Rajiv Kumar named new CEC N E W DELHI, M AY 1 2 ( P T I ) : Election Commissioner Ra- Rajiv Kumar jiv Kumar was on Thursday appointed as the next chief election commissioner and will oversee the 2024 Lok Sabha elections, besides various assembly polls. He will assume charge on May 15 after incumbent Sushil Chandra demits office on May 14, a notification issued by the law ministry said. Uploading the notification and a press note on his Twitter handle, Law Minister Kiren Rijiju extended his best wishes to Kumar. “In pursuance of clause (2) of article 324 of the Constitution, the President is pleased to appoint Shri Rajiv Kumar as the Chief Election Commissioner with effect from the 15th May, 2022,” read the notification. Once Chandra demits office, there will be a vacancy in the poll panel.

NSDMA predicts heavy rainfall D I M A P U R , M AY 1 2 (NPN): With the onset of monsoon and prevailing weather conditions, Nagaland State Disaster Management Authority (NSDMA) has predicted that heavy rainfall accompanied with lightning was expected in the coming days and that pre-monsoon activity was expected to pick up during this period. A press release issued by the authority said lowland and foothill areas the State such as Dimapur, Nuiland, Chumukedima, Bhandari, Pangti, Tizit and Tuli were likely to experience waterlogging and flash floods because of the heavy precipitation in the hill sector. It was therefore important to take necessary precautionary measures during this time and exercise caution from lightning strikes and gale winds which could cause disruption to communication and connectivity, it added. NSDMA urged the public to be vigilant during this pre-monsoon period and not to take shelter under large trees and near river banks to prevent unnecessary risk to life from lightning and flash floods. It also requested all District Disaster Management Authorities (DDMAs) and other line departments responsible to attend to any emergencies caused by natural calamities to be on alert to save lives and properties during this period.

NDPP more surprised by defection of 21 MLAs Correspondent

KOHIMA, MAY 12 (NPN): After 21 NPF legislators decamped and joined/merged with the ruling NDPP, leaving NPF party with only four legislators, president Dr. Shürhozelie Liezietsu said the action of the 21 was not a surprise for the party but was more of a surprise for the NDPP. After the desertion of the 21 former NPF legislators, Dr.Liezietsu said the NPF has now become a “disease-free party” and that henceforth, with numerical accuracy (remaining MLAs), they will be an asset for the party to be able to move forward step by step. Retail inflation hits 8-year high of 7.79pc NEW DELHI, MAY 12 (PTI): Driven by rising food and fuel prices, retail inflation soared to an eight-year high of 7.79 per cent in April this year, which may prompt the Reserve Bank to go in for another interest rate hike in the next month policy review to tame price rise. Worried over the rising inflation, the RBI in a surprise move raised the repo rate by 40 basis points to 4.40 per cent last week. Inflation has remained above the RBI’s comfort zone of 6 per cent for four months in a row mainly due to the Russia-Ukraine war which has impacted the prices of commodities across the globe. The previous high in the consumer price index (CPI)-based retail inflation was recorded at 8.33 per cent in May 2014. CPI inflation was 6.95 per cent in March this year and 4.23 per cent in April 2021. Inflation in the food basket rose to 8.38 per cent

in April from 7.68 per cent in the preceding month and 1.96 per cent in the yearago month, showed the data released by National Statistical Office (NSO) on Thursday. The rate of price rise in ‘fuel and light’ category in the retail inflation basket quickened to 10.80 per cent in April this year from 7.52 per cent in the preceding

month. In the ‘oils and fats’ category, inflation remained at an elevated level of 17.28 per cent (18.79 per cent in March 2022) during the month, as Ukraine is one of the major sunflower oil producers in the world and India imports a major portion of the commodity from the war-ravaged country. Besides, Ukraine is a key supplier of fertiliser to

India. Vegetables witnessed an inflation print of 15.41 per cent during the month as against 11.64 per cent in March, the data showed. Notably, retail inflation has remained above 6 per cent since January 2022. The Reserve Bank of India has been mandated by the government to ensure that inflation remains at 4 per cent with a margin of 2 per cent on either side. After the off-cycle Monetary Policy Committee (MPC) meeting of RBI last week, RBI Governor Shaktikanta Das had said the adverse effects of the unprecedented high global food prices due to the ongoing geopolitical situation are reflecting in the domestic market as well, and going forward inflationary pressures are likely to continue. Meanwhile, according to sources, the central bank is likely to raise inflation projections in the MPC meeting due next month.

