KOHIMA, JUL 12 (NPN): The State government is mulling with the option of re-imposing lockdown if the Covid-19 situation worsens after various relaxations through unlock-1 and unlock 2. This was stated by principal director health & family welfare (H&FW) Dr Neikhrielie Khimiao while interacting with media persons at his office chamber here Monday. Dr Khimiao said the period of unlock-1 and 2 would be carefully observed and, if the situation worsened, current unlock would be reversed. He also said the H&FW department was closely watching the situation and was stressing on following appropriate Covid-appropriate behaviours. Since crowd control was beyond the control of the department , Dr.Khimiao stressed that the police, district administrations and NGOs have to enforce the SOPs. DIMAPUR, JUL 12 (NPN): After one-day hiatus, the state-owned oil marketing companies (OMCs) Monday increased the price of petrol by 28 paise per litre while diesel price was reduced by 16 paise per litre. Following Monday’s rate revision, petrol price has now breached the Rs.100per-litre mark in all districts of Nagaland except Dimapur, where the price is also inching closer to hitting the century mark. Fuel prices have now increased on 39 days and remained unchanged on 34 days since May 1.

As booster doses too were in the process of being rolled out, he hoped that things would get clearer as the days went by. He clarified that there was no plan to give Sputnik V free, unlike Covishield and Covaxin which were purchased directly by Government of India to be sold to private sectors at approved rates. He said as Sputnik V vaccine was internationally recognised, persons plan-
ning to travel abroad were advised to opt for this vaccine. He, however, said it was not advisable for those who already took Covishield to take Sputnik V immediately till the immunity period was over and that this could be decided at a later stage. Wokha testing rate low: On low positivity rate in Wokha district, Dr Khimiao attributed it to fewer tests. He said the H&FW department was trying its best to increase testing at all levels but also called for ending social stigma associated with Covid. When asked about laxity in checks on incoming passengers at railway station and airport, he said every district task force (DTF) had the authority to initiate any action based on the given situation, even if unlock-2 was in operation. PD also pointed out that DTFs were empowered to ensure that SOPs and advisories were followed and that citizens should also cooperate with the protocols issued by the government. He said protocols were meant for public safety and DTF should keep a
close watch on the situation Testing and vaccination to be ramped up: The PD also lamented on the misinformation being uploaded on social media and other public platforms, which were creating fear among citizens against testing or vaccinations. He said DTFs have been notified to carry out mass awareness. He said the H&FW department would ramp up testing as death and positivity rates were correlated with testing. By increasing the testing, the State’s image of doing poorly at national level might also change he said. The PD also assured that sufficient testing kits would be provided to all districts. Additional 15 PSA plants: Dr Khimiao also informed that Nagaland will receive additional 15 Pressure Swing Adsorption (PSA) plants with higher capacity through PM CARES Fund. Hence, lower capacity plants in some districts could be relocated to some community health centres and these replaced with the higher capacity PSA oxygen plants at district hospitals, he (Cont’d on p-6) added.

The last few weeks of the year has been trying times for me and my family where I lost my mother Lt. Zehosale Sothu on 12-05-2021, my father Lt. Medochol Sothu, (Associate Pastor, NCRC Kohima) on 25-05-2021 and my wife Lt. Mhasilenuo Sothu on 24-06-2021. In these trying times, I and my family would not have survived if God Almighty was not with us and if the Church along with all dear and near ones have not stood by us. I am overwhelmed by everyone's concern, love, care and assistances through prayer, physical presence, material and financial support from all corners, individuals, organizations and churches. I regret for being unable to thank each and everyone individually. However, I would like to mention my indebtedness to you all and pray that Almighty bless you all abundantly. Cattle protection bill tabled in Assam Assembly
GUWAHATI, JUL 12 (PTI): A bill to regulate slaughter, consumption and transportation of cattle was tabled in the Assam Assembly on Monday by Chief Minister Himanta Biswa Sarma, who said that the new legislation aims to forbid sale and purchase of beef in places other than the ones permitted by competent authorities. Sarma, after introducing the Assam Cattle Preservation Bill, 2021 in the House, also pointed out that the legislation seeks to ensure that permission wasn’t granted to areas that are predominantly inhabited by Hindu, Jain, Sikh and other non-beef eating communities or places that fall within five-kilometre radius of a temple, satra, and any other institution as maybe prescribed by the authorities. Exemptions might be granted for certain religious occasions, he noted. The chief minister further said that there was an imperative need to enact a

