Thereafter, the information will be fed into the main data bank at the state level. NEW DELHI, AUG 10 (NPN): The Department of Expenditure, Ministry of Finance on Tuesday released 5th monthly installment of Post Devolution Revenue Deficit (PDRD) grant of Rs. 9,871 crore to the States to 17 States including Nagaland for the period 2021-22. As per the state-wise details of the grant released, Nagaland received Rs.379.75 crore for the period July 2021 as the fifth instalment and total amount received till July 2021 was Rs. 1898.75. After the formal launch, Modi distributed free gas connections to 10 women virtually. Uttar Pradesh chief minister Adityanath handed over the documents to the women on behalf of the PM. NEW DELHI, AUG 10 (AGENCIES): Supreme Court on Tuesday ruled that political parties must publish criminal records of their election candidates within 48 hours of selection, Live Law reported. The court modified its judgement from February 13 last year, which said that the criminal history of election candidates must be made public either within 48 hours of selection or two weeks prior to the first date of filing of nomination papers for an election. The Court had added that political parties must publish the records in one regional and one national newspaper and also on Twitter and Facebook, PTI reported. In November 2020, a lawyer filed a contempt petition before the Supreme Court against Chief Election Commissioner Sunil Arora and political parties in Bihar for allegedly violating the order to publish the criminal history of candidates who fought the Assembly polls, according to the Hindustan Times. “Political parties mainly published the criminal antecedents of their candidates on their websites and in some less circulated news-

This has to be done across various platforms, including social media, websites, television advertisements, prime time debates and pamphlets.

D I M A P U R , AU G 1 0 (NPN): Naga Hoho (NH) Tuesday called for reviewing various Interim Agreements signed between governments of Assam and Nagaland with special reference to Interim Agreement of 1972 “in the best interest of the two states.” NH through its communication cell expressed regret that both the states particularly Assam had “literally failed” to uphold the agreements leading to “continuous volatile situation in the border areas.” NH said that every society or community was defined by a distinct boundary line drawn either traditionally inherited or drawn out of administrative convenience with the consent
of the people. However, the hoho said that Assam-Nagaland border was in conflict due to arbitrary demarcation by the then British government without the prior informed consent of the people. It said that the then Naga occupied areas were not included in the creation of new Nagaland state, which led to incessant conflict over the borders. NH maintained that imposition of the state’s will on the people had only invited conflict rather than peace and tranquility in the region. “If only India is serious and have political will, the issue would be resolved once and for all,” the hoho asserted.

CVC on preservation & protection of ‘heritage village’
DIMAPUR: Chümoukedima Village Council (CVC) has issued three-point guidelines in an effort to preserve and protect the “old heritage village” and in pursuance of its standing resolution on complete ban of hunting and other activities that could deplete the flora and fauna under its jurisdiction. In a press release, CVC GB Khriezo Shüya and joint secretary, Sedevikho Tsükru has informed the public that “old Chümoukedima heritage village is a historical site holding both traditional and sentimental values to the Chümoukedima natives” and that the standing resolution encompass the old heritage villages jurisdiction. CVC has further issued the following directives for strict compliance by visitors – the council has asked all visitors of the heritage village primarily the viewpoints to refrain from disposing plastic waste at the sites randomly. CVC has appealed that the plastic wastes/ non degradable wastes be carried back by visitors and disposed off at available waste bins. The council has cautioned vandalism and defacement of monuments and public utilities by anti-social people and warned that vandals or anti-social elements henceforth caught in such acts would be sternly dealt with imposition of “heavy fines” as per customary law. CVC has also reiterated its standing resolution on ban of hunting, fodder collection, gathering of firewood, bamboos or other wild resources at the old village site. SHILLONG, AUG 10 (PTI): Two people, including a woman were injured in an improvised explosive device (IED) blast, which was triggered by the outlawed Hynniewtrep National Liberation Council (HNLC) militant outfit, in Meghalaya’s state capital Shillong on Tuesday, police said. State chief minister Conrad Sangma has strongly condemned the blast, saying in a tweet that Home Minister, Lahkmen Rymbui and Meghalaya police officials have apprised him on the matter and further investigation is being carried out. Sangma also denied any intelligence failure in the blast and said that the government will ensure that all the people who are involved in this particular incident will not be spared. The IED explosion, which occurred behind a wall of a tea shop at Ïewrynghep (Laitumkhrah

My sister sustained injuries. She couldn’t come out as the shop was filled with smoke. However, I managed to pull her out,” Nongkynrih said. The State Cabinet, which met on Tuesday, has condemned the IED blast and has taken a decision that strong action will be taken against those responsible, Sangma said “The police department has been working aggressively on and in the process a large number sleeper cells were arrested in connection with the recent blast in Khliehriat