DoSE trying to bring transparency in salary disbursal, claims PD NAYO anguish over HC judgment D I M A P U R , M AY 1 2 (NPN): Department of School Education (DoSE) has clarified that delay in release of teachers salary was due to several factors while in pursuit of trying to bring in transparency in disbursement of salaries and a system where funds were monitored properly. Explaining the glitches Principal Director of DoSE Shanavas C said since the system was at its initial stage, the department requested all employees to bear with the delays as, once the problems was resolved, the system put in place and information required were

updated, all such delays would be curbed. Shanavas C in a statement also clarified that the department was working overtime in coordination with the Finance Department, Personnel & Administrative Reforms(P&AR) Department and the Directorate of Treasuries &Accounts so that salaries were released on time as the e-Pay bill system was rolled in March 2022 but, due to some problems, items like Special Compensatory (Remote Locality) Allowance(SCRLA) in the ’93 ROP was resolved by the P&AR Department on May 7, 2022.

In the light of the above stated facts and in the light of the unanimity among MLAs to step down so as to pave way for Naga solution, RPP said the wisdom of the members of the 13th NLA cannot be discarded and therefore, urged upon the Governor to impose President’s Rule in Nagaland, as the only way forward.

Polls to 57 Rajya Sabha seats on June 10, result same day NEW DELHI, MAY 12 (IANS): The biennial poll for 57 Rajya Sabha seats will be held on June 10 and the counting of votes will be done on the same day, the Election Commission announced on Thursday. It said that the notification will be issued on May 27, last date for nomination is May 31, scrutiny will be held on June 1, polling is on June 10 from 9 a.m. to 4 p.m. and the counting of votes will begin at 5 p.m. on the same day. The term of office of 57 Rajya Sabha members elected from 15 states is due to expire from June to August.

Patton unveils memorial plaque of late Aphamo Lotha

WOKHA, MAY 12 (NPN): Deputy chief minister, Y. Patton on Thursday, unveiled the memorial plaque of signatory of the famous letter to the Simon Commission and also the first British-India interpreter, late Apamo Lotha at Phiro village, here on Thursday. Speaking at the programme, Patton said it was a proud moment for the people of Phiro because one of its son had participated in a landmark event which has gone down in the annals of Naga history. Special invitee and Naga Club president, Kuolachalie Seyie in a brief remark said late Apamo Lotha participated in WW-I as part of the Naga Labour Corps in the city of Marseilles France in 1917-18 and became the first Lotha interpreter at the deputy commissioner’s office in Kohima. He was also the lone Lotha signatory in the famous memorandum submitted by the Naga Club to the Simon Commission on January 10, 1929, he added. Nagas are clear and

proud because of their forefathers like late Apamo Lotha and other likeminded members, he stated. Seyie said Nagas were greatly indebted to the pioneers like late Apamo Lotha and others from the Naga Club because who had an illustrious political history that Nagas could be proud of. DIMAPUR, MAY 12 (NPN): International Nurses Day (IND) was celebrated at a function organised by the Trained Nurses Association of India (TNAI) Dimapur Unit at the Medical Fellowship Hall of District Hospital Dimapur (DHD), on Thursday. Speaking on the theme: “Nurses: A voice to lead- Invest in nursing and respect rights to secure global health”, DHD nursing tutor, Pursangla, described the COVID pandemic as “a blessing in disguise” as it exposed the weakness in the nursing sector due to under investment. She said one of the reasons as to why investment in nursing was required, was due to widening of demand-supply of nurses. She said that prior to the pandemic, the global shortage of nurses was estimated to be around 5.9 million. DIMAPUR: World record holder, Pastor Benny Prasad visited Kohima Bible College (KBC), Kohima for a special service with students of the theological institute on Thursday. In a press release, CTC administrator, Er. Seyiekhrietuo Solo reiterated that CTC inspectors will be carrying out intensive checks on not just the quality of the meat items being sold but also the standards of hygienic conditions at the shops. CTC informed that random sampling of meat items could be carried out for necessary food safety tests. It also warned that defaulters would be penalised as per standing order issued by the office of Chümoukedima Town Council. The public has also been requested to inform CTC office in case of any discrepancies noticed either on price of items or condition of the meat/maintenance of health and hygiene by butchers. DIMAPUR: Ayulcr Tea Private Limited and Tea Board of India conducted a training on “organic tea farming, quality control and certification” at Akumen village under Mokokchung district on Thursday. In a press release, Ayulcr Tea Private Ltd informed that during the programme, resource person, development officer, Tea Board of India, Kamal Mazumdar spoke about the quality of organic tea over quantity in traditional tea farming, which he said, did not have a high demand in market but had health benefits.

