NEW DELHI, AUG 12 (AGENCIES): Centre on Thursday alleged that opposition leaders had threatened Union ministers of “more damage” if they dare to get more bills passed after Parliament’s approval of the OBC bill and demanded an apology for their “disruptive behaviour” in the Rajya Sabha as the two sides trade charges over the abrupt end of the tumultuous Monsoon session. Leaders of 11 opposition parties on their part accused the government
of deliberately derailing Parliament and crushing their voice in Parliament, “murdering” democracy and bringing “outsiders” as marshals to beat up MPs, a charge denied by the government. Opposition parties leaders Thursday took out a protest march against the government on several issues, including Pegasus and alleged manhandling of their MPs in Rajya Sabha. Ex-PAN calls for expediting agreement DIMAPUR, AUG 12 (NPN): Welcoming the “completion of the formal negotiations”, the Ex-Parliamentarian Association of Nagaland (Ex-PAN) has urged the negotiators “to have the agreement expeditiously without further delay.” In a press release, Ex-PAN president Joshua Sumi said that this was unanimously resolved at the meeting of Ex-PAN office bearers and advisors held in Dimapur on August 12, 2021. With regard to the ongoing political negotiations between the Gov-
ernment of India (GoI) and the two negotiating parties, the Ex-PAN said it has “understood the implication of the closure of the official processes of political negotiations by October 31, 2019.” Ex-PAN said the completion of the formal negotiations within the given deadline was appreciated “because the given objective call is to bring about the logical conclusion.” Ex-PAN also urged the Government of India to “give the alter call to the negotiating parties to have the solution without further delay.”

Govt offices, mobile towers to switch to prepaid meters: DoP D I M A P U R , AU G 1 2 (NPN): State department of Power (DoP) has informed that it would be replacing all the post-paid energy meters with prepaid energy meter in all the government establishments/offices/quarters and mobile tower sites having an installed capacity of 63 kVA and below under the jurisdiction of Dimapur electrical division. In a press note, executive engineer (elect.) Dimapur electrical division, Y Akito Sema has requested all consumers under the mentioned categories to clear the outstanding power bills and extend cooperation in the process of replacing the energy meters for smooth transition. EE said that the initiative was in continuation of two notifications issued in June and July.

Majority confident of India’s third wave preparedness NEW DELHI, AUG 12 (PTI): As many as 58 per cent of citizens surveyed feel confident that India is well prepared to handle the third wave of Covid, LocalCircles said on Thursday. The question how confident do people feel about India’s preparedness to handle a possible third COVID wave in August-December 2021, received 8,880 responses in a survey conducted by LocalCircles, a community social media platform. As many as 26% of respondents said they are “highly confident”. About 32% said they are “somewhat confident” and 25 per cent noted that they “have very little confidence”. Nearly 13% said they have “no confidence at all”, while 4 per cent did not have an opinion. “On an aggregate ba-
sis, 58% of citizens feel confident that India is wellprepared to handle the 3rd Covid wave in the coming months,” LocalCircles said in a statement. This is a marked shift from March 2021 when LocalCircles had asked citizens about India’s ability to handle the second Covid wave. Back then, only 41% had exuded confidence in India’s ability to effectively handle the second wave. The survey also asked respondents on how they foresee economic recovery from the impact of Covid in the next one year. This question in the sur vey received 11,081 responses, of which 33% said they are hopeful that the economy “will recover completely and surpass preCovid 2019-20 GDP level”.

Govt urged to get coaching institutes registered in state D I M A P U R , AU G 1 2 (NPN): All Nagaland College Students’ Union (ANCSU) has urged the State government to get all coaching institutes registered and also monitor their activities. In a memorandum to chief secretary J Alam, union’s president Vimeyiekho Vitso and general secretary Imnameren N Jamir stated that they acknowledged the fact that establishment of various coaching institutes in Nagaland had contributed to academic growth and helped many aspirants for competitive exams, technical exams and allied courses. DIMAPUR, AUG 12 (NPN): Phek District Maytas-Gayatri Damaged Victim Association (PDMGDVA) has announced temporary withdrawal of its proposed indefinite road blockade on the ongoing Chakhabama-Zunheboto and Phek-Pfutsero two-laning roads from August 16. According to its general secretary Kuvesa Medeo, this follows the State government filing its reply before Gauhati High Court, Kohima Bench on Wednesday vis-à-vis case no. PIL 9/2019. PDMGDVA had earlier set a 30-day deadline for the government to file its reply, failing which it threatened to launch an indefinite road blockade. The association also resolved to extend similar chance to Government of India (respondent no.1 in the PIL) to file reply without further delay, for which it would submit a memorandum to the Centre at an appropriate time, Medeo added.

Minister’s Medal for Excellence in Investigation’ for 2021. The Government of India on Thursday announced the names of the awardees. According to officials, the award was constituted in 2018 with the objective to “promote high professional standards of investigation of crime and to recognise such excellence in investigation by investigating officers”. Temsuyangba was among nine police personnel from the North East to receive the award-- four from Assam and one each from Manipur, Meghalaya, Mizoram and Tripura.