Following the blast, a team of forensic experts, bomb squad and a dog squad had examined the site of explosion preliminary investigation, it is ascertained that blast occurred due to IED. HNLC general secretary Sainkupar Nongtraw has claimed responsibility for triggering the blast. Talking to the media in the national capital, Sarma said, “We cannot fight with the bordering states for small villages. We do not want anybody to leave their land, as Assam has no claim over any land. “Assam did not ask for any land. It is not a question of them leaving the land because we have never in our history asked for any land from our bordering states,” Sarma said. Sarma was referring to the border disputes between Assam and its neighbouring states. 250 to 300 terrorists waiting at launch pads in Pak ‘IAF focused on boosting capabilities
JAMMU, AUG 10 (PTI): After initial ‘zero infiltration’ in the wake of renewed ceasefire agreement between India and Pakistan in February, fresh attempts are on to push terrorists from across the border where 250 to 300 terrorists are trained and waiting on the launch pads, Jammu and Kashmir Director General of Police Dilbag Singh said on Tuesday. He also said that 57 cases have come to their notice where the local youth who had gone to Pakistan on valid documents for studies or tourist visas ended up becoming terrorists. “The training camps and launch pads being run by Pakistan’s ISI and other agencies are full to their capacity. We generally assume the number of terrorists at such camps remains between 250 and 300 who are trained and ready for launching into Jammu and Kashmir,” Singh told reporters in the border district of Rajouri. He said in the wake of February 20 ceasefire agree-
ment reached between India and Pakistan, a period came when the infiltration from across the border dropped to zero and the cross-border shelling and firing also stopped completely which was welcomed at all levels, including by the border residents. “Unfortunately, the infiltration (of terrorists) from different launch pads has started once again over the past some time. We had three encounters in RajouriPoonch, including Dadal in Nowshera, Sunderbani and the recent Pangai (Thanamandi) and one in Bandipora. All these were fresh groups of infiltrators and we have information that the activity across the border is still on and there is a possibility of more such attempts (in future),” the police chief said. However, he said the security forces are fully alert to the threat and as “impure actions (of Pakistan) is continuing, our border grid is working satisfactorily” which led to the foiling of

four infiltration attempts since July. The DGP said four terrorists who had infiltrated from Machil-Gurez sector of north Kashmir were eliminated in Bandipora on July 23-24. “They were launched from the Kail sector of Pakistan and as per our information, there were 14 more people when they were launched into this side,” Singh said. He said three to four groups crossed from Pakistan into Rajouri-Poonch sector and a joint search operation is on to track down the terrorists who managed to flee the three encounters in July and August. “As per our assessment,
three to four groups crossed into this side and some of them were neutralised in the first two contacts (in Nowshera and Sunderbani in July). Two more terrorists were eliminated in the latest encounter (in Thanamandi) on Friday last, while the search is on for two others who are believed part of the group,” he said. He said there is a possibility of one more group which has managed to sneak into this side (Rajouri) and is believed to have either crossed into Shopian district of south Kashmir or still holed up in the region. The operation to track them down is on. The DGP said a family from Shopian claimed that one of the two terrorists killed in Thanamandi was their son Rameez Ahmad who had gone to Pakistan some time back. “We have taken the DNA sample and the things will get cleared once the report is received,” he said. The state unit of the NCP will organise the campaign in every district and officebearers of the party will visit the various districts to take part in the campaign. State NCP president, Uma Shankar Yadav, said that besides staging a dharna, the party workers will also hand over a memorandum to the district magistrate in every district. The Nationalist Congress Party in UP has decided to support the Samajwadi Party in the state assembly elections next year. The decision is propelled by its strategy to check the BJP from coming to power in every state and uniting the opposition. NEW DELHI, AUG 10 (AGENCIES): The Union Health Ministry on Tuesday said 44 districts in India are reporting more than 10 per cent weekly positivity rate and Kerala is the only state which has more than 1 lakh active Covid-19 cases. It also noted that a total of 37 districts from nine states such as Kerala, Tamil Nadu, Himachal Pradesh, Karnataka, Andhra Pradesh, Maharashtra, West Bengal, Meghalaya and Mizoram are a matter of “concern” as they are showing rising trend in daily coronavirus cases over last two weeks. Addressing a routine press briefing on Covid-19 situation in the country, the ministry said, “51.51 per cent of the total Covid-19 cases in last week reported from Kerala. A total of 37 districts from Kerala, Tamil Nadu, Himachal Pradesh, Karnataka, Andhra Pradesh, Maharashtra, West Bengal, Meghalaya and Mizoram are still showing increasing trend. Of these, 11 are from Kerala.” It also said that an overall declining trend has also been observed across the country in weekly positivity since week ending May 10. “Weekly positivity less than 2 per cent for second con-

NEW DELHI, AUG 10 (PTI): Opposition MPs raised the Pegasus snooping issue in the Lok Sabha on Tuesday during a debate on a Constitution amendment bill that seeks to restore the states’ power to make their own OBC lists. Leader of the Congress in the House Adhir Ranjan Chowdhury claimed that countries like Israel, Hungary and France have ordered investigation into the issue of suspected snooping and asked why the Narendra Modi government is “afraid” of a debate on the matter. Speaker Om Birla repeatedly told him to speak on the bill, following which Chowdhury returned to speak on the proposed legislation. Trinamool Congress (TMC) leader Sudip Bandyopadhyay also raised the issue and proposed that the Lok Sabha hold a discussion on it on Wednesday. W
