A day of fires in Dimapur and Kisama Correspondent/Staff Reporter
KOHIMA/DIMAPUR, NOV 11 (NPN): Two major fire incidents occurred at Dimapur and Kisama on Thursday though so far, there was no report of any casualty in both the incidents. DIMAPUR: A massive fire broke out at Khermahal area (near NST Workshop) Thursday at around 8 p.m. after fire engulfed dozens of hutments. According to police the CGI sheet and bamboo walled huts housed around 80-100 rooms over a leased plot by daily wage labourers and their families. Around ten fire tenders were pressed into action to fight the inferno made worse due to explosions of around 10 gas cylinders. The intermittent explosions of LPG cylinders sent huge balls of flame skywards and adding to the inferno. It took over one hour to bring the fire under control as fire tenders, both from central and west, were pressed into service to douse the fire. As per initial reports, some residents of the area suffered minor injuries, however, there was no report of loss of any life till the time of filing this report. State logs 6 fresh Covid-19 cases D I M A P U R , N OV 1 1 (NPN): Nagaland on Thursday recorded six fresh Covid-19 positive cases while no fatalities were reported during the day. Of the fresh cases, five were from Dimapur and one in Kohima, taking the total caseload to 31966. Further, 12,31,548 persons had been inoculated against Covid-19 as on November 11 (716309 first dose and 515239 second dose. PTI: India added 13,091 new Covid cases taking the country’s total tally to 3,44,01,670, while the death toll climbed to 4,62,189 with 340 fresh fatalities.

completely burned down, the Chang morung was partially damaged. The cause of the fire was yet to be ascertained. However, it was suspected that electrical short circuit may have caused the fire. Kakihe, assistant director of Tourism department and nodal officer for Hornbill Festival, who was present at the site to oversee the repair works of the morungs, said it was unfortunate that fire took place just when works for the morungs were completed except for some final touches. Covid vax for children: Govt in no rush NEW DELHI, NOV 11 (PTI): Union Health Minister Mansukh Mandaviya on Thursday said the government does not want to make haste about administering COVID-19 vaccine to children and any decision in this regard will be taken based on expert opinion. On when vaccination for children could start as Zydus Cadila’s Covid vaccine has been granted emergency use authorisation for 12-year-old and above, he said children were not being inoculated against COVID-19 on a large scale anywhere in the world though it has been initiated in some countries in a limited manner.

We have decided to think and evaluate before going ahead with vaccinating children as they are the future of our country and we need to tread with caution in this matter,” he said. On the probability of administering a booster dose, he said adequate stocks are available and the aim is to complete the vaccination of the target population with two doses. After that, a decision on booster dose would be taken based on expert recommendation, Mandaviya said.

board exams in either offline or online mode, it later took a u-turn and said it would hold exams in offline mode only. Now, a writ petition has been filed which seeks urgent directions from the apex court for both CBSE and CISCE on holding class 10 and 12 board exams in both online modes. Students demanded that since there has been a sharp increase in Covid-19
cases again in the country, there should be an option of appearing for exams in online mode. The petition has been filed by Advocate Sumanth Nookala. This year both boards will hold class 10 and 12 exams twice. The CBSE board exams 2022 are set to begin from November 30 for class 10 students and from December 1 for class 12 students. Fearing the exams
could be a “super spreader” event, students claim that exposure through offline exams could increase the risk of COVID-19 infections. Further students appearing for board exams are under 18 years of age and hence could not be vaccinated. Both CBSE and CISCE have already informed that they will hold exams amid the COVID-19 safety protocol.

