KO H I M A , M A R 1 2 (NPN): As Nagaland has been landed in deep financial difficulties, the state government has gone on overdrive to effect austerity measures in order to reduce revenue expenditure by rationalising employment in the government. The other option to tide over the over dependence on government jobs and open up employment avenues is to create a peaceful environment to promote entrepreneurship so that more jobs are created and also spur the economy. These were two issues that were addressed during the one day workshop on “Budget simplified” organised by the Kohima Press Club here on Saturday. In the first issue regarding rationalisation of government employment as austerity measure, Finance department’s senior research officer (Budget) Ketoulhou Metha who spoke on ‘Budget Simplified’ at the Heritage conference hall,

DIMAPUR, MAR 12 (NPN): Joint Coordination Committee of Villages (JCCV) for Dimapur district has once again reminded the state government to rectify the December 20, 2021 notification and place 51 villages, that have been listed, to be under Dimapur district and not Chümoukedima district without delay. According to JCCV convener L.K. Swu and co-convener Tsithrongse, the committee during executive emergency meeting held on March 12 reiterated and reaffirmed that it would leave no stone unturned to realize its objective of continuing to remain with Dimapur district instead of merging with the newly created Chümoukedima district. JCCV warned that failure on the part of the government to act within March 2022, would compel them to launch series protests including indefinite hunger strike from first week of April.

NEW DELHI, MAR 12 (AGENCIES): The directorate general of health services on Saturday wrote to the National Board of Examinations (NBE), asking the test body to declare revised results of NEET PG 2021 after the government decided to reduce the cut off by 15 percentile across all categories. “After due discussion and deliberations, it has been decided by the MoHFW in consultation with NMC with prior approval from Hon’ble HFM to reduce the cut-off by 15 percentile across all categories,” wrote the directorate general. UGC to allow experts without PhD to teach
NEW DELHI, MAR 12 (PTI): The University Grants Commission (UGC) has plans to introduce a system under which industry experts can teach as full-time or part time faculty members in central universities, according to an official. It has also been proposed that the experts will be eligible for teaching in universities without a Ph.D or NET qualification. The official said special positions -- professor of practice and associate professor of practice will be created. Under the proposal, experts who are willing to teach can be hired as
full time or part time faculty members depending on what the university needs, the official said, adding that those who have retired at 60 will also be eligible for these positions and will be able to work till the age of 65. This came up for discussion at the meeting of the UGC chairman with the vice-chancellors of central universities on Thursday. The UGC will form a committee to look into how this can be done and it will submit its report, the official said. There are also plans to set up a portal that will act as a single point for those willing to apply to a university.

DIMAPUR: In an effort to scale up health care services in rural areas, the department of Health and Family Welfare, Wokha organised a Reproductive Child Health (RCH) camp at Nyiro Primary Health Centre Wokha on March 12. Addressing the participants of the camp, deputy chief medical officer, Wokha, Dr. Zuben Kikon informed that the RCH camp was organised to
make health care services more accessible in rural areas. Therefore, he called upon the inhabitants of Niroyo, Yimkha and Yanthamo villages to avail the free health care services. Dr.Kikon also encouraged the beneficiaries to complete their Covid-19 vaccination schedule to develop strong immunity. Yanthamo Village Chair man, Yitsabemo Odyuo extended gratitude
to the medical team for conducting the RCH camp. During the camp, the medical team led by Dr. Zuben Kikon Dy CMO Wokha screened more than hundred beneficiaries and services such as Red Blood Sugar test, Blood Pressure, sterilization, family planning counselling and health check-up were carried out. DIMAPUR: Samagra Shiksha Nagaland (SSN) under Nagaland Education Mission Society (NEMS) will be conducting assessment camp for providing aids and appliances to all physically challenged school going children, and those who were out of school upto the age of 18 years. DIMAPUR/KOHIMA: A annexed two-storeyed school building at Government High School Chunlikha funded under HUDCO was inaugurated on March 11. Advisor, Animal Husbandry & Veterinary Services & Women Resources Development, R. Khing unveiled the plaque after it was dedicated by Rev. Khankhu Magh. In his speech, Khing acknowledged the invaluable contributions of the school to the community for producing many important personalities, both government officials as well as NGO leaders, who at present had become important members of the community and society. NVCO stresses on consumer safety
DIMAPUR: As part of its two week-long celebration of World Consumer Rights Day, the Nagaland Voluntary Consumers’ Organisation (NVCO) stressed on the importance of the Food Safety and Standard Act 2006 based on the Consumers’ Right to Safety. In a press release, Press and Media Cell of NVCO stated that the Act aims to consolidate the laws relating to food and to establish the Food Safety and Standards Authority of India (FSSAI). It stated that under Section 63 of FSSA 2006, if any person or food business operator running a business without license was punishable with imprisonment for a term which may be extended to six months and also with a fine which may be extended to Rs. 5 lakh. Meanwhile, NVCO president Kezhokhoto Savi has appealed the consumers/citizens to remain alert and check the date of manufactured/ packing and expiry date before buying any food items. It also informed the consumers to contact State Consumer Helpline with Toll Free No. 1800 – 345 – 3701 and 1800-3453701 for any grievances during the office hour.

RPP ‘walk to save Nagaland’ covers 600km on day 20
DIMAPUR: The historical “walk to save Nagaland” initiated by Rising People’s Party (RPP) has so far covered 600kms as on March 12 out of the estimated 1200kms. The journey to cover the whole of Nagaland by foot started on February 21. The team has so far covered Dimapur, Chümoukedima, Peren, Kohima, Phek, Kiphire, Shamator and Tuensang districts. The party in a press statement stated that during the journey, the team has been stacked with numerous approbations and contributions from the villagers and passers-by. The team left Tobu town on March 12 morning and will be camping at the banks of the Yongmon River at Yangching village under Longleng district, adding another 36kms to the mileage. The walkers and support team planned to spend day 21(Sunday) in devotional
service and rest, at the said location. The leaders of the RPP stated that they had held a lot of fruitful interactive discussions with the villagers and church leaders during the walk. They also came across the grievances and received first-hand information about the living conditions of the people. The team stated that lack of basic amenities such as good roads and bridges in many of the areas were depriving the “Rights of the people”. Meanwhile, the team appreciated the selfless hospitality received from the people so far during their travail and appealed to the people to continue and hold steadfast in their hopes on RPP. The leaders of the RPP also appealed to the people of Nagaland, to remember the team in their prayers for good health and God’s protection as they continue walking in their quest for a “Renewed Nagaland”.

