Covaxin recommended for children in 2-18 age group

NEW DELHI, OCT 12 (PTI): An expert panel of India’s Central drug authority has recommended granting emergency use authorisation to Bharat Biotech’s Covaxin for children and adolescents in the 2 to 18 years age group with certain conditions, sources said on Tuesday. If approved by the Drugs Controller General of India (DCGI), it will be the second COVID-19 vaccine after Zydus Cadila’s needle-free ZyCoV-D to receive EUA for use in those below 18 years. NEW DELHI, OCT 12 (PTI): Union Coal Minister Pralhad Joshi on Tuesday said the government is making full efforts to meet the coal demand of power producers and stressed that steps are being taken to soon ramp up the dry-fuel supply to two million tonnes per day, from the current overall dispatch of 1.95 MT per day. “We at the ministry and Coal India Ltd (CIL) are making full efforts to meet the coal demand...,” the minister said. The statement comes at a time when the country’s power plants are grappling with fuel shortages. “I assure all the stakeholders and even people of the country that whatever coal is needed for power generation, that coal will be provided from the coal ministry,” he said. Meanwhile, amid reports of shortage of coal stock in the country, the Central Coalfields Limited (CCL) said that in the coming one or two weeks the problem will be stabilized.

KOHIMA, OCT 12 (NPN): Advisor school education KT Sukhalu Tuesday said that World Bank-funded Nagaland Education Project (NEP)—The Lighthouse [Nagaland: Enhancing Classroom Teaching and Resources (NECTAR)] holds immense relevance to the education system in Nagaland as it aims to enhance the governance of schools across the state and improve teaching practices and learning environments in selected school complexes. Speaking at the state level orientation and sensitization on the NEP—The Lighthouse (NECTAR) held at hotel Vivor here Tuesday, Sukhalu said that the project envisages developing a comprehensive, sustainable reform programme that can guide efforts at two levels: system-wide reforms that improve overall governance of schools in the state and school focused reforms that directly improve school level teaching practices and learning environments.

Advisor reminded that the success of the project depends predominantly on the collaborative efforts of all the entities and stakeholders that have various roles and responsibilities albeit in varying degrees. Sukhalu said the project implementation at the state level was led by the department of school education and managed by four constituent agencies— DoSE, SCERT, NRSE and SSM, which would collaborate with each other as well as with relevant departments of the government, NGOs and CSOs working in the region on similar focus areas. Asserting that a transformation and overhaul in education would mean

better quality education and improvement in human capital, the advisor, therefore, said that the project holds value and promise to transform not only the education system, but also impact the lives beyond the classroom and sowing the seeds of much needed transformation of the society. NEW DELHI, OCT 12 (PTI/ AGENCIES): Airlines can operate domestic flights without any capacity restriction from October 18 onwards, the Ministry of Civil Aviation announced on Tuesday keeping in mind the “passenger demand for air travel”. The carriers have been operating 85 per cent of their pre-COVID domestic services since September 18, according to the ministry’s order. The ministry stated in its order that “it has been decided to restore the scheduled domestic air operation with effect from October

18, 2021, without any capacity restriction”. However, apart from strictly following Covid protocols, a few other restrictions will continue to be applicable on domestic flights. Minimum and maximum fare caps will continue to be applicable. Besides, there will be no serving or selling of meals on less than 2-hours of journey. PHE department holds training on skill development in Wokha DIMAPUR: Public Health Engineering Department (PHED), Wokha division organised basic training on skill development for at PHED, EE office complex, under Jal Jeevan Mission (JJM) support activity on October 12. According to a DIPR report, in his keynote address, EE, Imnazulu Ao said that the skill development workshop was organised to equip the stakeholders on various related trades to ensure the sustainability of water supply infrastructures. APC asks centre to consider N-IsF as major component under RKVY DIMAPUR: State agriculture production commissioner (APC), Y. Kikheto Sema met several central agriculture ministry officials and discussed various issues pertaining to the development of agriculture sector in Nagaland on October 12. According to a DIPR report, Kikheto apprised additional secretary Vivek Aggarwal that there was requirement of post-harvest management infrastructure in the state such as cold storages, pack houses, marketing facilities in the district headquarters & towns; transportation of agricultural produce etc. He said that this could extend services to farmers, FPOs, entrepreneurs, self-help groups (SHGs) and the community under agriculture infrastructure fund (AIF). Although the centre

has allocated funds under AIF, where credit guarantee coverage was available for eligible borrowers upto Rs. 2 crores with interest subvention of 3% per annum upto a limit of 2 crores, banks were shying away to come forward to give loan primarily due to issues of mortgage of landed properties, he said. Kikheto requested the centre to simplify the procedure under AIF and to direct banks to come forward to help farmers and entrepreneurs for which Aggarwal assured that he would personally look into it. He also advised APC to identify potential entrepreneurs, farmers, FPOs for viable projects who would be willing to repay the loan to the banks. Kikheto asked Aggarwal for early sanction of “digital agriculture mission” which was assured to

