Covid-19 cases decline for three straight weeks
DIMAPUR, JUN 12 (NPN): The number of Covid-19 positive cases registered a steady decline for three weeks in a row as Nagaland reported only 1079 cases this week (June 5-11), the lowest since April 24, Health and Family Welfare (H&FW) department stated in its weekly Covid-19 bulletin. It said that 58% (631 out of 1079) of confirmed cases this week were traced contacts followed by selftest/random sampling at 36% (393 cases), travellers 24 and frontline workers 22 both at 2% and nine security personnel at 1%. Though Dimapur and Kohima currently have the highest number of active cases-- 1982 and 697 respectively, the weekly sample positivity rate of this two district have drastically come down to 8% (Dimapur) and 12% (Kohima). However, the weekly sample positivity rate in Mokokchung district recorded the highest in the state, as the district registered the most number of positive cases this week--

396 positive cases. Mokokchung district as on June 11 had 549 active cases. Lowest deaths: The Health department informed that the state reported 29 deaths from May 29 to June 11, the lowest fatalities recorded in the last 5 weeks. It however, expressed concern that 44% of deaths in the State had taken place within two days of admission in a hospital. This, the department once again pointed out was due to “very late arrival” at hospitals with critical symptoms.

H&FW further highlighted the protective effect by Covishield and Covaxin vaccine to-- prevent infection (65%), preventing hospitalization (77%), reducing need for oxygen (92%) and reducing ICU admission (94%).
State logs 96 fresh cases, 3 Covid deaths
Nagaland on Saturday recorded 96 fresh Covid-19 positive cases taking the total case load to 23,562. Of the fresh cases, 38 were from Kohima, Dimapur-26, Mokokchung-20, four each in Tuensang and Zunheboto and two each in Mon and Phek. Further, three more patients in Dimapur succumbed to the infection, pushing the death toll to 448 (including 14 non-Covid deaths but with Covid positivity).
‘Save the Saviours’: Countrywide protest Karbi Accord: DPON appeals against assault on doctors on June 18 to Centre and Assam govt NEW DELHI, JUN 12 (PTI): The Indian Medical Association will hold a protest on June 18 against assault on doctors, with the slogan of ‘save the saviours’. In a statement, the apex medical body asked all its state and local branches across the country to observe the protest by wearing black badges, masks, ribbons, shirts and running awareness campaign against violence targeting healthcare professionals. The IMA said press conferences will also be organised and they will also meet local NGOs and voluntary service leaders. It termed “extremely disturbing” a series of violence
against doctors in the last two weeks in Assam, Bihar, West Bengal, Delhi, Uttar Pradesh, Karnataka and other places. It demanded the implementation of central hospital and Health Care Professionals Protection Act with IPC and Code of Criminal Procedure (CrPC), standardisation and augmentation of security in each hospital, and declaring hospitals as protected zones among others. “Action Committee of IMA, after considering all the aspects and to express our concern, anger and solidarity, has decided to observe the 18th June 2021 as IMA National Protest Day with demand to stop assault on
the profession and the professionals with the slogan ‘save the saviors’,” the medical body said. It further said that June 15 will be observed as a National Demand Day and Press Meets will held across the country by branches. On yoga guru Ramdev’s alleged recent disparaging remarks against allopathy, the IMA said the legal course is underway and it will be followed up. “Ramdev has now publicly issued the new statement saying that ‘DOCTROS ARE DEVDOOTS’ and he will personally also go for vaccination. But the mental agony/verbal violence inflected on us, is unforgettable,” it said.
DIMAPUR, JUN 12 (NPN): Welcoming the proposed move by the government of Assam and government of India to sign peace accord with six militant outfits in Karbi Anglong district, the Dimasa Public Organization, Nagaland (DPON) has, however, appealed to both the central and Assam government to take note of non-Karbi indigenous tribal in the hill district and ensure that their status remained equal in the matter of rights and privileges. In a press release, DPON president K Naben pointed out that Dimasa tribe with a population of about 60,000 live in 151 odd villages in Karbi Anglong district. DPON maintained
that Dimasa tribe had coexisted with Karbis and others from time immemorial, which it said should not be discounted. The organisation also stated that as per medieval history large portion of the district of Karbi Anglong was under the suzerainty of the Dimasa Kachari kingdom. Further, DPON stated that there exists large portion of land traditionally owned by the Dimasa in Karbi Anglong district, which should not be bifurcated. In the light of the above, DPON said Dimasas in Karbi Anglong should be made equal stakeholder in deciding the fate of Karbi Anglong in finding any political solutions.