After NPF, JD(U) to support BJP government in Manipur
IMPHAL, MARCH 12 (IANS): A day after 5 Naga People’s Front (NPF) MLA’s decided to support the BJP in Manipur, the Janata Dal (United) on Saturday announced to support the BJPled government in Manipur, party sources said. The JD(U), which fielded 38 candidates in the recent Assembly elections, won six seats, while the NPF, which put up 10 nominees won five seats against four seats it won in the 2017 Assembly polls. TEZPUR (ASSAM), MAR 12 (PTI): Border Roads Organisation Director General Lt Gen Rajeev Chaudhry on Saturday reviewed progress of strategic projects in Assam and Arunachal Pradesh, which are nearing completion, an official release said. He visited the site of Project Vartak in Assam’s Tezpur. The BRO chief also carried out a recce of the site of a rail-cum-highway tunnel under the Brahmaputra river. Project Vartak chief engineer Brig Harish Kumar accompanied the DG and briefed him on details of the underwater tunnel, the release said. The DG also assessed various ongoing infrastruc-
ture projects in Sonitpur of Assam and Tawang and West Kameng districts of Arunachal Pradesh. He was also informed about all works on BaliparaCharduar-Tawang (BCT) road that will be completed by September, the release said. Lieutenant General Chaudhry also reviewed progress of the strategically important Nechiphu and Sela tunnels being constructed on the BCT road. “These tunnels will be opened for use by the public by September or October,” it said. Chaudhry directed officials to ensure high quality for the construction of these tunnels and maintain the timeline for completion of the projects. The DG also inaugurated a “testing van” comprising all the latest instruments for checking quality of roads, bridges and tunnelling works. Lt Gen Chaudhry visited the Eastern Base Workshop, which is responsible for providing maintenance and repair facilities for machinery used for BRO projects in the northeast region.

The BJP has left no stone unturned to win the elections, leaders of the grand old party that ended with five seats alleged. AICC and MPCC leaders who addressed a press conference in Imphal’s Congress Bhavan on Saturday further accused the saffron party of using armed militant groups operating in hill districts during its electioneering. AICC (Manipur incharge) Bhakta Charan Das alleged that the BJP had not only indulged in rampant violence and intimidation of Congress workers and voters but also manipulated votes at the time of counting. He said, “The sudden stiff increase of votes in the last one hour on the polling day showed that the voting was heavily managed to favour BJP candidates.” He claimed an increase of 12 to 15% voting was recorded in almost all the polling stations. GUWAHATI, MAR 12 (PTI): Union Minister Mukhtar Abbas Naqvi on Saturday said ‘Hunar Haat’, a programme to promote traditional arts and crafts, has been able to help artisans of the country and ensure their socio-economic upliftment. It has proved to be a “partner to protect, preserve and promote” the legacy of craftsmen, the minority affairs minister said. Speaking at the inauguration of the first ‘Hunar Haat’ in the northeast region, Naqvi said this initiative has brought revolutionary changes in the lives of artisans by ensuring their socio-economic empowerment. Around 700 craftsmen
from 30 states and union territories are participating in the market-linkage initiative in Assam’s Guwahati, which will continue till March 20, according to an official release. ‘Hunar Haat’ is an “efficient effort to empower artisans and craftsmen”, Naqvi said. Notably, a target was set to generate employment opportunities for 7.5 lakh artisans and craftsmen through 75 ‘Hunar Haat’, to be organised across the country as a part of “Amrit Mahotsav” of 75 years of India’s Independence. A senior official of the Meghalaya Home Department said that the state government has appointed retired IAS officer Peter S Dkhar as the interlocutor for facilitating the talks with the HNLC, which also last month offered to hold peace talks with the Centre and the Meghalaya government without any pre-conditions. With a vast knowledge of ethnic issues of Meghalaya, Dkhar is a former deputy commissioner of East Khasi Hills and West Jaintia Hills districts.
Retired IPS officer A.K. Mishra, who is the advisor of the Union Home Ministry, will coordinate between the Centre and the state government on the talks with the HNLC. Meghalaya Chief Minister Conrad K. Sangma recently held a meeting with Union Home Secretary Ajay Kumar Bhalla in New Delhi and discussed the peace proposal by the HNLC. “The HNLC’s proposal to initiate talks with the governments under the parameters of the constitution is a welcome step. They are keen to talk to the government in the interest of peace and development,” the Chief Minister had said in a video message. He added that more positive developments are expected to take place in the next few days.The militant outfit recently in a
statement said that the peace initiative was disrupted after last year’s killing or the fake encounter of the group’s former General Secretary Cherishterfield Thangkhiew. The HNLC has claimed responsibility for the low-intensity blasts that took place in recent months in the heart of Shillong and other areas in the state. While militancy is on the decline in Meghalaya over the last several years, but since 2020 the HNLC has been behind a few lowintensity IED blasts in the state. The HNLC, which has been demanding a sovereign Khasi tribal homeland in Meghalaya, is a breakaway faction of the Hynniewtrep Achik Liberation Council, the first tribal militant outfit of the mountainous state, formed in the mid-1980s.

AGARTALA, MAR 12 (PTI): A woman allegedly beheaded her 50-year-old husband and kept the bloodsoaked head in a plastic bag at the family’s temple in Tripura’s Khowai district in the wee hours of Saturday, a police officer said. While Khowai Superintendent of Police Bhanupada Chakraborty said the reason behind the killing is not yet known, the couple’s elder son said his mother has developed a psychological disorder recently and underwent treatment by a local occultist. The 42-year-old woman was arrested from their residence at Indira Colony village of the district. She was living there with her
husband Rabindra Tanti, a daily wager, and two minor sons. “My mother had always been a vegetarian. But she had chicken last night and all of us went to sleep. Suddenly I woke up and saw my father was beheaded. I was shocked to see my mother was standing with a blood-soaked dao (a sharp weapon). When we raised an alarm, she rushed out of the room and kept my father’s head in our temple,” the elder son said. She then confined herself to a room from where the police arrested her. “We have recovered the body and arrested the woman. An investigation has started,” the SP told PTI.
Arunachal Pradesh registers one new COVID-19 case
ITANAGAR, MAR 12 (PTI): Arunachal Pradesh on Saturday registered only one fresh COVID-19 case, pushing the virus tally in the northeastern state to 64,480, a senior health official said here. The new case was reported from Namsai district, the official said. The COVID-19 death toll in the northeastern state remained at 296 as no new fatality was reported in the past 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Arunachal Pradesh currently has 33 active COVID-19 cases, while 64,151 people have so far been cured of the disease, he said.

