200-bedded ACHB at CIHSR inaugurated

D I M A P U R , N OV 1 2 (NPN): Nagaland chief minister Neiphiu Rio Friday, inaugurated the state’s first 200-bed Acute Care Hospital Block (ACHB) at Christian Institute of Health Sciences & Research (CIHSR) and also purportedly, the world’s first to have been completed within a span of 100 days.

Speaking on the occasion, the chief minister acknowledged that M/s Glocal Healthcare Systems Private Ltd, Kolkata, had completed construction of the 200-bedded hospital in a record time of five months.

He also said construction of the ACHB would not have been possible without the support of his ministerial colleagues, especially the minister in-charge of the health & family welfare (H&FW), and collective efforts of all, besides the supervision conducted by engineering wing and taskforce chairman and NSDMA. Rio also expressed the hope that the facility would prove helpful for people of

State logs 7 fresh Covid -19 cases D I M A P U R , N OV 1 2 (NPN): Nagaland on Friday recorded seven fresh Covid-19 positive cases while no fatalities were reported during the day.

Of the fresh cases, four were from Kohima and three in Dimapur, taking the total caseload to 31973.

Further, the death toll remained unchanged at 692 (including 16 non-Covid deaths but with positivity) As on November 13, a total of 12,34,129 persons had been inoculated against Covid-19, which includes-- 716969 first dose and 517160 second dose.

Of the 419 deaths in Kerala, 47 were reported in the last few days and 372 were designated as Covid deaths after receiving appeals based on the new guidelines of the Centre and Supreme Court directions, a Kerala government release said on Thursday.

Rio clarified that the facility was set up at CIHSR since the state government was in partnership with the society (CIHSR) in a (tripartite agreement with CMC Vellore and Emmanuel

Hospital Association). Rio opined that instead Nagas should be happy that the society (CIHSR) has “come to help us” to provide quality health care services. He said this while recalling how the government decided to enter into a tripartite agreement with CMC Vellore and Emmanuel Hospital Association (EHA) to run the erstwhile Referral Hospital on grounds of not having funds or expertise.

He said since the state government was unable

to provide fund for construction of the 200-bedded facility, so it had to look elsewhere.

Turning on Covid vaccination, Rio stressed its importance that vaccination was the only prevention and protection from the virus as presently there is no medicine to fight the virus.

The chief minister also mentioned that the state government will set a target to achieve 100% vaccination

by March 2022. Rio admitted that Nagaland is among

the most backward states in the country and had earned some dubious distinctions which he said “all of us have to overcome”. The chief minister however maintained that people may be poor but not backward and the reason being the unresolved Naga political issue.

He also said criticisms against the state for being among the bottom of the table on Covid vaccination was due to rumour mongers who he said were responsible for vaccine hesitancy.

On the upcoming Hornbill Festival, the chief minister said only vaccinated tourists will be allowed to visit the state. He also urged upon health workers to administer the second dose of vaccine to tourists on demand, provided the requisite timeline between first and second doses was followed.

NEW DELHI, NOV 12 (AGENCIES): Europe has become the epicentre of the pandemic again, prompting some governments to consider re-imposing unpopular lockdowns in the run-up to Christmas and stirring debate over whether vaccines alone are enough to tame Covid-19, a News18 report stated. The fresh concerns come as successful inoculation campaigns have plateaued ahead of the winter months and flu season.

About 65% of the population of the European Economic Area (EEA) which includes the European Union, Iceland, Liechtenstein and Norway - have received two doses, according to EU data, but the pace has slowed in recent months.

Railways to resume normal services NLSF reiterates appeal for setting up govt law college To drop ‘special train’ tag, revert to pre-Covid fares NEW DELHI, NOV 12 (PTI): Under pressure from passengers over hike in fares, the Railways on Friday issued an order to discontinue the ‘special’ tag for mail and express trains and revert to pre-pandemic ticket prices with immediate effect.

Since the coronavirustriggered lockdown was eased, the Railways has been running only special trains.

It started with long-distance trains and now, even shortdistance passenger services are being run as special trains with “slightly higher fares”.

In a letter to the zonal railways on Friday, the Railway Board said trains will now be operated with their regular numbers and fares will revert to normal preCovid prices.

“In view of the COVID-19 pandemic, all regular mail/express trains were being operated as MSPC (mail/express special) and HSP (holiday special). It has now been decided that the MSPC and HSP train services, included in the Working Time Table, 2021, shall be operated with regular numbers and with fares as applicable for the concerned classes of travel and type of train, as per the extant guidelines.”

In another order, the Railway Board clarified that second class of such

trains shall continue to run as reserved except for any relaxation permitted in a special case.

It also said that for tickets booked in advance, no difference of fare either is to be collected by Railways or any refund shall be permitted. Neither order however specifies when the zonal railways are required to revert to their pre-Covid regular services.

“The zonal railways have been instructed. While the order is with immediate effect, the process will take a day or two,” a senior official said. “With this, more than 1,700 trains will be restored in the next few days. The first digit will now not be zero as was in the case of special trains,” another official said.

Power deptt jungle cutting re-scheduled D I M A P U R , N OV 1 2 (NPN): State power department has informed that jungle cutting along the 132kV & 66kV transmission line has been re-scheduled starting from November 1526, 2021 from 8am to 3pm In a press release, the executive engineer transmission division Kohima informed that jungle clearance and maintenance pro-

gramme of 132kV & 66kV lines was being carried out to avoid disruption and facilitate stable power supply.

