jute and jute products. The JMI would therefore be a hallmark of powerful creative work that defines the jute product with quality, distinguishes it from competition and connects it
with customers,” a National Jute Board statement said. The certification is expected to boost domestic market and exports of jute products from India. Each Jute Mark label will contain a unique QR code and by scanning it, customers can learn about the producer. National Jute Board is the nodal agency of the Union textiles ministry, responsible for the promotion of jute and jute products in India and abroad. JMI was implemented under an umbrella scheme for development and promotion of the jute sector between FY’22 and FY’26 with a total financial outlay of Rs 485.58 crore by the Centre.

Startup funding declines 40% in April-June, says PwC report
NEW DELHI, JUL 10 (PTI): Geo-political instability appears to be taking a toll on the Indian startups with the total funding declining by 40 per cent to USD 6.8 billion in the AprilJune quarter, reveals a PwC India report. The early-stage deals comprised more than 60 per cent of the total with an average ticket size of USD 5 million, as per the PwC India report titled, ‘Startup Deals Tracker - Q2 CY22.’ “After three consecutive quarters of raising more than USD 10 billion, the total funding in the Indian startup ecosystem fell by 40 per cent during Q2 CY22 to reach USD 6.8 billion. “The decline can be attributed to a global slowdown, decrease in tech stock valuations, inflation and geopolitical instability,” it added. Software as a Service (SaaS) and fintech companies had the highest share of funding in the second quarter of Calender Year (CY) 2022, totalling more than USD 3.1 billion, the report said. It further said that early-stage deals comprised more than 60 per cent of the total deal volumes
with an average ticket size of USD 5 million. Funding in early-stage deals during Q2 CY22 continued to be stable at around USD 800 million and could remain stable or even grow in the next few quarters -- given that entrepreneurial activity continues to flourish with increased digitisation as well as the quantum of venture capital funds waiting to be deployed in the Indian market, it added. “We expect the overall funding landscape to take 12 18 months to stabilise, during which it would be beneficial for startups to increase their ‘funding runway’. NEW DELHI, JUL 10 (AGENCIES): For years they tiptoed around each other but now the groups led by billionaires Mukesh Ambani and Gautam Adani will for the first time be in direct competition when they later this month participate in the auction of airwaves capable of providing fifth generation or 5G telecom services. But the rivalry between the two politically wellconnected Gujarati businessmen will not yet see a full-blown market clash despite overlaps, Business Standard reported. On Saturday, Adani group confirmed plans to participate in the July 26 5G spectrum auction but said the airwaves it was seeking was to set up a private network to help digitise its businesses from airports to energy to data centres. A group of irate protesters on Saturday night entered Wickremesinghe’s private residence at Cambridge Place and set it on fire, inflicting extensive damage to the property and damaging a luxury sedan, amid massive anti-government protests. A video released by Daily Mirror newspaper on Twitter, which showed grim visuals of Wickremesinghe’s charred residence and a damaged sedan. Paintings and other artworks were strewn across the house and the
compound. Among those arrested include a 19-yearold Mount Lavinia resident and two residents of Galle, aged 24 and 28 respectively, web portal Colombo Page reported, quoting the Police Spokesman SSP Nihal Talduwa. More arrests are on the anvil, as the police have widened their scope of investigations, he said. Talduwa said the suspects are currently in the custody of Colpetty Police, and will be produced in court later on Sunday, web portal Lanka First reported. Abe’s governing party appeared to be cruising to a major victory. As people voted, police in western Japan sent the alleged assassin to a local prosecutors’ office for further investigation. A day
earlier a top regional police official acknowledged possible security lapses that allowed the attacker to get so close and fire a bullet at the still-influential former Japanese leader. In a country still recovering from the shock, sadness and fear of Abe’s shooting — the first former or serving leader to be assassinated in postwar Japan — polling started for half of the upper house, the
less powerful of Japan’s two-chamber parliament. Abe was shot in Nara on Friday and airlifted to a hospital but died of blood loss. Police arrested a former member of Japan’s navy at the scene. Police confiscated a homemade gun and several others were later found at his apartment. The alleged attacker, Tetsuya Yamagami, told investigators he acted because of Abe’s rumored connection to an organization that he resented, police said, but had no problem with the former leader’s political view. The man had developed hatred toward a religious group that his mother was obsessed about and that bankrupted a family business, according to media reports, including some that identified the group as the Unification

His wake and funeral are expected in coming days. Nara prefectural police chief Tomoaki Onizuka on Saturday said that Abe’s assassination was the “greatest regret” in his 27-year career. He said problems with security were undeniable, that he took the shooting seriously and will review the guarding procedures. Abe’s assassination ahead of Sunday’s parliamentary election shocked the nation and raised questions over whether adequate security was provided for the former prime minister.