ith the second semi-final match between the NDA and other non-NDA parties slated for 2022 assembly elections; all rival contestants are strengthening and expanding their party organisations as the first step in fighting fight big battle. Five states will go to polls in February-March 2022 - UP, Uttarakhand, Punjab, Goa, and Manipur. Four of the states are ruled by the BJP or in alliance with regional parties, while Congress rules only in Punjab. These states will be a crucial test for the BJP since they have a combined total of 43 Rajya Sabha seats. The NDA has been able to achieve majority with 114 members after BJP and allies captured state after state. The opposition UPA alliance has 54 members in the Rajya Sabha while other parties, some inclined with either NDA or UPA make up 64 members of the house. In the Rajya Sabha, UP has -31 members, Uttarakhand-3, Punjab-7, Goa-1 and Manipur 1 each. There are 13 vacancies in the Rajya Sabha. The five states together have a combined total of 102 Lok Sabha seats. In the Lok Sabha UP has the largest seat share of 80 seats, while Uttarakhand has 5, Punjab has 13, Goa and Manipur two each. The assembly elections in 2022 will also be a dry run for the 2024 Lok Sabha elections. The two national parties –BJP and INC- have their imprint in almost all states and strategic alliances will be crucial. Even though Congress is not a serious contender against BJP, yet it has votes in each state. Even in states like UP and Bihar where it has lost considerable support, Congress has a 6%7% vote share. Even in 2019, Congress received its highest votes from Madhya Pradesh with just 10.6% of its total votes. The maximum votes BJP has is from one state - UP, which accounts for 18.6% of its total votes polled. NCP supremo Sharad Pawar is planning a grand alliance without Gandhis whom he knows are presently politically vulnerable. Even other parties such as the Samjawadi Party(SP) is unwilling to do anymore business with the Congress. SP chief Akhilesh Yadav has already predicted that his party and Mahaan Dal will win over 400 seats in 2022. Congress was expecting to form an alliance with the SP or BSP but both parties have rejected any such proposal. In 2017 Congress prevented SP from coming near to power when it demanded and got 105 seats but could win only seven. Of the five states , Congress has the best chance of retaining Punjab but the Gandhis have ensured that infighting will overshadow electioneering. Under chief minister Capt.Amarinder, Congress was to achieve an easy victory but the Gandhi siblings Rahul and Priyanka thought otherwise. They are probably very nervous if a leader like Capt.Amarinder, who is indispensible , popular and who has his own mind, is given a big say. The Gandhis therefore, cut Capt. Amarinder by propping up the perpetual rebel, BJP turncoat and former cricketer Navjyot Singh Sidhu who joined the party from BJP in 2017 by making him the state unit Congress president. If Congress loses Punjab it will be the beginning of the end. If it loses Punjab, the Congress will lose its bargaining power in any anti-BJP alliance for 2024. The Congress , especially the Gandhis have to shoulder the blame for failing to correct the drift.

The saint who satisfies the heart of Jesus will make other saints strong and mature for God. But the people used to strengthen us are never those who sympathize with us; in fact, we are hindered by those who give us their sympathy, because sympathy only serves to weaken us. No one better understands a saint than the saint who is as close and as intimate with Jesus as possible. If we accept the sympathy of another saint, our spontaneous feeling is, “God is dealing too harshly with me and making my life too difficult.” That is why Jesus said that self-pity was of the devil (see Matthew 16:21-23). Rising vacancies of judges in high courts
A
few days ago, speaking in Parliament, the Union Law Minister Kiren Rijiju said that 453 vacancies of High judges are lying vacant currently in all High Courts in the country. In addition to this, Mr. Rijiju also informed the House that the Supreme Court collegium recommended 80 names for appointing the judges to the High Courts during the last one year, out of which 45 persons have been appointed and the remaining recommendations are under various stages of processing with the Central Government, and the Supreme Court collegium. The total sanctioned strength of judges in 25 High Courts in the country is 1098, but currently, only 645 judges are working in the High Courts. Given the volume of pendency of cases in the courts of law in the country, it is indeed a matter of grave concern, and all essential stakeholders involved in judicial appointments must take serious note of this grim situation. After 1993, the Supreme Court collegium led by the Chief Justice of India (CJI) has conclusive power in the appointments of judges to the Supreme Court and the High Courts. In the existing system of judicial appointments, the Central Government plays
a limited role. To appoint a judge to any High Court, the High Court collegium led by the Chief Justice and comprising two of his seniormost colleagues initiates the proposal after thorough deliberation. The collegium sends its recommendation to the Union Ministry of Law and Justice and the State Government for seeking their inputs/ comments/objections, etc. Once these constitutional functionaries approve the High Court collegium’s proposal, the matter comes to the Supreme Court collegium’s consideration where the Chief Justice of India and two of his senior-most colleagues consider the proposal in detail and if they recommend it unanimously to the Central Government, the latter has no option but to advise the President of India to appoint the recommended person as a judge of the High Court as per Article 217 of the Constitution. However, the Central Government has the power to return the recommendation to the Supreme Court collegium for its reconsideration by recording the reasons for disagreement, etc. But if the Supreme Court collegium reiterates its recommendation, the Central Government is bound to accept the same.
