Covid cases on the rise in NE states

IMPHAL/DIMAPUR/ GUWAHATI, JUL 12 (IANS/NPN): After a gap of several months, new Covid cases are rising in almost all the North Eastern states with the authorities in most states yet to take any precautionary measures, including making wearing of the face mask mandatory.

DC notifies goods transport vehicles DIMAPUR, JUL 12 (NPN): A day after the state government prohibited movement of transport vehicles beyond three-axle along National Highway-29 stretch starting July 18, 2022 to August 11, 2022, the deputy commissioner (DC) Dimapur has informed that any goods transport vehicles should carry only the permissible weight as per the registration certificate and obtain a weighing measure certificate from the weighing station. In a notification, DC Dimapur Sachin Jaiswal informed that the weight station under Dimapur and Chumoukedima districts was located at: Sarawgi Weight Bridge, Golaghat Ro a d , D i m a p u r ; O M Weight Bridge, Diphu Road, near Dimapur Government College, Dimapur and 7th Mile Inter-State Truck Terminal, Chumoukedima. Under Section 194 of the MV Act 1988, DC said the overloaded vehicles would not be allowed to ply and all offenders would be liable to be punished with a fine of Rs. 20,000 and an additional amount of Rs. 2000 per tonne of excess load, together with the liability to pay charges for offloading of excess load. Besides prohibiting movement of any transport vehicles beyond three-axle along NH-29 stretch, the government on Monday informed that upward journey of the loaded vehicles would not be permitted from Dimapur with effect from July 15, 2022 midnight.

There are 1,858 active cases, while 93 more patients recuperated, taking the recoveries to 7,17,036, it said. Mizoram re por ted 120 new Covid-19 cases on Tuesday, 31 more than the previous day, with the tally rising to 2,29,982, a health department official said. The death toll remained unchanged at 706 . The Covid-19 positivity rate on Tuesday stood 24.94 per cent with 729 active cases. Around 500

people were infected during the past one week. In Sikkim, 69 new COVID-19 cases were reported in the last 24 hours, taking the total caseload to 39,537 on Tuesday. The state currently has 253 active cases. The death toll stood at 458, with no reports of any fatalities in the last 24 hours.

Nagaland logs 5 new cases NPN: Nagaland on Tuesday recorded five fresh Covid-19 positive cases, pushing the total caseload to 35,555. Of the fresh cases, two were from Kohima and one each in Dimapur, Mokokchung and Peren. The State currently has 34 active Covid-19 cases, with three patients currently admitted to Covid-19 hospitals and 31 currently under home isolation. Further, Covid-19 death toll remained unchanged at 762 (including 4 non-Covid deaths but with positivity).

India logs 20 new COVID-19 fatalities

NEW DELHI, JUL 12 (PTI): India added 13,615 new coronavirus infections in day while the active cases rose to 1,31,043, according to the Union Health Ministry data updated on Tuesday. The country’s total tally of COVID-19 cases rose to 4,36,52,944 and the death toll climbed to 5,25,474 with 20 new fatalities, the data updated at 8 am stated. The active cases comprise 0.30 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.50 per cent. An increase of 330 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 3.23 per cent and the weekly positivity rate at 4.24 per cent, according to the ministry. The number of people who have recuperated from the disease surged to 4,29,96,427, while the case fatality rate was recorded at 1.20 (Cont’d on p-8) per cent.

NOA vice president responds DIMAPUR, JUL 12 (NPN): The war of words has intensified between Nagaland Olympic Association (NOA) and its vice-president K Kire. After NOA claimed to be functioning with “utmost transparency” in response to his charges of financial and other irregularities, Kire in a rejoinder once again questioned the sports body on a number of issues. He asked how many annual general meetings (AGMs) or extraordinary meetings of general assembly, executive council or any committee had been held from 2018 to date. This was in reply to NOA’s claim to

have taken decisions and issued instructions through Executive Council. He said he would like to see the minutes of such meetings and signatories of those who were present at such meetings, what agenda/issues were discussed and what decisions arrived at. He also demanded to know when and where did the executive council convene such meeting to appoint a “registered chartered accountant”. DIMAPUR: Financial Participatory Approach (FPA) under the project titled “Forest and Biodiversity Management in the Himalayas, Nagaland”, cofinanced by Federal Republic of Germany through KFW (German Development Bank) conducted three contests through FPA at Waromong, Alongkima, Dibuia, Mongchen and Khar villages from May 14-July 4 under Mangkolemba Range, Mokokchung district. In a press release, the forest division informed that the first contest was categorised into storytelling & drawing competition on the theme “living with nature”. The storytelling contest was conducted for 18 years & above and drawing contest for

