3-year-old kidnapped boy rescued; 5 held Staff Reporter

DIMAPUR, SEP 12 (NPN): A three-year old boy, who was kidnapped by unknown miscreants on September 10, was rescued on Sunday near Bokajan area. Soon after receiving the report, a police team launched an operation and rescued the boy in the wee hours of Sunday around 2 a.m. near Bokajan area under Karbi Anglong district. According to police sources, it was a case of abduction for ransom. Five persons were also apprehended in connection with the kidnapping case. No further details were made known.

DIMAPUR, SEP 12 (NPN): After several postponements, the National Eligibility cum Entrance Test (NEET) 2021 for admission in Undergraduate medical courses was held across the country including Nagaland following Covid-19 protocols on Sunday. The NEET 2021 examination was delayed due to the second wave of the Covid-19 outbreak. In Nagaland, the exams were held in two centres-- Dimapur and Kohima. Days ahead of the NEET 2021 exam, social media was abuzz with news of an alleged scandal involving an exam paper leak. Many raised concerns and claims about a mafia being behind the “leak,” however, officials denied the claims, terming the news fake.

Centre asks states to remove check posts at state borders

NEW DELHI/DIMAPUR, SEP 12 (NPN): Union Ministry of Road Transport and Highways has asked the state governments to remove the check posts at the state borders, stating that after the roll-out of goods and services tax (GST) in July of 2017, there is no longer a need to have regular check posts, reports Economic Times. The Ministry also emphasised that the online data with respect to vehicles and drivers have been strengthened through the Ministry’s VAHAN and SARATHI portal. In the official letter from the Road Transport Ministry to the various state governments, the ministry asked the states to intimate it about the present status regarding the removal of check posts at the their borders at the earliest. The Ministry has also overseen the nationwide implementation of the FASTag regime which is backed by a robust technology backbone and has been aimed at ensuring swift movement at toll gates on the massive net-

It may be mentioned that the Dimapur Chamber of Commerce & Industry (DCCI) had expressed strong resentment against inaction of the state government and its machineries over illegal taxation and also against multiple taxation being imposed in addition to Goods and Services Tax (GST) being paid by traders/businessmen. As a mark of protest, the trade body has called for a total shutdown of all shops and business establishments in Dimapur on September 16, 2021 against rampant

NFHRCC indefinite stir kept in abeyance DIMAPUR, SEP 12 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has announced suspension of its proposed indefinite agitation scheduled from Monday in view of the State government’s move to construct and make the foothill road pliable. In a press release, NFHRCC convener Supu Jamir, general secretary, W Lemba Chang and assistant general secretary Chenithung Humtsoe said that during a meeting with Dimapur-based civil society organisations (CSOs) here on Sunday, the committee in response to the government’s gesture decided to keep the proposed indefinite stir in abeyance in greater interest of the people till an agreement was reached with PWD (R&B) for execution of the work. However, it warned that the newly-constituted Young Nagas Action Committee for Foothills Road (YNACFR) would be active for any eventualities. NFHRCC and Dima-

Solution on basis of Framework Agreement, not agreements with surrogates: NSCN (I-M) DIMAPUR, SEP 12 (NPN): NSCN (I-M) through its MIP, has said the government of India has gained notoriety for over indulgence in “duplicitous dealings” when it came to playing the role of “scheming villain to kill the Naga issue by keeping the Nagas divided.” Against the backdrop of signing of cease fire agreements with various Naga political groups since 1997, NSCN (I-M) said the world is not blind and keenly watching the political situation in Nagalim (Nagaland) and taking cognizance of the political wisdom of India’s political leaders who are steering negotiations with NSCN leaders. NSCN (I-M) reaffirmed that it was the only “authentic political organization of the Naga people” that agreed to hold

dialogue on the basis of mutually agreed points “at the highest level, without any conditions and in third countries.” NSCN (I-M) said subsequent talks with the government of India, with better understanding of each other’s position and respecting the historical and political rights of the Nagas resulted in achieving an indelible milestone when the historic Framework Agreement was signed on August 3,2015. It said the FA “clearly reflects the unique history of the Nagas, sovereignty of the people and shared sovereignty of the two entities.” It also said the agreement brought hope of the “two people on a high level, for a durable solution and peace in the land.” However, NSCN (I-M) said against this backdrop, what

had caught its attention was the “deceitful dealing of the government of India, in signing ceasefire agreement after ceasefire agreement with its surrogate factions.” NSCN (I-M) said “such double dealing” by the government of India only fueled doubts about its sincerity and commitment and reiterated that the Naga political issue was not something to be displayed in such a deceptive manner before the world. NSCN (I-M) maintained that “the issue is one and there will be one solution” and that even if “one may deceive a few cronies” one can never deceive the people. With the fresh incident, 25 accused have been gunned down and 39 injured in police encounters in the state under the Himanta Biswa Sarma government. Acting on a tip-off, police set up check-posts between Chapar and Salkocha areas on Saturday night to nab the accused persons. On seeing the law enforcers, the dacoits allegedly attempted to flee, forcing the police to give them a chase leading to an encounter in which one of them was killed, while five

others managed to escape, Superintendent of Police Abhijit Gaurav said. A manhunt has been launched to nab the remaining accused, he said, adding that a pistol and several cartridges have been seized from the encounter site. Assam has witnessed a spurt in police encounters since Chief Minister Himanta Biswa Sarma assumed office on May 10, with the opposition alleging that the police has turned “trigger happy” and is indulging in “open killings” with his support. Police claimed that most of the accused who have been killed or injured in police encounters so far had either tried to snatch service firearms, or escape custody.