more land as they were wiser. Azo reminded that the three communities coming together was not about creating dominion but to usher in unity and set an example for others to follow. He pointed out that Nagas as a whole were brothers and the sole objective of all is to be united under one umbrella. Brief speech was also delivered by Western Sumi Hoho president Shikaho Zhimo. Earlier, executive secretary WSBAK Rev. Dr. Phughoto Sema invoked God’s blessing. The welcome speech was delivered by WSSA sports director Mughato Aye and the introduction was done by WSSA president Vikuto Zhimo. WSSA vice president Mughapu Yeptho delivered the vote of thanks and invocation by WSBAK women secretary Kakheli Inato. Dimapur Surumi Community also showcased a cultural performance. Correspondent KO H I M A , O C T 1 2 (NPN): National Commission for Safai Karamcharis (NCSK), chairman, M Venkatesan had an interactive session with safai karamcharis (sanitary workers) at Kohima municipal office, here on Tuesday. In a brief remark Venkatesan shared about how he grew up from a family with both his parents employed as sanitary workers. He said the prime minister of India, Narendra Modi, with his vision to uplift young Indians gave the chairmanship post to young person like himself and that too the first from South India to hold the position. Venkatesan urged the sanitary workers to share their grievances with him so that he could take it up with the higher authorities through the commission and if necessary even with the PM and president of the country. Later, he interacted with sanitary workers and took notes of their griev-

ances and problems. In his closing remark, he pointed out that the main issue of faced by the karamcharis were low salary and lack of work equipment. He assured them that he would take up the salary issue through the Commission. Meanwhile he urged the deputy commissioner (DC), Kohima, Gregory Thejawhelie to assist karamcharis to get registered under PM’s life and accident insurances to which the DC assured that he would help. Venkatesan further said he had arranged a meeting with the governor of Nagaland at Guwahati tomorrow and therefore he would take up various issues faced by the karamcharis. Earlier, DC in his welcome address thanked the chairman for coming to the state to look into the wellbeing of the karamcharis. NORTHEAST Mizoram reports 1,430 COVID-19 cases, 5 fatalities AIZAWL, OCT 12 (PTI): Mizoram’s COVID-19 tally surged to 1,07,566 on Tuesday as 1,430 more people tested positive for the virus, while five new fatalities pushed the death toll to 363, an official said. The single-day positivity rate was 15.18 per cent as the fresh cases were detected from 9,422 sample tests. At least 288 children were among the newly infected people, he said. Aizawl district reported the highest number of fresh cases at 761, followed by Lunglei district (149) and Siaha district (113), he said. Five patients have travel history and the rest 1,425 were found to have contracted the virus locally, he said. The number of COVID-19 active cases now stands at 14,381, while 92,822 people have recovered from the infection.

GUWAHATI, OCT 12 (AGENCIES): On Monday, a loaded ferry was swept away by the strong currents of the mighty Brahmaputra after it experienced a mechanical glitch, reports The Northeast Today. The ferry reportedly experienced a motor failure after it collided with a bridge that was being constructed across the river. The passengers were in a state of panic after the

ferry loaded with people, vehicles and other goods found itself being swept away across two poles of the under-constr uction bridge. This incident took place on Monday evening at about 5:30 pm. The ferry which is called Baghbar was reportedly headed towards North Guwahati when the incident took place. Adding to the fear was the realization that there were no

rescue boats. Fortunately, the ferry was later rescued by another ferry called Ropex which sailed towards the boat and saved the passengers’ lives. Just last month, a major ferry accident had taken place near the Nimati Ghat in Jorhat when two ferried were involved in a head-on collision. Though most of the passengers had been rescued, a few others had lost their lives in the incident.

Modi slams ‘selective’ interpretation of rights

NEW DELHI, OCT 12 (PTI): Slamming those who engage in “selective interpretation” of human rights with an eye on political gains and loss, Prime Minister Narendra Modi said on Tuesday that such conduct harms human rights as well as democracy. Speaking at the 28th foundation day of the National Human Rights Commission (NHRC), Modi said the country should be wary of such people who try to dent its image in the name of raising the issue of human rights violations. In his speech, Modi highlighted a number of measures taken by his government to empower the poor, women and persons with disabilities and prevent injustice against them, before launching a scathing criticism of those who choose to see human rights violations in some incidents and not in others. “There is another aspect associated with human rights which I want to speak about today. In recent years,

at the peak of COVID-19, 80 crore Indians got access to free food grains,” he said, adding that the mantra of ‘sabka saath, sabka vikas, sabka vishwas, sabka prayas’ guarantees human rights to every person. He also touched on pro-farmer steps like cash transfer and crop insurance and said production of crops hit a record during the crisis due to these efforts as farmers are no longer forced to take debts from others. He cited a number of measures taken by his government during the last seven years to deliver basic needs like toilets, cooking gas, electricity and homes to the poor and said this gives rise to their aspirations and makes them more aware of their rights. Modi said the concept of human rights is closely related to the dignity of the poor and when their basic needs like toilets, housing, bank accounts or cooking gas are taken care of, then they also grow more aware of their rights.

