Oting massacre: SIT submits Covid situation may change rapidly: Centre preliminary report to State Govt

State logs 32 new Covid-19 cases D I M A P U R , JA N 1 0 (NPN): Nagaland on Monday recorded 32 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 16 were from Dimapur, 12 in Tuensang, two in Kohima and one each in Mokokchung and Peren, taking the total caseload to 32302. The State’s sample positivity rate on January 10 surged to 7.34% from 1.28% on January 9. Meanwhile, Nagaland along with the rest of the country on Monday started administering ‘precaution dose’ of Covid-19 vaccine to healthcare, frontline workers and those above 60 years in the country.

NEW DELHI, JAN 10 (PTI): As India registered the highest single-day spike of new Covid-19 infections in nearly eight months, Centre on Monday said five to 10% of active cases in the current surge so far needed hospitalisation but the situation is dynamic and may change rapidly, and cautioned states against any “lapses” in their preparedness. Centre sounded a note of caution on a day when the country began administering a “precautionary” dose against the viral infection. It asked states to keep a watch on cases under home isolation and in hospitals. In a letter all states, union health secretar y Rajesh Bhushan said that during the second surge of COVID infections in the country, the percentage of active cases that needed hospital care was in the range of 20-23%. “In the present surge, five to 10% of active cases needed hospitalisation so far. No need to test contacts of Covid +ve patients unless identified as high-risk

Contacts of confirmed Covid cases do not need to get tested unless identified as “high-risk” based on age or comorbidities, according to a new government advisory. Indian Council of Medical Research, Advisory on Purposive Testing Strategy for COVID-19 also said individuals undertaking inter-state domestic travels do not need to get tested either. It said testing can be undertaken either through RTPCR, TrueNat, CBNAAT, CRISPR, RT-LAMP, Rapid Molecular Testing Systems or through Rapid Antigen Test (RAT). A positive point-of-care test (home or self-test/RAT) and molecular test is to be considered confirmatory without any repeat testing, the advisory said. Symptomatic individuals, testing negative on home/ self-test or RAT should undertake RT-PCR test, it stated. “People who need not be tested: Contacts of confirmed cases of Covid unless identified as high risk based on age or comorbidities and individuals undertaking inter-state domestic travel,” said the advisory. It further said that asymptomatic individuals in community setting, people who stand discharged as per home isolation norms and patients “being discharged” from a Covid facility as per revised discharge policy also need not be tested. Listing the category of people who could be tested, the advisory said in community settings, symptomatic individuals, at-risk contacts (elderly over 60 years of age and individuals with co-morbidity) of laboratory confirmed cases may be tested for COVID-19.

KOHIMA, JAN 10 (NPN): The Special Investigation Team (SIT), constituted to probe the incidents at Oting and Mon on December 4 and 5 which claimed the lives of 14 innocent civilians, has submitted its preliminary report to the State government on Sunday. Confirming this to Nagaland Post, sources in the Police Head Quarters (PHQ)said though the provisional report was submitted, it would still take some time before the team submitted its final report. Considering the nature of the case where external factors too were looked into, the sources explained that the investigation was still going on and could take some more time. Though SIT’s onemonth deadline to complete its investigation ended on January 5, sources said it was difficult give any

specific timeframe as they were awaiting the reports from the Central Forensics Science Laboratory (CFSL). Once the forensic reports are made available with few more other details to be compiled, the SIT would then be able submit its final report to the government. The sources claimed that SIT was receiving cooperation from all and the investigation was going on smoothly. They also mentioned that efforts were on to complete the final report, adding that examination of army personnel at Jorhat (Assam), who were reportedly involved in the massacre of civilians, had been completed as well. Meanwhile, Konyak Civil Society Organisations (CSOs) have convened an all “Konyak summit” on January 14 to deliberate on the further course of action due to non-compliance with their charter of demands by

the government. The CSOs said that the resolutions adopted at the proposed all Konyak summit will be final and binding upon all. It was also decided that the summit will declare the stance of the Konyaks regarding the December 4 and 5 incidents, which should be adhered by all citizens. They also reiterated that, as mentioned in its charter of demands, all “officers and jawans involved in the killing of the 14 innocent lives should be booked under applicable civil court and the action taken report must be brought before the public domain within 30 days”. It asserted that Konyaks would not rest if the demands were not met. The CSOs said the summit is to be attended by all nine Konyak legislators, presidents and secretaries of all KU units/branches, subordinating units, unions, councils, associations etc.

