DIMAPUR, SEP 11 (NPN): After being hit hard by the second wave of Covid-19, Nagaland is likely experiencing widespread community transmission of the coronavirus. The state Health & Family Welfare (H&FW) department has expressed serious concern that 75% of cases reported from the week were without any contact history signifying “high community transmission.” In its weekly bulletin report released on Saturday, H&FW also stated that many cases from self-test were still not reported. The department said that 311 cases were detected (between September 4-10) out of 13,356 samples that were tested. It may be mentioned that community transmission is evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases, or by increasing positive tests through sentinel samples (routine systematic testing of respiratory samples from established laboratories). The number of active cases have increased to 3,91,516, comprising 1.18 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.49 per cent, the health ministry said. An increase of 870 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. On Friday, the country had recoded 3,90,646 active cases.
ZyCoV-D needle-free vax RPP asks state govt to utilize GST launch likely by October funds to complete foothill project
NEW DELHI, SEP 11 (AGENCIES): Zydus Cadila’s needle-free coronavirus vaccine ZyCoV-D is likely to be launched in early October, reported news agency ANI quoting sources. It may most likely happen in the first-week of the month, it added. Indigenously developed Zydus Cadila’s ZyCoV-D had received approval for Emergency Use Authorisation from the drug regulator two weeks ago, making it the first vaccine in the country that would be administered in the age group of 12-18 years. A decision on whether all children or only those with co-morbidities will be administered the COVID-19
vaccine on priority has not been taken yet, the government said previously. DIMAPUR, SEP 11 (NPN): Rising People’s Party (RPP) has asked the state government to use funds generated through GST revenue collection for completion of the foothill road project, instead of going to Delhi “with begging bowl at every given opportunity.” While welcoming the amount of Rs. 20 crore accorded for the construction of the bridge over Doyang and other works, RPP said that the government should not always give the lack of funds excuse as the state’s revenue, after the implementation of GST in 2017, had increased exponentially. Protest against illegal taxation: DCCI calls for total closure of shops on Sep 16 DIMAPUR, SEP 11 (NPN): Dimapur Chamber of Commerce & Industry (DCCI) has called or a total shutdown of all shops and business establishments in Dimapur September 16 against rampant multiple and illegal taxation by various groups as well government agencies, affecting the business community. Informing this in a press note, DCCI president Akashe K Zhimomi said that the one-day total shutdown would be the first phase of protest by business community against inaction of the state government and its machineries over illegal taxation. DCCI said that the total shutdown will also cover restriction of goods transport entry into Dimapur as against various DMC taxes/ fees at check gates collected on GST items. Despite highlighting the issue in the media, DCCI expressed regret that the state government has
neither taken any concrete action nor gave assurance on the issue of illegal and multiple taxation.

DDCF opposes move to shift Dimapur DC office DIMAPUR, SEP 11 (NPN): Dimapur District Citizens’ Forum (DDCF) at an emergency executive meeting held at its office on Saturday reaffirmed its decision to oppose the shifting of DC office Dimapur to the New Complex at Chumukedima. DDCF through its media cell cautioned that in the event of any move or development to shift DC’s office to Chumukedima, the citizens of Dimapur would “not be silent spectators and will oppose democratically.” DDCF has, therefore, urged the state government to listen to the voice of the masses as the government was formed by the people and was for the people in a democratic country. The forum has, however, appreciated the appointment of a new ADC in the new
DC complex. Describing it as “a sign of development and growth of the district”, the forum said the appointment of ADC would largely relieve the burden of the people in the Chumukedima circle of Dimapur district. DDCF also urged the state government to pave the way for the conversion of non-cadastral land into cadastral survey land especially the town/municipal areas so it would be free for development in the near future. Meanwhile, DDCF has appealed to the state government to deal with the inter-district boundary issue between Peren and Dimapur “sensitively without any bias.” The forum suggested that all the stakeholders (affected villages/CSOs, administration) should be taken on board while settling the dispute.

The finding, published in the journal Aerosol and Air Quality Research, also confirms previous studies that layering a cotton mask on top of a surgical mask—properly fit on one’s face—provides more protection than cloth alone. “It is good news for sustainability. That cotton mask

NFHRCC to meet today DIMAPUR, SEP 11 (NPN): A day after the state government approved emergency fund to make foothill road pliable, the Nagaland Foothill Road Coordination Committee (NFHRCC) convened a joint meeting on September 12, 2021 at 1pm at its base Office, Kher Mahal, Dimapur. NFHRCC had earlier planned to launch phasewise agitation starting September 13, 2021 in the event if the state government failed to give positive response by September 12, 2021. Power shutdown in parts of Kohima DIMAPUR, SEP 11 (NPN): Power department has informed that there would a total shutdown of power supply in parts of Kohima district from September 12-15 from 8 a.m. to 4 p.m. The department further stated that the shutdown was being necessitated to carry out stringing work of 132 kV D/C Transmission line from Zhadima to Nagaland University near Zhadima Village by POWERGRID. We, the Mudutsughomi village, the Church, its GBs, the council and its citizens grieve the untimely demise of Rev. Dr. Howoto Zhimomi who passed away on 6th September, 2021 at Siliguri. We remember and honor his commitment and steadfast service to the church and the great commission which he carried out in faith and deed. The late Reverend lived a life dedicated to spreading the gospel. He left for outreach mission work as a young man and established the Majitar Baptist Church in Sikkim which has already celebrated its Silver Jubilee. He also served as a missionary to Siliguri under the Dimapur Sumi Baptist Akukuhou. He lived and died in the service of the Lord. Addressing a small gathering after inaugurating the monument stone, Moatoshi Longkumer, MLA, said that the monument stone was laid down to
acknowledge land donors, Imtisungit Jamir and late I Nüngshi Longkumer who had a vision to donate a plot of land for Aos in Dimapur. Moatoshi compared the good deed of land donors to that of Sikhs who have carried out humanitarian works all over the country, especially during the pandemic. “One principle of their teaching is to maintain balanced life of family and social service to the public”, he exhorted.
He encouraged Nagas as Christians to help society in whatever way possible and said that people did not take their richness to heaven. Moatoshi also appealed Church leaders not only to focus on spiritual growth but also on community service. Meanwhile, Imtisungit Jamir and Sharingain, son of I Nüngshi Longkumer also delivered short speeches. Earlier, the programme