Manipur Governor La Ganesan on Saturday appointed former education minister Sorokhaibam Rajen Singh as pro-tem Speaker of the state legislative assembly. Rajen, who was re-elected from Lamshang assembly constituency in Imphal West district, will take the oath of office tomorrow (March 13), a Raj Bhavan source said. He will administer oath of office to all the newly elected members which will be held before March 19, the end of tenure of the 11th Manipur Legislative Assembly. Drug peddler injured in police firing in Assam NAG AO N ( A S S A M ) , MAR 12 (PTI): A suspected drug peddler was injured when police fired on him after he allegedly attacked them and tried to flee in a bid to evade arrest in Assam’s Nagaon district on early Saturday, police said. The man was hospitalised. Based on specific information, an operation was launched in an area under Juria police station. On being challenged, the accused allegedly attacked the police team with a sharp weapon and attempted to flee. In response, the police team fired on him injuring him on the right hand. Altogether 59 vials of suspected drugs, Rs 10,200 in cash, one motorcycle and two mobile phones were recovered from his possession, police said. Altogether 33 people have been killed and at least 88 injured in police action while allegedly trying to flee from custody or attacking the personnel since the BJP government, led by Chief Minister Himanta Biswa Sarma, assumed office in May 2021.
Man burnt alive for killing minor boy in Assam DIBRUGARH (ASSAM), MAR 12 (PTI): A purportedly mentally ill person was burnt alive allegedly by tea garden workers in Assam’s Dibrugarh district after he killed a five-yearold boy on Saturday, police said. The incident happened at Dholajan Tea Estate. The boy was playing with others in the compound of Sunit Tanti who was, according to locals, mentally unstable. “Suddenly, Tanti got angry and killed the boy, Ujjal Mura, by slitting his throat,” Superintendent of Police Shwetank Mishra said. After learning the incident, local people caught hold of Tanti and burnt him alive, another police officer said. Mishra said that the police started investigations into the incident and the bodies were sent for post-mortem examination. “The situation is under control,” the SP said. No arrests have been made so far.
Mnp post-poll violence: Data service suspended in Jiribam Correspondent IMPHAL, MAR 12: Manipur government on Saturday suspended mobile internet services in post-poll violence ridden Jiribam district for five days with effect from today. Following t poll related violence incidents, the district administration has already clamped curfew under section CrPC in the district on Friday. The step was taken up in view of the escalating post-poll violence in the district, bordering Assam. After declaration of results on March 10, there was a series of violent incidents, including destruction of properties, in the district that has only one Assembly constituency. The poll related violence erupted in the district after a group of (JD(U) workers stormed the house of vice president Sadam of BJP Minority Morcha and physically assaulted his family members on Friday morning. Sadam’s father, mother and wife were beaten up by the group of JD(U) workers who also threatened
them for supporting the BJP before leaving the house. The family members weres admitted to Jiri district hospital due to injuries, reports said. When the news spread like wildfire, a large number of womenfolk stormed the residence of one Moirangthem Promen, a JD(U) worker who was allegedly involved in the assault of the Sadam’s family. After the district police rushed to the spot, a clash broke out between the police personnel and women. In the fracas, a group of people destroyed a shop owned by the JD(U) worker and also set afire a motorcycle. As tensions ran high in the district, the district administration promulgated indefinite curfew, restricting people from moving out of their homes under section 144 (1) of CrPC 1973 with immediate effect from 4 pm on Friday. Despite the curfew, anti-social elements used social media extensively for transmission of images, hate speech and hate video messages inciting passions of the public.

CBI examines Mumbai Police PM rues lack of reforms in security apparatus Commissioner in corruption case
GANDHINAGAR, MAR 12 (PTI): Prime Minister Narendra Modi on Saturday said there was a need for reforms in the internal security apparatus after Independence, but the country lagged behind in this area. Addressing the first convocation of Rashtriya Raksha University (RRU) at Lavad in Gandhinagar district, he said during British rule internal security revolved around instilling fear among the masses, which needed to be changed. “After Independence, there was a need for reforms, but unfortunately sufficient work was not done in this direction and we lagged behind,” he said. “Even now, the perception about police is that one should stay away from them...,” the prime minister said. More than increasing the number of person-
nel, what was needed was trained officials who understand technology, human psyche, know how to communicate with the young generation and deal with the leaders of mass agitations, the prime minister said. Due to the lack of trained manpower, security forces lose the capacity for “negotiation” and “things go wrong at the last moment, sometimes due to a few words,” he said. Police and other security personnel should be able to deal strongly with anti-social elements and softly with society and instill “a sense of friendship and confidence among people”, he said. This would require a change in training modules and that was why Rashtriya Raksha University was set up, the prime minister added.

Modi also noted that police personnel find it hard to deal with stress due to the shrinking of traditional support networks like joint families, and said there is a need for experts, including Yoga teachers, who can help them fight stress and relax. Technology was important for the security forces but its use also needs proper training, Modi said. “The sphere of security is not only about the morning parade and physical
fitness. (Even) A divyang person, who is physically unfit, can still contribute to security through mental training,” the PM added. He also called for regular interaction between various institutions located in Gandhinagar such as National Forensic Sciences University, Gujarat National Law University and RRU. RRU should also focus on training in jail management and how to deal with convicts and undertrials so that they leave the prison reformed persons, Modi said. The prime minister also spoke about the growing field of private security and related start-ups. Students trained at RRU could become part of such startups, he added. “If you have not studied mob and crowd psychology scientifically, you cannot handle it. We want to
prepare such people through RRU who are capable of controlling the situation even in such circumstances,” the prime minister said. He also noted that there has been greater participation of women in the defence sector now. “Even NCC is witnessing (greater) participation of women... Be it Olympics, science, education or security, women are leading from the front,” he said. “While retaining the influence of uniform, one should never leave the values of humanity behind,” Modi advised the students. As many as 1,090 students were conferred degrees at the first convocation. RRU was set up in 2020 to meet the need for trained manpower in policing, criminal justice and correctional administration.
NEW DELHI, MAR 12 (PTI): The CBI has examined Mumbai Police Commissioner Sanjay Pandey in connection with its probe against former Maharashtra home minister Anil Deshmukh in a corruption case, officials said Saturday. Pa n d e y wa s q u e s tioned for nearly six hours on Friday over the allegations of attempting to influence former commissioner Param Bir Singh to withdraw his complaint against Deshmukh while the Bombay High Court was hearing the case, they said. The agency has booked Deshmukh and unidentified others under IPC sections related to criminal conspiracy and section of Prevention of Corruption Act for “attempt to obtain undue advantage for improper and

In his letter to CM Uddhav Thackeray, after he was removed from Mumbai Police Commissioner’s post, Param Bir Singh had alleged Deshmukh allegedly asked Sachin Waze, a Mumbai police officer now sacked in Antilia security breach case, to allegedly extort over Rs 100 crore a month from bars and restaurants of Mumbai, they said.
“The Preliminary Enquiry prima facie revealed that a cognizable offence is made out in the matter, wherein the then Home minister of Maharashtra, shri Anil Deshmukh and unknown others have attempted to obtain undue advantage for improper and dishonest performance of their public duty,” the CBI FIR has alleged. According to the CBI manual, a preliminary enquiry is initiated to assess if there is enough prima facie material in the allegations to proceed with a regular case for a full fledged probe, officials said. The CBI enquiry found Waze, who was arrested later by NIA, had been reinstated into the police force after being out of of service for more than 15 years.