new legislation and repeal the earlier Assam Cattle Preser vation Act, 1950 which lacked sufficient legal provisions to regulate the slaughter consumption and transportation of cattle. The law, when enacted, will prohibit a person from slaughtering cattle unless he has obtained the necessary certificate issued by the registered veterinary officer of a particular area. According to the bill, the veterinary officer will issue a certificate only if he is of the opinion that the bovine, not being a cow, is over 14 years of age. A cow, heifer or calf may be slaughtered only if it is permanently incapacitated.
7 prisoners throw chilli powder, escape Arunachal jail
ITANAGAR, JUL 12 (IANS): Seven undertrial inmates fled from East Siang district jail in Arunachal Pradesh by spraying chilli, salt and pepper powders on the jail guards, police said on Monday. A police official said that a massive search operation has been launched to nab the escaped prisoners immediately after the undertrial jailbirds escaped from the jail located in district headquarters in Pasighat on Sunday night. Five jail guards were injured in the attack. Around 100 prisoners are lodged in the district jail in East Siang district in eastern Arunachal Pradesh which shares borders with Assam. The seven fleeing prisoners have been identified as Abhijit Gogoi, Taro Hamam, Kalom Apang, Talum Panying, Subhash Mandal, Raja Tayeng and Dani Gamlin.
Also, just duly licensed or recognised slaughterhouses will be allowed to butcher cattle, the bill manitained. The new legislation will check transport of bovines within the state or outside, if valid documents are not made available to the authorities. There will, however, no restriction on ferrying cattle for agricultural purposes within a district. One does not need to take permission for transporting cattle to and from registered animal markets for the purpose of sale and purchase within the district. All offences under this new legislation shall be cognizable and non-bailable. Anybody found guilty shall be punishable with imprisonment for a term which shall not be less than three years or fine that may vary between Rs 3 lakh and Rs 5 lakh or both. If someone convicted under the new law is found guilty of the same or a related offence the second time, the punishment will be doubled..

The entire opposition on Monday staged a walkout on the first day of the Budget Session of the Assam assembly after the speaker refused to allow discussion on the issue of price rise of fuel and other essential commodities. The Congress, AIUDF and CPI(M) brought three adjournment motions to discuss the issue of rising prices of petrol, diesel, cooking gas and other essential items, but Speaker Biswajit Daimary declined to accept those. In a rare instance, the speaker, before allowing the respective opposition members to talk on the admissibility of the topic, said that he has decided to cancel the three adjournment motions as the subject is not “under the state government”. This led to an uproar in the House with the opposition members criticising the speaker for not following the “assembly traditions”.
Correspondent IMPHAL, JUL 12: Manipur reported 890 new coronavirus cases on Monday, taking the infection tally to 78,621, while the death toll reached 1,287 as 15 patients succumbed to the infection, health department said. A total of 590 patients were discharged from hospitals in the last 24 hours, which took the overall recovery count to 69,814. The number of active cases is 7,520 at present. The state’s COVID-19 recovery rate is 88.79 per cent, while the fatality rate is 1.64 per cent. As 6,521tests were conducted on Monday, the positivity rate of the day is 13.65 per cent. The state has done 9,62,488 tests so far. The state also reported 15 deaths taking the total number of people succumbing to the COVID-19 complications to 1,287. Analysis of the district-wise situation report showed the number of single-day cases went up in other districts too even as the twin Imphal districts continued to contribute the highest number of daily infections.
SHILLONG, JUL 12: The Bharatiya Janata Party (BJP), which is a constituent in the ruling Meghalaya Democratic Alliance (MDA) government, has requested chief minister Conrad Sangma to immediately convene MDA meeting to discuss into the functioning of the Meghalaya Energy Corporation Limited (MeECL) and implementation of Saubhagya Scheme in the State. The demand for the MDA meeting is significant in the wake of the growing clamour for a CBI probe into the alleged financial bungling of over Rs 149 crore in the implementation of Saubhagya scheme in the state which aims to provide electricity to poor households. “I have seen media reports and also been informed that partners of the MDA government are demand-
ing a CBI probe into the MeECL and alleged financial bungling in the implementation of Saubhagya scheme. Therefore, I humbly request the chief minister to immediately convene the MDA meeting to discuss the issue,” BJP national vice president and Meghalaya in-charge, Dr. M Chuba Ao said. “The power minister (James Sangma) who is in eye of the storm can also clarify the allegation on the matter at the MDA meeting which is the right platform to discuss the matter,” he added. Correspondent IMPHAL, Jul 12: Union road transport and highways minister Nitin Gadkari who arrived in Imphal on a few hours visit in the state on Monday inaugurated and laid the foundation stone of 16 national highways projects. Among others projects inaugurated on Monday included a RCC Bridge across Makru River along Imphal-Jiribam section of NH-37 in Tamenglong district. The union minister also inaugurated and laid foundation stones for other 15 national highway projects at a grand function held at Imphal’s City Convention Centre. The projects covered a total length of 298 kilometers of estimated cost of Rs. 4,148 crore. The projects which were inaugurated today included two laning of Imphal-Moreh section of NH-39 from Wangjing to Khongkhang (46 Km costing Rs 869 crore), strengthening of existing two-lane including construction of paved shoulder from Mao to Senapati section (48 Km costing Rs 235 crore), strengthening of existing two-lane including construction of paved shoulder of Senapati-Kangpokpi-Koubru Leikha section (27 km costing Rs 140 crore) and superstructure bridge over River Makru on Jiribam-Barak road on NH37 with approaches (855 meter costing Rs 62 crore). Apart from this, the union minister

