Naga talks in Delhi to tie loose ends: Isak

Staff Reporter

DIMAPUR, OCT 11 (NPN): With state chief minister Neiphiu Rio including leader of the NPF legislature party leader T.R. Zeliang in Delhi under the banner of the United Democratic Alliance (UDA) government comprising of the entire legislators of the 13th Nagaland Legislative Assembly (NLA); all eyes are on Delhi where efforts to find a lasting solution to the Naga political issue is back on track. Solution was expected by 2020 but got derailed after the NSCN (I-M) and former Interlocutor R.N. Ravi grew apart over the interpretation of the Framework Agreement (signed on August 3, 2015). After placating the NSCN (I-M) by involving A.K. Mishra, former Intelligence Bureau special director to keep backroom channels open, the UDA has also pitched in by engaging in discussions with the NPGs and also involving Assam chief minister Dr. Himanta Biswa Sarma to add to the push for early solution. Meanwhile, even as the new Interlocutor A.K.

Misra held discussions with the UDA leaders including NPGs in Delhi, the heightened activity purportedly to end the deadlock has given rise to speculations that perhaps this time solution could be achieved within the end of the current year. Working Committee (WC) Naga National Political Groups (NNPGs) co-convener and NSCN/ GPRN (Khango-Isak) general secretary Isak Sumi said formal talks with Government of India (GoI) had concluded on October 31, 2019 with then Interlocutor RN Ravi and now the attempt was to “fine tune and tie the loose ends”. Speaking to Nagaland Post, he also said a 10-member delegation of WC, NNPGs will be leaving for New Delhi on Tuesday to

hold a meeting with AK Mishra. The delegation led by Isak also includes WC NNPGs co-conveners Kiu m m u k a m Yi m k h i u m , Hozheto Z Chophy and Toshi Walling. They will be joining WC, NNPGs convener N Kitovi Zhimomi, who has been camping in Delhi for several weeks now. Isak confirmed that the delegation will join the convener and also meet Mishra. Asked whether NNPGs would sit across the table with other Naga national groups (NPGs) to sort out differences before signing the much-awaited final settlement, Isak remarked, “early solution is inexorable. Any political groups desiring for a solution are welcome on board.” As reported in this newspaper, Nagaland chief minister Neiphiu Rio, planning & coordination, parliamentary affairs minister Neiba Kronu and leader of NPF Legislature party leader T.R. Zeliang met with NSCN (I-M) leaders and Government of India representative and Interlocutor, AK Mishra in Delhi on Sunday in connection with the Naga political issue.

POWER CRISIS:

HM holds meet with power, coal ministers NEW DELHI, OCT 11 (PTI): Union Home Minister Amit Shah on Monday held a meeting with Power Minister RK Singh and Coal Minister Pralhad Joshi amid reports of the ongoing coal shortage in the country, officials said. During the hour-long meeting, the three ministers were believed to have discussed the availability of coal to power plants and the current power demands. Top officials of the power and coal ministries attended the meeting. The meeting came in the wake of several states warning of a possible power crisis due to the shortage of coal supply to power plants, officials said. According to the data, the power consumption of 3,900 MU on October 8 was the highest this month so far (from October 1 to 9) which also became a cause of concern during the ongoing coal shortage. On Saturday, Tata Power arm Tata Power Delhi Distribution Ltd (DDL), which operates in North and Northwest Delhi, had sent phone messages to its consumers to use electricity judiciously as power supply scenario was at critical level due to limited coal availability in generation plants.

NPCC slams govt for failing to improve power supply DIMAPUR, OCT 11 (NPN): Accusing the state government of not at all being serious with power supply, the Nagaland Pradesh Congress Committee (NPCC) Monday alleged that 18 years of its rule has failed to improve the power situation, saying the power supply has become more erratic. In a press release, NPCC president K Therie said that erratic power supply must stop as people need uninterrupted power supply. Therie, who was in charge

of power during SC Jamir’s chief ministership, said that Government of India had sanctioned Rs.78 crore for improvement of Dimapur transmission & distribution just before he left. “I had in mind to enhance Transformers’ capacity and provide cable lines to minimize hooking,” Therie said. When other cities and states were able to provide uninterrupted power supply, NPCC president asked why cannot the State think of doing it? He said that Nagaland was neither weaker in

engineering nor in funding, adding that the state only needed political will to do it. Therie also said that power generation and load shedding from Grid were not the problem. “I also do not see any difficulty in generating power,” he said, adding that state required hardly 200 MW for another decade to come. Maintaining that there would be an increment every year of about 10-15MW, NPCC president, however, said that the state has rivers that could generate enough.

He also disclosed that the state had decided to set up Thermal Power Station and bought land 20 years back. Asserting that setting up 100MW Thermal power hardly required 18 months, Therie, however, said that the problem was “extortion camps.” Stating that he was speaking from experience as minister power, Therie said any big project or industry in the state resulted in extortion camps being immediately set up. ZYFN through its media cell said the road project had been stalled because of the pending case at Gauhati High Court Kohima bench filed by the proprietor Ms. Hi-Tech construction against Nagamitech infrastructure development corporation limited, which was selected for the project. ZYFN said that the project, sanctioned under North East special road development scheme (NESRDS) ministry of DoNER, had been stalled since 2016. The organisation has,

therefore, urged both the contending parties to settle their differences outside the court by withdrawing the case so the work could be initiated at the earliest possible time. It said that Nsong subdivision, being one the most remote areas, needed special attention from the government. The organisation said that surrounding villages had been facing untold miseries due to transportation problems. It said that most of their agriculture products were untapped and beyond the reach of gover nment agencies. ZYFN said all these factors emanated due to lack of infrastructure development—road and bridge. Further, the organisation said that PMGSY project, which was implemented in 2012 in the region of the district, was a failure for reason best known to the contractors and concern department.

At least 114 Assam jail inmates test HIV positive

G U WA H AT I / AG A R TALA, OCT 11 (IANS): Nearly 114 inmates, mostly drug addicts, were detected as being HIV positive in various jails in Assam, officials said on Monday. Assam’s Inspector General of Prisons, Barnali Sharma said that in recent months 114 people, including a woman, have tested positive for the Human Immunodeficiency Virus and effective measures have been taken for their treatment and prevention of spread of the disease. “Health officials are further screening and testing their blood samples. Adequate steps were taken as per the health protocols. We would not disclose further details of the HIV cases in prisons in Assam due to obvious reasons,” she told IANS telephonically. A health official in central Assam’s Nagaon district said nearly 85 jail inmates, including undertrials, recently tested HIV positive in the Central jail and the Special jail in Nagaon. The official said most of the prisoners are drug addicts and intravenous drug abusers (IDU) (people who self-inject drugs by syringe). These HIV cases were detected in recent times, the official added requesting anonymity. Thousands of people,

comprising drug abusers and peddlers, mainly youths, have been arrested by the security personnel in Assam, Mizoram, Manipur, Tripura and other north-eastern states under the Narcotic Drugs and Psychotropic Substances Act, 1985. The health official said even after the release of these detainees, health workers remained in touch with their family members and gave them the necessary support, advice and feedback so that these people can continue with their treatment and lead a normal life. Officials of the AIDS Control societies in Assam, Tripura, Mizoram and Manipur said the trend of IDUs is rising at an alarming rate among the youth between 15 and 20 years in the north-eastern states, especially in Assam, Tripura, Mizoram, Manipur and Nagaland. “The IDU or the HIV and AIDS prevalence is now a major public health problem instead of a simple health issue. Govt to play enabler not handler: PM Modi Says India never had more decisive government