In other words, the Supreme Court collegium has primacy in making judicial appointments. Notably, despite the Supreme Court collegium’s primacy, there was no clarity regarding the timeline during which the President of India had to appoint the judges of the High Court on the recommendation of the collegium. As no specific timeline was prescribed in any judges’ case, the Central Government did not spare any opportunity to delay judicial appointments and put several recommendations of the Supreme Court collegium put on hold for a long time. The Supreme Court took this issue seriously, and expressed its displeasure on several occasions. Recently, in the Lok Prahri case, the Supreme Court asked the Chief Justices of the High Courts to appoint the Ad Hoc judges in the High Courts to clear the backlog of cases and also observed that the pipeline of recommendation of judges should be kept flowing to cover the vacancies of judges in the High Courts. Finally, in M/S P L R Projects Pvt. Ltd. v. Mahanadi Coalfields Ltd. & Ors. the Apex Court fixed a timeline for the Central Government to appoint the judges of the High Courts. It was indeed
a courageous step that was much required to solve the problem of motivated delays in judicial appointments. The Court asked the Central Government to follow these guidelines to expedite the appointments of High Court judges in the country: (1) The Intelligence Bureau(IB) should submit its report/inputs within 4-6 weeks from the date of recommendation of the High Court collegium, to the Central Government; (2) It would be desirable that the Central Government forward the files/recommendations to the Supreme Court collegium within 8 to 12 weeks from the date of receipt of views from the State Government and the report/input from the IB; (3) It would be for the government to thereafter proceed to make the appointment immediately on the aforesaid consideration and undoubtedly if the government has any reservations on the suitability or in the public interest, within the same time it may be sent back to the Supreme Court collegium with the specific reasons for reservation recorded. If the Supreme Court collegium, after consideration of the aforesaid inputs, still reiterate the recommendation(s) unanimously(cl.24.1), such
appointment should be processed and it should be made within 3 to 4 weeks. Ironically, the Central Government forgot these guidelines within a few months. Recently, Mr. Kiren Rijiju, the Union Law Minister, while replying to a written question in Parliament, said: “Hence, the time needed for filling up of vacancies of judges in the higher judiciary cannot be indicated. While every effort is made to fill up the existing vacancies expeditiously, vacancies of judges in High Courts do keep on arising on account of retirement, resignation or elevation of judges and also due to increase in the strength of judges”. The Union Law Minister’s reply in Parliament rules out any timeline for judicial appointments. It is indeed a piece of disturbing news. The Union Law Minister is expected to be fully aware of the recent judgment of the Apex Court regarding judicial appointments and he should inform Parliament about the judgment properly. It seems the Law Ministry of the Union Government is not taking the Supreme Court’s ruling seriously. As per Article 141 of the Constitution, the timeline fixed by the Supreme Court
constitutes the law of the land and the Central Government is bound to implement the ruling under Article 144 of the Constitution. People need speedy justice. Around 60 lakh cases are pending in all the High Courts in the country. Willful ignorance of the judicial rulings is not an option at all to avoid the responsibility. Is the country short of lawyers to fill up the posts of judges in High Courts? I do not think so. The High Court collegium, the Supreme Court collegium, and the Central Government have to work together to fill up the vacancies of judges and Chief Justices in the High Courts on a priority basis. Four High Courts in the country are functioning without permanent Chief Justices. As vacancies of High Court judges can be anticipated fairly accurately, the High Court collegiums should start the process to fill up a post well in advance before the retirement of a judge. The High Courts are the backbone of our judicial system and all efforts should be made to ensure that the High Courts function with the full strength of judges. Saudia plagued by an unIslamic practice Nagas are not a minority group or an indigenous people in India An allegedly unIslamic practice has mushroomed in Saudi Arabia, with wider societal and moral implications, while the Saudi authorities remain indifferent to it. The Saudi society currently is facing a dilemma bordering on societal norms, morals and Sharia. This peculiar situation has developed mainly due to the increase in number of Zawaz Al-Misyar or Misyar marriages in the Kingdom. A Misyar marriage is considered legal across Arab countries, but is not favoured upon due to its immoral basis, though legally it stands the trial of Sharia. Its opponents say that no reference to such marriage is found in the Holy Quran or Ahadith (the saying and practices of the prophet Muhammad-PBUH). They further put it at par with Muttah marriage, which is prevalent amongst the Imamiyyah Shiites. What is Misyar? Basically, Misyar is a contract under which the husband and wife give up several rights by their own free will, such as living together, equal division of nights between wives, the wife’s rights to housing, and maintenance money (nafaqa), and the husband’s right to home-keeping and access etc. The couple continue to live separately from each other, as before their marriage, but get together regularly, often for sexual relations in a permissible and halal manner. Although allowed in some Muslim countries, Misyar is not popular with many because women lose nearly all their rights in this confidential marriage. A large number of such marriages end up in divorce. A Saudi study conducted by Mada Bint Abdul Rahman Al Qurashi at the King Saud University confirmed the necessity of working to reduce the exorbitant costs of marriage so that some men do not have to resort to a Misyar marriage for economic motives. The study stressed the need not to increase the mehr (gifts and money given by husband to his wife after the nikah), as it is one of the main reasons for the spread of Misyar marriage in Saudi society, particularly among not well-off young Saudis. The Saudi study showed that one of the reasons for husbands resorting to Misyar marriage is that most Saudi women do not accept the idea of polygamy. The study further called for conducting studies aimed at uncovering the reasons for the spread of a Misyar marriage among different segments and groups of the Saudi society in different cities of the Kingdom, so a proper strategy could be formed and a campaign started against it. It showed that women often resort to Misyar marriage, forfeiting their right to maintenance and overnight stay, in order to obtain a husband who provides her with the life needs that were difficult for her, and that most divorced women resort to Misyar marriage because of their desire to marry and chastity, as well as the woman’s desire to move and travel freely. Even the Saudi government is aware of the ill effects of Misyar, Al Watan newspaper quoting government sources reported in 2018 that such marriages are often short-lived, with most ending in divorce from anywhere between 14 and 60 days. Some time back a prominent Riyadh cleric attributed its proliferation to men unwilling to shoulder the full responsibilities of polygamous marriage, which is permitted in Islam as long as all wives are treated equally.