Power shutdown in Dimapur, Peren D I M A P U R , N OV 1 1 (NPN): Power department has informed that there would be a shutdown of 132/66/33kV Nagarjan substation on November 13 from 5 a.m. to 8 a.m. for maintenance of sub-station. In a press note, executive engineer transmission division Dimapur informed that during the shutdown period there would be no power supply in and around Dimapur and Peren districts. Acknowledging the inconvenience caused to the consumers, the department has requested cooperation from all.
D I M A P U R , N OV 1 1 (NPN): Union agriculture minister Narendra Singh Tomar virtually inaugurated Framers’ Hostel cum Beekeepers’ Summit and Horti Expo at Central Institute of Horticulture (CIH), Medziphema on Thursday as part of the ‘Azadi Ka Amrit Mahotsav’, an initiative of the Government of India to celebrate and commemorate 75 years of India’s Independence. In a press release, CIH Nagaland director said the farmers’ hostel, which was constructed at a cost of Rs.3 crore, has a capacity of 40 beds with facilities like meeting hall and accommodation for resource persons. The facility would host the farmers of North East Region during various trainings and programmes at CIH. NBA calls for ‘collective wisdom’ before making any move on SARFAESI Act
D I M A P U R , N OV 1 1 (NPN): Nagaland Bar Association (NBA) has appealed to all the legislators to exercise collective wisdom “uninfluenced by any extraneous consideration” before initiating any move vis-à-vis the SARFAESI Act, 2002. Reacting to media reports in this regard, NBA president Talitsungba Ao and secretary V Hukavi Zhimomi in a statement alleged that the SARFAESI Act, 2002 was a beneficial legislation exclusively for the profitable business of secured creditors, assets reconstruction companies and rich people entirely at the cost of defaulting money borrowers.
Stating that land rights protected by the constitution and other statutes were the rights for the entire natives of Nagaland, they warned that diluting these rights by contrary legislation at the behest of and for the interest of the members of certain section of the society would be highly detrimental to the natives of the State as a whole. They said it was “disgraceful” to see how the social security legislation for tribal economy of the natives of Nagaland was sought to be compromised for the profitable business of secured creditors and assets reconstruction companies

It pointed out that the constitutional and legal provisions for protection of the natives of Nagaland against economic exploitation from outside and also exploitation of the poor by the rich within the society were individual and collective rights of the entire society. GNF initiates ‘Shilloi Relief & Peace Mission’
DIMAPUR: Global Naga Forum (GNF) initiated “Shilloi Relief & Peace mission” from November 6-8 for Nagas in Myanmar who were “living in conditions of extreme deprivation”. In a press release, GNF informed that many of them lacked proper housing, “some were made to do forced labour by government agents, and they lived under constant threat from security forces including villages being attacked on suspicion of anti-government activity”. In this regard, GNF members initiated a relief mission with 21 volunteers
travelling from both ends, who coordinated and met in Shilloi to transfer the donated goods. The goods were donated by church communities, public, GNF members and others included blankets, warm clothes, shoes, rice, dal, salt, face masks, sanitisers, over-the-counter medicines, user-friendly daily utilities donated by Nagas from near and far. The members of the civil society, who were part of a fact finding committee, have also challenged the Constitutional validity of some provisions of the Unlawful Activities (Prevention) Act, 1967 on the grounds that the definition of “unlawful activities” is vague and wide; moreover, the statute makes grant of bail to accused very difficult. 10 killed in truck-autorickshaw collision in Assam G U WA H A T I , N O V 11 (PTI): Ten people, including four women and two children, were killed in a head-on collision between a cement-laden truck and an autorickshaw while returning from Chhath Puja celebrations in Assam’s Karimganj district on Thursday, police said. The accident took place on the Assam-Tripura highway at Baithakhal in Patharkandi area of the district. Nine autorickshaw passengers died on the spot, while one later succumbed to the injuries at a hospital, a police officer said. T h e a u t o r i c k s h aw driver died in the accident while the truck driver fled the spot with the vehicle, he said, adding that a manhunt has been launched to nab him. Tripura’s dengue cases jump to 255 in 2021 AGARTALA, NOV 11 (PTI): Tripura reported 255 dengue cases this year, a more than 10 times increase compared to 2020’s count of 24, despite preventive measures taken by the government, a health department official said on Thursday. The number of cases of the mosquito-borne disease shot up this year as a result of increased screening and migration of infected people into Tripura from outside, State Surveillance Officer Dr Deep Kumar Debbarma said. “Though all preventive measures have been taken, the number of cases of dengue rose to 255 in the state till November 10, which is much higher than last year’s tally of only 24,” Debbarma told reporters. The Nor th-easter n state recorded a total of 360 cases in the past four years - 127 in 2017, 100 in 2018, 109 in 2019 and 24 in 2020. Debbarma said the high number of cases this year can be the result of increased screening. Altogether 1750 samples have been tested for dengue so far in the current year, he said without disclosing the details of tests in the past years. Of the eight districts of the state, 76 cases were registered in Gomati district, 56 in Unakoti and 27 in Sipahijala. “A e d e s A e g y p t i mosquitoes spread dengue
and they are day biters. As per preliminary assessment, the possible source of dengue is mosquito bites in rubber plantation areas,” Dr Debbarma said after visiting some of the affected regions. The number of ditches or waterlogged bodies, which are breeding grounds for mosquitoes, is more in those areas. Mainly the workers and people associated with rubber cultivation were afflicted with the disease, Debbarma said. “Another reason (for the high number of cases) may be arrival of dengue affected people from other places into the state. The infection might have spread from them,” he said. The state surveillance officer said seven dengue cases were recorded in August this year, 20 in September, 58 in October and 161 till the afternoon of November 10. The positivity rate which was 7.48 per cent in August jumped to 24.24 per cent this month. The health department is closely monitoring the situation, Debbarma said.