Modi govt’s welfare policies protecting people’s human rights, says Amit Shah NEW DELHI, OCT 12 (PTI): Prime Minister Narendra Modi’s government has been relentlessly working for the welfare of poor, backwards and deprived sections of society, thereby protecting their human rights, Union Home Minister Amit Shah said on Tuesday. Addressing the foundation day of the National Human Rights Commission (NHRC) here, Shah also appreciated the work being carried out by the rights body for creating awareness among people of the country about their human rights over the last 28 years of its existence. The home minister said a government with absolute majority was formed at the Centre for the first time in a long period in 2014 and since then it has been doing welfare work for the poor and deprived sections. He said that after the Narendra Modi government came to power, 10 crore families were given toilets, thereby protecting the human rights of the

Four crore families were given electricity connections, which is helpful for the old and children alike, 13 crore families were provided clean cooking gas connections that has helped in saving women and others from various diseases, he said. Shah said the central government has built two crore houses for the poor while five crore more houses will be built soon. Seven crore people were given financial assistance by the central government directly to their bank accounts, which were opened for the first time. He said the Centre has launched an ambitious scheme to provide potable water to every household in

the country and two crore families will be given clean water through pipes soon, thereby protecting their basic human rights. The home minister said the NHRC, since its inception, has disposed of 20 lakh cases and awarded Rs 205 crore compensation to scores of people for violation of human rights, which is commendable. The NHRC is a statutory body that was constituted on October 12, 1993 under the Protection of Human Rights Act for the promotion and protection of human rights.

NEW DELHI, OCT 12 (IANS): The suspected Pakistani terrorist who was arrested by the special cell of Delhi Police in the national capital was sent to 14 days police custody on Tuesday. The suspected terrorist was arrested from the Laxmi Nagar area of the city at around 9 p.m. on Monday, an official told IANS. Delhi Police in the court demanded custody of the accused so that they can unearth the whole conspiracy of Pakistan’s Inter-Services Intelligence (ISI) to carry out terror strikes in the national capital during this festive season. Notably, the ISI had trained this terrorist, identified as Mohd Ashraf alias Ali, for at least six months back in 2004. Since then he was living in India as a sleeper cell. “After entering India, he went to Ajmer and befriended a Maulvi at a local Masjid. In the year 2006, he accompanied the said Maulvi to Delhi,” an official said. Earlier also on September 14, the Special Cell of Delhi Police which prevents, detects, and investigates cases of terrorism, organized crime, and other serious crimes in the national capital, had busted a Pakistan-based terror module and arrested seven suspected terrorists, including two people who were trained by the ISI.

NEW DELHI, OCT 12 (PTI): The Congress on Tuesday accused Prime Minister Narendra Modi of being more concerned about the “artificial image” he has created about himself than the geographical integrity of India’s borders and questioned his silence on China’s continued incursions. Congress leader Rahul Gandhi also took a swipe at the prime minister asking why he does not show red eyes to China. “’Mr 56 inch’, why don’t you show red eyes,” he asked in a tweet in Hindi, tagging a news report that China was not ready to step back at the borders after the 13th round of commanderlevel talks. Congress spokesperson Pawan Khera alleged at a press conference that a strong country like India with a strong army has a “weak” prime minister who was not ready to even name China. “Here is the prime minister in India who is more worried about an artificial image which he has created about himself and is much more worried about it than the geographical integrity of the borders of India,” he told reporters. He said the prime minister and ministers should talk with sensitivity especially while speaking about foreign policy. “We have a strong country and a strong army but a weak prime minister. Politician-criminal nexus