In this regard, the department informed that there would be total shutdown of power supply in some districts during the activity: Areas to be affected under total shutdown include Tuensang, Phek, Kiphire

district and Likimro HEP (66kV Tuensang to Kiphire and 66kV Mokokchung to Tuensang) from Nov 15-19; Likimro HEP (66kV Kiphire to LHEP) from November 20-22 and Phek district (132kV Kiphire to Meluri) from November 23-26.

The department has, therefore, requested all consumers and public to bear the inconvenience caused.

D I M A P U R , N OV 1 2 (NPN): Nagaland Law Students’ Federation (NLSF) has reiterated its appeal to the state government to establish separate High Court for the state of Nagaland, government law college and directorate of prosecution in Nagaland.

NLSF through its media & communication expressed grave concern that despite the passage of more than 57 years since attaining statehood, a lot more remains to be done in the legal field to ensure that the state was on a par with the rest of the states.

Asser ting that the character and calibre of the

legal professions was determined by the quality and standard legal education, the federation, however, said that the importance of quality legal education was “significantly ignored” in the state.

NLSF pointed out that education of law in the state law colleges were mostly pursued by those students who could afford the course at the minimal fee and within the state.

To enable the interested students to avail education in law, NLSF said the state law colleges were charging fee at the lowest as compared to the high and well settled law colleges

outside the state. However, it said that many students in the state, who wish to pursue law, could not able to afford owing to their economic reasons.

The federation maintained that establishing a public Law college in the state would not only serve the interest of the student community in general and the law students in particular, but would also be a sign of great progress in favour of the state.

NLSF expressed regret that in spite of its repeated appeals, representation, memorandum, peaceful dharna etc., to set up a government law college, no

positive step has been taken till date.

It said that the “lackadaisical attitude” towards the law students of the state by the state has “proved to be the most profound show of negligence.”

The federation maintained that the state has the capability to produce “best lawyers” who could represent the High Court including the Supreme Court and even at the international arena provided due importance was given to the subject of law. “If the govt. cannot provide legal education in the state, there is no reason for the state to exist,” NLSF stated.

D I M A P U R , N OV 1 2 (NPN): Senior journalist and president of Dimapur Press Club (DPC) K.Filip Sumi passed away on Friday morning. He leaves behind his wife and a daughter.

Late Filip started his career in journalism at Nagaland Post in 2008 and after a few years, joined The Morung Express where he worked till the time of his demise. Messages of condolences poured out to the bereaved family from DIPR, DPC, Nagaland Post, KPC, and CP Dimapur.

demise of Filip Wotsa, who it said always stood in the forefront when it comes to welfare and wellbeing of media fraternity in the state.

ICAR Nagaland organises w’shop on pork marketing

DIMAPUR: One day workshop on pork marketing chains was organised by Indian Council of Agricultural Research (ICAR) Nagaland on November 6 at CBCC Conference Hall, T Chikri, Pfutsero. A press release by ICAR Nagaland stated that the workshop under NASF project “Pork marketing chains in north east India for sustainable livelihood of tribal women (Assam, Meghalaya and Nagaland)” was organised to give an overview on pork marketing chains in Nagaland.

ICAR said the during the workshop issues like pricing information, standardization of pig value chain, capital literacy on credit procedure and guidelines, basic technical approaches with regard to livestock production, waste management, digital application, its handling and its usage, knowledge on artificial insemination etc. to empower tribal women farmers were discussed.

Cluster coordinator Chakhesang Women Welfare Society, Julia Rova gave an introductory session and senior research fellow, NASF Project- ICAR Nagaland Centre Nungshitula Pongener highlighted on all the topics like digital sensitisation on pig production and sales, scientific pig production, bio-security and waste management, financial market literacy, enterprise and business model and packaging and processing methods.

In a condemnation note, PDAA president Elia Nring and secretary Chamchangbo said that it was “unfortunate and unexpected” that the residence of Roko Angami, a former international footballer and

schemes especially in road projects. He also assured to repair the road connecting Satsuphen to Longsachung village.

Responding to the appeal for a health centre by Satsuphen village council, Patton said such requests should be processed through DPDB. Council chairman of the newly inaugurated village, Yankhosao Ezung said that Satsuphen was an important place in the history of Lotha Nagas and other tribes during migration period.

DWO Dimapur, Wokha inform beneficiaries

DIMAPUR: District Welfare Officers (DWO) Dimapur Hutoi Sema has asked all beneficiaries of old age (IGNOAP), disabilities under state and center schemes (IGNOPS), widow pension and disability scholarship, who have not availed benefit/draw their pension during payment, to collect the same on November 15-16 from DWO office, Dimapur.

DWO Dimapur has also asked CDPOs under Dimapur district to take further necessary action.

Wo k h a : DWO Wokha M. Tongwang Konyak has informed that cash payment of various welfare schemes would be made from DWO office Wokha as first round of cash payment. In a press release, DWO Wokha has informed that payments would be made for schemes - old age pension/widow pension/disabled pension/

blind/invalid pension for the following villages/ areas/range as per the assigned dates.

Beneficiaries of Wokha Town, Chukitong range, Niro range, Pongitong, Longsa, Humtso, Elumyo, Wokha Village are to avail the same on November 15 while beneficiaries of Pangti, Sungro, Okotso, Aree Old and New, Akuk, Mekokla, Lakhuti, Sunglup and Yonchucho on November 16.

Further, DWO Wokha has informed that beneficiaries of the remaining villages in the district shall be intimidated in due course of time.

It has also been informed that the beneficiaries, who have already submitted bank account earlier, that the pension has been deposited in their bank account through Direct Benefit Transfer (DBT) mode.