can be done to bring down our death rate. Referring to breakthrough infections-- when someone contracts the disease even after receiving either dose of the vaccine, Dr. Guleria said the current data on the phenomenon was limited. “Our concern is that you may get infected but you should not get severe disease. The vaccine should
protect you against that... By and large, the vaccine is holding out by preventing severe disease,” he said. Since most aspects of Covid-19 and the vaccines against it are still relatively new, Dr Guleria said, the matter of duration of the gap between doses, especially for the AstraZenecadeveloped Covishield, was still being studied. Going by the medical community’s present understanding, he said, 12-13 weeks’ time was “good enough”, although this may change as new data emerges.

NHRC directs state chief secy to ensure human rights to villagers NEW DELHI, JUN 12 (AGENCIES): The National Human Rights Commission (NHRC) has directed the chief secretary of Nagaland to ensure basic human rights of more than one hundred villages of the state, ANI report stated. Acting on separate petitions filed by Supreme Court lawyer and noted human rights activist, Radhakanta Tripathy, the NHRC passed the order recently. Tripathy had alleged that all-weather road connectivity and non-availability of basic amenities like potable drinking water, primary health care and education facilities were not provided and villagers had livelihood problems. He further alleged that the social schemes introduced by the Central and the State governments were not being implemented properly. NHRC has been informed by the chief secretary and DGP that there is no injustice to the Refugees and no Private Tax in the State. The State also reported that the development of the State is in process. Tripathy in his rejoinder reiterated that the rights of the villagers are being violated. The NHRC considered the report of the Home Commissioner to the government of Nagaland and directed him to respond in light of the rejoinder filed
by Tripathy. Responding to the issue of denial of basic human rights of the refugees raised by Tripathy, the Home Commissioner to the Nagaland government stated that the provisions of the Bengal Eastern Regulation (BEFR) Act, 1873 is in force throughout Nagaland. “Anyone coming from outside requires a permit, known as Inner Line Permit (ILP) to enter and stay in Nagaland. A person is given ILP only after being satisfied about his/her identity and antecedents. In case of any report of injustice against him, appropriate action as per law is taken. It is further stated that there are no other refugees except registered Tibetan refugees in Nagaland,” he said. Tripathy, however, alleged that Naga refugees consist of Tibetan refugees and Bangladeshis in Nagaland. Immigration, undocumented in Nagaland unlike in Assam and Tripura, was being perceived as a potential threat to the tribal identity. While underscoring the Sumiya phenomenon, estimates of the total population of illegal immigrants in Nagaland is more than one lakh in number. Replying to another petition of Tripathy related to the collection of illegal tax, the Home Commissioner admitted the fact that there was private tax by some
insurgent groups, the same has been done away with except one group against action has been taken. Tripathy alleged that people of Nagaland have to pay taxes to the parallel governments run by five insurgent groups- NSCN (I-M), GPRN /NSCN, NSCN (K) and the two factions of Naga National Council (NNC) - apart from paying the government taxes. Illegal multiple taxes and threats by insurgent groups mixed with the inaction of the government amount to the denial of the right to life. The Home Commissioner stated that insurgent groups that were active in the State have entered into the ceasefire agreements with the Government of India and are refraining from indulging in armed confrontation with the security forces. Subsequently, Tripathy again pointed out illegal and unabated taxation imposed on the people of Nagaland forcing them to pay multiple taxes to underground groups and continuation of extortion on commercial vehicles un-checked along Highways and check-gates in Nagaland. After NHRC intervention, the chief secretary and DGP Nagaland informed that all possible efforts have been made to curb the illegal activities of insurgents in the state.