Senior Saudi journalist Tariq Al Maeena in one of his columns published in the Saudi Gazette daily in 2019, termed Misyar as a “license to have multiple partners without much responsibility or expense”. “Reports in the Saudi press have spoken of growing concerns over the number of children fathered by Saudi males in their trips abroad and abandoned for all practical purposes.” he wrote. Misyar and Sharia Though no reference to Misyar is found either in the Holy Quran or the Ahadith, one is also not sure how and when it crept in the Saudi society. Moreover Misyar is permissible only under Hanbali Fiqh (school of Sharia or jurisprudence), which is prevalent in Saudi Arabia. Saudi clerics say the practice has proliferated since 1996, when the then Grand Mufti, the kingdom’s highest religious authority Abed Al Aziz Ibn Baz, legitimised it with an Islamic edict. But no one is ready to ascertain what were the factors based on which the Grand Mufti issued such a controversial fatwa. Since then many fatwas have been issued concerning the legality of the Misyar marriage. At the beginning Sheikh Al Athemain, made a distinction between the legal aspect and the moral or social consequences of the ambulant marriage. Nevertheless he did not say that it is against the Sharia; however, what scholars fear, are its dangerous and unpredictable social consequences, which no one is ready to address. According to Sheikh Al Athemain and Sheikh Al Yusef Qardawi, the Misyar is a lawful marriage since it includes a contract, a declaration and a dowry. However, within this marriage, the fact that the Misyar wife gives up her rights of cohabitation and nafaqa are ones which no jurist is ready to address. Most of the Islamic jurists take a very convoluted and cautious approach to the issue by saying that it fulfills the requirement of the Sharia and when pointed out that no reference to it is present in either the Holy Quran or the Ahadith, they evade response. But most of the Indian fuqah (Jurists) who follow the Fiqh-e Hanafi describe Misyar as an unIslamic practice. Mufti Amanat Al Qasmi, Mufti at Dar-ul Ifta (Department of Jurisprudence) at Darul Uloom - Waqf, Deoband says categorically that fulfilling the legal aspects of a lawful marriage in certain aspects doesn’t grant the status of legality to Misyar marriages. He opines that as a jurist and alim (scholar) one should also consider the moral and customary aspects of a decision and should not be bound by the legalese and take cover under them. In addition Misyar also exposes the contradictions found in the Saudi society. One can only hope that Crown Prince Mohammad bin Salman, who has taken many progressive steps to ensure rights to women, he might also take-up this issue with jurists and campaign against it. In addition he should also call for decreasing the mehr amount, which not every young Saudi is able to meet, therefore trying to solve two issues with one edict and also freeing the Saudi society from an allegedly unIslamic act. e have come across that some educated Nagas often speak and write as if Nagas are a minority group and an Indigenous people in India. To this I would like to bear witness of the historical facts that Nagas are not a minority group or an indigenous people in India or in any other foreign country. Because Nagas are not Indian and Nagaland does not belong to India. We, Nagas are a Nation in our own birthright and tradition. Therefore the Naga Nation will never accept such thing that was and is non-existent. From time immemorial, Nagas are a distinct people living in our own land, Nagaland. Every Village had its own democratic way of life. By the grace of God, the father of our Nation A.Z. Phizo brought every Naga village under one umbrella of the Naga National Council (NNC) and declared Naga independence on 14th August 1947 one day ahead of India’s independence. Then NNC conducted the Naga voluntary Plebiscite on 16th May 1951. Where 99.9% of Naga people voted to remain a sovereign Nation. Thus our people led by the NNC proclaimed the Federal Government of Nagaland (FGN) on 22nd March 1956 at Parashen through a federation to govern all Naga territories and raised Naga Army to defend our people and Nation as the Indian Army invaded our country in 1955 and this led to the undeclared Indo-Naga war of ten years. But the war came to an end by signing of an International Ceasefire Agreement between the Federal Government of Nagaland (FGN) and the Government of India (GOI) in 1964 and which was officially effected on 6th September, 1964 through the tireless efforts of the Nagaland Peace Council (NPC) and Peace Mission members, viz; Jayaprakash Narayan, Sarvodaya leader, Bimala Prashad Chaliha, C.M. of Assam and
Rev. Michael Scott (British) an international peace maker. The NNC/FGN therefore upholds this Ceasefire Agreement up to this day. Besides, our people sent A.Z. Phizo, President, NNC in 1956 abroad to make known the invasive situation in Nagaland to the World. A.Z. Phizo in his notes titled “Nagaland as a country” Said, NA G A L A N D i s a n ancient country, as old as any other ancient Country in South East Asia. 1. The Nagas are not a migratory people. 2. Nagaland is a Christian country, now over a century old. 3. N a g a l a n d e n j oy s Pure Democracy. The system had been evolved and perfected first not as a political system but as a way of life and it has not undergone any change since it is rooted in the people which serve the country best. 4. The Naga society is a classless society since it enjoys pure democracy. Men and women are equal which our Forefathers had laid it that men and women are the same and equal. 5. Traditionally the Nagas do not maintain prison nor arrest anybody and police was unnecessary for maintaining law and order. The country is so organized that the people live together as one family. 6. Land belongs to the people individually or collectively as private and personal property and it does not belong to the state. 7. Lastly, the organization of the Naga way of life is such that Nagaland had never been conquered by its neighbours at any time in Human history. The political foundation of Nagaland is firm and strong as it is based on the consent of the people as a whole, and it has proved from hundreds of years experience that we have perfected what we need and
that we need nothing better or higher a system than Pure Democracy. Since the Nagaland is ruled by the people’s authority, land belongs to the people as private and personal property which inspires man to pave greater confidence in themselves for self-reliance and it gives one a sense of joy and happiness that you are your own master. We are thankful to God for all what we have because we are free and equal in every respect and that from time immemorial. And, we are thankful to our forefathers who have laid the foundation for us to stand upon with dignity and without fear and we look forward to the future without worry or anxiety. We know that we have reached our goal for our nation to continue to live in real Human freedom without giving offence to anyone in the country and this freedom nobody can take it away from us. A.Z. In this regard, I wish to draw the attention of the concerned authorities and the citizens. I was shocked to see one of the nullahs in the town area clogged with garbage. I would like to request the authority to look into the issue and address it. Authorities should also act tough against such irresponsible citizens who throw garbage wherever they want. He said crores of toilets have been built across the country under the Swachh Bharat Mission and pucca houses constructed for the poor under the Pradhan Mantri Awas Yojana. “Most of these houses are owned by our sisters,” he said while also listing other schemes launched by the BJP-led government at the Centre. Modi said in the first phase of the PMUY, eight crore poor families, including from the Dalit and tribal communities, were given free cooking gas connections. “We saw how much this helped during the Covid-19 pandemic. When there was no movement and businesses were closed, crores of poor families were given free gas cylinders for many months.”

