corded a sharp hike in daily Covid-19 cases at 10,158 compared to the previous day on Thursday. According to the health ministry data, the active infections stand at 44,998. This comes as the country is witnessing a surge in cases with Maharashtra and Delhi reporting over 1,000 daily cases.

A new Covid variant, Arcturus, XBB.1.16, is fueling a surge in many countries including US, Singapore, and Australia, among others. The WHO declared XBB.1.16 a “variant under monitoring” in late March saying that it is the most transmissible variant yet.

On Monday, nationwide mock drills were conducted to check the preparedness for the emergency Covid-19 situation at public and private health facilities. Union Health Minister Mansukh Mandaviya himself monitored mock drills at some hospitals.

A total of eight states including Maharashtra and Delhi are reporting a high number of Covid cases. According to Indian Medical Association, the reasons behind the recent surge in India may be the relaxation of Covid-19 appropriate behavior, low testing rate, and the emergence of a new variant of coronavirus infection.

According to a report in PTI, Covid cases in India are expected to rise for the next 10-12 days, and will gradually come down.

DIMAPUR, APR 13 (NPN): Peren civil society organisations (CSOs) at a co-ordination meeting convened by Nagaland Zeliang People Organisation (NZPO) at Jalukie Town on April 11 reaffirmed that any important issue on behalf of Zeliang people must be routed through NZPO. NZPO president Kevipele Iheilung and vice president Kinkeriulung said the house decided that women reservation in the ULBs “may be kept if necessary”. However, they said 33% reservation and taxation was “just a copy paste of Parliament Act”, and not acceptable.

The house also deliberated on recent imbroglio involving Naga Mothers Association. Appreciating their good deeds, NZPO, however, said NMA “desperately cling on to the four minor tribal women” bodies-- Rengma, Pochury, Kuki and Zeliangrong Mipui when major tribes forsake them.”

DIMAPUR, APR 13 (NPN): Nagaland governor La Ganesan has reminded the people not to undermine the election process and the electorate if they were to take the society to forward.

According to a DIPR report, governor said at a meeting with the head of offices and leaders of civil societies of Mokokchung during his maiden visit to the district on Thursday.

Appreciating the people of the district for the huge voter turnout during the recently concluded assembly election, governor maintained that there could be rule of law only with the active participation of the people. At the meeting, the governor urged upon the officers of the departments to ensure that the flagship programmes of government pertaining to basic services were diligently implemented for the welfare of the people.

Nagaland prepared to tackle any surge in Covid cases: Kikheto

DIMAPUR, APR 13 (NPN): Commissioner and secretary, health & family welfare (H&FW), Y Kikheto Sema, who inspected Christian Institute of Health Science and Research (CIHSR) and Nagaland Police Covid Hospital (NPCH) to take stock of preparedness on Thursday asserted that the state was now ready to handle any eventuality in view of the sudden spurt of Covid cases.

Speaking to media persons, Kikheto expressed happiness and satisfaction with the preparedness of the 200-bedded Covid hospital

ficials at CIHSR after the inspection, Kikheto acknowledged the hospital staff for handling Covid cases during the last two lockdowns and also for the preparedness.

After inspecting the 200-bedded Covid hospital, he ex-

pressed hope that the Covid scenario would not be the same as before as the state was better equipped.

On shortage of manpower, Kikheto assured to take it up with the state government. Taking note of the increasing demand for dialysis in Dimapur, he informed that there were many patients in the waiting list to undergo dialysis. In this regard, he said doctors needed to discuss amongst themselves and come up with data regarding those diseases that were more in numbers in the state and inform the state government so as to take necessary actions.

Also, after inspecting NPCH at Police Complex, Chümoukedima, Kikheto expressed satisfaction with the preparedness of the hospital. He, however, lamented that the hospital was nonfunctional and requested the Home department to make use of the hospital even for non-covid patients. He maintained that NPCH could become a “Referral” hospital for Chümoukedima even for non-Covid patients.

Governor also requested DC to hold periodic review on the implementation of the various schemes and programmes in the district and to take necessary action to meet the goals and target if there were any shortfalls.

Besides education, governor called for ensuring that other basic service like health care, drinking water and financial institutions be made available at the doorstep of citizens, especially downtrodden people.