He informed the tea growers on using locally available resources to make fertiliser and pesticides to control the diseases and not use expensive unhealthy chemicals. Mazumdar also said under Ayulcr Tea Company, Tea board of India was ready to venture into projects and would help Naga tea growers. Longzang villagers seek help on misuse of MGNREGA

DIMAPUR: The public of Longzang village under Mon district (Phomching RD block) has requested legal experts, media, organisations and individuals to “lend a helping hand” to address the misuse of MGNREGA fund. In a press release, chairman Kaiwang Konyak and secretary Tahmao Konyak claimed that no developmental activities had taken place in their village after the appointment of village council chairman and village development board (VDB) secretary in 2010. In this regard, they said an RTI application was filed and alleged that “Rs 4,79,24,510” was “misused by them without any work”. They also learnt that the department and implementing authorities “released the fund without verification for reasons best known to them.” They stated that the public of Longzang village approached Mon deputy commissioner (DC) and Phomching block development officer (BDO) on May 3 expressing their grievances in written “not to release the MGNREGA fund, as the entire public is not pleased with the activities of releasing the fund and no development activities is taking place in the village.” The public, however, said that their voice was ignored despite repeated appeal to the responsible authorities. KOLKATA, MAY 12 (IANS): Understanding that having a formidable performance in West Bengal and the northeastern states will be key to ensuring the third term of Narendra Modi as the Prime Minister, the Rashtriya Swayamsevak Sangh (RSS) is planning to recruit 35,000 swayamsevaks (volunteers) in the northeast, making Bengal the epicentre of such activities. Keshav Bhawan, the RSS office in Kolkata, will be the nodal office for West Bengal and the northeastern states in this recruitment drive. Meanwhile, the BJP central leadership is also focussing on West Bengal. Within a month of Union Home Minister Amit Shah’s visit to West Bengal, BJP President JP Nadda is expected to come to the state and hold meetings with the party’s state functionaries on how to go about for the state panchayat polls in 2023 and Lok Sabha polls in 2024. We expect the recruitment process to be over within the next six months,” he said.

With regards to special focus on West Bengal, he said that the prime target is to identify and reopen RSS branches that have shut operations. “Many of our operating branches were closed down during the last few years first because of pressure from the ruling Tr i n a m o o l C o n g r e s s, and second because of the Covid-19 pandemic. So, besides recruitment of fresh swayamsevaks in the state, our target is to reopen as many closed branches as possible and as early as possible,” the RSS associate said.

State Election Commissioner Alok Kumar, announcing the election schedule, said that voting would be conducted through ballot papers as the prevailing rule to use Electronic Voting Machines has not been modified by the tribal autonomous body. According to the election schedule, the last date for filing of nominations is on May 23 and the candidatures would be scrutinised on the next day. The last date for withdrawal of candidature is May 24. The counting of votes would take place on June 12. In all 906 polling stations would be set up and the commission would engage 10,00012,000 polling personnel to conduct the elections. The police feared that he was swept by the flood current of the gorge. In another incident, an occupant of a car died and four others were injured when their car suffered a head-on collision with a water tanker. The mishap occurred at Lamshang along Imphal-Kangchup Road around 7 pm on Wednesday. The police attributed the vehicle mishap to the heavy rain at the time of the incident. The incessant heavy rainfall also caused flash floods at various low lying areas across the valley districts, including the streets in the capital city.

ITANAGAR, MAY 12 (PTI): The remains of a settlement which dates back to the 13th century have been discovered inside a jungle of Papum Pare district in Arunachal Pradesh, officials said here on Thursday. The Lucknow bench of justices DK Upadhyay and Subhash Vidyarthi pulled up the lawyer of petitioner Rajneesh Singh, who is the media in-charge of the BJP’s Ayodhya unit, for filing the PIL in a “casual” manner and said it cannot pass an order under Article 226 of the Constitution in the matter. The article empowers a high court to issue to any

Taj Mahal person or authority in the area under its jurisdiction orders or writs to enforce the fundamental rights. The bench said that the petitioner could not point out as to which of his legal or constitutional rights were being infringed. The petitioner’s lawyer Rudra Vikram Singh urged the court to permit him to withdraw the petition and file a fresh plea, but the bench did not accept his request and dismissed the petition. The writ petition was filed on Saturday in the registry of the Lucknow bench of the High Court by Rajneesh Singh seeking a fact-finding inquiry into the history of the Taj Mahal. It also sought opening of the doors of its “22

rooms” to see “the truth, whatever it is”. Several Hindu rightwing outfits have claimed in the past that the Mughalera mausoleum was a Lord Shiva temple. The monument is protected by the Archaeological Survey of India (ASI). The petition also sought the setting aside of certain provisions of The Ancient and Historical Monuments and Archaeological Sites and Remains (Declaration of National Importance) Act 1951, and The Ancient Monuments and Archaeological Sites and Remains Act 1958, under which the Taj Mahal, Fatehpur Sikri, Agra Fort, Itimad-ud-Daulah’s tomb were declared historical monuments.

