Govt approves emergency fund to make foot hill road pliable DIMAPUR, SEP 10 (NPN): Under pressure from various quarters demanding completion of the foot hill road project or to face phase-wise agitation starting September 13, the PWD (Works & Housing) has been directed to make the Foothill road pliable even as the State government awaits Centre’s approval to its proposal for declaring the road a national highway or include it under the Bharatmala Pariyojna. Ravi to Tamil Nadu as Governor , has evinced mixed reactions from a cross section of society. When asked for comment, NDPP working president and CEO of IDAN Alemtemshi Jamir said it was not right for one person to hold the post of both the Interlocutor and also as governor. Alemtemshi said this on the sidelines of the programme organized by IDAN here. He told media persons that an incumbent holding post of governor and interlocutor reduced the negotiation to the governor level. Now that the Interlocutor is no longer governor of Nagaland, Alemtemshi exuded confidence that the process

DIMAPUR, SEPT 10 (NPN): Business Association of Nagas (BAN) has expressed doubts over the motive behind various ceasefire agreements signed by various Naga political groups with the government of India (GoI), since the ceasefire ground rules permit carrying of arms, which can be easily misused to intimidate and coerce the public. BAN said that it was instituted under the aegis of Naga Council Dimapur in 2013 to primarily look into the security and welfare of business community and promoting Naga entrepreneurs, while building robust economy and generating employment in the State. BAN, in a statement, alleged that the cadres of various armed groups under ceasefire were interfering with trade and commerce activities and collecting taxes from various business houses, instead of remaining confined to their designated camps.

NEW DELHI, SEP 10 (NPN): Co-WIN—a government web portal for COVID-19 vaccination registration-- has developed a new API called KYC-VS: ‘Know Your Customer’s/Client’s Vaccination Status’, which enables entities to check an individual’s vaccination status. According to Health ministry, KYC-VS is consent-based, privacy preserving and could be seamlessly integrated with any system. An individual needs to enter the mobile number and name and enter the OTP. In return, Co-WIN will send a response to the verifying entity on the individual’s status of vaccination, which will be as follows: 0 - Person is not vaccinated; 1 - Person is partially vaccinated and 2 - Person is fully vaccinated. This response will be digitally signed and can be shared instantly with the verifying entity.
BAN said that unabated taxation by Naga political groups and the multiple taxes on every consumer item had exceeded all tolerable limits. It wondered whether the Centre had given the CF signatories the licence to collect rations and expenses in the name of taxation. BAN reiterated that the Naga public mandate was for “One Government, One Tax” as declared on October 31, 2013. Fur ther, BAN also pointed out that indirect taxation levied on every commodity multiple times had an adverse effect on the poorest of the poor living in both rural and urban areas of Nagaland. It wondered that when tax was paid to the government, why government machineries could not be deployed efficiently to curb this menace going around rampantly?. BAN also asserted that it was the legitimate duty and responsibility of the
government to instil confidence among entrepreneurs and assure security for all businesses by ensuring rule of law,. It said therefore, appealed to the state machinery to deal with such elements befittingly as per the law of the land. BAN said the lockdown had affected almost all businesses, especially trading, transport, essential commodities, restaurants and hotels, event management and rentals, constructions, etc. According to BAN, many businesses had closed, while others were on the brink of closure and warned that if entrepreneurship was finished, thousands of employees in the unorganised private sector would be left jobless. DIMAPUR, SEP 10 (NPN): Nagaland on Friday recorded 45 fresh Covid-19 positive cases while no deaths were reported for the second consecutive day. Of the fresh cases, 27 were from Dimapur, Kohima-12, two in Mokokchung and one each in Kiphire, Tuensang, Wokha and Zunheboto, taking the total caseload to 30555. The death toll remain unchanged at 634. Meanwhile, a total of 9,21,702 persons have been inoculated against Covid-19 till September 10, they include-- 669123 (first dose) and 252579 second dose). PTI: India logged 34,973 new cases, taking the tally to 3,31,74,954, while the death toll climbed to 4,42,009 with 260 fresh fatalities, Health ministry stated.

DIMAPUR: Perenlui Council (N) through a representation has appealed to the state chief minister to release the compensation amount for construction of “structure damage of the public inhabited area of Peren Town”. The resolution seeking the intervention of the chief minister was adopted in the emergency general meeting of entire Peren community on September 7. In the representation, Perenlui Council, (N) president, Gumchu Hegui and joint secretary, Lungrahei Herie stated that the ministry of road transport and highways approved and sanctioned Rs. 18.94 crore only as provisioning cost (which includes cost for forest, and standing structures) on August 10, 2020. The council stated that out of the Rs. 18.94 crore, an amount of Rs. 4.55 crore was already paid to the beneficiaries as forests damage compensation and remain-

