DIMAPUR, SEP 11 (NPN): After being hit hard by the second wave of Covid-19, Nagaland is likely experiencing widespread community transmission of the coronavirus. The state Health & Family Welfare (H&FW) department has expressed serious concern that 75% of cases reported from the week were without any contact history signifying “high community transmission.” In its weekly bulletin report released on Saturday, H&FW also stated that many cases from self-test were still not reported. The department said that 311 cases were detected (between September 4-10) out of 13,356 samples that were tested. It may be mentioned that community transmission is evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases, or by increasing positive tests through sentinel samples (routine systematic testing of respiratory samples from established laboratories). This is particularly

worrisome for health officials because that means the virus is in the community but no one knows where it has come from or can track its origins. This also suggests the virus is widespread in a community. WSPR at 2.3%: The state’s weekly sample positivity rate (WSPR) stood at 2.3% as all districts reported sample positivity rate of less than 5% during the week, H&FW said, adding that the state’s weekly positivity rate has remained below 5% for the last 4 weeks. tween September 4-10) eight Covid-19 deaths were reported-- four in Dimapur, two in Kohima and one each in Kiphire and Peren. Out of 60 Covid-19 hospital admissions from the week, Dimapur recorded the maximum cases at 34. Stating that 70% of Covid-19 deaths were males, the department attributed it to higher prevalence of high-risk factors, more positive cases among males and possibly due to health seeking behavior. Vaccination: A total of 46,324 Covid-19 vaccine doses were administered in

the week taking the total doses to 9.21 lakhs across the state (both first and second dose). Though Covid-19 vaccination coverage increased from the past week, the department said that the exercise needed to be accelerated before the third wave hits the state. State logs 39 cases, 2 deaths: Nagaland on Saturday reported 39 fresh cases while two more patients succumbed to the infection. Of the fresh cases, 30 were recorded in Dimapur, three each in Kohima and Phek, two in Mokokchung and one in Wokha, taking

the total caseload to 30594. With two more patients succumbing to the infection-- one each in Dimapur and Kohima, the death toll rose to 636 (including 14 non-Covid deaths but with positivity). PTI: India saw a single-day rise of 33,376 coronavirus infections, taking the overall tally of cases to 3,32,08,330, while the number of active cases increased marginally since Friday to stand at 3,91,516, according to the Union Health Ministry. The death toll climbed to 4,42,317 with 308 daily fatalities, according to the data updated at 8 am. The number of active cases have increased to 3,91,516, comprising 1.18 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.49 per cent, the health ministry said. An increase of 870 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. On Friday, the country had recoded 3,90,646 active cases.

ZyCoV-D needle-free vax RPP asks state govt to utilize GST launch likely by October funds to complete foothill project

NEW DELHI, SEP 11 (AGENCIES): Zydus Cadila’s needle-free coronavirus vaccine ZyCoV-D is likely to be launched in early October, reported news agency ANI quoting sources. It may most likely happen in the first-week of the month, it added. Indigenously developed Zydus Cadila’s ZyCoV-D had received approval for Emergency Use Authorisation from the drug regulator two weeks ago, making it the first vaccine in the country that would be administered in the age group of 12-18 years. A decision on whether all children or only those with co-morbidities will be administered the COVID-19

vaccine on priority has not been taken yet, the government said previously. On being asked about the pricing and when the government plans to procure ZyCoV-D, Union Health Secretary Rajesh Bhushan said, “Coming to negotiations, what we have understood from media reports as well as our own engagement with the vaccine manufacturing company is that they would be in a position to make available this vaccine from the first week of October.” So we are in talks with them and the moment we crystallise the terms and conditions of procurement we will share it with you, he said at a press conference.

