Centre asks states to remove check posts at state borders

NEW DELHI/DIMAPUR, SEP 12 (NPN): Union Ministry of Road Transport and Highways has asked the state governments to remove the check posts at the state borders, stating that after the roll-out of goods and services tax (GST) in July of 2017, there is no longer a need to have regular check posts, reports Economic Times. The Ministry also emphasised that the online data with respect to vehicles and drivers have been strengthened through the Ministry’s VAHAN and SARATHI portal. In the official letter from the Road Transport Ministry to the various state governments, the ministry asked the states to intimate it about the present status regarding the removal of check posts at the their borders at the earliest. The Ministry has also overseen the nationwide implementation of the FASTag regime which is backed by a robust technology backbone and has been aimed at ensuring swift movement at toll gates on the massive net-

work of national highways all across the country. It may be mentioned that the Dimapur Chamber of Commerce & Industry (DCCI) had expressed strong resentment against inaction of the state government and its machineries over illegal taxation and also against multiple taxation being imposed in addition to Goods and Services Tax (GST) being paid by traders/businessmen. As a mark of protest, the trade body has called for a total shutdown of all shops and business establishments in Dimapur on September 16, 2021 against rampant

multiple and illegal taxation by various groups as well government agencies, affecting the business community. DCCI also said that the total shutdown will cover restriction of goods transport entry into Dimapur as against various DMC taxes/ fees at check gates collected on GST items. Despite highlighting the issue in the media, DCCI stated that state government chose to remain silent by not taking any concrete action against illegal and multiple taxation. Taking serious note of the alarming rise in ‘illegal taxation’ by various groups,

crippling the entire business community in the state’s commercial hub, DCCI warned that the business body would be compelled to resort to further/extreme courses of action if the government failed to address the genuine plight of the business community. It may also be recalled that the Public Action Committee (PAC) launched a week-long “Operation Check Gate” in September 2019 with volunteers of tribeaffiliates of Naga Council Dimapur, against illegal and unabated taxation resulting rise in prices of various commodities in the market.

ciety has been hit more badly, especially due to Covid-19 pandemic, State government agencies failed to maintain prices in the market and barely applied the Essential Commodities Act. Blaming the State government for failing to control the rampant, multiple and illegal taxation, especially upon transporters and business community, the NVCO specifically asked the chief secretary and DGP to respond to this menace. NVCO pointed out that noted human rights activist Radhakanta Tripathy had even filed a petition before National Human Rights Commission (NHRC) alleging that (Cont’d on p-8)

NFHRCC indefinite stir kept in abeyance DIMAPUR, SEP 12 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has announced suspension of its proposed indefinite agitation scheduled from Monday in view of the State government’s move to construct and make the foothill road pliable. In a press release, NFHRCC convener Supu Jamir, general secretary, W Lemba Chang and assistant general secretary Chenithung Humtsoe said that during a meeting with Dimapur-based civil society organisations (CSOs) here on Sunday, the committee in response to the government’s gesture decided to keep the proposed indefinite stir in abeyance in greater interest of the people till an agreement was reached with PWD (R&B) for execution of the work. However, it warned that the newly-constituted Young Nagas Action Committee for Foothills Road (YNACFR) would be active for any eventualities. NFHRCC and Dima-

pur-based CSOs welcomed the decision of chief minister Neiphiu Rio and deputy chief minister Yanthungo Patton to allot necessary fund for making the Foothill road pliable despite acute financial constraints.

Warns, newly formed ‘Young Nagas Action Committee for Foothills Road’ to be active for any eventualities Urges Centre to declare Trans Nagaland Expressway (Mega Project) from Khelma to Tizit at the earliest Noting that the decision showed that the State government was fully aware of the pulse of people, the meeting also acknowledged all MLAs and PWD (R&B) for their commitment in making the historic Naga project a reality. The meeting demanded that construction for making the Foothill road pliable should be started at the onset of the upcoming working season.

The meeting further acknowledged Ao Senso Telongjem Dimapur; Chang Union Dimapur; Lotha Hoho Dimapur; Konyak Union Dimapur; Khiamniungan Union; Dimapur; Phom Union Dimapur; Sangtam Union Dimapur; apex Lotha Hoho; Western Sumi Hoho; Western Yimkhium Hoho; Nagaland Zeliang People’s Organisation; CNTC, ENPO, CNSA, DENSU, ZLSU, DAYO, LYOD and WSYF for their unflinching support to the initiatives of NFHRCC. The House also appreciated the role of the media in covering all events judiciously. Urging Government of India to declare the Trans Nagaland Expressway (Mega Project) from Khelma to Tizit at the earliest, the meeting unequivocally endorsed the committee to apprise the Union ministry of road transport & highways and approach the Prime Minister’s Office at the earliest to expedite the relentless efforts made by the State government.

