D I M A P U R , N OV 1 0 (NPN): Former Governor and four-time chief minister and Naga veteran politician, Dr. S.C. Jamir described the Padma Bhushan he received, as an award given to the Naga people for their contributions towards nation building. Dr. S.C. Jamir, was confer red with Padma Bhushan by Government of India under Prime Minister Narendra Modi which was presented to him by the President of India Ram Nath Kovind on November 8 at the Durbal Hall of Rashtrapati Bhavan. He said this while speaking to media at his Chümoukedima residence, when asked how he felt about getting the award. Dr. Jamir explained that the award was in recognition of services he (as a Naga) rendered to both Nagaland and the country spanning over 60 years, starting from the time he became the first Lok Sabha MP (prior to Nagaland statehood, in 1961). “Whatever is given or awarded is the reflection of the Naga image all these years,” Jamir said. government of India including leaders of both the Naga political groups, that the Framework Agreement signed on August 3, 2015 and the Agreed Position, signed on November 17, 2017 came about due to wisdom and political foresight of the negotiating parties. He said leaders of both NPGs should be proud of having signed two “very pragmatic” agreements for the benefit of the people of Nagaland and the government of India. The veteran politician said the NPG leaders should honestly tell Nagas that they should welcome the agreements and in turn, Nagas should welcome the

agreements. When asked whether the issue of flag and constitution should be added to the final agreement, Dr. Jamir said if both the agreements (Framework Agreement and Agreed Position), were perused, “nothing has been mentioned about flag and constitution as both are attributes of an Independent sovereign country,” adding he wasn’t going to get into further discussion on the matter. In his message to the younger generation, Dr. Jamir said he would sincerely and honestly appeal to the young generation to cope with the changing world as they are citizens of the 21st century. He also said the

younger generation should try to “design a better future for the people of Nagaland and themselves,” Earlier on arrival, Dr. Jamir and his wife Mrs. Alemla were accord an impressive welcome at the airport by hundreds of wellwell-wishers dressed in traditional attires. PTI: India recorded a single-day rise of 11,466 Covid-19 cases on Wednesday, taking the country’s tally of infections to 3,43,88,579, while the count of active cases has declined to 1,39,683, the lowest in 264 days. The death toll climbed to 4,61,849, with 460 more fatalities being recorded, according to the data updated at 8 a.m.

Cement price likely to rise C H E N NA I , N OV 1 0 (PTI): The India Cements Ltd on Wednesday said price of cement would increase as every cement factory faces “pressure on cost” and the industry was suffering from the huge impact of rise in coal price. “The rise in cost (of coal) has taken place....the price of coal we were getting was about USD 70-80 per tonne and went up to USD 105; and from there it went to USD 135. Now, it is USD 250 per tonne,” said vice-chairman and managing director of the cement-making company N Srinivasan. Elaborating on this, he said the company was prudent as it has coal of about four lakh tonne which can produce 27 lakh tonne of cement clinkers. “We have four months of stock, but beyond that we are looking at the higher costs of coal. This will apply to everybody (every cementmaker) not only us (The India Cements),” Srinivasan, also managing director of the company, told reporters.

‘Volatile’ situation on borders, forces must be prepared to respond: Rajnath NEW DELHI, NOV 10 (IANS): Citing the volatile situation on the borders, Defence Minister Rajnath Singh on Wednesday said that the armed forces “need to be prepared to respond at a short notice for any contingency”. Addressing the second bi-annual Indian Air Force Commanders’ Conference at the air headquarters, he stressed that the role of IAF in future conflicts is crucial and it needs to harness the capabilities and opportunities offered by Artificial Intelligence, Big Data Handling, and Machine Learning. Rajnath Singh also mentioned that the efforts in the field of indigenisation through ‘Make in India’ initiative of the government are showing results and the orders of LCA Mk 1A and C-295 will open new opportunities in the indigenous aerospace sector. Expounding on theaterisation, he noted that enhancing jointness is essential and the structure should be

HYDERABAD, NOV 10 (PTI): The ideal time for a booster dose for COVID-19 vaccine is six months after the second dose, Bharat Biotech Chairman and Managing Director Krishna Ella said on Wednesday, and also emphasised the importance of having a na-

sal vaccine. He also pointed out that his company was the first in the world to develop a Zika vaccine. Taking the Covaxin vaccine by the Prime Minister Narendra Modi showed confidence in Indian Science, he said at the Times Now Summit 2021. “The ideal time for a booster dose is six months after the second dose,” Ella stated. Bharat Biotech is also looking at nasal vaccine as a booster dose as its scaling up capacity is very easy when compared with

Covaxin, he added. About the importance of nasal vaccine, he said the entire world is looking at nasal vaccines. That is the only way to stop transmission. Everyone is trying to figure out the immunology and fortunately, Bharat Biotech has figured it out. “We are coming out with a nasal vaccine, we are thinking that Covaxin can be given as first dose, the second dose can be given a nasal, that is also strategically, scientifically very

evolved after closely examining various options, and inputs from all stake holders would be taken into consideration. He exhorted the commanders to brainstorm to evolve viable solutions towards the conference theme of “Ensuring Certainty amidst Uncertainities”. Rajnath also appreciated the IAF for maintaining a high level of preparedness, ability to respond on a short notice and displaying high standards of professionalism in carrying out operational and peace time tasks. Indian Air Force chief Air Chief Marshal V.R. Chaudhari briefed him on the current status of the force.