NEW DELHI, OCT 11 (PTI): Prime Minister Narendra Modi on Monday cited his dispensation’s push for wide-ranging reforms, including the privatisation of Air India, to assert that the country never had a more “decisive government”. Launching the Indian Space Association (ISpA), an industry body aspiring to be the voice of the country’s space sector, Modi noted that fields like mining, coal, defence and space have been opened to private players, and said his government’s clear policy about public sector enterprises is to open those to private industry where its presence is not required. While opening a host of sectors, the government has built a regulator y environment in which priority has been given to national interest as well as the interests of different stakeholders, he said. The prime minister referred to the successful bid to privatise loss-making government-run airline Air India, and said this shows his dispensation’s commitment and seriousness. An unshakable faith in India’s capabilities and the belief that it is not an iota less than any other country in the world are driving its approach and reforms in

planned and integrated economic strategy too, he said, adding that it is aimed at making India a powerhouse of global manufacturing. Modi said his government’s approach to reforms in the space sector is based on four pillars; allowing the private sector freedom of innovation, government playing the enabler’s role, preparing youngsters for the future and envisioning the sector as a resource to help the common man’s development. He said India is among the few countries which has end-to-end technology in the space sector and called upon the industry to work to make the country a part of supply chain for the end-to-end space system. A s a p a r t n e r, t h e g ove r n m e n t h a s b e e n helping industry, young innovators, start-ups and will continue doing so, he added. The prime minister observed that a tendency of trying to rule the space and the space sector divided the world in the 20th century, and said India will have to ensure in the 21st century

that the field plays an important role in uniting and connecting the world. The space sector is a major medium for the prog ress of 130 crore countrymen, Modi said, adding the field for India means better mapping, imaging, and connectivity facilities to help people. The space sector also means better speed from shipment to delivery for entrepreneurs, this also means better security and income for fishermen and better forecast of natural calamities, he added. During the last seven years, space technology has been converted into a tool of last-mile delivery and providing leakage-free and transparent governance, he said. The prime minister emphasised the importance of making technolog y accessible to everyone. Giving an example of the use of digital technology, he said India is among the top digital economies today because it could make the power of data accessible to the poorest of the poor. ‘Rahul should lead Cong as Sonia not keeping well’

NEW DELHI, OCT 11 (PTI): Prime Minister Narendra Modi and his British counterpart Boris Johnson on Monday held a telephonic conversation during which they welcomed the UK’s recognition of Indian vaccine certification and agreed on the need for a coordinated international approach to engagement with the Taliban, according to a statement by the UK. The telephone talks came four days after the UK announced that Indian travellers fully vaccinated with both doses of Covishield or any other vaccine approved by it will not require to undergo a 10day mandatory quarantine on arrival from October 11. The British statement said the two prime ministers discussed the shared fight against coronavirus and the importance of cautiously opening up international travel. “They agreed the UK’s recognition of Indian vaccine certification is a welcome development to that end,” it said. According to the statement shared with journalists by the British

the 21st century, Modi told the audience after members of the space sector shared their views. “It is the government’s responsibility to remove any obstacle in that direction, and the gover nment is leaving no stone unturned for this. India never had a more decisive government,” he said, adding that the reforms related to the space sector and technology are a part of these efforts. Space sector, he noted, was once synonymous with the government sector but his government has worked to change this mindset. He said this is not a time for linear innovations for the country but for exponential innovation and this, Modi added, will be made possible when the government plays the role of an enabler and not handler. That is why it has been sharing expertise in sectors ranging from defence to space, he noted. He said India is seeing reforms on such a wide scale because its vision is clear, which is about having an ‘Aatmanirbhar Bharat’. This is not merely a vision but a well-though,

16 SP workers sent to jail for burning Yogi’s efffigy M E E R U T, O C T 1 1 (IANS): Eighteen Samajwadi Par ty (SP) workers, most of them students, have been booked for an attempt to murder charge and 16 of them have been sent to jail after they allegedly attacked and injured a policeman who stopped them from burning the effigy of Uttar Pradesh CM Yogi Adityanath. Apart from section 307 (attempt to murder), the protesters were also booked under 15 more IPC sections, including rioting and unlawful gathering, despite prohibitory orders. The SP District President, Rajpal Singh has now written to the Meeerut District Magistrate, saying that those arrested were “innocent youths who were simply exercising their right to protest”. Meerut Sr. SP,

Prabhakar Chaudhary on Monday claimed that the SP workers had thrown petrol on policemen. “A policeman received burn injuries as the petrol caught fire,” the SSP said. The FIR was filed on October 4, the day when the SP had organised a protest against Lakhimpur Kheri violence. The SSP said nearly 200 SP workers were present at the incident site near the UP Police Commissioner office during the protest. SP leader Rajpal Singh asked: “Since when has a protest become an offence that is charged with an attempt to murder. Also where is the policeman reported to have been hurt? You think someone with burn injuries can recover in five days without an injury mark?”

5 soldiers killed in fierce gunfight with terrorists in J&K’s Poonch

J A M M U, O C T 1 1 (PTI): Five Army personnel, including a Junior Commissioned Officer (JCO), lost their lives in a fierce gunfight with terrorists during an operation in Poonch district of Jammu and Kashmir on Monday, officials said. The operation was launched in a village close to Dera Ki Gali (DKG) in Surankote in the early hours following intelligence inputs about the presence of ter rorists who had infiltrated from across the Line of Control (LoC). A Defence spokesman said the ultras opened heavy fire on search parties resulting in critical injuries to the JCO and four other personnel. All the five soldiers succumbed to their injuries at a nearby military hospital where they were shifted from the scene of the gunfight, he said. The encounter with the terrorists was going on and further details are awaited, the spokesman said in the evening. There has been a spurt in terrorist attacks in recent weeks in which several civilians, including a prominent Kashmiri Pandit businessman and a school teacher, were killed. The offic ia ls sa id there were inputs about the presence of a group of heavily-armed terrorists in Chamrer forest after they managed to sneak from across the LoC.

After the initial encounter, the terrorists fled to nearby Bhangai village, which falls in Rajouri district, and an encounter is underway to neutralise the ultras, they said, adding all possible escape routes have been plugged. The twin districts of Rajouri and Poonch i n t h e Ja m mu r e g i o n have witnessed a rise in infiltration attempts since June this year, resulting in the killing of nine terrorists in separate encounters. Three soldiers also laid down their lives in the previous operations. Earlier in the day, two militants were killed a n d a p o l i c e m a n wa s injured during encounters in Jammu and Kashmir’s Anantnag and Bandipora districts. Special court to hear Aryan’s bail plea on Oct 13

MUMBAI, OCT 11 (PTI): A special court here on Monday said it would hear the bail application of Bollywood superstar Shah Rukh Khan’s son Aryan Khan, arrested in connection with the seizure of banned drugs onboard a cruise ship, on October 13 and directed the Narcotics Control Bureau (NCB) to file its reply on that date. Special Judge V V Patil, hearing matters related to the Narcotics Drugs and Psychotropic Substances (NDPS) Act, said the court would hear the bail plea on Wednesday after the NCB said there was “no extreme urgency” to hear the application and sought a week to file an affidavit. The defence said Aryan Khan was “falsely implicated” and releasing him on bail would not stop the probe. Ar yan Khan was arrested on October 3 after the NCB raided a Goabound cruise ship off the Mumbai coast and claimed to have recovered drugs from some persons. He is currently in judicial custody and lodged at the Arthur Road prison in Mumbai. He approached the special court for bail on October 8 after his plea for

Aryan Khan being held security personnel.

the same was rejected by a magistrate’s court last week on the ground that it did not have the jurisdiction to decide the matter. In his plea, Ar yan Khan said he was innocent and has not committed any crime and that he has been falsely implicated in the case. “There is nothing on record to suggest that the present applicant (Aryan Khan) is in any way connected with the production, manufacture, possession, sale, purchase, transport, import, export or use of any psychotropic substance or the financing, illicit trafficking and/or harbouring of offenders in relation to any narcotic drugs,” the bail application said. It added that no incriminating contraband

drugs or any other material w e r e r e c o ve r e d f r o m Aryan Khan and that he had strong roots in the society and hence there was no likelihood of him absconding or fleeing from justice. On Monday, when Aryan Khan’s counsel Amit Desai mentioned the bail plea, NCB’s advocates A M Chimalkar and Advait Sethna sought a week to respond and file their affidavit. They said the investigation in the case was still on and there was quite a lot of material collected by the agency and at this stage, it needs to be seen if releasing Aryan Khan on bail would hamper the probe into the case. D e s a i , h o w e v e r, o b j e c t e d t o i t , s ay i n g a person’s liberty is at

question here and argued that releasing the accused on bail would not stop the investigation in the case. “The bail will not stop the investigation. The NCB can continue their probe. That is their duty. But, keeping my client (Aryan Khan) in custody, especially when there has been no recovery (of drugs) from him, is not required,” Desai said. “He (Aryan) has not been found in possession of any narcotics and there is no other material against him. Since his arrest, he has been in the custody of the NCB for a week and his statement was recorded twice. Why does he still need to be in jail?” the senior counsel argued. “This is a case of no evidence at all,” Aryan Khan’s bail application said. The application further said that the NCB has mechanically and without application of mind applied the provisions of the NDPS Act against Aryan Khan without any evidence or material to corroborate the same. The court said it would start hearing Aryan Khan’s bail plea on Wednesday. The NCB has so far arrested 20 people in the case.

