No supply of cattle after Assam ban

D I M A P U R , AU G 1 1 (NPN): After the BJP retained power in Assam after the February election, the new chief minister Dr. Himanta Biswa Sarma introduced the Assam Cattle Preservation Bill 2021 in the Assembly in July. The Bill aims to prohibit the transport of cows within the state and any place outside the state. The Bill also seeks to control the slaughter of cows and consumption of cow meat. Violation of the provisions of the Bill could lead to imprisonment for three to eight years and a fine between Rs 3 lakh and Rs 5 lakh. As a consequence of the cow protection bill, since July transportation of cows has virtually come to a halt. This has affected states like Nagaland which depend wholly on imported cattle (cow and buffalo) for meat purposes. Sarma said the Assam Cattle Preservation Bill, 2021 will not affect the other states in the North East as it is meant to stop cattle smuggling outside the country (to Bangladesh) and not the legal trade. He said consignments destined for Meghalaya, Nagaland or Arunachal Pradesh shall require certification from the government concerned for clearance. Both Houses of Parl adjourned sine die NEW DELHI, AUG 11 (PTI): Lok Sabha and Rajya Sabha were on Wednesday adjourned sine die, two days ahead of schedule, bringing to an end a tumultuous Monsoon session that was disrupted every day by opposition protests over the Pegasus snooping allegations and farm laws. In Lok Sabha, as many as 19 bills, including the one on withdrawal of all back tax demands on companies such as Cairn Energy and Vodafone, were passed in the din. Lok Sabha functioned for only 21 hours during the entire Monsoon session and its productivity was at 22 percent. The House held 17 sittings. Rajya Sabha was adjourned sine die after the passage of four bills including on the OBC list and state-run insurance companies. “The 254th session of the Rajya Sabha which commences on July 19 has now come to a close,” deputy chairman Harivansh announced. “The house is adjourned sine die,” he said.

transportation of cattle (cow and buffalo) for business purposes via Assam. Even if cows are procured from West Bengal, transportation is banned across Assam under the new bill. The in-charge of the slaughterhouse at Burma camp here, claimed that normally 60 to 70 cows used to be butchered daily in Dimapur. However, he said the numbers have drastically dropped and only a handful of locally bred cows were being butchered for sale. “After July, we are not getting any cows from outside the State. Even within the state, there are hardly any cattle (cows and buffaloes) unlike piggery and poultry,” lamented a butcher. Due to scarcity, he said the rate of beef was Rs 250 per kg before current lockdown, has now shot up to Rs 300. It may be recalled that Meghalaya chief minister Conrad Sangma has expressed serious concern with Assam chief minister Himanta Biswa Sarma over the beef ban. Conrad has also written to the Centre over the ban which is affecting the dietary habits and economy of the people. DTHF rejects installation of NCD D I M A P U R , AU G 1 1 (NPN): Dimapur Tribal Hoho Forum (DTHF) has described as “farce” the formation of Naga Council Dimapur (NCD) and affirmed that it would not recognise the present NCD leadership until it was set up with the participation of all the mandated councillors from all member tribes within August 18, 2021. In a press note, DTHF convenor Zhato Kimho and secretary Wanthang Rengma stated that the resolution to this effect was taken at a meeting held at Tourist Lodge, Dimapur on August 10. The forum stated that
the meeting, which had discussed the NCD imbroglio threadbare, was attended by 11 tribal hohos out of 19. DTHF said the meeting resolved that failure to set up within the stipulated period would compel the forum to take its own course of action. The forum maintained that the entire episode of signing the MoU between the two contending NCD parties under the initiative of ASTD president Meren Longchar “at last came out as a design to discriminate and sideline certain tribes.” The house has also asked Meren to give a satisfactory
response on or before August 18 and that failure to do so, will compel DTHF members to disassociate ASTD under Meren’s leadership. Further, DTHF said that nomination and removal of the councillors to NCD was the prerogative of the respective tribes. However, it said that after the signing of the MoU, the councillors of five tribes were rejected and thereafter installed the president and the vice president in the absence of the councillors of the 5 tribes. The forum maintained that NCD had no authority to reject councillors sent by respective tribes.

dex’, which identifies the regional patterns of ageing across the States and assesses the overall ageing situation in India. Rajasthan, Himachal Pradesh, Mizoram and Chandigarh lead the rankings in Aged States, Relatively-Aged States, North Eastern States and Union Territories categories re-
spectively. While Mizoram with a score of 59.79 topped the list among North Eastern states, Nagaland has been ranked sixth with a score of 50.77. The report was released by Dr Bibek Debroy, chairman of economic advisory council to the prime minister (EAC-PM). The Index has been created

If all goes well, it will be for the second time in Nagaland to witness an allparty government. The first all-party government was formed during DAN-III in 2015 when all eight Congress MLAs joined the government and subsequently merged with the NPF.

KOHIMA, AUG 11 (NPN): In a major development, an all-party meeting comprising NDPP, BJP, NPF and two Independent legislators agreed in principle to form an all-party government under the nomenclature “Nagaland United Government”. Highly placed sources informed Nagaland Post that the decision was taken after the legislators from NDPP, BJP and NPF and two Independents MLAs held a meeting at the residential office of chief minister Neiphiu Rio here on Wednesday. Another source said a memorandum was shared among the parties to take it to their respective party high commands for final approval. It may be mentioned that the move for an opposition-less government was proposed on Naga political issue. Even though the NPF legislators did not put any precondition in forming an opposition-less government, it was learnt that one cabinet post may be allotted to the party. Dimapur recorded 22 fresh cases, Mokokchung-15, eight in Kohima, five each in Longleng and Wokha, four in Mon, three in Zunheboto and two in Tuensang, taking the total caseload to 28875. Six more patients succumbed to the virus-- three in Kohima, two in Dimapur and one in Tuensang, pushing the death toll to 591.