India got ‘real freedom’ in 2014: Kangana Ranaut
NEW DELHI, NOV 11 (PTI): Actor Kangana Ranaut kicked off a firestorm on Thursday for declaring that India attained “real freedom” in 2014, when the Modi-led government came to power, and describing the country’s Independence in 1947 as “bheek”, or alms. The “Manikarnika” actor, known for provocative and often inflammatory statements, was once again the centre of debate – and ire – with politicians across the spectrum, including BJP MP Varun Gandhi, among the host of social media users and others who reacted with outrage for her comments at an event on Wednesday evening. BJP’s Pilibhit MP Varun Gandhi shared a video of Ranaut’s remarks on his Twitter handle. LUCKNOW, NOV 11 (PTI): Union Minister of State for personnel, public grievances Dr. Jitendra Singh on Thursday said the Centre is moving towards creating ‘One Nation, One Portal’ to redress public grievances. He said efforts are being made to integrate state grievance portals with the Centre’s CPGRAMS (Centralised Public Grievance Redress and Monitoring System), an online system that mainly allows filing of complaints by people against different central government departments. Addressing an event here, Singh said Uttar Pradesh will be the first state in the country to have a district-wise good governance index. Uttar Pradesh Chief Minister Yogi Adityanath, in his address, said it would strengthen the state public administration institutes and empower the state civil servants in bringing development. Singh announced that the Department of Administrative Reforms and Public Grievances (DARPG) shall collaborate with the government of Uttar Pradesh in developing a district good governance index, the first for any state, on the lines of the national good governance index for improving the efficiency of governance across districts.