Addressing the event, Gadkari hoped that these projects will provide all weather connectivity to Manipur with the rest of the country and the neighbouring countries. Gadkari also informed that projects worth Rs 5000 crores have also been sanctioned for the state and the detailed project reports (DPR) will be completed within six months and the work will start in a year’s time. He said expansion of highways in the state will be recommended under the Bharatmala Phase ll. He said that the Prime Minister was giving highest priority to the north east and road infrastructure will contribute to the development of Manipur and make it socially and economically strong. The union minister said that water, power, transport and communication were the four most important things for development of industry, for generating employment and eradicating poverty. He said that the progress of any nation depends on the growth of sectors like agriculture, industries and service sectors.

SVC installs new team DIMAPUR: Sovima Village Council (SVC) installed its new team of office bearers, headed by Sebastian Zumvü as its chairman for the tenure 2021-26. A press release by general secretary Ruokuosilie Rupreo informed that the chairman elect, Zumvü highlighted the plan of action of the new team which included “greater participation of women” and “youth in decision making process”. “Our womenfolk represents almost 50% of population and they are no less capable then the menfolk”, he said, while asserting that it was only fair that they have more say than they do now in decisions pertaining to the village. He also stated that since youth were the future of village, they should have their say in how they wanted to fashion their future and destiny. Zumvü further added that the new team would endeavour to make Sovima “clean and green village” by making it garbage/plastic-free and also undertake tree plantation and nurturing of saplings. In this regard, he called upon leaders to extend their unstinted support in order to make the plans of the new team a reality. America’s misadventures
A
merica has been fighting wars across the globe since World War I (WW1) in “defence of democracy and freedom”. The US lost over six lakh military personnel since WW1, WW2, Korean war, Vietnam war, Gulf war, Iraq war and Afghan war. The US spent nearly $10 trillion in all these wars. These figures exclude other wars such as war of independence, Spanish, Mexican etc. All the wars were fought beyond the shores of America. In most of the wars (barring Korean, Gulf and Iraq wars) the US had to withdraw in humiliation. US interventions were driven mostly by a self-assured Washingtonian view that it has the necessary military power to easily overwhelm an enemy. Yet that has turned out to be more often than not untrue. Since World War II, the United States has lost just about every war that it has fought in a developing country. It has epitomised the tragedy of a world power’s incapability in asymmetric conflicts. Whether it was the disastrous Vietnam war in the sixties where the world’s most powerful army armed with the most awesome weapons, jet fighters and warships, had turned tail against the dogged Vietcong guerillas; America’s war history is replete with disasters and humiliating defeats against smaller and even barely armed opponents. The US is withdrawing from Afghanistan which it invaded in 2001 after it launched its ‘War on terror’. America has been fighting in Afghanistan for 20 years. It has spent more than $2 trn (Rs. Rs.14,91,34,30,00,00,000.03) on the war. It has lost thousands of its own troops and seen the death of tens of thousands of Afghans— soldiers and civilians alike. Now America is calling an end to the whole misadventure, with almost nothing to show for it. Afghanistan has been the graveyard of all invading armies and has also taught a lesson to the world’s two most powerful super powers- the erstwhile USSR(Russia) and the USA. The very group that the US armed and supported- Taliban/Al Qaeda- against the USSR- have now turned against it. Washington has learned little or nothing from its past experiences- that it’s military is neither suited nor trained for fighting national insurgencies. The Afghanistan blunder should end America’s conceit that it can fight any army at any place. After the Vietnam fiasco and the Iraq debacle, as well as the example of the Soviet defeat in Afghanistan, it would have made sense if the US became wiser in their choice of intervention. When the US invades any country, it seeks to bring about a regime change. The US hasn’t been able to secure a credible and effective partner on the ground in the invaded country. This happened in South Vietnam, Iraq and Afghanistan. The US has been notorious for choosing the wrong leader in countries it invaded. When it mattered most, these US-chosen leaders proved incompetent, manipulative, unpopular and counter-productive to the chosen objective. The hasty US withdrawal will bring back the murderous elements who will also become proxies of other powers such as USSR, China, Pakistan, Iran , India and the Arab states etc. The USA will also have to accept thousands of Afghans as refugees as it did with the lakhs of Vietnamese, Koreans, Syrians, Iraqis etc. Clearly, America needs to take a break from meddling in other’s business.