DIMAPUR, SEP 11 (NPN): Rising People’s Party (RPP) has asked the state government to use funds generated through GST revenue collection for completion of the foothill road project, instead of going to Delhi “with begging bowl at every given opportunity.” While welcoming the amount of Rs. 20 crore accorded for the construction of the bridge over Doyang and other works, RPP said that the government should not always give the lack of funds excuse as the state’s revenue, after the implementation of GST in 2017, had increased exponentially. The party also appreci-

ated NFHRCC for forcing the government to wake up from its deep slumber, stating that “the government was pretending to sleep on the foothill road issue but the ultimatum from the committee which was supported by every CSOs and student organizations managed to jolt the government.” Taking note of the “failed report” of the Niti Aayog, RPP said it was doubtful whether that the Central government would finance the foothill road project. “NITI Aayog report had severely dented the state’s image and the state government’s vigorous protests that Nagaland was not last in the table does not

Gujarat chief minister Vijay Rupani resigns AHMEDABAD, SEP 11 (AGENCIES): Vijay Rupani resigned as chief minister of Gujarat on Saturday in an unexpected turn of events ahead of an Assembly election in Prime Minister Narendra Modi’s home state later next year. “... has been a five-year journey for development of Gujarat... under guidance of PM Modi. cided to resign as chief minister,” Rupani was quoted by news agency ANI. “It is well known the BJP, as a party, keeps changing as per requirements... it

is a speciality of our party that every worker delivers to the fullest, and I too will continue to work for the party with the same energy,” he added. Rupani’s resignation (and, by default, his cabinet’s) leaves the ruling BJP with three options - appoint a successor, allow the state to come under President’s Rule, or have an early election. Sources have said at

this point no decision has been taken on early polls and a change of guard - a new chief minister- is likely to be the strategy. Sources have said Mansukh Mandaviya, sworn in as the Union Health Minister in July, and Nitin Patel, who was Rupani’s deputy, are possible replacements. Both Mandaviya and Patel have reached the party office in capital Gandhinagar, ANI reported.

hold water because a failed report card is what it is, a failed report card,” RPP stated. Meanwhile, RPP said that their crowd funding campaign would go on and informed the public that the money raised through the campaign will be handed over to the appropriate authority. It clarified that, the money being raised through milaap.org platform, is transparent and there is no chance of the funds being misutilised as alleged by some attention-seekers. As on September 11, a total of Rs.1,37,196 was collected as part of the RPP crowd-funding campaign.

Protest against illegal taxation: DCCI calls for total closure of shops on Sep 16 DIMAPUR, SEP 11 (NPN): Dimapur Chamber of Commerce & Industry (DCCI) has called or a total shutdown of all shops and business establishments in Dimapur September 16 against rampant multiple and illegal taxation by various groups as well government agencies, affecting the business community. Informing this in a press note, DCCI president Akashe K Zhimomi said that the one-day total shutdown would be the first phase of protest by business community against inaction of the state government and its machineries over illegal taxation. DCCI said that the total shutdown will also cover restriction of goods transport entry into Dimapur as against various DMC taxes/ fees at check gates collected on GST items. Despite highlighting the issue in the media, DCCI expressed regret that the state government has

neither taken any concrete action nor gave assurance on the issue of illegal and multiple taxation.

DCCI threatens to intensify stir if govt fails to act against illegal taxation It also warned that the business body would be compelled to resort to further/extreme courses of action if the government failed to address the genuine plight of the business community. Meanwhile, DCCI, for the first phase protest, has appealed to the Confederation of Nagaland Chamber of Commerce & Industry (CNCCI) apex business body of Nagaland, and all its district chambers to lend support and solidarity to the common issue. Further, DCCI also

DDCF opposes move to shift Dimapur DC office DIMAPUR, SEP 11 (NPN): Dimapur District Citizens’ Forum (DDCF) at an emergency executive meeting held at its office on Saturday reaffirmed its decision to oppose the shifting of DC office Dimapur to the New Complex at Chumukedima. DDCF through its media cell cautioned that in the event of any move or development to shift DC’s office to Chumukedima, the citizens of Dimapur would “not be silent spectators and will oppose democratically.” DDCF has, therefore, urged the state government to listen to the voice of the masses as the government was formed by the people and was for the people in a democratic country. The forum has, however, appreciated the appointment of a new ADC in the new

DC complex. Describing it as “a sign of development and growth of the district”, the forum said the appointment of ADC would largely relieve the burden of the people in the Chumukedima circle of Dimapur district. DDCF also urged the state government to pave the way for the conversion of non-cadastral land into cadastral survey land especially the town/municipal areas so it would be free for development in the near future. Meanwhile, DDCF has appealed to the state government to deal with the inter-district boundary issue between Peren and Dimapur “sensitively without any bias.” The forum suggested that all the stakeholders (affected villages/CSOs, administration) should be taken on board while settling the dispute.