NATIONAL Gujarat reels under severe heatwave A H M E DA BA D, M AY 12 (PTI): A severe heatwave continued in Gujarat on Thursday with Surendranagar recoding the highest maximum temperature of 46 degrees Celsius in the state, the India Meteorological Department (IMD) said in a release here. Surendrangar had recorded the same maximum temperature a day before too, topping the temperature charts in Gujarat. The IMD warned that heatwave conditions are “very likely to prevail” in several parts of north Gujarat and Saurashtra on Friday too. Some of the districts which will be impacted on Friday are Ahmedabad, Gandhinagar, Sabarkantha, Patan, Mehsana, Rajkot, Surendranagar, Amreli and Kutch, it said. The IMD sounded a “yellow alert” for these districts in view of the possible heatwave conditions. While Ahmedabad was the second hottest city on Thursday with maximum temperature of 45.4 degrees Celsius, neighbouring Gandhinagar recorded a maximum temperature of 44.9 degrees Celsius. Deesa town in north Gujarat recorded 43.2 degrees Celsius. The coastal belt of south Gujarat and Saurashtra remained largely unaffected from scorching heat.

NEW DELHI, MAY 12 (PTI): Prime Minister Narendra Modi on Thursday called for reforming the World Health Organisation (WHO) and streamlining its approval process for vaccines and therapeutics, and favoured making flexible the WTO’s rules relating to trade-related aspects of intellectual property rights (TRIPS). In his address at the second global virtual summit on COVID-19 hosted by US President Joe Biden, Modi also said that a coordinated global response is required to combat future health emergencies and called for building a resilient global supply chain for equitable access to vaccines and medicines. Referring to India’s handling of the pandemic, Modi said the country has fully vaccinated almost 90 per cent of the adult population and more than 50 million children. “Our vaccination programme is the largest in the world. KOLKATA, MAY 12 (PTI): Senior TMC leader Mahua Moitra, who has been at the forefront in fighting against the sedition law, claimed the BJPled Centre is “not keen on revoking the draconian legislation” and may instead amend it. The TMC MP’s comment came a day after the Supreme Court in a landmark order on Wednesday put on hold the controversial sedition law till the Centre completes a promised review of the colonial relic and also asked the central and state governments not to register any fresh case invoking the act. A bench headed by Chief Justice of India N V Ramana had directed that ongoing probes, pending trials and all proceedings under the sedition law across the country will also be kept in abeyance. Mamata bats for creation of more districts in Bengal KO L K ATA , M AY 1 2 (PTI): West Bengal Chief Minister Mamata Banerjee on Thursday said there is a need to create more districts in the state for expediting development work, but it has been constrained by lack of manpower and infrastructure. Speaking at a meeting with West Bengal Civil Service officers at the renovated Town Hall here, she said the area of the existing 23 districts in the state is vast, so there is a need to divide them and increase the number. The state needs more manpower and infrastructure for this purpose. “We need to divide the districts as these are very large. The state will have more districts. This will help expedite development work,” she said. The chief minister also accused the Centre of not releasing funds to the state.

Name changing pastime

P

olitical parties have indulged in name changing in order to bolster their image as true nationalists and believe that by being name changers, it will be a game changer politically. Political parties indeed feel a sense of great achievement by this “great sense of national duty”. Names of many cities and important places have been changed during the past decades and the habit will continue whenever the need arises. The Congress had done it in the past and today, the BJP has gone a step further by making it amply clear they are going to change the names of cities, roads and institutions especially with Muslim names. Some years back, BJP changed the minority affairs ministry and department of empowerment of persons with disability from Paryawaran Bhawan to Deendayal Antyodaya Bhawan, after Jan Sangh ideologue Pandit Deendayal Upadhyay. Critics say the name changes are an attempt to rewrite India’s history and extend the Sangh’s cultural influence. RSS leaders believe the names of places should be tied to their “history and culture” and the Sangh already uses “historic names” to address cities. Aurangzeb Road in Delhi’s Lutyen’s zone was changed to Dr A P J Abdul Kalam Road to honour the late president. BJP also proposed to change Shahjahan as Dashrath Manjhi Road. The notion behind renaming Muslim names is based on the theory that the Mughals did not create anything but only destroyed existing mandirs to build their monuments and give Muslim names. This was the argument against the Babri Masjid that it could not be a new monument; it had to necessarily be built on the ruins of an earlier existing structure. The once familiar and popular Gurgaon was also renamed as Gurugram because the BJP at Haryana felt Gurgaon was a nativist and vulgar name. However the renaming of the well known historic city of Allahabad to Prayag by the Yogi Adityanath government in UP has less to do with historical fact but more because it was a Mughal name.However, according to Hindi poet Bodhisattva , there never was a Prayag that the Rashtriya Swayamsevak Sangh and the Bharatiya Janata Party (BJP) claim to be restoring now. New Delhi is set to have renaming of at least half a dozen streets with Mughal names that will be renamed. The process has begun under the BJP-controlled New Delhi Municipal Council (NDMC) . Those likely to be affected besides streets include villages or colonies such as Humayunpur, Yusuf Sarai, Begumpur, Saidul Ajab, Hauz Khas after freedom fighters, Delhi riot victims, famous selected artistes and sportspersons of the country. Tughlaq Road could be renamed as Guru Gobind Singh and Babar Lane as Khudiram Bose and Shahjahan Road as General Bipin Rawat Road. Mughal Sarai railway junction in UP is to be renamed as Deen Dayal Upadhyaya Junction and Faizabad as Ayodhya. The BJP has also set its eyes on Telangana where it plans to rename Hyderabad as Bhagyanagar if it comes to power in the state. who have made renaming of Muslim names as patriotic duty, perhaps believe that the existing names of invaders should be erased from history. There is also a belief that at least 95% of Muslims in India were Hindus who converted and therefore there is a need to restore these to their Hindu-ness. Though there is nothing right or wrong about renaming places, it should not be made an illogical past time that is used for political and not historical reasons.