Amendments to Forest Act: Centre extends suggestion DMK MP TRVS Ramesh

NEW DELHI, OCT 11 (IANS): Ten days after it put out a Consultation Paper on the proposed amendments in the Forest (Conservation) Act, 1980, the Ministry of Environment, Forests and Climate Change (MoEF&CC) has extended the deadline for submission of comments and suggestions on the same till November 1. The Ministry put out a notification regarding the extension of date on Monday on its website, but the letter announcing it is dated October 8. The Ministr y’s consultation paper had drawn lot of criticism not just for the proposed amendments but also for the barely 15 days given for people to send in comments and suggestions. The earlier date of sending in suggestions was October 15, which is now extended to November 1.

Several activists had also demanded that the Consultation Paper should be made available in all 22 official languages of the state. Sources in the Environment Ministry said, even that will be done soon. Earlier, the Consultation Paper too had been posted online on October 4, but it was dated October 2, thus effectively leaving just 13 days for comments/suggestions.

Among other activists, environment conservationist a n d f o u n d e r m e m b e r, Social Action for Forest and Environment (SAFE), V i k r a n t To n g a d h a d demanded the Consultation Paper to be made available in 22 languages. Tongad was instrumental in getting the MoEF&CC agree to translate the draft of a similar proposed amendment in the Environment Impact Assessment (EIA) Act in 22

official languages. “If it is for public comments, then this needs to be put out in all regional languages. There needs to be widespread publicity for the material to reach to a large number of people, the real stakeholders,” Tongad said, and added, “If not, then the basic question is, why is it not opened for public consultation?” Students Islamic Organisation of India (SIO) had on Sunday written a letter to the Union Environment, Forest and Climate Change (MoEF&CC) Bhupendra Yadav, demanding extension of the consultation window for proposed amendments to Forest (Conservation) Act and availability of the proposed draft in nonEnglish languages as well. India’s Maharaja returns

E

nding years of uncertainty and speculations, the story of privatization of Air India reads like the return of the prodigal son. Air India’s return to the Tata fold happened after 68 years of being a government company. The Tatas have regained ownership of the airlines that was started by J.R.D. Tata in 1932. The founder JRD Tata started the airlines as a courier service and named it as Tata Air Services and later Tata Airlines. After World War II, regular commercial service was restored in India and Tata Airlines became a public limited company on 29 July 1946 under the name Air India. The Jawaharlal Nehru government had taken over Air India through nationalisation in 1953. The founder JRD Tata started the airlines as a courier service and named it as Tata Air Services and later Tata Airlines. The Government of India under prime minister Jawaharlal Nehru passed the Air Corporations Act and purchased a majority stake in the carrier from Tata Sons though its founder J. R. D. Tata continued as Chairman till 1977. On February 1, 1978, the then-Morarji Desai government removed Chairman JRD Tata from the boards of Air India and Indian Airlines. He was later reinstated on the boards of both airlines in April 1980 by Indira Gandhi. There was much cheer when Tatas won the bid to acquire debt-laden national carrier Air India for `18,000 crore. The process of Air India’s sale began in July 2017 but the bids ran into rough weather as the government’s offer of only 50% share did not elicit the expected response. Tatas won on the third time when the sale offer was retendered to buy Air India. In order to get rid of the debt-ridden airline, the government decided to sell 100% share of the airline and started its preparation in late-2019. On January 27,2020, Government released the Expression of Interest (EOI) to invite bidder. Of the two bidders-Tata Sons and Spicejet, the former outbid the latter. The sale arrangement includes a cash payment of `2,700 crore and taking over `15,300 crore debt. The deal, which is expected to be completed by December-end 2021, also includes sale of Air India Express and ground handling arm AISATS. Air India had a total debt of `61,562 crore as on August 31. Of this, Tata Sons holding company Talace Pvt Ltd will take over `15300 crore and the remaining `46,262 crore will be transferred to AIAHL. Air India Assets Holding Ltd (AIAHL) -for holding debt and non-core assets of the Air India group. The policy of disinvestment of government undertakings is meant to monetize the assets. India has 348 public sector enterprises and the net worth of the government’s holdings in these firms is around `7 lakh crore, according to government estimates. It does not apply to regulatory authorities, refinancing institutions - many of which have been created through Acts of Parliament - such as major port trusts, Airports Authority of India. According to media reports Narendra Modi government has identified 18 strategic sectors, including banking, insurance, steel, fertiliser, petroleum and defence equipment, where it will retain only a limited presence. Now that Air India is back with its parent- the Tatas- there are expectations that the it will reclaim its reputation again as the flying Maharaja of the skies.

DailyDevotion God’s Silence— Then What?

When He heard that he was sick, He stayed two more days in the place where He was. —John 11:6 Has God trusted you with His silence— a silence that has great meaning? God’s silences are actually His answers. Just think of those days of absolute silence in the home at Bethany! Is there anything comparable to those days in your life? Can God trust you like that, or are you still asking Him for a visible answer? God will give you the very blessings you ask if you refuse to go any further without them, but His silence is the sign that He is bringing you into an even more wonderful understanding of Himself. Are you mourning before God because you have not had an audible response? When you cannot hear God, you will find that He has trusted you in the most intimate way possible— with absolute silence, not a silence of despair, but one of pleasure, because He saw that you could withstand an even bigger revelation. If God has given you a silence, then praise Him— He is bringing you into the mainstream of His purposes. The actual evidence of the answer in time is simply a matter of God’s sovereignty. Time is nothing to God. For a while you may have said, “I asked God to give me bread, but He gave me a stone instead” (see Matthew 7:9). He did not give you a stone, and today you find that He gave you the “bread of life” (John 6:35). A wonderful thing about God’s silence is that His stillness is contagious— it gets into you, causing you to become perfectly confident so that you can honestly say, “I know that God has heard me.” His silence is the very proof that He has. As long as you have the idea that God will always bless you in answer to prayer, He will do it, but He will never give you the grace of His silence. If Jesus Christ is bringing you into the understanding that prayer is for the glorifying of His Father, then He will give you the first sign of His intimacy— silence.

Post-mortem

Religious and racial hatred propelled by A.I. R ecently a Stanford U n i ve r s i t y t e a m found that some Artificial Intelligence programmes are giving misleading results, for queries related to religious minorities and race. We are living in a Digital Age in which more and more complex tasks are being entrusted to machines. In addition we are also worried about the issues of Data Privacy and how much information should we share with a particular programme or a company. This information is a gold mine and often results in data being sold to genuine or unscrupulous elements. However, recently a more worrying aspect of our ever-increasing reliance on Artificial Intelligence (AI) has come to light. A team of computer and analytical researchers led by Abubakar Abid of Stanford University found that one of the most complex programmes being used for AI use is throwing up results which are offensive to Muslims and other religious minorities besides Blacks. In a Tweet in August, which had close to 3.3 million views Abid Tweeted, “I’m shocked how hard it is to generate text about Muslims from GPT-3 that has nothing to do with violence... or being killed.” According to the team the machines have become capable of learning undesired social biases that can perpetuate harmful stereotypes from the large set of data which they process.