Meeting on NIPUN Bharat mission held in Kohima
DIMAPUR: A coordination meeting with district steering committee on “National Initiative for Proficiency in reading with Understanding & Numeracy (NIPUN) Bharat” was held in the conference hall Kohima on September 10. According to a DIPR report, ADC Kohima, N. Bhavani Sri informed that the purpose of the meeting was to understand and launch the NIPUN programme. She said the district had a huge role to play and requested all the line departments to work together in concession in order to achieve the policy. Giving a brief introduction on NIPUN Bharat deputy mission director, Samagra Shiksha, Kelhikha Kenye said that the ministry of education launched NIPUN to ensure every child in the country necessarily attained Foundational Literacy and Numeracy (FLN) by the end of grade 3, by 2026-27. CIH conducts farmers’ training
DIMAPUR: Central Institute of Horticulture (CIH), Nagaland has conducted a two-day awareness-cum-farmers’ training on “horticulture avenues for income generation” in Dhansiripar and Amaluma village under Dimapur district on September 9 and 10. In a press release, CIH informed that the programme was organised with an objective to reach out to the farming communities and create awareness on various horticulture avenues which
could be opted as a means of income generation. The programme was also aimed at sensitising them on various training programmes offered by the institute for horticulture development. Technical staff of the institute interacted with the farmers on issues related to management of horticultural crops and also provided training on relevant fields. Altogether, around 35 farmers participated in the programme.

DIMAPUR: Nagaland State Legal Services Authority (NSLSA) under the aegis of the National Legal Services Authority conducted the third quarterly national lok adalat in all the 11district headquarters, which were organized by respective district legal services on September 11. In a press release, NSLSA PRA, Ketholeno Neihu informed that a
total of 576 out of 1113 cases were taken up and settlement money involved amounted to Rs. 4,86,00,875. NSLSA informed that the combined figure for cases taken up and tried before the jurisdiction of the lok adalat climbed to 1113 cases and after pervasive efforts put up by presiding officers and conciliators, Lok Adalat forum settled a
total of 576 disposed cases. Most of the cases were dealt on Bank recovery and MACT cases, PRA informed. It may be mentioned that the Lok Adalat is one of the alternative dispute redressal mechanisms, and a forum where cases pending in the court of law or at pre-litigation stage are settled or compromised speedily and amicably.
PCC begins webinar series
DIMAPUR: Patkai Christian College (Autonomous) History department on September 9 begun its “webinar series” with a paper presentation on “Agrarian changes in the hills of North-east India: The unlikely story of shifting agriculture”. The series is expected to conclude in the month of October. A press release by the department stated that the webinar series began with a presentation by A. Lozaanba Khumba, a doctoral candidate from the Centre for the Study of Regional Development, Jawaharlal Nehru University (JNU), New Delhi. In his presentation, Khumba said there was a mainstreaming of horticulture in the cropping patterns and that the people in the hills have largely shifted from planting rice to more profitable cash crops. He explained that the markets becoming increasingly accessible
was one of the factors driving this shift. “Farmers are now able to send their products not just to Imphal and Kohima but also Delhi and other metros,” he said. Khumba attributed this demand for organic jhum products to the increasing migration of people from the hills to the metros for reasons such as education or finding easier avenues for livelihood. He said the agrarian changes in the hills were also influenced by the quality of road, distance, time taken to travel. “Distance mediates agrarian change,” Khumba added. Khumba then said that a significant downside to this agrarian change has been the breakdown of traditional institutions. “The search for profit leading to breakdown of traditional institutions – village councils are losing control over community owned lands,” he explained. AIZAWL, SEPT 11 (PTI): Mizoram is bracing for a second wave of refugees from Myanmar as supporters of the Burmese government-inexile, National Unity Government, which called for a nationwide uprising earlier this week, clashed with the military junta’s forces. Already over 150 more people have moved across the border in the wake of the military crackdown after the uprising call on Tuesday, September 7. Sounds of a fierce gunfight between the supporters of NUG and Myanmar army, which took place at a Myanmar village, was heard from Thingsai, the nearest border village in Mizoram’’s Hnahthial district, on Friday morning, officials said. The Myanmarese NUG has been formed by elected legislators who were ousted by the military. Hnahthial district deputy commissioner H. Dolianbuaia said that about 60 Myanmar nationals entered the district since Thursday fleeing armed struggle