‘National Legal Services Day’ observed across the state

DIMAPUR: Nagaland State Legal Services Authority (NSLSA) under the aegis of the National Legal Services Authority (NALSA) observed “National Legal Services Day” on November 9 as part of “Azadi Ka Amrit Mahotsav” Pan India awareness and legal services week.

In Dimapur, the district legal services authority (DLSA) conducted mini legal camp by setting up legal camp at deputy commissioners complex, Dimapur.

Secretary Dimapur DLSA & CJM Seyielenuo Mezhii highlighted the importance of legal services act and how it came into existence.

During the camp, free legal counselling, free affidavit and free drafting of applications were provided which were availed by 37 beneficiaries.

Mokokchung: Mokokchung DLSA conducted drawing competition at Children’s Home and Observation Home, Mokokchung on the theme “the world we live in”. Altogether 12 children participated in the competition.

Zunheboto: On account of legal services day, Zunheboto DLSA organised cleanliness drive at district court complex, Zunheboto along with court staff, prosecution staffs and PI staff. 23 members participated in the programme.

During the camp legal help desk was opened for public where free legal counselling, legal drafting, applications free pamphlets were provided by Adv. Gracy Ezung and other panel lawyers, free registration to undergo vocational training by DDU-GKY under ministry of rural development, free medical checkup and medicines, free blood group testing by NSACS. Longleng: Longleng DLSA organised a mini legal services camp at court complex. During the inaugural session, secretary LDLSA highlighted the different schemes available under legal services authority, later project asst. urged the participants to avail the services and to visit the frontal office for any grievances.

The State Bank of India also participated to sensitise attendees on various schemes. Free affidavits were also made available to the beneficiaries which were availed by 33 participants.

Kiphire DLSA: Kiphire DLSA observed the programme at Government High School, Kiphire where retainer lawyer, DLSA Kiphire, Bendangwati Sangtam spoke on importance and functions of legal services. Senior principal, GHS Kiphire, YP Singh, encouraged the participants to be active in the activities in order to

acquire better legal knowledge and acknowledged LLC teacher-in-charges and LLC members. Altogether 75 participated in the programme.

Phek: In Phek, DLSA observed organised legal awareness programme at Chozuba sub-division where ADC, Chozuba, Theodore Yanthan delivered a short speech.

Resource persons Samuel Ritse PP, Phek briefed on the topics POCSO Act 2012, and RTE 2009, Keneinuo Swuro PA, Phek shared the social welfare schemes & Lok Adalat.

Cheliam Khiamniungan Secy, PDLSA spoke on the function of legal services and national food security Act 2013. Altogether, 96 representatives from 16 villages and one town participated.

Tuensang: Tuensang DLSA organised a seminar on anti-ragging and sexual harrasment-prevention prohibition and redressal jointly organised by IQAC, anti-ragging and internal committee of Sao Chang College in collaboration with Tuensang district legal services authority venue at multipurpose hall.

Nagaland observes ‘World Pneumonia Day’; SAANS launched

DIMAPUR: Nagaland Friday observed “World Pneumonia Day” in an effort to raise awareness about Pneumonia, the world’s biggest infectious killer which claims around 2.5 million people. Commemorating the day, ministry of health and family welfare (H&FW)’s campaign – Social Awareness and Action to Neutralise Pneumonia Successfully (SAANS) was also launched across the state.

The campaign aims to reduce child mortality due to pneumonia, which contributes to around 15% of deaths of children under the age of five annually. The campaign commenced on Friday and would culminate on February 28, 2022.

In Dimapur, the SAANS campaign was launched by chief medical officer (CMO) Dimapur, Dr. I. Moatemjen at the CMO office Dimapur where dis-

trict program officer, UIP/ RCH, Dr. Rebecca spoke about SAANS. Dr. Rebecca said the main objective of the campaign was to reduce child mortality due to pneumonia by creating awareness of pneumonia in the community and improving clinical management of pneumonia.

During the four months campaign, she said focus would be on awareness generation and early intervention, capacity building of caregivers to identify critical early signs and symptoms of pneumonia.

She oriented the members on the Project, Prevent, and Treatment (PPT) interventions to save children from pneumonia and added that a child could be protected from pneumonia by early initiation of breastfeeding and exclusive breastfeeding for

“Pneumonia can be prevented by fully immunising a child, reducing indoor air pollution and following practices such as regular handwashing with soap”, Dr. Rebecca said.

DIMAPUR: Along with the rest of the country, Nagaland conducted the National Achievement Survey (NAS)2021 in 932 schools, covering government/private and central schools on Friday.

In a press release, NAS-2021 Nagaland, state nodal officer informed that NAS-2021 commenced with the nomination of district education officers as district nodal officers NAS while Central Board of School Education (CBSE) appointed the senior principals as district level coordinators (DLC).

The DNO and DLC nominated the field investigator and observers for all the classes in all the sampled schools. The board representative (BR) from Delhi also arrived in their respective district headquarters on the November 8 for fair conduct of the survey.

To further strengthen the survey, the state government nominated high ranking officers from SCERT as independent observers (IO) to oversee the conduct of the survey.

Kaladan transit project nearing completion: Mizoram Governor

AIZAWL, NOV 12 (PTI): Mizoram Governor Hari Babu Kambhampati has said construction of the 87km stretch of a cross border road between the state’s Lawngtlai town and neighbouring Myanmar’s Sittwe port is nearing completion.

The road is part of the Kaladan multi-modal transit transport project, which is being viewed as India’s gateway to Southeast Asia, and it, when completed, will connect West Bengal’s Kolkata with Sittwe seaport in Rakhine state of Myanmar.