children below 18. The second contest was organised on the theme “sustainable infrastructure creation relating to nature conservation”. The selected project implemented was construction of drainage system & retaining wall, metalling of road, construction of water harvesting structures & construction of guest house which would be financed by KFW. The third contest was organised on the theme “biodiversity based sustainable livelihood” where the winning activities implemented in the five villages were mixed crop farming, straw paddy mushroom, piggery farming, Nongnang Enterprise (Honey Bee Rearing) & mini silkworm which will proceed

after fund requisition. The Village Level Working Group (VLWG) and jury were formed in all the villages. The contests were actively participated by all sections of the village and the best five were selected and awarded with cash prizes with certificates. All three contests were attended by the facilitator and support team. It may be mentioned that the one of the main objectives of the project was not only to conserve biodiversity but also promote livelihood opportunities of forest dependent communities. This project aims in putting in place incentive mechanism rewarding communities for effectively protecting and maintaining their CCAs.

NBSE informs on classes VIII & IX exams DIMAPUR: Nagaland Board of School Education (NBSE) has informed of all the heads of registered schools that the board will be conducting the class VIII (government schools only) and class IX Examinations 2022. According to a DIPR report, the examination will be conducted in Phase I and Phase II with Phase I examination in September and Phase II examination in December. NBSE said the detailed instructions and routine will be given out at a later date and as notified earlier, the subject-wise division of syllabus for Phase I and Phase II will be uploaded to the board’s portal www.nbsenl.edu.in. Question paper design and pattern will be the same as the 2021 examination and no blueprint for these examinations will be given. Similarly, all private schools will conduct class VIII Final Examination 2022 in a phased manner in September (Phase I) and December (Phase II) and follow the same assessment pattern. NBSE informed that students must be made aware of division in the syllabus for the two phases of examinations; schools must be prepared to conduct examinations and keep a good infrastructure and make available other facilities like proper working computers, power back-up, printers, etc. as the examinations will be conducted in offline mode. Special attention/remedial teaching must be given to slow learners and students with special needs, to ensure that students achieve the expected learning outcomes in various subjects. Schools have been asked to refer to notification 68/2022 dated July 1, 2022 and take necessary remedial measures for students. All heads of registered schools of the board have been requested to instruct their subject teachers and to prepare their students accordingly for the examinations.

DIMAPUR: The InterDepartmental Coordination Committee (IDCC) meeting on “Registration of Births & Deaths in Nagaland” was held on Tuesday, at the Civil Secretariat, Kohima with commissioner & secretary, Economics & Statistics, Kevileno Angami as chairperson. According to a DIPR report, Kevileno, who is also the chief registrar of Births & Deaths Nagaland, welcomed IDCC members and briefed them on the importance of the Civil Registration System (CRS) in the state. She also spoke on the ways forward, in order to achieve its goals and objectives.

The Committee deliberated on sensitising Accredited Social Health Activists (ASHAs) during health camps, sensitising Anganwadi workers, highlighting the importance of CRS during teachers’ training programmes, compulsory birth certificates during school admission, sensitising schools on compulsory registration of birth, sensitisation of the importance of registration of Births & Deaths and the usage of CRS software by registrars of Births & Deaths. For Online Registration of Births & Deaths, the agendas discussed were involvement of Information and Public Relations (IPR)

department for publicity of online registration of Births & Deaths, redirecting route/ traffic to ORGI web portal whenever applicants log in through IT&C application and exploring avenues for IT infrastructure in the state. The Committee also proposed to organise a conference of District Economics & Statistics officers, district level officers and stakeholders in Kohima on the importance of the Civil Registration System. The meeting was attended by director Census Operations, Anoop Khinchi, director of Economics & Statistics, Neidilhou Angami and officers from stakeholder departments.

TNR asks public to reflect on ‘political choice’ DIMAPUR: Asserting that a time has come for “alternative politics” in Nagaland, The Naga Rising (TNR) on Tuesday appealed to the public “to reflect on the political choice” they make today. In a statement, the core group of TNR asked the public if they wanted their children to inherit a system that guaranteed a better future or have the children leave the land because of the corrupt system. It claimed that all was not well with the governance system and that there was recognition of the need for change. TNR, however, said that the sense of taking responsibility to clean up the corrupt and dysfunctional system remained “a futile endeavour.” Maintaining that TNR gave birth to Rising People’s Party (RPP) to be the change they want to see, the group said that since its inception, RPP has been able to raise high hopes among the public, especially the younger generation. This, the group said, reconfirmed its conviction to be rededicated to the mission for which the party was created. AGARTALA, JUL 12 (PTI): A woman was stabbed to death in full public view by a 25-year-old man in Tripura’s Dhalai district for lodging a complaint against him for tormenting her, police said on Tuesday. The woman, a divorcee, had befriended Rahul Dhar through Facebook. He used to allegedly “mentally disturb” her for quite some time. The woman went to Dhar’s house on Sunday evening and told her mother to stop her son from disturbing her, following which she took an autorickshaw to return home. But Dhar chased her and forcibly dragged her down from the vehicle at Bhubancherra village in Kamalpur subdivision and started stabbing her with a knife. “She died on the spot due to multiple stab wounds,” an officer said. An FIR has been lodged against Dhar, but no arrest has been made so far, Inspector General (Law and Order) Arindam Nath told PTI.