According to a DIPR report, this was aimed at online engagement and mobilities of minimum 50 students per schools and college for 25 schools and 25 colleges. For implementation of the campaign, a state level committee was formed with the following members: principal secretary, H&FW as chairperson; project director, NSACS as vice-chairperson; joint director, IEC, NSACS as convener and assistant director, Youth, NSACS as member secretary. DIMAPUR: Public Health Engineering Department (PHED) has been conducting Participatory Rural Appraisal (PRA) exercises on Open Defecation Free (ODF) plus in villages across the state. The PRA exercise is aimed at ODF sustainability and Solid and Liquid Waste Management (SLWM) which focusses on comprehensive cleanliness in villages. Late Pongchailemba, representing 55 Tobu assembly constituency, became a member of the 8th House of the Nagaland Legislative Assembly as an Independent candidate in February, 1993. DIMAPUR: The third state level steering committee meeting on National Adaptation Fund for Climate Change (NAFCC) was held under the chairmanship of chief secretary Nagaland, J Alam at the secretariat conference hall, Kohima on August 12. According to a DIPR report, joint director, State Agricultural Research Station (SARS) Yimsemyong, Mokokchung, Temsuinla delivered a presentation on implementation of NAFCC project in Nagaland. She informed that the project titled “gen pool conservation of indigenous rice varieties under traditional integrated rotational farming system (jhum optimisation) for promoting livelihood and food security as climate change adaptation strategy in Nagaland” was launched in April 2019 with the Ministry of Environment Forest and Climate Change (MoEFCC) as the funding agency. She also disclosed that the project was implemented in five districts of Nagaland covering 22 villages, benefiting around 1000 families. Various agendas were discussed in the meeting including extension of the project period. Agriculture production commissioner (APC),
Kikheto Sema said that the project was for a period of three years, however, it could not be implemented on time due to delay in release of fund, total lockdown and prolonged dry spell which affected standing crops in some districts. He therefore sought approval from the house to request the ministry to further extend the project period till March 2022 to complete the project to which the house agreed. NEW DELHI, AUG 12 (IANS): At least six members of Manipur based outlawed outfit Peoples Liberation Army (PLA) have been killed and three injured in a factional battle in Myanmar, officials said on Thursday claiming that the number of slain extremists might be eight. Security and intelligence officials familiar with the northeast India militant outfits said that six or eight PLA guerrillas were gunned down by their fellow cadres when the slain rebels tried to flee the Myanmar camp “out of frustration” on Tuesday. “The intention of some of the PLA cadres to desert the hideout with arms led to the infighting in which “six to eight” cadres of the banned outfit were killed and three others injured,” the officials said on condition of anonymity. The incident reportedly occurred near the Nanyang Wakathan camp of the National Socialist Council of Nagaland (Khaplang-Yung Aung faction) in the Sagaing region of Myanmar. The camp is across Pangsau Pass in the Changlang district of southern Arunachal Pradesh. In the Wakathan
camp of NSCN (KYA) cadres of the PLA, the most active Manipuri meitei group, are also accommodated on payment basis. Family members of three killed PLA members were contacted and confirmed they belonged to Thoubal and Kakching areas in Manipur. The killed PLA cadres included Self-styled Major Boycha, Leimba, Angamba, Tanthouba, Tomcha and Suresh. The bodies of all the killed militants have been buried in Myanmar. According to the security and intelligence officials, the PLA cadres were frustrated with the Myanmarese Army, due to demands for money and coercion to join them in dealing with the civilian resistance group People’s Defence Force (PDF) and other groups against the military junta. The PDF is the armed wing of Myanmar’s National Unity Government in exile. “Cash is not available as they are unable to extort money in India leading to lack of basic necessities in the militant camp, and also
there is no connection with their initial ideology staying so far away from Manipur. Uninspiring leadership has made things even worse,” they said. Members of the PLA, one of the oldest and leading banned extremist group of the region and other extremist outfits of the northeast region have been paying the NSCN (K-YA) a hefty sum annually for accommodation at its camps. Cross border movements of militants, smuggling of drugs and various other contraband, including exotic animals and reptiles, often takes place from Myanmar which shares 1,643 km of unfenced borders with four northeastern states -- Mizoram, Arunachal Pradesh, Manipur and Nagaland. Almost everyday, the Assam Rifles, Border Security Force, other government agencies and state police of different northeastern states are confiscating huge quantities of arms, ammunition and a variety of very addictive stimulant drugs mostly smuggled from Myanmar, which is under military domination since February 1.

GUWAHATI, AUG 12 ( AGENCIES): For the first time in its 42-year-old history, the banned United Liberation Front of AsomIndependent (ULFA-I) has decided not to boycott the Independence Day celebrations this year or call for a shutdown on the occasion, reports Hindustan Times. In a statement released on Wednesday, Rumel Asom, a member of the outfit’s publicity wing, also expressed willingness to talk to the Centre on the question of Assam’s sovereignty. HT has seen a copy of the twopage statement written in Assamese. “In view of the Covid-19 situation….and other problems like flood, erosion and unemployment affecting indigenous populations, ULFA-I has refrained itself this time from armed protest of the fake Independence Day of colonial India or called for a ‘bandh’,” the statement read. Since its inception in 1979 with the aim of an armed struggle to create an independent Assam, ULFA has been boycotting Independence Day and Republic Day celebrations and indulged in violent activities on those days. Though it refrained from issuing a boycott call
this time, the outfit asked the public to protest against Independence Day celebrations by wearing black badges, flying the ULFA-I flag and other means while following Covid-19 protocols. “Our organization is not against talks or belligerent. But it is not possible to deny historic facts or waver from our ideological goals in the name of talks. Indian authorities have maintained that talks with ULFA-I can’t include the question of (Assam’s) sovereignty,” the statement added. The statement cited the Treaty of Yandaboo, 1826 signed between the king of Myanmar (Burma) and the British, which ended Myanmar’s claim on Assam and Manipur, to claim Assam has always been “independent and autonomous”. ULFA-I sought “restoration of sovereignty on historical facts” as a precondition for talks with the Centre. “The constitution of India has been amended nearly 100 times. Why can’t it be amended again to allow for talks with ULFA-I? If India wants talks, it should amend the constitution to approve the right to secede by communities or allow a plebiscite participated by bonafide indigenous communities,” it added.