Taking this into consideration, the council sought intervention of the chief minister to release the sanctioned amount for standing structures in the public inhabited area of Peren town in the interest of justice.
DIMAPUR, SEP 10 (NPN): Dimapur Ao Baptist Church (DABA) launched the sixth edition of “Made in DABA”, an initiative of DABA youth ministry at the Church premises here, on Friday. Addressing media fraternity, DABA youth director, Jungshimanen informed that Made in DABA was aimed at holistic growth and was focused on economic upliftment and encouraged dignity of labour among the youth. While stating that although Dimapur was the commercial hub with many opportunities, he lamented how 80-90% of the economy was controlled by outsiders. DIMAPUR: As per the calendar of activities of the people’s plan campaign, an orientation training for line department nodal officers on Gram Panchayat Development Plan (GPDP) 2021 was held on September 10 in the conference hall of rural development (RD) directorate. Neibou Sekhose who chaired the training shared highlights on the previous year’s activities and stressed on the need to scale up in the current year. DIMAPUR: Three-day refresher training on use of WebGIS portal and mobile application on Participatory Rural Appraisal (PRA) map exercise under the Nagaland Forest Management Project (NFMP) concluded Friday at Forest Office Complex, Kohima. A press release by the department stated that addressing the participants on the first day of the training, DFO and DMU head, Kohima Rajkumar M said that every individual has to update themselves with the ever changing and progressing technology. He also requested the trainers to make the training simple and elaborate as the main purpose of the training was to make the trainees understand and
grasp the concept. Resource persons for the training, GIS experts, Anurag Verma and Dr. Limasanen Imsong described about the WebGIS application and the changes incorporated to the mobile application. The second day of the training was conducted at Zhadima Village under Chiephobozou Range where all the participants under the supervision of the resource persons entered data in to the mobile application. PRA map exercise was also conducted where Anurag Verma explained the importance of the exercise for selection of different treatment areas under NFMP project. On the third day of
the training, the uploaded data gathered from the field on the second day using mobile application were reviewed and discussed. The participants also gave feedbacks and suggestions on further improvement of the mobile application. The department informed that WebGIS portal was used for evaluation and monitoring of activities under NFMP project while mobile application was used for field data collection along with PRA map exercise. Participants from Kohima, Phek, Wokha and Kiphire divisions along with field management unit heads and staffs and FNGOs under NFMP took part during the three days training.

SHILLONG, SEP 10: The Autumn Session of the Meghalaya Legislative Assembly, which was scheduled to continue till September 17, got underway here on Friday amid tight security with concern over the law and order situation. Even as the first day of the session was on with chief minister Conrad K Sangma and other legislators in attendance at the assembly premises, members of eleven pressure groups under the banner of Ka Sur Ki Nong Mawlai (Voice of Mawlai People), dumped a heap of knives in front of the main gate of Meghalaya Secretariat, seeking “justice” for the death of a former rebel leader of the outlawed Hynniewtrep National Liberation Council (HNLC) Cheristerfield Thangkhiew in an alleged “fake encounter”. Several police officials were quickly rushed to the site and the knives were taken away. The protestors

Conrad Sangma had said a judicial inquiry headed by Justice T. Vaiphei has been constituted and decisions would be taken based on its report. “We have come to the secretariat to handover these knives and we were expecting to hand over the knives to the chief minis-
ter,” Donboklang Kharlyngdoh, who is leading the protest outside the gate of the secretariat, said. He said the knives were surrendered to demonstrate to the people that the “police department considers knives are more lethal than other weapons.” Kharlyngdoh said the demand for suspension of the three police officers was to ensure that the judicial inquiry was “transparent” and “impartial”. Urging all legislators across party lines to speak up against the killing of the Thangkhiew, the members of the pressure groups said the move would ensure that peace prevails in the State. “So far we have been holding only peaceful protests within Mawlai locality, but on Friday we have moved beyond Mawlai. Therefore, if the government wants peace , they should immediately suspend the three police officials since our demands are genuine,” Kharlyngdoh asserted.
IEDs and detonators recovered in M’laya
Meghalaya police on Friday recovered 3.25 kg of Improvised Explosives Devices of Class-II explosives and three detonators from a village in West Garo Hills district, police said. Based on credible source information, a joint team of State police and CRPF troopers conducted a raid and recovered the IED bomb from Mengotchigre village under Tikrikilla police station. A team from the Bomb Detection and Disposal Squad disposed both the IEDs in-situ. Police said a manhunt is on to nab the persons who are involved in the illegal act , even as a case has been registered at Tikrikilla police station. Meanwhile, chief minister Conrad Sangma said that the recovered of live IEDs from Garo Hills was part of the police’s operation to keep the people of the state safe.

C-in-C of Kuki based armed group killed in shootout in Manipur

IMPHAL, SEP 10: A top commander of a Kuki based militant group was killed and his personal bodyguard nabbed in a brief shootout in Manipur’s Churachandpur district on Friday. The police identified the slain top leader as selfstyled commander-in-chief Letminthang Haokip alias Boithang of Socialist Democratic Front of Kukiland (SDFK). His nabbed personal body who sustained bullet injuries in the shootout was identified as Lunkhosei Chongloi. He has been admitted at a hospital in Imphal where he was referred from Churachandpur district hospital. The security forces recovered three 9mm pistols with magazines, two hand-held radio sets, 282 rounds of 9mm ammunition and one Honda Activa brand scooter during further search in the house, the police claimed. The
top commander was killed in a counter insurgency operation launched by a combined team of Churachandpur district police and troops of 31 Assam Rifles at Khominthang village in New Lamka area of the district early today morning, the police said. The operation was launched based on input regarding the movement and presence of the commanderin-chief of the armed militant group, the police added. The combined team who rushed to the area cordoned off a specific house where they suspected the commander taking shelter with one of his cadres. When the security forces surrounded the house, the militants fired some rounds of gunshots from inside the house. AGARTALA, SEPT 10 (PTI): Amidst continuing clashes in Tripura between the ruling BJP and the main opposition CPI-M, Chief Minister Biplab Kumar Deb Friday said that the Left party is trying to plunge the state into lawlessness and such “political behavior will not be tolerated by the people”. The clashes between the two rival parties had broken out in different parts of the northeastern state on Monday. Reports of fresh clashes between BJP and CPI-M are still coming in, officials said. “For past 3 years, Tripura has seen all round peace & prosperity with radical improvements in law & order situation. Political opposition led by CPM have (sic) been rattled by this. In their desperation to regain lost political ground, they attempted to plunge Tripura into lawlessness”, Deb tweeted.