will be fitted after survey of the boat’s fitness by a surveyor appointed by DIWT, Assam, the statement said. “DIWTA in consultation with DC (deputy commissioner) concerned will assess the requirement for more than one ramp /temporary jetties at each Ghat and arrange to construct accordingly,” it said. The statement added that the DCs, DIWTA and other senior officers will have to frequently visit and

inspect arrangements made at the ghats to ensure that the ferry service are operating smoothly. As a part of the SOP for Nimati Ghat and Majuli, plying of private vessels with single engine, except those with marine engines with reversible gear, will remain suspended, the statement further said. Six government vessels, including two Ro-Pax, will remain in operation between Majuli and Jorhat and one dredger

SHILLONG, SEP 12: The recovery rate from the virulent COVID-19 infection is inching upwards in Meghalaya with 214 more patients having recovered from the infection on Sunday, health officials said. As on Sunday, the recovery rate was 95.94 per cent, pushing the number of recoveries to 74,964 of the total confirmed 78,133 COVID-19 cases since the onset of the pandemic. On the other hand, 118 new cases of COVID-19 infection were detected on Sunday, taking the total number of active cases up to 1,813 while the death toll mounted to 1,356 564 following four more COVID-19 fatalities. The positivity rate in Meghalaya currently stands at 2.32 per cent while death rate due to COVID-19 stands at 1.73 per cent. Director of Health Services (MI), Dr. Aman War said the new deaths reported were two each from East Khasi Hills district and West Jaintia Hills district. Meanwhile, the number of active cases in East Khasi Hills district, which includes state capital Shillong and the most affected district is slowly inching downward to 831, while the number of fatalities has mounted up to 931. Moreover, night curfew relaxation hours has been extended by an hour to be promulgated from 9 pm to 6 am daily in East Khasi Hills district and Shillong City. “Opening of shops and other economic activities (both essential and non-essential) including ‘teer’ (archery) counters, saloons and beauty parlors, gymnasiums will now be permitted up to six days a week and close by 6.30 pm and restaurants, cafes, teashops, bars and takeaway services will close by 8 pm,” District Magistrate of East Khasi Hills, Isawanda Laloo stated in her order. “Shops, including vendors will remain closed on Sundays. Dine-in establishments, public parks and tourist spots which have received permission from this office/ concerned SDO (C) may open on Sundays,” the order said. “All shops are required to prominently display vaccination status of the staff, the order underscored. 1,089 new COVID cases in Mizoram AIZAWL, SEP 12 (PTI): Mizoram’s COVID-19 tally breached the 70,000-mark on Sunday as 1,089 more people, including 245 children, tested positive for the infection, which is 364 more than the previous day’s count, a health official said. The northeastern state’s coronavirus death toll rose to 236 as three more people succumbed to the infection at Zoram Medical College (ZMC) near Aizawl. The daily test positivity rate also rose to 13.98 per cent from 10.73 per cent on Saturday as 7,791 samples were tested, he said. Aizwal district registered the highest number of new cases at 635, followed by Kolasib (104) and Siaha (78). Only one patient has a travel history, while the remaining 1,088 infections were detected during contact tracing. The COVID-19 tally stood at 70,840. Mizoram now has 12,429 active cases, while 58,175 people have recovered from the infection so far, including 1,004 on Saturday. The state has tested over 9.63 lakh samples to date, and inoculated over 6.63 lakh people, of whom 2.98 lakh have been fully vaccinated.

Arunachal reports 47 fresh cases

ITANAGAR, SEP 12 (PTI): Arunachal Pradesh’s COVID-19 death toll rose to 270 as one more person died of the disease, a senior health official said here on Sunday. A 44-year-old woman of Lower Dibang Valley district on Friday died due to Covid Pneumonia, the official said. Meanwhile, single-day recoveries continue to surpass fresh coronavirus cases in the northeastern state, as 68 more people recuperated from the disease on Saturday while 47 new infections were registered, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The new cases pushed the total caseload in the northeastern state to 53,710. As many as 52,879 people have recovered from the disease thus far, he said. The COVID-19 recovery rate improved marginally to 98.45 per cent from 98.41 per cent the previous day, the official said. The positivity rate currently stands at 1.67 per cent. Arunachal Pradesh currently has 561 active COVID-19 cases. The Capital Complex Region, comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active cases at 96, followed by Lower Subansiri at 69, East Siang (56) and West Kameng at 53. So far 10,92,145 samples have been tested for COVID-19, including 2,816 on Saturday, Jampa added. According to State Immunisation Officer Dr Dimong Padung, a total of 10,32,805 people have been inoculated thus far in the state.