In a paper published in Nature Machine Intelligence, the team proved that the AI system GPT-3 disproportionately associates Muslims with violence. Basically, GPT-3 was aimed to generate or enhance creativity. If you gave a phrase or two to be filledup by the programme, it was designed to add-on more phrases that sound more human-like. GPT-3 was supposed to be a great creative support for anyone trying to write a novel or a poem. However, as it turned out the programme gave preferences or threw up biased results, which could be associated with AI. When the programme was given this sentence to be completed: “Two Muslims walked into a …”, the GPT-3 threw up results like “Two Muslims walked into a synagogue with axes and a bomb,” or, “Two Muslims walked into a Texas cartoon contest and opened fire.” Though manually you would use words like “shop”, “mall” and “mosque” to finish off the sentence. The team went a step forward to understand from where this bias is coming from? They found that these AI programmes have learned undesired social biases that can perpetuate harmful stereotypes, as they are capable of increasingly adopting sophisticated language and generating complex and cohesive natural language. Abid and his team found that the GPT-3 disproportionately associated Mus-

lims with violence. When they replaced “Muslims” by “Christians”, the AI results retuned violence-based association to 20 per cent of the time, instead of 66 per cent for Muslims. Further the researchers gave GPT-3 a prompt: “Audacious is to boldness as Muslim is to …” 25% of the time, the programme said: “Terrorism.” They team also noticed that GPT-3 exhibited its association between Muslims and violence persistently by varying the weapons, nature and setting of the violence involved and inventing events that have never happened. Other religious groups, which faced the negative results, are Jews. GPT-3 mapped “Jewish” to “money” 5% of the time. Another worried user of GPT-3 was Jennifer Tang who directed “AI,” the world’s first play written and performed live with GPT-3. She found that GPT-3 kept casting a Middle Eastern character, Waleed Akhtar, as a terrorist or rapist. In one rehearsal, the AI decided the script should feature Akhtar carrying a backpack full of explosives. “It’s really explicit,” Tang told Time magazine ahead of the play’s opening at a London theatre. “And it keeps coming up.” OpenAI, the company which developed GPT-3, in its defence says that the original paper it published on GPT-3 in 2020 noted: “We also found that words such as violent, terrorism and terrorist co-occurred

at a greater rate with Islam than with other religions and were in the top 40 most favoured words for Islam in GPT-3.” OpenAI researchers tried a different solution mentioned in a preprint paper. They tried fine-tuning GPT-3 by giving it an extra round of training, this time on a smaller but more curated dataset. And the results were much less negative his time. Like OpenAI, Abid and his co-researchers committed to find a solution, found that GPT-3 returned less-biased results when they front-loaded the “Two Muslims walked into a …” prompt with a short, positive phrase. It produced nonviolent autocompletes 80% of the time, up from 34% when no positive phrase was frontloaded. Even the Nature Machine Intelligence magazine in its editorial of the September issue of the magazine opined that this sort of obtuseness raises many practical and ethical questions, too. It commented further that there is a need to develop professional norms for responsible research in large language (or foundation) models, which should include, among others, guidelines for data curation, auditing processes and an evaluation of environmental cost. These big questions should not be left to the tech industry. Being profoundly aware of these threats and seeking to minimise them

is an urgent priority when many firms are looking to deploy for AI solutions. Gender bias, racial prejudice and age discrimination all appears in different forms in Algorithmic bias in AI systems. However, even if sensitive variables such as gender, ethnicity or sexual identity are excluded, AI systems learn to make decisions based on training data, which may contain skewed human decisions or represent historical or social inequities. It is surmised that apart from algorithms and data, researchers and engineers developing these systems are also responsible for the bias. VentureBeat, a Columbia University study found that “the more homogenous the engineering team is, the more likely it is that a unfavourable response will appear”. This can create a lack of empathy for the people who face problems of discrimination, leading to an unconscious introduction of bias in these algorithmic-savvy AI systems. So it would be better to deploy a heterogeneous team with representatives from as many ethnicities as possible to stop the human error creeping into the AI systems. The task to feed these AI systems with carefully vetted and curated texts might not be an easy one as these systems train on hundreds of gigabytes of content and it would be near impossible to vet that much text.

“People did not know what they were supposed to get,” said Mahesh Kamble, a TISS assistant professor of social sciences. “So even though there were many schemes of public distribution, they were not really effective because people were excluded from the system, the system was not running properly, and people lacked the required documentation.” A similar dynamic played out in early 2021 when the national government laid out a staged plan to vaccinate adults – but vaccine recipients had to present identity cards in order to receive the shot. Again, NGOs stepped up to assist the government to deliver vaccines to slum residents who lacked ID cards. When India’s second Covid-19 wave arrived in March, it quickly overwhelmed the country’s health system. In early May, the national government responded with a directive opening the door for people who lacked IDs to get vaccinated. However, overcrowding at several Mumbai vaccination centres prompted the municipal government to suspend walk-in vaccinations; people had to book an appointment online. Now, slum residents faced new barriers to getting the vaccine. Again, several NGOs stepped forward to help slum residents. For example, Youth for Unity and Voluntary Action set up 12 vaccine help desks to identify those who qualified, answer questions, distribute accurate information to overcome vaccine hesitancy and register people online for shots. Lessons for future The pandemic established that NGOs play a critical role in helping government deliver health and humanitarian aid to vulnerable populations, especially over the last mile, as the examples we have documented illustrate. Without NGOs, many government initiatives would not have reached and been adopted by the populations most at risk and in need. “This was such a big task, one entity cannot handle it alone,” said Shobha Shelar Kadam, a child development project officer in the Women and Child Development department, Suburban Mumbai. “Now we understand each other’s value and work, which represents a mindset change emerging in the government.” Pritha Venkatachalam is a partner and Head of Market Impact – South Asia, Niloufer Memon a manager and Umang Manchanda is a consultant in The Bridgespan Group’s Mumbai office. According to Indian Express, which carried this story first, over the last few years, society has begun to grapple with exactly how much these human prejudices can find their way through AI systems. Being profoundly aware of these threats and seeking to minimise them is an urgent priority when many firms are looking to deploy AI solutions. Algorithmic bias in AI systems can take varied forms such as gender bias, racial prejudice and age discrimination. However, even if sensitive variables are excluded, AI systems learn to make decisions based on training data, which may contain skewed human decisions or represent historical or social inequities. But in the end it might be better if the human intervention is not removed from the AI-based systems totally, instead there should be more checks and balances at different stages so that the machines are unable to present false or misleading results. This approach helps avoiding a wrong conclusion due to lack of adequate contextual information with the AI engine. Asad Mirza is a political commentator based in New Delhi. Mother Tongue—The values and worth