Trouble had erupted again on Wednesday at Udaipur town in Gomati district of Tripura after Democratic Youth Federation of India, CPI-M’s youth wing, took out a procession and a few activists from it allegedly attacked a BJP activist who was passing by, injuring him
seriously. Police said a group of BJP activists who were present nearby, retaliated by attacking the DYFI procession. Police said three persons were injured but their political affiliation is yet to be known. A large contingent of police was deployed to disperse the mob and maintain peace after the Udaipur clash, officials said. Police said the BJP activist injured in the Udaipur clash is in a critical condition and is still under treatrment. He was shifted to G.B Pant hospital here. According to sources, CPI-M party offices in Agartala, Bishalgarh and Kathalia, were vandalized and set on fire after the Udaipur clash. MAJULI (ASSAM), SEP 10 (PTI): Both the Centre and the Assam government are committed to complete a bridge over the Brahmaputra river, connecting Majuli and Jorhat, within four years and are jointly working towards it, Union minister Sarbanand Sonowal said on Friday. The statement of Sonowal, who was a former chief minister of Assam, came two days after a boat headed to Majuli sank in the river after hitting a ferry steamer near Nimati Ghat in Jorhat district, in which one person died and two others went missing. “We all want a bridge on the Brahmaputra and both the state and central government have taken necessary steps in this direction so that it is well constructed with the latest technology,” Sonowal told media persons here. The Union minister for shipping, ports and ayush said he respects the opinion of those who asserted that

The foundation stone of the bridge was laid in 2016 while Prime Minister Narendra Modi performed the Bhumi Pujan earlier this year. Sonowal was elected from Majuli in 2016 and again in 2021 while he was elected twice as MP from Lakhimpur constituency under which the world’s

Rejecting allegations from some quarters that he had done politics over the bridge issue, he said, “The people of Majuli have elected me twice as an MLA and also as an MP. I will never do politics with the people of the island as I both respect and revere them.” The state cabinet on Thursday decided to entrust Finance Minister Ajanta Neog with the responsibility of monitoring the construction of the bridge. “This indicates the commitment both the Centre and state government has towards the people of Majuli. Steps will be also taken by both the governments to improve the infrastructural facilities at both the Nimatighat and Kamlabari ghat at the earliest,” he added.

Activist warns against illegal wildlife trade
GUWAHATI, SEP 10 (PTI): Illegal wildlife trade, lack of water security and haphazard promotion of monoculture are posing ecological threats to Northeast, a research-based environmental conservation organisation has said. It alleged that illegal wildlife trade also poses a threat to national security as recent investigations by law enforcement agencies have shown that there is a nexus between rhino horn trade and anti-national groups. However, the rhino poaching rate has declined considerably due to concerted efforts of the Assam government, but strict vigil must continue, Aranyak secretary-general Bibha Talukdar said on Thursday. Water security is also a priority area as some parts of Northeast face floods, while other areas witness droughts, he said.

SHILLONG, SEP 10: Sitting member of the Meghalaya Assembly, who had been representing the Mawphlang constituency, Syntar Klas Sunn died due to COVID-19 infection on Friday at his residence in Mawngap village. He was 62. Sources close to the family said Sunn was unwell for some time now and had been at home. Deputy Chief Minister Prestone Tynsong said that the engineerturned legislator died of COVID-19 after his swab samples, which they collected from his body tested positive for the virus. Sunn who retired as chief engineer of the State PHE in 2016, joined politics and successfully contested as an Independent candidate from Mawph-
lang constituency in the 2018 Assembly elections. He later joined the United Democratic Party (UDP) as an associate member of the constituent of the ruling Meghalaya Democratic Alliance. Sunn was Chairman of the Assembly Committee on Environment and had been vocal against the operation of illegal coke factories and saw mills in the state. Sunn was the father of Eugeneson Lyngdoh, the Indian star footballer and was the president of the Shillong Sports Association. Meanwhile, Chief Minister Conrad Sangma took to his micro-blogging site expressed sadness over the sudden demise of Sunn. “I am saddened beyond words by the sudden demise of Sh. S K. Sunn, Hon’ble MLA of Maw-
phlang. Bah Sunn always went above & beyond his call of duty to serve the people and I admired his hands-on approach to public service. My deepest condolences to his family, loved ones & admirers”. Opposition Congress legislator Dr. Mazel Ampareen Lyngdoh also tweeted, “I am shocked to hear of the passing of Mr. Syntar Klas Sunn, the honourable member of Meghalaya’s Legislative Assembly representing Mawphlang constituency. His passing is a loss to our state. My condolences to his family and to his constituents.” The United Democratic Party (UDP) has also expressed shock and disbelief at the sudden demise of Sunn. With Sunn’s death, the current Assembly has lost a total of five members in more than three years since 2018.

Correspondent SHILLONG, SEP 10: Meghalaya Forest and Environment Minister, James K. Sangma on Friday introduced the Meghalaya Forest Regulation (Amendment) Bill, 2021 to enable forest officers of the state to effectively investigate and prosecute forest offences at par with other states. The amendment Bill states that the provisions of the Meghalaya Forest Regulation, 1973 (which is an adaptation of Assam Forest Regulation, 1891) in the present form are not adequate to put an effective check on the activities of such offenders. “The amendments are necessary since in the recent past incidence of forest offences have increased considerably and
forest offences are now committed by organised groups with money and muscle power,” the Bill reads. Moreover, the Bill, states that forest officers need to be conferred with wider powers for the purpose of inquiring into a forest offence. “It is also necessary to provide for confiscation of tools, weapons, and conveyances of offence and lay down the procedure thereof along with forest produce especially since most of the states in the country have similar provisions in their forest laws,” the Bill reads. “Similarly, legal provisions needs to be inserted to enable forest officers of the state to effectively investigate and prosecute forest offences at par with other states,” it further stated.