Correspondent SENAPATI, AUG 12: All Naga Students’ Association, Manipur (ANSAM) has strongly opposed the “Government of Manipur notification with reference to the meeting on 07/08/21 chaired by the Chief Secretary of Manipur directing all headmen of villages to hoist national flag on August 15 to mark the 75th Independence Day of India”. ANSAM has termed the “notification” as a “matter of great concern”. In a press release, ANSAM said that the student body “representing the collective voice of all Naga students and youth in Manipur” must put squarely that unless the Government of India fully implements the Framework Agreement of August 3, 2015 signed between the “Government of India and the NSCN/GPRN” in letter and spirit, the Nagas living in Manipur state would not extend their co-operation in celebrating the 75th Independence day of India. The Naga student body said that this “strange notification” amounts to complete denial of the present Indo-Naga political situation. “It is unprecedented that the Government of Manipur is resorting to such a cheap political tactics to suppress decades of Naga people’s movement for right to self-determination,” the Naga student body said. “Indeed, the government of Manipur is well aware of our history that the Government of India has duly recognized as ‘unique’ and reaffirmed the same. ANSAM then appealed for peace and understanding and not intimidation. “We have sacrificed 75 years of Naga history to a conflict we did not create and will
continue to sacrifice in the years to come,” the Naga student body asserted. “Can the Government of India expect the Nagas to respect and honour India’s national flag in our lands when there is no reciprocal treatment to the Naga national flag? Is this the way to find an honourable political solution?,” ANSAM asked. The student body then said that, it must be clear to everyone by now that the Naga people’s struggle and sacrifice for decades on so many levels because “our political rights and identity are core to our very existence”. “Therefore, such a directive or order is unacceptable to the Naga people,” it added. ANSAM then said that the true spirit of joining in celebrating India’s independence can happen only after “mutually” agreed Framework Agreement is honoured by the Government of India. ANSAM also said that it truly “believes in peaceful co-existence of India and Nagalim as two entities for all time to come”. ITANAGAR, AUG 12 (PTI): The Northeast Frontier Railway (NFR) will build a ‘toy train’ in the picturesque hilltop town of Tawang, home to the world’s biggest Buddhist monastery outside Tibet. India to support peace initiatives in Afghanistan
NEW DELHI, AUG 12 (PTI): India on Thursday said it does not have any immediate plan to shut down its embassy in Kabul and pressed for a comprehensive ceasefire to end the violent conflict in Afghanistan, noting that it is in touch with all the key stakeholders and regional players over the situation there. The comments by Ministry of External Affairs spokesperson, Arindam Bagchi, came on a day India joined a regional meet in the Qatari capital Doha that is aimed at exploring ways to end violence in Afghanistan. “It (situation in Afghanistan) is of concern. It is a rapidly evolving situation. We continue to hope that there will be an immediate and comprehensive ceasefire. We are supporting all peace initiatives in Afghanistan,”Bagchi said at a media briefing. To a specific question on whether India is holding talks with the Taliban, Bagchi said “we are in touch with various stakeholders.” The MEA spokesperson said notwithstanding the deteriorating security sit-

Our mission issued an advisory for Indian nationals earlier this week advising them to return by commercial flights,” he said when asked about the safety of Indians living in that country. To a question on circulation of a video on social media purportedly showing the Taliban seizing a military helicopter in Kunduz airport, believed to be donated by India to Afghanistan, Bagchi said it is an internal matter of that country. “We are seeing different reports. The ground situation is difficult to understand what is the actual accurate report. There was a talk about a helicopter which we had given. This is not something for us to comment on...All I can say is that this is an internal matter of Afghanistan and I would not like to comment on that aspect,” he said “Last year our mission in Kabul facilitated the return of more than 383 members of the Hindu and Sikh community from Afghanistan to India and the
mission continues to remain in touch with Afghan Hindu and Sikh community members and we will ensure the provision of all necessary assistance to them,” he said. Asked about reports of Pakistan continuing to support the Taliban and the influx of hundreds of terrorists into Afghanistan from that country, he said,”the world know’s what kind of role is being played and the kind of concerns they (the countries) have over what the terror elements from there have done in Afghanistan. “The whole world knows it; We do not have to tell. The issue figures in our conversations,” Bagchi added. As the Taliban continues its offensive to capture new territories in Afghanistan, Pakistan has been under increasing international criticism over continuing to provide logistical and tactical support to the militant outfit. He said India’s primary concern is to ensure peace and stability in Afghanistan. “We hope that all stakeholders come and find a peace process. Our con-
versation with our partners is directed at that. We have been saying that for the peace in Afghanistan, we need to ensure that the external malign influences do not happen,” he said, in an oblique reference to Pakistan. “We clearly are aware of how it is happening and we will certainly hope that all parties including the regional countries understand this and work towards a situation where Afghans can have a process that is owned by them, controlled by them and led by them as we have been saying,” he said. The Taliban has been making rapid advances across Afghanistan by resorting to widespread violence since the United States began withdrawing its troops from the country on May 1. The US has already pulled back the majority of its forces and is looking to complete the drawdown by August 31. India has been engaged with a number of stakeholders and leading powers on the latest developments in Afghanistan.