Solution on basis of Framework Agreement, not agreements with surrogates: NSCN (I-M) DIMAPUR, SEP 12 (NPN): NSCN (I-M) through its MIP, has said the government of India has gained notoriety for over indulgence in “duplicitous dealings” when it came to playing the role of “scheming villain to kill the Naga issue by keeping the Nagas divided.” Against the backdrop of signing of cease fire agreements with various Naga political groups since 1997, NSCN (I-M) said the world is not blind and keenly watching the political situation in Nagalim (Nagaland) and taking cognizance of the political wisdom of India’s political leaders who are steering negotiations with NSCN leaders. NSCN (I-M) reaffirmed that it was the only “authentic political organization of the Naga people” that agreed to hold

dialogue on the basis of mutually agreed points “at the highest level, without any conditions and in third countries.” NSCN (I-M) said subsequent talks with the government of India, with better understanding of each other’s position and respecting the historical and political rights of the Nagas resulted in achieving an indelible milestone when the historic Framework Agreement was signed on August 3,2015. It said the FA “clearly reflects the unique history of the Nagas, sovereignty of the people and shared sovereignty of the two entities.” It also said the agreement brought hope of the “two people on a high level, for a durable solution and peace in the land.” However, NSCN (I-M) said against this backdrop, what

had caught its attention was the “deceitful dealing of the government of India, in signing ceasefire agreement after ceasefire agreement with its surrogate factions.” NSCN (I-M) said “such double dealing” by the government of India only fueled doubts about its sincerity and commitment and reiterated that the Naga political issue was not something to be displayed in such a deceptive manner before the world. NSCN (I-M) maintained that “the issue is one and there will be one solution” and that even if “one may deceive a few cronies” one can never deceive the people. Further it said even if one may bribe a few corrupt people, it is not be possible to bribe the bona fide revolutionary people. (Cont’d on p-8)

Nagaland logs 36 fresh Covid cases, 3 deaths PSAN asks govt to fast track NSSB recruitment

This is it!

DIMAPUR, SEP 12 (NPN): Public Service Aspirants of Nagaland (PSAN) urged the State government to pay attention to the desperate plea of the citizens and fast track NSSB recruitment process for all Grade III posts that did not fall under the purview of Nagaland Public Service Commission (NPSC). In a press release, PSAN convener Mughaka Jakhalu warned that the

anger and frustration levels of educated unemployed youth had surpassed the boiling point and cannot be contained any further. “While the government has been resorting to delay tactics, the aspirants are losing valuable years and many are nearing or have even crossed the age limit in the process,” the press release pointed out. Reminding the PDA government of its swearing-

in ceremony in 2018 in the presence of thousands of Nagas, especially the educated youth of Nagaland, and its manifesto “Change is coming”, PSAN said this had been ringing in the ears of the citizens of Nagaland ever since. Now, with the formation of opposition-less government, the organisation hoped that the promise would be finally fulfilled. It also cautioned the govern-

ment not to turn a deaf ear to the urgent call of unemployed youth as this would only result in resentment and agitation. According to PSAN, it was a misfortune and a huge disappointment to see lack of urgency in implementing NSSB even after months and rounds of consultations. It was high time that the government acted on the issue and turned its words into (Cont’d on p-8) action.

Fully vaccinated people 11 times less likely to die of Covid: US Pegasus row: SC to hear pleas WASHINGTON, SEP 12 (AGENCIES): Fully vaccinated people were 11 times less likely to die of Covid and 10 times less likely to be hospitalized compared to the unvaccinated since highly contagious Delta became the most common variant, US health authorities said. The data came from one of three new papers published by the Centers for Disease Control and Prevention, all of which underscored Covid vaccines’ ongoing effectiveness against severe outcomes.

For reasons that are not yet well understood, data from one of the studies suggests Moderna’s vaccine has offered a slightly higher level of protection in the Delta period. It comes a day after President Joe Biden announced an aggressive new immunization plan that includes requiring companies employing more than 100 people to either vaccinate their workers or test them weekly. “As we have shown in study after study, vaccination works,” said CDC

director Rochelle Walenksy during a press briefing on Friday. The first study examined hundreds of thousands of cases in 13 US jurisdictions from April 4 - June 19, the period before Delta was dominant, and compared them to June 20 - July 17. Between these periods, a vaccinated person’s risk of Covid infection rose slightly: from being 11 times less likely to be infected compared to an unvaccinated person, to five times less likely. Protection against hospitalization and death re-

mained more stable, but fell more among people aged 65 and above than for younger age groups. The CDC and the Food and Drug Administration are assessing the need for booster shots, and it is likely the elderly will be among the first to receive them when the Biden administration starts to roll them out later this month. One of the studies, which assessed vaccine effectiveness from June-August at more than 400 hospitals, emergency departments and urgent care clinics, stratified

efficacy by brand. Efficacy against hospitalization was highest for Moderna at 95 percent; then Pfizer at 80 percent; and finally Johnson & Johnson at 60 percent. Overall efficacy against hospitalization was 86 percent for all age groups but this fell to 76 percent for those over 75. The two mRNA vaccines, Pfizer and Moderna, have always performed slightly better than the J&J adenovirus vector vaccine -- possibly because the latter is administered as one dose.

seeking independent probe

NEW DELHI, SEP 12 (PTI): Supreme Court is scheduled to hear on Monday a batch of pleas seeking an independent probe into the alleged snooping on certain people in India involving Israeli spyware Pegasus. A three-judge bench headed by Chief Justice N V Ramana had on September 7 had granted more time to the Centre to decide on filing a further response on the petitions after Solicitor General Tushar Mehta said

that due to some difficulties he could not meet the officials concerned to take a decision on the filing of the second affidavit. The Centre had earlier filed a limited affidavit in the apex court saying the pleas seeking an independent probe into the Pegasus snooping allegations are based on “conjectures and surmises or on other unsubstantiated media reports or incomplete or uncorroborated material”.