Ganesan said that though it was his maiden visit to the district, he was aware of many good things about Mokokchung district and the Ao community such as being the pioneer in many fields and also being the cleanest town in the State and also in the North East.

STCC launches ‘Tobacco Free Home’ campaign

DIMAPUR, APR 13 (NPN): State Tobacco Control Cell, NTCP has launched a new anti-tobacco initiative campaign -- “Tobacco Free Schools to Tobacco Free Homes in Nagaland”.

State Nodal Officer, National Tobacco Control Programme, Nagaland (NTCP), Dr Arenla Walling said the STCC launched a pilot project where students would give awareness to their parents about the danger of smoking, second hand smoke, chewing of tobacco and indiscriminate spitting. They will also give awareness on basic provisions of To-

bacco control law (COTPA 2003) in regards to ban of smoking in public places, and ban on sale tobacco products to minors and near educational institutions etc. According to Dr. Arenla, citing Global Adult Tobacco Survey (GATS-2), 43.3% of all adults in Nagaland either smoke tobacco and/ or use smokeless tobacco, against a National average of 29%. A recent pilot study in the state also shows that expenditure on tobacco products alone is taking a huge economic toll on the vulnerable sections. (Full text on p-6)

Govt signs MoU for development of paramedical

DIMAPUR, APR 13 (NPN): State government has signed a Memorandum of Understanding (MoU) with Manipal Academy of Higher Education (MAHE), Karnataka for development of paramedical professionals for quality health care delivery. According to a DIPR report, the MoU was signed between MAHE Karnataka and the department of health and family welfare (DHFW) Nagaland and Directorate of Technical Education (DTE), Nagaland on April 13, 2023 facilitated by Investment and Development Authority of Nagaland (IDAN), Kohima. The objective of signing

the MoU is to facilitate the development of collaborative and mutually beneficial programmes, which serve to enhance the intellectual life and cultural development of the general public and persons with disabilities.

MAHE is one of the leading universities in India and has extensive technical and professional expertise. MAHE also has the facilities to provide education, training, and conduct research in various fields.

It is India’s first dedicated college for allied and healthcare professionals. MAHE also offers under graduation, post-graduation and PhD degrees.

With the signing of this MoU, it is expected that more premiere educational institutions will be following the lead of MAHE to sign agreements with Government of Nagaland for extending academic opportunities and capacity building of students from Nagaland.

Cargo transit route to open connecting NE and B’desh

(AGENCIES): India and Bangladesh are soon going to begin operations for transit and transhipment of cargo between North East and Bangladesh with Chittagong port as the main access point, Bangladesh’s minister of state for Shipping, Khalid Mahmud Chowdhury said.

“We are ready for the start of transit and transhipment of goods. Trial runs were completed and all arrangements for immigration and customs formalities on the Bangladesh side are also ready,” Chowdhury said.

DIMAPUR, APR 13 (NPN): Rengma Hoho (RH) has directed Rengma Mothers’ Association (RMA) to dissociate forthwith from Naga Mothers’ Association (NMA) in the interest of all Nagas and not unilaterally participate until such time the Nagas agreed to come together for a common cause.

RH president Pollem Tep and general secretary Sinhilo Thongseb also demanded that the Rengma Hoho should invariably be consulted in future if invited to participate in any other organisational platform, failing which RH would take action as per customary law. RH said they understood from NMA’s letter that the latter had withdrawn its petition from Supreme Court on January 27, 2017 and also had no connection with the People’s Union for Civil Liberties (PUCL).

But, if the narrative was true, they reasoned that the court case should not have re-surfaced. They said any organisation volunteering to justify or champion a cause on behalf of the people by giving valuable inputs should not drag every conflict to court without the consent of the aggrieved.

“While one may say it is the right of the aggrieved, those accused also have rights, which should not be violated. Now majority of the Nagas are on equal footing as far as violation of Article

371(A) is concerned. In the midst of these doldrums, if the NMA has consciously withdrawn and disconnected itself from organisations outside Nagaland, it is appreciated,” they stated. Under such circumstances and based on its March 28, 2023 resolution, the duo declared that the RH would not allow any of its constituent units to participate or allow to be member of any other organisation that worked to widen the social divide and was detrimental to its own people.