PUNE, AUG 11 (IANS): It’s official. The muchtouted Rs 20-Lakh-crore special pandemic package, announced in May 2020 to revive the Covid-hit economy, was apparently a dud, according to reply under RTI released here on Wednesday. Hoping to unravel the exact benefits of the historic financial package after its validity ended in March 2021, a Pune businessman Prafful Sarda filed a query under RTI, but after over four months, got a shocking reply from the Centre. The Centre has said that in view of the unprecedented Covid-19 pandemic, “additional borrowing limit of up to 2 per cent GSDP was allowed to the state” under the ‘Atmanirbhar Package’ for the year 20202021. Accordingly, under this head, the Centre permitted states to make ‘addi-
tional borrowings amounting to Rs 319,939-crore during the fiscal 2020-2021, the RTI response said. Of this (Rs 319,939-crore), the states which availed the highest ‘additional borrowings’ are: Maharashtra (Rs 30,788-crore), Uttar Pradesh (Rs 29,108-crore), Tamil Nadu (Rs 28,880-crore), Karnataka (Rs 27,955-crore), Gujarat (Rs 26,112-crore), and Rajasthan (Rs 21,301-crore) – in the upper bracket. Incidentally, all the smaller states of North East dared to avail ‘additional borrowings’ of less than Rs 1-K-crore: Meghalaya (Rs 542 crore), Manipur (Rs 497-crore), Arunachal Pradesh (Rs 399 crore), Sikkim (Rs 373 crore), Nagaland (Rs 314 crore), Mizoram (Rs 264-crore) – totaling to just Rs 2,389-crore. A new phishing attack lurking to scam banking customers: Advisory NEW DELHI, AUG 11 (PTI): Scammers are targeting banking customers in India using a novel phishing attack to collect sensitive information such as internet banking credentials, mobile number and OTP to carry out fraudulent transactions, the country’s cyber security agency has warned in its latest advisory. “The malicious actors have abused the ngrok platform to host phishing websites impersonating internet banking portals of Indian banks,” according to the
advisory issued by CERTIn on Tuesday. The Indian Computer Emergency Response Team or CERT-In is the federal technology arm to combat cyber-attacks and guarding the cyber space against phishing and hacking assaults and similar online attacks. Phishing denotes to the fraud when an attacker, masquerading as a trusted entity, tricks a victim into clicking evil links to steal passwords, login credentials and onetime password (OTP). Using these phishing websites, the

In a press release, KWD wildlife warden M. Limaba said the department was informed of a pair of primates being held “captive” by some individuals at Phek town. The warden said on August 8 a team visited the location and on investigation found that the primates were being reared as pets by a family. The family then donated the pair to the team after being assured that the primates would be well

DIMAPUR: Zunheboto District Planning and Development Board (DPDB) Wednesday discussed the ensuring 75th Independence Day celebration and the COVID-19 pandemic status of the district among other issues. According to a DIPR report, the meeting was held in the conference hall of deputy commissioner (DC) Zunheboto under the
senting a detailed report on the current COVID situation of the district said department has intensified sample testing by installing 35 testing facilities across the district. He informed that out of a total of 3999 samples tested in the last nine days, 57 samples were positive which numbered at 1.4% which he said was at a “relatively safe zone”. Dr. Akaho said that the team aims to administer 1000 samples for testing in the coming 20 days. The board members were also informed that, so far 42855 doses of vaccination had been administered and the district also had a total of 13 villages which are totally vaccinated. Dr. Akaho said15% of eligible are yet to be vaccinated. The members also deliberated on other agendas including reconstitution of aspiration block. Earlier, the meeting began with the introduction of new board members and review of the previous DPDB meeting minutes.

DIMAPUR: GPRN/NSCN through its MIP informed that the GSO-I (admn), GHQ has issued a ‘force discharge’ order on two cadres in accordance with the code of conduct and ethics of the Naga Army. MIP stated that “major” Lapong, A/No. 13534, son of Munomong of Mimi village, Yimchunger region was force discharged on account of breach of “Naga Army Disciplinary Code” by neglecting and absconding from government duties for several years without any official leave sanction.
Further, MIP stated that “lieutenant” Ghotoi, A/No. 19428 son of Iloxu of Rotomi village, Sumi Region was force discharged on account of Anti-national activity and breach of Naga Army Disciplinary Code by mingling and associating with the adversaries (Indian security forces) for several years. AGARTALA/KOLKATA, AUG 11 (PTI): A case has been registered in Tripura against TMC national general secretary Abhishek Banerjee, MP Dola Sen, West Bengal education minister Bratya Basu and other senior leaders of the party for allegedly obstructing police officers from performing their duties. Kiran Kumar, the superintendent of police (SP) in Khowai district, said a suo moto complaint was filed on Tuesday against the TMC leaders, who had “misbehaved” with officers on duty on August 8. “We booked them on August 10 under Section 186 (obstruction of public servants in the discharge of his public function) and 36 (common intention) of the IPC. The FIR pertains to entry into the Khowai police station... They will be summoned,” the SP stated. We went there to stand by our party workers.” At least 14 leaders and workers of the Trinamool Congress (TMC) were arrested in Khowai district on Sunday, including those injured in an alleged attack by BJP men the day before, for “flouting COVID-19 norms”. In a video that went viral on social media, the TMC national general secretary was seen raising his finger to enquire why his supporters were arrested “after having faced assaults”. GUWAHATI, AUG 11 (PTI): Assam Chief Minister Himanta Biswa Sarma on Wednesday said he has discussed the proposed 35km elevated corridor of the National Highway-37 passing through Kaziranga National Park with the Centre, which has given a favourable response. During a discussion on the Cut Motion on Supplementary Demands for Grants in the Assembly, Sarma said the ambitious project has been discussed at length with Union Road Transport and Highways Minister Nitin Gadkari. “With all the MPs from Assam, I met Nitin Gadkari in Delhi yesterday. We discussed the Kaziranga elevated road project. You will be happy to know that it is almost on track now,” Sarma said. During the monsoon, the famed Park gets inundated and scores of animals are killed while trying to cross the NH-37 by speeding vehicles, he added. IMPHAL, AUG 11: A COVID-19 patient was shifted to a hospital from his house on a motorcycle in a bizarre incident in the interior area of Manipur’s Pherzawl district. The incident came to the light after the video of the seriously ill 70-year-old patient being transported on the bike by two persons wearing PPE kit was shared by the residents of Parbung area of the district to the media. While sharing the video, it was reported that the patient was transported on the bike by two volunteers of the local Covid task force as his condition became serious. The patient was lodged at a community isolation centre manned by the local Covid task force and the volunteers had to transport him on bike as there was no ambulance at the nearest healthcare centre Parbung.
The healthcare centre is around two kilometers from the village of the patient and the centre has no ambulance or other facilities. Pherzawl is the least COVID-19 affected hill district of the state. Including new cases registered today (Wednesday), only 270 persons from the district were infected by the virus till date and no death reported in the district so far. As a part of developing infrastructure in the health sector in the wake of the outbreak of COVID-19 in the state, the state government has recently distributed ambulances with basic life support to different districts of the state, particularly in the hill districts. Two months ago, the state chief minister handed over 10 ambulances to the authorities of six autonomous district councils (ADCs) covering all the 11 hill districts of the state.