World is moving in wrong direction: UN chief

UN, SEP 11 (AP): UN Secretary-General Antonio Guterres issued a dire warning that the world is moving in the wrong direction and faces “a pivotal moment” where continuing business as usual could lead to a breakdown of global order and a future of perpetual crisis. Guterres said the world's nations and people must reverse today's dangerous trends and choose “the breakthrough scenario.” The world is under

“enormous stress” on almost every front, he said, and Covid-19 pandemic was a wake-up call demonstrating the failure of nations to come together to help all people in the face of a global life-threatening emergency. He said this “paralysis” extends far beyond Covid-19 to the failures to tackle the climate crisis and “our suicidal war on nature and the collapse of biodiversity,” the “unchecked inequality” undermining the cohesion of

societies, and technology's advances “without guard rails to protect us from its unforeseen consequences.” In a horizon-scanning report presented to the General Assembly, Guterres said his vision for the “breakthrough scenario” to a greener and safer world is driven by “the principle of working together, recognizing that we are bound to each other and that no community or country, however powerful, can solve its challenges alone.”

Reusable cloth masks may be effective up to a year: Study WASHINGTON, SEP 11 (PTI): Reusable cloth masks may be effective up to a year, as washing and drying does not reduce their ability to filter out viral particles, according to a study. The finding, published in the journal Aerosol and Air Quality Research, also confirms previous studies that layering a cotton mask on top of a surgical mask—properly fit on one’s face—provides more protection than cloth alone. “It is good news for sustainability. That cotton mask

that you have been washing, drying and reusing? It’s probably still fine—don’t throw it away,” said study lead author Marina Vance, an assistant professor at the University of Colorado Boulder. Since the start of the pandemic, an estimated 7,200 tonnes of medical waste had been generated every day—much of which is disposable masks, the researchers said. The researchers created double-layered squares of cotton, put them through repeated washing and drying

for a year, and tested them between about every seven cleaning cycles. The masks were mounted on one end of

They tested the masks using realistic to real-life conditions, with high humidity levels and temperatures to mimics the impact on the mask from our breathing. While cotton fibres started falling apart over time after repeating washing and drying, the researchers found that did not significantly affect cloth’s filtration efficiency. The only a steel funnel through which noticeable change was that researchers could control a inhalation resistance slightly consistent flow of air and increased, meaning that mask may feel a bit more airborne particles.

difficult to breathe through after some wear and tear. The study found that the cotton cloth masks filtered out up to 23 per cent of the smallest particle size of 0.3 microns on which the virus can travel. Bandanas filtered even less, at only 9 per cent. In comparison, cotton masks on top of surgical masks reached close to 40 per cent filtration efficiency, the researchers said. KN95 and N95 masks performed the best, filtering out 83-99 per cent of these particles, they said.

urged the public to lend their voice and cooperation as the issue of illegal and multiple taxation was affecting every citizen of the state. It maybe recalled that the DCCI on August 31 expressed grave concern over the “illegal taxation” by various groups which it said, has risen so high especially after the emergence of Covid-19 pandemic. DCCI through its media cell, has sought government’s immediate intervention to act upon the menace of illegal taxation and also warned that the failure on the part of the government to address the plight of the business community would compel the business community of Dimapur to take extreme measures including closure of all shops and business houses. DCCI said that the alarming increase in ‘illegal taxation’ by various groups has crippled the entire business community in the state’s commercial hub

NFHRCC to meet today DIMAPUR, SEP 11 (NPN): A day after the state government approved emergency fund to make foothill road pliable, the Nagaland Foothill Road Coordination Committee (NFHRCC) convened a joint meeting on September 12, 2021 at 1pm at its base Office, Kher Mahal, Dimapur.