RH said it was against Nagaland Municipal Act, 2001 transgressing into special provision of Art 371(A), which was the link between Nagas and Government of India. RH said Art 371(A) was deeply rooted in the soul and mind of every Naga and warned that any attempt to tinker with it would be akin to stirring a hornet’s nest, which would invite the wrath of entire Naga society.

Meanwhile, RH appreciated the state government for timely repealing the Nagaland Municipal Act, adding that inaction would have created turmoil in every corner of the 16 districts. RH said the positive action taken by the Assembly saved Nagas from further bloodshed, while the death of two young lives in 2017 still remained in the minds of those who witness that terrifying incident.

NE conclave highlights fostering sustainable economic development

DIMAPUR: North East sustainability conclave on “productivity and green growth” to advance sustainable development highlighted the need to foster sustainable economic development in the northeast region of India.

The conclave was jointly organised by National Productivity Council (NPC), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry in India (MoC&I), government of India and Indian Council of Agricultural Research (ICAR)- National Research Centre (NRC) on Mithun, Thursday at ICARNational Research Centre on Mithun, Medziphema, Chumoukedima.

A press release by ICAR-NRC on Mithun Medziphema informed that the conclave was aimed to foster sustainable economic development in the northeast region of India.

By convening representatives from the government, private sector, academia, and progressive farmers, ICAR-NRC said the event provided a platform to deliberate and share insights on strategies and ideas to achieve sustainable growth in the region.

Delivering the keynote

address as chief guest, NPC director general, Sundeep Kumar Nayak stated that NPC was spearheading green growth movement in the country. To this effect, he said NPC provides technical assistance to state governments and organisations for adoption of green growth.

Nayak also suggested the need to have a net zero state action plan for Nagaland that includes mitigation and adoption measures aiming at reduction of greenhouse gas emissions and implementation of carbon neutral activities. He emphasized the role of private sector in achieving sustainability and significance of green finance to support environmentally sustainable projects or business practices.

In an opening address,

DDG (Animal Science), ICAR, New Delhi, Dr. B N Tripathi stated that climate change was an important issue to address and reminded the gathering of the goal of achieving net-zero greenhouse gas emissions globally by the year 2070.

Stating that Nagaland was known for its diverse indigenous communities and rich biodiversity, he said organic and natural farming practices are gaining popularity in Nagaland as a means of promoting sustainable agriculture and preserving the environment National president, Sahakar Bharati, Dr. D. N. Thakur emphasized on proper food storage for its availability during the lean season. He also urged the farmers to focus more on the use of biogas to reduce

the use of fossil fuels. Dr Thakur also emphasised on significance of cooperative movement for achieving green and inclusive growth and urged Nagaland to take advantage of cooperative strength.

Former DDG (animal science) and former vice chancellor, AAU, Jorhat, Dr. K. M. Bujarbaruah delivered a lecture on crop and livestock-based natural farming with special reference to North East India; director, National Institute of Technology, Nagaland, Dr. S. Venugopal highlighted the importance of green manufacturing in Northeast India and principal scientist, Dr. Nazrul Haque delivered lecture on organic agriculture in north east India.

Earlier, director of ICAR-NRCM, Dr. Girish Patil S welcomed all the dignitaries and highlighted the role of mithun in natural farming. DIMAPUR: Chief secretary Nagaland, J Alam said sustainable water sources and water conservation are in the interest of everybody in the state since water availability was becoming a major challenge for the state.

According to a DIPR report, Alam was addressing a meeting held to review the action plan on “Jal Shakti Abhiyan: Catch the Rain 2023” Thursday at Chief Secretary’s Conference Hall, Kohima with participating departments under JSA:

CTR 2023.

The chief secretary identified Longleng, Kohima, Tuensang Zunheboto, and Kiphire as five “water-stressed districts” in Nagaland.

He then asserted that not only the participating departments but the state government and the people needed to be actively involved in this important endeavour.

DIMAPUR: Dimapur Municipal Council (DMC) has notified all defaulting allotees under DMC Millennium Market to clear up the outstanding dues against their respective stall within 15 days from the date of publication of the notice.

DMC has warned that failure to comply with the notification would result in cancellation of the allotment without further notice followed by initiation of legal course of action for recovery of outstanding dues.