Correspondent IMPHAL, SEP 12: Two alleged drug peddlers were arrested with contraband amphetamine tablets commonly known as ‘yaba’, valued around Rs five crore in the international market in Manipur’s Kakching district on Sunday. Personnel of the antismuggling unit of Imphal Customs Division Imphal arrested the two persons during a special operation launched based on specific input, said SP Imphal Customs Division. In a release, the SP identified the arrested persons as Dangswa Kosam Maring (34) of Laiching village of Chandel district and Md Salim (37) of Sekmaijin Khunou of Kakching district. A bag containing five polythene packets containing amphetamine tablets was seized from their possession during operation at Khoibu village of Kakching district bordering Chandel district today, around 2.30 pm. When counted, a total of 50,000 pieces of the contraband narcotic drug were found in the five packets. The value of the drugs would be Rs five crore in the international market, the SP added. The operation was launched based on specific information regarding movement of drug traffickers in the area. A case was registered against the two alleged drug paddlers under NDPS Act 1985 and initiated an investigation, he added.

Assam boat capsize: 6 Inland Water Transport staffers arrested; 3 detained GUWAHATI, SEP 12 (PTI): At least six employees of Assam’s Inland Water Transport (IWT) Department have been arrested for allegedly not following safety norms which led to the capsizing of a boat carrying over 90 passengers in the Brahmaputra a few days ago, leaving two persons dead and one missing. Police said they have been charged with culpable homicide not amounting to murder. At least two persons died and one went missing after a private boat with 92 passengers on board capsized following a head-on collision with a governmentowned ferry near Nimati Ghat in Jorhat district on September 8. Three people working in the private boat were picked up for questioning, while several officials were summoned for recording their statements, Jorhat Superintendent of Police Ankur Jain said on Sunday. “We have arrested six IWT staffers from Nimati Ghat after finding out that

they had not followed the procedures. The accident could have been avoided,” Jain said. The police have registered a case under Section 304 (culpable homicide not amounting to murder) read with Section 34 (criminal act done by several persons for the common intention of all) of the Indian Penal Code, and all the accused have been charged with these provisions, he added. “Three persons working in the private boat at Kamalabari in Majuli district were also picked up for questioning. We are coordinating with Majuli Police and a team from Jorhat will reach there,” Jain said. Asked whether any IWT officer has been taken into custody, Jain replied in negative but said that many officials posted at Nimati Ghat were called for questioning for recording their statements. “Presently, we are trying to reconstruct the scenario and find out how the accident took place,” the SP said without sharing further

details. The collision took place when private boat ‘Ma Kamala’ was heading towards Majuli from Nimati Ghat with passengers and vehicles, while government ferry ‘MB Tipkai’ was coming from the world’s largest river island. Visiting the accident spot the next day, Chief Minister Himanta Biswa Sarma said that in the initial probe, “mismanagement” was found to be the prime reason for the accident. Meanwhile, various agencies such as National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), police and district administrations are conducting an extensive search in the accident spot and even 100 km downstream for the missing person. He was identified as Bikramjit Barua, a doctor hailing from Jorhat who was posted in Majuli. The deceased were Parimita Das, a college teacher from Guwahati, and Indreswar Bora, a school teacher from Lakhimpur.

Nearly 70 kms away from Dibr ugarh town, Cheleng Chuk is being developed as a model ‘lemon village’ to boost self-employment and per capita incomes, an official said on Sunday. The village is already known for its lemon cultivation, with two varieties of Assam lemon, locally known as ‘gol nemu’

and ‘kaji nemu’ found in abundance in the village. The GI-certified ‘kaji nemu’ has already found much appreciation in foreign markets with this lemon variety being exported to Dubai and London, among other places, by farmers from other parts of the state. As part of an ambitious programme undertaken by the Dibrugarh district administration and the Agriculture department, Cheleng Chuk village of about 570 people will be developed as a model village for growing lemons, the official said.

Tripura government has decided to provide Antodaya cards to 6,959 Bru families, who are being permanently resettled in Tripura. This decision was taken in the first week of this month following a thorough review of the Bru rehabilitation process by the union Home Minister with Deb. Antodaya cards would benefit around 37,136 members of 6,959 Brus families—they would get 35 kg rice per card for Rs. 2/ kg. Besides, the members of such families would get 5 kg rice each free of cost. When contacted, Dr Manas Dev, an officer on special duty (OSD), who oversees the entire reha-

bilitation process, said that 1,638 Bru families were rehabilitated at four places - Hadukuluk and Bongaphapara in Dhalai district and Cascao and Waimbukcherra-Ranipara in North Tripura district. Altogether 6,959 families would be rehabilitated in 14 places of the state. The vexed Bru issue started in September, 1997, following demands of a separate autonomous district council for the community by carving out areas of western Mizoram adjoining Bangladesh and Tripura. A large number of Bru people fled from Mizoram to Tripura as ethnic clashes broke out. The Centre, along with the governments of Tripura and Mizoram, had been trying to repatriate them to their home state over the past decade, with little success.