More people are likely to enter following the nationwide uprising in the neighbouring country,” he told PTI over phone. Mizoram, which shares a 510 km long international border with Myanmar, is already home to thousands of Myanmar nationals, who fled their country after the Myanmar Army (Tatmadaw) seized power from
a democratically elected government on February first this year. Maria CT Zuali, the deputy commissioner of Champhai district, which borders Myanmar, also told PTI that at least 35 people from the neighbouring country sneaked into the district on Wednesday following the nationwide uprising. Officials in Lawngtlai, the southernmost district of the state bordering Myanmar, also said that around 60 people from the neighbour-
ing country crossed over some two days ago. Majority of Myanmar nationals were given temporary shelter and food by local organisations and individuals on humanitarian grounds while others are living with their relatives, officials said. Most Myanmar nationals live in temporary shelters set up by NGOs, he said. The district administration could not help them formally as they are yet to be granted refugee status by the government or international agencies, he added.
Earlier in March, Chief Minister Zoramthanga had urged the Centre to officially provide asylum to Myanmar nationals. Home Minister Lalchamlian has recently informed the state assembly that a total of 10,229 people from Myanmar have entered Mizoram since the military coup as per the official records maintained by the state government till August 28. “These Myanmar nationals have taken shelter in different districts. Some of them were living with their relatives while others were living in temporary shelters set up by the local people inside their villages,” Lalchamliana said in a written reply. Highly placed sources said that more than 20 lawmakers are among the Myanmar nationals, who took shelter in Mizoram. The state government has however, despite the lack of official recognition of the refugee status of the Myanmar nationals, started enrolling their children in schools since August.
Opposition in Mizoram criticises AFSPA extended in Assam govt for failure to combat COVID for another six months
AIZAWL, SEP 11 (PTI): The Zoram People’s Movement (ZPM) and the Congress has accused the state government of failing to deal with the COVID situation, an allegation the ruling Mizo National Front denied. ZPM legislature party leader Lalduhoma on Friday said the state government has “totally failed” to combat the COVID crisis, despite getting strong supports from people, churches and NGOs. He blamed the Zoramthanga dispensation for not being able to set up adequate RT-PCR laboratories and mostly depending
on the rapid antigen test to detect coronavirus patients. “The average proportion of samples tested through RT-PCR in the June-August period was at 22.66 per cent as against 70.89 per cent of rapid antigen test,” he said. Mizoram has only one RT-PCR laboratory, which is at Zoram Medical College (ZMC), a dedicated COVID hospital, and efforts are on to set up another facility in Lunglei town. The Congress also said the government has “miserably failed” to arrest the rising coronavirus cases in the state, and demanded the resignation of Health
Minister R Lalthangliana. It also slammed the minister for claiming Mizoram as one of the best performing states in COVID management. “The prolonged lockdown, which has been imposed since April, has severely paralysed the state’s economy and affected career of students,” the party said in a statement. Mizoram topped among the northeastern states in testing as more than nine lakh samples have been tested for the infection, which is 82 per cent of its population based on the 2011 Census, Lalthangliana said.
GUWAHATI, SEP 11 (PTI): The Assam government extended the ‘Disturbed Area’ status of the state for another six months from August 28 under the Armed Forces (Special Powers) Act (AFSPA), according to an official statement issued on Saturday. The AFSPA was imposed in Assam in November 1990 and is extended every six months since then after a review by the state government. “The Government of Assam in exercise of powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 has declared the entire State of Assam as “Disturbed Area” up to six months with
effect from August 28, 2021 unless withdrawn earlier,” the single-paragraph statement said. The statement did not mention any reason for the extension of the AFSPA in the state In the Northeast, the AFSPA is in force in Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area), Changlang, Longding and Tirap districts of Arunachal Pradesh, and areas falling within the jurisdiction of the eight police stations in Arunachal Pradesh, bordering Assam. Civil society groups and rights activists in the region have been demanding the withdrawal of the “draconian” law.

The government constituted the judicial inquiry under the Commission of Inquiry Act after pressure groups demanded for an independent probe into the alleged “fake encounter”. The judicial inquiry has called upon all persons, officials acquainted with the
incident at the residence of Thangkhiew at Mawlai to furnish a statement about the incident to the Commission on or before September 25, next. The former HNLC leader was killed in a predawn raid by the police at his residence in Mawlai’s Kynton Massar locality on August 13. Police officials said Thangkhiew resisted the raid and tried to stab a police constable with a knife prompting the police to fire at him in self defense. Body of a missing victim of boat disaster recovered
GUWAHATI, SEP 11 (PTI): The body of one of the two missing victims of the boat disaster at Nimati Ghat in Assam’s Jorhat district was recovered four days after the incident near Biswanath Ghat, about 100 km downstream of the Brahmaputra river from the accident site, on Saturday morning, a top official said. With the recovery of the body, the death toll in the boat tragedy has increased to two. Jorhat deputy commission Ashok Barman told PTI that the body was recovered by Forest department officials of the area. “Documents were recovered on the body, from which it was identified to be of Indreswar Bora of Lakhimpur district,” he said. The other missing victim, a doctor from Jorhat, is still to be traced and search operations near the accident site at Nimati Ghat in Jorhat as well as surrounding and downstream areas are continuing, Barman added. The body has been brought to Biswanath Chariali and will be taken for postmortem before handing over to family members later.

GUWAHATI, SEP 11 (PTI): Union minister Sarbananda Sonowal on Saturday said more Ayush colleges should be set up in the northeast, and the Centre is keen to support the initiative. He also said the central government has increased financial assistance to states for establishing new Ayush colleges. “More Ayush teaching colleges are required in the northeastern states… earlier under the National Ayush Mission (NAM), Rs 9 crore was given to state governments to open such colleges, but this has now been enhanced to Rs 70 crore. “The states may identify the land and manpower to avail this opportunity as per the NAM guidelines,” the Union Minister for Ay-
ush and Ports, Shipping and Waterways said. There are only a few Ayush colleges in the northeast and traditional medicines can only be popularised by making available more qualified practitioners, Sonowal said while addressing a conference on ‘Diverse and Fulfilling Career Paths in Ayush Systems: Education, Entrepreneurship and Employment Focus on North Eastern States’ here. He said the Ministry of Ayush has also accorded in-principle approval for upgrading the Government Ayurvedic College here as a ‘Centre of Excellence’ with support of up to Rs 10 crore. Sonowal said the Centre provides Rs 5 crore to upgrade under-graduate Ayush teaching colleges and Rs 6 crore to improve the infrastructure of postgraduate institutions in the northeast. The Union minister announced a ‘Panchkarma Technician Course’ affiliated to the Health Sector Skill Council - National Skill Development Corporation at the Central Ayurveda Research Institute (CARI), Guwahati with 10 seats.