DIMAPUR: Advisor, urban development and municipal affairs, Zhaleo Rio said his priority as Chümoukedima District Planning and Development Board (DPDB) chairman was to make Chümoukedima as model district.

According to a DIPR report, Zhaleo was addressing Chümoukedima DPDB meeting Thursday at the Conference Hall of Deputy Commissioner (DC) Chümoukedima. Zhaleo said Chümoukedima being a new district, he was “ready and

willing to guide and help” in whatever ways he can to make Chümoukedima a model district.

Konyak and Konyak region chairman A Khampei Opeiham have clarified that they did not take part in the meeting of Naga Army held on April 8, 2023.

Reacting to a statement issued by Yung

Aung-led NSCN (K) on April 12, Nyeiton in a press release however said the meeting could not be stopped as the gathering and discussion of the Naga Army was rightfully conducted regardless of the matter discussed.

He mentioned that the conduct and functioning of Aung had been doubtful and unacceptable to the people and Naga Army for a long time. Hence, he said the uprising was justified.

He however clarified it was done without Khampei’s and his consent.

Regarding their involvement in the recentlyheld Nagaland Legislative Assembly election, he explained that they had both cast their franchise since they had the inalienable right to vote, insisting that no illegal act was carried out by them.

He also declared that their disqualification from the membership of NSCN/GPRN by Aung was unacceptable as they had done nothing against the government nor against

Naga people in their long years of service.

With regard to their meeting with civil society organisations of Nagainhabited areas, he pointed out that they had to do so since Aung during his five years of leadership had made no attempt to peacefully coexist with Naga people whom they represented.

According to Nyeiton, the history of Nagas and Naga Army had never been confusing as the latter had always stood for the people and people’s government. He claimed that the past and present leaders of the Naga Army had stood for the cause of the people regardless of the factions.

And, following the footsteps of their leaders, he assured that both he and Khampei would work and lead the people’s army till the end.

“To work hand in hand under the leadership of president Yung Aung and no disqualification issued whatsoever shall affect their desire to work for the nation,” he declared. He said the clarification was being issued to make the people understand that both he and Khampei would represent and work for them without deviating from the core principles of Naga Army. He also rejected the corruption and conspiracy charges.

DIMAPUR: A traffic awareness seminar was organised by Longleng Police in collaboration with District Drivers Union Longleng (DDUL) on April 13 at the Conference Hall of Superintendent of Police (SP) Longleng. According to a DIPR report, SP Longleng, Dr. Pritpal Kaur Betra while highlighting the gathering on traffic etiquette, Motor Vehicle Act 1988, requirements of documents etc., asserted the importance of ensuring everyone’s safety by following traffic rules.

During the seminar, SDPO Longleng, I. Bunglang Chang spoke on traffic offense under MV Act 1988; In-Charge, traffic cell Longleng, ASI Limatemjen spoke on traffic rules and

DoH&FW Wokha sensitises pharmacies

DIMAPUR: A meeting cum sensitization programme for pharmacies under Wokha district was organised by Department of Health and Family Welfare (DoH&FW) Wokha on April 13 at the Conference Hall of Chief Medical Officer (CMO) Wokha office.

A press release by the department stated that during the programme, CMO Wokha, Dr. Zubenthung Kikon said the meeting was organised to create awareness on the digitization of pharmacies to be implemented in the district.

Dr. Kikon called upon the pharmacies to be accountable and refrain from selling drugs without pre-

scription. He sought the support of the pharmacies to control drug abuse among the populace by collecting evidence through CCTV cameras to be installed at their establishments.

In view of the surge in COVID-19 cases in the country, Dr.Kikon also advised the pharmacies to use mask and sanitizers.

Drugs Control Officer, Wokha, T. Zubemo Kikon sensitized the participants on the Drugs and Cosmetics Act 1940, Drugs and Cosmetics Rules 1945 and National Commission for Protection of Child Rights (NCPCR). With the involvement

of NCPCR into the medical shop, he said the drugs control organization are making effort to strengthen the system of monitoring and implementation of existing policies.

Zubemo informed that the concerned authority would be monitoring the CCTV footage of pharmacies at regular interval and in case of any offence, action will be taken as per the law.