NEW DELHI, AUG 11 (AGENCIES): Prime Minister Narendra Modi and Congress president Sonia Gandhi were both in Speaker Om Birla’s room in parliament when he met with leaders of various parties after the monsoon session ended this morning, two days early. Modi and Sonia sat on adjoining sofas in the meeting. Home Minister Amit Shah, the Congress’s Lok Sabha leader Adhir Ranjan Chowdhury and leaders of the Trinamool Congress, Akali Dal, YSR Congress and BJD were also present. The smiling faces in the Speaker’s room were incongruous with the acrimony throughout the session, which was marked by protests and daily disruptions in
both houses of parliament. Sources say the Speaker urged all parties to cooperate with the functioning of the house in future. Both the government and opposition par ties blamed each other for the standoff. As the opposition protested on a range of issues including the Pegasus snooping scandal, fuel prices and the Covid crisis, the government was accused of rushing through bills without discussion. “I saw PM Modi for the first time today. When everything is over, he shows up. The government passed bills without discussion. Except for the OBC Bill, all other Bills were passed within minutes - another record by this government,” said
Adhir Ranjan Chowdhury. Speaking to reporters, the Speaker said the Lok Sabha functioned only 21 hours in the month-long session and its productivity was at 22 per cent. “I am hurt by the fact that the proceedings of the house did not take place per expectations in this session. I always make an effort to see that maximum business takes place in the House and discussions are held over issues related to the public. But there was continuous obstruction this time. This could not be resolved,” Mr Birla said. The Rajya Sabha saw similar disruptions and yesterday, opposition members stood on the table at the centre of the house and one MP threw the rule book at the Chair.

Some opposition MPs on Tuesday climbed atop the tables where officers and reporters of House are seated and an MP had even hurled an official file in the Chair’s direction, according to reports. Om Birla’s Chagrin: Responding to the ruckus in the Lok Sabha, Speaker Om Birla said on Wednesday that there have been debates, agreements and disagreements in the House but never was its dignity lowered, ANI reported. “I urge all the MPs, that the House be run in accordance with Parliamentary traditions and its dignity maintained. Sloganeering and raising of banners are not a part of our Parliamentary traditions. They (MPs) should express themselves from their seats,” he added.

Congress leader in Lok Sabha Adhir Ranjan Chowdhury said the Opposition was not allowed to speak on issues like price rise, rising fuel prices, farmers agitation and the repeal of farm laws that concern the people of the country. He said the opposition from day one wanted a discussion on these issues but the government, which should have fulfilled its responsibility of ensuring t h a t Pa r l i a m e n t r u n s smoothly, acted on its own “whims and fancies”. “It is not the task of the government to say who is right or wrong... or what demands are right or wrong. Such a government that focuses on its whims and fancies is not good for the country and is dangerous for democracy,” the Congress leader told reporters. He also accused the government of creating a new record in passing bills in

Opposition protests over the Pegasus snooping row, farm laws and other issues had continuously marred the proceedings since the start of the session on July 19. Chowdhury claimed the government and the ruling party did not miss any opportunity to complain against the opposition to show it in a bad light and “deflect the truth”. The day parliament
session began the united opposition after an all-party meeting presented demands of the opposition, he said. “We sought discussions on COVID-19, unbridled price rise, fuel price rise, farmers issues. “We wanted repeal of farm laws and when the Pegasus issue came up, we repeatedly tried to tell the government the issue is not small. It has put a question mark on national security. “Government should discuss the steps taken in respect of snooping allegations. The government kept escaping a discussion and till the end did not allow a debate on Pegasus,” he said. The Congress leader said, “Israel is probing the issue, France is investigating and Hungary and Germany are reacting”. He said Indian opposition leaders, activists, the judiciary have been potentially targeted by the Pegasus spyware and the issue affects every Indian. “ We w a n t e d a discussion on this issue. This was a genuine demand because the government gives separate statements in Rajya Sabha and Lok Sabha. Ministry of Defence, external affairs and IT give variant statements. People can’t understand the issue,” he claimed.