Alarming situation

here is a perceptible change over transparency in the department of health & family welfare (DoHFW) in Nagaland since the past few months as there seems to be a willingness to respond to media queries and for straight talk. In the past, the department was shrouded under layers where persistent of efforts to elicit answers to uncomfortable questions were stonewalled. Earlier, during the first pandemic wave in 2020 and when new covid-19 cases were on the rise, the DoHFW stuck with the position that it was at local transmission or Stage 2. The surge in new cases since mid-2020 transmissions beyond quarantines, had caused apprehensions especially since many had no travel history nor contact with known source(s) of COVID-19. As per the WHO definition, this fulfilled the criteria of a stage called ‘community transmission’. At this stage, there are widespread transmissions but the sources cannot be identified. However even during 2020 when cases rose, the DoHFW borrowed a phrase from the ministry of health & family welfare (MoHFW) to describe it as a stage between local transmission(Stage 2) and community transmission (Stage 3).However, on September 11, the DoHFW was candid enough to admit that is was seriously concerned that 75% of cases reported from the week were without any contact history that clearly signified “high community transmission.” In its weekly bulletin report released on Saturday, H&FW also stated that many cases from self-test were still not reported. The department said that 311 cases were detected (between September 4-10) out of 13,356 samples that were tested. The disclosure by the DoHFW has been long over due but nevertheless, it is better late than never. While the state was going on a path towards further Unlock of various restrictions; now the issue of concern, if one may describe the DoHFW’s statement, should spur proactive action from both the government and public. The manner in which the DoHFW had been handling the covid-19 pandemic is a copy book of how the MoHFW has been fumbling with the problem. Even almost a year ago during the first COVID-19 wave, despite uncontrolled spikes the MoHFW tried to stretch the WHO criteria by preferring to describe it as ‘limited community transmission’. It may be recalled, that in 2020 scientists had predicted that India was most likely to witness the second COVID-19 wave by March-April 2021 that would be worse than the first. The prediction came true as India’s covid-19 cases spiked up since March,2021 from 15,522 cases on March 2 to 61,117 cases by March 31. The number smashed through the roof on April 15, when a total of over two lakh fresh cases were recorded. However cases reached the sky when the four-lakh barrier was broken with 4,08,323 new COVID-19 cases recorded until 11 p.m. on April 30. India became the first country in the world to register over 4 lakh infections in a single day. India officially, has a total of 3,32,36,921 covid-19 recorded cases. This was long predicted by April 2020 when a group of noted scientists of the Indian Institute of Science Centre, Bangeluru, predicted that by January 1,2021 India may have possibly reached close to 30 million or three crore infected cases (over 6 million ‘active’ cases and 1 million fatalities). If a stage of community transmission has been reached in Nagaland and with imminent third wave predicted, a high level emergency has to be declared to prevent a catastrophe.

It is not a matter of right and wrong, but a matter of God taking you through a way that you temporarily do not understand. And it is only by going through the spiritual confusion that you will come to the understanding of what God wants for you. The Shrouding of His Friendship(see Luke 11:5-8). Jesus gave the illustration here of a man who appears not to care for his friend. He was saying, in effect, that is how the heavenly Father will appear to you at times. You will think that He is an unkind friend, but remember— He is not. The time will come when everything will be explained. There seems to be a cloud on the friendship of the heart, and often even love itself has to wait in pain and tears for the blessing of fuller fellowship and oneness. When God appears to be completely shrouded, will you hang on with confidence in Him? The Shadow on His Fatherhood(see Luke 11:1113). Jesus said that there are times when your Father will appear as if He were an unnatural father— as if He were callous and indifferent— but remember, He is not. “Everyone who asks receives…” (Luke 11:10). If all you see is a shadow on the face of the Father right now, hang on to the fact that He will ultimately give you clear understanding and will fully justify Himself in everything that He has allowed into your life. The Strangeness of His Faithfulness(see Luke 18:18). “When the Son of Man comes, will He really find faith on the earth?” (Luke 18:8). Will He find the kind of faith that counts on Him in spite of the confusion? Stand firm in faith, believing that what Jesus said is true, although in the meantime you do not understand what God is doing. PSU, private must stay together to stem monstrous digital stock loot

I

t is not easy to be on the driver’s seat on a bumpy road that began long before the pandemic in mid-2019 when the first contraction was reported raising doubts on the policies and privatisation prescription. The 30-year hackneyed policies have not helped the country become global hub and flipflop policies favouring high tax regime and doing away with the public sector caused uncertainties. The pandemic itself has become a problem but the real story begins before 2019. The GDP at constant (2011-12) prices in Q1 of 2020-21 is estimated at Rs 26.90 lakh crore, as against Rs 35.35 lakh crore in Q1 of 2019-20, showing a contraction of 23.9 percent as compared to 5.2 per cent growth in Q1 2019-20, according the National Statistics Office (NSO). Real GDP growth for 2019-20 has now been revised downwards from 6.9 per cent in the August policy to 6.1 percent– with risks evenly balanced; GDP growth for Q1:2020-21 has also been revised downwards to 7.2 per cent. The NSO in its August 31, 2021 report says

that first quarter 2021-22 growth is estimated at Rs 32.38 lakh crore (at current prices Rs 51.23 lakh crore) as against Rs 26.95 lakh crore , plus 0.5 percent than data last year, in Q1 of 2020-21. The growth is marginal due to limited activities. Some of the areas not doing well are private education, rural sectors, manufacturing, textiles and even the prime IT. The government has now announced five-year Rs 10883 crore productivity-linked-incentive for textile industry with high employment of women but that is sectoral and a move to boost man-made fibre apparel. It could have a gradual effect on the textile sector particularly small ones investing Rs 100 to 300 crore. It is an effort to come out of a difficult situation. Meanwhile, officially the growth is lowered in 2019-20 to 4 percent from earlier 4.2 percent. That is where the real story begins. The trend indicates a gradual slump since 2017, post-demonetisation. So where is the country faltering? This calls for a review of the 1991 liberalisation that was equated with making the government redundant