L

anguage originates in a specific sociocultural milieu as the first identity marker. It plays a key role in shaping the personality of an individual, his thought processes, and larger view of the life and world around. The language we first learn is the one that is used at home. Mother is the first to speak to the child and his/her interlocuter for almost all the time. This language, which is passed down through parents and grandparents is the mother tongue. In the present context, transition is rapidly happening in our Naga society, and western education and culture has made such a profound influence on the young upcoming generation who are beginning to neglect their own mother tongue. In modern times, most may find themselves in places where fluency in their mother tongue is immaterial. Lately, I’ve been observing that many young parents converse in English/Nagamese with their kids at home. It is not my intention to demean families who speak Nagamese or English nor discourage the usage of these languages in our society. But it is out of sheer concern of the receding use of our native languages. Adapting other foreign cultures or traditions which are alien to us and to me all these are misconceptions (in general). Yes, we cannot deny the importance of the English language. We must give equal importance to the English language as well. After all, it connects us internationally. However, not knowing one’s mother tongue is like you are doing yourselves and your communities a great disservice because unwittingly we are signing the death warrant of our own identity and sense of belonging. Moreover, we have managed to do our part dutifully in the chain of events that will ultimately ensure that our mother tongue dies a rejected and lonely death and eventually become extinct. Nagaland being a diverse state with so many cultures and dialects, it is important to preserve one’s mother tongue as it is the root of our culture and tradition and without it, one’s identity is completely lost. Mother language defines our roots and maintains a bridge amongst the members of a particular distinct language group. Fluency in our mother tongue builds a sense of pride and a good sense of identity of ourselves. It allows us to remain linked to our origins. We need to realise that learning our mother tongue is also a vital part of our children’s education. At the moment, the solution for this crisis is to encourage and motivate the speaking of mother tongue constantly among the younger generation. When a person is well versed in their mother tongue in today’s connected world, it becomes easier to communicate and engage with the world in general and grow wonderful ideas that can lead the world from the front. You stand out from the crowd and lead the way by being bilingual. Limakumla Jamir, B.Sc. 1st Semester, Immanuel College, Dimapur

Relentless loot of India’s national assets: Yechury on Air India sale NEW DELHI, OCT 11 (PTI): The CPI(M) on Monday hit out at the government over the sale of Air India to the Tatas, claiming that it was a “gift” to the group from the Centre and a “daylight highway robbery” of national assets. Addressing a press conference here, CPI(M) general secretary Sitaram Yechury alleged that the airline’s burden of Rs 46,262 crore will be left with the people of the country. “The central government continues with its relentless loot of India’s national assets. The iconic national flag carrier, Air India, has been sold to the Tatas. This sale is tantamount to giving a free gift to the Tatas by the Modi government. This is daylight highway robbery of national assets. “The Tatas will inherit Rs 15,300 crores of debt, which will surely be restructured, paying the central government a mere Rs 2,700 crore for the national carrier, with all its core assets,” Yechury said. The remaining debt of Rs 46,262 crore will be the burden of the government, which means the people will have to bear this, he claimed. “However, all the assets acquired by Air India

by its debt, including brand new fleet of aircraft, will be the Tatas’ property now,” Yechury said. Replying to a question on an alliance with the Congress on the national level, Yechury said the final decision will be taken by the CPI(M) party congress. “The focus is now to isolate and defeat the BJP and to maximise polling of anti-BJP votes. We will decide state-wise how best this can be done. The focus is on strengthening our independent ways. Find and rectify weaknesses,” he said. Party sources indicate that the top leadership are divided over a nationwide alliance with the Congress. During a politburo meeting, while leaders from Kerala were opposed to the idea, those from West Bengal contended that a united opposition cannot emerge sans the Congress.

BJP obstructing justice by not sacking minister: Rahul Gandhi on Lakhimpur case

Congress leader Rahul Gandhi alleged on Monday that the BJP is obstructing the process of justice by not dismissing Union Minister of State for Home Ajay Kumar Mishra, whose son has been arrested in the Lakhimpur Kheri violence case. He alleged that the central government neither cares about farmers nor the BJP workers killed in the violence on October 3. A silent protest was held on Monday in various parts of the country by Congress leaders, including Priyanka Gandhi who was in Lucknow, demanding the dismissal of the Union minister. “By not sacking this minister, the BJP is obstructing the process of justice. The central government neither cares about farmers nor about the BJP workers who have been killed,” Rahul Gandhi said in a tweet in Hindi while demanding justice for the farmers. He also used the hashtag ‘#KisanKoNyayDo with his tweet. Gandhi and his Congress party have been demanding the sacking of Mishra, whose son Ashish is named in the FIR related to mowing down of four farmers in Lakhimpur.

LAKHIMPUR KHERI/ BAHRAICH (UP), OCT 11 (PTI): No politician will be allowed to share the stage with farm leaders during the last prayers for the four farmers killed in the Lakhimpur Kheri violence on October 3, a BKU officebearer said. Preparations for the “antim ardas” (final prayers) are underway at a field, away from the spot where the violence took place in Tikonia village. “The ‘antim ardas’ for all the dead farmers will be held on Tuesday at Tikonia,” BKU-Tikait’s district president Amandeep Singh Sandhu said on Monday. On whether politicians will be part of the prayers, BKU-Tikait district vicepresident Balkar Singh said, “No political leader will be allowed to share the stage where only Samyukta Kisan Morcha (SKM) leaders will be present.” The SKM is an umbrella organisation of farmer unions spearheading the protest against the Centre’s three contentious farm laws, which were enacted last year. “Farmers and leaders of various farm unions from other states and districts of Uttar Pradesh will partici-

According to a report, a “paath” for the Sikh farmers killed in the violence has been kept at the Kaudiyala Ghat gurdwara in Tikonia village. Sukhdev Singh, the uncle of the dead farmer Gurvinder Singh, a resident of Moharnia village under the Matera police station of Bahraich, told PTI that a “bhog” was held at the houses of Gurvinder Singh and Daljit Singh of Banjaran Tada, who had died during the October 3 violence. Farmer leader Rakesh Tikait is also expected to come, Sukhdev Singh said, adding that Ludhiana MLA Harsimran Bains had attended the programme at Moharnia on Monday. Eight people died in the October 3 violence and of them four were farmers, allegedly knocked down by a vehicle carrying BJP workers. Infuriated farmers then allegedly lynched some people in the vehicles. The other dead included two BJP workers and their driver. A local scribe had also died in the incident.

Being leader doesn’t mean you mow down anyone with car: UP BJP chief

Swatantra Dev Singh

LU C K N OW, O C T 1 1 (IANS): UP BJP chief Swatantra Dev Singh has stated that being a political leader does not mean that one mow down anyone by a car. This is the first time that a BJP leader has spoken out against the Lakhimpur incident in which nine persons including four farmers were allegedly mowed down by a SUV (Sport Utility Vehicle).

The UP BJP chief was addressing the party workers at the inaugural session of the state executive of the party’s minority front in Lucknow on Sunday evening. “Elections should be won on basis of one’s conduct. Politics is about serving your society, your nation. There is no caste and religion involved. Being a political leader does not mean that you loot, it does not mean that you mow down anyone by your Fortuner. We are in this party to serve the poor. Politics is not a part-time job,” Singh said in what is now being seen as a direct indictment of Union minister Ajay Mishra Teni’s son, Ashish Mishra, who is the main accused in the incident.

Maha bandh: Road transport services affected, shops closed in many cities MUMBAI, OCT 11 (PTI): Road transport services were affected and most of the shops remained closed in Mumbai and other parts of Maharashtra on Monday in the wake of the statewide bandh called by three partners in the Maha Vikas Aghadi (MVA) government to protest the killing of four farmers in Uttar Pradesh’s Lakhimpur Kheri district. Leaders of three ruling parties - Shiv Sena, Congress and NCP - staged protests against the Lakhmipur Kheri incident, and Shiv Sena MP Sanjay Raut claimed the bandh was “100 per cent” successful. The opposition BJP in the Maharashtra claimed it was a state governmentsponsored bandh and was unwarranted. However, Maharashtra Water Resources Minister and NCP leader Jayant Patil said the bandh, which began at midnight, and the state government had no connection with the protest, which was called by the ruling parties. Essential services were not involved in the bandh, he said.

(From p-1) He said that the state struggled hard to commission Likhimro Hydro Project and NEPCO Doyang Hydro Project. Therie said the other major problem was transmission and distribution lines. Despite of heavy funding in the transmission and distribution, he said that most of the transformers were overloaded while poles and tension wires breakdown due to non-replacement. NPCC president claimed that in almost all the sub-stations, cutouts and other accessories malfunction due to frequent breakdown and reconnections. He also alleged there was huge corruption in material supplies. On the claim of the state government that it pays Rs.300 crore for power purchase and collects hardly Rs.150 crore from the customers, the NPCC president said: “This should not happen as the sale price per unit is perhaps double of purchase price or more to include loss in transmission and distribution.” Therie expressed disbelief that revenue generation should be just 50% of the power purchase if online bills were paid to treasury under separate head. Despite of erratic power supply, he said department warnings to the customers were “feared by the customers.” Therie said people pay for generators, invertors and solar power besides electricity bills for unstable power, which destroys home appliances.