The project will provide an alternative route to reach West Bengal and strengthen connectivity between the North East region and the rest of the country, the governor said. “The road construction on the Mizoram side under the Kaladan project is nearing completion. The project will cut down the distance.

Kaladan multi-modal transit transport project. rest of the country through the narrow Siliguri corridor in Bengal,” he said while addressing a conference of governors and Lt. Governors in New Delhi on Thursday.

The construction work of the road began in Mizoram in 2010 but it was disrupted several times over compensation issues, an official said. It was scheduled to be completed by June this year, he said, adding that the work got delayed due to

COVID-19 pandemic.

India entered into a framework agreement with Myanmar in April 2008 to facilitate the implementation of the project.

During the meeting, the governor also said that despite several challenges due to the pandemic, the Mizoram government allocated Rs 99 crore to various departments in the 2020-21 fiscal for achieving goals of the state flagship pro-

gramme, Socio-Economic Development Policy.

He praised the state government for its effort to set up village level task forces to fight against the COVID-19 pandemic and make people aware of health safety guidelines.

The participation of NGOs and communitybased organisations help the government contain the spread of the disease, Kambhampati said. The governor also said that there has been “no major” law and order problem except a few incidents along the Mizoram-Assam border.

Both states had agreed to take forward initiatives taken by the Union Ministry of Home Affairs and chief ministers to resolve the border disputes, he added.

Epidemic kills 256 buffaloes in Ukhrul U K H RU L , N OV 1 2 ( AGENCIES): Over a month after 50 buffaloes were reported killed by an unknown zoonotic disease, at least 256 water buffaloes have reportedly fallen prey to an unknown disease in Ukhrul distric in a month, Manipur’s Veterinary and Horticulture department has reported.

The incident has left officials puzzled and the departments are yet to sample a report of the carcasses.

The Asiatic water buffalo deaths have been reported by owners of the cattle from various villages, including Wahong, New Tusom, Tusom CV, Tusom Khullen, Kharasom, and Razai Khullen, reported local media.

Despite over a month since the incident, concerned authorities are yet to provide the exact cause of the disease, according to a report. The incident concerns people of the district that is predominantly dependent on agriculture for livelihoods.

Get registered with E-Shram portal: Union labour minister Correspondent IMPHAL, NOV 12: Union minister of state for labour and employment Rameshwar Teli on Friday sought the cooperation and support of all stakeholders of Manipur to achieve the target of 8.20 lakh unorganized workers getting registered on e-Shram portal.

The Union ministry of labour and employment targeted registration of 8.20 lakh out of around 11 lakh unorganized workers in Manipur by December, 31, 2021.

However, so far only 58,000 workers of the category have registered.

The Union minister who was in Imphal on a two-day visit in Manipur, attended an E-Shram card distribution ceremony organized by the state labour department at Sangai Hall of Hotel Imphal Classic in Imphal today.

The portal, he added, will cater to all unorganized sector workers, including construction workers, migrant workers, gig and platform workers, street vendors, domestic workers, agriculture workers, fishermen, truck drivers etc.

In addition to this, there is also a provision of Rs 2 lakh accidental insurance cover for every registered unorganized worker on e-SHRAM portal, he added. Chief Minister N Biren Singh who was upset on

learning low rate enrolment of workers in the portal assured the Union Minister that the state government will leave no stone unturned to achieve the target of registration of 8.20 lakh workers

by December 31.

In his speech as chief guest, Singh asked officials for the reason in delay in registration of the workers under the portal.

He observed that officials of the labour department and other stakeholders should create awareness on the benefits of registering at their best level so that workers of the state get the benefits of the social security schemes being implemented by the Central government.

He also directed all concerned officials, including state chief secretary, to take up necessary steps to get workers of all unorganized sector registered with the portal.

Before concluding his two-day visit in the state, the Union minister briefed the media about the purpose of his two-day visit in the state.

He also highlighted various initiatives being taken up for uninterrupted supply of LPG cooking gas in the state and implementation of UJJWALA 2.0 in the state.

A letter issued by D Roy, under secretary, government of Tripura, informed that the delegation will visit the state on Saturday from Kolkata and hold a high-level meeting with the Tripura chief secretary, officials of the Border Security Force (BSF) and other stakeholders in Agartala.

The central team will visit the border areas on Sunday by a BSF helicopter to inspect border infrastructure projects at Dhalai district, where the work of international border fencing is going on under National Project Construction Corporation Limited (NPCC).

visit the undemarcated boundary of Muhurichar river in South Tripura district where the work for single row fencing is pending for a long time.

Later, the team will also visit the unfenced gaps in Sonamura sub-division under Sepahijala district.

“We say there is a difference between Hindutva and Hindu religion. It is a simple logic - if you are a Hindu then why do you need Hindutva? why do you need this new name?” he asked.

The Congress leader said in today’s India, ideological fight has become very important.

“The Congress ideology...the ideology it follows has been existing in India for thousands of years. Just like the RSS has its icons, the Congress has its own icons... they are different icons. But, we have them, it is about bringing this ideological ocean and allowing our people to swim in it,” he said.

Gandhi admitted the Congress did not propagate its ideas properly in the past.

“Now is the time to strengthen Congress ideology in its own organisation and spread its across India through party workers,” he said.

While four persons drowned in Samastipur, one died in Bettiah.

Four fatalities each were registered in Saharsa and Khagaria, while two deaths each took place in Supaul and Lakhisarai.

Madhepura, Purnea and Bhagalpur district recorded one death each.

The tragedy occurred when the devotees were taking dip in rivers, ponds and canals after “second Argha” to celebrate the festival.