Am I building up the body of Christ, or am I only concerned about my own personal development? The essential thing is my personal relationship with Jesus Christ— “…that I may know Him…” (Philippians 3:10). To fulfill God’s perfect design for me requires my total surrender— complete abandonment of myself to Him. Whenever I only want things for myself, the relationship is distorted. And I will suffer great humiliation once I come to acknowledge and understand that I have not really been concerned about realizing Jesus Christ Himself, but only concerned with knowing what He has done for me. My goal is God Himself, not joy nor peace, Nor even blessing, but Himself, my God. Am I measuring my life by this standard or by something less?

India must start competing, and not participating, in Olympics
W
hen the Indian athletes, seeking to improve upon the six-medal haul bagged at the 2012 London Olympic Games, managed only two at the 2016 Rio Olympics, the National Institution for Transforming India (NITI) Aayog came up with a plan for India to win 50 medals at the 2024 Olympics. If that happens three years from now, all those involved in the making and implementing that scheme, besides the athletes who would win those 50 medals in Paris, would deserve the highest accolade of the country. They would thoroughly deserve all the prizes for what would probably be the biggest jump in terms of sudden improvement in the history of the world’s biggest sports extravaganza, Olympics, rather in the history of mankind. Whether or not that happens is another question altogether. Let us first check the ground reality. India has won a grand total of 28 medals, nine of them being gold, in the 121 years of Olympic participation. On the other hand, American swimming juggernaut Michael Phelps has won 28 medals, 23 of them gold, in just four Olympics (20042016). These figures tell a thousand tales of America’s and India’s sporting system/ history. All arguments end there. Period. And just by the way, India is currently the sec-