The study said the net satisfaction with the Narendra Modi government at the Centre was three times higher than that of the Yogi Adityanath government in Uttar Pradesh, indicating the “Modi magic” helped the BJP return to power for the second consecutive term. The Lokniti-CSDS poll survey also points to a new
group of beneficiaries of welfare schemes such as Kisan Samman Nidhi, Ujjwala Scheme, PM Awas Yojna and free ration rooting for the ruling coalition, irrespective of caste and religious considerations. Another important fact that emerged in the comprehensive data collection was that allaying all prepoll apprehensions, the BJP got more support among farmers, Brahmins, and also increased its outreach among Scheduled Castes, even among Mayawati’s core vote bank Jatavs. On how reliable the survey was in terms of size and geographical coverage, Sanjay Kumar, Professor and Co-Director of Lokniti programme at the Centre for
the Study of Developing Societies, told PTI that it was a comprehensive sample, an important factor for any survey to be accurate. Thirty-eight per cent of responders said development topped their priority, 12 per cent said changing or removing the government guided them to the polling booth and 10 per cent listed functioning of the government as their consideration. A nation destroyed
W
hatever be the history and genesis of the Russian –Ukraine conflict, there is no denying the fact that Russia as the aggressor, has to be held responsible for causing death and destruction in another nation. This is unacceptable in this century when nations across the globe are seeking to join hands for peace and exchange information for combating deadly viruses and diseases. Russian’s modern-day Czar, who has described as a combination of Hitler and Stalin, has unleashed one of the worst atrocities ever by a super power. It would have been different had the aggression been committed by any other country. The brutality of the Russian invasion shows that Putin has no remorse for the killing of hundreds of innocent women and children by his missiles and rockets that rained down cities in Ukraine. Putin has instead defended his aggression of Ukraine on the pretext of stopping the “genocide” against Russian-speaking people in Ukraine. This is a half-truth since the Russian speaking militia have violently opposed the authority of the Ukraine government and demanded that the territory- Donetsk and Luhansk People’s Republic be unified with Russia. Putin also justified the invasion that was meant to replace the current government headed by Volodymyr Zelenskyy and “de-nazify” Ukraine. Putin’s main objective is regime change where a Kremlin puppet would be placed in Ukraine. Many of his justifications for war were false or irrational. Putin claimed his goal was to protect people subjected to bullying and genocide and aim for the “demilitarisation and de-Nazification” of Ukraine. There has been no genocide in Ukraine: it is a vibrant democracy, led by a president who, incidentally is Jewish and not a Nazi. Whatever Putin may have put forth in defence of his aggressive action, were nothing but excuses be it his objection to Ukraine joining NATO or the European Union. Russian President Vladimir Putin’s war of aggression against Ukraine is in full swing, with the final outcome unknown. Given Russia’s military dominance over the Ukrainian army, few seem to doubt that if the assault continues, the Russian army will defeat the Ukrainian military. However as the world watches with horror at the massacre of the innocents in Ukraine Putin is unrelenting and unmoved. He wants to conquer Ukraine even if it ends up in rubble and dead bodies strewn across the land. On its part, the US has let down Ukraine as it fearful of Putin using nuclear weapons to thwart any involvement of US or NATO forces in aid of Ukraine. The people of Ukraine are being abandoned by the US and NATO. This is blot on the name of national sovereignty and will serve to encourage any nation for instance China to do likewise on Taiwan. China has never recognised Taiwan as an independent country and has sworn to liberate it even through force so as to unify it with China. The scenario could likely happen if the US and NATO exhibit the same cowardice as they are doing over Ukraine which could embolden the Chinese.

It was not for the purpose of what the disciples themselves would get out of it. Beware of surrender that is motivated by personal benefits that may result. For example, “I’m going to give myself to God because I want to be delivered from sin, because I want to be made holy.” Being delivered from sin and being made holy are the result of being right with God, but surrender resulting from this kind of thinking is certainly not the true nature of Christianity. Our motive for surrender should not be for any personal gain at all. We have become so self-centered that we go to God only for something from Him, and not for God Himself. It is like saying, “No, Lord, I don’t want you; I want myself. But I do want You to clean me and fill me with Your Holy Spirit. I want to be on display in Your showcase so I can say, ‘This is what God has done for me.’ ” Gaining heaven, being delivered from sin, and being made useful to God are things that should never even be a consideration in real surrender. Genuine total surrender is a personal sovereign preference for Jesus Christ Himself. Where does Jesus Christ figure in when we have a concern about our natural relationships? Most of us will desert Him with this excuse— “Yes, Lord, I heard you call me, but my family needs me and I have my own interests. I just can’t go any further” (see Luke 9:5762). “Then,” Jesus says, “you ‘cannot be My disciple’ ” (see Luke 14:26-33). True surrender will always go beyond natural devotion. If we will only give up, God will surrender Himself to embrace all those around us and will meet their needs, which were created by our surrender. Beware of stopping anywhere short of total surrender to God. Most of us have only a vision of what this really means, but have never truly experienced it.