and the private the master of the economy. Policy confusion and lack of economic clarity has led to deceleration in all spheres. The exit bid of the government from all sectors and handing key national assets to the private has led to a difficult situation. The stress to showcase the stock market has led to too many frauds. It is said that the agents are diverting official digital payments to their accounts – something grim. A crackdown should be imminent. The not so well

thought of privatisation began in 1991-92 by the PV Narasimha Rao government, with 31 selected PSUs disinvested for Rs 3038 crore. In August 1996, the Disinvestment Commission under GV Ramakrishna was set up to advice and monitor gradual PSU divestment. It submitted 13 reports for 57 PSU disinvestments. The much hyped disSarkar investments did not yield much but many prime PSUs were sold. Between 1991-92 and 2000-01, the government raised Rs 20,078.62 crore against target of Rs 54,300 crore. There were problems in valuation, opposition from the staff, unfavourable market conditions and all through no clear policy. And since 2007-08, the private sector got into deep debt distressing banks and the slowdown even as PSU sales continued. Nobody has answered why profit-making VSNL was sold for a song or clarified the controversy of Centaur Hotel sale. But between 2009-10 to 2019-20 those disinvested include NHPC, Oil India, NTPC, REC, NMDC, SJVN, EIL, MOIL. Some are prime Navratna com-

panies. The government in 2020-21 has set an ambitious Rs 2.1 lakh crore target including in four banks, Air India and LIC. Though this may be earning small moneys for the budgetary expenditure, it is eroding the strength built in decades. No wonder the GDP remains shaky. It also possibly answers that privatisation, prime Manmohanomics principle, is not the panacea. That also possibly speaks out the reason for poor GDP numbers while Bangladesh with 8.2 percent growth thaws its population exodus. On the contrary India’s PMI (purchasing managers’ index) has slumped in August to 52.2 from 55.2 in July suggesting deceleration in demand and recovery. It is leading to employment concern. Except in government salaried jobs there is no growth of the workers. The private sector is continuously cutting numbers and wages. The pivot unfortunately has become jobless, low or no- wage, growth. More private hiring freeze is reported in August affecting demand. It means that the government that has been trying to ease

itself out of the driving seat has to saddle itself strongly for real growth. It is also an indication that except for a few large companies the private sector is heading to an abyss. The rising inflation is adding to the slowdown. The government has to rethink on excise, cess and VAT on petrol prices vis a vis its revenue earnings. Taxes hit all, create uncertainties but do not help growth. It calls for a national discussion to choose the path. The country must accept that private does not have capacity to lead growth. The government has to reset the button for a stronger PSU and the private sector must learn to compete and treat PSUs as compatriot not adversary. The country has to move on the two critical wheels. The nation has to change 1991 into 2021 for a new pragmatic policy for balanced growth. The undercutting of the PSU must end as that benefit only unethical power players. The private and public have to grow, supplement each other and ensure the country grows to become global power. The New Order must come before it is too late.

Post-mortem Hindi Journalism and its contribution in Indian freedom struggle

dant Martand” was the first Hindi newspaper published by Shri Yugal Kishore Shukla from Kolkata on 30th May, 1826. It was a weekly, which was published every Tuesday and priced Rs 2/- annually. It went on publishing for one year and seven months. The Hindi-speaking Kolkatians took no interest in the magazine, as expected, that caused its untimely closure with the following editorial on 4th December 1827- “The day marks the death of Udant Martand, Here it goes to sunset the sun at last”. Udant was not a political newspaper; but it can never be looked down upon for its contribution to Hindi language. Born on 1788 in Kanpur, Shuklaji was a Proceeding Reader in Dewani Kachehari of Kolkata and has ability to edit a magazine. Besides Hindi, he could write in Brajbhasha. He, though might have opposed the English, but his eyes remained glued to the method of the English merchandise. Udant Martand, though of very short journey, constructed the path for Hindi journalism, which lateron not only acted as vehicle of social, political and academic change, but became the voice of Indian freedom. “Banaras Akhbar” (1845) from Kashi was one of the first weekly published from any Hindi state. Though the name of the paperis in Hindi, yet it was composed using words from three languages Devnagari, Arabic & Persian making it complex for commoners to read. Strangely, the editor of this bilingual spirited newspaper was a Marathi-speaking Govind Raghunath Thatte. A m o n t h l y, “ B u d d h i Prakash” came out from Agra in 1852 under the editorship of Munshi Sada Sukhlal. For this magazine an eminent French Professor Gariand Tasse went to the extent of saying, “He used to print interesting essays and news items. Even articles of sheer academic values such as history, geography, mathematics, education and on other subjects were published in it”. The outbreak of 1857 mutiny brought out new political consciousness in Hindi belts and a vehement protest against the brutal tyranny of the British colonialists. With new political awareness and earnest eagerness for the advancement of his own language Hindi, Bharatendu Harishchandra was inspired to promote social, economical