R

ecent incidents across several states in India where police have come under heavy flak from the courts over conduct of criminal investigations is a very grave issue which if ignored, can invite dangerous consequences on the very foundation of effecting rule of law. As enforcer of the law, the police is not only called upon to prevent crimes but also ensure that offenders are brought to book and made to pay for their crimes. When the police is found to be wanting in effecting the rule of law especially with regard crime prevention then investigation and prosecution; it means that the very tool of the law has become redundant. The causes of such failings are mostly due to compromises made with regard to ensuring that the uniformed personnel who are tasked to enforce the rule of law are themselves found to be either unfit or have become willing tools in the hands of politicians. In order to ensure that the Indian police system functions to the best of its ability, the focus has been, at least theoretically, on improving policing. It was only when the Supreme Court took suo moto notice to intervene in the October 3, Lakhimpur Kheri case, the rule of law appears to be on course after the arrest of the prime suspect, the son of a Union Minister of State. In Lakhimpur Kheri, the UP police allowed a tense build-up that led to violence which claimed eight lives on October 3. Hardly a week earlier, in Gorakhpur, a visiting businessman was killed by a police posse in a midnight hotel search. At both places, the initial hierarchical cover-up was boosted with a liberal dose of compensatory ‘blood money’, promptly released as compensation by the state government. This is the UP Police living up to its image as the most controversial force trying to police the land where a majority of politicians of all parties are history sheeters or known offenders with pending criminal cases. The need for reform of police in India has been long recognised and the debate has been on for almost 30 years. Though the debate rages on whether 21st century India should continue to use the 19th century Indian Police Act written in 1861 by the British rulers, whose primary use of the police was to protect their commercial interests against the rising tide of Indian nationalism? Acting as a tool of the ruling party, the Indian police is often brutish and insensitive, siding largely with the powerful rather than protecting the weak. That’s why India needs a new law structured around democratic policing and human rights. Many committees on police reforms have recommended major reforms in the police system coupled with systematic accountability. It would be unfair to lay the entire blame for the abysmal law and order situation on the Indian Police Service (IPS). The police is crippled in large part because of its masters – elected members and ministers- as many of them are corrupt to the core. Any honest police officer who stands up to them is promptly transferred. States opposed to police reforms, mostly run by NDA constituents are trying to cover their hypocrisy by politicizing it. They had been making so much noise on corruption, but now stand exposed when it came to the test.

A person’s worth is revealed in his attitude toward the ordinary things of life when he is not under the spotlight (see John 1:35-37 and John 3:30). It is painful work to get in step with God and to keep pace with Him— it means getting your second wind spiritually. In learning to walk with God, there is always the difficulty of getting into His stride, but once we have done so, the only characteristic that exhibits itself is the very life of God Himself. The individual person is merged into a personal oneness with God, and God’s stride and His power alone are exhibited. It is difficult to get into stride with God, because as soon as we start walking with Him we find that His pace has surpassed us before we have even taken three steps. He has different ways of doing things, and we have to be trained and disciplined in His ways. It was said of Jesus— “He will not fail nor be discouraged…” (Isaiah 42:4) because He never worked from His own individual standpoint, but always worked from the standpoint of His Father. And we must learn to do the same. Spiritual truth is learned through the atmosphere that surrounds us, not through intellectual reasoning. It is God’s Spirit that changes the atmosphere of our way of looking at things, and then things begin to be possible which before were impossible. Getting into God’s stride means nothing less than oneness with Him. It takes a long time to get there, but keep at it. Don’t give up because the pain is intense right now— get on with it, and before long you will find that you have a new vision and a new purpose.

Aircraft carrier - a reality check for Indian Navy

M

uch newsprint was devoted to a naval exercise undertaken between the USA and India. The exercise was designated a two day “passage exercise”, and, inarguably, contributed to strengthening bilateral cooperation and military coordination. Apart from the myriad advantages accrued, the exercise also threw up a somewhat worrying aspect, viz the stark disparity in the two naval forces participating. While the US Navy fielded a full ‘Aircraft Carrier Strike Group’ with USS Ronald Reagan, India was represented by two ships and shore based aircraft, and aircraft of the Indian Air Force. Earlier, in March this year, the two navies had undertaken a similar exercise. Then too, while the US Navy had a full carrier strike group participating, India sent a single ship and shore-based aircraft. Apart from these bilateral exercises, the Indian Navy also took part in a French Navy led multilateral exercise named La Perouse in April, where two ships and shorebased aircraft were deployed, though in this instance other participating nations did not field an aircraft carrier. Evidently, with its sole aircraft carrier being under maintenance, the Indian Navy is constrained in operating across all dimensions at sea, including during such exercises that bear the potential for valuable lessons and experience to be gleaned. Exacerbating the situation further is the fact that, given the size and complexities of a large ship like an Aircraft Carrier, its maintenance durations are likely to be of an extended nature.