The tax department surveyed the office of Newslaundry located at Sarvodaya Enclave in south Delhi on Friday along with that of Newsclick in Saidulajab area (south Delhi) on charges of alleged tax evasion. “We have nothing to hide and have done everything by the book and are not in any breach or violation of any law. We conduct our business honestly and with integrity,” Newslaundry cofounder Abhinandan Sekhri said in a message posted on his Twitter handle. Newsclick said the tax team “recorded the statement of its Editor-in-Chief Prabir Purkayastha; impounded his phone; and took away documents – what they called “loose papers” from the premises”. “They also took email dumps of Prabir, editor Pranjal, and various administrative and financial accounts related to Newsclick,” it said in a statement posted on its Twitter handle.

NEW DELHI, SEP 11 (PTI): The Delhi Fire Services on Saturday rescued 40 passengers of a private bus which was trapped at a waterlogged underpass here following heavy rains on Saturday morning, officials said. The passengers included women and children. The bus was going to Mathura and got stuck at the underpass of Palam flyover, officials said. The DFS received a call seeking assistance at 11.30 am after which two fire tenders were pressed into service, they said. Atul Garg, Director, Delhi Fire Services said, “A bus with passengers onboard

Two fire tenders were rushed to the spot and all the passengers were rescued safely.” Heavy rains lashed the national capital Saturday morning, leaving many parts of the city waterlogged. NEW DELHI, SEP 11 (PTI): Expressing concern over the Income Tax ‘surveys’ conducted at the offices of two news websites, the Editors Guild of India on Saturday criticised the move saying the “dangerous trend of government agencies harassing and intimidating” independent media must stop as it undermines the constitutional democracy. On Se ptember 10, teams of IT officials visited the offices of NewsClick and Newslaundry and conducted investigations through the day, the body noted. The Guild said it is deeply disturbed about the I-T ‘surveys’ at the offices of the two news websites. “The guild is deeply concerned that such indiscriminate seizure of journalists’ data, which could include sensitive information such as details of sources, stories under works and other journalistic data, is in violation of free speech and freedom of press,” it said in an official statement. While they were officially labelled as surveys by
the I-T officials, according to the statement issued by Abhinandan Sekhri, cofounder of Newslaundry, this was a clear intermediately and latent attack on their rights and therefore press freedom, the EGI said. “It is learnt that the I-T team made clones of Sekhri’s mobile and laptop, as well as some other office machines, And no hash value was given to them. “This is clearly beyond the mandate of service as defined under section 133 A of the income tax act which only allows data pertaining to the investigation to be copied, and certainly not personal and professional date of journalists. It is also in violation of procedures laid out in the Information Technology Act 2000,” it said. This was the second visit by an income tax team at the office of Newslaundry, the earlier one being in June. In case of NewsClick, the Enforcement Directorate had conducted raids at the office as well as homes of their senior journalists and officials in February.
“Both NewsClick and Newslaundry have been critical of policies and functioning of the union government,” the EGI said. “The dangerous trend of government agencies harassing and intimidating independent media must stop as it undermines our constitutional democracy,” it said, adding that in July, income tax raids were conducted at the offices of the country’s leading newspaper Dainik Bhaskar as well as a Lucknow-based news channel Bharat Samachar. These raids were conducted against the backdrop of some very critical coverage by both the news organisations on government’s handling of the pandemic. “The Guild demands that great care and sensitivity be shown in all such investigations so as to not undermine the rights of journalists and media organisations. Further, to ensure that such investigations are conducted within the prescribed rules and that they don’t degenerate into instruments of harassment to intimidate independent media,” the EGI said.
Haryana govt orders judicial probe into Aug 28 incident, farmers call off sit-in CHANDIGARH, SEP 11 (PTI): The Haryana government on Saturday ordered a judicial probe into last month’s clash between farmers and police and sent the IAS officer who is at the centre of a row over his remarks on leave. Following this, farmers called off their sit-in outside the Karnal district headquarters. Haryana Additional Chief Secretary Devender Singh said the probe will be conducted by a retired judge and will be completed within a month. Former SDM Ayush Sinha will remain on leave during the time, he said. A joint press conference by Haryana government officials and farmer leader Gurnam Singh Chaduni was held in Karnal after both sides reached an agreement, leading to the ending of the stand-off. report by the NITI Aayog recently has revealed that Nagaland, which performed poorly in -no poverty, health and affordable energy- is the worst-performing state overall in the Northeast region. As per the first edition of NITI Aayog’s Sustainable Development Goals (SDG) Index (which focuses on the Northeast region), Nagaland’s 12 districts have been placed in the “performer” category of the index. The SDG India Index scores range between 0–100, higher the score of a State/UT, the greater the distance to target achieved. States and UTs are classified in four categories based on their SDG India Index score - aspirant: 0–49; performer: 50–64; frontrunner: 65–99, achiever: 100.The 17 SDGs are: (1) No Poverty, (2) Zero Hunger, (3) Good Health and Wellbeing, (4) Quality Education, (5) Gender Equality, (6) Clean Water and Sanitation, (7) Affordable and Clean Energy, (8) Decent Work and Economic Growth, (9) Industry, Innovation and Infrastructure, (10) Reducing Inequality, (11) Sustainable Cities and Communities, (12) Responsible Consumption and Production, (13) Climate Action, (14) Life Below Water, (15) Life On Land, (16) Peace, Justice, and Strong Institutions, (17) Partnerships for the Goals.The placements are done according to the districts’ performance in connection to the goals in the report. The report by the NITI Aayog said Nagaland performed poorly in six goals – no poverty, good health and well being, clean and affordable energy, sustainable cities and communities and industry, innovation and infrastructure. As per the report, the state had a mixed performance in reducing inequalities, quality education, climate action and peace and justice. The state, however, has done a good job in no hunger SDG, sanitation, economic growth and gender equality. For a state like Nagaland, which has been priding itself with awards won under small category states in various fields in the not so distant past; the NITI Aayog report was like a bad report card which has made many seriously think about governance itself. Nagaland is among a few states in north east that receives fair and generous amount of financial assistance from the Centre and through various central schemes. Schematic indicators for these interventions have also been drafted and they known as the three main pillars: economic, environmental, and social. These three pillars are also informally referred to as people, planet and profits. Nagaland planning minister Neiba Kronu had admitted that Nagaland did poorly under SDG but went on to say that besides the state others in the north east in the same bracket were Meghalaya(61%), Arunachal Pradesh(61%) and Assam(57%). Among the north eastern states, those who performed well under SDG index 2020 included Sikkim(71%), Mizoram(68%),Tripura(65%) and Manipur(64%). These goals are supposedly monitored by the NITI Aayog annually so as to gauge how the overall indicators are across India. It may be noted that the 2030 Development Agenda titled “Transforming our world: the 2030 Agenda for Sustainable Development” forms the basis for the global SDG. There are those who see the SDG as an exercise in futility and naïve since most goals are not practically achievable except perhaps like providing access to water and sanitation. The weaknesses arise in part, due to lack of effective implementation and also the disruption caused by the coronavirus pandemic. However, this should not be justification for failure but rather reason to change the tag of negativity surrounding Nagaland.