NEW DELHI, NOV 11 (IANS): Karnataka Chief Minister Basavaraj Bommai on Thursday said that Prime Minister Narendra Modi has asked him not to bother about the Bitcoin scandal in the state. After meeting Modi at the Prime Minister’s Office, he said that discussion on the Bitcoin scandal did not come up in the meeting. “When I started telling him about the scandal, he cut me short asking me not to bother about all this,” he claimed. MUMBAI, NOV 11 (PTI): Maharashtra minister Nawab Malik’s son-in-law Sameer Khan has sent a Rs five crore defamation notice to former chief minister Devendra Fadnavis for making “baseless allegations against him without any merit”, and also demanded written apology from him. A state BJP spokesperson, however, said they will respond to the notice legally. Nawab Malik’s daughter Nilofer Malik Khan posted a snapshot of the legal notice, dated November 10, on her Twitter handle on Thursday. “False accusations ruin lives. Before one accuses or condemns they must know what they are talking about. This defamation notice is for the false claims & statements which Mr. @Dev_Fadnavis has put on my family. We will not back down,” she tweeted. Sameer Khan was arrested in an alleged drugs case by the Narcotics Control Bureau (NCB) in January this year. He was granted bail in September by a court, citing lack of evidence. In the legal notice to Fadnavis, Sameer Khan’s lawyer mentioned that his client was “falsely implicated” in a case lodged by the NCB, which had alleged that he was involved in a drug syndicate. After filing of the charge sheet in July, Khan was released on bail, it said. I
mproving over-all connectivity in Nagaland with particular reference to its most populous cosmopolitan city of Dimapur, which is also the commercial hub and gate way of the state, is crucial for the promotion of trade and tourism in the state. Connectivity to Dimapur with other states must meet the needs of people travelling to and from Dimapur either by road, rail and air. Development is a process of evolution to attain better and higher standard of living for the people. Several important arterial roads in Dimapur are in a state of disrepair and in a state of neglect. It is a matter of shame that the state government has shown an over abundance of patience and tolerance against the snail pace for road construction or repairs. Even till today, people travelling by highways through Assam to Nagaland, experience two kinds of highways. The smooth ride abruptly ends on entering Nagaland and thereafter, it becomes a bit smooth for a hundred feet intermittently over a long period of rocky ride. The same national highway, funded and executed by the same ministry yet in Nagaland being a special category, projects are subjected to misinterpretation of land laws. On the eve of the Hornbill Festival, it will not work to just do a patchwork over roads in Dimapur and Kohima since it only perpetrates a sham. The roads linking district headquarters are still hardly repaired or reconstructed unless there is immense public pressure as in the case with the highway from Kohima-Tseminyu-Wokha. The other concern is air connectivity at Dimapur which urgently needs attention of the state government so that facilities such as aerobridge and connectivity and flight frequency for benefit of travellers as well as ensuring that Dimapur airport takes its place as among the top in the region. The state government should have the political will to ensure that land needed for improvement of Dimapur airport including Dimapur railway station is made available. Much needed space for improvement of Dimapur railway station has been ‘occupied’ when a few mandirs have turned into permanent structure. This is much against the directive of the Supreme Court which ruled that no religious structure be allowed in public area. It needs to be reminded, that Dimapur station(though not a junction like Lumding) is the second highest revenue earner for the NF Railways after Guwahati. However, it is very strange indeed that despite being so, not even a single long distance train starts from Dimapur. There are around 42 long distance trains which emanate either Tinsukia or Dibrugarh. It is only right that Dimapur should have at least ten long distance train to cater to the needs of thousands of travellers. It may also be noted that Jan Shatabdi was introduced during 1996 to connect Dimapur with Guwahati but later, was been extended to Mariani. As a consequence, passengers at Dimapur are no longer are able to buy tickets because of acute shortage of seat quota. If they want to travel by Shatabdi then they have to purchase tickets starting either from Mariani or Furkating of Jorhat. The Nagaland Express between Dimapur and Guwahati, introduced in 2012, was initially promising but gradually turned into a passenger express with several stops added between Dimapur and Guwahati. These are few issues that the state government needs to grapple with if it is serious about all-round economic development.

If the providential will of God means a hard and difficult time for you, go through it. But never decide the place of your own martyrdom, as if to say, “I will only go to there, but no farther.” God chose the test for Abraham, and Abraham neither delayed nor protested, but steadily obeyed. If you are not living in touch with God, it is easy to blame Him or pass judgment on Him. You must go through the trial before you have any right to pronounce a verdict, because by going through the trial you learn to know God better. God is working in us to reach His highest goals until His purpose and our purpose become one.

