Govt approves emergency fund to make foot hill road pliable DIMAPUR, SEP 10 (NPN): Under pressure from various quarters demanding completion of the foot hill road project or to face phase-wise agitation starting September 13, the PWD (Works & Housing) has been directed to make the Foothill road pliable even as the State government awaits Centre’s approval to its proposal for declaring the road a national highway or include it under the Bharatmala Pariyojna. According to a statement issued by PWD (W&H) principal secretary Menukhol John, the direction came following a meeting convened by chief minister Neiphiu Rio with deputy CM, Y Patton and department officials Friday. He said administrative approval for Rs 20 crore has been accorded for taking up emergency works, while Rs 10 crore has been earmarked for completion of the Doy-
Rs 20 crore approved for emergency works and Rs 10 crore earmarked for completion of Doyang bridge PWD says govt pursuing with the Centre for release of balance funds under SPA Proposal sent to M o RT H t o d e c l a r e Foothill road as NH or to take up under Bharatmala Pariyojna ang bridge near Governor’s Camp during the current financial year. The department has been instructed to start the tendering process, etc. Realising the importance of having a road along the foothills of Nagaland, he claimed that the State government had initiated construction of more than 300-km road along the foot hill areas in north-western part of the State encompassing large areas of Mon,
Longleng, Mokokchung, Wokha, Dimapur and Peren districts. As the State government does not have sufficient resources of its own, the proposal was actively taken up for funding at various forums. Though this longfelt need to construct a road along the foothill areas of the State was yet to be made operational, John said the government was committed to see that this was made into reality, adding this commitment also forms part of Nagaland Vision 2030. The government had tied up funding of Rs 235 crore for the Foothill road measuring 342 km through Special Plan Assistance (SPA) during 2013-14. Accordingly, works were taken up from 2013-14 onwards as per the budget allocation of Rs 40 crore during 2013-14 and Rs 27 crore during 201415, totalling Rs 67 crore. Regrettably, the SPA funding was discontinued by Govern-
Mixed reactions on RN Ravi’s transfer Correspondent
KOHIMA, SEP 10 (NPN): The shifting of Nagaland Governor and Government of India’s Interlocutor to the Naga political talks , R.N. Ravi to Tamil Nadu as Governor , has evinced mixed reactions from a cross section of society. When asked for comment, NDPP working president and CEO of IDAN Alemtemshi Jamir said it was not right for one person to hold the post of both the Interlocutor and also as governor. Alemtemshi said this on the sidelines of the programme organized by IDAN here. He told media persons that an incumbent holding post of governor and interlocutor reduced the negotiation to the governor level. Now that the Interlocutor is no longer governor of Nagaland, Alemtemshi exuded confidence that the process
of negotiation would restart. He was however quick to quip that this was his own personal view. Meanwhile, according to The Hindu, NDPP president Chingwang Konyak said the Nagaland government was not happy with the way Ravi functioned. “He interfered in the affairs of a
popular government. Some people are happy (because of his transfer) while some are not,” he said, without specifying. Naga Hoho general secretary Elu Ndang said Government of India must have felt it necessary to transfer Ravi as he “did nothing (Cont’d on p-8) good

Alagiri said former IPS officer Kiran Bedi, after being appointed as Lt Governor of neighbouring Puducherry, when the Congress was in power there, created “many roadblocks” following which a “number of welfare schemes could not be implemented” there.

meeting held at LCS conference hall Kohima on September 9. ANPWDFWA said most of the genuine work-charged employees, both scale and fixed, had been placed into ‘B’ ‘C’ & ‘D’ categories and would again be verified by the verification committee. In this regard, ANPWDFWA cautioned that the department would be solely responsible if the verification committee left out/terminated to those genuine employees after the physical verification. Further, it appealed to the government and department to give equal treatment to work-charged employees like others regular employees holding similar post and performing similar duties.

BAN casts doubts over CF agreements as armed groups continue to collect tax
Spl. Correspondent
DIMAPUR, SEPT 10 (NPN): Business Association of Nagas (BAN) has expressed doubts over the motive behind various ceasefire agreements signed by various Naga political groups with the government of India (GoI), since the ceasefire ground rules permit carrying of arms, which can be easily misused to intimidate and coerce the public. BAN said that it was instituted under the aegis of Naga Council Dimapur in 2013 to primarily look into the security and welfare of business community and promoting Naga entrepreneurs, while building robust economy and generating employment in the State. BAN, in a statement, alleged that the cadres of various armed groups under ceasefire were interfering with trade and commerce activities and collecting taxes from various business houses, instead of remaining confined to their designated camps.
ment of India from 2015-16 and thus all items of work projected in the proposal could not be taken up. He asserted that the State government was continuously pursuing with the Central government for release of the balance funds under SPA so that the incomplete works are completed. Further, during 2014-15, the government submitted a proposal to the ministry of road transport & highways (MoRTH) for declaring the Foothill road as national highway, though this was yet to materialise. The proposal was again taken up with the Union minister for road transport & highways by chief minister on January 19 this year for taking up the project under Bharatmala Pariyojna on priority. Rio again took up the issue with Prime Minister Narendra Modi on September 6 for consideration, John added.
NEW DELHI, SEP 10 (NPN): Co-WIN—a government web portal for COVID-19 vaccination registration-- has developed a new API called KYC-VS: ‘Know Your Customer’s/Client’s Vaccination Status’, which enables entities to check an individual’s vaccination status. According to Health ministry, KYC-VS is consent-based, privacy preserving and could be seamlessly integrated with any system. An individual needs to enter the mobile number and name and enter the OTP. In return, Co-WIN will send a response to the verifying entity on the individual’s status of vaccination, which will be as follows: 0 - Person is not vaccinated; 1 - Person is partially vaccinated and 2 - Person is fully vaccinated. This response will be digitally signed and can be shared instantly with the verifying entity.
BAN said that unabated taxation by Naga political groups and the multiple taxes on every consumer item had exceeded all tolerable limits. It wondered whether the Centre had given the CF signatories the licence to collect rations and expenses in the name of taxation. BAN reiterated that the Naga public mandate was for “One Government, One Tax” as declared on October 31, 2013. Fur ther, BAN also pointed out that indirect taxation levied on every commodity multiple times had an adverse effect on the poorest of the poor living in both rural and urban areas of Nagaland. It wondered that when tax was paid to the government, why government machineries could not be deployed efficiently to curb this menace going around rampantly?. BAN also asserted that it was the legitimate duty and responsibility of the
government to instil confidence among entrepreneurs and assure security for all businesses by ensuring rule of law,. It said therefore, appealed to the state machinery to deal with such elements befittingly as per the law of the land. BAN said the lockdown had affected almost all businesses, especially trading, transport, essential commodities, restaurants and hotels, event management and rentals, constructions, etc. According to BAN, many businesses had closed, while others were on the brink of closure and warned that if entrepreneurship was finished, thousands of employees in the unorganised private sector would be left jobless. BAN said Naga business owners for the first time, in their life are facing such a devastating pandemic while the whole supply chain, from production to marketing, has been