He also explained the condition of licence, misbranded drugs, spurious drugs, schedule H, H1 and X related to various drugs and the penalty under Narcotic Drugs and Psychotropic Act.

Khandu government building mini power projects along China border in Arunachal

WALONG (ARUNACHAL PRADESH), APR 13 (PTI):

The Arunachal Pradesh government has launched an ambitious plan to build 50 mini hydropower projects along the border with China for electrification of remote villages that are facing challenges of poor connectivity and mountainous terrain.

Under the ‘Golden Jubilee Border Village Illumination Programme’, these 50 micro, mini and small hydropower projects of 10–100 Kilowatt (KW) capacity are being built at an estimated cost of Rs 200 crore.

“The 50 projects are being implemented in a phased manner and under Phase-I, 17 projects with an installed capacity of 1255 KW and at an estimated cost of Rs 50 crore, have been taken up,” Chief Minister Pema Khandu told PTI during a visit here.

These are stand-alone projects and include localised transmission and distribution components to

facilitate essential services to the border villages in one go.

The chief minister said lack of reliable power supply due to limitations in providing grid connectivity to these remote areas is a huge constraint for civilians as well as the border guarding forces deployed in the region.

The forces are dependent on diesel generators for power which is costly.

“Ample presence of water resources like rivers and natural springs along with heavy rainfall in the mountainous border regions of the state serve as a great advantage in extraction of energy from micro-hydel projects,” Khandu said.

Deputy Chief Minister Chowna Mein said these 17 projects located in 11 districts will cover 123 border villages benefitting 10,185 people.

SHILLONG, APR 13: Two legislators from the People’s Democratic Front (PDF), one of the constituents in the ruling Meghalaya Democratic Alliance (MDA) government, are likely to merge with the National People’s Party (NPP.)

PDF MLAs, Banteidor Lyngdoh and Gavin Miquel Mylliem are in “advance level” talks with the NPP and the announcement of their formally joining the NPP would be made soon.

“Talks are at the advanced stage with the NPP leadership. A formal announcement in this regard would be made soon, ”a senior PDF leader said on condition of anonymity.

He said the two legislators would join the NPP after clearing some of the legal hurdles.

Assam police seize 10,000 Yaba tablets

GUWAHATI, APRIL 13

(IANS): Assam police have seized at least 10,000 Yaba tablets in a anti-drug operation at Hailakandi district, officials said on Thursday. The seizure occurred at Narainpur area of the district on Wednesday night. One person was arrested on account of drug peddling.

Superintendent of Police in the Hailakandi district, Nabneet Mahanta said: “We had secret information that an infamous drug peddler known as Bilal Uddin Choudhury was active in the Hailakandi district who was running the illegal business. Based on that, we planned an operation to nab him.

Police in the disguise of a customer approached Choudhury for buying narcotic substances and he was caught red-handed.

“We have recovered at least 10,000 Yaba tablets from his possession,” said Mahanta.

According to the police, the market value of seized narcotic substances must be around 50 lakhs.

The trafficking of drugs is on the rise even as the police and several other central agencies have taken a bold step to check the smuggling of drugs to Assam and other parts of the country.

Dohling was a cabinet minister in the Meghalaya Democratic Alliance-I government. He was defeated by Ronnie Lyngdoh of the Congress and recently Dohling was appointed as the advisor to the Chief Minister, which is a cabinet rank.

Deploy CAPFs to check illegal coal transportation in M’laya: HC to MHA

(PTI): The Meghalaya High Court has directed the Union Home Ministry to deploy 10 companies of Central Armed Police Force (CAPF) to check the transportation of illegally mined coal in the northeastern state.

A bench of the high court headed by Chief Justice Sanjib Banerjee said this while hearing a PIL on the matter on Wednesday.

“The Union Ministry of Home Affairs, through the Home Secretary, is directed to ensure the deployment of 10 companies of appropriate Central Armed Police Force to be commanded independently or jointly by officers from the local police that may be selected by the Court, strictly for the purpose of keeping a vigil on the roads and arresting the illegal transportation of illegally mined coal in the state,” the court said.

IMPHAL, APR 13: At a time when the BJP was celebrating completion of one year of the second term of N Biren Singh-led government, a party MLA on Thursday resigned as advisor to the chief minister.