Notice the kind of people that God brings around you, and you will be humiliated once you realize that this is actually His way of revealing to you the kind of person you have been to Him. Now He says we should exhibit to those around us exactly what He has exhibited to us. Do you find yourself responding by saying, “Oh, I will do all that once I’m out on the mission field”? Talking in this way is like trying to produce the weapons of war while in the trenches of the battlefield— you will be killed while trying to do it. We have to go the “second mile” with God (see Matthew 5:41). Yet some of us become worn out in the first ten steps. Then we say, “Well, I’ll just wait until I get closer to the next big crisis in my life.” But if we do not steadily minister in everyday opportunities, we will do nothing when the crisis comes.

Why is Communist China suddenly so inclusive? B eijing wants everyone to believe that Tibet has been par t of China since antiquity — but Tibetans cannot accept this because ‘China did not even exist then, contrary to what the new Emperors would like us to believe. What is China is a question which has some relevance today, and the answer is important not only for the Communist Party of China (CPC), but the world at large too. On September 1, Xinhua reported that a series large exhibitions centered on the theme ‘Ethnic Unity — Casting a Fir m Consciousness of the Chinese National Community’ sponsored by the National Culture Palace, had officially been launched in Beijing. It included several displays centred on a multiethnic China; the exhibitions were entitled: ‘Treasures of Nationalities’; ‘People of All Ethnic Groups – Hearts to the Party’; ‘National Ethnic Minorities’ Gifts to the Party’, and ‘Cultural Relics in the Collection of the Palace of Nationalities’. Why suddenly this e m p h a s i s o n C h i n a ’s ‘ethic unity’ and this after 100 years of the CPC’s existence? As always in China, the propaganda’s stress is put on something which is missing (‘unity’). Already in August, President Xi Jinping addressed a Central Ethnic
Work Conference pleading for solid ethnic work and ‘casting a firm sense of Chinese ethnic community’. He mentioned 50,000 precious cultural relics, more than 200,000 ancient books, some 400,000 other books and more than 3,000 paintings and works of art, kept in the National C u l t u r e Pa l a c e “ f u l ly reflecting the connotation of national unity and progress, and letting history speak and letting culture s p e a k .” W h e t h e r t h e s e ‘relics’ were forceful taken away from minorities’ areas, is of course not mentioned. Has it not been the habit of colonisers to loot their new colonies? Remember the Kohinoor? Xi spoke of “the beautiful interaction and exc h a n ge s a m o n g t h e various ethnic groups in China.” According to the party’s General Secretary, the intermingling of the different ‘nationalities’ focused on “showing the sons and daughters of all ethnic groups to listen to the Party, feel the Party’s grace, follow the Party, hand in hand, to build a great revival of the Chinese dream of the glorious course.” Why wait 100 years to remember that the ‘nationalities’ exist? It further raises another issue, is China a nation or only an amalgam of different nationalities recently assembled together,
in which case why have the nationalities not been given their due place during the last century? To give a concrete e x a m p l e, w hy a r e s o few members of the ‘nationalities’ members o f t h e C P C ’s C e n t r a l Committee and not a single one is in the Politburo or the Central Military Commission? Examples could be multiplied. Many see this as Han Chauvinism. Today, Beijing would like us to believe that China a unified entity which since immemorial times included the Periphery of the Middle Kingdom; it is simply not true. Already in 2015, in a ‘White Paper on Tibet’, Beijing argued that “the only sensible alternative is for the Dalai Lama and his supporters to accept that Tibet has been part of China since antiquity”. Why should the Tibetans accept a lie? The Chinese publication mentioned: “The wheels of history roll forward and the tides of the times are irresistible. Tibet’s path of development is one imposed by history and chosen by the people. Experience proves to us that only by upholding unity and opposing separatism, only by upholding progress and opposing retrogression, only by upholding stability and opposing turmoil, can the future of Tibet be assured. Any person or force that
attempts to resist the tide will simply be cast aside by history and by the people.” Any serious student of history is aware that tides come and go; where is the mighty British Empire today?But for the sake of argument, let us accept the Chinese contention, then one should ask: what is China? A f e w ye a r s a g o, Professor Ge Jianxiong, Director of the Institute of Chinese Historical Geog raphy at Fudan University in Shanghai stated in an article in The China Review: “It would be a defiance of history to claim that Tibet has always been a part of China since the Tang Dynasty (7th to 10th century).” Jianxiong went further and questioned the notion of China: “When discussing the peaceful rise of China and the history of the great powers of the world, it is natural to think of ancient China. Can ancient China be considered a Great Power? If so, how big was it? This is a prerequisite for knowing the history and comparing development.” For the professor, there was no such thing as China, but dynasties who ruled over small or larger areas: “First of all, China (‘Zhongguo’) only officially became the name of our country with the founding of the Republic of China in 1912. Before this, the idea of China (‘Zhongguo’) was
not clearly conceptualised.” Jianxiong said: “The conce pt of China has continued to expand. From referring specifically to the central plains of China, the concept has since grown to now refer generally to a whole nation. Even during the late Qing, China would sometimes be used as a name to refer to the Qing State, including all the territory within the boundaries of the Qing Empire, but other times it would only refer to the ‘18 Interior Provinces’ and not include Manchuria, Inner Mongolia, Tibet, and Xinjiang. Right to Education Act has brought hope – but the Journey towards Independence pandemic has shown flaws that should be fixed B