ays after its release, Malayalam film ‘Kaduva’ has landed in controversy over certain inappropriate dialogues against differently-abled persons following which its director Shaji Kailas and lead actor Prithviraj Sukumaran tendered an apology on Sunday. In a scene in the movie which was released on July 7, the protagonist played by Prithviraj, was seen making inappropriate comments against differently-abled
persons and their parents. Neither did scriptwriter Jinu who penned the dialogue, nor did actor Prithviraj, nor I, who shot the scene, realised its possible connotations,” Kailas wrote in his Facebook post. Sharing Kailas’ post, Prithviraj also posted an apology on Facebook. “Sorry. It was a mistake. We acknowledge and accept it,” the actor wrote. Though vaccine hesitancy due to personal politics has drawn a lot of media attention, a University of Georgia study reveals it’s not the only consideration. T h e l i n k b e t we e n vaccines and politics is “not so much true as people get older,” noted study author Glen Nowak. He co-directs the Center for Health and R i s k C o m mu n i c a t i o n a t t h e U n i ve r s i t y o f Georgia Grady College of Journalism and Mass Communication, in Athens, Ga. In fact, “people who are 65 and older are almost universally vaccinated, particularly as you start getting to 75 and older,” Nowak said. For the study, his team surveyed a nationally representative sample of more than 1,000 Americans. The researchers wanted to learn whether respondents’
political party, preferred news source and factors like age, gender, race/ethnicity and education would affect vaccine acceptance. T h e i nve s t i g a t o r s found that respondents 50 and older tended to consider themselves at greater risk while worrying that getting COVID-19 would have a negative impact on their daily lives. The youngest respondents, however, were less likely to worry about getting the virus or to consider themselves at risk of severe illness. “Looking at 18- to 2 9 - ye a r - o l d s, i t ’s n o t surprising that they are the group with the lowest overall COVID vaccination rates because they’re not a group that is suffering serious illness and death from COVID,” Nowak said in a university news release. “Are there instances of that? Absolutely. But it’s relatively rare. I think many people in that age group understand that.” Still, even with differences in age, political
affiliation and where participants got their news were the most consistent predictors of how they felt about their COVID risk and their vaccine intent, according to the study. Liberals were more likely than conservatives to consider the virus a bigger threat to their daily lives, worry about becoming ill and think symptoms could be severe. They also were more concerned they could pass the disease to others, more likely to accept the vaccine and to trust public health officials. Compared with conser vatives, liberals
and moderates believed medical care and treatment would be more difficult to access. And, in a finding that surprised the researchers, the survey showed that respondents who received their news from a mix of conservative and liberal sources were more likely to be vaccine hesitant than those who only consumed partisan news. “If you had asked us before ... this study, we would have said pretty confidently that people who were looking at a wide array of information would be much more likely
to be vaccinated and have much more confidence in the vaccine,” Nowak said. “What this suggested was the opposite in many instances. Many people who tried or said that they looked at a broad spectrum of information sources came away less confident and more uncertain about the vaccine and its value.” The authors suggested that public health messages should be tailored to specific audiences, in part because those who aren’t at high risk tune those messages out. “This data shows you can’t assume interest and attention from younger people and those who are less affected by COVID-19,” Nowak said. “It’s a good reminder that we can’t just blast, ‘Everybody should be afraid of getting severe COVID.’ That’s not an effective communication strategy.” The findings were recently published online in the International Journal of Strategic Communication. KUALA LUMPUR, JUL 10 (AFP): Indonesia’s Chico Aura Dwi Wardoyo captured the Malaysia Masters badminton title Sunday with a sensational upset after defeating Hong Kong star Angus Ng Ka-long in straight sets. Chico Aura, ranked 45th in the world, outclassed favourite Ng, who was eyeing his second Malaysia title after his 2017 win. The
24-year-old Indonesian triumphed over 28-year-old Ng 22-20, 21-15 in 45 minutes. The victory in Malaysia is Chico Aura’s biggest career title. During the first game, Chico Aura faced a tense session with Ng who is world number 13. Both players traded point for point until Chico Aura found the cutting edge when it mattered for the lead. But Ng did well to
match Chico Aura in the second game, until his Indonesian opponent moved up a gear with excellent shot placements in succession for a strong 15-10 lead. After that it was home bound for Chico Aura who sealed the second set with an amazing cross court flick that left Ng stumped. The Indonesian, who only made it to the main draw following the withdrawal of several top names including Viktor Axelsen and Anders Antonsen, said it was a “dream come true” to win the tournament. “I remained focused from start to finish and I think that played a big part. I’m proud of myself, and this victory will be an inspiration for me to aim for more success in the future,” he told reporters. He takes home $27,000 as champion.

