Venkaiah Naidu on Sunday urged students from the rest of the country to make at least one friend from the region to know it better and fight the stereotyping of its people. Stressing the need to include lessons about the history and culture of the Northeast in the curriculum, Naidu said, “In addition to correcting the imbalance in curriculum, more student
exchange programs should be conducted with the North Eastern states... I would urge students from across India to make at least one friend from the North-East and learn about their rich linguistic and cultural heritage. This is the way forward to strengthen the unity of the nation.” Lamenting that despite being such a wonderful place, the general attitude toward the North East to this day is largely characterised by ignorance, lack of appreciation and stereotyping in the rest of India, Naidu urged people to visit the region to appreciate its beauty and cultural richness, DH report stated. The fact is that seven of the eight states of the region performed better than the country’s Human
Development Index (HDI) in 2019. But how many of us are aware of this?” Naidu asked in his post on Sunday. Not many outside the region would know that the National Crime Records Bureau (NCRB) report finds Nagaland as the safest state for women in India, he pointed out. Naidu also said that Assam is world renowned for its tea and silk, while Manipur, a state with just 0.24 per cent of the country’s population, produces a good number of international sportspersons. “I have a better understanding of the men, matters, aspirations, challenges and opportunities of the region. A welcome development is the decline in insurgency in the region. I am confident that the North Eastern region would become totally free of insurgency in the near
future in view of the various developmental initiatives and the strong desire of the people for peace and progress,” he said. Naidu urged people from other parts of the country to visit the North-East to appreciate the natural beauty and cultural richness of the region. “We have a lot to learn from the North Eastern states. Some time back, I saw a video of a road in Aizawl, Mizoram and was amazed to see motorists observing strict traffic discipline even though no traffic cop is in sight. This is a rare sight in other big Indian cities,” he said to drive home his point. Naidu said he had to cut short his visit to Mizoram to enable the state administration focus more on dealing with an upsurge in COVID-19 cases.

KOHIMA, OCT 10 (NPN): Nagaland chief minister Neiphiu Rio, planning & coordination, parliamentary affairs minister Neiba Kronu and leader of NPF Legislature party leader T.R. Zeliang met with NSCN (IM) leaders and Government of India representative and Interlocutor, AK Mishra in Delhi on Sunday in connection with the Naga political issue. Rio flew to Delhi Saturday along with NPF leader T.R. Zeliang to join Neiba Kronu who was already there in their mission to play their role in ensuring talks were on track. According to highly placed sources, Rio, Zeliang and Kronu met A.K Mishra at Nagaland House Delhi. The three had reportedly conveyed the resolution
of the UDA all-party government for early settlement of the Naga political issue. Rio along with Kronu and Zeliang also met with NSCN (I-M) leaders-- ato kilonser and chief negotiator Th. Muivah, chairman Q. Tuccu and vice chairman Tongmeth Wangnao at the Lodhi road residence of Th. Muivah. Sources said that the three leaders conveyed to the NSCN (I-M) leadership the desire of the Nagas for early solution to the Naga political issue at the earliest. As reported in this newspaper, NSCN (I-M) leadership besides WC/ NNPGs led by convenor N. Kitovi Zhimomi have been holding talks with Mishra. Niki Sumi-led NSCN (K) members who were also in Delhi returned to Nagaland on Friday after meeting Mishra.
DIMAPUR, OCT 10 (NPN): Petrol and diesel prices rose again on Sunday for the sixth consecutive day, hitting a fresh record high. According to a price notification of state-owned fuel retailers, petrol price was hiked by 30 paise per litre and diesel by 35 paise a litre. After the price revision, petrol has become costlier at Rs.103.60 a litre in the state capital Kohima while in Dimapur its was Rs. 102.60. Diesel is being sold at Rs. 95.77 a litre in Kohima and in Dimapur Rs.94.96 a litre. A litre of petrol and diesel in Kiphire was the highest in the state at Rs. 106.09 and Rs. 98.18 respectively followed by Tuensang-- petrol at Rs. 105.99 a litre and diesel at Rs. 97.97 per litre. State-run oil refiners such as Indian Oil, Bharat Petroleum, and Hindustan Petroleum revise the fuel rates on a daily basis, by taking into account the crude oil prices in the international markets, and the rupeedollar exchange rates. Any changes in petrol and diesel prices are implemented with effect from 6 am every day.