NEW DELHI, NOV 12 (PTI): In a significant verdict, the Supreme Court on Friday held that the High Court cannot rely on a “draft charge-sheet”, which is yet to be filed by the police before a magisterial court, to quash criminal proceedings, saying it is “trite law” that high courts must exercise its inherent powers “sparingly and with circumspection”.

The verdict came on a criminal appeal filed against a decision of the Gujarat High Court which on January 8, 2019, had quashed an FIR against several persons, accused of extorting money from the purchasers of a plot at Rajkot.

The high court, which had permitted the police to continue with the prosecution of two accused out of a total of nine, had directed the police to file the draft charge sheet before the filing of the same in

the magisterial court and after perusal, quashed the FIRs against some of the accused.

A bench comprising Justices DY Chandrachud and BV Nagarathna held in its verdict that the Gujarat High Court “transgressed the limitations” while exercising its inherent power under section 482 of the Code of Criminal Procedure in quashing the FIR. “We have come to the conclusion that the High Court transgressed the limitations on the exercise of its jurisdiction under Section 482 of the CrPC in quashing the FIR and all consequential proceedings. There has been a clear abuse of the process before the High Court. We accordingly set aside the impugned judgment and order of the High Court dated 8 January 2019 and allow the Criminal Appeals,” the judgement said.

Referring to various

verdicts, Justice Chandrachud, writing the judgement for the bench, said, “it is trite law that the High Court must exercise its inherent powers under Section 482 (power of high courts to quash criminal cases) sparingly and with circumspection.” The bench distinguished between two legal positions and said that high courts must take into consideration the material collected during the investigation by the police after the charge sheet is filed before the magisterial court while deciding petitions seeking quashing of FIRs under section 482 of CrPC. “However, the High Court cannot place reliance on a ‘draft charge-sheet which is yet to be placed before the Magistrate to quash the criminal proceedings under Section 482,” the bench said in its 27-page verdict.

Thackeray (61) has been moved to a ward after his surgery, said a statement from the Chief Minister’s Office (CMO) quoting two doctors of the hospital - Ajit Desai and Shekhar Bhojraj. “The doctors said he was stable during the surgery and has been doing well,” the statement said.

Dr Desai is a cardiologist, while Dr Bhojraj is a spine surgeon. On Wednesday, Thackeray was admitted to the hospital on the advice of doctors after his neck pain aggravated. Earlier this week, he had attended an event wearing a cervical collar.

uch has been said about education and the prevalent system which has not been up to the task of producing youths with It is true that education is not only about being qualified for jobs but also being an active participant for transformation of society and also sets the educated mind free. There is need to develop a curriculum of life skills and soft skill (emotional intelligence) for the whole school stage, involving both the left and right brain competences.

Each year a few thousand graduate from colleges and join the growing ranks of the unemployed. The situation has indeed crossed the point of being merely a matter of serious concern. More jobs are needed but there isn’t any. To add to the problem, the state’s economy is on unsure ground and no industries and restricted opportunities for investments in private enterprises owing to the feeling of insecurity. Institutions have always held academic excellence and high quality as the highest goals. In other states that have achieved notable successes in higher education, much stress in put on the overall preparedness of a student during and after leaving the college. This is identified by a term called value added education which is about assessing the development of the student and what has been attained during college and various capabilities that have been imbued. The assessment of value added education also puts a lot of onus on the skills, methods and goals of teachers in adding capabilities on the students. As the world becomes more and more technology based and fast paced, the competition for jobs will grow even fiercer.

Soon there will be only the most menial jobs for those who will not go on to college, training in computer programming will be almost mandatory. With economic growth and globalization, there are debates brewing on how to improve the quality of higher education.

The state government spends a very large amount of money on education aside from funds through various Centrally Sponsored Schemes which are additions to the normal budget. Besides unavailability of teachers for science and mathematics, most buildings of the government schools in the far flung areas are in dilapidated state. Though government educational institutions expanded tremendously, both in terms of infrastructure as well as in the number of teaching faculty; they seem to be faced with many problems.

Most of these are actually due to inherent administrative problems such as- decisions on appointment and deployment that have seem to be done through political and bureaucratic interferences. However, the big gap probably reveals an endemic problem within the government’s education system which needs to be analysed and concrete actions taken to stem the rot. In order to fulfil the need for quality education, the centre has unveiled the National Education Policy 2020 to provide quality impartation. Whatever be the content of the NEP 2020, in the end it all boils down to the implementation. It is an accepted fact that genuine improvements in pedagogy will only come when teaching is no longer seen simply as a matter of technique or performance or planning or even design, but rather as a matter of equity and the well-rounded development of the products that eventually come out of colleges and universities.

iabetes is a metabolic disorder in which the body is unable to appropriately regulate the level of sugar, specifically glucose in the blood, either by poor sensitivity to the protein insulin, or due to inadequate production of insulin by the pancreas. Diabetes has been on the rise globally for decades. With an increase in age, the prevalence of Diabetes also increases and about 25% of the population above 65 years of age has diabetes.

Over time, high blood glucose leads to problems such as heart disease, stroke, kidney disease, nerve damage, foot problems etc. Most of the people suffering from diabetes have musculoskeletal, complications like frozen shoulder, back pain and osteoarthritis.

People with poorly managed type 1 diabetes have a syndrome of limited joint mobility. Diabetic amyotrophy is a type of neuropathy that has muscle wasting and weakening in the thighs. Carpal tunnel syndrome and sciatica are the other neurological conditions that occur in people suffering from diabetes. In

Types of Diabetes Type 1- occurs when the immune system mistakenly attacks and kills the beta cells of the pancreas. No, or very little, insulin is released into the body.