On the controversial proposed Manipur (Hill Areas) Autonomous District Council Bill, 2021, the chief minister informed that the government was thoroughly discussing the bill. He added that the government was considering devolving more autonomy to autonomous district councils, within the ambit of the Indian Constitution, for the welfare and development of the people of hill region. Describing the discussions as “fruitful”, Singh said bilateral defence cooperation as well as regional issues figured in the deliberations. “I have had a very fruitful and wide-ranging discussion with Minister Dutton on our bilateral defence cooperation as well as regional issues,” Singh said in a media statement. “Both of us are keen to work jointly to realise the full potential of the IndiaAustralia Comprehensive Strategic Partnership,” he said. The talks took place a day ahead of the inaugural ‘two-plus-two’ dialogue between foreign and defence ministers of India and Australia. Dutton and

Singh said both sides discussed opportunities to work together in defence science and technology areas. “I invited Australian industry to take advantage of India’s liberalised foreign direct investment policies in the defence sector. We both agreed that there are opportunities of bilateral collaboration for co-development and co production,” he said. According to diplomatic sources, at the twoplus-two dialogue, both sides are expected to deliberate on further solidifying bilateral defence and strategic ties besides exchanging views on the situation in Afghanistan. The two sides are also expected to discuss ways to boost cooperation in the Indo-Pacific in the face of China’s growing military assertiveness in the region, they said. Both Australia and India are part of Quad or Quadrilateral coalition that resolved to work towards ensuring a free, open
and inclusive Indo-Pacific. The other two members of the Quad are the US and Japan. The sources said expanding bilateral cooperation in areas of maritime security is expected to be another area of focus at the two-plus-two dialogue. The dialogue between the foreign and defence ministers was instituted as part of an overall goal to expand strategic cooperation between the two countries. India has such a framework for talks with a very few countries including the US and Japan. Defence and military cooperation between India and Australia is on an upswing in the last few years. In June last year, India and Australia elevated their ties to a comprehensive strategic partnership and signed a landmark deal for reciprocal access to military bases for logistics support during an online summit between Prime Minister Narendra Modi and his Australian counterpart Scott Morrison.

NEW DELHI, SEP 10 (PTI): A magistrate would not be the competent authority for extension of time to complete investigation in cases under the Unlawful Activities (Prevention) Act, the Supreme Court has said. A bench headed by Justice U U Lalit said the only competent authority to consider such request would be the Special Courts set up under National Investigation Agency Act. “So far as all offences under the UAPA are concerned, the Magistrate’s jurisdiction to extend time under the first proviso in Section 43-D (2)(b) is nonexistent. “Consequently, in so far as “Extension of time to complete investigation” is concerned, the Magistrate would not be competent to consider the request and the

On completion of 90 days of their actual custody, applications on behalf of appellants were moved seeking bail on the ground that no charge-sheet was filed by the Investigating Agency within 90 days, which was rejected by Court of CJM, Bhopal. When the matter reached the high court, it said that since the CJM, Bhopal had passed an appropriate order, the period available for the Investigating Machinery to complete the investigation stood extended to 180 days and the accused were not entitled to bail. The FIR against the All India Majlis-e-Itthehad-ul-Muslimeen (AIMIM) chief was registered Thursday night at Barabanki city police station after his party’s rally. IPC sections 153A (promoting enmity on ground of religion, race etc.), 188 (disregarding order of a public servant), 269 (negligent act likely to spread disease dangerous to life), 270 (malignant act likely to spread infection of disease) and the Epidemic Act have been slapped against him, Superintendent of Police, Barabanki, Yamuna Prasad said. He said the Hyderabad MP violated Covid guidelines -- on mask and social distancing -- by arranging huge crowds at the party rally at Katra Chandana. “In his speech, the AIMIM chief made statements for vitiating communal harmony and said the 100-year-old Ram Sanehi Ghat mosque was razed by the administration and its debris was also removed. Justice eludes 9/11 victims
S
aturday, September 11,2021 marks two decades since the horrific terror hijack attacks that shook the world, when nearly 3,000 people were killed in what was the deadliest terrorist assault on United States soil. On September 11, 2001, at 8:45 a.m. the first of four American civilian passenger jet planes - an American Airlines Boeing 767 loaded with 20,000 gallons of jet fuel- crashed into the north tower of the World Trade Center in New York City. Then, 18 minutes after the first plane hit, a second Boeing 767-United Airlines Flight 175-appeared out of the sky, turned sharply toward the World Trade Center(WTC) and sliced into the south tower near the 60th floor. Another hijacked place struck the west side of the Pentagon building in Washington DC, while the fourth fell in a field in Pennsylvania. These ‘kamikaze’ -like suicide jet bombers were carried out by 19 Al-Qaeda terrorists who hijacked four California-bound commercial airplanes with the intention of striking some of the US’s most iconic buildings. Besides the nearly 3,000 people killed, over ten thousand others were also injured in the terror attack, that forever transformed the United States. Today Americans no longer take security for granted anymore after having learnt their bitterest lesson during 9/11. In the retaliation, the US carried out its ‘war on terror’ when US forces invaded Afghanistan to hunt Al Qaeda down but got bogged down in a 20-year war from where it had to withdraw disastrously and in a hurry to beat the deadline of the 20th year of 9/11. The master planner of the 9/11 terror attack was Khalid Sheikh Mohammed an American educated Kuwaiti national. Khalid was also involved in the 1993 World Trade Center bombing to bring down the Twin Towers but the plot failed. However, six innocent people including a pregnant woman died. Khalid escaped US dragnet mostly because of laxity within the US intelligence agencies even though he was tracked. Bumbling by US officials in Qatar prevented Khalid from being captured. Eventually, it was only after some assistance from Pakistani ISI that he was captured in 2003 and charged with the deadly terror hijack. The failures of US military and intelligence are a legend and unfortunately, even with the 9/11 terror attacks. The US agencies were alerted about the terror plot by Al Qaeda to hijack American passenger planes. However, all 19 terrorists were easily able to pass through US airport security since those on duty were actually never properly briefed nor alerted. The trial of five main accused arrested for the 9/11 terror attacks has not even begun for nearly 18 years since the American system gives undue weightage to the rights of criminals. The American legal system only facilitates Khalid’s complaint that he was tortured to make confessions will delay the trial. Even the 9/11 Commission set up in 2004 to do deep into the entire terror attack, background of those involved etc could be completed only in 2016. The families of grieving victims are demanding that the report be made public but the US government has refused because its closest and most untrustworthy ally- Saudi Arabia- is implicated. According to reports, the Commission concluded that the 9/11 attackers had the tacit support of some of the Saudi rulers and directly implicated some Saudi officials. These clearly indict the US government of criminal neglect not only in security but also justice for its citizens.