Our spiritual life continually causes us to focus our attention inwardly for the determined purpose of self-examination, because each of us has some qualities we have not yet added to our lives. Your god may be your little Christian habit— the habit of prayer or Bible reading at certain times of your day. Watch how your Father will upset your schedule if you begin to worship your habit instead of what the habit symbolizes. We say, “I can’t do that right now; this is my time alone with God.” No, this is your time alone with your habit. There is a quality that is still lacking in you. Identify your shortcoming and then look for opportunities to work into your life that missing quality. Love means that there are no visible habits— that your habits are so immersed in the Lord that you practice them without realizing it. If you are consciously aware of your own holiness, you place limitations on yourself from doing certain things— things God is not restricting you from at all. This means there is a missing quality that needs to be added to your life. The only supernatural life is the life the Lord Jesus lived, and He was at home with God anywhere. Is there someplace where you are not at home with God? Then allow God to work through whatever that particular circumstance may be until you increase in Him, adding His qualities. Need for higher pay to private teachers

T

hrough your esteemed daily, we request the state government to set up more government colleges in the major districts of Nagaland and to come up with ways and means to increase the salary of teachers in private institutions. The demand for more colleges is currently met by private institutions which are very expensive even for parents with government jobs. Another important reason why we need government colleges is because of the better salary a government job gives to its teachers. Currently, someone with a masters degree and NET gets about a mere Rs. 22,000 per month in private colleges in Nagaland. Compare this to Rs. 75,000 which is the starting pay for Assistant Professors in Delhi University. For comparison, auto drivers in Dimapur earn about Rs.

25,000-35,000 per month. This is more than the salary of Assistant Professors of private colleges. A person who earns Rs.75,000 can now take his job as a full time employment and concentrate fully on his teaching. But a teacher working in private sector with a mere 22,000 salary is on a search for a government job and is mostly unable to devote all his mind and energy on his teaching job. So in the process of trying to do justice to his job and to study for a government job, a teacher is most often extremely exhausted or unable to do justice to none. It is safe to say that at any point of time, more than half of the teaching staffs in private colleges are not happy with their low pay. The managing boards of private colleges need to pay more to its teachers. The colleges need to share

77 government colleges in Delhi! But there is just one government college in Dimapur! Development is not just capital infrastructures like bridges and roads. True development must put humans first. Therefore schools and colleges are the main place to start if we want a happy and developed society. And it will not be an exaggeration to say that the private institutions are the backbone of education system in Nagaland. The teaching staffs from private institutions are doing a lot given the high workload and the meagre pay. If paid right, they can do much more. Therefore we humbly put forward some suggestions: First, open more government schools and colleges in major districts like Dimapur and Kohima. And two, give “salary grants” to teachers from private institutions so that the teachers of

private institutions get the same pay as their government counterparts. It is not fair that private institutions have more students and more workload but their teachers get half the pay of government jobs. The need of the hour is for the colleges and the state government to come up with various ways to provide adequate pay to its private teachers without burdening the students with higher fees. Surely, we are not an incompetent society. If we want we can come up with a solution to give respectable pay to our teachers. It’s not realistic that we want our children to achieve big like Harvard and Oxford graduates but continue to pay their teachers peanuts. Private colleges in Nagaland need to explore similar ways and means by which these top private universities are able to pay high

salary to it’s employees. Just because there are no open riots or protests, that does not mean that the status quo is acceptable or livable. Our state will never have high human capital or become a knowledge driven society or a developed society when we pay so less to our teachers. Lip service alone of calling teaching a noble profession will not improve anything. The salary of teachers need to reflect the importance we give to our teachers and the future of our students. Our teachers deserve a respectable standard of life and our students deserve happy, motivated and committed teachers. Do you segregate garbage meticulously?