A test for positive non-alignment
n the post-Cold War years, geopolitics was marked by three noticeable trends -- a shift towards the economic combat as different from a military confrontation, recession of open warfare and the rise of proxy war as a phenomenon of the unipolar world order and a growing belief that there was scope for multipolarity in the new global environ. With the advent of Prime Minister Narendra Modi’s leadership, India has been able to steer these paradigm shifts in international relations to its advantage and gradually emerge as a major power, capable of influencing the world on issues of ‘war and peace’. It is extremely significant that in the current Ukraine-Russia military conflict, Prime Minister Modi was the only world leader whose intervention was sought by both sides, and also that he lost no time in speaking to Russian President Vladimir Putin upfront and called for immediate stoppage of Russian military action and resumption of talks for mutually resolving the issues and establishing peace. Putin, it can be presumed, felt assured that India understood Russia’s economic and security concerns. Understandably, Ukraine President Volodymyr Zelensky also reached out to Modi -- predictably after India let it be known to the world that its abstention at the UNSC on this issue was meant to establish its ‘impartiality’ towards both sides. Prime Minister Modi also talked to him, reiterated that India stood for immediate cessation of military operations by Russia and commencement of peace talks and indicated that ‘India was willing to help’
the process of peace negotiations. This is a historical development showing that Modi stands tall in the world community and confirming the status of India as a major sovereign power not aligned to any ‘camp’. It needs to be mentioned here that under the Prime Minister’s direct guidance, India stepped up the process of safe evacuation of Indian students from Ukraine as the conflict showed signs of getting protracted. The rise of India on the world scene as the counsel of sanity and peace in the context of Ukraine- Russia military confrontation has to be credited to Prime Minister Modi’s policy framework for handling international relations. First, India is guided by bilateral relationships based on mutuality of economic and security interests in consonance with the larger cause of world peace. Secondly, Prime Minister Modi’s foreign policy is free of any ideological baggage of the past and is truly non-aligned in the sense that it wants friendship with all without compromising with the larger interests of humanity. That is how India has been able to maintain strategic partnership with the US and a deep friendship with Russia as well -- these relationships are not at the cost of either of them. Finally, what has given strength to India’s voice of wisdom is the fact that it has a firm belief in the philosophy of upholding the truth at home and abroad -- as a civilisational legacy of this country -- while yielding no ground to an adversary and countering any aggression of the latter with full might. The strategic Indo-US bonds are rooted in the
common mission of the two largest democracies of defending the cause of the democratic world against the aggressive moves of a dictatorial regime like that of Marxist China under Xi Jinping. China has joined hands with Pakistan -- a fundamentalist state -- to pursue antiIndia designs. While India is prepared to deal with any aggression of China on the Line of Actual Control (LAC) and any further mischief of Pakistan on the Line of Control (LoC) on its own, it has -- in joining hands with the US in Quad -- laid emphasis on the maintenance of ‘rule-based order’ in the Indo-Pacific and also pressed for an active role of this forum in the sphere of global humanitarian causes such as the joint handling of the Covid pandemic. India’s strategic partnership with the US is independent of US-Russia relations, and similarly, India’s friendship with Russia is not weakened by Russia’s close bonds with China. It is a tribute to Prime Minister Modi’s uprightness that US President Joe Biden also hoped to have consultations with India on UkraineRussia armed conflict -- he gave that indication after Modi had spoken to the leaders of the two warring nations. On the character of this conflict itself, India with an impartial view has seen that recognition of Ukraine as a sovereign nation and measures to address the security concerns of Russia hold the key to this impasse. After the dismemberment of the USSR, it was necessary for the Western world to encourage peaceful coexistence between Russia and the erstwhile East European countries that had declared independence. Moves to induct immediate neighbours of Russia
-- Ukraine is one of them -- into NATO, which is a military alliance, would be considered a provocation by Russia and similarly any separatist trend in the eastern provinces of Ukraine predominantly inhabited by Russian-speaking population would cause concern to the Ukraine government. President Putin sitting pretty on annexation of Crimea in 2014 felt emboldened to first militarily intervene in the name of peace-keeping at Donetsk and Donbas, and finding that President Zelensky was speeding up the process of joining NATO, extended military operations to the mainland of Ukraine from its eastern arc. Putin seemingly aimed at taking control of Kyiv after militarily weakening Ukraine to pave the way for a favourable regime there. All through this, however, he significantly created an impression of him being open to an acceptable settlement. Putin watched the US and its European allies offering only to send arms and military equipment to Ukraine without making any promise of committing boots on the ground there, and talking principally of economic sanctions that did not unsettle Russia in the immediate term. The US and its Western allies, along with others who had stakes in peace, should have gotten into the act in the wake of the conflict over the Crimean Peninsula, and worked for a principle-based framework of peace between Russia and its neighbours. A non-military friendship pact should still work for protecting the sovereignty of Ukraine and alleviating security concerns of Russia. The pact could possibly confer special status to Crimea as a bridge of friendship between the two
countries. Biden’s arrival on the scene evidently queered the pitch for Putin, who seemed to have enjoyed a degree of strategic adjustment with former US President Donald Trump and taken note of Trump’s aloofness from EU. Biden put Russia on notice along with China as the potential adversaries for him. Also, Europe -- even after the end of the Cold War -- seemed to be viewing Russia from the prism of global antagonism rooted in security that had guided the tense superpower rivalry earlier. The option of a peaceful relationship between Russia and its East European neighbours should have been tried harder. The Ukraine-Russia military confrontation is running into a stalemate as Ukraine would not give up easily. Biden had in his State of the Union address called Russian action in Ukraine a ‘premeditated’ offensive, but has not gone beyond affirming that the US and European allies are united in their resolve to counter it. There is still time for speeding up peace efforts. The international community does not want a war of global impact. The US has to deal with an expansionist China and avoid opening a second front with Russia. It is good that India leads a powerful voice for the resolution of the conflict. The UN should work on a two-plank mediation -- guarantee of Ukraine’s sovereignty without NATO membership and withdrawal of Russian military presence from Donetsk and Donbas as a follow up on a peace pact between Russia and Ukraine that would guarantee equal opportunity of development and equal protection of law for all Russian-speaking citizens of
Ukraine in a classic practice of democracy. It should be possible to oversee the observance of such a peace agreement through a tripartite arrangement. In today’s scenario, economic issues should be handled without invoking military power. EuropeRussia relations should rest on an acknowledgement of this new reality. At the same time any attempt at ‘salami slicing’ so obviously adopted by China as a strategy, should not go unchallenged. This is extremely important for a world that has seen open wars being substituted by ‘asymmetric warfare’ in its multifarious forms -- from utilisation of social media as an instrument of combat to cyberattacks, and of course the trans-border ‘covert’ offensives in which terrorists -- raised through ideological or faith-based motivation -- are used as the weapon. The world scene is marked by a new vulnerability to ‘invisible’ methods of causing destabilisation in a country -- the Sino-Pak axis is becoming infamous for practising these. The voice of wisdom raised by India should be listened to by both the US and Russia -- that there is a likelihood of this happening ultimately is a matter of great satisfaction for all advocates of world peace. Prime Minister Modi has the distinction of being a world leader who has an equation of personal friendship with both Biden and Putin and there is little doubt that when the UkraineRussia impasse is resolved, the outcome would have a definitive Indian imprint. UN scientists warn of ‘closing window’ to ready for hotter world: IPCC report
T
he breakneck speed of global warming exceeds the pace of efforts to protect billions of vulnerable people, according to a new report released Monday by the world’s top climate scientists. The report warns of a growing mismatch between rising temperatures and slow, fragmented efforts to adapt, leaving little time for catching up before “a brief and rapidly closing window of opportunity” is sealed shut. “With fact upon fact, this report reveals how people and the planet are getting clobbered by climate change,” said UN SecretaryGeneral António Guterres, calling the 3,500-page document “an atlas of human suffering” and an indictment of a “criminal” “abdication of leadership.” To underscore the challenges to global cooperation, Russia’s military invasion of Ukraine will likely overshadow the first major report in nearly eight years on climate vulnerability. This is the second doorstop document released in less than six months from the United Nationsbacked Intergovernmental Panel on Climate Change (IPCC), with two additional reports expected before the end of the year. Researchers in the latest volume focused on the unpreparedness of nations to cope with climate instability and compounding stressors from higher temperatures, now at 1.1° Celsius above pre-industrial levels. Among the findings in the new report: • The effects of melting glaciers and thawing permafrost in some areas are “approaching irreversibility.” • Half the world is already living with “severe water scarcity” during part of the year. • A worldwide rise in heatrelated illness and death, with more food-borne and infectious disease, can be expected without adaptation. • Agricultural productivity growth has slowed, and weather extremes have put millions of people’s food security at risk. • In land ecosystems as many as 14% of animal species
studied will likely face a “very high” risk of extinction at a warming level of 1.5°C. • Choices made in the next decade will determine how much hardship we can avoid. Warming beyond that level “would cause unavoidable increases in multiple climate hazards,” the authors write. Clawing temperatures back down after passing 1.5°C — an extremely tall task — would still leave potentially irreversible damage. 50 years of heat A group of more than 270 scientists and 675 contributors from around the world examined every major natural and human domain, including freshwater, coasts, cities, agriculture, health, and poverty. Their consensus findings, approved in a 36-page summary by delegates from 195 countries, assert that severe consequences of climate change are already visible across the board in unprecedented heat waves, rising sea levels, and record-breaking wildfires. They also show that strategic adaptation can save lives. A substantial change since the last version of this report, released in 2014, is that many projections about how climate change will unfold have been subsumed by observations about how it already has. “We are so used to talking of climate change in the future tense,” said Aditi Mukherji, principal researcher at the International Water Management Institute and co-chief author of the IPCC’s chapter on water. “All of us need to stop talking of climate change in a future tense. You have to say climate change has happened.” New research published over the past several years has allowed the IPCC in this report to better understand how the fundamental health of societies can impede or enhance climate adaptation. Taken together, non-climate factors like consistent laws and policies, economic conditions, finance and people’s access to basic resources are likely to play as critical a role in the impact of climate change as the direct effects of warming itself.
That’s because the same amount of warming will have different consequences depending on how well prepared people are to face it. What might the world look like after 2°C of warming above pre-industrial levels, the higher limit that nations agreed to in the Paris Agreement? “I say, it depends,” said Brian O’Neill, director of the Joint Global Change Research Institute in Maryland and a chief author of the IPCC’s chapter on future risks. “That question can’t be answered unless you also tell me, well, what are we assuming about the condition of society?” Current national policies put the world on track for an average estimate of 2.7°C warming by 2100, according to Climate Impact Tracker. That projection goes down to 2.4°C if countries meet their official goals and even lower — but still too high — if pledges to zero out emissions by mid-century are met. But those climate outcomes will be shaped by the ability of leaders to implement agreements. If the world is awash in nationalism and military conflict, or racked with poverty and inequality, “that’s a big problem,” O’Neill said. “And if we’re doing really well in all those aspects of development, then the risks are a lot lower.” Finance, business and trade enriched the industrialized world and continue to lift millions from poverty. But without transformation at a scale never before seen, the engines of economic growth will also drive ever-more dangerous global heating, eroding many decades of gains. The scientists are newly confident that an increase of more than 1.5°C would undercut the potential for many kinds of successful adaptation, and open up a new world of risk for every fraction of a degree beyond it. To avoid what the IPCC terms “cascading and compounding” damages to human and natural systems, the world must move from sluggish, piecemeal adaptation measures to a sweeping program of anticipatory, resilient
planning and development. This requires cooperation across sectors of society and at every level of governance — and very quickly, before the world exceeds temperature limits. In the near term, the report stated, climate risks are more closely tied to vulnerabilities built into social systems than to what emissions trajectory the world follows. Further delays to both cutting emissions and adaptation will become increasingly costly, for physical and economic reasons. Scientists have a word that describes what happens if nations miss their pollution limits and the world heats up past 1.5°C: “overshoot.” Implicit in this idea is that by using nature or technology to draw down greenhouse-gas levels, people can return the temperature back below the limit. The new IPCC report warns even if nations are able to do that — a big if — there will still be “additional severe risks,” some of which are “irreversible” compared to scenarios without overshoot. This fact informs the physical limitation to climate adaptation and shapes the IPCC’s guidance to reduce emissions as quickly as possible. Cuts today are much more valuable than the same cuts in five or 10 years. It also takes less money to prevent damage than to recover from it. Patrick Verkooijen, chief executive officer of the Netherlands-based Global Center on Adaptation, estimates that Sub-Saharan Africa will require agriculture and food system adaptation that costs $15 billion a year. But damage from not adapting to worsening conditions there could run more than $200 billion a year. Questions of injustice and inequality are prominent in the report, with particular focus on people disadvantaged by what the IPCC describes as “historical and ongoing patterns of inequity such as colonialism, especially for many Indigenous Peoples and local communities.” The latest IPCC report looks at kinds of climate research that
can be fuzzier than the physicsheavy first installment. It’s one thing to state how much of a heat wave is attributable to climate change; the answer depends on historical weather data and atmospheric physics. It’s another to estimate how many people may have died as a result of a heat wave because so many non-climatic factors that play a role: urban design, air-conditioning penetration, the health of the population. While humans are adapting to warmer conditions, it’s not happening fast enough. One big problem is lack of funding, particularly for poorer countries. Rich nations have repeatedly failed to meet their pledge of $100 billion a year in climate aid. But the report also pointed out the further challenge of putting resources into smart adaptations. The report flagged well-intentioned projects, such as sea walls meant to protect against rising oceans that may increase exposure to hazards in the long term. Irrigation meant to counteract drought manages to keep food growing while sometimes depleting precious groundwater. Where adaptation has occurred, the report noted, projects are often either short-sighted or closer to development than deployment. The report classifies the lack of adaptation finance as a “soft” limit; physical roadblocks such as how fast shorelines encroach on cities or the availability of freshwater are “hard” limits. For instance, smallholder farmers in many regions of the world have already reached the “soft” limits of adaptation, meaning they’re out of available options. Controversial emergency measures, such as reflecting solar energy by seeding the upper atmosphere with chemicals, are still too poorly understood to be relied on and would not address the causes of warming, according to the scientists. That and a world of other solutions await their own comprehensive analysis when the IPCC’s next group reports — in just over a month. Bloomberg feature.