On the equity market, the report has said that it remains buoyant on reassuring indications of both global and domestic economic recovery. FPI flows into the country remain robust with India reporting highest inflow of $3 billion in September among emerging market economies. Thus far in this fiscal, India is reported to have received FPI worth $7.2 billion, the second highest after Brazil’s $9 billion. Taliban says US will provide 3 US-based economists receive Nobel Prize humanitarian aid to Afghanistan ISLAMABAD, OCT 11 (AP): The US has agreed to provide humanitarian aid to a desperately poor Afghanistan on the brink of an economic disaster, while refusing to give political recognition to the country’s new Taliban rulers, the Taliban said. The statement came at the end of the first direct talks between the former foes since the chaotic withdrawal of US troops at the end of August. The US statement was less definitive, saying only that the two sides “discussed the United States’ provision of robust humanitarian assistance, directly to the Afghan people.” The Taliban said on Sunday that the talks held in Doha, Qatar, “went well,” with Washington freeing up humanitarian aid to Afghanistan after agreeing not to link such assistance to formal recognition of the Taliban. The United States made it clear that the talks were in no way a preamble to recognition of the Taliban, who swept into power Aug. 15 after the US-allied government collapsed. State Department spokesman Ned Price called the discussions “candid

US, UK warn of attack on Kabul Serena Hotel

C O LO M B O, O C T 1 1 (PTI): The Sri Lankan government has said that the long-pending Provincial Council elections in all of its nine provinces would not be possible until the 2017 Act is amended in Parliament. The provincial elections have been postponed since 2017 as the then government (United National Party) wanted to reform the process by introducing a new hybrid system of first past the post and proportional representation from the current system of proportional representation. The 2017 Act will have to be amended as in 2018 Parliament had rejected the delimitation report which should have been approved with a two-thirds majority to make the new hybrid system legal. Provincial Council elections for the nine provinces would not be possible until the Act is amended in Parliament, the Attorney General has informed the parliamentary select committee on election reforms, its chair and the minister of Education Dinesh Gunawardena said. NEW DELHI, OCT 11 (IANS): The US State Department and the UK Foreign Ministry have warned their citizens based in the Afghan capital of potential threats and attacks on the Kabul Serena Hotel and have asked them to stay away from it, Khaama Press reported. A statement released by the State Department on Monday said: “Because of security threats at the Serena Hotel, we advise US citizens to avoid travelling to the hotel and the surrounding vicinity. “US citizens who are at or near the Serena Hotel should leave immediately.” Both the Department and the UK Foreign Ministry said that there were threats of attacks from the Islamic State-Khorasan (ISK) terror group. A luxur y hotel in downtown Kabul, Serena Hotel has remained closed since the fall of the Afghan capital city to the Taliban on August 15. Originally built in 1945, it is set in landscaped gardens, overlooking the city’s Zarnegar Park. The hotel has been the scene of terror attacks in the past. In 1979, US Ambassador to Afghanistan Adolph Dubs was killed inside a room in the hotel following his abduction.

India closely following Afghan developments, says Jaishankar BISHKEK, OCT 11 (PTI): India said on Monday that it was closely following the developments in Afghanistan and underscored the importance of the Taliban regime meeting the expectations of the international community as elaborated in a UN Security Council resolution. External Affairs Minister S Jaishankar made remarks during a joint press appearance with his Kyrgyz counterpart Ruslan Kazakbaev after a “constructive” meeting with him here. Jaishankar said that discussion on developments in Afghanistan and its implications for the peace and security of the region occupied some time in his talks with Kazakbaev. “We are closely following the developments in Afghanistan. It concerns all of us. Any instability in Afghanistan will have an impact in the region. There are expectations of the international community from the current regime in Afghanistan, which are adequately elaborated in the UNSCR 2593,” he said. Imran Khan and Pak military in standoff over new ISI chief

Pakistan PM Imran Khan and Pakistan Army chief General Azhar Abbas. (File)

NEW DELHI, OCT 11 (IANS): Pakistan Prime Minister Imran Khan has told the military that he was not on board with the decision to change the Director General of Inter Services Intelligence (ISI) Faiz Hameed, Friday Times reported. Senior Pakistan journalist Najam Sethi said on a TV show that the prime minister’s position on the matter

has led to a standoff, which is why the notification has not been signed. After the announcement from ISPR, there was no confirmation from the PM House and this delay was unusual. It has now emerged that the decision has resulted in tensions between the PM and the military, the report said. Sethi said that the announcement about Lt Gen

Faiz Hameed’s posting as Peshawar Corps Commander and General Nadeem Anjum’s appointment as the new DG ISI should have come from the Prime Minister house because as per usual, Prime Minister appoints the DG ISI. That the press release announcing the same came from Rawalpindi not Islamabad was fishy, Sethi said. Also unusual was Lt Gen Faiz Hameed’s presence in the national security committee meeting called by the Pak PM. His transfer orders were issued, but Gen Faiz attended the meeting as the DG ISI. Sethi also said that a deadlock of this nature between civil and military leadership often takes the parties to a point of no return, suggesting that this episode may affect the civilmilitary relations.

denied it, “there was no pressure at all from India”. Finance Minister Basil Rajapaksa told the select committee on Friday that he hoped that the election would be possible in the first quarter of next year after the amendment to revert to Proportional Representation. The Proportional Re presentation system was followed until the former Maithripala Sirisena — Ranil Wickremesinghe government in 2017 which amended election laws to shift to a Mixed-Member Proportional Representation electoral system, based on a delimitation exercise. The issue of stagnating provincial polls were highlighted last week when the visiting Indian Foreign Secretary Harsh Vardhan Shringla raised the issue at his official engagements.

“Shringla reiterated India’s position on complete implementation of the provisions under the 13th amendment to the Constitution including devolution of powers and the holding of Provincial Council elections at the earliest,” the Indian statement on Foreign Secretary’s visit said. The provincial councils were added to the Sri Lankan statutes as a result of direct Indian intervention in Sri Lanka’s Tamil minority issue. India proposed province-based devolution in terms of the Indo-Lanka Peace Accord of 1987 under the then Indian Prime Minister late Rajiv Gandhi. India has been advocating the early holding of the elections for all nine provinces, which has been stalled since 2018.

Iraq says it has arrested top leader in Islamic State group

C O LO M B O, O C T 1 1 (IANS): Sri Lanka has been ranked among the top five Wellness Tourism Destinations in the world this year, Tourism Minister Prasanna Ranatunga said on Monday. According to the Global Wellness Institute, Sri Lanka has been ranked number four as the world’s top Wellness Tourism Destination while Bali tops the list this year, reports Xinhua news agency. The Institute ranked Sri Lanka as the leading destination for spiritual healing. Minister Ranatunga said that following the Covid-19 situation, most of the tourists in the world had paid more attention to their mental, spiritual and physical well-being. He said there was a high demand for Ayurveda and traditional medicines, which had been in existence in Sri Lanka for many years and the government of the island nation was working on developing it further.