In 2022, farmers will vote unitedly against the BJP.” The BJP is going to launch a farmer outreach programme, ‘Kisan Samvad’, from August 16 to 23. The CJI said the most obvious sacrifice to become a judge is monetary of course but one must be moved by the spirit of public duty to take such a decision. Justice Ramana, who was speaking at a farewell function of Justice R F Nariman organised by the Supreme Court Bar Association (SCBA), said that it is important for judges to stay in touch with society and not remained completely secluded. However, he said the undeniable fact is that “our engagement with society undergoes a drastic change when we become a judge.” “I would like to flag the amount of work we put in as Judges, day in and day out. There exists a misconception in the minds of the
N V Ramana people that Judges stay in big bungalows, work only 10 am to 4 pm and enjoy their holidays. Such a narrative is untrue,” the CJI said. He said it is not easy to prepare for more than 100 cases every week, listen to novel arguments, do independent research, and author judgments, while also dealing with the various administrative duties of a Judge, particularly of a senior judge. “We continue to work even during the Court holidays, do research and author pending judgements. Therefore, when false narratives are created about the supposed easy life led by Judges, it is difficult to swallow,” CJI said.

Extending the cow belt
W
hen newly sworn-in Assam chief minister Dr.Himanta Biswa Sarma assumed office, his priorities were highlighted by an aggressive stance at the state’s borders and anti-Muslim policy under the guise of preventing cow smuggling to Bangladesh. Both invariably also affected north eastern states. The aggressive border policy sparked tensions with Nagaland while it led to firing along the AssamMizoram border in which five Assam Police personnel were killed on July 26. The Assam Cow Protection Bill 2021- introduced by Himanta to the house on July 12 has caused serious concern among people in other north eastern states. The Assam Cow Protection Bill 2021 replaces an earlier version of the same legislation from 1950 that allows the slaughter of cattle above the age of 14 that are debilitated. The 2021 Bill adds on to the older provision and aims to regulate the slaughter, consumption and transport of cattle. The Bill states that only certified cattle can be slaughtered in licensed and recognised slaughterhouses but does not allow anyone to sell beef or beef products except if permitted by the government. Assam joined 21 other states having similar bills while states where such a bill has not been adopted are- Kerala, Arunachal Pradesh, Meghalaya, Nagaland, Sikkim, Tripura, Manipur and Mizoram. The Bill was like a double Ace aimed at Bangladesh/Muslims on one hand and pandering to BJP’s Hinduvta cow veneration. As the saying that “the devil is in the details”, the bill goes also bans selling of beef in colonies with majority Hindus, Sikhs, Jains and other non-beef eating communities. Also, beef will not be allowed to be sold in the vicinity of any other religious institution belong to the Hindu religion. The Bill also intends to ban the transportation of cattle to and from Assam and within the state unless authorities permit the movement for ‘bona fide or animal husbandry purposes while following the guidelines as per the Prevention of Cruelty to Animals Act, 1960.’ No permission is required for transport to grazing fields, animal husbandry or agricultural purposes. Violating the provisions may result in a jail term of 3-8 years and fines between Rs 3-5 lakh. By adding more clauses to the 1950 bill, the Himanta government has criminalised any activity involving cows in Assam and opened the doors wide for harassment and cow vigilantism. States like Nagaland, Manipur, Arunachal Pradesh, Meghalaya and Mizoram are already feeling the pinch. In Nagaland, imported cows from Assam have ceased and this has already hit the market with beef become scarce. When such policies are projected as a nationalistic duty carried out as per the constitution; there is a need to clarify which cow is sacred and which is not, for Hindus. Hinduism specifically considers Bos Indicus, characterised by a fatty hump on the shoulders, to be sacred and holy. BJP leader and MP Subramaniam Swamy had introduced a cow protection bill in the Rajya Sabha in 2017 but withdrew it on the assurance that the government was in the process of tabling such a bill. According to Swamy, during a TV discussion, the cows in the north east belong to the species Bos Taurus and not the sacred Hindu cow-Bos Indicus. Swamy said he has no problem with the north eastern people eating meat (beef) of Bos Taurus. Yet our trust is only in God up to a certain point, then we turn back to the elementary panic-stricken prayers of those people who do not even know God. We come to our wits’ end, showing that we don’t have even the slightest amount of confidence in Him or in His sovereign control of the world. To us He seems to be asleep, and we can see nothing but giant, breaking waves on the sea ahead of us. “…O you of little faith!” What a stinging pain must have shot through the disciples as they surely thought to themselves, “We missed the mark again!” And what a sharp pain will go through us when we suddenly realize that we could have produced complete and utter joy in the heart of Jesus by remaining absolutely confident in Him, in spite of what we were facing. There are times when there is no storm or crisis in our lives, and we do all that is humanly possible. But it is when a crisis arises that we instantly reveal upon whom we rely. If we have been learning to worship God and to place our trust in Him, the crisis will reveal that we can go to the point of breaking, yet without breaking our confidence in Him. We have been talking quite a lot about sanctification, but what will be the result in our lives? It will be expressed in our lives as a peaceful resting in God, which means a total oneness with Him. India at 75: Wobbling and rambling
elebrating 15th of August has always been historic and a jubilant occasion for all Indians. At the same time, it makes Indians to introspect the years that have gone by, particularly a year just passed by. 2021 Independence Day is indeed momentous because it is the 75th year of India becoming a sovereign democratic republic. However, 2021 will never be momentous, not just because the country is entangled with numerous problems, but the direction with which it is positioned and the ways it is navigating towards prompts us to enter into critical scrutiny. Nonetheless, as our country celebrates its 75th year, it is carrying a mammoth task in holding together one billion plus population under its canopy that belongs to diverse identities, ethnicities, religions, castes and classes. The current government might have planned to launch year-long celebration from August 2021 to commemorate 75 years of Independence with a variety of programmes and projects to showcase ‘development, governance, technology, growth, reform and policy’ over the years, but showcasing alone would not suffice. 75 years in the life and witness of a country is vital and significant. However, what is important is not just the years our country added, but the ways India as a sovereign republic lived up translating the provisions
imbued in the constitution to the citizens. Further, it is important for the citizens to critically analyse and evaluate the trajectories the country took over the years and the levels of growth and progress the country has achieved in the ensuing years. India being the parliamentary and constitutional democracy, how far the leaders who have been given the reigns of powers employed the democratic and constitutional powers vested with them used for the welfare and progress of the citizens and the country as a whole. It simply means the quality of ‘governance’ of the ruling dispensation vis-à-vis Government of India (GOI). Governance, democracy and constitution are the most important pillars for a nation’s life and the citizens as well. These three pillars are integrated as parts to of the whole. It is equally important to evaluate how far the governments (Centre and States) has translated these to its citizens. Along these there are a few pertinent questions that surface: What has been the ‘participatory process’ that the ruling dispensation initiated while introducing new bills and laws? What have been role of the parliamentarians and the citizens in the entire process? Have there been sufficient time allocated in the parliament for the opposition to debate over and to express their views when the bills are tabled prior to
becoming laws? What happened between 2020-2021 in the intervening months across the country ought to be taken more seriously as they have changed the very face of the nation. India @ 75 should not just be an occasion of celebration, but a time of serious re-visitation. Nation’s governance has gravely been tested by a deadly coronavirus. On July 20, 2021, GOI made two mind-boggling statements in Parliament that the state governments had reported that there were no deaths due to medical oxygen shortage, or the lack of testing and treatment. The entire country had witnessed the plight of the citizens the agony and trauma the citizens of India faced. April 2021 to June 2021 was the worst period wherein the coronavirus took the nation by its horn that exposed the poor healthcare infrastructure and health system. In addition, GOI’s data showed that 2.35 lakh deaths, or 56 per cent of all Covid fatalities till date, took place in those three months. It clearly showed underreporting of deaths, wherein others estimate that the numbers of death could be double or at least 30-40 per cent more. The entire world did witness surging cases of the virus that resulted in infections and deaths in thousands and lakhs that ripped open vertically the poor supply of oxygen, medical care and beds both in private and public hospitals.

