Forest dept to collect royalty on sand, stone DIMAPUR, APR 10 (NPN): The tussle between Geology & Mining and the Environment, Forests and Climate Change (EF&CC) departments over collection of royalties on sand and sandstone has been finally resolved after the State Cabinet decided to let EF&CC department collect the royalty. In a notification, commissioner & secretary R. Asenla Keitzar informed that the cabinet during its meeting on February 22, 2022 decided that EF&CC department, in addition to forest products already under its purview, shall collect royalty on sand and stone

as per the Revised Forest Royalty Rates of 2021. The department also notified about the revised rates for several items. As per the revised rates, stone, boulder, pebbles, gravel, stone chips, dust would cost Rs. 38 per cubic metre (m3) while sand was fixed at Rs. 45/m3. Royalty for soil, clay and earth is Rs 7.5/m3. Further, special class (teak) rate fixed at Rs. 63 per cft while items under class A-I was Rs. 36 per cft. Those under class A-II would cost Rs. 32 per cft, class B-- Rs. 27 per cft, class C (all timber not included in special class) Rs. 20 per cft.

DIMAPUR, APR 10 (NPN): In order to meet increasing demand from traders , Northeast Frontier Railways (NFR) will open a new goods terminal at Shokhuvi railway station, 25 km from Dimapur railway station. In this regard, NFR held a roadshow with traders and businessmen, including traders engaged in loading and unloading of stone, cement, pulses, salt and edible oil at Dimapur region, both at Dimapur and Shokhuvi railway stations on April 9 under the supervision of Lumding senior divisional operations manager KK Sharma along with other officials of Lumding division. The participants were provided with details on the recently-commissioned railway freight terminal at Shokhuvi with full length goods yard, a well-developed circulating area and modern lighting facilities.

Ravi misled that talks concluded: NSCN (I-M) DIMAPUR, APR 10 (NPN): NSCN (I-M) has accused former Interlocutor for Naga peace talks RN Ravi of issuing it an ultimatum to sign a peace accord by October 31, 2019 under the Indian constitution and without separate Naga flag and yehzabo (constitution). NSCN (I-M), through its MIP, said Ravi even threatened it with dire consequences and declared that an agreement will be signed with or without NSCN (IM) on or before October 31, 2019. NSCN(I-M) said Ravi could not convince it to sign an agreement without separate Naga flag and constitution and he therefore

adopted 33rd President of United States Harry S Truman’s policy of “If you cannot convince them, confuse them”. NSCN (I-M) accused Ravi of trying to create confusion in the minds of Naga people by taking malicious pleasure going through the unfolding development among the Nagas. What followed was the tacit pressure put on NSCN (I-M) in particular and Naga people in general as Ravi allegedly resorted to psychological warfare. There were military exercises – jet fighters flied in Naga areas and big tanks and rocket launchers were brought as if a real war was coming. Unaccountable Indian se-

curity forces were poured in and stationed in Naga areas. Even the Nagaland Police was instructed to keep rations in stocks for at least two months and Special Branch (SB) of the police was instructed to identify NSCN (I-M) members and their residences, the release stated. NSCN (I-M) said it was however unnerved at the sight of this development and firmly stood its ground. Unfortunately, it regretted that Naga leaders who were on the side of Ravi were carried away by his deceitful tactics and started shouting with undue zeal and attention that the Naga talks had concluded. NPN adds: Nagaland on Sunday recorded nil cases and deaths. The Covid caseload remained unchanged at 35480 while death toll stood at 759 (including 4 non-Covid deaths).

GUWAHATI, APR 10 (PTI): Anganwadis and onestop centres across Northeast will receive active support from the Centre to ensure that geographical and logistical challenges are met expeditiously, Union minister Smriti Irani said on Sunday.

Speaking about the one-stop centres, the Union Women and Child Development Minister said that collaborated effort is taken up in those facilities where various branches of government come together to ensure that police, psycho-social

and legal counsellors under one roof provide integrated support and assistance to women affected by violence, both in private and public spaces in a phased manner. “Three hundred more such centres will be opened in the country,” the minister said. In the past three years, 70 lakh women have received support from the government in collaboration with women helplines across the country. Chairing a zonal conference of all North Eastern states, she discussed various developmental schemes initiated by her ministry. Participants from Assam, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Sik-

kim and Nagaland attended the event. In her address, Irani also highlighted the details of ‘Poshan Abhiyan’ and other initiatives of the Ministry. ‘Poshan Abhiyan’ or the National Nutrition Mission is a Central government programme launched with the aim of reducing the levels of stunting, undernutrition, anaemia and low birth weight in children. The minister said that improving nutrition among women and children has transformed into a ‘Jan Andolan’ (people’s movement) today. Praising the efforts of various stakeholders for their contribution, she said

that addressing the issues of health and nutrition of women and children has been possible because of their cooperation and support. On the other initiatives, Irani said that there are around 25 crore women benefiting from Jan-Dhan Yojana, while 68 per cent of the beneficiaries of Mudra Yojana are women and 80 per cent of the beneficiaries of Stand-Up India are women. Meanwhile, union minister of State for Women and Child Development MM Kalubhai highlighted the three major umbrella schemes of the Ministry -- Mission Poshan, Mission Shakti and Mission Vatsalya.