GHATAL (WB), AUG 10 (PTI): West Bengal Chief Minister Mamata Banerjee hit out at the Centre on Tuesday over flood in the Paschim Medinipur district, stating that the situation was a result of the Centre dillydallying the Ghatal Master Plan project. After touring the floodhit areas of Ghatal, Banerjee said she would send a team to New Delhi to pursue the Centre in approving the project. “This is a man-made flood. The Centre is not paying heed to our requests for the Ghatal Master Plan. Repeated requests are falling into deaf ears,” she said. “I have conducted a survey of the area. I will
prepare a report on this,” she added. As per the Ghatal Master Plan, several projects would be undertaken to desilt the rivers in the area, repair the canals and build a dam on the Shilabati river, among others. Banerjee conducted an aerial survey of the areas while returning from Jhargram. Her helicopter landed Moyrapukur from where she went to meet people affected by the flood. The administrative meeting, which was scheduled to be held at an auditorium in the area, was cancelled because it was inundated in floodwater, officials said.
‘Delta variant confirmed in more than 80% of fresh COVID-19 cases’
NEW DELHI, AUG 10 (AGENCIES): The Delhi government on Tuesday said the Delta variant of coronavirus has been detected in at least 80% of the samples sent for genome sequencing during the second wave of COVID-19 in Delhi, reports Zee News. Delhi Health Minister Satyendra Jain said that more than 80% of fresh coronavirus cases are also of Delta variant. “The fresh samples that we are sending now have more than 80 per cent of the Delta variants case. Earlier we were sending samples to

ICMR, they had also told the same. Now we are testing it in our labs, only Delta variants are coming out in them too,” added Jain. Replying to a question related to deaths due to oxygen shortage in Delhi, Jain
said that the Centre has not yet asked them for data regarding the casualties during the COVID-19 second wave. Delhi Health Minister said, “We haven`t received any letter from the central government asking for the data on oxygen-related deaths.” At a meeting of the Delhi Disaster Management Authority, which devises COVID management policies for the capital, the health department shared that the Delta variant (B.1.617.2) has been detected in 83.3 per cent of the samples sent for genome sequencing in Delhi in July. In May and June, the
variant was found in 81.7 per cent and 88.6 per cent of the samples, respectively. In April, it was found in 53.9 per cent of the samples. The data also showed that the Delta variant has been found in 1,689 of the 5,752 samples from Delhi processed at the National Centre for Disease Control (NCDC) so far. The Alpha variant ( B.1.1.7) has been detected in 947 samples. Both Alpha and Delta variants have been classified as “variants of concern” by the World Health Organisation. The Delta variant was identified in India in De-
cember 2020 and has subsequently been detected in over 95 countries. It was majorly behind the deadly second COVID wave that infected lakhs and killed thousands in the country. The Alpha variant was first detected in the UK last year. However, the Delhi government has started its preparation for the third wave, said Jain. The AAP leader added, “We are preparing 37,000 beds, 12,000 ICU beds for the next wave.” It may be noted that the Delhi government has launched a colour-coded graded response system for COVID-19 management.

Should we give them any weightage?” Eshwarappa said. “Let them say now who is joker whether Congress, BJP or Eshwarappa?” he said.

Further, Considering the various stages of activity involved, the Commission recommended that a strict time-line be prescribed for start and finish of each activity, in respect of Naga/ non-Naga tribes/permanent residents/pre-1940 Gorkhas. In the event of detecting a discrepancy at any stage, accountability must necessarily be fixed, the Commission said. As a precautionary measure, a self-declaration has been suggested in the form itself. The commission further stressed that Land laws require to be tighten and adoption of preventive measures was an immediate felt need. It said that the practice of transfer of land and mutation of patta, in favour of non-tribals, on the
basis of indigenous inhabitant certificate speaks either of ignorance or of blatant violation of the land laws of the State. The Commission also noted that in recent times, there had been an increasing number of cases of procurement of land in Dimapur, by indigenous tribal woman. Although no specific instance was cited, it was alleged that many of these women are married to non-tribals and persons not indigenous to Nagaland, it added. While pointing out that the right to purchase and own land by women cannot be compromised, the Commission however said that in such instances, it must categorically be notified that ownership will only be during her lifetime and that neither her husband nor their children shall have hereditary rights to the property, if she is married to a non-indigenous/non-tribal. But in view of the apprehensions voiced by the Naga Hoho, NSF, NMA and South Nagas’ Union of Nagaland, the Commission said that the state government may like to flag this issue for consideration. Meanwhile, with regard to the issue of a nonindigenous person of Nagaland being the chairman of a village council, the Commission pointed out that the criteria/conditions of according recognition to a village had been modified via Home department OM dated March 22, 1996 Sl. No.iii which read as: “A new village should be constituted by indigenous inhabitants only”, which has implications on the qualifying criteria to be a member of a village council. In this regard, the Commission recommended that the prescribed qualification to be a member of the village council, as per Section 5 of the Nagaland Village and Tribal Councils Act, 1978, be suitably amended by incorporating “indigenous inhabitant” as a third condition to the existing conditions of being “a citizens of India” and “has attained the age of 25 years.”