NEW DELHI, AUG 11 (IANS): As the situation in Afghanistan continued to turn from bad to worse with intense fighting between Afghan security forces and the Taliban, a total of 50 Indian nationals, including diplomats, left the Mazar-e-Sharif and reached New Delhi on Wednesday. “A Special flight comprising of 50 Indians landed at New Delhi this morning,” said a senior government official. The Centre stated that India has temporarily closed its Consulate General office at Mazar-e-Sharif. On Tuesday, Indian Consulate General in Afghanistan’s Mazar-e-Sharif had on social media platform said, “A special flight is leaving from Mazar-e-Sharif to New Delhi. Any Indian nationals in and around Mazar-e-Sharif are requested to leave for India in the special flight scheduled to depart late today evening.” The consulate also appealed Indian citizens, who are desired to leave for New Delhi by special flight, to share their details and whereabouts. This was the third security advisory that India has issued in the last three months. Mazar-e Sharif, or just Mazar, is the fourthlargest city of Afghanistan, with a population estimate of over 5 lakh until a few months back. It has been the capital of Balkh province and is linked by highways with Kunduz in the east, Kabul in the southeast, Herat in the southwest and Termez in Uzbekistan in the north. The Indian Embassy in Afghanistan had also advised the Indian citizens to keep themselves abreast o f t h e ava i l a b i l i t y o f commercial flights and make immediate arrangements to return before the air services were discontinued. Further, the embassy has directed the Indian companies operating in Afghanistan to immediately withdraw their Indian employees out of undergoing projects in the country. For the Indians, who are working for the foreign firms, the embassy asked them to request their employers to facilitate their travel from project sites to India.

Annual Corruption Report
A
nnual reports of the of the Comptroller and Auditor General of India(CAG) tabled on the floor of the house , contain startling and sometimes shocking irregularities under various government departments in Nagaland. Despite such reports being tabled every year, cases of blatant corruption have not lessened but rather, worsened since the few decades. These are clear indications that those who blatantly commit irregularities (an euphemism for corruption) are not afraid of being held accountable since, except for the rule of the gun, the rule of law does not exist. At best, even when corruption cases are registered, probed and action taken, it is only the small fries who are netted while the big fishes swim freely The issue of tackling corruption has not translated into impartial investigation and prosecution. Corruption of the worst magnitude plagues the entire strata of society and clearly, such a pre-eminence has also led to its acceptability. It reverses the very idiom of the “black sheep” in the family or society. In fact, too many black sheep has reversed the moral into the “white sheep” syndrome. The number of organizations with lofty ideals, who raise the issue in public domain have dwindled over the years. This has also included those that have exploited the RTI Act. The report of CAG Nagaland also needs to be seen from information that at times, the reports are presumptuous in the face of inadequate explanations. One cannot presume a person guilty just on the strength of discovery of some incriminating matters. Only a deeper probe will unearth facts on who is the actual guilty person. Be that as it may, the CAG reports are nevertheless substantial enough to reveal the magnitude of corruptibility within the prevailing system. States where corruption is not considered as a serious matter, are suffering its consequences. It may be noted that the United Nations Convention Against Corruption on October 31,2003 stated that it was “concerned about the seriousness of problems and threats posed by corruption to the stability and security of societies, undermining the institutions and values of democracy, ethical values and justice and jeopardizing sustainable development and the rule of law”. The UN has considered corruption as a violation of human rights. Individual corruption is the cause of institutionalized corruption, the latter being the most dangerous and deadly. Today, institutionalized corruption has become so deep rooted in the government that people have become insensitive to it. The vicious circle gets enlarged during elections which has to be the starting point where the battle against corruption has to be fought. Politicians have no vision worth mentioning as their single focus is to perpetrate corruption, injustice and lawlessness for the sake of power. Government servants in Nagaland, especially the bureaucrats, are considered to be among the richest in India. This amplifies the practical meaning of “serving the public” being turned into serving one’s interest. As had been mentioned in this column in the past, despite many rules governing conduct of government employees, the absence of enforcement has reduced these rules to mockery. On the other hand, the silence of the “religious leaders” of the church against cash for vote scam, anti social and criminal acts is deafening. Any society where corruption is rampant, and no longer a shameful act, is tolerated clearly exposes the sham of whatever religious faith that dominates such a society.

Tracing the history of aircraft crash at Molungkimong I
NTRODUCTION M o l u n g k i m o n g, t h e misty village nestled atop the pristine hills of Nagaland, India, shares an important place in the history of the WWII. On August 11, 1944, a US military plane exploded near the village and crashed into a ravine killing all 12 on board. 76 years after the ill-fated crash, details have now been established through eye-witness accounts, Missing Air Crew Reports, Accident Reports, Archival data and significant information from former crew mates and family members of the fallen crew. Poignantly, the 12 fallen heroes, having traced their identities, are being venerated for their ultimate sacrifice through a memorial erected at the crash site by the Village Council on 22 December 2020. THE CHINA BURMA INDIA (CBI) THEATER AND ‘THE HUMP’: The aircraft was part of the CBI Theater of WWII which was established on 22 June 1942 to halt Japanese expansion in Southeast Asia. The American strategy was to invade Japan by building up China as a source of manpower and the base for their bombers. But by January 1942, Japan had completely surrounded and cut off China from Allied supplies and the U.S. Army Air Force based in India started to haul military supplies 550 miles over the Eastern Himalayan Mountains from airfields in Assam, India to Kunming, China; a perilous air route that American pilots nicknamed ‘The Hump’. Chick Marrs Quin’s The Aluminum Trail lists more than 700 planes that went down in the course of ‘The Hump’ operation costing some 1,200 lives. THE AIRCRAFT: The plane with tail number 42-64189 was an F-7A Liberator photo reconnaissance version of the famous B-24J Liberator bomber from the 24th Combat Mapping Squadron based in Gushkara, India. On that fateful morning, it had embarked on an ‘Over The Hump’ Combat Mission enroute from Jorhat, India to Kunming, China. OPERATIONAL BACKGROUND: 24TH COMBAT M A P P I N G S Q UA D RO N (CMS): Flying over uncharted territories, the unit played a crucial role providing detailed aerial photography for the creation of detailed maps needed for the war. By the end of the war, the squadron had covered some 890,000 square miles of territory in India, Burma, Thailand and Malaya