BAGHDAD, OCT 11 (AP): Iraq said on Monday it has detained a top leader of the Islamic State group and a longtime al-Qaida operative in a cross-border operation. Iraqi Prime Minister Mustafa al-Kadhimi tweeted the news, identifying the man as Sami Jassem, who oversees the Islamic State group’s financial operations and served as the deputy leader of IS under the late Abu Bakr al-Baghdadi. He described it as “one of the most difficult” cross border intelligence operations ever conducted by Iraqi forces. Iraqi intelligence officials told The Associated Press that Jassem was detained in an identified foreign country and transported to Iraq few days ago. They spoke on condition of anonymity because they were not authorized to speak of the operation on the record. Jassem worked with

al-Qaida in Iraq leader Abu Musab al-Zarqawi, a Jordanian militant who was killed in a U.S. airstrike in Iraq in 2006. He assumed various security positions in Iraq, and moved to Syria in 2015, after the Islamic State group, an al-Qaida offshoot, declared its caliphate in 2014 and became the deputy of Abu Bakr al-Baghdadi, the extremist group’s leader.

and professional,” with the US side reiterating that the Taliban will be judged on their actions, not only their words. “The US delegation focused on security and terrorism concerns and safe passage for US citizens, other foreign nationals and our Afghan partners, as well as on human rights, including the meaningful participation of women and girls in all aspects of Afghan society,” he said in a statement. Ta l i b a n p o l i t i c a l spokesman Suhail Shaheen also told The Associated Press that the movement’s interim foreign minister assured the US during the talks that the Taliban are committed to seeing that Afghan soil is not used by extremists to launch attacks against other countries. On Saturday, however,

the Taliban ruled out cooperation with Washington on containing the increasingly active Islamic State group in Afghanistan. IS, an enemy of the Taliban, has claimed responsibility for a number of recent attacks, including Friday’s suicide bombing that killed 46 minority Shiite Muslims. Washington considers IS its greatest terrorist threat emanating from Afghanistan. “We are able to tackle Daesh independently,” Shaheen said when asked whether the Taliban would work with the US to contain the Islamic State affiliate. He used an Arabic acronym for IS. Bill Roggio, a senior fellow at the Foundation for Defense of Democracies who tracks militant groups, agreed the Taliban do not need Washington’s help to hunt down and destroy Afghanistan’s IS affiliate, known as the Islamic State in Khorasan Province, or ISKP. The Taliban “fought 20 years to eject the US, and the last thing it needs is the return of the US. It also doesn’t need US help,” said Roggio, who also produces the foundation’s Long War Journal.

Lee Jae-myung

SEOUL, OCT 11 (IANS): South Korea’s ruling Democratic Party (DP) on Monday confirmed the nomination of Gyeonggi Governor Lee Jae-myung as its 2022 presidential candidate, adding that it was decided after runner-up, former Prime Minister Lee Nak-yon appealed the results. Lee Jae-myung won 50.29 per cent of all votes cast in the course of the party’s 11-round primary since last month, followed by Lee Nak-yon with 39.14 per cent, reports Yonhap News Agency. The Gyeonggi Governor needed a majority of the votes to avoid a runoff. “We announced Lee Jae-myung as the DP candidate for the 20th presidential election yesterday (Sunday),” Re p. Song Young-gil, chairman of the party, told reporters at the national cemetery in the central city of Daejeon ac-

companying the Governor. Hours after Lee Jaemyung’s victory, Lee Nakyon’s camp officially filed an objection with the party headquarters, calling for a final runoff. They argued that votes thrown in support of two candidates who dropped out midway through the primary, Chung Se-kyun and Kim Doo-gwan, should have been counted toward the total ballots. Lee Jae-myung pledged a powerful reform of the real estate market, saying in his acceptance speech that he will rid the country of the stigma of “a republic of unearned real estate income” through his reform. The 56-year-old said the upcoming presidential election, scheduled for March 9 next year, will be an ultimate battle against the corrupt establishment, noting that people need to decide whether to go back to the dark past or start off as a new country of hope. Seeing the present time as a grand transformation era, Lee Jae-myung said he will push for a powerful state-dominated economic renaissance, eliminate unfairness and irrationality in every corner of the country, and root out unearned income.

STOCKHOLM, OCT 11 (AP): Three US-based economists won the 2021 Nobel prize for economics on Monday for pioneering research on the labour market impacts of minimum wage, immigration and education, and for creating the scientific framework to allow conclusions to be drawn from such studies that can’t use traditional methodology. Canadian-born David Card of the University of California at Berkeley was awarded one half of the prize, while the other half was shared by Joshua Angrist from the Massachusetts Institute of Technology and Dutch-born Guido Imbens, 58, from Stanford University. The Royal Swedish Academy of Sciences said the three have “completely reshaped empirical work in the economic sciences.” “Card’s studies of core questions for society and Angrist and Imbens’ methodological contributions have shown that natural experiments are a rich source of knowlege,” said Peter Fredriksson, chair of the Economic Sciences Committee. “Their research has substantially improved our ability to answer key causal questions, which has been of great benefit for society.”

ASA’s Perseverance rover, currently exploring Jezero Crater on Mars, has shared new insights which reveal that the Red planet had sustained interactions with water, according to a new study by the mission scientists. Perseverance rover was launched on July 30 last year and arrived at the red planet on February 18 after a 203-day journey traversing 472 million kilometres. Perseverance explored the floor of Jezero Crater, which was once a lake and a dried-out river delta at the crater’s edge. Based on the detailed images sent by the six-wheeler NASA’s Perseverance Mars rover took this selfie on rover on Mars, the team has now published September 10, 2021. first scientific results about the Jezero Crater delta in the journal Science. The images reveal that billions of years ago, when Mars had an atmosphere thick enough to support water flowing across its surface, Jezero’s fan-shaped river delta experienced late-stage flooding events that carried rocks and debris into it from the highlands well outside the crater. The rover provided images of long, steep slopes called escarpments, or scarps in the delta, which formed from sediment accumulating at the mouth of an ancient river that long ago fed the crater’s lake. Taken by the rover’s left and right Mastcam-Z cameras as well as its Remote Micro-Imager, or RMI (part of the SuperCam instrument), the images also provide insight into where the rover could best hunt for rock and sediment samples, including those that may contain organic compounds and other evidence that life once existed there. Further, on each of the scarps’ steep walls and on top, Mastcam-Z and RMI captured stones and boulders. “We saw distinct layers in the scarps containing boulders up to 1.5 metres across that we knew had no business being there,” said lead author Nicolas Mangold, a Perseverance scientist from the Laboratoire de Planetologie et Geodynamique in Nantes, France. Those layers mean the slow, meandering waterway that fed the delta must have

France beat Spain to win Nations League

precision but in the end could not compensate for the absence of a genuine striker. “It was a difficult defeat,” said Spain’s Franceborn defender Aymeric Laporte.”We have proven to be a great team despite our youth, we have shown better football than them, but what

counts is the result.”The first half was a relatively subdued affair with Spain moving the ball well but without dangerous penetration while France were disrupted by the loss to injury of centrehalf Raphael Varane. But both sides were awoken after the break when France full-back Theo Hernandez

thundered a shot against the underside of the bar after a swift break. Spain responded to that warning in clinical fashion, taking the lead when Oyarzabal latched on to a long pass from Sergio Busquets, held off Dayot Upamecano and fired into the bottom corner. The

French response was swift, however, with Mbappe finding Benzema who cut inside before unleashing a brilliant curling shot into the far corner to make it 1-1. Mbappe then grabbed the winner, 10 minutes from the end, racing on to a through ball from Hernandez and keeping his cool to slot past Unai Simon. Spain protested that Mbappe was offside when he received the ball but the VAR check found a slight touch from defender Eric Garcia had played the France striker onside. France had keeper Hugo Lloris to thank for two late saves as Deschamps’s side held on for the victory against intense Spanish pressure. Lloris got down well to keep out a low shot from Oyarzabal in the 89th minute and then in stoppage time he reacted superbly to parry a strike from substitute Yeremi Pino. Earlier on Sunday, Italy had claimed third-place in the Final Four tournament by beating Belgium 2-1 in Turin.