Kerala reported more than half of India’s total Covid cases in past 7 days
NEW DELHI, AUG 10 (PTI): Kerala reported more than half of the total COVID-19 cases recorded in the country in the past seven days, the central government said on Tuesday. At a joint press briefing on the pandemic, an official said that 37 districts across nine states, including Kerala (11 districts) and Tamil Nadu (seven districts), were showing rising trend in daily new COVID-19 cases over the last two weeks.
As many as 44 districts across 11 states and union territories reported a weekly positivity rate of more than 10 per cent, the official said. Kerala reported 51.51 per cent of the total COVID-19 cases recorded in India in past seven days, he said. According to the central government, the reproduction number that denotes the spread of COVID-19 was more than 1 in five states -- Himachal Pradesh,
Punjab, Gujarat, Madhya Pradesh and Uttar Pradesh. The increasing trend of reproduction number in some states is cause of concern, although there is stabilisation in COVID-19 cases in the country, it said, adding there are significant reasons to enforce pandemic control measures. The government said Delta Plus variant of SARS-CoV-2 has been detected in 86 samples in India, including 34 in Maharashtra, as on August 9.

NEW DELHI, AUG 10 (IANS): With the receding impact of the second wave of Covid-19 pandemic, signs of economic recovery have been visible since the second half of May, according to the Finance Ministry. The Monthly Economic Review for July, released by the Department of Economic Affairs (DEA), noted that the robust recovery in tax collections cushions the fiscal towards meeting the budgeted support to the economy. “With the second wave abating in most parts of the country, and state governments lifting the restrictions in phases, there are visible signs of economic rejuvenation since the second half of May,” it said. No treatment yet exists for Marburg but doctors say drinking plenty of water and treating specific symptoms improves a pa-
tient’s chances of survival. Samples taken from the patient in Guinea, who has since died, were tested in the country’s laboratories, and returned a positive result for the Marburg virus. It was identified in Guéckédou last week, the same region where recent Ebola cases were found in an outbreak which is now over. The WHO’s Africa director Dr Matshidiso Moeti said the virus had the potential to “spread far and wide”. But she praised “the alertness and the quick investigative action by Guinea’s health workers”. Is the Delta Variant Hitting Kids Harder?
he Delta variant is proving just as infectious for children as for everyone else, with pediatric cases surging in some parts of the United States, pediatricians and children’s hospitals say. However, it’s not clear yet whether the variant is any harsher on kids compared to earlier COVID-19 strains, leading to more hospitalizations and brushes with death rather than just the sniffles. Child cases of COVID-19 steadily increased throughout July, as Delta became the dominant strain in the United States, according to tracking data kept by the Children’s Hospital Association and the American Academy of Pediatrics (AAP). More than 71,700 COVID-19 cases in people under the age of 18 were reported between July 22 and July 29, with kids and teens representing about one in five new cases that week, the data shows. Doctors and nurses at Johns Hopkins All Children’s Hospital in St. Petersburg, Fla.— a state hammered by the Delta surge — “have been extremely busy caring for pediatric patients diagnosed with COVID-19
in the past few weeks as we’ve seen one of the highest increases in COVID-19 cases at our hospital since the beginning of the pandemic,” said Angela Green, the hospital’s vice president and chief patient safety and quality officer. But there are mixed reports regarding the severity of illness linked to the Delta variant in kids. The tracking numbers show that the rate of pediatric COVID-19 hospitalizations is about the same as it has been for earlier variants, varying between 0.1% and 1.9% depending on the state. “While we are seeing an increase in overall cases, our hospitalization rate for COVID has remained the same,” Green said.
The AAP agrees, saying that “at this time, it appears that severe illness due to COVID-19 is uncommon among children.” Some doctors seeing more severe COVID in children as cases rise But one front-line doctor disagrees, suspecting that Delta is indeed harder on kids although there’s currently no hard numbers to prove it. In the past, doctors in the emergency room at Le Bonheur Children’s Hospital in Memphis, Tenn., usually learned that a kid had COVID while treating some other problem, like a broken leg or arm, said Dr. Nick Hysmith, the hospital’s medical director of infection prevention. Routine testing
would reveal an asymptomatic infection while doctors treated the immediate medical issue. The Delta surge has changed that equation for Le Bonheur, which receives patients from Arkansas, Mississippi and west Tennessee, Hysmith said. “In the past week and a half to two weeks, we’ve seen kids presenting and being admitted for COVID. They’re having respiratory symptoms, shortness of breath that has required hospital admission,” Hysmith said, noting that these patients are mainly between the ages of 10 and 13. “We’ve had kids intubated over the past week with COVID pneumonia. We’ve had kids that have required very aggressive pulmonary interventions just shy of being intubated in our critical care area,” he continued. Hysmith thinks “there’s something about Delta that’s a little different, in that we are seeing more severe disease.” Other experts aren’t so sure, instead wondering if the sheer number of new cases caused by the Delta variant has simply led to a misperception of that strain’s severity.