Consequently, the naval fleet remains hamstrung in undertaking operations related to maritime air power in such periods. Orchestrated deployment of shore-based aircraft over the seas is unlikely to fructify or indeed be available during a live conflict, where there will be concurrent requirement of air operations on land as well. Clearly, here and now air capability at sea will have to manifest from the sea itself. This operational reality has motivated all significant navies of the world to include aircraft carriers in their forces levels. Military experts across the world are unanimous in the view that aircraft carrier operations are a skill learnt and perfected through sustained practice and long experience. This is borne out by the fact that China, despite having inducted its first aircraft carrier nearly a decade back, is still figuring out carrier operations. The UK, with its return to being an aircraft carrier navy, has also been dependent on USA to assist in re-learning the ropes of such operations. Does a long layoff period for the Indian carrier then not have an effect on India’s ability to protect its interests at sea? Defence Minister Rajnath Singh recently during his visit to Kochi in end June to review the progress of construction of the Indigenous Aircraft Carrier or IAC, had highlighted the historical fact that all major powers in the world have boasted powerful navies. In the present day, as evident from China’s focus on building aircraft carriers and UK’s U-turn on doing away with its carriers, it is clear that

any navy will need to have such capability if it hopes to be a serious contender on the global or even regional stage. While the minster’s pronouncement indicates a clear understanding about this aspect within the government, ancillary agencies and organisations appear to be stuck in a state of flux. The abysmally slow progress on the IAC project is a case in point. In case the ship had been built and delivered in a timely manner, the Navy would have been able to keep one of the two ships operationally available. Whatever be the past, unless the relevant agencies wake up and smell the coffee at least at this point, India and its Navy are staring at a bleak operational capability for the near future. A reality check is long overdue and the problem is fast approaching critical mass. An attitude of business-asusual is unlikely to get the second ship inducted any time soon. Every possible effort needs to be channelized into the project, including working round the clock, imposition of stringent penalties on every source of delay, daily monitoring at the PMO itself, etc. India needs to act now lest we are left behind because China would act and is acting with a clear aim. We also need to think about what lies in the future 15 to 20 years down the road. When the existing carrier gets de-inducted. What then? usic that we listen may be stressful to the ears of animals. Today science has revealed how different animals react to music. Animals have diverse reactions to tunes. Studies by researcher’s shows that dogs in kennels might be less stressed while listening to classical music. They tend to sleep more while listening to all kinds of classical music as it relaxes them while on the other hand music like heavy metal had the opposite reaction like increased body shaking which is a sign of nervousness. Cats don’t care about human music but it is reported that scientist have created music that the cats can enjoy and is established by the cats response by moving towards and rubbing against the researchers when they put on the particular music. Scientists have also created music for monkey to relax and they even eat more while listening to those music. On the other hand the monkeys becomes agitated when the music that contained sounds similar to ones the monkeys make when they are expressing fear is played. Cows produce more milk when they are listening to relaxing music. Researchers have found that cows can produce 3 percent more milk per cow per day when calming music is played which probably reduces stress. What music is for a human may be a moo-sic for a dairy cow. Elephants might be better at playing music than humans are. It is said that elephants in Northern Thailand play specially developed instruments like steel drums and even harmonicas. Parrots ability to talk helps them keep to a beat when the researchers slowed down videos of animals dancing so that they could accurately measure how close they were to matching a beat and discovered 14 species

of parrot all capable of vocal mimicry showed convincing evidence they would match the beat. Studies were conducted by researchers to determine on how different type of music influences the performance, egg quality, behaviour and economics of raising Japanese quail. The analysis revealed that the quails that listened to a mix of styles and classical music had greater body weight in comparison to other groups. Quails exposed with reggae music significantly improved eating habit and are less aggressive while provision of random and classical music increase egg production and improve feed conversion ratio that consequently increases profit than the normal management practices in quails reared without any exposure to music. Conclusion It is widely accepted that music is a uniquely human phenomenon but recent and ongoing research shows that animals actually do share our capacity for it. Researchers have developed “ species- specific music” which tunes specially designed using the pitches, tones and tempos that are familiar to their particular species. Music is all about scale: human like music that falls within our acoustic and vocal range, uses tones we understand and progresses at a tempo similar to that of our heartbeats. A tune pitched too high or low sounds grading or ungraspable and music too fast or slow is unrecognizable as such. Every girl child must be digitally empowered