n August 4, 2009, India enacted the Right to Education Act that describes the modalities of the importance of free and compulsory education for children between the age of 6 years and 14 years in India. When the Act came into effect on April 1, 2010, the country became one of 135 nations to make education a fundamental right of every child. This Act was a watershed moment for Indian education because universal elementary education was enshrined as a fundamental right in its Constitution. Some of its key features included laying down parameters for teacher qualification, infrastructure and teacher-pupil ratio. It also banned cor poral punishment in any form. A controversial and significant part of the Act was Article 12 1(C), which requires non-minority private-unaided schools to reserve 25% of their seats for the socially and economically disadvantaged. While the Act has been considered vital legislation, it falls severely short on several aspects. It merits a thorough relook, especially in a post-Covid-19 scenario. Where it’s going wrong? To begin with, an interesting factor to consider here is that learning outcomes are not mentioned anywhere in the RTE Act. There is a significant emphasis on inputs but none on outcomes. As mentioned before, the act stipulates various norms that are entirely input related but does not mention what these inputs seek to achieve. According to the Annual Status of Education Report 2016, the percentage of children in rural government schools in Class 5 who can read at Class 2 level or better is only at 50.3%, with massive differences across states. Similarly, the percentage of children in rural government schools in Class 5 who could recognise two-digit numbers was just 30.5%. Scholars have noted that although the RTE Act has brought hope to schoolchildren, there is a striking inequality in elementary education both in quality and quantity, thereby causing disparities in its access across location, economic category, social group and gender, most importantly through socioreligious exclusion. However, the remarkable individuals who led the struggle for independence and enabled the emergence of a robust constitution bestowed upon the people the greatest power- the power of a democratic establishment, an establishment that promoted harmony amongst the citizens, inclusivity amongst diverse communities and diplomacy in the political spectrum. The foundations of democracy also established impartiality in the eyes of the law, and sovereignty in the hands of a common man. Even though the laws and remedies often fall short in actual practice, the demand for justice continues to be expressed without inhibitions, and thus paves the way for consistent improvements. T h e f a c t t h a t w e, a s citizens of India, often express dissent towards the functioning of our government is itself a crucial testimony to the success of ‘freedom of speech and expression’. Freely assessing the functioning of the power holders also enables the prospect for continual growth while manifesting the true spirits of democracy. The core values of the constitution include the principle of ‘of the people, by the people, for the people’ and this vision continues to remain a foremost segment of Indian democracy. The long years of colonial suppression remain in stark contrast to the participatory nature of our democracy, and thus exist as evidence of an explicit advancement. Today, as the entire
nation celebrates seventy-five years of independence, Indian democracy stands strong as the basis for the principles of both, our nation’s governance and the citizens’ livelihoods. Even though several scenarios highlight the everexistent vulnerabilities of the traditionally marginalized communities, it is important to acknowledge the extent of advancements in social inclusion. Economic growth is steadily combatting income disparities, and chipping away at unemployment. Educational awareness is also on the rise, along with an increasingly favourable literacy rate. The industrial revolutions that India undertook facilitated collective upliftment in society, and led to the emergence of India as a global economy. Several credible advancements in agriculture have also been realised (such as, the green revolution), and have provided the Indian farmers with greater opportunities of self-sufficiency. In recent years, India has also witnessed considerable g rowth in the scientific domain, while also successfully executing commercial ventures in technological research. With regard to social welfare, a plethora of policies have been executed and have facilitated the commencement of gradual change. Many of these policies also aim to achieve gender equality, through diligent efforts towards women empowerment. Today, the youth community of India is more aware than ever before, and is taking up triumphant community-driven projects, along with initiatives that gain global recognition. While acknowledging that the current progress does not warrant for complacency, I do believe it calls for recognition of the headways accomplished in these 75 years. At present, our nation proudly serves as the homeland of over 1300 million Indians who unitedly strive towards the consolidation of democratic principles. Mumbai rape victim dies in hospital
MUMBAI, SEP 11 (PTI/ IANS): A 34-year-old woman, who had been raped and brutalized with a rod by a man inside a stationary tempo in suburban Sakinaka area, died at a hospital during treatment in the early hours of Saturday, police said. The crime which bore a chilling similarity to the 2012 `Nirbhaya’ gang-rape case of Delhi took place in the wee hours of Friday. The suspect who had been arrested within a few hours of the incident has been now charged with murder. While the city police formed a Special Investigation Team to probe the incident, opposition BJP demanded capital punishment for the accused and questioned if women were safe in Maharashtra. Maharashtra Chief Minister Uddhav Thackeray termed the incident as a “blot on humanity”. “The trial in the case will be held on a fast track and the victim, who succumbed to injuries today, will get justice,” he said in a statement. He has discussed the case with state Home Minister Dilip Walse-Patil and Mumbai Police Commissioner Hemant Nagrale, Thackeray added. The Sakinaka area in

found the victim inside a parked tempo. As her condition was serious, they decided to take her to hospital in the same vehicle so as to save time. They got the key of the tempo from the watchman and drove her to Rajawadi hospital in suburban Ghatkopar, the commissioner said. The police also obtained CCTV footage of the spot. A man seen leaving the tempo was identified as Mohan Chouhan who hails from Jaunpur, Uttar Pradesh, the commissioner said. He was arrested and produced before a court which sent him in police custody till September 21, Nagrale said. His blood-stained clothes were seized. They
would be sent for forensic analysis to find out if it is the victim’s blood, the commissioner added. A Special Investigation Team has been formed to conduct the probe, he said. “Assistant Commissioner of Police Jyotsna Rasam will be the investigation officer. The probe will be completed within a month, and the case will be tried before a fast-track court as the chief minister announced,” the commissioner said. “As the victim was unconscious, her statement could not be recorded. Therefore police are as yet clueless about what exactly happened. But it will be ascertained during the investigation,” Nagrale said. The probe so far has revealed the involvement of only one person in the crime, the commissioner said. On Friday the police had booked the accused under IPC sections 307 (attempt to murder), 376 (rape), 323 (assault) and 34 (common intention). After the victim died, section 302 (murder) was added, while section 34 was dropped as the involvement of any other person in the crime has not come to light, a police release said.