Alliance Air’s aircraft overshoots runway NEW DELHI/JABALPUR, MAR 12 (PTI): An Alliance Air flight from Delhi carrying 55 passengers overshot the runway while landing at the Jabalpur airport on Saturday afternoon, officials of aviation regulator DGCA said. None of the passengers or crew members were injured, they said, adding that the Directorate General of Civil Aviation (DGCA) has started an investigation. The Delhi-Jabalpur flight was operated using an ATR-72 aircraft, they mentioned. It departed from Delhi at around 11.30 AM and landed in Jabalpur in Madhya Pradesh around 1.15 PM. There were 55 passengers and five crew members on board and they safely disembarked after the incident without any injuries, they said. The airport at Dumna, where the incident took place, is located around 21 km from Jabalpur city. Airport director Kusum Das told PTI that operations at the airport have been suspended for four to five hours.

Sarpanch shot dead by militants in Kulgam in J-K SRINAGAR, MAR 11 (PTI): Militants shot dead a sarpanch in Kulgam district of Jammu and Kashmir on Friday, officials said. This is the third killing of a local elected representative by militants in Jammu and Kashmir this month. “Around 8:50 pm, terrorists fired upon Shabir Ahmad Mir near his residence in Adoura in south Kashmir’s Kulgam district,” the officials said. They said Mir, an Independent sarpanch, was taken to a hospital where doctors declared him dead on arrival. The area has been cordoned off and a hunt launched to nab the attackers, they said. Inspector General of Police, Kashmir, Vijay Kumar said Mir had been provided accommodation at a secured hotel here but he went home without informing the police. “Deceased #Sarpanch Shri Shabir Ahmed Mir was given accommodation in a #secured hotel in #Srinagar. He had left hotel and reached his home with-

Devendra Fadnavis summoned in alleged phone tapping case
MUMBAI, MAR 12 (PTI): The Mumbai cyber police have issued a notice to senior BJP leader Devendra Fadnavis, asking him to appear before them on Sunday in connection with a case of alleged illegal tapping of phones, an official said on Saturday. Fadnavis, however, said that a senior police officer called to inform him that police will visit his residence to take the required information and there was no need for him to visit the BKC cyber police station. Phones of political leaders, including state Congress chief Nana Patole, minister Bachchu Kadu, former MLA Ashish Deshmukh, former MP Sanjay Kakade and others were tapped illegally by IPS officer Rashmi Shukla, when she was the state intelligence chief, Maharashtra home minister Dilip Walse Patil had alleged last month. “In the notice issued to Fadnavis, police have said that questionnaires

were earlier sent to him in sealed envelopes in connection with the case, but he did not respond to them. Besides, notices were also issued to him twice to seek his reply, but he had again failed to reply,” the police official said. In the fresh notice, he has been asked to appear before the cyber police on Sunday, he said. A case was registered under the Official Secrets Act at the BKC cyber police station in Mumbai last year against unidentified persons for allegedly ille-
gally tapping phones and leaking confidential documents. The complaint was lodged by the State Intelligence Department (SID). However, before the FIR was registered, the then Maharashtra Chief Secretary Sitaram Kunte had alleged in his inquiry report that IPS officer Rashmi Shukla had leaked the confidential report. Shukla is accused of tapping phones of political leaders and senior officials illegally when she was chief of the SID. She found herself at the centre of controversy after Fadnavis cited a letter purportedly written by her to the then Maharashtra Director General of Police about alleged corruption in transfers in the police department. The letter also had details of intercepted phone calls, leading to an uproar with leaders of the Shiv Sena-led ruling coalition alleging that Shukla tapped phones without permission.

NEW DELHI, MARCH 12 (IANS): As many as seven people, including an 11-yearold child, were charred to death in a major fire that broke out at Gokalpuri village of the national capital, an official said on Saturday. The official informed that they received a call about the fire incident around 1.00 a.m. near pillar no 12, Gokalpuri village in north east Delhi after which as many as 13 fire tenders were immediately pressed into the service. “Seven charred bodies have been recovered from the huts,” Delhi Fire Service chief Atul Garg told IANS, adding that the fire was in around over 60 huts.