While tendering his resignation, Thokchom Radheshyam said that he was not given any responsibility as an advisor to the chief minister.

“I tender my resignation from the post of advisor to CM Manipur as I have not been given any responsibility so far,” the MLA stated in his resignation addressed to the chief minister.

He added that he would like to contribute and focus on the Lok Sabha election 2024 and also in

development works in his constituency.

The super cop turned politician was elected from the Heirok constituency in Thoubal district in the 2022 elections to the state Assembly on a BJP ticket for the second time.

After taking voluntary retirement as superintendent of police (SP), Radheshyam won the election from the same constituency in 2017 and had served as the minister of education, labour and employment in the previous cabinet of N Biren Singh.

He was, however, removed from the council of ministers in a major midterm reshuffle that came up after a revolt against N Biren Singh as chief minister within the BJP.

the part of the CISF, the relevant force would be bound thereby to an order of the court.

The bench said, “Rampant illegal mining of coal has continued in the state and such illegally mined coal has been allowed to be freely transported, even to the extent of being regularly exported to Bangladesh by possible false declarations that the coal originated elsewhere.”

Recently, retired government employees, particularly government teachers, drew his attention to address their plights of not getting their retirement benefits and monthly pension amounts even months after their retirement from their services.

At the same time, people of his constituency used to lodge complaints of bad road conditions in their respective areas and ask him to do something as an advisor to the chief minister.

However, he could do nothing to address their plights as no power was devolved to him as advisor to chief minister and this has frustrated him, the MLA said in the video.

“I am tendering the resignation on moral ground,” he said, in the video.

GUWAHATI, APR 13

(PTI): Assam on Thursday etched its name in the Guinness World Records with 11,304 dancers and drummers performing ‘Bihu’ dance and playing ‘dhol’ in a single venue, Chief Minister Himanta Biswa Sarma said.

This is the largest recital of the folk dance form, he said.

In the presence of an adjudicator from the Guinness World Records headquarters in London, the performers presented their show and achieved the global feat for ‘Bihu’ dance and ‘dhol’.

“We have made world records for both Bihu dance as well as Bihu dhols with 11,304 dancers and drummers. It is the largest Bihu dance and Bihu dhol performance in a single venue,”

Sarma said at the Indira Gandhi Athletic Stadium here.

The process of registering ‘Bihu’ in the Guinness World Records was initiated by the Assam government, and the cost is borne by the culture department, an official said.

The performers will showcase the ‘Bihu’ dance in front of Prime Minister Narendra Modi, who will be on a day-long visit to Guwahati on Friday.

The Guinness certificates will be handed over in his presence, the official said.

Sarma also received a Geographical Indication registration certificate for ‘Gamosa’(Assamese scarf) from Controller General of Patent, Designs and Trademarks and Registrar of GI Registry Unnat P Pandit.

Rag picker crushed to death by JCB in Delhi

NEW DELHI, APR 13

(IANS): A rag picker was crushed to death by a JCB in the Vikas Nagar area in Delhi on Thursday, an official said. The deceased was identified as Pappu Singh (45), a resident of district Patna. JCB driver tried to put Pappu’s body in a plastic bag, but was caught by locals and thrashed. According to police, around 9:06 a.m., a call was received at Ranhola police station that a person was crushed to death by a JCB in the ground opposite Ashish Farm, Verma Road, following which a police team rushed to the spot. Upon arriving at the scene, the police found the body of Pappu. “Pappu’s head was crushed, and half of his body was inside a plastic bag. Additionally, a JCB was found at the scene,” said Harendra Singh, the Deputy Commissioner of Police (Outer District).

Woman murdered by domestic help

13 (IANS): An elderly woman was brutally murdered by her domestic help with the help of an associate in Delhi’s Dwarka area, police said, adding the two accused have been detained. The incident took place on Wednesday in Om Vihar.

At around 2.30 p.m., the Bindapur police station received information regarding a murder in the area, following which a team immediately rushed to the spot.

“The woman identified as Usha was found murdered in her home,”

Deputy Commissioner of Police (Dwarka) M. Harsha Vardhan said.

“Based on CCTV footage, it was suspected that a girl who works as a domestic help along with a male accomplice committed the crime,” said the official.