All these tantamount to politics over death, which is immoral and unwarranted. Pegasus yet another blemish on India’s democracy. In a world ridden with tensions between security and freedom, secrecy and transparency, Pegasus has raised serious concerns over the freedom of expression both in private and public of Indian citizens as enshrined in the constitution.
Winter session of parliament has been on turmoil as the opposition wanted a discussion on Pegasus, which the GOI refuted. The use of Pegasus is posing a stark danger to freedom of expression of those nation-states rooted in the values of democracy. Countries with dismal record on human rights like India believed to be the customers of NSO Group based in Israel. Totalitarians with power obsession enter into surveillance of the journalists, opposition leaders, members of civil society and those they think are against them. This is the harsh reality of power and its exercise takes predominance over everything guaranteed by the Constitution. What does it mean? In Delhi just a week ago, a nine-year old girl belonging to the Dalit community was allegedly raped, murdered and cremated. A priest at the crematorium coerced the parents in old Nangal Raya in South-West Delhi – India’s
capital. A 10-feet wall blocking the path leading to a Dalit colony at Pannimadai, on the outskirts of Coimbatore City in Tamil Nadu, perpetuating purity-pollution divide. That is why investment in skill development is vital for a country’s growth and competitiveness. Schools are the Centre of career building where learners are systematically equipped knowledge, skill as well as attitude. Gandhiji has always struggled for basic education, which is based on the learning with doing as well as earning with learning. But after independence, Gandhi’s vision of nationalist education has been kept under the carpet. The main drawback of the present Macaulay system of education in India is that the youths have bundles of higher degrees in their hands, but are bereft of proper skill training resulting in high unemployment. Education system must be oriented towards producing graduates who have both strong foundational skill as well as specific skill for jobs. The 12th Five Year Plan (2012-17) estimated that only 4.69% of Indian workforce in the age group of 19-24 years received formal vocational education as against 24% in China, 52% in USA, 68% in UK, 75% in Germany, 80% in Japan and as high as 96% in South Korea. India ranked 68th in Global Competitiveness Index (GCI) 2019 - one of whose indices is skills development. Obviously, to make India internationally competitive and to boost its economic growth & productivity a skilled workforce is essential. In para 16.1 to 16.8 of National Education Policy 2020, emphasis has been given for vocationaleducation to students so that it may help them enhancing employability. In Samagra Shiksha, vocational and practical courses has been introduced to generate among students some basic skills and disposition for becoming skilled entrepreneurs. Vocational education will be integrated in the educational offerings of all secondary schools in a phased manner over the next decade. Skill labs will also be set up and created in the schools in a hub and spoke model which will allow other schools to use the facility. The way the women served the people of the country through the SHGs during the coronavirus period was unprecedented, the prime minister noted. “Be it manufacturing masks and sanitiser or delivering food to the needy and spreading awareness, the contribution of your ‘Sakhi groups’ has been incomparable in every way,” he said. In the last six-seven years, the women self-help group movement has gained momentum and there are about 70 lakh such groups with which about eight crore women are connected. Taking a jibe at the previous governments, Modi said for years, the amount of effort that should have been put in to economically empower women was not made.
“When our government came, we saw that there were crores of sisters of the country who did not even have bank accounts, who were far detached from the banking system. That is why we first started a huge campaign to open Jan Dhan accounts,” he pointed out. An important decision has been taken to raise the loan amount for SHGs from Rs 10 lakh to 20 lakh without any guarantee, the prime minister said. As the country marks 75 years of independence, it is time to set new goals and move forward with new energy, he added. “The government is constantly creating an environment in which all of you sisters can connect our villages with prosperity,” Modi asserted. A collection of success stories of women SHG members from across the country, along with a handbook on universalisation of farm livelihoods, was also released by the prime minister during the event.
Cong cannot win Goa: BJP leader PANAJI, AUG 12 (PTI): The BJP’s Goa unit chief Sadanand Shet Tanavade on Thursday said even if the Congress gets Rahul Gandhi as in-charge, the party will not be able to win the upcoming Assembly elections in the coastal state. The BJP leader’s comments come in the wake of the Congress appointing veteran leader P Chidambaram as its senior election observer for the Goa Assembly elections due next year. “I have heard that the Congress has appointed Chidambaram as in-charge of Goa to decide the election strategy. Even if they get Rahul Gandhi as incharge, they will not win the election,” Tanavade told PTI at the sidelines of his tour to Quepem Assembly constituency. Tanavade has been touring various constituencies as a part of the party’s campaign for the Assembly elections, which are scheduled to be held in February, 2022.
False cases won’t deter farmers: Tikait
KURUKSHETRA, AUG 12 (PTI): BKU leader Rakesh Tikait on Thursday accused the Haryana government of slapping false cases against farmers and said it won’t deter them from protesting the Centre’s farm laws. Maintaining that their stir will continue till the laws are repealed, he warned the state government “not to interfere” in their peaceful agitation. “The ruling dispensation in Haryana is trying to appease its political masters by arresting agitating farm-
ers and slapping false cases against them,” he alleged. It won’t deter them from holding the protest and their agitation against the laws will continue till the legislations are repealed, Tikait told reporters. Replying to a question, he said farmers are united and fighting a long battle with the central government, which is “procorporate”. “The central government refuses to listen to anyone and whosoever tries to speak against their
injustice is branded as antinational,” he said. To another question, Tikait said farmers are sure of their victory and will force the Centre to repeal the farm laws. In reply to another question about any campaign against the BJP in next year’s Vidhan Sabha elections in Punjab and UP, Tikait said farmers are mature enough and know everything. “They will react and act accordingly, and unitedly during the elections,” he said.