Manipur landslide: No more bodies found, 9 still missing

IMPHAL, JUL 12 (IANS): Search operations by multiple agencies, including the army, continued on Tuesday for the 13th day to locate nine more missing people after the devastating landslide at a railway construction site in Manipur’s Noney district, where at least 52 were killed, officials said. A defence spokesman said that till Monday, 52 bodies, mostly of Territorial Army soldiers were recovered, while no more body was unearthed on Tuesday. NEW DELHI, JUL 12 (PTI): The Supreme Court on Tuesday extended till further orders the interim bail of Alt News co-founder Mohammed Zubair in a case lodged against him in the Sitapur district of Uttar Pradesh for allegedly outraging religious sentiments. A bench of Justices DY Chandrachud and AS Bopanna was told by Additional Solicitor General SV Raju, appearing for the Uttar Pradesh government, that it wants to file a counter affidavit to Zubair’s plea seeking quashing of the FIR lodged in the case. Raju said that since Zubair has already been granted bail in the matter, there should not be any objection from his side to grant time to file the affidavit. Senior advocate Colin Gonsalves, appearing for Zubair, said he has already been granted interim bail till Tuesday by the vacation bench of this court and they would also like to file their reply to the counter affidavit to be filed by the state government. The bench then asked the Uttar Pradesh government to file its response in four weeks and listed the plea for a final hearing on September 7. It said that rejoinder, if any needs to be filed by Zubair’s side, then it should be filed in two weeks thereafter.

NEW DELHI, JUL 12 (PTI): The Enforcement Directorate has opposed the anticipatory bail plea by Congress MP Karti P Chidambaram in the alleged Chinese visas scam, saying that the investigation so far has revealed his involvement in the present offence which endangers national security for financial gains. In its July 11 status report, the agency stated that success in an interrogation would elude if the accused knows that he is protected and the grant of anticipatory bail in economic offences would definitely hamper an effective investigation. The agency informed that the investigation is still in its preliminary stages and shall be prejudiced if details are disclosed at this stage as Karti is a sitting member of Parliament and highly influential and urged that the status of the probe be perused from the case record. “The present offence of endangering national security for financial gains to the detriment of the general public of the country is severe Economic offence having a detrimental impact on the economy and the society,”

ED said adding that Karti is a flight risk and allegedly has criminal antecedents. “The investigation conducted so far reveals the involvement of the applicant. The investigation is at a preliminary and crucial stage and the findings of the investigation if presented in open court may prejudice the investigation by the department. It is, therefore, requested that the current status of the investigation may be perused by the court from the case record,” said the status report. “The investigation being conducted by the department is still in its preliminary stages and if the same is disclosed at this stage, the investigation by the department shall be prejudiced, the Applicant being a sitting member of Parliament and a highly influential individual,” it added. ED has registered the money laundering case against Karti and others in the alleged scam about the issuance of a visa to 263 Chinese nationals in 2011 when his father P Chidambaram was the home minister. Justice Poonam A Bamba, on Tuesday, listed Karti’s anticipatory bail plea for hearing on August 18 after the counsel for ED informed that Additional Solicitor General SV Raju was not available. The investigating agency orally said that its earlier assurance concerning no coercive action against Karti would extend till the next date.