Even the thought of that causes you to say, “I cannot continue without my ‘Elijah.’ ” Yet God says you must continue. Alone at Your “Jordan” (2 Kings 2:14). The Jordan River represents the type of separation where you have no fellowship with anyone else, and where no one else can take your responsibility from you. You now have to put to the test what you learned when you were with your “Elijah.” You have been to the Jordan over and over again with Elijah, but now you are facing it alone. There is no use in saying that you cannot go— the experience is here, and you must go. If you truly want to know whether or not God is the God your faith believes Him to be, then go through your “Jordan” alone. Alone at Your “Jericho” (2 Kings 2:15). Jericho represents the place where you have seen your “Elijah” do great things. Yet when you come alone to your “Jericho,” you have a strong reluctance to take the initiative and trust in God, wanting, instead, for someone else to take it for you. But if you remain true to what you learned while with your “Elijah,” you will receive a sign, as Elisha did, that God is with you. Alone at Your “Bethel” (2 Kings 2:23). At your “Bethel” you will find yourself at your wits’ end but at the beginning of God’s wisdom. When you come to your wits’ end and feel inclined to panic— don’t! Stand true to God and He will bring out His truth in a way that will make your life an expression of worship. Put into practice what you learned while with your “Elijah”— use his mantle and pray (see 2 Kings 2:13-14). Make a determination to trust in God, and do not even look for Elijah anymore.