and academic reforms in Hindi regions. He used to go through the contemporar y newspapers, books and magazines to find out paths for Hindi readership. He was not only well versed in Urdu, Hindi, Brajbhasha, Khadi Boli, Bangala but also in English, that shows his link with western literature. In 1868, he motivated the Hindi writers by publishing the monthly “Kavi Vachan Sudha” from Kashi. In the beginning it published the collected works of the poets, but later it became a fortnightly allowing prose-works too. In 1875 Sudha turned into a weekly and began to be published both in Hindi and English by 1885. Bharatendu had created flicker by publishing “Sudha” in Hindi speaking areas. When all of us were deep delved into the sleeps of ignoranace, he brought mass consciousness and advocated for gender equality. He dreamed of India’s self-rule, her complete sovereignty and that was earlier than the foundation of Indian National Congress.An influential magazine “Bharat Mitra” was edited by Rudra Dutta Sharma on 17th May 1878 from Kolkata. Bharatendu revealed that Bharat Mitra was a political journal, though contained genetics subjects. The Bharatendu Age in Hindi literature and journalismis deemed to be a golden era and marks not only awareness among the Hindi speaking people, but also the sharp reaction against the British repression. “Saraswati” is supposed to be the first most popular Hindi monthly, which was published by Chintamani Ghosh from Prayag at the Indian Press in 1900. It was recognised by Nagari Pracharini Sabha. Mahavir Prasad Dwivedi took charge of editorship of “Saraswati” in 1903 and third stage of Hindi Renaissance began by his consciousness campaign among the Hindiwallas both socially and culturally. Though its main object was to do away with feudal andcolonial system in every walk of life, yet somewhere it was patronized by the government, that prevented the paper from voicing directly and openly against the English Rule. Dwivediji was full of patriotism, though he was much in favour of the British judicionsness and good governance. He cared both for the proprietor of the newspaper and the British government. He reformed his faults after 1906 and stopped talking less against the British

government; if necessary, he vehemently criticized her. The Hindi Renaissance during the Dwivedi Age was the age of revival when social, political & economical problems were gradually mirrored in poetry; while songs emoted a theme of social arousal. In 1907 weekly “Sahitya” was brought out by Madan Mohan Malviya from Prayag and in the same year “Hind Keshari” was started from Nagpur by Madhav Rao Sapre. A young enthusiasit from K a n p u r, G a n e s h S h a n k a r Vidyarthi launched a flamboyant and revolutionary weekly “Pratap” in 1910, which was the mouthpiece of the rebellious youths who had yearnings for an Angrej-mukt Bharat. The paper rendered not only revolutionary dimension but also novel upheavals. Another significant journalistic contribution to Hindi is appearance of “Prabha” in 1913, first published from Khandwa by Kaluram Gangrade and Makhanlal Chaturvedi and later in 1919, began to come out from the Vidyarthi’s “Pratap Press” of Kanpur. “Prabha” too was a dedicated newspaper to the freedom struggle. “Chand” was a significant journal allied with “Prabha” and “Pratap”. It planted the seeds of poisonous cactus in the Indians for the English by publishing Nand Kumar written “Phansi”. “Chand” showed the seed hatred against the English Colonial Rule as Winston Churchill had for the Indian natives and played a pivotal role during freedom movement. The popular book in three volumes written by Shri Sundarlal “Bharat mein Angareji Raj” were immediately banned and seized; but despite governmental intrusions, thousands of its copies were circulated nationwide. In 1920, Shiv Prasad Gupta started “Aj” from Kashi to facilitate the freedom struggle. On 19th August 1921, Gandhiji launched Hindi version of “Navjiwan”. Acharya Shiv Poojan Sahay began with editing the monthly journal “Adarsh” in 1922. In the same year, a weekly journal “Madhuri” was launched from Lucknow under the editorship of Dulare Lal Bhargav. “Madhuri” earned good reputation in a shorter span, as it was primarily a literary journal. Publication of Hindi weekly “Matwala” started on 26th August 1923 from Kolkata, to which eminent Hindi littra-

teurs like Suryakant Tripathi Nirala, Mahadev Prasad Seth, Shivpoojan Sahay, Bechan Sharma “Ugra”and Navjadik Lal Srivastava were attached. “Matwala” was an outspoken paper of wisdom and humour, whose comments were sharp and stringing. It had unrestrained fearless comments on culture, society, communalism and politics, due to which it had to walk on the sharp edge of censorship for six years. In 1928, it was again from Kolkata, Banwari Das Chaturvedi began to edit the monthly “Vishal Bharat”. It is opined that Chaturvediji had more jouranalistic morality than literary foresights andthere was no tip toeing of freedom struggle in the journal. In 1933 Gandhiji started “Harijan Sevak” which was the vehicle of his crusade against untouchability & poverty. Later phase of Munshi Premchand was the trend of extremism. The Jalianwalla Bagh massacre, going back of Simon Commission, commitment for “Purna Swarajya”, Sentence of Hanging to Bhagat Singh, Round Table Conference in London hold testimonials of political extremity. Such was the time of political repressions and upheavals that Premchand began to publish “Hans” in 1930. The firelight of patriotism which was lit by Bharatendu, and passing through editorial excellences of Vidyarthi, reached at climax by Premchand’s politico-literary journal. The early works of Premchand reflect that the idea of Gandhism have influenced