ond most densely populated country in the world with almost 1.30 billion people, while the US is a distant third with a little over 300 million inhabitants. The difference is humoungous, stark, and telling. If the US and Phelps in those 12 years has dominated the global sports scene it is because of one major factor, honesty, which is missing in India. They recognised the talent in Phelps and persisted with him, honestly, and without taking his transgressions off the field. The result is before us. Honesty is an infinite, all-encompassing term, considering its importance in everything we do in all walks of life. India immediately needs to turn honest in selection of athletes and teams, in providing quality infrastructure and diet to athletes, in providing unstinted official and unofficial support to athletes, in offering monetary incentives to them, and in giving them due recognition without vindictiveness and bias, and in several other areas. Instead, we in India indulge in gimmickry. Our sports administrators must realise that medals, particularly at the Olympic Games, are not won by making ‘best of luck’ messages trend on Twitter or by producing catchy anthems before every Olympics or by organising webinars, or making unrealistic/bombastic predictions on medal count. Nor will
avoiding straight answers and hiding behind ‘hopeto-win’ and ‘it-all-dependson-the-draw’ do any good to Indian sports. Nor gimmickry/events like “100 days to go” or “50 days countdown begins” for the Olympics would either be of any help to athletes. At best, these things can take the general, gullible public away from the reality. Truth is that very often athletes are pulled out of their training schedule and forced to attend such functions, so that sports administrators could bask in borrowed glory, while athletes’ rhythm is broken. Also, no sporting excellence can be achieved by changing names and logos of sports bodies either. The sooner the Indian sports system, from administrators to athletes, accept these facts the better it would be for our beloved India. Unfortunately, everything listed above has either happened or is continuing to happen. On Saturday, for example, the Board of Control for Cricket in India tweeted a 40-second video in which the likes of ViratKohli, Rohit Sharma, Mithali Raj, and Harmanpreet Singh are heard saying “cheer for India” and “dekhiyehamare athletes ko Tokyo Olympics mein (watch our athletes at the Tokyo Olympics)”. No harm at all in producing such feel-good audiovideo messages from our best cricketers just before
an important sports event. Still, one may, at the same time, ask this: how much will these one-liners help Indian athletes beat the opposition and win medals at the Olympics? Everyone knows the answer. Just before the 2016 Olympics as well, hype was built around the Indian athletes who were going to compete in Rio. Again, everyone knows what happened there. Just to refresh your memory, a 117-athlete contingent returned with a solitary silver and a solitary bronze and India finished at the 67th position. In 2012, an 83-strong group had won six medals and the country ended up at the 56th spot -- India’s best show in 112 years of Olympic participation. India’s basic sporting problem emanates also from the choice of words. Even in the 21st century, we are unfortunately still “participating” in sporting extravaganzas, and not “competing”. When the term “competition” will be drilled deep in the minds and hearts of our athletes/administrators and “participation” would be completely banned from everywhere - from official correspondence to oral speeches to social media, a change in the mind-set would surely come in. Medals are also not won by Olympic analysts based on statistical data, a recent trend. Medals are won by good performance
The Resurgent Taliban
he recent advances by Taliban in Afghanistan compel us to impartially analyse their psyche and reasons for their success and continued survival. The US President Joe Biden in a speech on Thursday 8 July announced that the U.S. military would complete its withdrawal from Afghanistan by August 31, nearly two weeks before his earlier deadline of September 11,announced in April. The U.S. pull-out from Afghanistan, will end the US’s longest overseas war -which cost the lives of around 2,300 US troops and $825 billion monetarily-is a result of the February 2020 agreement that the Trump administration negotiated with the Taliban in Doha, Qatar. In his latest speech Biden strongly defended his decision to pull U.S. military forces out of Afghanistan, saying the Afghan people must decide their own future, rather than sacrificing another generation of Americans in an unwinnable war. Biden called on countries in the region to help bring about an elusive political settlement between the warring parties. He said the Afghan government should seek a deal with the Taliban to allow them to coexist peacefully. And this is what has proved to be the red herring amongst the neighbouring and regional countries. Most of the countries have reacted in a guarded manner over the advances of the Taliban forces in Afghanistan since May, who now controls 162 districts in Afghanistan. In reality the chaotic and unpredictable conditions in Afghanistan will have a significant impact on the regional geo-politics. For starters, the Iranians have started fishing in the troubled waters by inviting the Taliban leadership for talks in Teheran. Iranian initiative The Taliban-Iranian talks began in January this year, as part of Iranian efforts to broker peace between the Afghan government and other factions. The latest round of intraAfghan talks began on Wednesday 7 July morning by a speech from Iranian foreign minister Mohammad Javad Zarif, who warned that the continuation of conflicts between the government and the Taliban will have ‘unfavourable’ consequences for Afghanistan, noting that a return to the intra-Afghan negotiations is the ‘best solution’. Earlier, Saeed Khatibzadeh, spokesman for Iran’s Foreign Ministry, had said that Taliban is part of the reality in Afghanistan and they are also talking to the Afghan government. During the recent meeting, Zarif discussed the prospect of Afghan people forming an all-inclusive government, including Taliban. Pakistan’s alarm
Pakistan’s Prime Minister Imran Khan in an op-ed in The Washington Post on 9 June sounded hurt by the accusations of the government in Kabul naming Pakistan as inciting violence in the country. He further wrote that he would like Pakistan to be ‘a partner for peace in Afghanistan’, which may have ideated from the Indian outreach to the Taliban. UK’s concern The UK it seems is more worried about the presence of Al Qaeda and Daesh elements in Afghanistan and not with the Taliban advances. Sir Alex Younger, former head of MI-6 has cautioned about theterrorism threat to Britain rising, following the US withdrawal and has further said the threat from terrorist groups such as Al Qaeda and Daesh would grow if the UK turns its back on Afghanistan. But the UK’s Chief of Defence Staff, General Sir Nick Carter, who served several command tours in Afghanistan, believes the Taliban leadership may have learnt from their earlier mistakes. He maintains that if the Taliban expect to share power, or seize it, then they will not want to be seen as international pariahs. Wiser heads amongst the Taliban, especially those who attended the recent peace negotiations, may well argue for a clean break with Al Qaeda in order to secure international acceptance. India’s Outreach Indian officials recently met with the Taliban delegation in Doha. This marks a marked policy shift in India’s approach to Afghanistan and Taliban. Besides showing maturity of the policy makers and strategists, the move may accelerate the transition from a non-existent relationship to the inception of a diplomatic engagement, whilst acknowledging Taliban as a critical component of future Afghanistan. Though Indian policy makers will also be worried about the security threat from the pro-Taliban Pakistani outfits, yet they may have weighed the advantage of engaging with the Taliban and also considered that in future the Taliban might be able to assert pressure on forces inimical to India. India has always called for ‘an Afghan-led, Afghan-owned and Afghan-controlled process’, and as such, the strategic move to engage with Taliban broadly demonstratesa regional security imperative for India and its efforts to minimise Islamabad’s influence. Taliban psyche: American view The Americans have always wondered what fuels the Taliban to fight against a huge military machine despite the odds. Though in reality this has not led to any effort to try to understand the Taliban’s psyche
and their commitment. However, an American, Carter Malkasian has tried to discuss this in his new book The American War in Afghanistan: A History. Malkasian analyses the Taliban advantage in inspiring Afghans to fight. He opines that their call to fight foreign occupiers, steeped in references to Islamic teachings, resonates well with Afghan identity and psyche. He says that for Afghans, jihad — more accurately understood as ‘resistance’ or ‘struggle’ than the caricatured meaning it has acquired in the United States — has historically been a means of defence against oppression by outsiders, part of their endurance against invader after invader. The Taliban were able to tie them-selves to religion and to Afghan identity in a way that a government allied with non-Muslim foreign occupiers could not match. The very presence of Americans in Afghanistan trod on a sense of Afghan identity that incorporated national pride, a long history of fighting outsiders and a religious commitment to defend the homeland. The Taliban’s ability to link their cause to the very meaning of being Afghan was a crucial factor in America’s defeat. He further says that the Taliban exemplified something that inspired, something that made them powerful in battle, something tied to what it meant to be an Afghan. They cast themselves as representatives of Islam and called for resistance to foreign occupation. Together, these two ideas formed a potent mix for ordinary Afghans, who tend to be devout Muslims but not extremists. Now, with the Taliban overrunning districts in the north, they will likely press their attack, further emboldened by US departure over the next few weeks. Afghan soldiers and police will suffer from the same morale problems that have plagued them for two decades. Provincial capitals and Kandahar or Mazar-e-Sharif are likely to fall, possibly within a year. After that, Kabul itself will be in danger. The capital may hold, at least for a while, but the government and its allies will struggle to survive, with little chance of regaining what has been lost. The world it may seem is bound to sit at the same table with Taliban, once they embrace political identity and become part of the political establishment, and this may mark a peaceful future for Afghanistan. But the harsh reality is different: the analysts are not going to run, jump, throw, and play on behalf of our athletes in Tokyo. That is the job of athletes, and only their performance on the day would count, nothing less or more. Making populist statements on social media won’t help one bit, believe it. “We want to make this Olympics very, very memorable and it is the athletes who will ensure that the