Cong says party’s official account blocked by Twitter
NEW DELHI, AUG 12 (PTI): The Congress alleged on Thursday that the party’s official Twitter handle as well as that of a large number of its leaders and workers have been blocked by the microblogging website, which justified the action saying it has been done for violating rules. T h e d eve l o p m e n t comes close on the heels of the blocking of Congress leader Rahul Gandhi’s Twitter handle after he shared pictures of the family of a nine-year-old alleged rape-and-murder victim in Delhi last week in violation of laws. Twitter, on its part, said the blocking of the accounts of several Congress leaders, including that of Gandhi, was done to protect individual privacy and safety after they posted images that violated its rules. The Cong ress accused the website of acting against Gandhi’s account under pressure from the government. The chief spokesperson of the party, Randeep Surjewala, said the Narendra Modi government will not be able to suppress their voice by threatening Twitter. “How much will you scare Twitter at the behest
of the police? This is not just an issue of freedom of speech, but it is the issue of raising the voice of a poor Valmiki Dalit girl for justice and bringing it before the country. Till justice is given to the poor girl, we will continue to raise this voice,” he said. “The Modi government cannot cowardly suppress our voice by threatening Twitter,” Surjewala told reporters. On Instagram, the Congress said: “Twitter India has locked the official handle of the principal opposition party. This is an unprecedented attack on the voice of the people.” The head of the Congress’s social media department, Rohan Gupta, said the party’s official Twitter handle and around 5,000 accounts of its top leaders and workers have been blocked by the website. He alleged that Twitter is acting against the opposition party leaders under pressure from the government. “Twitter is clearly acting under government’s pressure as it did not remove the same pictures shared by the Twitter account of the National Commission for Scheduled Castes for a few days,” Gupta said.

NEW DELHI, AUG 12 (PTI): At least 15 crore children and youths are out of the country’s formal education system, and roughly about 25 crore population is below the primary definition of literacy, Union Education Minister Dharmendra Pradhan said Thursday. He was addressing a session on “Job creation and entrepreneurship” organised by the Confederation of Indian Industry (CII) during its annual meeting. “If we take into account the numbers of children and youths between the age of 3-22 years who are enrolled in government, private and charitable schools, anganwadis, Higher Education Institutions and in the entire skilling ecosystem, the cumulative figure from all the verticals is around 35 crore while (the country’s) population in the particular age group is around 50 crore,” Pradhan said. “This means that at least 15 crore children and youth are out of the formal education system. We want to bring them into the education system as it is necessary to ensure a productive workforce in the economy” he added. The Education Minister said that a census following the independence of the country had found that 19 per cent of the population was literate then. “After 75 years of independence day, the statistics of literate population has reached 80 per cent. Which means 20 per cent population or roughly around 25 crore are still below the primary definition of literacy,” he said.