(Malaysia) and China EYE WITNESS ACCOUNT OF THE CRASH AND THE AFTERMATH: It was a rainy that day and most of the elders of the village had gone to the fields. “The cloud was engulfed in flames and thinking it was ‘hell’, we immediately hid in the basement scared. Occasionally getting up to check and finding the clouds still burning, we shut our eyes and lay down in the basement waiting for the flames to go”, recalls Sutsung Ozukum, a retired teacher. He was 8 years old then and was incidentally making traditional lanterns out of tree saps and tin cans with his friends when the plane crashed. Repayuba Tzudir recalls hearing an explosion louder than thunder and scaring him so much that he threw a child to the ground which he was carrying on his lap. Later, he could see the plane descending below the clouds in flames with parts and cargoes falling from the plane. Tongzuk Yaden and Majemshiba Tzudir, who were playing together then, recall the sight of one of the wings breaking off mid-air. Moments after the mid-air explosion, the villagers heard the plane impacting the ground with a loud explosion and saw smoke billowing from the forest of ‘Lungbanglu’, which is around two kilometers from the village. Papers and burning fuel had fallen from the plane leaving patches of fire all over the village. “The whole village would have burned that day had it not been for the rain”, opined Molung Nokdir. The villagers found the debris scattered over a large area. Four dead bodies were recovered which were given a proper Christian burial. Further, under the directive of the village council, the salvaged wreckage parts were brought to the village and kept in a warehouse near the village church. Few days later, an American military plane flew over the village searching for the wreckage site. LOCAL MEMORIAL EFFORTS: In April 2020, the Molungkimong Village Council set up a WWII Memorial Development Committee to work on memorializing the fallen crew. As an immediate necessity, a memorial plaque honoring the crew was erected at the crash site and dedicated on December 22, 2020 with a traditional warrior song by the village elders and a prayer by the village Church Pastor. A footpath leading up to the memorial has been paved and directional and notice boards placed. On 11 August 2021, a memorial service will be held to commentate the day of the crash. Arrangements have been made for relatives of the fallen airmen as well as other people in the United States of America to place flowers at the memorial which will bring some sort of closure to the fallen crew. The next objective of the committee is to set up a museum in the village which will accommodate a scale model of the plane and the wreckage parts which have either been collected from village households or freshly excavated from the crash site. Most importantly, the museum will reconnect us to an almost forgotten history of the fallen heroes by displaying their pictures and stories. On the whole, the humble museum is envisaged to serve as a research center for researchers and scholars and a fitting tribute to all the airmen who lost their lives while flying over ‘The Hump’. n July last month, there were reports of cloudbursts at many places. It started from Kishtwar in Jammu and Kashmir, followed by a landslide in Himachal’s Kinnaur district, killing nine people in a tourist vehicle. Apart from this, many people lost their lives and vehicles were washed away due to heavy debris and water flow in hill gorges and nallahs due to cloudburst in many villages of Dharamsala in Himachal and Uttarkashi in Uttarakhand. Some parts of National Highway 707 collapsed in Himachal. It seems that living with the floods caused by landslides and cloudbursts during the rainy season has become the destiny of the mountain dwellers. The floods in Rishiganga and Dhauli Ganga due to the breaking of glaciers in Kedarnath in 2013 and in the Raini and Tapovan area in Chamoli district on February 7, 2021, were great warning messages of nature for the mountains. This year’s tragedy in Uttarakhand is mostly due to the construction of allweather roads and the widening of roads. Due to the warming of the Himalayan glaciers, flash floods (sudden floods) due to the breaking of icebergs are common. The hill residents are living in the midst of the ravages of rains and flash floods. The
concern is focused on this that the lakes that suddenly came into existence should not break and bring a deluge. There is also ground experience that if a lake is formed due to temporary obstructions in the mountains or river valleys very low in the mountains, then they also become the cause of the cracks in the buildings, fields, roads and their collapse and subsidence. For example, in July 2021, the Gandi GaderaBarsati drain flowing down between two villages Gadkot and Angoth in the Narayanbagad area in Chamoli district had breached the houses of these villages due to the formation of a lake and its rising water level. He was born on 12 November 1918 in Machias, Washington and graduated from Maine Central Institute where he was popularly known as ‘Dan’ and well known for sports especially basketball and baseball. Longfellow enlisted into the Army Air Force on 20 March 1942 before which he was employed as a General Office Clerk. He was awarded the Purple Heart posthumously. Capt Joseph Earl Haynes, Service No. 0-854989, 27 Years, Engineering Officer (Passenger) Joseph Haynes was born on 2 August 1917 in Silverton, Texas. Deptt of agriculture clarifies
On going through the news article captioned “Request to release ATMA pending salaries” & open letter to the chief minister under “Step motherly treatment of ATMA staff of Nagaland” published in local news papers on 2nd August 2021 and on the 6th August 2021 written by one Imuhca, the department of agriculture stated that it has verified from the ATMA employees list and found that the said person is not an employee of ATMA. Through a press release, it stated that perhaps the writer could be a relative of an ATMA employee or an employee himself using fictitious name to confuse the authority. In this connection, the department of Agriculture has been constraint to issue this clarification for the kind notice of all concerned. With regards to non payment of salaries for the current fiscal year 2021-22, it stated that the department could manage to pay salary for the month of April 2021 from last financial years saving by forgoing the earmarked components of Cafeteria of activities which was kept pending on account of COVID-19 pandemic. The aforesaid gesture have been made by the department, keeping in mind ATMA personnel’s welfare owing to pending release of the 1st Installment for the current fiscal year 2021-22 by the GoI. Meanwhile, with the introduction of the Single Nodal Agency (SNA) by the Ministry of Finance vide OM F.NO. 1(13)PFMS/FCD/2020 dated the 23rd March 2021 notified a new procedure for release of funds under Centrally Sponsored Schemes (CSS) to come into effect w.e.f. 1st July 2021, where all CSS accounts will be integrated to PFMS. In line with this, even though it is time taking the department is actively pursuing to expedite the procedure for SNA implementation particularly the ATMA Scheme. Concerning the manpower issue, as per the 2018 ATMA guidelines provided by the Government of India, Contractual Employees (against regular vacancies) may be paid gross emoluments not exceeding the ceiling limits to certain categories of posts under ATMA. In this context, all categories of posts under State ATMA are recruited through Walk-In-Interviews and not as rendered in the mass media. Accordingly, on the recommendation of requirement board/committee set up by the government, the successful candidates were engaged purely on contractual basis for a period of 1 (one) year and co-terminus with the CSS programme. While the government recognises and appreciate the extension services rendered towards the farming community of the state by the ATMA employees, it is pertinent to note that there are certain rules and procedures of the government. In addition, there are ways and means to bring their grievance(s) to the notice of the competent authority before taking the issue(s) to the public domain. It added that the department of agriculture under the dynamic leadership of minister of agriculture & co-operation, G. Kaito along with agriculture production commissioner, Nagaland, Y. Kikheto Sema, IAS has been guiding and giving their best effort to the department. The good words or advice supposed to have given to the ATMA staff has no connection with the delay or no payment of monthly salary whatsoever rather they always have serious concern for the welfare and wellbeing of its employees including ATMA employees. The raw caste data have been
provided to the Ministry of Social Justice and Empowerment (MoSJE) for classification and categorisation of the data. As informed by MoSJE, there is no proposal to release the caste data at this stage,” he said. The minister also said the census schedule is designed in consultation with various stakeholders, including the state governments. The intent of the Centre for conducting Census 2021 was notified in the Gazette of India on March 28, 2019 but due to the outbreak of COVID-19, the census activities have been postponed, he informed Parliament. Rai said during the census exercise, data is collected on demographic and various socio-economic parameters such as education, SC and ST, religion, language, marriage, fertility, disability, occupation and migration of individuals.

NEW DELHI, AUG 11 (AGENCIES): The Centre on Wednesday told the Parliament that it will not collect fresh data for caste census. “The raw caste data collected during Socio-Economic Caste Census in 2011 is with Registrar General of India but no proposal to release the data as many technical problems noticed in it by RGI and the data has also become very old & is not usable,” said the Centre The Census 2021 exercise, when carried out, will enumerate only those SCs and STs that were notified through the constitutional orders of 1950, the government informed Parliament on Tuesday. A state-run bus, a truck and a few cars were trapped after the landslide blocked the Reckong Peo-Shimla highway. The bus, travelling to Shimla, reportedly had 40 people on board. Some 25-30 people are trapped or buried, official told Reuters. Ten people have been rescued and are in hospital. A video showed boulders and rocks rolling down the hillside with a roar before crashing into vehicles on the highway. Around 200 troops of the Indo-Tibetan Border Police (ITBP) were sent for rescue efforts. “We expect the rescue operations to continue through the night, if not longer,” Vivek Pandey, an ITBP

MUMBAI, AUG 11 (PTI): The Indian rupee settled just 1 paisa lower at 74.44 (provisional) against the US dollar on Wednesday amid a muted trend in the domestic equity market. At the interbank forex market, the local unit opened at 74.43 against the greenback and witnessed an intra-day high of 74.37 and a low of 74.48. It finally ended at 74.44 against the American currency, registering a fall of just 1 paisa over its previous close. On Tuesday, the rupee had settled at 74.43 against the US dollar. “Indian rupee settled flat on the back of the lacklustre movement, taking cues from other Asian currencies. Spot USD/INR is expected to trade in the range of 74.10 to 74.60,” said Dilip Parmar, Research Analyst, HDFC Securities. On the overseas front, the softness seen in the Euro has helped to lift the greenback towards the 4-month highs printed in late July, heads for fourth straight gains against a basket of peers, Parmar added. Looking ahead, the eagerly-anticipated US CPI report highlights Wednesday’s calendar, which is otherwise quiet, he further noted.