Replacing plastic culture

W

ith effect from July 1, the government of India has banned the manufacture, sale and use of identified single-use plastic items like plates, cups, straws, trays, and polystyrene. Prime Minister Narendra Modi spoke about India’s move in this direction from the ramparts of the Lal Quila on January 26, 2019. Thereafter, a notification was issued on August 12, 2021. The implementation notification was issued in January this year and the order became effective from July 1,2022. The ban will impact everyday use such as ear buds with plastic sticks, plastic sticks for balloons. With a population of 1.35 billion, India is saddled with more than 550,000 tons of mismanaged plastic waste reaching the ocean every year. Experts have estimated that annual waste generation in India will increase to 165 million tonnes by 2030. This means that around 66,000 hectares of land is needed to set up a landfill site which is 10 metres high and can hold up to 20 years’ waste. With global concerns on the threat posed on the environment by plastic, the ban will cause much problems since alternatives are not easily available. Scientists estimate that every square mile of oceans contains about 46,000 pieces of floating plastic. Plastics take around 500 to 1000 years to completely degrade due to the presence of complex polymers. As a result, till now whatever bit of plastic has ever been manufactured or used by us can be found in some form or the other on the planet. According to The World Economic Forum study done on plastic pollution around the world, Oceans will have more plastics than fish by 2050, if plastic pollution continues to rise. India’s contribution to plastic waste that is dumped into the world’s oceans every year is a massive 60%. The challenge is on curbing the use of plastic but the bigger challenge is on how to dispose off tons of garbage? Experts have pointed out that plastic pollution cannot be curbed with laws but implementation which environmentalists stressed, was all about proper disposal of plastic waste. With population explosion, coupled with improved life style of people, results in increased generation of solid wastes in urban as well as rural areas of the country. In India like all other sectors there is a marked distinction between the solid waste from urban and rural areas. However, due to ever increasing urbanization, fast adoption of ‘Use & Throw’ concept and equally fast communication between urban and rural areas the gap between the two is diminishing. Why it is difficult to effectively ban plastic is because of its low cost, ease of manufacture and resistance to water, versatile plastics are widely used in packaging products, ranging from a paper clip to aircraft to space ships. What is needed is alternative to plastic items especially in packaging and carry bags. Earlier, brown paper bags were used but the weight they could hold was limited unlike plastic bags. Besides not being water proof, 70 percent of the “new” bags provided at stores are made from recycled paper themselves. Plastic bags are easily available and convenient. It will be a big task replace single-use plastic primarily since customers are not charged for carry bags. Disposal should be given equal priority as banning plastic otherwise, all the slogans will remain meaningless and the government would be biting off more than it can chew.

Am I building up the body of Christ, or am I only concerned about my own personal development? The essential thing is my personal relationship with Jesus Christ— “… that I may know Him…” (Philippians 3:10). To fulfill God’s perfect design for me requires my total surrender— complete abandonment of myself to Him. Whenever I only want things for myself, the relationship is distorted. And I will suffer great humiliation once I come to acknowledge and understand that I have not really been concerned about realizing Jesus Christ Himself, but only concerned with knowing what He has done for me. My goal is God Himself, not joy nor peace, Nor even blessing, but Himself, my God. Am I measuring my life by this standard or by something less?

How India can meet its power needs and energy transition goals

I

nherent contradictions have long tangled the wires of India’s power sector, adding vulnerability to the Indian economy, and its commitment to clean energy. To be sure, the government has drawn up an aggressive roadmap for the transition to clean energy. However, lack of infrastructure investments by bleeding distribution companies (discoms) are stymieing these plans. As a result, states are not only underperforming on their central renewable purchase obligation (RPO) goals, but are also largely unable to meet the often-lower targets set for themselves. So, how can India meet its power needs, and energy transition goals? Three things need to happen: • A sharp increase in renewable energy (RE) installations • Higher spending on grid infrastructure, and

value chain to cope with the rising share of intermittent RE power • Effective, and consistent policies to win the confidence of investors, and attract professional capabilities Let’s examine these intertwined necessities. CRISIL Research’s transition modelling and analysis indicates that in the first decade of energy transition, 80 percent of capacity additions would be for non-fossil fuels, versus the opposite in the decade till 2020. Thus, reaching 50 percent RE generation by 2030, as targeted under COP26, is ambitious. However, tripling the RE share (excluding hydro) from 11 percent now to around 36 percent is possible — and will be a feat in itself. For this to happen, investments in grid infrastructure, smart meters, energy storage, and new business models to handle intermittent power are inevitable. Such expenditure will

have to be driven by India’s 45-odd state discoms. But financial inefficiencies stemming from bad karma and operational logjams have left them with little ability to do so. Add policy U-turns, poor implementation of annual tariff revisions, and inadequate disclosure of financials, and what you have is high vulnerability. All that has meant debtor days (receivables from customers of the top 15 states, accounting for 85 percent of India’s power consumption) rising to 130140 days as compared to an ideal benchmark of 30-60 days, and payments outstanding of Rs 2.2 lakhcrore. The discoms’ dues to power generators stand at ~Rs 110,551 crore as on June 2022. Further, debt requirements are increasing with interest payments surging, even as operations bleed. Non-receipt of such monies is why generators

haven’t been able to shore up coal stocks despite a sharp 7.9 percent uptick in power demand in fiscal 2022. Attempts have been made to course correct. With UDAY, nearly Rs. 2.2 lakh-crore of discom debt was transferred in 2016 to corresponding state governments, paving the way for investments, and borrowings to trim system losses. However, political interventions to keep subsidising power, alongside systemic inefficiencies have erased potential benefits. Further, low demand during the pandemic, especially from high-paying industrial customers, amplified the payment crisis. It was the short-term liquidity infusion of Rs. 1.35 lakh-crore through the Aatmanirbhar package that prevented a ballooning of this crisis. Fast-forward to 2022. The government has approved the Revamped Distribution Sector Scheme (RDSS) to give discoms