Addressing all commanders, the IAF chief emphasised the need to develop multi-domain capability in order to give a swift and befitting response to any misadventures by our adversaries. Air Chief Marshal Chaudhari also emphasised on the need for joint training with the Indian Army and Indian Navy to enable synergised application of combat power in future conflicts. The Commanders’ Conference is being conducted from November 10 to November 12. As uncertainty in the geo-political landscape makes it an imperative for the armed forces to train, equip and adapt to rapid changes, top commanders will, during the Conference, discuss and brainstorm situations which may affect national security and focus on measures to enhance operational capability. Issues pertaining to strengthening training and optimising human resource policies for effective utilisation of manpower will also be discussed.

Covid pandemic generated 8mn tonnes of plastic waste: Study LOS ANGELES, NOV 10 (PTI): The COVID-19 pandemic has generated more than eight million tonnes of plastic waste globally, with over 25,000 tonnes of it entering the oceans, according to a study. The research, published in the journal Proceedings of the National Academy of Sciences, found that a significant portion of this ocean plastic debris is expected to make its way onto either beaches or the seabed within three to four years. A smaller portion will go into the open ocean, eventually to be trapped in

the centres of ocean basins, which can become garbage patches, and accumulate in the Arctic Ocean. The researchers noted that the Covid-19 pandemic has led to an increased demand for single-use plastics such as face masks, gloves, and face shields. The resulting waste, some of which ends up in rivers and oceans, is intensifying pressure on an already out-of-control global plastic problem, they said. The study stresses on the need for better management of medical waste in developing countries. (Read more on p-9)

important because with the second dose, if it is a nasal one, you stop the transmission of the virus…,” Ella said. Nasal vaccine works well if someone has been infected or if someone has been vaccinated with one dose, he added. About the Prime Minister taking the Covaxin shot, he said, “What would a scientist like to have? A country head taking his vaccine. That is the best satisfaction a scientist can get… It shows confidence in the Indian science, con-

fidence in the startup, and confidence in our innovation…” Speaking about a vaccine for Zika, Ella said Bharat Biotech is ready with a vaccine for Zika virus. Phase I is complete. The government has to take up more trials because there are more cases now. “We were the first company in the world to develop the Zika vaccine in 2014… We were the first one to file for a global patent for Zika vaccine”, he added.

stakeholders. It said that as per the resolution, the stakeholders remarked the road and sites on June 11 and 12, 2021. ZTTLMC said that the re-marking report was officially approved on June 17, 2021 in the presence of advisor school education KT Sukhalu at the residence of the DC Zunheboto. It said that the company then verbal assurance that the work within town area would be completed before March 2022. However, it said the company and the contractors failed to comply with the “re-marking reports” as per the resolution. ZTTLMC said a meet-

CONSUMER COMMISSION VACANCIES

SC warns of imposing exemplary costs on state govts for non-compliance

NEW DELHI, NOV 10 (PTI): Supreme Court on Wednesday warned of imposing exemplary costs on state governments in case of failure to submit a status report within a week regarding the vacancies, including on the infrastructure, in state consumer dispute redressal commission. A bench of Justices SK Kaul and MM Sundresh said it would take stern action if reports are not submitted and a cost of Rs 2 lakh will be imposed on them which will be recovered from officers. “The counsel for states assured that the deficiencies would be addressed within a week. We remind the defaulting states that we will take stern action if reports are not submitted and a Rs 2 lakh cost will be imposed on them. This will be recoverable from officers. If this is the only language understood, we will do it,” the bench said. The top court was hearing a suo motu case on inaction of the governments in appointing president and members/staff of Districts and State Consumer Dis-

putes Redressal Commission and inadequate infrastructure across India. “Respect for time schedules is not being kept and this throws hearing out of gear. We don’t seem to discipline ourselves with any sense of time,” the bench said. At the outset, senior advocate Gopal Sankaranarayanan, appointed as amicus curiae in the case, informed the bench that all the states have not submitted reports in the prescribed format. The bench expressed displeasure at the non-compliance by the states of its order dated October 22, 2021. Expressing displeasure over delay in appointments in the Districts and State Consumer Disputes Redressal Commission, the top court had earlier said if the government does not want the tribunals then it should abolish the Consumer Protection Act. The apex court had said it is unfortunate that the top court is being called upon to examine and fill up vacancies in tribunals. K Y M C