Type 2- occurs when the body cannot properly use the insulin that is released (called insulin insensitivity) or does not make enough insulin.

Private schools are ridiculing the RTE

he “Right of Children to Free and Compulsory Education Act 2009” has been implemented since 1st April 2010 with the objective of ensuring quality education to all children in the country. In the light of the provision of the Act, rules & regulations were promulgated by the State Governments regarding grant of approval to private schools and minimum criteria and conditions were prescribed for all schools. Within six months of the implementation of the rules, all private schools had to submit self-declaration, before a threemember district committee, regarding compliance of the standards and norms mentioned in the Act and fulfillment of the conditions.

The norms fixed includes school to be operated through a legitimate society/trust, not to be operated for the benefit of any individual or group, to work in accordance with the values enshrined in the constitution, to use the building/ structure/ground etc. only for education and skill development.

There are some minimum standards, norms and conditions for schools in the law, such as one class room per teacher, drinking water facility, toilet, playground, kitchen, barrier free elements, boundary wall, provision of teachers on the basis of number of students, prescribed minimum qualification in the employment of teachers, enrollment of children from disadvantaged and weaker sections on at least 25 percent

seats in first and early childhood classes, enrollment of children in age-relative classes and special training to make them skilled, relevant courses by educational authority, teaching in mother tongue, neither any test nor donation for admission etc. Commission for Protection of Child Rights have been constituted at national as well as state level.

The concerned district committee had to do site inspection within three months and give approval in case the schools met the standards and norms and in case of non-compliance, three years’ time was to be given to complete them. Some private schools in the states openly challenged the government’s regulations and called it interference in the autonomy of the school.

The Provision and fulfillment of the standards and norms cannot be termed government interference. In fact, according to the law, the standards, norms and conditions set for the school are not in the capacity of 90 percent of the private schools. They neither have adequate physical infrastructure nor teachers with prescribed qualifications. Each school has its own cumbersome & irrelevant curriculum and ropey English has been forcibly imposed on children in lieu of mother tongue.

The admission test of children for enrollment is going on fearlessly.

They are finding themselves naked in the mirror of the law. For them education is just a business and

school is a shop. How then can they declare that their school is not a non-profit institution?

As per rule,75 percent of the members in the school management committee will be the parents. But the parents, who in the name of the future of their children pay huge amount with their blood and sweat, are being termed as outsiders by the school administrators.

It is a self-evident fact that since the schools have been governmentised, the intimate relationship of the society with the school has been disappeared. The community character of the school has vanished and the teachers have been turned into a government servant instead of a guide & path-shower.

They are being engaged in all kinds of non-educational works. Due to good service conditions and salary, instead of mission-mode spirit, the domination of the people only for livelihood has increased in this pious profession of teaching.

The government education system has collapsed due to limitless powers of education officers and their plundering policy. People have lost their faith in government schools. Taking illegitimate advantage of the flaws prevailing in government schools, private schools have established their own empire, where on one hand there is monopoly of managers, while the children are victims of financial, physical, mental & linguistic exploitation.

If we look at the routine of

private schools, it is found that from the first day itself, huge amount is taken in the name of examination and fees. Every material from pencil to copy, book, dress has to be purchased from the school’s prescribed shop at arbitrary expensive price.

The order of not opening the school before 8 a.m. fixed by the administration has been overruled and the young child has to get up at 5 a.m. in a semi-sleep to prepare for the school. Instead of the mother tongue, they are forced to converse in English, otherwise they are either punished or ridiculed. Less class work and more homework are provided in the name of studies. Since parents pay huge amount in the form of fees, they make their children proficient either by themselves or through tuition. If the parents do not pay special attention to the children from their own level, then the education system of these schools will totally collapse.

Under the burden of redundant courses, private schools have killed the childhood of children. A 5-6 year old child is left entangled in 30-40 books & notebooks.

They have neither time to play nor proper sleep. After all, how would be all round development of the children?

How ridiculous is the demand to allow a separate seating arrangement for the children from 25 percent depressed and weaker sections of the society? In the name of globalization and modernity,

their heart, mind and thinking have also been adapted to the British Era mindset. If this is not the irony of independent India, then what is it that a child from a poor section is being openly declared as a second class citizen! On the one hand, we chant the melody of “Ek Bharat Shreshtha Bharat” and “Ek Desh Ek Vidhan”, while on the other hand we do not shy away by making provision of separate education system for the resourceful citizens negating “Ek Desh Ek Gyan”.

A decade has passed since the enactment of the Right to Education Act, but no action has taken against the schools, which did not meet the prescribed criteria.

Due to the corrupt, sluggish and careless educational management; the graduates, on whose shoulders future of the country rests, are bound to bear the brunt of the derailed education system.

Quality elementary education, full of all resources, is the foundation of a nation and children of all strata are its future. The private schools must not be allowed to do arbitrariness in the name of education, to mock the law, to keep the spirit of untouchability to poor children, to spoil children’s childhood and to establish parallel empire. The government should come forward with “One Nation One Education” policy, so that all sections of society may have same education and opportunity.

NEW DELHI, NOV 12 (IANS): Supreme Court on Friday agreed to examine a plea seeking direction to the Central government to analyse various international laws and take “effective and stringent” steps against the menace of hate speech and rumour-mongering in the country.

A bench of justices A.M. Khanwilkar and C.T. Ravikumar scheduled the matter for hearing on November 22, along with a separate plea, which also came up for hearing during the day, in connection with the hate speech issue.