We presume that we would be ready for battle if confronted with a great crisis, but it is not the crisis that builds something within us— it simply reveals what we are made of already. Do you find yourself saying, “If God calls me to battle, of course I will rise to the occasion”? Yet you won’t rise to the occasion unless you have done so on God’s training ground. If you are not doing the task that is closest to you now, which God has engineered into your life, when the crisis comes, instead of being fit for battle, you will be revealed as being unfit. Crises always reveal a person’s true character. A private relationship of worshiping God is the greatest essential element of spiritual fitness. The time will come, as Nathanael experienced in this passage, that a private “fig-tree” life will no longer be possible. Everything will be out in the open, and you will find yourself to be of no value there if you have not been worshiping in everyday occasions in your own home. If your worship is right in your private relationship with God, then when He sets you free, you will be ready. It is in the unseen life, which only God saw, that you have become perfectly fit. And when the strain of the crisis comes, you can be relied upon by God. Are you saying, “But I can’t be expected to live a sanctified life in my present circumstances; I have no time for prayer or Bible study right now; besides, my opportunity for battle hasn’t come yet, but when it does, of course I will be ready”? No, you will not. If you have not been worshiping in everyday occasions, when you get involved in God’s work, you will not only be useless yourself but also a hindrance to those around you. God’s training ground, where the missionary weapons are found, is the hidden, personal, worshiping life of the saint.

Telangana’s project shows that caste census can benefit Dalits and OBCs. But parties like BJP and Congress are too busy with their Dwija networks.
he demand for caste census is catching up. Almost all regional parties have agreed to it. This is because some regional parties have already collected caste-wise data for internal usage. For example, the Telangana Rashtra Samithi (TRS) collected caste data with individual enumeration the moment it came to power in 2014. Though it was named Samagra Kutumba Survey, it also collected caste details. It took up a massive exercise by asking the migrant Telanganites to be in the state even if they were in other countries on 19 August 2014. Many from the gulf countries, the United States and faraway places travelled back to their villages to enumerate themselves on given dates. Telangana villages saw new faces on the streets. Parents of many children who were born and grew up in their migrated homes wanted them to be enumerated back in their villages. The ‘Telangana All family Census 2014’ reminded me of Joseph and Mary (the parents of Jesus Christ) travelling to Bethlehem from Nazareth to get counted in their own place. According to the Bible (Luke 2:1-7), “Joseph and Mary’s trip to Bethlehem is undertaken in order to satisfy an imperial command that all individuals return to their ancestral towns… Since Mary was pregnant with Jesus at the time the command had to be carried out”. So it was a census that led to the birth of Jesus in Bethlehem, in a shepherd shed. Israel has a history of
counting individuals through the census from the days of Moses. Caste census in India India despite having one of the greatest civilisations of Harappa, did not have that sort of an individual counting system. Fortunately, like the imperial command of Israel from Jesus’ time, the British colonial government conducted a census with its own tax collection interest, between 1865 and 1872. But the first synchronous census was held in 1881. From the census of 1872, they enumerated people on the basis of caste. The Dwija pundits, mainly Brahmins, opposed the idea of the census, especially caste census, because they were the interlocutors between the British rulers and Indian masses. They did not want the world to know that they were a small minority in the Indian population that represented India as a whole in every higher sphere of governance. They were not a part of the production fields and urban working-class population. The Dwijas — Brahmins, Banias, Ksatriyas, Kayasthas and Khatris — who constituted a small minority, were the only Sanskrit, Persian and English-educated people. The Kshatriyas were still holding their princely power and constituted a very small number of the Indian population but controlled huge amounts of landed property and had financial clout. They all opposed the census in general, and the caste census in particular.
Now, too, the intelligentsia from the same five Dwija communities are opposing the caste census. The same intelligentsia opposed the implementation of the Mandal reservation. Actually, many liberal intellectuals like Pratap Bhanu Mehta and others argued strongly against the caste census. During the Mandal movement, many argued that caste is/was a British creation through caste census in the 1800s and after. They tried to infer that the collection of caste census was the beginning of the caste system in India. What was strange for many of us who supported the Mandal movement was that all the Dwija intellectuals, irrespective of ideology — Left, liberal and conservative — argued as if the caste system was created by the British colonialists themselves. They did not think about what came into existence as varna/ caste division of the society through the process of composing of Vedas — particularly, Rigveda — writing of Kautilya’s Arthashastra and Manu’s Dharmashastra. Many nationalist scholars praised Manusmriti as a great ancient legal text. The Indian Communist Dwija thinkers and academics also did not dispute that argument, and went along with it. The Shudra/Dalit/Adivasis hardly had any foreign or university-educated scholars or leaders like P.V. Kane, K. P. Jayaswal, Gopal Krishna Gokhale, M.K. Gandhi and Jawaharlal Nehru, to put forth
an opposing view on caste and Indian civilisation until B.R. Ambedkar emerged as a thinker and expert in many subjects of social sciences and challenged them on many fronts. The 1931 caste census enumeration was dropped from the census because of the world war and famine situation in India till 1951. In that census, even Nehru and his team of intellectuals supposedly did not want to enumerate caste. One of the meaningless theories espoused was that caste census would open caste wounds in society. Nehru seems to have gone along with such views on both caste census and OBC reservation as he refused to implement the Kaka Kalelkar report too. When Nehru himself opposed caste enumeration, even Ambedkar could not do anything, though he was in Nehru’s cabinet by 1951. Lack of Shudra/OBC intellectuals The Communist Dwija intellectuals like P.C. Joshi, Sripad Dange, B.T. Ranadive and all Bengali bhadralok intellectuals of the Left-wing also seemed to have silently agreed with the Nehruvians. Of course, this view was very much acceptable to the top Hindutva intellectuals like K.B. Hedgewar and M.S. Golwalkar. Once the British went away, the entire intellectual, administrative and political structures were in the hands of the Dwija intelligentsia. There was no Shudra/Dalit/Adivasi intellectual or conscious political
force in the high-end structures of the administration. People like Sardar Patel were at the top of the Nehruvian system but were cautiously working with the Nehruvian network because there was no top intellectual network of Shudras around to convince them that caste census would be useful for democratic welfarism. Ambedkar did not fight much because both Dalits and Muslims got the right to be enumerated as separate categories. Dalit reservations, in principle, came into existence in 1947 itself. The Nehru administration, because of Partition problems, satisfied the Muslims by continuing the minority census and including the top-class English-educated Muslims in the administration. But the Shudra/OBCs had no lobby to fight for the caste census or reservations. Why are Dwijas still opposing it? Why are the Dwijas opposing the caste census when the majority of Shudras support it even now? They know that despite reservations for OBCs, all structures of administration in top institutions like the Indian Institute of Technology, the Indian Institute of Management, and the central universities are under their control. The New Delhi administration, including the embassies located in foreign countries, are virtually run by them. Once the official data of the caste gets released, even the Shudra ‘upper’ castes like Jats, Gujjars, Patels, Mahisyas (West Bengal) and communities like
that in the North and in the South will realise that they do not exist in any of the major administrative structures that run the country from Delhi. The caste census will radically change the idea of democracy in India. Cutting across party lines, Bihar regional leaders met Prime Minister Narendra Modi to ask for a caste census — they have the example of K. Chandrashekar Rao’s caste-wise data collection. Both Rao and Siddaramaiah used that data to work out their own welfare agendas based on caste numbers. Rao, for example, identified the Gollas-Kurumas and Mudirajs as the first and second-largest communities in Telangana, and by the next election, started two independent welfare schemes — the sheep distribution programme for Gollas-Kurumas, who are traditionally shepherds, and fish economic growth for Mudirajas, which is their traditional occupation. In return, he reaped the votes from them in the 2018 Telangana election. Regional parties have such plans and the masses have their own benefits with the caste census. National parties like the Bharatiya Janata Party, Congress and Communist Party are sensitive to their Dwija networks that are opposed to counting them as castes. With the passage of time, there has been considerable overhauling in the system. The advent of computer & software has completely changed the scenario in infrastructure sector. Chidambaram’s “The Grand Closing Down Sale” (Indian Express, August 29, 2021) says “The big lie has been exposed.” Indeed, it has. His own. It has also laid bare his own party’s hypocrisy; what is good for the country when Congress was in Government is bad for the country if the government is led by Prime Minister Modi and the BJP. His article is littered with false assertions and half-truths. It is a pity that a senior MP and former Union Minister has to do this to score a political point. And he fails. The claim that the Modi Government by the stroke of a pen has threatened to reduce India’s public assets to zero shows that he either does