DIMAPUR, OCT 10 (NPN): Nagaland on Sunday recorded eight fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, five were from Kohima, two in Dimapur and one in Mokokchung, taking the total caseload to 31449. The death toll remained unchanged at 671 (including 15 nonCovid deaths). M e a n w h i l e, a t o t a l o f 1106828 persons (696188 first dose and 410640 second dose) have been inoculated till Sunday. According to Health & Family Welfare department data released on Sunday, the state’s total target was 1250645. Out of
16062 targeted health care workers (HCWs), 15997 have been given the first dose while 13306 received the second dose. Out of 61209 targeted frontline workers, 60943 received the first dose and 47607 second dose. For 45 years and above targeted group (454527), 199662 have received the first dose and 145638 second dose and those between 18 to 44 years age group (796118), 419586 received the first dose while 204089 got their second dose. India doesn’t yet have that Covid safety armour, says top virologist NEW DELHI, OCT 10 (AGENCIES): Even as coronavirus-related curbs across the country are being eased due to declining second wave of the Covid-19 pandemic, top virologist Dr W Ian Lipkin has cautioned against this, saying that India does not yet have the sort of “safety armour” needed to start reopening. The “safety armour,” according to Lipkin, is that a large percentage of people should be vaccinated against the viral illness, which, he said, is “very small” in India’s case. “Less than 20 per cent of your population that’s vaccinated. Then 30 per cent of your population under the age of 18 who are not yet eligible for vaccination. So this means that you don’t have the sort of armour that you need to safely reopen in that way,” Lipkin said while addressing India Today Conclave 2021. The violent incidents were reported while BJP national president JP Nadda was in Imphal on his twoday visit to the State to kickoff the party’s election campaign. As many as 10 people were injured when a group of armed miscreants opened fire at the residence of Manipur Pradesh Youth Congress Committee’s (MPYC) State coordinator Usham Manglem, who is also an aspiring candidate of the party, at Kairembikhok in Thoubal district on Saturday night. Same number of people were also injured in another poll-related violence incident that occurred in Singjamei area of Imphal West district among workers and supporters of BJP and NPP on Saturday night. Mixed response to oil palm mission in NE, experts fear ecological effect GUWAHATI/AGARTALA, OCT 10 (IANS): Oil palm farmers are excited that several North Eastern states inspired by the Centres National Mission on Edible Oils - Oil Palm (NMEO-OP) have undertaken oil palm cultivation in a big way. However, experts and a section of politicians have diverse opinions over the possible adverse impact on the environment and wildlife. The Centre in August launched the Rs 11,040 crore National Mission on Edible Oils-Oil Palm as a new
centrally sponsored scheme with a special focus on the northeast region and the Andaman and Nicobar Islands. Farmers supported by the state governments in Assam, Mizoram, Tripura and Nagaland had undertaken oil palm cultivation in a limited manner around 10 years ago. Two weeks ago, Arunachal Pradesh chief minister Pema Khandu in principle agreed to the proposal of Andhra Pradeshbased Ruchi Soya Industries Ltd to invest over Rs 500 crore on nurseries, planta-
tion, setting up of palm oil factory and refinery. The company urged the state government to allot at least 25 hectares of land to it for the establishment of a 5 MT per hour capacity mill in the state. Assam, Mizoram and Arunachal Pradesh governments have already undertaken ambitious plans to expand oil palm cultivation to a few lakh hectares of land. Hyderabad based 3F Oil Palm company last week announced that it would invest Rs 1,750 crore in the
next five years to expand oil palm cultivation to 62,000 hectares of land in Assam and Arunachal Pradesh creating employment opportunities for over 3,000 people. Company CEO Sanjay Goenka said in Guwahati that the area under oil palm cultivation in Arunachal Pradesh would be expanded from 2,000 hectares to an additional 30,000 hectares with an investment of Rs 750 crore. He said that additional 30,000 hectares of land
would be brought under oil palm farming in Assam investing Rs 1,000 crore. Several hundred farmers in Goalpara, Kamrup and Bongaigaon districts are now cultivating oil palm trees in about 550 to 600 hectares of land for the past few years. After the Union government launched the NMEOOP, several political parties including the Congress, NGOs, experts and environmentalists strongly objected to its large-scale cultivation. (Cont’d on p-8)

He warned there are several more variants of SARS-CoV-2 which are circulating. “There are variants, already circulating, don’t have names. Will they be more capable of transmission? We don’t know. He said the world needs to start thinking not only about vaccines to prevent severe disease, but also that can prevent transmission. “We need to improve our public health infrastructure, be able to track and trace individuals who have been exposed so that we can adopt a ring vaccination strategy, which was so successful in India in eradicating smallpox. “Masking, even if these masks are not what I would consider state-of-theart can also be useful. But people need to change the way they think about themselves and others and be less selfish,” Lipkin added.
Masking and social distancing compliance hits new low: Survey NEW DELHI, OCT 10 (PTI): As India enters the festival season, a survey by a digital communitybased platform that has measured basic Covid-19 safeguards found that only 13 per cent people rated mask compliance in their area and district as effective while just 6 per cent termed social distancing norms as beneficial. The survey by LocalCircles, which received 65,000 responses from citizens residing in 366 districts of India, found out how people were complying to mask and social distancing protocols in cities and districts, while travelling in flights/airports, trains/ railway stations and bus/ bus stands as well as places like vaccination centres which many have visited in the last few months. Sixty-four per cent were men and 36 per cent
respondents were women. Forty-six per cent respondents were from Tier-1 areas, 29 per cent from Tier-2 areas, and 25 per cent from Tiers-3, 4 and rural districts. A previous LocalCircles survey from June 2021, which was shared by the Union Ministry of Health in its briefing on July 6 this year, had indicated that mask compliance was rated as effective by 29 per cent people then and social distancing compliance as effective by 11 per cent. “The drop in mask compliance ratings from 29 to 13 per cent and in social distancing compliance ratings from 11 per cent to 6 per cent indicates that complacency has set in with many now believing that Covid-19 is gone,” said Sachin Taparia, founder of LocalCircles. Power shutdown under Mokokchung division DIMAPUR, OCT 10 (NPN): There will be total shutdown of power from 8 a.m. to 4 p.m. daily between October 11 and November 6 under Mokokchung transmission division due to scheduled vegetation clearance of 132kV & 66kV transmission lines. Mokokchung transmission division executive engineer Ahoto Aye, said that the exercise has been necessitated with the aim to provide stable power supply and avoid unwarranted disruption of power supply. The power department appealed to everyone in the affected areas to extend cooperation and bear the inconvenience during the shutdown period. Longleng and Mon district would be affected by the shutdown between October 11 and 19 when vegetation clearance will be carried out on 66kV MokokchungTuli, 66kV Tuli-N/Mora, 66kV N/Mora-Tizit and 66kV Tizit-Mon transmission lines. Similarly, Zunheboto district will be affected when the vegetation clearance is carried out on 66kV Mokokchung-Zunheboto transmission line from October 18 to 23. Tuensang district will be affected between October 23 and 26 on when the clearance is carried out on 66kV Mokokchung-Tuensang transmission line.