The field visit to the new terminal was also organised for first hand appraisal of facilities offered there. The traders expressed enthusiasm at the freight loading facility at Shokhuvi, which is expected to begin soon. They felt that the facility would not only boost efficient logistics and transportation in Nagaland but also enable export and import of more products. Several businessmen from Nagaland including a participant from Tripura, attended the programme.

Meanwhile, in a telephonic conversation with Nagaland Post, NFR chief public relations officer (CPRO) Sabyasachi De said the additional goods terminal was being set up at Shokhuvi station to facilitate increased handling of goods. He maintained that since Dimapur railway station was unable to handle all bookings due to congested location because of lack of space due to encroachments, the additional goods terminal was set up by NFR. JCCV suspends sit-in stir DIMAPUR, APR 10 (NPN): Joint Co-ordination Committee of Villages (JCCV) on Sunday decided to suspend the proposed sitin demonstration, scheduled to be held on April 11 and 12. Informing this in a press note, JCCV convener L.K. Swu and co-convener Tsithrongse Sangtam said that the decision was made during an emergency meeting held on Sunday, based on the verbal request of the chief secretary. JCCV said that the chief secretary during the meeting held on April 7 had sought more time for the three-member committee headed by Home commissioner to study the matter

for peaceful resolution of the impasse. As a responsible organization, JCCV said it would refrain from holding any kind of agitation for time being, in the larger interest of people and the government. It, however, said that further course of action would be decided in due course of time in case the matter was not taken up by the government for peaceful resolution. M ea nwhile, JC C V said it would continue to carry out all official dealings with deputy commissioner Dimapur even though the state government has placed Dhansiripar Sub-division under the jurisdiction of Chümoukedima district.

No hike in fuel rates for fourth straight day NEW DELHI, APR 10 (AGENCIES): Petrol and diesel prices remain unchanged for the fourth consecutive day on Sunday, even as fuel prices have been on a rise since several days now. The last time petrol and diesel prices were hiked was on April 6, taking the total increase in rates in the last 20 days to Rs 10 per litre. The hike in fuel rates on April 6 was the fourteenth increase in prices since the ending of a fourand-half-month long hiatus in rate revision on March 22. After a four-month re-

spite, India’s fuel prices have begun climbing since March 22, when the results of five Assembly elections were released. In its monetary policy review on Friday, the Reserve Bank of India (RBI) raised its inflation forecast for the current fiscal year 2022-23 from 4.5 percent to 5.7 percent, up from 4.5 percent previously. Inflation must be kept between 2% and 6%, according to the central bank’s mandate. In February, the CPI-based inflation rate was 6.07 percent, compared to 6.01 percent in January.

Hindi as compulsory subject : DoSE clarifies; NPF, NPCC, NIPF, NSUI oppose DIMAPUR, APR 10 (NPN): Department of School Education(DoSE) has issued a clarification to statements where the state has been accused of acquiescing to allow Hindi to be compulsory till class X. DoSE in a clarification issued by Principal Director Shahnavas C. explained that the Nagaland follows a three-language formula up to Class VIII and Hindi is already a compulsory subject up to Class VIII. Shanavas said students were given the liberty in classes IX and X to

study either Hindi or anyone Modern Indian Language (MIL) – Ao/Bengali/Lotha/ Sumi/Tenyidie or Alternative English – as the Second Language. He explained that the National Education Policy (NEP) 2020 advocated adopting three-language policy up to secondary level and which did not impose any language on States. As per NEP, the three languages to be learned by children would be the choice of the State, region and of course the students themselves.

Shahnavas also mentioned that as the time line for implementation of NEP 2020 was 2030 the Union Ministry of Education had not issued any instruction for making Hindi compulsory in the secondary stage, he claimed. He quoted Policy No. 4.13 of NEP, 2020 on the three-language policy which stated that “the three-language formula will continue to be implemented while keeping in mind the Constitutional provisions, aspirations of the people, regions, and the Union, and the need

to promote multilingualism as well as promote national unity”. The policy also provides a greater flexibility in the three-language formula, and no language will be imposed on any State. Further, the three languages learned by children will be the choices of States, regions, and of course the students themselves, so long as at least two of the three languages are native to India. The policy also stated that students not wishing to change one or more of the three languages they

are studying may do so in Grade 6 or 7, as long as they are able to demonstrate basic proficiency in three languages (including one language of India at the literature level) by the end of secondary school.” Meanwhile, political parties and various other organisations in the State continued to criticise the reported move to impose Hindi in the North-eastern States. NPF against imposition: NPF president Dr Shürhozelie Liezietsu said he was aware that Hindi

was the national language but that Hindi cannot be imposed upon people without first putting effort to make people who are not conversant with it to learn it. He said this will lead to alienation, which might not certainly be in the interest of the nation. Reiterating that he was not against Hindi, Dr Shürhozelie asserted that NPF could not agree at the moment to use Hindi as an alternative to English in Nagaland because it was impossible to do so. He claimed

that this was the ground reality and could not find any other option at the moment. He noted that even after 40 years Nagaland still remained almost in the same position because no serious efforts were made by the Central government towards development of the language.