MUMBAI, AUG 12 (PTI): The Sensex and Nifty darted up to fresh all-time highs on Thursday as investors lapped up power, IT and banking stocks amid mixed global cues. A strengthening rupee, which surged 19 paise against the US dollar, further lifted sentiments, traders said. The 30-share BSE Sensex climbed 318.05 points or 0.58 per cent to close at its fresh record of 54,843.98. Intra-day, it scaled al all-time high of 54,874.10. Similarly, the broader NSE Nifty advanced 82.15 points or 0.26 per cent to its lifetime peak of 16,325.15. PowerGrid was the top gainer in the Sensex pack, rallying 6.22 per cent, followed by Tech Mahindra, HCL Tech, Titan, L&T, NTPC and ICICI Bank. NEW DELHI, AUG 12 (IANS): The Ministry of Power has issued an advisory to all Central Ministries of the government to direct organisations under their administrative control to ensure they switch over to Prepaid Smart Meters on priority. As part of the same process, the ministries have also been asked to issue all enabling orders in this regard. This follows a clarification issued by the Ministry of Finance enabling all Central Ministries and Central Departments to make advance payments for pre-paid metered electricity without insisting on any Bank Guarantees, while at the same time ensuring proper accounting arrangements. Prepaid Smart metering in all Government Departments would go a long way in ensuring the commitment of the government in bringing DISCOMs back on

Besides, fresh foreign capital inflows also supported the domestic unit, forex dealers said. At the interbank forex market, the local unit opened strong at 74.26 against the American currency and witnessed an intra-day high of 74.24 and a low of 74.33 during the session. It finally ended at 74.25 against the American currency, registering a rise of 19 paise against its previous close. On Wednesday, the rupee had settled at 74.44 against the US dollar. On the domestic equity market front, the BSE Sensex rallied 318.05 points to end at a fresh lifetime high of 54,843.98, while the broader NSE Nifty advanced 82.15 to record 16,364.40.

The rate of price rise in pulses and products was 9.04 per cent compared to 10.01 per cent in June 2021. However, inflation was higher in protein rich items like meat, fish, eggs and milk. NEW DELHI, AUG 12 (PTI): Declining prices of food items like vegetables pulled down retail inflation to 5.59 per cent in July, bringing it back within the RBI’s comfort zone after two months, official data showed on Thursday. The retail inflation based on the Consumer Price Index (CPI) had remained above 6 per cent during May and June. The government has mandated the RBI to maintain retail inflation at 4 per cent, with a margin of 2 per cent on either side. The CPI based inflation stood at 6.26 per cent in June 2021 and 6.73 per cent in July 2020. The overall food inflation softened to 3.96 per cent in July this year, from 5.15 per cent in the preceding month. Vegetable prices decreased at a faster pace, with inflation dropping to (-) 7.75 per cent in July compared to (-) 0.7 per cent in the previous month, as per the data.

WASHINGTON, AUG 12 (IANS): The number of countries, areas or territories reporting various variants of Covid-19 has continued to increase after the global infection tally surpassed the 200 million mark last week, the World Health Organization (WHO) said. In its latest weekly update on the pandemic issued on Wednesday, the WHO said that globally, cases of the Alpha variant have been reported in 185 countries, territories or areas (hereafter CTAs), 136 CTAs have reported cases of the Beta variant,
81 CTAs have reported cases of the Gamma variant, and 142 CTAs have reported cases of the Delta variant, reports Xinhua news agency. On August 5, the cumulative number of Covid-19 cases globally surpassed 200 million, just six months after reaching 100 million cases. During the past week, according to WHO figures, over 4.2 million new cases and over 65,000 new deaths were reported globally, a slight increase compared to the previous week. The largest proportionate increases
in new cases were reported by the Region of the Americas and the Western Pacific Region, with 1.3 million and over 375,000 new cases reported, respectively. The WHO added that a substantial increase in the number of new deaths was reported this week in the Western Pacific Region. Of all the WHO member states and territories, 17 per cent reported more than 50 per cent increase in new cases as compared to the previous week, and 15 per cent registered more than 50 per cent rise in new deaths, the WHO noted.
ISLAMABAD, AUG 12 (PTI): Taking a dig at the US, Prime Minister Imran Khan has said that Washington sees Pakistan as “useful” only for clearing the “mess” it has left behind in Afghanistan after 20 years of fighting and prefers India when it comes to forming a “strategic partnership”. Afghanistan has seen an uptick in violence by the Taliban after US President Joe Biden’s announcement of the withdrawal of American and NATO troops by August 31. “Pakistan is just considered only to be useful in the context of somehow settling this mess which has been left behind after 20 years of trying to find a military solution when there was not one,” Khan told foreign journalists at his home here on Wednesday. Khan said that since the US decided to have a “strategic partnership” with India, Washington was treating Pakistan differently, according to a journalist present at the meeting. M A N I L A , AU G 1 2 (IANS): An offshore earthquake measuring 7.3 on the Richter scale struck Davao Oriental province in the southern Philippines on Thursday, according to authorities. The Philippine Institute of Volcanology and Seismology said the quake, which struck at 1.46 a.m. local time, hit at a depth of 69 km, about 67 km southeast of Governor Generoso town, reports Xinhua news agency. The agency said the quake, which was tectonic in origin, can trigger aftershocks and cause damage. The quake was also felt in South Cotabato province on Mindanao island, as well as Leyte province, the institute added. Meanwhile, the jolts of the massive temblor were also strongly felt as far away as Talaud district of North Sulawesi province in Indonesia, triggering panic among residents. The tremors were felt at IV MMI (Modified Mercalli Intensity) in the district, Priyo Budi, an official in charge at the meteorology and geophysics agency, told Xinhua. The jolts were also felt at II to III MMI in Kepulauan Sangihe district and Bitung city of the province, the official said. The agency did not issue a warning for a tsunami as the tremors did not potentially trigger giant waves, according to him.