All throughout these periods, we have been provided statutory protection against economic exploitation at par with the rest of other tribals. It may be noted that the Naga Hills Tuensang Area comprising the Naga Hills District and Tuensang Frontier Division formerly called Naga Tribal Area, which was shown in PART B 2 of the TABLE in paragraph 20 of the Sixth Schedule to the Constitution of India, has been omitted by the State of Nagaland Act, 1962; However, consequent upon political negotiation, Article 371A has been added to the Constitution by the Constitution (Thirteenth Amendment) Act, 1962. the mortgaged and acquired land only to the Nagas or the aboriginals of the State shall be of no protection against economic exploitation of the poor by the rich from within the society. It is only the rich people who may be capable to compete in bidding in the public auction of the mortgaged landed properties tendered by the assets reconstruction companies. Such law shall contribute and legalize concentration of landed properties at the hands of the rich entirely at the cost of the poor, and such legislation shall cause irreparable damage to the society as a whole. Certainly, a steadily recovering money loan is not subject to reconstruction of assets as the process of reconstruction of assets shall come into play only when the borrower’s loan recovery account is classified as non performing assets due to default in repayment of the loan or any of the installment payments. Such legal process are of no salvage to the violation of Constitutional and legal safeguard against exploitation of the poor by the rich. Apart from securities, money loan can be secured by any collaterals both tangible and intangible assets and not necessarily land or immovable properties. Money loan may amply be secured by indemnity and guarantee and not necessarily mortgage or pledge of immovable properties. In fact, immovable properties are only certain forms of assets in the category of collaterals. Further, all loans do not require collaterals, espe-
cially, when the borrowers do not have any property to offer. The unsecured money loans are those granted by the lender depending upon the credibility of the borrower in the estimation of the lender. Banking is a subject matter reserved exclusively for the Union Government which falls under Entry 45, List 1 in the Seventh Schedule to the Constitution. As for the Finance Department, the consideration of difference in credit deposit ratio between Nagaland and National level is wholly extraneous and without jurisdiction. The loss or profit making business of the banks and financial institutions both national and multinational have nothing to do for Nagaland Government. Matters affecting tribal economy and tribal economic security laws shall certainly be within the jurisdiction of Tribal Affairs Department. The subject matters of the present natures are purely legislative policy formulation which are exclusively within the jurisdiction of parliamentary panel for examination. The SARFAESI Act, 2002, as may be made out from the statements in the introduction to the Act, is a beneficial legislation exclusively for the profitable business of the secured creditors, the assets reconstruction companies and the rich people which are however entirely at the cost of defaulting money borrowers. The land rights protected by the Constitution and other statutes are the
rights for the entire natives of Nagaland, and diluting these rights by contrary legislation at the behest of and for the interest of the members of certain section of the society shall be highly detrimental to the natives of the State as a whole. No officers of the authorities, bureaucrats, Constitutional or statutory, having experienced or came across the inhuman hardship suffered by the native of the State prior to the Constitution (Thirteenth Amendment) Act,1962 (28th December, 1962) and the tumultuous political transitional period thereafter, shall dare to suggest legislation to the contrary diluting these land rights. The hard earned legacy is the common inheritance for the entire aboriginals of Nagaland, and it would not be proper to degrade the status of this legacy at the instance of certain members of the society by legislation to the contrary. The concerned authorities of the Government may extensively explore the various tribal welfare and economic development schemes including those tied-up with NGOs both national and international. Hence, it is an open appeal to all the MLAS of Nagaland to exercise collective wisdom uninfluenced by any extraneous consideration, so as to continue to preserve the common legacy undiluted in the statute book. If someone has created a fake account in your name, report to that platform and cyber crime cell of your region. Fake accounts come into existence because people allow different apps to access their photos and contact lists. Fake social media accounts are a big threat. Always cross check if you are getting friend requests from someone who is already on your friend list. If someone asks for money on social media, do not give it, nor give your bank account details to any unknown person. Addressing the Times Now Summit 2021, the minister stated that the Te l e c o m R e g u l a t o r y Authority of India (Trai), which looks at the structure of auctions, is undergoing consultations on the matter and may submit their report by February 2022. “I think they will submit their repor t by Fe b r u a r y - m i d i s w h a t we are thinking, maybe February-end, maximum to maximum March. Immediately after that, we will have the auctions,” the communications minister said. In the current fiscal, the Rajasthan Mining Department has recorded a total revenue of Rs 2641.45 crore till the month of October. This is nearly Rs 626 cr more than recorded in the same period last year and Rs 616 cr higher than the revenue in the same period during 2019-20. Speaking in Baltimore on Wednesday, Biden vowed to modernise America’s ports, airports and freight rail to make it easier for the US companies to get their goods to market and end supply chain woes. Biden said as long as goods and materials are reaching where they need to reach in time, there’s usually no need to worry about the supply chains. The COVID-19 pandemic has stretched global supply chains like never before, he said, adding that “suddenly, when you go to order a pair of sneakers or a bicycle or Christmas presents for the family, you’re met with higher prices and long delays”.