The engineer differs from scientist by the nature of their training. While the scientists
try to explore the natural world and discover new knowledge about the universe and how it works, engineers apply that knowledge to solve real problems, often with an eye toward improving cost and efficiency. Their works are the link between the perceived social needs and economic applications. They are the bridge between science and art. Engineers are the backbone of nation building and the purpose of engineering is to innovate, design, create and maintain products, system and equipment for the benefit and wellbeing of humans. They help improve living conditions for the common people. If a country fails to realise the role of engineers in her nation building and the engineers are leaving for better opportunities abroad, then the country will continue to experience collapsed buildings and bridges, substandard products, failed roads, communication failures, environmental hazards, epileptic power supply etc. Engineers contribute to the nation’s technological & industrial progress. As nations in the world are undergoing reformation and the economy is getting more modernised, consumption patterns have
expanded and demand is constantly on the increase. There is therefore a growing consciousness of quality control at every level of production. The engineers have to realise their responsibility and play an effective role in tackling today’s complex issues in the nation building. To build a nation is to make it habitable for the citizens by providing social amenities, infrastructural facilities, job creation and security and many more; the engineers therefore have a very important role to play. Thus, they are duty bound to design products, machineries and plants to manufacture these products, and systems to ensure quality and efficiency. They are to design, plan and supervise construction of buildings, and ensure their safety and stability against hazards; design highways, bridges, railways and transit systems, dams, irrigation canals, power systems, ports, harbours as well as off-shore structures. Engineers should equally know that it is their duty to develop and implement improved ways to extract, process and use raw materials; develop new raw materials that can improve product performance and take advantage of advances in
technology to harness the power of the sun, the gas, the earth, atoms and electricity to supply the nation’s power needs; analyse the impact of the products they develop or systems they design on the environment and the people; design ways of managing the nation’s waste, converting or recycling them to useful products. Parts of their functions also include determining the cause of component failures, estimating the time and cost of completing new projects as well as maintaining the existing ones. Engineers are pivotal not only in infrastructure, but can act a catalyst in the field of trade and commerce too. In sales and management, an engineering background enables one to discuss the technical aspects of projects/products and assist in the planning, installation and product use. With such a vast and varied nature of their job, the engineers are really the foundation stone of a nation’s building and their role cannot be neglected in a nation’s all round progress. The truth about asset monetization
not understand what the National Monetization Pipeline (NMP) proposes to do or that he understands but wishes to twist logic. He obfuscates by deliberately mixing up strategic disinvestment with asset monetization. The fact is that none of the assets in NMPare up for sale. They are going to be leased out to private partners through an open and transparent bidding process, on terms which more than safeguard the public interest. The entire process must satisfy the law and courts of the land. The private partner will operate and maintain the assets and return them to Government on completion of the lease. The former FM wishes to appear ignorant about the use of innovative new instruments that the Government has permitted in the monetization of assets. The use of Infrastructure Investment Trusts (InvIT) and Real Estate Investment Trusts (REIT), which, like mutual funds, pool investments which then flow to infrastructure and real estate, will allow the people of India and prominent financial investors to invest in our
national assets. Some InvITs and REITs are already listed on stock markets. What the former FM disparagingly calls a “rent” of Rs 1.5 lakh crore a year from asset monetisation will actually lead to morechurn and use of financial leverage to fuel higher Government investment in building new infrastructure. That is the real logic of asset monetization. Unfortunately, through scams like 2G, Coalgate, CWG and Adarsh, UPA appeared focused on monetization of a different kind. G o ve r n m e n t n e e d s financial resources to upgrade India’s infrastructure to world-class levels without over-burdening the honest taxpayer of this country. In the past 7 years, the total length of highways has gone up to 1.5 times of the length created over 70 years. The total investment in urban sector in the past 7 years has been over 7 times of the investment made in the 10 years between 2004-14. Ironically, in his effort to falsify the narrative, Mr. Chidambaram has disowned even the few progressive baby
steps that the UPA Government had taken to monetize public assets. The privatization of Delhi and Mumbai airports happened under the UPA Government when Mr. Chidambaram was Finance Minister and Chairman of the Group of Ministers which was responsible for decision making on this matter. Mr. Chidambaram writes that the Railways is a strategic sector and should not be open to private participation. Why did he not put his foot down when, in 2008, the UPA Government invited Requests for Qualification for the redevelopment of New Delhi Railway Station? Even after UPA, the Congress has been in state governments which have taken policy decisions to monetise public assets. In February 2020, the Mumbai-Pune Expressway was monetized for Rs 8,262 crore by the Government of Maharashtra. Mr. Chidambaram and his party could have stopped CM Uddhav Thackeray’s ‘stroke of pen.’ The former FM then raises the bogey of a possible creation of monopolies in certain sectors. Hecites the examples of the US crack-
ing down on tech companies, South Korea taking on Chaebols and China’s purge of some of its internet giants, all for anti-competitive practices. India also has institutions that deal with issues related to uncompetitive practices. There are sector specific regulators. There is the Competition Commission of India. There are Consumer Courts. All of these have the authority, quite independent of Government of India, to come down heavily on any anti-competitive practice. The Government is also committed to market competition and will design processes in a way that minimize the probability of any concentration of market power. In some areas, like Railway tracks, where there is a natural monopoly, there will be no asset monetization. The former FM raises other bogeys like the matter of jobs. The case studies of the privatisations undertaken by the Vajpayee Government show that jobs actually grow when an operation is more efficiently managed. In addition to jobs increasing in the assets being monetized, an entire new set of jobs will be
created when the government reinvests its revenue proceeds. There is a positive multiplier effect, which someone who has been Finance Minister ought to appreciate. Finally, Mr. Chidambaram accuses the Government of secrecy in the way it has gone about the NMP. Nothing could be further from the truth. The asset monetization was announced several months ago in the Union Budget in February 2021. Several rounds of webinars and national-level consultations were organised. What was announced last week was a roadmap. Earlier, the Government had announced a strategic disinvestment policy in 2016. Our Gover nment is committed to forward looking, pro-people reform. We are acting out of conviction. Stealth and secrecy are companions to Congress-style subterfuge. This Government makes no compromise with transparency and national interest. Delhi riots: I will stop saying ‘Salaam’ if illegal, Saifi tells court NEW DELHI, SEP 10 (PTI): Alluding to Delhi Police’s remarks on “Assalamu alaykum” salutation, Delhi riots conspiracy case accused and activist Khalid Saifi on Friday said he would have to stop saying it in case it is illegal. Saifi’s remarks came days after the police said JNU student Shar jeel Imam, who is also an accused in the case, began one of his alleged inflammatory speeches with “Assalamu alaykum”, which shows it was addressed to a particular community and not the public at large. “I always greet my friends with salaam. I think I will have to stop it in case it is illegal. Is it a law or presumption of the prosecution team?” Saifi asked Additional Sessions Judge Amitabh Rawat. His query impelled ASJ Rawat to clarify that it was the prosecution’s argument and not the word of the court. The exchange took place through videoconference. On September 1, Special Public Prosecutor Amit Prasad read out a January