his year the first medal was won by a female athlete for India in Tokyo Olympics and she is from Manipur. Four years back India got two medals in the Olympics and both were won by female athletes. We are aware that women and girls represent half of the world’s population and, therefore, also half of its potential. The recent pandemic has brought a digital divide amongst many in the world. The digital divide could be seen in rural areas more than urban areas due to gadgets and connectivity and also purchasing powers. The global internet user gender gap is growing, from 11 per cent in 2013 to 17 per cent in 2019, and widest in the world’s least developed countries at 43 per cent. 2.2 billion people below the age of 25 do not have internet access at home, with girls more likely to be cut off. Globally, the percentage of females among Science Technology Engineering and Mathematics (STEM) graduates is below 15 per cent in over two-thirds of countries. And in middle and higherincome countries, only 14 percent of girls who were top performers in science or mathematics expected to work in science and engineering compared to 26 per cent of top-performing boys. Nearly 1 in 4 girls aged 15–19 globally are not in education, employment or training, compared to 1 in 10 boys. The pandemic has accelerated digital platforms for learning, earning and connecting, while also highlighting girls’ diverse digital realities. The gender digital divide in connectivity, devices and use, skills and jobs is real. It is an inequity and exclusion gap across geographies and generations that is our challenge to address if the digital revolution is to be for all, with all, by all. We must ensure that no girl child is left out from digital learning. In case there is any digital divide then it is our foremost responsibility to bridge the gap and ensure their participation in digital learning. There is no doubt that girls know their digital realities and the solutions they need to excel on their diverse pathways as technologists for freedom of expression, joy, and boundless potential. Let’s intensify the diversity of these tech trailblazers while simultaneously widening the pathways so that every girl, this generation of girls – regardless of race, gender, language, ability, economic status

and geographic origin – lives their full potential. In 1995 at the World Conference on Women in Beijing, countries unanimously adopted the Beijing Declaration and Platform for Action – the most progressive blueprint ever for advancing the rights of not only women but girls. The Beijing Declaration is the first to specifically call out girls’ rights. On December 19, 2011, the United Nations General Assembly adopted Resolution 66/170 to declare October 11 as the International Day of the Girl Child, to recognize girls’ rights and the unique challenges girls face around the world. The International Day of the Girl Child focuses attention on the need to address the challenges girls face and to promote girls’ empowerment and the fulfillment of their human rights. António Guterres, the Secretary General of the United Nations in his message on the occasion said that “today’s girls are part of a digital generation. It is our responsibility to join with them in all their diversity, amplify their power and solutions as digital change-makers, and address the obstacles they face in the digital space.” He also said that “the strength, health and empowerment of the world’s girls is a matter for every single day of the year. The International Day of the Girl is an opportunity to recommit to this global imperative.” Adolescent girls have the right to a safe, educated, and healthy life, not only during these critical formative years, but also as they mature into women. If effectively supported during the adolescent years, girls have the potential to change the world – both as the empowered girls of today and as tomorrow’s workers, mothers, entrepreneurs, mentors, household heads, and political leaders. Achieving gender equality and women’s empowerment is integral to all Sustainable Development Goals (SDGs). We must empower our girl child from all perspectives and in return they shall empower all of us by taking up challenges in future. Together we can make a difference and let us join hands to bring positive social transformation by empowering all girl children. Homeland for Nagas

here are many perspectives on the current Indo-Naga negotiations for settlement. The Global Naga Forum (GNF) is deeply troubled about the future of the Nagas as a people. Our chief concern is whether or not the settlement will recognize the peoplehood of the Nagas. Will it include a provision for Nagas to live as one people with a self-determined future? This question is at the heart of the negotiations for us. The Naga people are at a most critical moment in our long struggle for self-determination. Our survival as a human group, and as indigenous people in the world, is at stake. The threat is no less. This is why for GNF (composed of Nagas in many walks of life, men and women, young and old, from every region of the artificially divided Naga homeland, and from four continents), the rockbottom stand in the settlement must include a provision for Nagas to live as one people with a self-determined future. The reasons for our firm stand include the following: 1. Absence of such a provision, at the very least, in the settlement package would amount to burying alive the Naga cause sustained by our people’s movement for nearly a century. Such a settlement would not qualify as a just and honorable solution to the unique history of the troubled Indo-Naga political relations. 2. If there is no homeland that Nagas can claim together as ours,

then “Nagas as a People” cannot be sustained. Naga peoplehood will disappear by the time the present generation dies, or earlier. 3. A settlement without such a provision, at the very least, would mean Nagas can all go back to our respective areas, post-settlement, and do the best we can. In that case, where was the need for negotiation in the first place? The negotiation would have no meaning for the Nagas as a people. And a settlement coming from it is certain to leave out some Nagas to dream even more and create fictional worlds of a peoplehood far into the 21st century. 4. What about the NPGs? In the context of the long history of Naga struggle for self-determination, any group that does not support a provision in the settlement package for a viable Naga people’s homeland is, by definition, against the survival and dignity of the Nagas as a people. This is basic history: a people must have a homeland to be a people. 5. And what about the Nagas living outside of the majorityNaga state of Nagaland? They will have the right to feel let down, abandoned, by their own people. Even if some don’t feel that way, they would be denied their right as indigenous people to live in an undivided homeland with fellow Nagas. Nagas living in different parts of the world would, likewise, feel the loss of their cultural homeland, because