“I think the jury’s still out. There’s not enough data at this point to say for sure if it’s going to be more severe,” said Dr. Kristin Oliver, an assistant professor of pediatrics with the Icahn School of Medicine at Mount Sinai, in New York City. Rise in infections could trigger more cases of inflammatory condition in coming weeks The infectiousness of the Delta variant has meant that more kids are catching the virus, said Dr. Ezekiel Emanuel, co-director of the Healthcare Transformation Institute at the University of Pennsylvania, in Philadelphia. That’s compounded by the fact that kids younger than 12 still don’t have a vaccine approved for them, while a majority of older folks now are vaccine-protected against severe COVID, Emanuel and Oliver said. “If you’re looking just at the straight numbers, even if it’s not more severe, as you get more infections you’re going to get more kids hospitalized and unfortunately more kids die,” Oliver said. “We’ll be seeing that increase whether or not it’s more severe.” There is one concern
for current child COVID-19 patients that should be kept in mind, even if their Delta infections are no worse than with previous strains, said Dr. Alice Sato, hospital epidemiologist at Children’s Hospital & Medical Center in Omaha, Neb. A small number of kids with an initially mild COVID-19 infection can later develop MIS-C (multisystem inf lammator y syndrome-children), a syndrome in which hyperactive inflammation damages the heart, lungs, kidneys, brain and other organs. “We expect to start seeing more of those cases as well, and a third to a half of those children require ICU care,” Sato said. “It very heavily impacts their heart in most of those children. Those are the ones who need ICU care, when we really need to support their heart function.” Because of the delayed onset of MIS-C, we’ll start seeing those cases in one or two months, Sato and Hysmith predicted. “If we’re seeing this surge in our pediatric population, I’m very concerned that we’re going to see a surge in MIS-C as well, four to six weeks from now,” Hysmith said. he 2021 edition of the ArtEast Festival, which is being held virtually this year, will focus on art and storytelling, and is “an effort to revive our interest through an understanding and reinterpretation of art that tells a story”. It is ongoing till August 22. Curated by Kishalay Bhattachar jee, ArtEast 2021: Tell me a Story is a virtual documentation of a very strong and sustained element of art-storytelling. Through paintings, illustrations, photo collages, visual poetry, dance, cinema and conversations, ArtEast 2021 is an attempt to understand and reinterpret narrative art practices. An underlying focus of the festival is on art, history, livelihood, migration, documentation and discussion. It began as an attempt to present India’s Northeast region and its neighbourhood from a more contemporary perspective. But the project now seeks to go beyond the region and trace the lineage of art and narrative practices that defy geography and has been at odds to endure and sustain, said the festival. While Australia has been a hockey powerhouse after the 1980s, reigning Olympic and world champions Belgium took the game by storm in the last 10 years by finishing runners-up in 2016 Rio and then winning the gold in Tokyo Games. Besides, Belgium also bagged the World Cup title in 2018 before claiming the European championship crown in 2019. “They (Belgium and Australia) are two worldclass teams we saw in the final (in Tokyo). The Manpreet Singhled Indian men’s hockey team scripted history in the just-concluded Tokyo Games by winning a medal, a bronze, after a hiatus of 41 years. The 23-year-old Chopra became only the second Indian to win an individual Olympic gold in Tokyo on Saturday when he clinched the yellow metal in javelin throw with a best effort of 87.58m. “To encourage javelin throw pan-India, we will celebrate August 7 as National Javelin Day and from next year onwards our affiliated units will hold javelin competitions in their respective states,” AFI’s Planning Commission chairman Lalit Bhanot said during a felicitation function of the athletes, including Chopra. “After that we will have inter-district competitions and we will provide javelins (because there will be lot many required). NEW DELHI, AUG 10 (PTI): The Wrestling Federation of India (WFI) on Tuesday “temporarily suspended” star grappler Vinesh Phogat for indiscipline during her forgettable Tokyo Olympics campaign and also issued notice to young Sonam Malik for misconduct. It has been learnt that Vinesh, who crashed out of the Tokyo Games in the quarterfinals after a crushing defeat by ‘fall’, has been given time till August 16 to reply to the notice that mentioned indiscipline on three counts. Vinesh, who had travelled to Tokyo from Hungary where he had trained with coach Woller Akos, had refused to stay at the Games Village and train with the other Indian team members. ICC to bid for cricket’s inclusion in Olympics
DUBAI, AUG 10 (IANS): The International Cricket Council (ICC) on Tuesday confirmed its intention to bid for cricket’s inclusion in the Olympic Games beginning with Los Angeles 2028 (LA28) edition. “We would love for cricket to be a part of future Games. Our sport is united behind this bid, and we see the Olympics as a part of cricket’s long-term future. We have more than a billion fans globally and almost 90 percent of them want to see cricket at the Olympics,” said Greg Barclay, the ICC chairman in a statement issued by the ICC. The ICC has convened a working group meeting which will be focused on cricket becoming part of the Olympic family for Los Angeles Games 2028, Brisbane Games 2032 and beyond. “Clearly cricket has a strong and passionate fanbase, particularly in South Asia where 92% of our fans come from, whilst there are
also 30 million cricket fans in the USA. The opportunity for those fans to see their heroes competing for an Olympic medal is tantalising,” said Barclay.