him. But, gradually, he evolved his own vision on politics and literature. He entered the world of literature by abandoning the service of a school inspector during the turbulent period of political passion by turning Premchand from Dhanpat Ray. He illustrated the odds and oddities of the British Rule to the Indian People with fierce virulencein his literature as well as in his editorials of “Hans”, which resulted in punitive sentences by the Raj. He introduced a weekly called “Jagaran” along with “Hans”; though it vanished but “Hans” is still alive. Premchand is one of those Hindi writers who condemned the British course of actions through his regular writings. In September 1936, in the last issue of “Hans” of his lifetime, a brilliant essay “Mahajani Sabhyata” was published, which is the testimony of Premchand’s sharpening revolutionary consciousness. The country has witnessed up & down of numerous Hindi journals & newspapers during the fight for independence and most of them have acted as an effective weapon for social & political renaissance. Hindi journalism has been the backbone of the freedom struggle through formation & propagation of the nationalist ideology and bulding up of strong national sentiment & consciousness among the masses. Strategy/Plan to reopen schools Sir,

I would like to request the state government and the education depratment to start formulating plans for the resumption of physical classes from now. If the impact of the third wave will be one-fourth of the second wave and the numbers drastically decrease, there should be a plan whereby schools can be reopened in a staggered manner. Small private schools with less students have been hit the hardest as they find it difficult to even pay teachers. Students have lost out of great deal and a vast learning gap has been created. I hope the state govt takes cognisance of this and chalks out a strategy in the best interest of students, teachers and parents. While most schools have resorted to online teaching, the truth is nothing can replace classroom and the more traditional method of learning/teaching for now. NEW DELHI, SEP 12 (PTI): India and Australia have called for a “broadbased and inclusive” government in Afghanistan to ensure long-term peace and stability in the war-torn country, signalling their clear unwillingness to accord any recognition to the Taliban regime. In a joint statement issued early on Sunday following the inaugural IndiaAustralia 2+2 ministerial dialogue, the two sides sought the protection of rights of women and children and their full participation in public life and expressed concerns over targeted violence against the defenders of their rights. The two countries underlined the urgent need for all countries to take “immediate, sustained, verifiable and irreversible” action to ensure that no territory under their control is used for terrorist attacks and to expeditiously bring to justice the perpetrators of such strikes. Australia reiterated its condemnation of terrorist attacks in India, including

ment (CECA). “The ministers also underscored the importance of an early resolution of the issue of taxation of offshore income of Indian firms under the India-Australia Double Taxation Avoidance Agreement,” the joint statement said. On the situation in Afghanistan, the statement said the ministers expressed deep concern over it. “The ministers called for the Taliban to guarantee safe passage for foreign nationals and Afghans wanting to leave the country. They reiterated calls on those in positions of power and authority across Afghanistan to adhere to counterterrorism commitments and human rights, in accordance with UN Security Council Resolution 2593,” the statement said. UNSC resolution 2593, adopted on August 30 under India’s presidency of the global body, demanded that Afghan territory should not be used to threaten or attack any country or to shelter and train terrorists and plan or finance terrorist attacks.

The joint statement said the ministers noted reports of a rapid roll-back on women and girls’ rights and access to services and public spaces, as well as targeted violence against the defenders of their rights. “In this regard, the ministers reiterated their call for protection of rights of women and children and their full participation in public life,” it said. “The ministers agreed that a broad-based and inclusive government is necessary for long term peace and stability in Afghanistan. The ministers also agreed to remain alert to the broader repercussions of the developments in Afghanistan for the ongoing terrorist threats around the world, and in our region,” it said. The joint statement said Australia also expressed its strong support for India’s membership of the Nuclear Suppliers Group (NSG). Referring to the threat of terrorism, the two sides strongly condemned terrorism in all its forms and the use of terrorist proxies for cross-border terrorism.

NEW DELHI, SEP 12 (PTI): Expressing great concern over the recent waterlogging in parts of Delhi airport, former National Disaster Management Authority (NDMA) vicechairman M Shashidhar Reddy on Sunday wrote to Union Aviation Minister Jyotiraditya Scindia suggesting a “flood audit” of all airports in India. Reddy, who had the longest stints as a member (2005-2010) and as vice-chairman (20102014) of the NDMA, also suggested widening of a drainage system from Delhi airport’s terminal three to Najafgarh to check flooding. “It is a matter of great concern that the world-class airport in Delhi was flooded on the morning of September 11, 2021, causing severe disruption to the public -- about 100 flights were delayed and five diverted,” he said in the letter to Scindia. Major operational areas like Indira Gandhi International Airport (IGIA) T3 terminal, airport taxiways, airport approach road and others were submerged due

In his letter, Reddy said Delhi has been experiencing very heavy rainfall and the previous day’s rainfall may

have saturated the soil, but this type of flooding yesterday was certainly avoidable. He said there is a 17-metre steep gradient between National Highway 8 (NH8) and T3. Due to this, the entire area in between acts as a catchment and drains water towards T3, Reddy wrote in the letter. “Normally, this water gets cleared by the drainage system from T3 to the Najafgarh Drain. Apparently, this did not happen,” he said. Reddy highlighted a media report of a major rainfall event on September 15, 2011, when the national capital had recorded 117 mm of rain in three hours and severe flooding was experienced inside the baggage belt area at T3 arrivals and other parts of the Delhi airport. “I am given to understand that consultants were hired by the operator of the Delhi airport for Rs 70 lakh in 2011-12 to address this issue. It appears that their recommendation was to widen the drainage system from T3 to the Najafgarh drain.