NEW DELHI, NOV 11 (IANS): The Pakistan Punjab government has removed Tehreek-i-Labbaik Pakistan (TLP) chief Hafiz Saad Hussain Rizvi’s name from the Fourth Schedule a list of proscribed individuals who are suspected of terrorism or sectarianism under the Anti-Terrorism Act (ATA), 1997, Dawn reported. A notification issued by the Punjab Home Department dated November 10 stated that the “name of Hafiz Mohammad Saad, being Ameer of Tehreeki-Labbaik Pakistan, a proscribed organisation, was listed in the 4th Schedule of Anti-Terrorism Act, 1997, under Section 11-E on the recommendations of District Intelligence Committee, Lahore”. It noted that the government had removed the TLP from the First Schedule of the Act as a proscribed organisation on November 7. “Therefore, name of Hafiz Mohammad Saad is hereby deleted from the list of 4th Schedule of AntiTerrorism Act, 1997, with

Afghan Taliban interested in having communication with world: Qureshi
ISLAMABAD, NOV 11 (PTI): Pakistan Foreign Minister Shah Mahmood Qureshi on Thursday said the Taliban were interested in having communication with the world so that their government is recognised and warned the international community not to repeat the mistakes of the past when the isolation of Afghanistan created multiple problems. Addressing the opening session of the Troika Plus meeting on Afghanistan attended by representatives from China, Russia and the US, Qureshi urged the international community to immediately help Afghanistan to avoid a looming human catastrophe due to lack of financial resources. Pakistan is hosting senior diplomats from the US, China and Russia in Islamabad to discuss the situation in neighbouring Afghanistan. “Afghanistan is on the brink of catastrophe...It

NEW DELHI, NOV 11 (IANS): Chinese Communist Party (CCP) has passed a “historical resolution” cementing Xi Jinping’s status in political history, the BBC reported. The document, a summary of the party’s 100-year history, addresses its key achievements and future directions. It is only the third of its kind since the party was founded-- the first was passed by Mao Zedong in 1945 and the second by Deng Xiaoping in 1981, the report said. The resolution was passed on Thursday at the sixth plenary session, one of China’s most important political meetings. As only the third Chinese leader to have issued such a resolution, the move aims to establish Xi as an equal to party founder Mao and his successor Deng, the report said. ouTube on Thursday announced that the count to dislike button will no longer be visible to the viewers. However, the creators can view the dislike counts in YouTube Studio. Creators will still be able to find their exact dislike counts in YouTube Studio, along with other existing metrics, if they would like to understand how their content is performing. “We are making the dislike counts private across YouTube, but the dislike button is not going away. This change will start gradually rolling out today,” the firm said in a statement. Viewers can still dislike videos to tune their recommendations and pri-
vately share feedback with creators. “We heard during the experiment that some of you have used the public dislike count to help decide whether or not to watch a video,” the firm added. With this, YouTube is trying to create an inclusive and respectful environment where creators have the opportunity to succeed and feel safe to express themselves. This is just one of many steps the brand is taking to continue to protect creators from harassment. Community animals are dependent on restaurant waste and handouts, as a result many struggled on the streets during the lockdowns. So, Anya came to their rescue by sketching the animal companions of celebrities in exchange for a Rs 1,000 donation. She raised Rs 4 lakh for numerous animal welfare charities, including PETA India. Anya also helped feed community animals on Mumbai University’s Kalina campus and joined her mother in encouraging people to help these animals by giving them food, water, affection and veterinary care. The viewership comes from numerous types of video content, including official trailers and clips from
the series, fan recreations of iconic moments, real-world challenges inspired by the plot, and even narration of user-generated video games based on the property (found on services like Roblox), reports ‘Variety’. “In 10 years looking at YouTube, we’ve never seen anything quite like this,” Jared Naylor, Vobile’s vice president for audience development, told ‘Variety’. India skipper Kohli took 68 innings to breach the 2500-run mark in T20 internationals while Azam achieved the feat in 62 innings. Azam, who scored 39 in 34 balls, also registered the most number of runs in a maiden T20 world cup with 303 which makes him the first batsman to score 300 runs in the T20 World Cup 2021. Meanwhile, Babar’s teammate Mohammad Rizwan also became the
first player in the history of the game to score 1000 T20I runs in a calendar year. The Aucklandbased club announced on Wednesday the signing of the 20-year-old power forward Princepal Singh, who stands 6’9” in his shoes, on a two-year development contract with an option of extending into the third year. Singh, who in 2020 became the first NBA Academy graduate to sign in the NBA G-League for the NBA Ignite, had represented Sacramento Kings in the NBA Summer League 2021 and was recently selected by the Stockton Kings in the 2021 NBA G-League draft. He is the second player from India after Palpreet Singh Brar to be drafted by a GLeague team.