The incident happened at around 11 a.m near the Banapur block office where indirect election for the post of block chairman was underway. Several people and ten police personnel were injured in the incident. Following the incident, irate people thrashed the MLA severely who was first admitted in Tangi hospital and later shifted to a hospital in Bhubaneswar. NEW DELHI, MAR 12 (PTI): CPI MP Binoy Viswam on Saturday urged Finance Minister Nirmala Sitharaman to reconsider the decision of reducing the EPFO interest rate accusing the government of “throwing the working class under the bus”. In a letter he wrote to the minister, Viswam accused the BJP-led government of showing its “true colours” just after the party secured electoral victories in four states in the recently concluded assembly polls. “The decision of the Employees’ Provident Fund Organisation (EPFO) to slash the interest rate to 8.1% from 8.5% is not only irresponsible but also reflects the complete lack of concern this Government shows towards the working people of our country. “Following electoral victories, the ruling party has once again displayed its true colours, this time by throwing the working class of India under the bus by slashing the interest rate to a 43-year low,” he said. He said it has been the FM’s continuous position to push the EPFO to reduce its interest rates “without providing sound reasoning and logic” and defeating the very purpose of the organisation.
“As an organisation that intends to provide ‘social security’ to the workers of India, the reduction in interest rate is unconscionable. “The mission of the organisation itself states that it aims to ensure ease of living for members and

A few months later in 1990, members of the Hizbul Mujahideen warned Hindus to leave the Valley, which was also carried by a Srinagar-based Urdu
newspaper. After this, fearing for their lives, scores of Kashmiri Pandits decided to flee. However, even after 30 years, they are still awaiting justice. As per data, there were 75,343 families in Kashmir in January 1990, of which more than 70,000 migrated from the Valley between 1990 and 1992. According to estimated figures, 399 Kashmiri Pandits were murdered between 1990 and 2011.

Earlier, the seasonally adjusted IHS Markit India Manufacturing Purchasing Managers’ Index (PMI) report for February noted a further increase in average input costs faced by Indian manufacturers. It said that purchase price inflation was sharp, but softened to a six-month low. Part of this additional cost burden was passed on in the form of higher selling charges, though the rate of increase was modest. An expected rise in
domestic petrol, diesel and fertiliser prices might require excise duty cuts to dampen the impact on the economy. However, the move might cost the Centre up to Rs 90,000 crore of tax revenues on just fuel excise duty cut, which will impact its ability to incur the FY23 budgeted Capex. “If the government goes ahead with an excise duty cut to ease fuel prices, it could further push up the fiscal deficit of the Union government and lead to a further rise in interest rate, which is already at 6.8 per cent (March 10, 2022),” said Paras Jasrai, Analyst, India Ratings and Research. “As a result, the Centre might have to trim its Capex plans. The 10-year SDL yields have also climbed up to 7.24 per cent in the recent auctions of March 8, 2022. Higher cost of borrowing would deter the Capex plans of the states to maintain their limits on the fiscal deficit,” Jasrai added.
NEW DELHI, MAR 12 (AGENCIES): Finance minister Nirmala Sitharaman on Friday said rising internet penetration, growing income and the high number of young people will likely drive up the size of India’s digital economy to as much as $800 billion by 2030. The country’s digital economy was worth about $85-90 billion in 2020, according to an estimate by consulting firm RedSeer. Highlighting India’s fast-expanding fintech ecosystem, Sitharaman said of the 6,300 fintechs, 28% are into investment technology, 27% into payments, 16% into lending and 9% into banking infrastructure. She was speaking virtually at an event organised by the IIT Bombay Alumni Association. She also stressed the growing number of retail investors in India on the back of several steps initiated by the government to ensure smooth and easy access to the stock markets.

Consequently, the number of retail investor accounts has almost doubled, from about 45 million in March 2016 to 88.2 million in March 31 2021, she added. The minister said the recent Budget has announced the setting up of as many as 75 digital banking units across the country. This will further drive the digital economy. On the positive aspects of the state, he said there has been relatively better peace and law and order situation in the recent past, huge infrastructure created/replaced, such as directorate and district office buildings, out of grants and loans in the recent past. As a way forward, Kikheto hoped for early solution to Naga political issue in order to create a peaceful atmosphere, electoral reforms/clean elections, investment and emphasis on agri & allied areas, community participation, encourage youth to take up all business enterprises and not depend on government job alone, merger of department and district offices/establishments to cut overhead expenditure wherever possible, inefficient and non-productive employees to be weeded out, even by offering Voluntary Retirement Scheme (VRS) and to define duties, functions and responsibilities of government organizations and NGOs for better coordination and delivery system.

MUMBAI, MAR 12 (PTI): The RBI on Friday asked Vijay Shekhar Sharma- promoted Paytm Payments Bank to stop opening new accounts amid “material supervisory concerns” observed in the bank. This is the third time that Paytm Payments Bank is facing action from the banking regulator since its inception in May 2017. It has been prohibited from opening new accounts for the second time. “Reserve Bank of India has today, in exercise of its powers, inter alia, under section 35A of the Banking Regulation Act, 1949, directed Paytm Payments Bank Ltd to stop, with immediate effect, onboarding of new customers,” the central bank said in a statement. Sharma holds 51 per cent stake in Paytm Payments Bank (PPBL), while the remaining 49 per cent is held by Paytm.

This is the reduction from 8.5 per cent in Financial Year 2021 and the lowest in last several years. “The Central Board recommended 8.10% annual rate of interest to be credited on EPF accumulations in members’ accounts for the financial year 2021-22. The interest rate would be officially notified in the government gazette following which EPFO would credit the rate of interest into its subscribers’ accounts,” a statement said. The move comes in the context of this item of revenue expenditure proving to be onerous and sticky, while there has been a steep decline in fuel subsidies after the decontrol of retail prices of petrol and diesel. With the Ukraine war putting further pressure on global commodity prices, rating agency Icra has recently estimated that the Centre’s fertiliser subsidy in FY23 to be 50% higher than the Budget Estimate at Rs 1.5 lakh crore. In a 110-page report published on Friday, the state-affiliated EHRC said it has found that all parties to the conflict have, to varying degrees, committed violations of international human rights, humanitarian and refugee law, reports Xinhua news agency. “ T h e p a r t i e s h ave caused civilian deaths, physical injuries, and property destruction by using civilians as human shields, conducting military operations from homes and in urban areas,” the report said. The EHRC said that investigations for the latest Report on Violations of Human Rights and International Humanitarian Law in the two regions were conducted between September and December 2021. In areas covered by the investigation, the EHRC verified that at least 403 civilians have died and 309 have suffered minor to serious physical injuries as a result of heavy artillery,
air raids and drone attacks by parties to the conflict in violation of international humanitarian law. “At least 346 other civilians have been subjected to unlawful and extra-judicial killings by parties to the conflict, mainly by Tigray Forces in parts of the stated regions,” the report said. ROME, MAR 12 (IANS): Reversing a trend of several weeks of improvement, Italy’s Covid-19 situation is worsening again, the country’s Health Ministry said. This week, the transmission rate in Italy increased to 0.83 from 0.75 a week earlier. This rate, also referred to as R0, shows how many cases on average an infected person will cause during their infectious period, reports Xinhua news agency citing the Ministry as saying. Although the R0 rate is still below 1.0 in Italy,
health officials say the recent increase is significant. The increase has prompted media speculation that the country could be heading toward a new, albeit milder wave of infections now that most health restrictions have been relaxed. In the last 24 hours, the Ministry reported 53,127 new Covid cases. This figure is broadly in line with the previous days’ reports but is higher than the recent low of just over 18,000 cases logged on February 28. In January, the authorities reported over 200,000 new cases per day.