Govt bats for cricket tie on Aug 22 as part of I-Day celebrations
NEW DELHI, JUL 10 (PTI): The government has sent a proposal to the Board of Control for Cricket in India (BCCI) to organise a cricket match on August 22 between India and the rest of the world as part of celebrations to mark 75 years of India’s independence, sources said. The sources indicated that the Ministry of Culture, which sent the proposal, is in talks with BCCI officials to try and rope in top Indian players as well as popular cricketers from abroad to play the match as part of the Azadi ka Amrit Mahotsav campaign. BCCI sources said at this point of time, the proposal is still being discussed as there are a lot of “operational and logistical elements” as-
sociated with procuring the services of international players. “We have received a proposal from the government to organise a cricket match between India XI and World XI on August 22. For a rest of the world squad, we would need at least 13-14 international players and their availability is something that we need to check on,” a source said. He added during that time, English domestic cricket would be underway and the Caribbean Premier League would also begin. The BCCI is checking if international players would have to be compensated financially for their participation. As far as services of international cricketers are concerned, top BCCI
officials will be in Birmingham for the ICC annual conference (July 22-26), where they might speak to officials of other boards to release a few of their players for the match in India. Getting top stars of Indian boxing contingent for the Commonwealth Games (CWG) before leaving for the Indian team won’t be a Jordanstown, Northern Ireland, for a two week long preparatory camp ahead of the problem, the sources said. Eng win 3rd T20 as India seal series 2-1
NOTTINGHAM, JUL 10 (PTI): Suryakumar Yadav gave a 360 degree masterclass enroute to a special hundred but England pulled off a consolatory 17-run win over India in the third T20 International here on Sunday. Dawid Malan made a sublime 77 off 39 balls as England put India’s second string attack to sword to finish with a mammoth 215 for seven. Surykumar (117 off 55 balls) kept India in the hunt with his classy effort but lacked support from other batters while chasing the huge target. India’s innings ended at 198 for nine in 20 overs. India sealed the threematch series 2-1, having won in Southampton and Birmingham. India were on the backfoot at the start of the run chase, struggling to 31 for three in five overs. Openers Rohit Sharma (11) and Rishabh Pant (1) perished cheaply and it was another failure for Virat Kohli (11), who was caught at cover while trying to manufacture a third consecutive hit after collecting a four and a straight six off David Willey. Djokovic wins 7th Wimbledon title
WIMBLEDON, JUL 10 (AP): Novak Djokovic waited. He waited for Nick Kyrgios to lose focus and lose his way. Waited to find the proper read on his foe’s big serves. Waited until his own level rose to the occasion. Djokovic is not bothered by a deficit — in a game, a set, a match. He does not mind problemsolving. And at Wimbledon, for quite some time now, he does not get defeated. Djokovic used his steady brilliance to beat the ace-delivering, trickshot-hitting Kyrgios 4-6, 6-3, 6-4, 7-6 (3) on Sunday for a fourth consecutive Wimbledon championship and seventh overall. The top-seeded Djokovic ran his unbeaten run at the grass-court Grand Slam tournament to 28 matches and raised his career haul to 21 major trophies, breaking a tie with Roger Federer and moving just one behind Rafael Nadal’s 22 for the most in the history of men’s tennis. Among men, only Federer, with eight, has won more titles at Wimbledon than Djokovic. In the professional era, only Federer was older (by less than a year) than the 35-year-old Djokovic when winning at the All England Club.

His comeback on a sun-filled afternoon followed those in the quarterfinals, when Djokovic erased a two-set deficit against No. 10 seed Jannik Sinner, and in the semifinals, when No. 9 Cam Norrie grabbed the opening set. In last year’s title match at Wimbledon, Djokovic dropped the opening set. In the 2019 final, he erased two championship points against Federer. There were two particularly key moments Sunday that went Djokovic’s way, ones that Kyrgios would not let go as he began engaging in running monologues, shouting at himself or his entourage (which does not include a full-time coach), finding reason to disagree
with the chair umpire (and earning a warning for cursing) and chucking a water bottle. In the second set, with Djokovic serving at 5-3, Kyrgios got to love-40 — a trio of break points. But Kyrgios played a couple of casual returns, and Djokovic eventually held. And then, in the third set, with Kyrgios serving at 4-all, 40-love, he again let a seemingly sealed game get away, with Djokovic breaking there. The 40th-ranked Kyrgios was trying to become the first unseeded men’s champion at Wimbledon since Goran Ivanisevic in 2001. Ivanisevic is now Djokovic’s coach and was in the Centre Court guest box for the match.

LA PLAGNE (FRANCE), JUL 10 (PTI): India’s teenage Grandmaster P Iniyan finished second in the La Plagne International Open Chess Tournament 2022 here. The 19-year-old GM scored 7 points from nine rounds to tie for top spot with Ukraine GM Vitaly Sivuk early on Sunday. The Ukrainian, however, won the first prize on the basis of a better tiebreak score. I n d i a ’s S aya n t a n Das with 6.5 points took the third place. Iniyan remained unbeaten through the nine rounds, winning five games and drawing four. One of the draws came against Sivuk, in
round six. He started with a win and had a score of 4.5 after five rounds but three straight draws in rounds six, seven and eight pegged him back. A win over Austrian GM Andreas Diermair helped Iniyan reach seven points and also gain 10 rating points. Das, on the other hand, registered four wins and five draws including against Iniyan and Sivuk and finished half a point behind the duo. The field for the tournament comprised 95 players from 19 countries including 9 GMs and 18 International Masters.