another chance to take corrective actions, and gain funding access. Some corrective steps have failed, some partially succeeded and the results of the rest are awaited. However, the RDSS, along with amendments in the Central Electricity Authority (CEA), and the recent announcement of the Late Payment Surcharge (LPSC) waiver, can help the distribution sector build investor confidence. Further, the recent open access rules will drive green power usage among commercial and industrial consumers. The LPSC waiver can enable discoms to regularise the significant dues to generators. It’s a win-win scheme — it prevents deterioration in discoms’ financials, and averts penalties, while assuring payments to generators over 48 months. But there are several monitorables. How generators cope with the higher interest cost arising from

receivables being staggered over 48 months, and how the government handles this funding bears watching. For long, discoms have grappled with cash flows and dues. The ability to generate cash is crucial since subsidised electricity sales, systemic inefficiencies, and interest on legacy debt will not vanish overnight. While the modalities of the LPSC scheme are awaited, funding for it would be a handy crutch for discoms. It will be the first step to transforming this segment of the power value chain. Delayed Naga solution: A consequence of disunity

ince the signing of the Framework Agreement on 3rd August 2015 between the NSCN (IM) and the Government of India, every Naga has been yearning for the Naga Political Solution irrespective of age, tribe and geographical location. Now, it is almost seven years into the negotiations but still no sign of any outcome. Many good leaders and citizens, young and old have died while waiting for the impending solution. The Government of India has been dragging the Naga issue for too long as an election manifesto. One has become sceptical whenever the GOI pronounces anything regarding the Naga solution. They keep on stating that the Naga solution shall be settled before or after the election, or as a Christmas gift, etc. But, they were all just propaganda that has never happened. Shri RN Ravi arrived in Nagaland and everyone greeted

him with shawls, vase-coats, mufflers, machetes, spheres, etc. Thus, the interlocutor for Naga peace talks became the governor of Nagaland. Many thought that the saviour has come and would bring the most awaited Naga Solution. But, with much confusion and criticism, he left Nagaland. Subsequently, Shri Ak Mishra came into the limelight and is now heading the negotiation with various political parties, groups and organizations. Initially, the signing of the Framework Agreement occurred between the NSCN (IM) and the GOI. But, with time and situation, various other political groups and organizations came to the scene. Then, different opinions, propaganda, and views have been pouring into the boiling pot turning into a melting pot. Thus, it has become difficult for one to predict the outcome. Instead of a solution, it has been breeding parties, disunity,

hatred, and allegations. The only option for the melting pot is to blend or break down. Disunity and ism have taken their root in our land. We always tend to judge one another based on tribes, parties, groups, etc. This nature is destroying the very potential and growth of the Nagas. As Naga, it is irrational to differentiate and discriminate against ourselves based on language, culture, physical appearances or geographical features, etc. Every Naga has been fighting and sacrificing for the cause of the Nagas. As Shri Neingoulo Krome, the Secretary-General of the Naga People’s Movement for Human Rights (NPMHR) rightly states, “Naga history is written in blood, fires, and ashes and every Naga family has lost a son, or daughter, or father or mother.” Therefore, Naga movement for Independence had claimed

thousands of innocent lives and need to undertake with all seriousness. One must not override the Naga future and aspiration by enforcing self interest and political ideology. It is time for every individual, party and organization to rethink, and come together under one umbrella. Through this, a comprehensive and successful dialogue can take place. It is pointless to keep meeting the GOI when we have not done our homework. The mediation of the interlocutor is pointless while creating more parties and divisions among the Nagas. Hence, it is paving a highway for the GOI to apply the policy of the divide and rule policy. As long as the Nagas stay divided, a solution is impossible. It will be just a utopia. Regretfully, Nagas will remain underdeveloped. Resulting in corruption and illegal activities such as taxation, extortion,