According to police, the woman was first raped and beaten with a rod, then the rapist allegedly shoved a rod in her private parts, dumped her body on a desolate stretch before decamping from there. NEW DELHI, SEP 11 (PTI): More than 72 crore COVID-19 vaccine doses have been provided to states and union territories so far, the Union Health Ministry said on Saturday. The doses were provided through the government of India (free of cost channel) and through the direct state procurement category, it added. The ministry said over 5.75 crore (5,75,43,795) balance and unutilised COVID-19 vaccine doses are still available with the states and UTs to be administered. The Union government is committed to accelerating the pace and expanding the scope of COVID-19 vaccination throughout the country, it said. The vaccination drive has been ramped up through the availability of more vaccines, advance visibility of vaccine availability to states and UTs for enabling better planning by them, and streamlining the vaccine supply chain, the ministry said. As part of the nationwide vaccination drive, the government has been supporting the states and UTs by providing them COVID-19 vaccines free of cost, it added.

IMD forecasts more rain in Maharashtra
MUMBAI, SEP 11 (PTI): Mumbai, the rest of Konkan, and Western Maharashtra are expected to receive `heavy to very heavy’ rainfall in the next three-four days, an official of the India Meteorological Department (IMD) said here on Saturday. “The low-pressure area developed in the Bay of Bengal is expected to get converted into depression and move north-north-west in next couple of days. It is expected to bring more intense showers over Western Maharashtra, Konkan including Mumbai region starting from Sunday,” the official said. The IMD has issued an `orange’ alert for Raigad, Pune, Ratnagiri, Satara and Kolhapur while a yellow alert has been issued for Mumbai, Thane, Wardha, Palghar and Sindhudurg districts. An orange alert means local officials should remain prepared in case showers intensify. The yellow alert indicates less chances of heavy rain.

This is also the first drone programme since the Union Ministry of Civil Aviation had recently liberalised its drone policy. As the first organised drone delivery programme in Asia, the trials are focused on laying the groundwork for the drone delivery network that will improve access to vital health care supplies for remote and vulnerable communities. The project has eight participating consortiums comprising of drone operators, experts in healthcare and airspace management, among others, that will demonstrate short and longrange drone-based deliveries to assess the efficacy of low altitude aerial logistics in healthcare. The launch marks the beginning of nearly a month-long continuous trials by the eight selected consortiums, that have been batched into two per week on a lottery basis. They will conduct BVLOS trials and collect the data from each flight.

They said that the government is not giving such concessions to any auto firm and giving duty benefits to Tesla will not send a good signal to other companies that have invested billions of dollars in India. Tesla has demanded reduction in import duties on electric vehicles (EVs) in India. NEW DELHI, SEP 11 (IANS): Oil marketing companies (OMC) on Saturday continued to press the pause button on the revision of retail petrol and diesel prices for the sixth straight day. In the national capital, petrol was sold for Rs 101.19 per litre on Saturday. Similarly, price of the fuel in the other key metros of Mumbai, Chennai and Kolkata stood unchanged at Rs 107.26, Rs 98.96, Rs 101.62 per litre, respectively. In tandem with petrol price, diesel rates also remained unchanged. In Delhi, Mumbai, Chennai and Kolkata, the fuel was sold for Rs 88.62, Rs 96.19, Rs 93.26 and Rs 91.71 per litre, respectively. Retail prices remained unchanged as global oil prices continued to rise.

BEIJING, SEP 11 (PTI): Eight people were killed and five others injured in an explosion and fire caused by a liquefied gas cylinder leakage on Saturday at a residential building in the Chinese city of Dalian, local officials said. The accident took place around midnight in the city’s Pulandian District. Firefighters and local police immediately rushed to the scene and the fire was put out at around 2:30 am. So far, eight people have been confirmed dead in the accident, state-run X i n h u a n ew s a ge n c y reported. The injured have been sent to local hospitals and are in stable condition. The residents of the building have been evacuated. An investigation into the accident’s cause is underway, the report said.

The Taliban beheaded an Afghan soldier, then chanted praise to their leader Hibatullah Akhundzada while holding the severed head of their victim by his hair in a video posted in a private Taliban chat room, Washington Examiner reported. The 36-second video, which was obtained by the Washington Examiner, was posted a week ago. It’s unclear when it was made, but on August 17, Taliban leaders promised amnesty for government workers and protection for women. In the video, six Taliban fighters surround the soldier, lying on his back in the desert with his head atop his chest. Five of the men are carrying rifles, and a sixth is holding two bloody knives in one hand. A seventh person is filming the event, the report said. The soldier is wearing a dark green uniform of

NEW YORK, SEP 11 (PTI): As the world marks 20 years of the horrific 9/11 terror attacks, a ticket agent at the Washington area airport who checked-in two of the al-Qaeda hijackers says he has blamed himself all these years and lived the thought of what could have happened “if I had done something different.” A report by ABC News said that Vaughn Allex, an American Airlines ticket agent at Dulles International Airport on September 11, 2001, “will never forget the faces of two of the 9/11 hijackers. He looked them in the eye that morning and asked who packed their luggage.” Salem and Nawa AlHazmi had run into the terminal and appeared lost as they approached Allex’s counter. Even though they were late, Allex ensured they boarded Flight 77 since they had two full-fare, first-class tickets. Later that day, Flight 77 crashed into the western side of the Pentagon. Allex says he has lived with his decision for the last 20 years. The report said guilt has tortured Allex for years. “I blame myself, I thought, you know, if I had done something different, if I’d not let them on, if I just said to the agents, these two guys are late, let them get