ISLAMABAD, AUG 12 (PTI): Pakistan’s coronavirus response chief on Thursday said the recent assembly elections held in Pakistan-occupied Kashmir (PoK) acted as a “super spreader event” for the pandemic as the country struggled to contain the fourth wave of COVID-19. Pakistan recorded 102 Covid fatalities in the last 24 hours, the highest since May 20, pushing the nationwide death toll to 24,187, while the tally of confirmed cases touched 1,085,294 with 4,934 new infections recorded overnight, the health ministry said. Minister for Planning Asad Umar, who also heads the National Command and Operation Centre (NCOC), blamed the July 25 election in PoK for the spike in the spread of the virus. The NCOC is the principal body governing the policies and implementation of the national COVID-19 effort of Pakistan. Umar in a tweet said he had recommended that
the elections in PoK be “postponed for a couple of months and a special vaccination campaign run before the elections”. However, “it was not agreed”. “Elections (in Pok) have acted as a super spreader event,” he said. India had rejected the elections in PoK which were won by Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) party, saying the “cosmetic exercise” was nothing but an attempt by Pakistan to “camouflage its illegal occupation” and that it has lodged a strong protest over the issue. Since the elections, Umar said, the positivity of PoK is running between 25 and 30 per cent. According to the health ministry, Pakistan’s current positivity rate is 8.31 per cent, the highest during the fourth wave, which hit the country last month. The virus is spreading fast, despite an increase in vaccination drive, the ministry said. Over 40.6 million people have been administered at least one dose of vaccine, while more than 11.4 million were fully vaccinated, it said.

The US State Department, however, had assured Islamabad that Washington recognises Pakistan’s vital role in restoring peace in Afghanistan and wants Islamabad to play that role. 64% rise in ransomware attacks in last one year: Report

Antibodies are proteins produced by specialised white blood cells called B lymphocytes, or B cells. When a virus binds to the surface of a B cell, it stimulates the cell to divide and mature into a clone of identical cells. The mature B cells, called plasma cells, secrete millions of antibodies into the bloodstream and lymphatic system, some of which attach to the virus and prevent it from infecting its target cell. The study, published in the journal Cell Reports, identified 27 public clonotypes, genetically similar clones of antibodies, which were shared by Covid-19 survivors and by uninfected people who

Chopra, who decimated all the competition in Tokyo to win gold with a throw of 87.58 metres on Saturday, is ranked second at 1395 points behind Johannes Vetter of Germany. Vetter, the top-ranked German with 1396 points, failed spectacularly in the final at Tokyo and finished ninth. Po’and’s Marcin Krukowski is third with 1302 points while Jakub Vadlejch of the Czech Republic, who won the silver medal in Tokyo, is fourth with 1298 points. L O N D O N, AU G 1 2 (PTI): The enormously talented KL Rahul scored one of the most technically accomplished hundreds after the gifted Rohit Sharma oozed elegance, putting India in a comfortable 276 for 3 against England on the opening day of the second Test here on Thursday. Virat Kohli would certainly thank his stars as it turned out to be a good toss to lose on a good batting track and his openers did what was expected of them. Rohit (83 off 145 balls) led the charge, blending copious amounts of topnotch defensive game with dollops of grace that set the tone, pushing the English bowlers on the defensive and then left the stage for Rahul (127 batting off 248 balls) to make it his own. Rahul, whose innings during the first session and a half was about grit quotient, took charge once Rohit left after the 126-run opening stand.

Sarma said that the state government has also decided to give Borgohain, the first person to bring an Olympic medal to the state, Rs one lakh monthly as a scholarship till the Paris Olympic in 2024 as “she has set her eyes on winning a gold there”. A road in Guwahati will also be named after her, Sarma added. D I M A P U R , AU G 1 2 (NPN): Indians first ever fast bowling centre, Indian Fast Bowling Centre (IFBC), was launched at Indisen, Dimapur on Thurday. Addressing the gathering at a launching programme, Vayu Haralu, a cricketer who played in the senior state level, spoke about the cricket scenario in the state, maintaining that the state was no less as compared to other states in producing quality cricketers. Taking the likes of Johnathan, who is currently playing in UK for County club and Khrievitso Kense, who is under training with Mumbai Indians, he stated that if only we are disci-
plined and hard-working, we can one day see Naga players playing for the national team. Wapang Imsong, a cricket enthusiast, stated that the trainer for the centre, Wati Imsong, was trained under Ian Pont, who had trained many fast bowlers across the world. He added that there were only handful of Indian cricketers who reached a bowling speed of 140 Kmph, where he also added that the trainer was ready to train even raw talents, inspiring to bowl fast. He was also optimistic that Naga players would one day emerge in the national team. Earlier, Dr. Benjong offered invocation, while the programme was hosted by Opang Jamir.