What steps have been taken towards that end? One hardly read or heard any follow-up or update on the grand plan. If the sports ministry, the Indian Olympic Association, and the national sports federations have indeed taken the NITI Aayog blueprint (though there is no novelty in it) seriously, they should inform sports fans about the progress made, if any. Also in 30 years, I have seen a number of MoUs being signed between the Indian Olympic Association and Confederation of Indian Industries and the Federation of Indian Chambers of Commerce & Industry. A newborn baby learns to crawl, stand, and walk from exercises and experiences before learning to speak. One can say it is a prime activity in human life. Hence, health and physical education has a very important role in the field of education. In the recent past during the two years of Covid-19 pandemic very often doctors have given suggestions to boost immunity through various nutritious diet & exercises to remain less harmed from pandemic. Consequently, people have seen practicing healthy diets and physical exercises either by expert guidance or themselves to remain Covid free. The purpose of education, I feel, is to equip an individual to overcome the necessities of life. For example, language subjects teach us to communicate
effectively, math teaches to solve numeracy, science teaches to adapt to modernization and invent, social science teaches to keep a healthy society. Similarly, being healthy and fit is also a necessity in life, and it should have a prominent importance in the field of school education along with other academic subjects. The school authorities must give equal importance in theory based physical education teaching for all the classes and conduct exams similar to other scholastic subjects. Health and physical education syllabus provided by NCERT clearly indicates classes under physical education are not merely confined with learning rules and regulations of sport or exercises, whereas it also has various health related concepts which must be imparted to the child in school education. Unfortunately, the same are being taught now to the matured ones like how to boost immunity, wearing masks, sanitization etc. Moreover, the chapters under the physical education syllabus are very much integrated with other scholastic subjects like science, social science, maths etc. The role of parents is also very prominent while encouraging their child to get involved in health and physical education activities and classes. Can’t impose compensation to victims as a bail condition, says Suprme Court
NEW DELHI, JUL 12 (IANS): The Supreme Court has observed a condition of payment of compensation to victims cannot be imposed at the stage of granting bail. A bench comprising Justices Sanjay Kishan Kaul and Hemant Gupta said: “We may hasten to add that we are not saying that no monetary condition can be imposed for grant of bail. We say so as there are cases of offences against property or otherwise but that cannot be a compensation to be deposited and disbursed as if that grant has to take place as a condition of the person being enlarged on bail.” The bench noted that it is clear from a plain reading of Section 357 that such
compensation can only arise after the conclusion of trial albeit, of course, the same being a matter of discretion. Thus, without a full-fledged trial, there cannot be a sentence and, thus, there cannot be any such compensation,
the bench added. The top court order came on the plea of two accused, who were granted bail by the high court with a condition requiring them to deposit Rs 2 lakh each as compensation to the victims.