f you segregate waste at source, you probably categorise a range of items as dry waste – scraps of paper, glass bottles, metal pieces, old shampoo bottles, cardboard boxes, food containers. How much of this can actually be recycled and what happens to the rest? On an average, Indian cities generate around 1.5 lakh tonnes of municipal solid waste every day. Over half of this is wet waste, which is biodegradable and can be used to make compost or biogas. Of the 45% of non-biodegradable waste, around 15% is inert materials such as silt components, stones, wood pieces, broken glass. This has to be disposed of in landfills as per the Municipal Solid Waste Management Rules, 2016. The other 30% makes up what households usually categorise into dry waste. Of this, just around 5% can be recycled and recovered. Of the total dry waste that includes paper, metal pieces, glass bottles, one-time usable plastic covers and hard plastics, the recyclable materials are mainly metals, tins, hard plastic, cardboard boxes and reusable glasses. These are usually collected by waste pickers and land up in the recycling industry through scrap shops and dealers. There is still no solution for non-reusable and low-quality plastics such as polythene bags, covers used in

its profits more equitably with it’s staffs because right now there is a high sense of being exploited among the teachers. Right now, it’s hard for an Asst Professor to take pride in his job when his pay is so low that he can’t even take car loan or home loan. As a teacher in private institutions, you are doomed to live in rented house for the rest of your life! With a pay lower than an auto driver, what innovation and inspiring ideas are teachers supposed to bring inside the classrooms? My apologies to auto drivers. This is just to highlight that after doing HSLC, HSSLC, College, masters degree and clearing NET exam, it’s just frustrating to get such a low pay for a difficult mental job. It is not right for the state to say that setting up a college is expensive. For comparison, there are

packaging products like biscuits and soaps, packing covers, plastic containers containing home delivered food What happens to this material? The non-recyclable dry waste is currently dumped into open landfills, often mixed with inert materials and wet waste. Countries such as Germany, Australia, USA, Canada and Singapore generate power by using this material as refuse -derived fuel in their wasteto-energy plants. Indian cities, however, have not yet been able to set up and run large, scalable, efficient and sustainable waste-to-energy plants. The main reasons for this are the lower calorific value of the material due to high moisture content, lack of segregation at source and shredding options, and capacity in local governments to run cluster level waste-to-energy plants. Landfills have been subject to fire accidents, especially in summer, because this waste can catch fire easily due to the increased calorific value and moisture evaporation rate in hot weather. Sometimes, these landfill fires last for months. Managing burning landfills is tough and expensive. When any material with a higher calorific value is left unattended, it runs the risk of fire accidents. Mixing wet and dry

waste makes it more difficult to make compost. Some solutions The first approach is to drastically reduce the usage of nonrecyclable material. This is ideal for the environment and has been implemented in some countries by ensuring that only reusable bottles, bags, plastics are used. In India, this is difficult since this material is extensively used almost everywhere and finding a substitute is challenging. With the outbreak of the Covid-19 pandemic, dry waste generation has also increased in some ways due to more online shopping and home delivery of food, which has increased packaging waste. Governments have tried banning polythene bags by enforcing laws in states, including Karnataka and Kerala, while others like Sikkim have also worked towards reducing plastic pollution. But implementing such measures across the entire country, especially in bigger states, is a challenge. Fuel from waste The other approach is to use this material as refuse-derived fuel. If this material is not mixed with wet waste, it would have a decent calorific value of over 3,500 kcal/ kg. (A higher calorific value means more heat will be generated on burning, which means it can gener-

ate more energy if used as fuel). At present, the low-quality plastic material is mostly mixed with organic waste, which adds moisture and silt and brings down the calorific value to about 2,000 kcal/kg-2,500 kcal/ kg. An ongoing study by the Indian Institute for Human Settlements analysed the calorific value of mixed waste dumped in landfills across five Indian cities – Davanagere, Kalaburagi, Chitradurga, Haveri and Ranebennur – and the calorific value in these landfills was found to be in the range of 2,000 kcal/ kg-2,400 kcal/kg, with a moisture content of 18%-20% and silt content of 5%-8%. By setting up efficient segregations systems and reducing the moisture content of this material, it is possible to use it as heating material. Cement industries use coal in their kilns to generate heat. With some changes in the design and functioning of these kilns, it is possible to use this non-recyclable dry waste material as fuel. This can also help combat the shortage of coal. Using nonrecyclable dry waste in cement kilns was also recommended in the guidelines of the Swachh Bharat Mission released by the ministry of urban development in 2018. In June 2021, a cement fac-