NBCC fined Rs 5 lakh for violating dust control norms NEW DELHI, NOV 12 (PTI): National Building Construction Corporation has been fined Rs 5 lakh for violating dust control norms at a project in Karkardooma in East Delhi, Environment Minister Gopal Rai said.

Rai kicked off the second leg of the anti-dust campaign on Friday which will continue until December 12.

“We conducted an inspection of the NBCC project in Karkardooma and found that it has not taken dust control measures at some places. Accordingly, a fine of Rs 5 lakh has been imposed on the company.”

The minister said all departments have been asked to create anti-dust cells and work in coordination with the Delhi Pollution Control Committee to implement the ‘Joint Anti-Dust Action Plan’. “During phase-I, 450 of 2,500 construction sites inspected were found violating the rules and regulations.

A fine of around Rs 1.3 crore was imposed on these sites,” he said.

Covaxin: 77.8% efficacy against symptomatic Covid-19: Lancet study NEW DELHI/HYDERABAD, NOV 12 (PTI): Two doses of Covaxin, India’s indigenous COVID-19 vaccine, offer 77.8 per cent protection against symptomatic disease and present no serious safety concerns, according to an interim analysis of its phase 3 trial published in The Lancet on Friday.

Covaxin, an inactivated whole virus vaccine developed by Hyderabadbased Bharat Biotech, recently received emergency use approval from the World Health Organization (WHO) for people aged 18 and above.

The phase 3 trial find-

ings indicate that Covaxin induces a robust antibody response with no severe vaccine-related adverse events or deaths reported among the trial participants, the authors of the study said.

The majority of the adverse events, including headache, fatigue, fever, and pain at the injection site, were mild and occurred within seven days of vaccination, they explained.

The trial took place this year, with participants aged 18 and older randomly assigned to receive two doses of the vaccine or a placebo. Participants

considered to be at risk of acquiring Covid-19 were prioritised with 2,750 participants above 60 years of age and 5,724 participants who reported at least one pre-existing medical condition, such as cardiovascular disease, diabetes, or obesity, across ages.

This study was conducted with participants from diverse geographic locations across 25 hospitals in India.

The trial also found that Covaxin was welltolerated among all trial participants, with 12 per cent of vaccine and placebo groups reporting an adverse event.

H Y D E R A BA D, N OV 12 (AGENCIES): Three big regional parties — TRS, TDP and YSR Congress — in Telangana and neighbouring Andhra Pradesh have received the major part of their funds from ‘unknown sources’ in 2019-20, Association for Democratic Reforms (ADR) said in a report.

ADR, an NGO which works in the area of electoral and political reforms, said the total income of the regional parties from unknown sources stood at Rs 446 crore, which is 55 per cent of their total income in 2019-20. The overall income of 25 regional political parties in the financial year was Rs 803 crore.

The NGO said some of the top regional parties that accrued the substantial part of their income from unknown sources were TRS at Rs 89 crore, TDP Rs 81.6 crore, Jagan Mohan Reddy’s YSRC Rs 74.7 crore, Naveen Patnaik’s Biju Janata Dal Rs 50.5 crore and MK Stalin’s DMK Rs 45.5 crore.

It later emerged that the rescued man, identified as Sudhakar of Pulianthope area had tried to save another man, 40-year old Ezhumalai from being carried away by strong water currents.

Ezhumalai, however, could not be saved despite efforts and he lost his life.

Addressing the event via video conference, the Prime Minister said that these schemes, will expand the scope of investment in the country along with making capital markets easily accessible and more secure for investors.

Similarly, he cited the Integrated Ombudsman Scheme as giving a shape to the ‘One Nation, One Ombudsman System’ in the banking sector.

Biden, Xi to hold virtual meeting on Nov 15

WASHINGTON, NOV 12 (PTI): US President Joe Biden and his Chinese counterpart Xi Jinping will hold a virtual summit on Monday to discuss ways to “responsibly manage” the competition between the two countries, as well as ways to work together where their interests align, the White House announced on Friday.

US officials said last month that they had reached a tentative agreement with China to hold a virtual meeting between Biden and Xi before the end of the year, as part of an effort to ensure stability in one of the world’s most consequential and fraught relationships.

“In the evening of Monday November 15 in Washington, DC, President Joseph R Biden, Jr. will meet virtually with President Xi Jinping of the People’s Republic of China (PRC),” White House Press Secretary Jen Psaki said.

“Following their September 9 phone call, the two leaders will discuss ways to responsibly manage the competition between the United States and the PRC, as well as

President Xi has not left China in 21 months, following moves to tighten the country’s borders in response to the COVID-19 pandemic. He skipped the G20 summit in late October, as well as the COP26 climate conference in Scotland this month.

Myanmar court sentences US journalist to 11 years in jail BA N G KO K , N OV 1 2 (AP): A court in militaryruled Myanmar on Friday sentenced detained US journalist Danny Fenster to 11 years in prison after finding him guilty on several charges, including incitement for allegedly spreading false or inflammatory information.

Fenster, the managing editor of the online magazine Frontier Myanmar, was also found guilty of contacting illegal organisations and violating visa regulations, lawyer Than Zaw Aung said. He was sentenced to the maximum term on each charge.

Fenster has been detained since May. He still faces two additional charges in a different court for allegedly violating the counterterrorism law and a statute covering treason and sedition. “Everyone at Frontier is disappointed and frustrated at this decision. ith an aim to empower its users with new features, Meta-owned WhatsApp is working on a feature that will let you hide your “last seen” status from specific people.

According to GSMArena, the beta version of WhatsApp for Android now has an option to hide your “last seen” status from specific people.