The excuse that I do not attend office is not convincing because in the first place, my service to the NOA is voluntary. Do all the members attend office everyday compulsorily? If all are to be taken on board for any discussion, why not immediate information be sent to the office bearers? Was any information given at all for such meetings? 2. The office of the NOA has all along taken the name of the Executive Council for whatever decisions and instructions issued. How many Annual General Meetings (AGMs), or extraordinary meetings of the General Assembly, the Executive Council or any Committees have been held from 2018 till date? I would like to see the minutes of such meetings and the signatories of the attendees who were present in such meetings, what agenda/ issues were discussed and what decisions arrived at. 3. Article 12 of the Constitution requires that an audit be carried out once every year. Article 12 clause (ii) states that the Executive Council shall appoint Auditor to audit the accounts of the Association. Article 13, Clause (v) sub-clause (b) states that the Treasurer shall prepare and submit an annual income and expenditure account together with an audited balance sheet. So, when and where did the Executive Council convene such meeting to appoint a “registered chartered accountant”? Conducting regular audit is a best practice

to maintain transparency. This is the make and break of any club, society or association. I stated that during my tenure as the Treasurer i.e. till December 2020, not a single audit was carried out for reasons best known to them. I am glad to hear that audit has been carried out. Perhaps the expenditure statements from those individuals who could not submit their accounts of Rs. 70 lakhs or so have also submitted the financial statements which they could not for the last 2(two) years till I was holding the post of Treasurer. Public can imagine the veracity of such a statement! If the NOA is working with utmost transparency and best practices as claimed, why only “authorised agencies” can check the audit report? Who would they be? Someone appointed by NOA? If it is, as they say, an “open book”, then please publish the audit reports in the public domain since everyone has a right to know as we are all stakeholders. The accounts of any public organisations which receive government assistance or funds are liable for any member of the public to examine. Failure to do so would tantamount to mere word-play by the Association to confuse the general public. 4. With regard to the NOA logo, the crux of the issue has not been addressed or answered. Where and when was the decision taken to use English words in the Logo? Was it by an individual? if not, publish the names of the members of the Executive Council and the minutes of such said meeting. It is hoped that there is no manipulation in this regard. 5. The NOA office complex was originally formulated,

planned and constructed for the Civil Services Club when Shri Lalhuma was the Chief Secretary. It is a Government funded and executed project on allotted land which remained half completed without fund for years. Therefore, this issue has been raised to get clarity on the history of the building. The NOA in its ‘transparent functioning’ has never disclosed to the public that the building in question was originally meant for the All India Services to have a Civil Services Club but was diverted to become a sports complex, thereby denying the Civil Services of its recreational centre in the State Capital. It is heartening to know that the authority decided to give it to the NOA. Still then, certain expenditures must have been involved in completing the building including expenditures on furnishings, fittings and office equipment. 6. I did leave during the inauguration of the building and also the AGM. When I went to attend the inauguration programme of the building, I found that my name had been printed in the programme to present the vote of thanks. I was informed, not requested, only that morning to propose the vote of thanks. I politely declined saying that I will not be able to do so at such short notice. Despite this, my name was printed for which I was unhappy. I narrated this to a friend sitting next to me and then left the venue. Any self-respecting individual with a conscience will walk away from such instances that are purposely designed and orchestrated to humiliate and undermine one’s dignity. As for the AGM held on

08th July 2022, Article 8 clause (i) of the Constitution provides that the Annual General Assembly shall be held in the first quarter of every year. Article 16 states that the Notice for Annual General Assembly should be given 30 days prior. And whereas, an Executive meeting was held on 08th June. A notice NOA/AGM/01/2022 dated 22nd June was circulated calling for the Annual General Meeting to be held on 08th July 2022. One can discern whether the Constitution is followed / adhered to in letter and spirit, as against the claim of the NOA to “functioning with utmost transparency with utmost efforts to maintain best practices.” 7. The NOA has maintained utter silence on the Sports Policy. It is a known fact that the Hon’ble Chief Minister is also the President of the NOA. It is understood if he cannot be always present to attend to the works of the Association because of his busy schedules. But, we also have an NOA office bearer who is Advisor to the Chief Minister. It is expected that there should have been seamless coordination between the NOA and the State Government, but such has not been the case, which is disappointingly unfortunate to say the least. Keeping these in mind, it would be in the interest of transparency and accountability if the NOA can substantiate its claims with all relevant documents and audited reports in the public domain because this is about the future of our sportspersons and youths who should be given due opportunities to excel with proper infrastructure and incentives. Battle in AIADMK shifts to EC, banks

CHENNAI, JUL 12 (PTI): The fight between ousted AIADMK leader O Panneerselvam and party interim head Edappadi K Palaniswami is now with the Election Commission and banks, with both sides determined to establish their rights. While interim General Secretary Palaniswami has apprised the EC about the July 11 General Council meeting and the changes effected, Panneerselvam has written to the poll panel arguing that the proceedings and its decisions were null and void. While Palaniswami was elevated to the present position, Panneerselvam and two of his supporters were expelled in the party’s highest decision-making body. Panneerselvam has also written to banks stating that he is the AIADMK’s ‘coordinator and treasurer’ and that no transactions could be made without his authorisation, party sources said. The party has various accounts including Fixed Deposits with at least 2 banks. Palaniswami has

Rejecting claims of Palaniswami supporters that it was Panneerselvam’s loyalists who resorted to violence, Vaithilingam said EPS followers were ‘camping’ for 5 days in the locality and violence was unleashed only by them. Palaniswami camp asserted that they would legally face issues that crop up.