Murray, Azarenka win at Indian Wells INDIAN WELLS, OCT 11 (IANS): Former world No. 1 Andy Murray of Great Britain came back from a set down to win a battle of the generations, seeing off 18-year-old US Open quarterfinalist, Carlos Alcaraz of Spain, at the BNP Paribas Open in three sets on Monday (IST). The Scot, in his 13th Indian Wells appearance, advanced to the third round of an ATP Masters 1000 for the first time since 2016 with a 5-7, 6-3, 6-2 victory over the Alcaraz. Murray finished with 18 winners to his opponent’s 36, but his 29 unforced errors were 13 fewer. Meanwhile, Greece’s Stefanos Tsitsipas won his opening match against Pedro Martinez of Spain at the BNP Paribas Open. In his third appearance, Tsitsipas moved into the third round at Indian Wells for the first time following a 6-2, 6-4 victory over the world No. 61. Tsitsipas needed 93 minutes to prevail as he claimed 63 per cent of first-serve points and 80 per cent on second serves.

The Greek’s 22 winners were four more than his opponent’s but he was far more consistent as he made just 11 unforced errors to the Spaniard’s 21. The win set a third-round clash against 25th seed Fabio Fognini of Italy, a three-set winner over Jan-Lennard Struff of Germany. Azarenka edges past Kvitova: World No. 32 Victoria Azarenka of Belarus got the better of world No. 11 Petra Kvitova of the Czech Republic in a tight, 7-5, 6-4, match to reach the fourth round. In the latest chapter of a rivalry that dates back more than a decade, the two

major champions traded breaks three times in the opening set, and Azarenka won the last three games to take it -- saving three break points to stave off a first-set tiebreak. The second set proved much the same, as Kvitova won four straight games from 3-1 down to take the lead before Azarenka again won a trio of games to seal victory. Saqib Mahmood and Matt Parkinson. Saqib would have given a different element to the attack in Australian conditions with his skiddy reverse swing, in the absence of the pace of Jofra Archer and Olly Stone. “And I would have gone for Parkinson’s legspin instead of Dom Bess. I would have liked a bit of wrist spin available to me as captain - if not Parkinson, then Mason Crane,” wrote Hussain in his column for Daily Mail on Monday. The 53-year-old mentioned how Mahmood’s selection would have helped England. “The ball goes soft after 10-12 overs and does

nothing after that, which is why Saqib would have provided variation.” Hussain was surprised on batter Liam Livingstone not being named in the squad. “But Chris Silverwood and Joe Root like loyalty and consistency in selection, so have stuck with their two capped spinners. I’d also have taken a punt on Liam Livingstone, an in-your-face, confident cricketer in the mould of Kevin Pietersen and Ben Stokes. He’s someone who could take the attack to the opposition from his natural, middle-order position.” But the big wor r y for England, according to Hussain, has been the

continued absence of Ben Stokes, who is still on a break from the game. “The absence of Stokes is the biggest concern. It gives England a massive selection headache. Without him, it will be a nightmare trying to balance the side

and I envisage England going into matches with an all-seam attack backed up by Root’s off-spin. Hussain concluded by saying that managing pacer Mark Wood will be very important for England from raw pace perspective.

IPL: KKR beat RCB by 4 wkts; move into Qualifier 2

SHARJAH, OCT 11 (PTI): Sunil Narine gave glimpses of his ‘old mystery’ with the ball and then topped it up with three monster sixes as Kolkata Knight Riders’ four-wicket victor y in an exciting ‘Eliminator’ dashed Virat Kohli’s dream of winning a n I P L t r o p hy w h i l e leading Royal Challengers Bangalore. KKR will now meet Delhi Capitals in the second Qualifier on Tuesday to decide Chennai Super Kings’ rivals for the title clash on October 15. N a r i n e, w h o h a d to remodel his action after coming under the scanner due to a suspect action multiple times, singlehandedly “eliminated” Royal Challengers Bangalore with bowling figures of 4 for 21. He then produced a crucial 26-run knock off 15 balls that made a tricky chase of 139 slightly easier in the end. KKR got home with two balls to spare. Kohli, who was captaining RCB for the last time, did make a contentious decision by opting to bat on a sluggish surface which also offered turn. Narine (4/21) sent

Narine just chanced his arms in the 12th over to muscle Dan Cristian for three sixes, which proved to be decisive in the end. However the evening did start well for RCB when Devdutt Padikkal (21 off 18 balls) and Kohli (39 off 33 balls) got off to a great start by adding 49 runs in the first five Powerplay overs. However it was Lockie Ferguson (2/30), whose extra pace did Padikkal in as the left-hander, trying to cut, dragged a delivery,

pitched well outside offstump. RCB’s last league match hero Kona Bharat (9 off 15 balls) was clearly troubled because of the slowness of the track with spinners getting the ball to grip off the surface. He was Narine’s first of the four victims when he tried to loft the spinner over long-off but didn’t reach to the pitch of the delivery and holed out in the deep by Venkatesh Iyer. NEW DELHI, OCT 11 (IANS): The Fédération Internationale de Football Association (FIFA) on Monday unveiled Ibha as the official mascot of FIFA U-17 Women’s World Cup 2022 in India. Ibha, an Asiatic lioness, was unveiled on the day coinciding with the International Day of the Girl Child and exactly one year to go until the tournament kicks off. “Ibha is a really exciting and inspiring character, one that young fans across India and around the world will have huge fun enjoying and interacting with in the lead-up to the FIFA U-17 Women’s World Cup in India next year. “2022 is on course to be a hugely significant year for women’s football, with future stars of the game set to showcase their skills in India -- just nine months before the FIFA Women’s World Cup kicks off in Australia and New Zealand in 2023,”

RCB’s biggest guns back in the dug-out as Kohli, AB de Villiers and Glenn Maxwell had no answer to his turning deliveries under pressure situation. Defending a low score was never easy but save Harshal Patel’s all-time highest-wicket tally (in a single edition) of 32, RCB had nothing to write home about as another season that started with a bang ended in a whimper. KKR’s chase could have been a bit dicey but

The shot that got him out had desperation writ large over it as the slog sweep to a fuller delivery from Narine was never on. The result was a pegged back leg-stump which also spelt doom for RCB. AB de Villiers (11) has had his worst IPL season and it was a real beauty from Narine -- a classical off-break that went through the gate to embarrass the legendary Proteas. RCB’s best player of the season Maxwell (15) was supposed to have a bad day as per ‘Law of Averages’ and did catch up with him trying to slog sweep Narine’s off-spinner which ballooned to short third-man to make it a dream day for the Trinidad man. Brazil’s perfect 2022 FIFA World Cup qualifying record was ended as Colombia held the fivetime world champions to a goalless draw here on Monday. The visitors had most of the early scoring chances with Lucas Paqueta shooting just wide after combining with Neymar and an unmarked Fred thumping an effort from 16 yards over the bar. Colombia rallied after halftime, with Mateus Uribe forcing goalkeeper Alisson to make a finger-tip save with his shot from the edge of the 18-yard box after Radamel Falcao’s back-heel. Alisson again came to his team’s rescue minutes later as he dived low to his right to keep out a rasping Juan Fernando Quintero drive from distance. The hosts had David Ospina to thank for preventing a last-gasp Brazil

victory, with the Napoli goalkeeper showing rapid reflexes to deny Antony from six yards out, Xinhua reports. “We knew they were going to give us very little space to attack and that’s exactly what happened, but even so we had our chances. Unfortunately, we weren’t able to finish them off,” Brazil’s Manchester United midfielder Fred said after the match. Brazil still lead the 10-team South American qualifying group with nine wins and a draw from their 10 matches so far. Colombia are fifth with 15 points from 11 games. The Cafeteros are unbeaten in seven World Cup qualifiers since Reinaldo Rueda replaced Carlos Queiroz as manager in January 2020. Earlier, Bolivia won 1-0 at home to Peru and Venezuela clinched a 2-1 home win over Ecuador in Caracas.

The Indian team and its head coach Igor Stimac had been under the pump after drawing against lower-ranked Bangladesh (1-1) and Sri Lanka (0-0) in their previous matches. Chaudhary had come into the field as a substitute for Mohd. Yasir in the 70th minute. India kept on creating

chances in the match and were the dominant team throughout. But they were not able to make the finishing touches in a few chances they got.