The feature has been in active development for a few months at this point, and now it’s finally live for a subset of those part of the beta programme, the report said.

The company might soon make it available to all the people using the beta, and then eventually to the version of WhatsApp everyone’s using.

The feature will allow WhatsApp users to set their “last seen” status to be viewed by everyone, their contacts, their contacts except a blacklist of specific people and nobody.

LONDON, NOV 12 (AP): Premier League clubs united in their opposition to plans for biennial World Cups when they discussed the FIFA overhaul of the international calendar at a meeting. The 20 teams also all opposed a FIFA proposal to reduce the five windows for international men’s matches to just two in a year.

“The Premier League is committed to preventing any radical changes to the post-2024 FIFA international match calendar that would adversely affect player welfare and threaten the competitiveness, calendar, structures and traditions of domestic football,” Premier League chief executive Richard Masters said in a statement on Thursday.

UEFA has already expressed its concerns about the changes to world football being championed by FIFA President Gianni Infantino and Arsene Wenger, the former Arsenal manager who is now chief of global football development at FIFA.

US Olympian Sunisa Lee ‘pepper sprayed in racist attack’ L O N D O N, N OV 1 2 (AGENCIES): US Olympic gymnast Sunisa Lee has said she was pepper-sprayed in a racist drive-by attack in Los Angeles.

In an interview with Pop Sugar, the gold winner and first US-Hmong Olympian said she and a group of Asian friends were targeted while waiting for a ride, BBC reported.

The incident took place a few weeks ago as she was in LA to film Dancing with the Stars, she told the magazine. Attacks on people of Asian descent have risen amid the Covid-19 pandemic, which was first reported in China.

Lee, 18, made history by travelling to Tokyo this summer, becoming the first US Olympic athlete from the Hmong ethnic group.

skirted off,” Lee said.

“I didn’t do anything to them, and having the reputation, it’s so hard because I didn’t want to do anything that could get me into trouble.

Kohima dist volleyball tourney ends

KOHIMA, NOV 12 (NPN): Cheineino Brothers and Mystic Club emerged as the winners of the three-day Kohima district open volleyball tournament 2021, which concluded at Khuochiezie (local ground), here on Friday.

In the men’s category, Cheineino Brothers Kiruphema, retained the title while in women’s category, Mystic Club beat Elite Sisters to win the title.

The event was organised by Kohima District Vol-

leyball Association (KDVA) with an aim to promote the game in the district.

Cheineino Brothers received a cash prize of Rs. 50,000 while runner-up Michazou Mima bagged a cash prize of Rs. 25,000.

Semi finalists Kiruphema Youth Organization and Dazzling Phesama each received Rs. 5000.

Kethovikho Zenyü of Cheineino Brothers and Keneiso Tepa of Michazou Mima bagged best spiker and best setter titles respectively and pocketed Rs. 2000 each.

Winners of the women’s category, Mystic Club walked away with a cash prize of Rs. 30,000 while r unner-up received Rs. 15,000.

Aguero considers retirement due to heart problem NEW DELHI, NOV 12 (AGENCIES): Sergio Aguero could have to retire from football due to his heart problem which was detected in Barcelona’s draw with Alaves at Camp Nou. He was forced off 42 minutes into his first home start for Barca and was taken to hospital for cardiological evaluation last Saturday, Indian Express reported.

According to Catalunya Radio, the Argentine may retire with the issue more complicated that was initially expected. He is reportedly suffering from a cardiac arrhythmia which is not benign and seriously puts his career in risk.

Brazil beat Colombia to qualify for WC SAO PAULO, NOV 12 (AP): Brazil became the first South American team to qualify for the World Cup in Qatar — with several matches in hand and more than a year before the tournament begins in Qatar.

Lucas Paqueta scored Brazil’s only goal in the 72nd minute in a 1-0 win over Colombia, putting the Selecao 18 points ahead of fourth-place Chile, which can add only 15 points from its five remaining matches.

1983 WC hero Kirmani encourages budding Meghalaya cricketers

SHILLONG, NOV 12: The key to India’s victory against giants of cricket, the West Indies, at the 1983 World Cup was their self-belief and not being overawed by the opposition, Syed Kirmani, who was part of that champion side, told a group of young Meghalaya cricketers, boys and girls, at an impromptu function here on Friday.

Kirmani was visiting Shillong for a separate programme but wanted to call in at the Meghalaya Cricket Association at Polo Ground where he shared his wisdom, warm smile and charm with the players and MCA and Shillong Cricket Association officials. Kirmani, who was the Indian wicketkeeper during that historic World Cup victory at Lord’s, was welcomed by MCA Secre-

tary Gideon Kharkongor in the presence of other senior MCA and SCA officials, such as Peter Macdonald Kharsawian, Peter Jarman Lamare, Saibal Dasgupta, Dhrubajyoti Thakuria, Dister Marbaniang, Robert Dkhar and others.

Speaking to the players, Kirmani, who featured in 88 Tests for India, said that playing in 1983 against West Indian greats Malcolm Marshall, Viv Richards and Michael Holding, it was imperative that India not put their opponents on too high a pedestal. “You have to believe in your own capabilities and strengths and do not be afraid because then you are halfway out,” Kirmani said, while also emphasising the importance of practice, be it in cricket or in academics.

He also urged the youngsters present to always maintain the spirit of cricket and was pleased to learn that Meghalaya had finished second in the Plate Group of the Syed Mushtaq Ali Trophy T20, saying that it was good that the “BCCI has acknowledged the eastern sector” of the country by bringing all states under its umbrella.