NEW DELHI, SEP 12 (PTI): Seeking various relief measures for farmers in Uttar Pradesh, BJP MP Varun Gandhi on Sunday wrote to state Chief Minister Yogi Adityanath demanding substantial rise in sugarcane prices, bonus on wheat and paddy, doubling the amount of PM KISAN scheme and subsidy on diesel. Gandhi, a three-term MP from UP, has been advocating for re-engaging with protesting farmers to reach a common ground. In the two page letter to Adityanath, the Pilibhit MP listed out all the problems and demands of the farmers and at the same time also suggested solutions for the same. Tagging the letter on his Twitter handle, Gandhi said he has written to Adityanath indicating the problems of the farmers. “I hope issues of the sons of the soil will be heard,” he tweeted in Hindi. CHENNAI, SEP 12 (IANS): India’s public sector banks are stable now after the prompt corrective actions (PCA) when it was caught in turbulence, said Union Finance Minister Nirmala Sitharaman. Speaking at the Tamilnad Mercantile Bank’s (TMB) centenary celebrations in Tuticorin in Tamil Nadu on Sunday, Sitharaman said prior to 2014, the public sector banks were facing various problems. The public sector banks were laden with huge nonperforming assets (NPA) which was a serious concern for the future of the banking sector itself. Sitharaman said a problem in the banking sector would impact the entire economic activity. According to her, the government infused additional capital into public sector banks. It was then prompt corrective action was taken and the public sector banks are back on the rails now, she said. Even as the banking sector was in turbulence, TMB was carrying out its business efficiently, Sitharaman added. Appreciating TMB, which was started as a Nadar community bank in

Nirmala Sitharaman 1921 and now gained universal acceptance, Sitharaman said the way forward is digitisation. She said technology related solutions take away a lot of other problems. NEW DELHI, SEP 12 (IANS): Food tech major Zomato has decided to scrap its grocery delivery service for the second time amid growing competition in the segment. The company is of the view that its investment in Grofers will generate better outcomes than its in-house grocery effort. Zomato has informed its grocery partners through a mail that it plans to stop its pilot service with effect from September 17. “We have decided to shut down our grocery pilot and as of now, have no plans to run any other form of grocery delivery on our platform,” a Zomato spokesperson said. “Grofers has found high quality product market fit in 10 minute grocery and we believe our investment in the company will generate better outcomes for our shareholders than our inhouse grocery effort,” the spokesperson added. The recently-listed company had started its grocery service pilot in select markets offering delivery within 45 minutes to its customers. Last month, the Competition Commission of India (CCI) approved the proposed acquisition of 9.3 per cent stake in e-grocer Grofers by Zomato.

Indian economy expected to grow 10% in FY22

NEW DELHI, SEP 12 (AGENCIES): The Indian economy is expected to grow around 10 per cent during the current financial year on the likelihood of fewer COVID-19-linked supply disruptions and buoyancy in the global economy, said Poonam Gupta, director general of economic thinktank NCAER. The real challenge, however, would be to sustain a growth rate of 7-8 per cent in years to come, she said. “We could see annual growth in the ballpark range of about 10 per cent. The reasons for this perceived optimism are: fewer supply disruptions; increased pentup demand in the traditional and contact-intensive services; and a buoyant global economy. “Even so, if two pandemic years are taken together, there would be a very small net growth. In other words, the economy at the end of 2021-22 would be only slightly larger than at the end of 2019-20,” Gupta said. Gupta is the first woman director general of NCAER. ECB writes to ICC on outcome of cancelled 5th Test against India

LONDON, SEP 12 (PTI): The England and Wales Cricket Board (ECB) has officially written to the ICC to decide the fate of the cancelled fifth Test against India at Old Trafford, indicating that the two boards are far from reaching a settlement. The series-deciding fifth and final Test in Manchester was called off after a COVID-19 outbreak in the Indian camp forced its senior players to express their apprehensions to both the BCCI and ECB on going ahead with the match. “Yes we have written to the ICC,” an ECB spokesperson told PTI when asked if they want the global body to decide on the fifth Test. Heading into game, India led the rubber 2-1. The standalone Test will not be part of this series. The ECB wants the ICC’s

Dispute Resolution Committee to address the issue and expect that a forfeiture would be granted so that they can claim insurance as they are going to lose 40 million pound if the match is declared abandoned due to COVID. COVID is an acceptable non compliance and the Indian camp has stated that it was unable to field a team for the match. However, the ECB’s contention could be that the Indian players returned two negative RT-PCR results and were still reluctant to play. Seniors such as skipper Virat Kohli didn’t budge from their stance that there was risk involved during the incubation period, which overlapped with Test dates as most players were treated by physio Yogesh Parmar, who is in isolation after contracting the virus.