DIMAPUR, JAN 10 (NPN): Hundreds of people from different walks of lives began the two-day ‘March against AFSPA’ from Super Market Dimapur to Kohima around 6 a.m. on Monday, even as more joined the march along the way. The walkathon was organised by likeminded citizens with

no political affiliations, to voice their demand for complete withdrawal of Armed Forces (Special Powers) Act (AFSPA), 1958, from Nagaland vis-à-vis the Oting massacre, the organizers said. The walkathon began after a prayer by Forum for Naga Reconciliation member Rev Dr Ellen C. Konyak. The participants including noted church leaders, FNR convenor Dr. Wati Aier

and NMA president Abeiu Meru began their march by singing the song “We shall overcome”, even as the elderly group led the march by humming folk songs. Participants were seen holding placards some that read: “Repeal AFSPA”; “Is Nagaland still under colonial rule?; Repeal this colonial Act- AFSPA”; “There is no freedom without justice” etc. (Cont’d on p-8)

DIMAPUR, JAN 10 (NPN): Rising People’s Party (RPP) termed the “continued silence” of BJP, along with NDPP and NPF, over Union home minister Amit Shah’s “condemnable” statement in Parliament on Oting killings as deafening. RPP president Joel Naga and general secretary Amai Chingkhu, pointed out that BJP was yet to public correct, let alone question or condemn Shah’s “fabricated” statement in the Lok Sabha regarding the killing of 14 innocent Nagas (On December 4 and 5). RPP pointed out that the deafening silence of the state BJP, its Mahila Morcha and Yuva Morcha, was in sharp contrast to their recent uproar against the Punjab government for the security lapse when Prime Minister Narendra Modi was left stranded at Ferozepur in Punjab (Cont’d on p-8) for 15 minutes.

Correspondent adds: Eastern Naga Students’ Federation (ENSF) has reiterated its demand for justice to victims of Oting massacre. Addressing the media at Piphema, where participants of the walkathon arrived after marching from Dimapur, ENSF president Chingmak Chang said another way to do justice to the victims would be by booking all jawans and officers of Indian Army involved in the gruesome killing of 14 innocent civilians at Oting and subsequently at Mon. He said the government should also give Rs. 1 crore to each of the victim’s families and Rs 50 lakh to each of the injured as they were currently admitted at various hospitals.

RPP pointed out that the helter-skelter scenes of Nagaland BJP and their leaders while trying to outdo each other in condemning the Charanjit Singh Channi government on Twitter, Facebook and other social media platforms was perhaps part of their job. RPP however said that what was “un-digestible for Naga public” was that none from the same party dared question their high command when Amit Shah lied to Parliament. RPP said such double standard of BJP had hurt the sentiments of every patriotic Naga and angered all right-thinking citizens. They said that perhaps BJP thinks that “15 minutes is more important than 15 lives” which seemed to be on track. “Sycophancy and nautanki have been part and parcel of Indian politics, but Nagas in BJP seem to have taken it to another level,” RPP stated.

LONDON, JAN 10 (REUTERS): High levels of T-cells from common cold coronaviruses can provide protection against COVID-19, an Imperial College London study published on Monday has found, which could inform approaches for second-generation vaccines. Immunity against COVID-19 is a complex picture, and while there is evidence of waning antibody levels six months after vaccination, T-cells are also believed to play a vital role in providing protection. The study, which began in September

2020, looked at levels of cross-reactive T-cells generated by previous common colds in 52 household contacts of positive COVID-19 cases shortly after exposure, to see if they went on to develop infection. It found that the 26 who did not develop infection had significantly higher levels of those T-cells than people who did get infected. Imperial did not say how long protection from the Tcells would last. “We found that high levels of pre-existing T cells, created by the body when

infected with other human coronaviruses like the common cold, can protect against COVID-19 infection,” study author Dr Rhia Kundu said. The authors of the study, published in Nature Communications, said that the internal proteins of the SARS-CoV-2 virus which are targeted by the T-cells could offer an alternative target for vaccine makers. Current COVID-19 vaccines target the spike protein, which mutates regularly, creating variants such as Omicron which lessen the

efficacy of vaccines against symptomatic infection. “In contrast, the internal proteins targeted by the protective T-cells we identified mutate much less,” Prof Ajit Lalvani, co-author of the study, said. “Consequently, they are highly conserved between the various SARS-CoV-2 variants, including Omicron. New vaccines that include these conserved, internal proteins would therefore induce broadly protective T cell responses that should protect against current and future SARS-CoV-2 variants.”

CPI (M) senior leaders Prakash Karat and his wife Brinda Karat have tested positive for COVID-19, a senior leader of the Left party said on Monday. CPI(M) Telangana said the leaders were in the city to attend the party's Central Committee meeting held from January 7-9.