The fall of the capitals of Badakhshan and Baghlan provinces to the northeast and Farah province to the west put increasing pressure on the country’s central government to stem the tide of the advance, even as its lost a major base in Kunduz. ASA’s Ingenuity Mars helicopter h a s b e e n awa r d e d ‘ L a u r e a t e ’ for its “extraordinar y achievements in aerospace” by the Aviation Week Network. The prestigious honour recognises the pioneering rotorcraft for its history-making flights on the Red Planet, NASA said in a statement on Tuesday. When the 1.8 kilogram rotorcraft hovered on Mars for 39.1 seconds on April 19, 2021, it was the first i n s t a n c e o f p owe r e d , controlled flight on another planet -- a true Wright brothers moment. Since then, Ingenuity has chalked up 11 flights, with a total distance of just over 2.2 kilometers, reaching an
altitude record of 12 meters in its 10th sortie. “The helicopter has succeeded in ways the Ingenuity team could only have imagined at the outset of this project,” said Teddy Tzanetos, Operations Lead, Ingenuity, in the statement. “The small but mighty team behind this small but mighty rotorcraft is, needless to say, thrilled at its success and honoured for the acknowledgment. We’re also eager to see what comes next with the operations demonstration,” Tzanetos added. Ingenuity hitched a ride to the Red Planet on Perseverance, which landed on February 2021. It was designed as a technology demonstration and carries no science payloads on board. Its mission was to
prove that humanity can fly powered vehicles on Mars. After Ingenuity achieved its tech demo goals, the helicopter entered its cur rent operations demonstration phase to test its abilities as an aerial explorer, quickly imaging and scouting areas of Mars. This capability has proven useful to Perseverance operators and scientists. During its most recent f lights, Ingenuity has surveyed areas of particular interest for Perseverance to potentially explore in its hunt for signs of ancient life. The findings, published in The Journal of Allergy and Clinical Immunology: In Practice, suggest that asthma patients -especially those who require clinical care -- should continue taking their asthma medications during the Covid pandemic. “Anyone with asthma should continue to work with their health care provider to ensure they are getting the best treatment for their asthma, which leads to better asthma control and decreases the likelihood of severe Covid outcomes,” said Zhanghua Chen, Assistant Professor of population and public health sciences at the Keck School of Medicine of the University of Southern California. Researchers collected data on 61,338 Covid-19 patients using electronic medical records from Kaiser Permanente Souther n California from March 1 to August 31, 2020. Medical codes were used to determine if these patients had asthma or chronic obstructive pulmonary disease prior to their Covid diagnosis. Researchers also separated the data further, with the “active” group accounting for any patients who had a clinical visit for asthma within the last 12 months and the “inactive” group accounting for those who had not. Patients in the active asthma group had significantly higher odds of hospitalization, a need for intensive respiratory support and ICU admission within 30 days of Covid diagnosis compared to those with no history of asthma or COPD. The team of experts at the University of Nottingham found that neutralising antibodies generated by a single dose of the Pfizer vaccine were less effective at neutralising key variants of concern, for example the beta (first identified in South Africa) variant. H o w e v e r, t h e second dose, especially in those volunteers who had previously been infected with SARSCoV-2, dramatically increased virus variant neutralising antibody responses (and therefore potential protection) to a level comparable to those seen for the original strain of SARS-CoV-2. ith an aim to make virtual dating more interesting and useful, social networking site Facebook has introduced some new features, including the addition of ‘audio dates’ to its Dating app. According to The Verge, one of the biggest new features is audio dates, which will let users start an audio conversation with somebody they match with. When you try to start a call with someone, the other person will receive an invitation. If they accept, you both can have a chat, the report said on Tuesday. Facebook is also allowing users to set up two additional places in Facebook Dating where they want to look for matches. The feature, which Facebook calls Match Anywhere, should make it easier to match up with people who may be temporarily working or living in different places or frequently traveling between them. The company is also launching a feature called Lucky Pick, which “enables daters to consider other compatible candidates who may be outside their typical preferences,” citing Facebook communications staffer Alexandru Voica, the report said. Facebook Dating is not the company’s only dating app -- in April, Facebook’s NPE Team, which builds experimental apps, released an app called Sparked that sets you up on four-minute video speed dates. India have won only two of the 18 Test matches they have played at the venue, considered to be the home of Test cricket. India’s top batsmen, skipper Virat Kohli, Ajinkya Rahane and Cheteshwar Pujara don’t have a flattering record at the venue, where the slope can have great impact and affect a batsman’s stance.