although they left the homeland, they did so because they had to for education and personal growth and employment they couldn’t find in the land of their birth. They didn’t leave to renounce being Naga. 6. On the other hand, a clear provision in the settlement package for Nagas to live as one people with a self-determined future would provide Nagas plenty of opportunities to live together, get to know one another better over time, grow an eco-friendly economy, and engineer for ourselves a healthy, happy, just, peaceful society. But absent such a provision, Nagas are all on our own, wherever we may live. 7. On a related note, a caution that Nagas might consider is sometimes a truism can become a fallacy. “Shoot for the Stars if you wish to land on the Moon” is one. This is often true in personal life. But it may not work in group situations. GNF believes Nagas have a right to shoot for the highest star in the sky, but dreads all of us landing in a muddy ditch, all in a bunch, and slugging it out among ourselves, endlessly, for survival of the fittest. GNF along with our people long for a bigger, better, brighter future for Nagas, and believe we can make it happen, together, starting with an acceptable and just settlement for all the stakeholders – India, Myanmar, and Nagas. While keeping ourselves up to date with the world and development, let us also focus on the enrichment of our cultures for the next generation who would inherit them because in an era of globalisation, cultural heritage helps us remember the diversity and its understanding develops renewed dialogue among different cultures. LAKHIMPUR KHERI (UP), OCT 12 (PTI): The Uttar Pradesh Police took MoS Home Ajay Mishra’s son Ashish to the Crime Branch office here on Tuesday for interrogation in the Lakhimpur Kheri violence case, a day after a court sent him to three-day police custody, an official said. Chief Judicial Magistrate Chintaram on Monday had granted three-day police remand, with the condition that Ashish Mishra would not be harassed and his lawyer would remain present during interrogation. He was arrested on Saturday night in connection with the October 3 Lakhimpur Kheri violence in which eight people, including four farmers, were killed. The police had demanded a 14-day remand of Ashish, but got a three-day remand beginning October 12 and it will end on October 15, senior prosecution officer (SPO) SP Yadav had told reporters. Ashish Mishra was questioned for 12 hours in the Crime Branch office on Saturday before his arrest. Now the Special Investigation Team, set up by the state government to probe the case, will interrogate him about the incident, the senior police official said.

NEW DELHI, OCT 12 (PTI): It is “unprofessional” and “unbecoming” for a lawyer to refuse to attend the court due to a strike or boycott by the Bar Associations as they cannot disrupt court proceedings and put the interest of their clients in jeopardy, the Supreme Court has said. The top court further observed that an advocate is an officer of the court and enjoys a special status in the society. A bench of Justices M R Shah and A S Bopanna made the observation while hearing a case in which the advocates in the Rajasthan High Court went on strike on September 27, 2021. “...it is unprofessional as well as unbecoming for a lawyer to refuse to attend the court even in pursuance of a call for strike or boycott by the Bar Association or the Bar Council. It is further observed that an Advocate is an officer of the court and enjoys a special status in

the society; Advocates have obligations and duties to ensure the smooth functioning of the court; they owe a duty to their clients and strikes interfere with the administration of justice,” the bench said. “They cannot thus disrupt court proceedings and put the interest of their clients in jeopardy. Despite the law laid down by this Court in the aforesaid decisions and even the concern expressed by this Court against the strikes by the lawyers, things did not improve...,” it said. The apex court took note of the submission of Bar Council of India Chairman Manan Kumar Mishra that BCI has issued the notice to the Bar Association of the High Court of Rajasthan at Jaipur. The senior advocate stated that there was a call to boycott only one court. The apex court said even that also cannot be tolerated. “To boycott only one court will hamper the inde-

pendence of the judiciary and there may be a pressure on the particular judge whose court is boycotted and it may lead to demoralization of the judiciary,” the bench said. The bench issued notice to the President, Secretary and the Office Bearers of the Bar Association of the High Court of Rajasthan at Jaipur to show cause why contempt proceedings may not be initiated against them. The matter is listed for next hearing on October 25. The apex court directed the Registry to serve notices through the Registrar General of the High Court of Rajasthan at Jaipur. “The Registrar General of the High Court of Rajasthan at Jaipur is directed to see that the notices upon the office bearers/President/ Secretary of the Bar Association of the High Court of Rajasthan at Jaipur is served upon them well in time,” the bench said in its October 4 order.