tory in Ariyalur district of Tamil Nadu’s Trichy district achieved its milestone of meeting a quarter of its fuel requirement through waste material. There are environmental concerns over using dry waste as fuel since they emit toxic gases, but it is a realistic situation in light of overflowing landfills. On any day, the first choice for handling dry waste would be to cut down on single-use plastic for which governments need to impose serious strict measures. While a complete reduction will take time and effort, the option of using this material as refusederived fuel can be explored to reduce landfill fires and increase the efficiency of waste management. For this to happen, municipalities should set up an efficient segregation system to reduce the moisture and silt component in dry waste and commit to supply good quality refuse-derived fuel material to the cement industries. Govt’s coal reforms go beyond the current crisis

n the last week of April 2022, the National Power Portal’s coal update flagged an imminent shortage of coal supplies at the DadriII and Aravalli thermal stations that supplied electricity to Delhi-NCR. This shortage, a result of a complex intersection of circumstances— ranging from a heatwave in North India to delays in coal transportation—was so severe that the Delhi government predicted that Metro Rail services would have to be suspended and rolling blackouts would follow unless coal stocks into these feeder stations were replenished quickly. Acting immediately to deal with the impending crisis, the Coal Ministry worked in tandem with the Ministry of Railways, who proceeded to cancel over 753 scheduled passenger trips to make way for freight trains carrying coal, and overnight pressed over 500 rakes on coal transport duty to meet the soaring demand for coal. Overlooked in this coverage of the coal shortage was a major policy announcement made on 13 April 2022 about sweeping reforms in the coal sector, particularly related to usage, acquisition and disposal of land acquired under the Coal Bearing Areas (Acquisition and Development) Act, 1957. These big-ticket policy changes announced by the Narendra Modi government in April effectively addressed the long-standing needs of the sector and have the potential to unlock significant

growth as well as enhance energy security. History of land acquisition in India for coal mining Land acquisition—particularly for industrialisation and infrastructure projects or ‘public purposes’—has a long and complicated history in India and is governed by a complex set of policies and rules. Until 2013, land acquisition by government agencies from private landowners in India was governed by the Land Acquisition Act of 1894—an old, colonialera law—replaced by a new Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR). However, areas that are acquired for the purposes of coal mining continued to fall under the older, CBA (A&D) Act, 1957 which was an unwieldy older Nehruvian-era legislation. The nature of miningrelated land acquisition is different from that for other industrial or public purposes. For instance, infrastructure projects like roads can be rerouted or changed to minimise the impact on private landowners, but if a coal deposit has been identified in a particular area, only that coal-bearing land can be acquired, and projects can not be redesigned or shifted to adjoining areas that are non-coal bearing. The 1957 Act was created in an era when dependence on coal was near total, and alternate sources of energy like solar,

wind, etc, had yet to become widely prevalent, and placed severe restrictions on land acquired through this legislation. According to the Act’s guidelines, the government first had to issue a notification declaring its intent to begin prospecting for coal in the notified area. The prospecting notification had a validity of two years, following which the government could declare its intention to acquire the land under Section 7(1) of the Act, and had to complete the land acquisition within a three-year period. The problem lay not with the process of acquisition as much as with the severe restrictions placed by the 1957 Act on usage. Land acquired under the CBA (A&D) Act, 1957, could only be used for the purposes of coal mining and activities ‘strictly incidental to mining purposes.’ The law provided for no exemptions to this rule. Thus, even a coal washery or quarters for coal miners could not be constructed on it. Furthermore, once the land was notified under this Act, there was no provision for its de-notification. Thus, coal mining agencies that had acquired extensive fields while prospecting, could neither transfer the land back to the original owners nor use it for any other purpose if it turned out to be non-viable. They could not sell or mutate the notified land either. This resulted in significant resentment against coal mining in areas, particularly tribal

regions where Coal India Limited had acquired land while prospecting but could not legally denotify them to hand them back to the original owners. Alter native energ y sources The energy landscape and availability of alternative options have changed significantly since the original act was formulated. Wind and solar energy did not even exist as concepts in 1957. Today, part of the stated mandate of the government and energyrelated public sector undertakings like Coal India is to diversify their portfolio and reduce fossil fuel dependence by creating wind and solar power parks. Coal India has an ambitious plan to develop mined out/exhausted coal areas and use them to build solar energy parks, as part of the larger goal of reducing carbon emissions and commitment to work towards mitigating climate change in line with international agreements but can not do that under the act which forbids such usage. The Act tied the hands of coal-mining entities to the extent that they could not even surrender these lands to the local forest departments for reforestation, even if they wanted to. The government runs an initiative focused on ‘compensatory afforestation,’ under the administration of the Compensatory Afforestation Fund Management and Planning Authority (CAMPA), where regeneration activities are car-