Expelled AIADMK leader and late Chief Minister J. Jayalalithaa’s close aide, V.K. Sasikala on Tuesday said that the post of interim General Secretary created for K. Palaniswami (EPS) is invalid and that she should be made the leader of the party. She was speaking to reporters at Pudukottai amid her tour across the state to garner support for her re-entry to politics. Sasikala said that the cadres of the AIADMK must give a fitting response to EPS for having assumed the office of the interim General Secretary by violating party rules. She also said that he does not have any authority to expel O. Panneerselvam (OPS) when his own post is invalid. She said that the General Council Meeting of July 11 was invalid as “it was convened arbitrarily

by people with selfish motives”. “The wish of the party cadres is that I become the General Secretary and only someone chosen by the cadres can become the party General Secretary.” She also said that during the period of Jayalalithaa, the party treasurer used to read out the financial statements of the party and in the meeting held “arbitrarily” on July 11, it was not OPS, the party treasurer who had read out the statements, which was not correct. She said that this was another reason to state the General Council meeting was invalid. The former interim general secretary said that the people of the state and the cadres of the AIADMK are pained at the sealing of the party office and EPS will have to answer this to the party cadre in the days to come.

ASI killed, 2 constables injured in terrorist attack in Srinagar S R I NAG A R , J U L 1 2 (PTI): A police officer was killed and two constables were injured when terrorists attacked a police team in the outskirts of the city on Tuesday, officials said. The incident happened around 7:15 pm when the terrorists fired upon the police naka at the Lal Bazar area, the officials said. They said Jammu and Kashmir Police assistant sub-inspector Mushtaq Ahmad (56) was killed while constables Fayaz Ahmad and Abu Bakar were injured in the attack. The injured constables have been rushed to a hospital where there condition is stated to be stable. NEW DELHI, JUL 11 (AGENCIES): The Election Commission of India (ECI) today started distributing and dispatching designated ballot boxes, ballot papers, special pens, and other sealed election materials to the state Legislative Assembly Secretariats, including the National Capital Territory of Delhi and Union Territory of Puducherry, for the conduct of 18 July presidential election. This two-day exercise at Nirvachan Sadan, New Delhi for dispatch of election materials to the states/ UT in a time-bound and secured manner is being undertaken under the supervision of Chief Election

Commissioner Rajiv Kumar and Election Commissioner Anup Chandra Pandey. The Commission mandates the collection of the materials from the ECI Headquarters at Delhi by Assistant Returning Officers (AROs), including one senior officer from the office of the Chief Electoral Officer. Once they reach Delhi, officials are also assisted at the help desk at the Delhi Airport manned by the officials of the Election Commission of India, Civil Aviation, Delhi Police, and CISF. Ballot boxes along with other essential election materials are handed over to the AROs under appropriate security and safety measures after

complete inspection at Nirvachan Sadan, New Delhi. Delhi Police teams escort the AROs while they come to collect the election material. The AROs return to their respective states/UTs on the same day as the collection of the election materials. During the transportation, the ballot boxes fly on a separate air ticket in the front row of an aircraft beside the seat of the officer transporting the materials under personal supervision.While speaking to the AROs from the states, CEC Rajiv Kumar emphasised that strict adherence to procedures by the ECI teams has become its hallmark in delivering error-free elections time and again.

At the interbank forex market, the local unit opened weak at 79.55 against the greenback and witnessed an intra-day high of 79.53 and a low of 79.66. It finally settled at 79.60 (provisional), down 15 paise over its previous close of 79.45. The dollar index, which measures the greenback’s strength against a basket of six currencies, advanced 0.48 per cent to 108.54. On the domestic equity market front, the BSE Sensex ended 508.62 points or 0.94 per cent lower at 53,886.61, while the broader NSE Nifty fell 157.70 points or 0.97 per cent to 16,058.30.