The party also announced the names of Milan Ghosh and Sujit Das for Samserganj and Jangipur seats respectively. The votes will be counted on October 3 and results declared the same day. Tibrewal, currently the state vice president of Bharatiya Janata Yuva Morcha (BJYM), the BJP’s youth wing, had joined the party in 2014.
Muslim youth lynched to death in UP’s Shamli, case filed against 8 LUCKNOW, SEP 10 (AGENCIES): Another lynching of a Muslim youth has come to light from Uttar Pradesh. In Banat town of the Shamli district, a 22-year-old man named Samir, who got off at the bus station was beaten to death with sticks and rods by several men on Thursday, 9 September. An altercation between the men is being cited as the motive behind the murder. The police have registered a case of murder based on a complaint filed by Adil, uncle of the deceased. While there has been a furore in the family due to the brutal nature of the public murder, the police have named eight people in the case and have started efforts to arrest the killers. The incident of lynching has come to the fore in the town Banat of Adarsh Mandi police station area of Shamli district. Adil, a resident of Mohalla Premnagar Banat, filed a case in connection with the

NEW DELHI, SEP 10 (PTI): Rainfall in August, which recorded 24 percent deficiency, was lowest in 19 years, the India Meteorological Department (IMD) said on Friday. Two major spells of weak monsoon prevailed over the country -- from August 9-16 and August 23-27 -- when northwest, central and adjoining peninsular and west coast of India had subdued rainfall activities. “During August 2021, rainfall over the country as a whole was below Long Period Average (LPA) by minus 24 percent. It is also lowest August rainfall in last 19 years, since 2002,” the IMD said. The Southwest Monsoon season officially commences from June 1