Research shows that people with type A, B, or AB blood are at a higher risk of VTE. Life Span Chances are higher you’ll live longer if you have type O blood. Experts think your lowered risk of disease in your heart and blood vessels (cardiovascular disease) may be one reason for this. Fertility Your blood type can’t predict whether you’ll get pregnant, but it may play a role. In one study, women with low numbers of healthy eggs were more likely to have type O blood than any other type. More research is needed to figure out why. Diabetes Type 2 diabetes seems to happen more often in people with blood types A and B. Experts aren’t sure why. More research is needed. Mars rover rocks reveal ‘potentially habitable sustained environment’

ASA had high hopes for Mars’ Jezero Crater and what it could tell us about the potential for past life on the red planet. The Perseverance rover’s first rock core samples from this now-dry lakebed are giving scientists plenty of reason to get excited. “It looks like our first rocks reveal a potentially habitable sustained environment,” Perseverance project scientist Ken Farley of Caltech said in a NASA statement on Friday. “It’s a big deal that the water was there a long time.” Researchers have been investigating just how long water had lingered on the lakebed. If groundwater was present for long stretches, it could have been conducive to microbial life.
After its first sample collection attempt crumbled, Perseverance triumphed by successfully drilling and stashing its first core sample from a different rock nicknamed “Rochette.” It then followed that up with a second sample. Analysis shows Rochette appears to be volcanic in origin. NASA has spotted other potentially habitable ancient regions on Mars, but the prospect of bringing a piece of one of these back to Earth is one of the major advancements of the Perseverance mission. The samples could end up on Earth as soon as the early 2030s. NASA is working on an ambitious sample-return mission. A closer study under lab conditions on our planet could give scientists tons
of information about the crater’s history. The Perseverance team spotted salts within Rochette that likely formed as water evaporated. “The salt minerals in these first two rock cores may also have trapped tiny bubbles of ancient Martian water,” NASA said. “If present, they could serve as microscopic time capsules, offering clues about the ancient climate and habitability of Mars.” NASA’s newest rover is seeking signs of ancient microbial life on the red planet. These initial results from its rock studies are an encouraging sign the Jezero Crater is the perfect place to explore to help answer the big question: Was there ever life on Mars? (CNet)

The race was initially postponed until the final quarter of 2021 but now joins Australia, Thailand, Japan and Finland on the list of events cancelled this year because of travel restrictions, BBC reported. It means the 2021 season will now be made up of 18 races. Misano in Italy, which is set to host a Grand Prix from 17-19 September, will stage a second one from 2224 October. Chairing a meeting at the Tau Devi Lal Sports Stadium with a delegation from the Gujarat Sports Department, Singh said four new rehabilitation centres would be opened in the state soon. The delegation from Gujarat is on a visit to Haryana to study its sports infrastructure as well as training facilities. NEW DELHI, SEP 11 (PTI): Newly-appointed Indian women’s football coach Thomas Dennerby on Saturday said the team needs to play at least 10 international matches against opponents with diverse playing styles in the run up to the AFC Asian Cup. The 62-year-old Dennerby, who was earlier in charge of the Indian U-17 women’s World Cup squad, was last month roped in to help the senior team prepare for the AFC Asian Cup, which will be hosted in the country from January 20 to February 6 next year. “It is very important for us to play 11-13 matches before the tournament (AFC Asian Cup) starts. DIMAPUR, SEP 11 (NPN): A one-month football coaching camp organised by Mengujuma Youth Organisation (MYO) concluded on Saturday at Mengujuma local ground, Kohima. Addressing the culmination ceremony, village council chairman, Vitsalhou Kesiezie acknowledged the officials of MYO for their collective works in making the coaching a success. Kesiezie also thanked the Nagaland football coach president, Roko Angami for his dedication and efforts in grooming the players in the state and in particular-during the coaching. He also ex-
pressed gratitude to the team coaches, Zakietuolie Khrodi and Diethozotuo Sechii for their support and guidance to the participants during the coaching period. NEW DELHI, SEP 11 (PTI): Sunrisers Hyderabad opener Jonny Bairstow, Punjab Kings batsman Dawid Malan and Delhi Capitals all-rounder Chris Woakes have pulled out of the upcoming Indian Premier League (IPL) due to personal reasons. A BCCI official told PTI that Bairstow and Malan the players won’t be part of the IPL resuming September 19. The Guardian reported on Woakes’ unavailability. “They won’t be boarding the flight to UAE. One of the reasons for their pull out is the six-day quarantine which they didn’t need to do earlier,” said the official. While Bairstow is a regular in the Sunrisers line-up, world number one T20 batsman Malan made his IPL debut with Kings earlier this year. Aiden Markram has been named his replacement. “Malan will be taking some time off to be with his family ahead of the #T20WorldCup and Ashes,” tweeted Punjab Kings.

DIMAPUR, SEP 11 (NPN): The selection trails of the Nagaland team for the 40th Sahara Senior National Archery Championship was held at Indira Gandhi Stadium Kohima on Saturday. A press release issued by State Junior Coach (Archer y) de par tment of Youth Resources and Sports, Hunezo Thisa stated that 19 archers took part in the selection trails. Two international archers, Kilenmeren and Kevikieno Rikha also took part in the trails. Olympian and Arjuna awardee Chekrovolu Swuro, who was also present on the occasion encouraged the state archers to give their best in their attempts in order to prepare well and focus for the Paris Olympic 2024. Adding that Nagas have skills and talents to compete in the international level, she expressed confidence that the archers can do much better and win an Olympic medal with the support of the people and the state government.