ried out in available lands to compensate for the diversion of forest lands. Coal India’s subsidiaries had identified over 3,200 hectares of nonforest mined out land that was flagged off for renewal and compensatory afforestation, but the old act had no provisions that allowed for transfer and mutation to Forest Departments, preventing even environmentally friendly initiatives. Finally, while the RFCTLARR Order 2015, brought the quantum of compensation paid to individual landowners under the CBA (A&D) Act, 1957 in congruence with the new land acquisition norms, legislative lacunae meant that owners whose lands were acquired for coal mining were forced to pay income tax on compensation—something that no other landowners were required to do. This created a great deal of resentment and resistance. Other issues that are to be addressed The world has changed enormously since this original act was passed. Changing energy security imperatives, and the development of new technologies and alternate sources of energy have rendered most of the old Act irrelevant, bureaucratic and obsolete. A lot of the coal mining process is no longer open-cast, but underground, using modern technology that results in no disturbance or impact on the surface, environment and existing land usage. Yet authorities such as the Directorate General

of Mines Safety (DGMS) continue to insist that surface rights to the land be acquired if underground mining permits have to be issued. This is analogous to expecting Delhi’s underground Metro Rail, for instance, acquire all the surface land its underground routes passed through before permitting the rail to run. When such hindrances are not placed on other underground operations, this insistence on coal-related activities is patently absurd. While our dependence on fossil fuels will continue for now, opening coal-bearing lands for alternative uses such as afforestation, development of cleaner energy parks like solar/wind stations, coal-related ancillary activities, etc, will result in significant growth and boost local economies in backward, coal-rich districts. The farsighted move announced by the Union Cabinet may not immediately solve today’s coal crisis but is a significant, creative way forward that will initiate a long-term paradigm shift in energy security and rejuvenate local economies. IMA seeks postponement of NEET-PG exam

NEW DELHI, MAY 12 (PTI): The Indian Medical Association (IMA) has written to Union Health Minister Mansukh Mandaviya requesting postponement of the NEET-PG examination which is to be held on May 21. In its letter, the IMA said the NEET-PG 2021 was held 5 months after the scheduled date in September 2021. Then the counselling scheduled to begin from October 25, 2021 was also initiated (in January, 2022) after a delay due to pending decision on seat reservations and was further delayed owing Supreme Court ruling of March 31, 2022, which ordered the cancellation and conduction of special round of counselling for the Mopup round. As a result of the delayed counselling schedule, NEET PG 2022 was deferred from April 2022 to May 2022, so that the candidates could appear for the final stray vacancy round of NEET PG 2021 and can still have plenty of time for preparation and reappearance for the next NEET PG 2022 exam, if they failed to secure a seat this year, the IMA said. IMA said the AIQ Counselling anticipated to be completed by the end of March 2022, is still in process and is uncertain that it will end by May 7th. On the higher judiciary, Stalin claimed that as per the hierarchy of courts, with the Supreme Court of India as the Apex Court, the unitary makeup of the judicial branch is only to ensure judicial discipline so that the judgements of the Supreme Court are followed by all courts and authorities in India. “In other aspects, we must not lose sight of the fact that the judicial branch also must reflect the spirit of co-operative federalism enshrined in our Constitution,” he said. All the 122 people aboard the Tibet Airlines flight TV9833 from Chongqing to Nyingchi in the Tibet Autonomous Region have been safely evacuated, the Civil Aviation Administration of China (CAAC) said. IBA Women’s Boxing: Anamika begins her campaign with a win

ISTANBUL (TURKEY), MAY 12 (IANS): Indian boxer Anamika showed her prowess and technical superiority in the 50kg weight class to advance to the pre-quarterfinals at the 12th IBA Women’s World Boxing Championships, defeating Romania’s Eugenia Anghel by a unanimous decision, here on Thursday. The bout started on an aggressive note as both the boxers relentlessly attacked from the word go but Anamika used her sharp footwork and movement to land clear punches and evaded her opponent’s attempts. The boxer from Rohtak continued her relentless attack in the second round and didn’t let her opponent settle down. The Serbian big man received 65 first place votes from a panel of 100 sportswriters and broadcasters, comfortably beating out Philadelphia 76ers center Joel Embiid, who finished second, and Milwaukee Bucks forward Giannis Antetokounmpo, who was third. Phoenix Suns guard Devin Booker and Dallas Mavericks guard Luka Doncic rounded out the top five. It marked the first time that both the top three

and four of the top five finishers in voting were international players. Embiid hails from Cameroon, Antetokounmpo from Greece, and Doncic from Slovenia. The 27-year-old Jokic became the 13th player to win the award in consecutive seasons. Antetokounmpo won back-to-back MVPs in 2019 and 2020.