With the coronavirus pandemic still raging, the session will be held in both the Houses of Parliament with all necessary protocols and arrangements are being made to accommodate members on a social distancing basis.

SHIMLA, JUL 12 (IANS): The Central government on Monday deployed the National Disaster Response Force (NDRF) as heavy rain in Himachal Pradesh led to flashfloods in upper Dharamsala in Kangra district, washing away parked cars and partially damaging houses. Two persons have been reported missing after heavy rain in the district. Reviewing the ground situation in the state, Union Home Minister Amit Shah spoke to Chief Minister Jai Ram Thakur on the phone, assuring him that an NDRF team will be deployed to handle any exigency. GURUGRAM, JUL 12 (IANS): A woman was allegedly confined in Ballabhgarh (Faridabad) for nine days and raped by four men. The culprits are yet to be nabbed, the police said on Monday. The rapists let the woman go after nine days of confinement, following which she informed her family members about the incident. The victim approached the police on July 10 and filed an FIR. The victim stated in her police complaint that a man called Chintu of her village asked her to meet him on June 30 near a temple located in her village. W h e n t h e wo m a n reached there Chintu was present, thereafter another man Sanju reached there in his car and the duo took her to Faridabad. During the confinement, the four men raped her every day and dropped her at Ballabhgarh bus stand on July 8, from where she called her family members. She went to the police station on Sunday.

However, to achieve this goal, trained manpower is needed which can only be made possible when the NFSU opens colleges in each state and creates experts in different fields, Shah added. The university, he said, will benefit from the new education policy that puts focus on imparting education in different subjects like forensic science. According to Shah, cyber defence and ballistics research centres set up at the university are unique in Asia. “I can see India becoming self-reliant in both these spheres. To make them excel in the world, we need nobody else. We are going to be self-reliant in both these fields,” he added. Shah inaugurated the Centre of Excellence for Research and Analysis of Narcotic Drugs and Psychotropic Substances at the National Forensic Science University (NFSU) here. Speaking at the occasion, Shah expressed confidence that the new facility, which he said is among the best in the world, will help the country deal with the challenges of the 21st century. “The ill-effects of narcotics on our youth, society, our security and the economy are a matter of concern for the entire country,” Shah said, adding several steps have been taken over the past two years to stop the landing of narcotics on the Indian soil or letting them pass through the country. “India faces one more danger in the form of narcoterror. The money earned through this is used in terrorism, and this also needs to be stopped. Our coming generation is being destroyed,” he said. ALGIERS, JUL 12 (IANS): The Algerian government has decided to extend the ongoing lockdown for 21 days amid a spike in new coronavirus cases. In a statement on Sunday, the PM Office said the lockdown extension will be implemented in 14 provinces, including the capital Algiers, reports Xinhua news agency. Earlier in the day, Health Minister Abderrahman Benbouzid told the state-run television ENTV that the recent increase of infections is largely due to the spread of the highly contagious Delta variant. Benbouzid said the Ministry is working to provide more resuscitation beds and oxygen for Covid-19 patients, adding hotels, ships, and field hospitals will be mobilized when necessary to cope with the recent rise in infection cases. He also indicated that the vaccination will be carried out in homes, mosques, and schools to have more vaccinated. The government also urged the citizens to wear face masks constantly and respect hygiene and social distancing rules to break the chain of infection.