Soon after her statement, Asaduddin Owaisiled AIMIM, which has announced to contest 100 seats, offered Ansari a ticket, with its spokesperson Syed Asim Waqar telling PTI that “our doors are open for him”. Mayawati said BSP state president Bhim Rajbhar will contest from Mau, currently represented by Mukhtar Ansari, the five-term MLA who was brought back from Punjab’s Ropar jail in April and lodged in a Banda jail. MUMBAI, SEP 10 (IANS): One person has been arrested in connection with the shocking rape and brutalisation of a 30-year-old woman in Mumbai late on Thursday night, police said on Friday. According to police, after raping the women in Khirani Road area of Sakinaka, the accused allegedly pushed a rod into her genitals before escaping. Sakinaka Police Station’s Senior Police Inspector Balwant Deshmukh said that the accused, identified as local, Madhu Chavan, 45, has been arrested and is being interrogated in connection with the dastardly crime. The victim, who was found bleeding profusely, was rushed in a critical condition to the BMC’s Rajawadi Hospital, but Deshmukh declined to comment on her health status, saying “she remains under treatment”. Top police officials rushed to the spot for investigations, and to nab the others involved, in the crime that came on the eve of the state’s biggest festival Ganeshotsav which started on Friday.

However, challenges pertaining to electronic components’ availability, coupled with high operating and ownership costs due to rising commodity prices capped the sales’ uptrend. Accordingly, sales of passenger vehicles increased to 2,32,224 units in August as compared to 2,15,916 units sold during the corresponding period of 2020. On a sequential basis, August PV sales were lower than July’s level of 2,64,442 units. The data furnished by the Society of Indian Automobile Manufacturers (SIAM) does not include sales figures from some key players such as Tata Motors. The PV sales data comprises cars, utility vehicles and vans.

Industry output grows 11.5 in July
NEW DELHI, SEP 10 (PTI): Industrial production surged 11.5 per cent in July mainly due to a low-base effect and good performance by manufacturing, mining and power sectors but the output remained slightly below the pre-pandemic level. The manufacturing sector, which constitutes 77.63 per cent of the Index of Industrial Production (IIP), grew 10.5 per cent in July, according to the data released by the National Statistical Office (NSO) on Friday. The mining sector output rose 19.5 per cent in July while power generation increased 11.1 per cent. In July 2021, the IIP stood at 131.4 points compared to 117.9 points in the same month last year. The index was at 131.8 points in July 2019, as per the NSO data. The data showed that industrial production recovered but was still slightly below the pre-pandemic level of July 2019.

4-in-1 Blood Pressure pill could improve outcomes
A
four-in-one pill containing “ultralow doses” of different medications can provide better blood pressure control than standard drug treatment, a new clinical trial from Australia shows. About 80% of people given the “quadpill” achieved a healthy blood pressure of 140/90 within three months and continuing out to a year, compared to 60% of people who started on a single medication and added others as needed, researchers reported. “Starting on this very low-dose combination of blood pressure medicines was more effective than the common approach of starting one medicine at full dose and then adding medicines in a stepwise manner to improve blood pressure control,” said lead researcher Dr. Clara Chow,
a professor of medicine at the University of Sydney. “A n d e ve n a t 1 2 months there was no catchup -- that is, the group initiating on the quadpill still had better blood pressure control at 12 months,” with most of them still taking just the single four-in-one pill, Chow continued. Some blood pressure treatment guidelines already recommend using combinations of different pills to better reach healthy levels, said Dr. Eugene Yang, chair of the American College of Cardiology’s Prevention of Cardiovascular Disease Section. Combining these different medications into one pill could help people better stick with their treatment, said Yang, medical director of the University of Washington Medicine Eastside Specialty Center
in Bellevue. “A lot of what drives this strategy is to improve adherence, because we know the more pills you take, the lower the adherence is,” Yang said. Four different triedand-tested blood pressure medications were combined into one pill and randomly prescribed to half of a group of nearly 600 Australians, to test for safety and effectiveness. Chow and her colleagues figured there would be less chance of side effects since each medication included in the pill would amount to a quarter of what would normally be prescribed. “A quarter dose of each blood pressure medicine is not a quarter as effective, actually it is more like 60% as effective,” Chow explained, “And the four types of medicines
included here each worked in different ways to lower blood pressure; that is, they were synergistic. So when combined, four quarter doses gives you the maximum effect for minimum dose.” Their suspicion was right, as there were few serious side effects in the group that took the quadpill. “The side effects from any of these medications at

KABUL, SEP 10 (PTI): Afghanistan Cricket Board (ACB) CEO Hamid Shinwari on Friday asked Cricket Australia (CA) to reconsider its decision not to host its men’s team for a Test in November after the Taliban banned women from playing sport, saying such a move will only isolate the strifetorn country. Soon after forming an interim government, the Taliban banned women from playing cricket or any others sports, casting doubts over Afghanistan men’s team Test status. As per ICC rules, all Test playing nations must have a women’s team as well. Cricket Australia (CA) on Thursday said that its men’s team’s season-opening Test against Afghanistan, slated to start on November 27 in Hobart, will be scrapped due if Taliban doesn’t allow women in sports. In a statement, ACB CEO Hamid Shinwari expressed “shock and immense disappointment” at the potential cancellation of the Australia-Afghanistan Test, which it described as “sudden and unexpected”. The ACB CEO said there is an alternative to cancelling this “significant, history making Test match”. But, instead of offering any such alternative, the ACB said it is “powerless to change the culture and religious environment of Afghanistan”.

Paralympians, who won a gold medal in the Tokyo Games, will receive a cash reward of Rs 10 lakh each, while those who bagged silver will get
a cash reward of Rs 8 lakh each. Paraathletes, who won the bronze medal, will be given a cash reward of Rs 5 lakh each. Friday’s development came after the tourists were left on tenterhooks following physio Yogesh Parmar’s positive COVID-19 test that led to concerns that the infection could spread during the match. As for the series, its