Chinese study has found that eating a balanced diet comprised of various sources of protein is potentially effective at reducing the risk of developing high blood pressure. In the US alone, nearly 50% of the population has hypertension, or high blood pressure, one of the primary drivers of cardiovascular disease. High blood pressure can significantly damage the circulatory system if not treated, and is a major contributing factor to stroke, heart attack, and a range of health conditions. Now, scientists have suggested that a diet built up of multiple sources of protein may help mitigate high blood pressure. Xianhui Qin, MD, the author of the study from the National Clinical Research Center for Kidney Disease at Nanfang Hospital, Southern Medical University in Guangzhou, China, commented: “Nutrition may be an easily accessible and effective measure to fight against hypertension. Along with fat and carbohydrates, protein is one of the three
basic macronutrients.” The study was funded by the National Natural Science Foundation of China, Outstanding Youths Development Scheme of Nanfang Hospital, Clinical Research Program of Nanfang Hospital and Southern Medical University and is published in the journal of the American Heart Association. Previous research has identified a strong association between a poor-quality diet and a heightened risk of cardiovascular disease and death. The American Heart Association’s 2021 dietary guidance promotes that people should consume healthy sources of protein, mainly from plants, seafood and low-fat or fat-free dairy products, and lean cuts of
unprocessed meat and poultry. Moreover, they advise eating one to two servings, or 5.5 ounces of protein daily. For their investigation, the team analysed the health information of nearly 12,000 adults who lived in China who were involved in at least two out of seven rounds of the China Health and Nutrition Survey from 1997 to 2015, with the surveys taken every two to four years. The team used the participant’s first survey as a baseline, whereas data from their last round was employed as a follow-up comparison. The survey measured dietary intake for three consecutive 24-hour dietary recalls and a household food
inventory. Subsequently, an expert interviewer collected 24-hour dietary information over three days in the same week throughout each survey round. The individuals were given a protein variety score based on the number of sources of protein they consumed out of the eight in the study: whole grains, refined grains, processed red meat, unprocessed red meat, poultry, fish, egg, and legumes. A point was awarded for each source of protein, with a maximum variety score of eight. The researchers then assessed the association between newonset hypertension and the protein variety score. The study characterised new-onset hypertension as systolic (top number) blood pressure greater or equal to 140 mm Hg and/ or diastolic (bottom number) blood pressure greater than or equal to 90 mm Hg, using blood pressure medication, or a diagnosis of high blood pressure since their last survey visit. The average follow-up time was six years. The research found that: More than 35% of the nearly 12,200 participants
developed new-onset high hypertension during followup. Compared to participants with the lowest variety score for protein intake (less than two), those with the highest variety score (four or higher) had a 66% lower risk of developing high blood pressure. For each of the eight protein types, there was a window of consumption amount where the risk of hypertension was lower. Researchers described this as the appropriate level of consumption. When the total quantity of protein intake was considered, the amount consumed was divided into five categories (quintiles), from least to most intake. People who ate the least amount of total protein and those who ate the most protein had the highest risk for new onset of hypertension. The music fest, which was held on the theme “Summer of Love”, included choir competition, instrumental piece, musical bands, choreography by the students of different semesters. Pheto music and film academy managing director, Kashito Kiba, who graced the event as chief guest, encouraged the students to give their best in

Kiba, who is also Nagaland Film Association chairman and Founder of Kids for Fame and Nagas Got Talent, urged the students to be consistent and hardworking if they were truly passionate about music and bring laurels to the society. HFC rally to beat ATKMB; put one foot in final BAMBOLIM, MAR 12 (PTI): Hyderabad FC put one foot in what would be their maiden final appearance after scripting a comefrom-behind 3-1 win over ATK Mohun Bagan in the first-leg of the Indian Super League second semifinal here on Saturday. Roy Krishna helped ATKMB take the lead but the Kolkata side’s joy was short-lived as Bartholomew Ogbeche (45th) equalised at the stroke of half time before Yasir Mohammad (58th) and Javier Siviero (64th) sealed Hyderabad’s victory. The two teams will go up against each other again on Wednesday for the second leg with ATKMB needing to find the back of the net at least twice to stand a chance of advancing to their second successive summit clash. ATKMB seemed to be the better side in the opening exchanges. Hyderabad did miss Asish Rai and his absence was felt most when they fell behind early on in the game. The second half belonged to Hyderabad as they pumped in two goals in the space of six minutes to script a comeback after an underwhelming first 45 minutes. It was a double blow for ATKMB as not only Yasir Mohammad scored a goal after Jhingan and Tiri collided in an attempt to clear the ball near the box. Yasir smashed home from outside the box, but Tiri had to be stretchered off. Minutes later, Siviero headed in from a corner to make it 3-1. Ogbeche was ever ywhere in the second period for Manolo Marquez’s side, his spadework helping Yasir Mohammad get the goal. At the other end, Joni Kauko fired a volley wide from a Hugo Boumous cut-in from the byline. In the dying minutes, ATKMB desperately looked for a goal to trim the margin with substitute Kiyan Nassiri coming closest as he found the post from close range.

Chelsea owner Abramovich was one of seven more oligarchs sanctioned this week by the UK following Russia’s invasion of Ukraine. The European champions have been placed under tough restrictions due to the sanctions on Abramovich. Chelsea are unable to sign players, renew contracts or sell tickets to matches, with limits on the amount of money they are allowed to spend on travel to away g a m e s. The government is still open to a sale but would have to approve a new licence, on the proviso no profit would go to the Russian, who has bankrolled the club to the tune of around £1.5 billion ($2 billion).

DIMAPUR, MARCH 12 (NPN): Advisor school education, KT Sukhalu graced the dedicatory function of Nagaland Adventure and Motor Sports Association (NAMSA) complex and NE Adventure and Motorsports Conclave at Regional Centre for Sports Excellence (RCSE), Sovima under Chümoukedima. It may be mentioned that the state chief minister Neiphiu Rio on January 27, 2022 formally inaugurated RCSE having a campus area of 21.3 acre. RCSE somewhat like a games village includes the Regional Motor Sports Centre (RMSC), Regional Archery Academy (RAA), Regional Shooting Centre (RSC) and Futsal Complex (FC) and also the Nagaland Cricket Stadium. The conclave was held on the theme “The common journey if motor and adventure sports and tourism in North East India”. Stating that sports unite the human race, he said sports like FIFA World Cup and Olympic games brought more people and nations under one umbrella, more than the United Nation Organization could. “Sport is unifying power,” he asserted. Amoj Jacob, Noah Nirmal Tom and Arokia Rajiv, who were part of the Indian 4x400m team that set the Asian record in the Tokyo Olympics in August last year, besides Amlan Borgogain and Nalubothu Srinivas will also be in action in the one-day meet. While Jacob and Nirmal Tom will headline the 400m race, others will battle it out in the 200m sprint.