Transition from men’s team to women’s side disrespectful: Marijne NEW DELHI, AUG 11 (PTI): Sjoerd Marijne has played his part in scripting Olympic history but the outgoing women’s hockey team chief coach still has scars of what he feels was a “disrespectful” transition back in 2018, when he was shunted out from men’s side after the Commonwealth Games disappointment. The former Dutch player came to the country to take over the Indian women’s team in 2017 but was appointed the chief coach of the men’s side later that year. However, in 2018, he was re-designated as the women’s coach in a rejigging of roles with Junior World Cup-winning coach Harendra Singh taking charge of the men’s side. But that bitter episode is still fresh in Marijne’s mind as he left the country after a successful four-year stint. “Of course, I was not really happy with the transition. I was not really happy with what happened, the way it happened with the men’s team and I don’t think that was fairly respectful,” Marijne told PTI in an exclusive interview after reaching India from a medal-less but successful Olympic Games. “But the moment I
returned back to women, Savita (goalkeeper) came to my room and said ‘Listen we are really happy you are back.’ That moment for me was the changing moment. I felt OK it’s good to be there again.” Marijne felt if given a longer time, he could have achieved a lot with the men’s side. “But people shouldn’t misunderstand me. It was not that I was disappointed to go back to women’s team, I was not happy the way they handled it with men’s team because I left on a really good moment. “On one side you have the opportunity to work with the most challenging team in the world in Indian men and on the other I was doing Indian women and we were just going up. “So it was a really difficult decision and I am happy how it ended. Hotel Vivor, Kohima on Wednesday, ASA president Lhoubeizo Kesiyie informed that even as ASA celebrated 50th Golden anniversary of its existence in 2017, at initial stage ASA conducted the event biannually while also there was some lapses in some years where the sports meet could not be conducted
because of which the 50th Sports meet will be organized in February 2022. Exuding confidence that pandemic situation will get better, Kesiyie said the sports events will be held in different venues like IG Stadium, local ground and indoor stadium adding that indigenous games will be included in the event.
Pacquiao to fight Ugas after Spence Jr pulls out with eye injury LONDON, AUG 11 (AGENCIES): Manny Pacquiao will fight Yordenis Ugas later this month after WBC and IBF welterweight champion Errol Spence Jr was forced to pull out of their fight with an eye injury. According to BBC, eight-division world champion Pacquiao and American Spence Jr were due to fight in Las Vegas on 21 August. But a medical revealed Spence has a torn retina and needs surgery. Spence said he was excited about the fight but “there was no way I could fight with my eye in that condition”. WBA welterweight champion Ugas is promoted from the undercard to face Pacquiao instead. Pacquiao has not fought since he beat Keith Thurman for the WBA welterweight title in July 2019. The 42-year-old, who is a serving senator in his native Philippines, was stripped of the title in January because of
inactivity. Ugas beat Abel Ramos for the vacant WBA regular welterweight title in September before being elevated to WBA super champion after Pacquiao was stripped of the belt. The 35-year-old Cuban had been preparing to make his first title defence against Fabian Maidana, but will instead take on

Naga said even as the event was slated for February, it will depend on the pandemic situation and said all SOPs and protocols will be followed as per the directive of the state government. ASA officials said entry for other events will be free, however for wrestling, the association will float tender. It was also informed that all indoor games will be held in Indoor and TT stadium while javelin throw, discus shot and wrestling (junior and senior) will be held in local ground and volleyball, football and athletics will be held at IG Stadium.

State chief minister, N Biren Singh and some ministers were among others who received them on their arrival at Imphal Airport. Nilakanta Sharma was part of men’s team that won bronze medal while Sushila Chanu Pukhrambam was in the women’s team that finished in fourth position. They were received by chief minister N Biren Singh and education minister Sorokhaibam Rajen on their arrival at the Bir Tikendrajit International Airport. Korea Open, Macau Open cancelled due to COVID-19 pandemic NEW DELHI, AUG 11 (PTI): The Korea Open and Macau Open were on Wednesday cancelled by the game’s governing body BWF due to rising cases of COVID-19 pandemic in the region. The apex body also postponed the World Junior badminton championships which was scheduled to be held in China. The Korea Open (August 31 to September 5), a Super 500 event, was scheduled to resume the BWF
World Tour which was suspended after the All England Championships in March. The Macau Open Super 300, on the other hand, was scheduled to be held from November 2 to 7. “The Korea Masters 2021 which was previously listed as postponed is also now cancelled. The ongoing COVID-19 restrictions and complications left local organisers no choice but to cancel the tournaments,” BWF said in a release. “BWF is still committed to

NEW DELHI, AUG 11 (IANS): From people trying to mathematically calculate javelin thrower Neeraj Chopra’s “speed of projectile” to those visiting sports shops selling cricket bats and asking “Bhaiya Javelin Hai (do you sell javelins)”, social media has gone into overdrive following the Tokyo Olympic Games gold medallist’s performance, and it bodes well for the sport in the country. From the moment Chopra landed at the Indira Gandhi International Airport in New Delhi on August 9, people started clicking pictures of the ace thrower’s javelin at the arrival lounge, neatly packed in a black bag with “Neeraj Chopra” written prominently on it. Soon calculations came into play and hundreds of people -- mathematicians, bio-mechanics experts and common people -- started gauging the speed of the projectile, applying complicated formulae and rules of gravity to reach a conclusive figure to Chopra’s gold medal-

TOKYO, AUG 11 (IANS): The Tokyo Paralympic Games 2020, scheduled to be held from August 24 till September 5, will be an event of many firsts, with the most striking being a record number of female athletes who will be competing in the quadrennial showpiece. At least 40.5 per cent of all the athletes will be women, according to the IPC Qualification Criteria. This equates to 1,782 athletes, an increase on the 1,671 women who competed at Rio 2016 (38.6 per cent). Tokyo, which will make history as the first city to stage the Paralympic Games for a second time -- having hosted the event in 1964 -- will also see badminton, a sport with mass viewership, make its debut along with taekwondo. Despite the pandemic restrictions, the Tokyo organisers are expecting to surpass the viewership numbers logged at the 2016 Rio Paralympics, which
had a cumulative audience of 4.1 billion on television. In India, the Paralympic Committee of India (PCI) has awarded the rights to broadcast the Games to Eurosport India. This will be the first time Eurosport will broadcast a global multi-sport event in the country and expand on a diverse range of sports already available to fans across its platforms. With a focus on local heroes, Eurosport India’s coverage of the Tokyo 2020 Summer Paralympic Games will start on August 27 to coincide with the men’s and women’s archery events at Yumenoshima