The consumer price index (CPI) based inflation stood at 7.04 per cent in the preceding month of May and 6.26 per cent in June 2021. Inflation in the food basket in June 2022 was 7.75 per cent, compared to 7.97 per cent in the previous month, as per the National Statistical Office (NSO) data released on Tuesday. The RBI has the mandate to ensure that inflation remains at 4 per cent, with a margin of 2 per cent on either side. However, retail inflation is ruling above the RBI’s upper tolerance limit of 6 per cent since January 2022. As per the data, the inflation print in vegetables eased to 17.37 per cent during the month from 18.26

Youth boxing: SSCB, Haryana crowned champions Wimbledon champion Rybakina

C H E N NA I , J U L 1 2 (IANS): Services Sports Control Board (SSCB) and Haryana pugilists once again stamped their authority by clinching the team championship titles of the men’s and women’s categories respectively at the 5th Youth Men’s and Women’s National Boxing Championships here. SSCB boxers pulled off a stunning show on the final day of the competition as nine of their 11 finalists emerged victorious and took home the gold medals as well as the team championship trophy with 81 points, finishing at top of the table with 11 medals, including 2 silver medals. Reigning Asian Youth Champion Vishwanath Suresh (48kg) started the day’s proceedings for Services with a 4-1 win over Haryana’s Vishesh in a close bout where both the boxers played fiercely from close range. The other eight gold medal winners for SSCB were Jadumani Mandengbam (51kg), Ashish (54kg), Nikhil Kumar (57kg), Harsh (60kg), Preet Malik (63.5kg), Ankush Panghal (67kg), Deepak (75kg), Mohit (86kg).

NEW DELHI, JUL 12 (AGENCIES): A 94-yearold sprinter from India, Bhagwani Devi Dagar, recently won a gold medal at the World Masters Athletics Championships held in Tampere, Finland. According to NDTV report, taking to Twitter, the Ministry of Youth Affairs and Sports, informed that Ms Bhagwani won the gold with a time of 24.74 seconds. Additionally, she also bagged a bronze medal in shot-put. “Truly commendable effort,” the Department of Sports wrote in the post. According to information received here, they were joined by the strong Hungarian pair of Istvan Peni and Eszter Meszaros, who finished second in the 30-team qualifying round with a score of 630.3, well behind the Indian pair. Also reaching the bronze medal match was the 10m Air Pistol Mixed team pairing of Shiva Narwal and Palak, who shot a total of 574 in their qualifying round to finish third behind the Greek pairing of Anna Korakaki and Dionysios Korakakis. NEW DELHI, JUL 11 (AGENCIES): The BCCI has announced the Indian women’s cricket team for the upcoming Commonwealth Games to be held in Birmingham on Monday. Harmanpreet Kaur will lead the 15-member squad during T20 cricket’s debut at the quadrennial event. The team will also see the return of Sneh Rana, Harleen Deol and wicketkeeper Taniya Bhatiya, Sportstar reported. The most notable player to make a comeback to the squad is all-rounder Sneh Rana, who missed the Sri Lanka series owing to an injury which kept her at the National Cricket Academy (NCA) for rehabilitation. The team will have Yastika Bhatia as the first-choice stumper. NEW DELHI, JUL 12 (AGENCIES): The Badminton Association of India (BAI) will conduct a joint practice for the Commonwealth Games-bound Indian shuttlers from July 18 to 24 in Hyderabad. According to Sportstar, the entire 10-member Indian badminton contingent, including men and women, will practice together under the watchful eyes of the coaches before they leave for Birmingham on July 25 to participate in the biggest multi-sporting event of the year. “It’s very important to bring together all the players ahead of the Commonwealth Games (July 28 to August 8). Such training sessions always help teams to get into the rhythm before any big event and also plan and work on various strategies as a team,” Sanjay Mishra, secretary of BAI, said on Tuesday in a statement.

LONDON, JUL 12 (AP): Four-time Olympic champion Mo Farah has disclosed he was brought into Britain illegally from Djibouti under the name of another child. “The truth is I’m not who you think I am,” the 39-year-old Farah told the BBC in a documentary called “The Real Mo Farah.” Farah, who became the first British track and field athlete to win four Olympic golds, said his children have motivated him to be truthful about his past. “The real story is I was born in Somaliland, north of Somalia, as Hussein Abdi Kahin,” he told the BBC. “Despite what I’ve said in the past, my parents never lived in the U.K. “When I was four my dad was killed in the civil war, you know as a family we were torn apart. I was separated from my mother, and I was brought into the U.K. illegally under the name of another child called Mohamed Farah.” During the documentary, Farah said he thought he was going to Europe to

live with relatives and recalled going through a British passport check under the guise of Mohamed at the age of nine after traveling with a woman he didn’t previously know. “I had all the contact details for my relative and once we got to her house, the lady took it off me and right in front of me ripped them up and put it in the bin and at that moment I knew I was in trouble,” he said. The athlete travelled back to his childhood home

in west London, recalling “not great memories” where he was not treated as part of the family. Farah eventually told teacher Alan Watkinson the truth and moved to live with his friend’s mum who took care of him and he ended up staying for seven years. It was Watkinson who applied for Farah’s British citizenship which he described as a “long process.” Farah was recognized as a British citizen in 2000.