The National Company Law Tribunal (NCLT) on Friday admitted the insolvency pleas moved by banking sector regulator RBI against the two Srei Group firms and appointed an administrator to run the companies. In some cases, loans were sanctioned to new loan accounts opened in changed names of existing NPA borrowers, which were then used through circuitous means to close the earlier NPA accounts. DOHA, OCT 12 (AFP): The Taliban held their first face-to-face talks with a joint EU-US delegation Tuesday in Qatar as the hardline Islamists pursue their diplomatic push for international support. Afghanistan’s new rulers are seeking recognition, as well as assistance to avoid a humanitarian disaster, after they returned to power in August following the withdrawal of US troops after 20 years of war. The government coronavirus task force reported 973 coronavirus deaths, the highest daily toll since the start of the pandemic. The country has continuously registered new coronavirus mortality records this month, and daily infections also have been hovering near all-time highs, with 28,190 new confirmed cases Tuesday. In total, Russia’s coronavirus task force has registered over 7.8 million confirmed cases and 218,345 deaths — the highest death toll in Europe. The state statistics agency Rosstat that also counts deaths where the virus wasn’t considered the main cause has reported a much higher total — about 418,000 deaths of people with COVID-19. The Russian government has blamed a sharp rise in infections and deaths that began last month on a slow vaccination rate. ATHENS, OCT 12 ( AP ): A strong earthquake has jolted the Greek island of Crete, three weeks after another temblor killed a man on the island and damaged hundreds of buildings. The Geodynamic Institute in Athens said the earthquake that struck Tuesday morning had a preliminary magnitude of 6.3 and occurred at 12:24 p.m. local time (9:24 a.m. GMT) undersea off the eastern coast of the island. Magnitude 4.1 and 4.5 quakes that are believed to be aftershocks took place minutes later, the institute said. There were no immediate reports of serious damage or injury. Authori-

ties said police and fire crews were checking buildings in eastern Crete for damage. Kim vows to build ‘invincible’ military while slamming US SEOUL, OCT 12 (AP): North Korean leader Kim Jong Un reviewed a rare exhibition of weapons systems and vowed to build an “invincible” military, as he accused the United States of creating tensions and not taking action to prove it has no hostile intent toward the North, state media reported Tuesday. In an apparent continued effort to drive a wedge between Washington and Seoul, Kim also said his drive to build up his military isn’t targeted at South Korea and that there shouldn’t be another war pitting Korean people against each other. Two others were also injured, it added. The agency said the storm triggered flooding in 15 areas and landslides in four regions, affecting roads and bridges. ssessing the stiffness of the arteries could help identify patients most at risk of dying from Covid-19, new research has revealed. Estimated pulse wave velocity (ePWV) -- a readily available marker of aortic stiffening -- has been shown to be an effective addition in identifying patients at risk of death in hospital due to the virus. Accurate risk stratification at hospital admission of these patients is of utmost clinical importance as it is needed to guide therapeutic strategies, suggest researchers in the paper published in the journal Scientific Reports. A team led by N e wc a s t l e U n i ve r s i t y researchers demonstrated that ePWV provides an additional clinical tool to refine risk stratification of hospitalised patients beyond

established risk factors and scores. The study included 1,671 people from the UK, Italy and Greece. It was found that the addition of ePWV to clinical predictive markers or a validated mortality score improved the prognostic value for in-hospital mortality and therefore, could facilitate therapeutic

decisions in acute Covid-19 disease. “Our findings suggest that increased aortic stiffening may serve as a predictor of mortality in Covid-19 infection reflecting a cumulative surrogate of ageing and highrisk cardiovascular profile,” said Konstantinos Stellos, Professor of Cardiovascular Medicine at Newcastle. The findings showed that ePWV was significantly higher in Covid-19 patients as compared to their nonCovid-19 counterparts. The roadmap was approved at the Commonwealth Games Federation’s General Assembly, which was held virtually. “…to increase hosting benefits and make the Games even more cost effective, whilst engaging new audiences, the Commonwealth Sport 20262030 Strategic Roadmap invites future hosts to explore innovative concepts, including co-hosting and mass participation events,” read a statement from CGF. “As part of an ongoing consultation with International Federations, there are ambitions for a K Y M C

revised Sport Programme to provide hosts with more flexibility to choose from a wider list of core sports,” it added. The new additions to the core disciplines, that have previously been listed as optional sports, are T20 Cricket, Beach Volleyball and 3×3 Basketball. ISLAMABAD, OCT 12 (IANS): Pakistan Prime Minister Imran Khan has said that money has become a “big player” in cricket and that countries like New Zealand and England wouldn’t have dared to cancel their tours of India because “India controls” the sport. The former Pakistan skipper added that “England let itself down” by deciding to cancel the men’s and women’s teams’ short tour of Pakistan recently, days after the New Zealand cricket team decided to abandon their while-ball series and fly out of Pakistan citing “security fears”. In an interview to Middle East Eye, Imran said, “Money is a big player now. For the players, as well as for the cricket boards. The money lies in India, so basically, India controls world cricket now. I mean, they do, whatever they say goes. No one would dare do that to India because they know that the sums involved, India can

sort of produce much more money.” In the wake of the New Zealand and England cricket teams cancelling their tours of Pakistan, some Pakistan ministers and former cricketers have started dragging India’s name in their statements. They are also allegedly blaming the BCCI for the cancellation of their tours.