JOHANNESBURG, JUL 12 (PTI): The South African government is all set to deploy troops to control the violence that has erupted in various parts of the country over the jailing of former president Jacob Zuma for contempt of court. Initially, soldiers will be deployed in two provinces -- Guateng and KwaZuluNatal, the South African National Defence Force (SANDF) announced on Monday. KwaZulu-Natal is Zuma’s home province. Zuma is currently imprisoned in the Estcourt Correctional Centre for failing to obey a court order to testify at a judicial commission that is investigating allegations of corruption during his term as South Africa’s president from 2009 to 2018. The 79-year-old politician, who denies corruption, handed himself in to police on Wednesday last week to begin his 15-month sentence. MANDALAY, JUL 12 (AGENCIES): Myanmar’s deposed leader Aung San Suu Kyi is facing four additional criminal charges, filed in a court in the country’s second biggest city Mandalay, her lawyer said on Monday. The legal team has little information about what Suu Kyi was accused of but the charges included corruption and that two were also leveled at Min Thu, a former minister in her government, lawyer Min Min Soe told Reuters. “There are corruption charges. We do not know why do they sue? Or for what reasons? We will find out about it,” she said. The new cases could see Suu Kyi, 76, tied up in legal proceedings in three different cities. The Nobel Peace Prize winner has been held since a Feb. 1 coup and is on trial in the capital Naypyitaw over charges that include illegal importation and possession of walkie-talkie radios and violating coronavirus protocols under a disaster management law. She is charged also in a Yangon court, accused of unspecified breaches of the Official Secrets Act, punishable by a maximum of 14 years in jail. Her legal team rejects all of the charges. Chief lawyer Khin Maung Zaw said crossexamination on Monday of a prosecution witness revealed a raid on Suu Kyi’s home had been carried out illegally without a warrant. At a news conference on Monday, military spokesman Zaw Min Tun made

KABUL, JUL 12 (IANS): At least 40 Taliban militants were killed in multiple strikes carried out by the Afghan Air Force, the Ministry of Defence confirmed on Monday. In southern Helmand province, 14 militants were killed and two others wounded after warplanes targeted Taliban hideouts in Garmser district, the Ministry said in a statement. The victims included Mawlawi Hijrat, a deputy commander of the Taliban’s Sara Keta or Red Unit for Garmser. Twenty militants died and 35 others were injured when the air force targeted hideouts in Dilaram district in western Nimroz province, according to the Ministry. Besides, six militants were killed and five others wounded after the air force hit a Taliban position in Tagab district of eastern Kapisa province. A huge amount of militants’ weapons and ammunition were also destroyed in the raids, the statement said. While the US and NATO troops are leaving the country, violence in the country is on the rise. To check the situation, the Afghan government security forces also continued to press the militants.

K AT H M A N D U, J U L 12 (IANS): In a dramatic move, the Nepal Supreme Court on Monday overturned Prime Minister K.P. Sharma Olis decision to dissolve the House and issued an interim order to reinstate it, while also ordering President Bidya Devi Bhandari to appoint oppsotion Nepali Congress President Sher Bahadur Deuba as the new premier. A five-member constitutional bench led by Chief Justice Cholendra Shumsher Rana issued the rulingstating that President Bhandari’s decision to dissolve the House of Representatives upon a recommendation of Oli was “an unconstitutional act”. The court also ordered the President to appoint Deuba, who had presented his majority during the election process on May 24, as the new Prime Minister by Tuesday evening. The bench further ordered the summoning of a fresh session of the House on July 18. Prime Minister Oli had dissolved the house on May 21 and declared snap elections on November 12 and 19. This is the second time that the apex court has decided in favour of

Fans break into scuffle after final match London, July 12 (IANS): London Metropolitan’s riot police came down to London’s West End after thousands of football fans roamed on the streets post England’s loss against Italy in the Euro 2020 final. Scores of officers wearing riot gear and clutching shields were making their way through the streets of central London when large crowds attempted to push into the fan zone at Trafalgar Square without tickets. The fans dispersed quickly, though, as rain arrived in the city. The riot police were also seen at Piccadilly Circus and Leicester Square in London after football supporters were climbing over street lamps, over the roofs of buses and setting off fire in front of hundreds of fans following England’s defeat. The chaotic scenes came after England lost the Euro 2020 final on penalties 2-3 to Italy, extending the wait for a major trophy after the 1966 World Cup. TOKYO, JUL 12 (AGENCIES): Olympic host city Tokyo entered a new state of emergency on Monday, less than two weeks before the Games begin amid worries about whether the measures can stem a rise in COVID-19 cases. Organisers last week announced that spectators would be banned from nearly all venues. Spectators from abroad were already banned months ago, and officials are now asking residents to watch the Games on TV to keep the movement of people, which could spread contagion, to a minimum. Opinion polls have consistently shown the Japanese public is concerned about going ahead with the Games during the pandemic. Prime Mininster Yoshihide Suga’s handling of the pandemic - including an initially slow vaccination rollout - has eroded his sup-