Fuel prices touch Core Committee on Naga issue historic highs should be inclusive, says NPP
DIMAPUR, JUN 12 (NPN): State-owned oil marketing companies (OMCs) increasd the prices of petrol and diesel for the second consecutive day on Saturday pushing the prices of the two auto fuels across the country to new historic highs. According to a price notification of state-owned OMCs, petrol price was hiked by 27 paise per litre and diesel by 23 paise. With the latest hike, petrol price in Dimapur rose to Rs.94.82 per litre and diesel price surged to Rs.89.09 per litre. Similarly, in the state capital Kohima, prices of petrol and diesel climbed to Rs.95.77 per litre and Rs.89.85 per litre respectively. The hike on Saturday was the 23rd increase in prices since May 4. In 23 increases, petrol price has risen by Rs 5.72 per litre and diesel by Rs 6.25 a litre. Fuel prices differ from state to state depending on the incidence of local taxes such as VAT and freight charges.
DIMAPUR, JUN 12 (NPN): Drawing attention on the formation of Core Committee on Naga Political Issue comprising of elected members from various political parties, the National People’s Party (NPP) expressed disappointment at “such exclusivity” and demanded to know why other political parties, apex Civil Society Organisations (CSO), irrespective of political affiliations were not included? NPP through its media cell said the above could play a big role for the future of Naga society if they were included in the Committee. NPP asked the “present ruling government “ whether all those who should have been included in the Committee were not Nagas? It reminded the state government to bear in mind the sensitivity of the matter and how the issue affect the people if due consideration was not taken into account. NPP said forming such a Committee for “ the ongo-
ing peace talk” between the government of India and NSCN(I-M) was not a matter that should be taken lightly which was akin to forming a political party only of likeminded whose to hear their views and opinions. NPP said since the cry of the Nagas was that all unite, there should be “no partiality involved” in bringing all together. It pointed out that the Naga struggle is not of one organization alone nor a struggle by the elected members of political parties only. NPP also cited a recent statement of the NSCN (I-M) that the historical reality of the Naga political issue should be reflected with great seriousness. The party said the issue was not about numbers and dates but the soul of Naga freedom that lay in its historical reality. Govt issues guidelines for public transport operators NH flays Along’s remarks on Naga issue DIMAPUR, JUN 12 (PN): With public transportation- taxis and autorickshaws- allowed to operate under odd-even basis, the state government has issued fresh guidelines to District Task Forces to streamline the system keeping in mind the safety of both the driver and the passenger(s). According to the advisory issued by principal secretary Home, Abhijit Sinha, taxis and autos are permitted to operate with a maximum of two passengers but no passenger is allowed in the front seat. The advisory warns that in the event any pas-
senger was found not wearing a mask, the offender and the driver of the taxi/auto rickshaw shall be fined an amount of Rs. 200 each. Drivers have been advised to disinfect the frequently touched area of the autos/ taxis such as door knobs, door handles etc. after every trip. They are also to compulsorily keep hand sanitizer in the vehicle. The advisory also informed that drivers can produce negative Covid-19 test reports from any of the tests-- RAT/ RTPCR/ TrueNat/ CBNAAT- and that testing shall be free of cost.
All drivers, who come into contact with the public, have been advised to get vaccinated at the earliest, and pending complete vaccination, drivers have been asked to carry Covid-19 negative test results valid for up to 15 days. However, a COVID-19 negative test result won’t be necessary if a driver has a full vaccination certificate. A driver may be exempted from the requirement of carrying a COVID-19 test report if he completely isolates himself by putting a plastic barrier/sheet in the vehicle between the driver
and the passenger. Mingling and overcrowding with other drivers and crowding at the taxi/ auto rickshaw stand(s) should be avoided. Any driver showing Covid-19 like symptoms such as fever, cough, cold, loss of smell/ taste, diarrhoea etc., should immediately self- isolate and get tested. Meanwhile, the deputy commissioners & chairmen of District Task Forces have been advised to immediately take steps for ensuring adherence to the above additional guidelines.
DIMAPUR, JUN 12 (NPN): Denouncing the remarks purportedly made by BJP Nagaland state unit president Temjen Imna Along during an interview with a regional new channel on June 10, 2021, the Naga Hoho (NH) Saturday asserted that Along’s remarks “totally negates the uniqueness of Naga Political history which is unacceptable to the Naga people.” In a press release, NH president HK Zhimomi and general secretary K Elu Ndang said that Along had “literally ignored the existence of Naga nationhood and her political rights and further undermined thousands of precious lives who have
fallen in the hands of occupationist” exhibiting his ignorance about his own identity. According to NH, Imna Along stated that “...any solution that would come should be under the constitution of India and it should be under the Indian union. So anything that is good for the Naga people under the constitution of India should be pursued and should be done with”.