SHAHJAHANPUR, APR 13 (IANS): A 32-year-old man was beaten to death, allegedly on the orders of his boss, and his body was dumped outside at a government hospital in Shahjahanpur district of Uttar Pradesh. A transport businessman, for whom Shivam Johri worked as a manager, is among seven people named in the murder case after a video of the assault went viral.

Govt working proactively in infrastructure: PM

NEW DELHI, APR 13 (PTI): Prime Minister Narendra Modi on Thursday said the “new India” is moving ahead with new policies and strategies, and his government is working proactively in matters of technology and infrastructure, shunning the “reactive approach” of the past.

In a video address to a ‘Rozgar Mela’, Modi asserted the ‘Mudra’ loan project for small and micro enterprises has created over eight crore new entrepreneurs, and the government’s policies and strategies have opened the doors to new possibilities.

He also took a swipe at those who “consider themselves big economists” and gave “loans on phone” to big businessmen but are “ridiculing” the scheme.

Though he named no one, his swipe was apparently aimed at Congress veteran and former finance minister P Chidambaram who recently questioned the ‘Mudra’ scheme and wondered what kind of businesses can be started with a loan of Rs 50,000.

Modi said Rs 23 lakh crore loan has been given under the scheme with 70 per cent of beneficiaries being women.

Microfinance does a lot in strengthening grassroots economy but some people who consider themselves big economists never realised this and they don’t understand the capabilities of the common man, he said.

At the programme, appointment letters were given to 71,506 recruits in different ministries and departments.

Modi cited many development figures to underline the scale of change since he came to power in 2014.

Only 20,000 km of rail line was electrified in the seven decades till 2014 but the figure is 40,000 km in the last nine years, he said, adding that against only 600 metre of metro line built per month earlier, it is six km now.

The rural road length was 4 lakh km till 2014 but is now 7.25 lakh km while 6 lakh km optical fibre has been laid in villages, he said.

There are 148 airports against 74 earlier and the capital expenditure has risen by four times, Modi added.

The massive infrastructure work going on is creating huge employment and self-employment opportunities, he said. The prime minister stated that the government is committed to providing the right opportunities for the talent and energy of the youth to achieve the resolves of a developed India.

Modi also highlighted that the process for government recruitment is taking place at a fast pace in NDAruled states from Gujarat to Assam and Uttar Pradesh to Maharashtra.

He noted that recruitment letters to more than 22,000 teachers were handed out in Madhya Pradesh only on Wednesday.

“This Rozgar Mela is proof of our commitment towards the youth of the nation,” Modi said.

Noting that India is one of the fastest growing economies of the world, the prime minister said the world is seeing India as a bright spot amidst the global challenges of recession and pandemic.

“Today’s New India is moving with policies and

strategies that have opened the doors for new possibilities,” he said. Modi said after 2014, India adopted a proactive approach as opposed to the reactive stance of the earlier times. “This has resulted in a situation where this third decade of the 21st century is witnessing opportunities for employment and self-employment that were unimaginable earlier. Youth

is finding such sectors which did not even exist ten years ago,” Modi said.

Giving examples of startups and Indian youth’s enthusiasm, the prime minister referred to a report that said that startups have created more than 40 lakh direct or indirect jobs. He also mentioned drones and the sports sector as new avenues of employment.

The Congress took a swipe at Prime Minister Narendra Modi on Thursday over the distribution of the latest batch of appointment letters under ‘Rozgar Mela’, saying governance has become “maximum tamasha” for him.

Congress president Mallikarjun Kharge said, “Too little, too late” aptly sums up this “stunt” as the government nears its tenth year. Kharge’s dig came as the prime minister addressed the ‘Rozgar Mela’ where appointment letters were given to 71,506 recruits in different ministries and departments. In a tweet in Hindi, Kharge said, “Modi ji is again distributing ‘recruitment letters’ in the name of employment. In the event, 50,000 letters are from the Ministry of Railways alone. There are 3,01,750 vacancies in Railways. Thirty lakh posts are vacant in government ministries.” “’Too Little, Too Late’ – This aptly sums up the stunt done in the tenth year of the Modi government,” the Congress chief said. Congress general secretary Jairam Ramesh also hit out at the government over the event.

“Governance has become Maximum Tamasha for the PM. His Rozgar Mela is actually a monument to berozgaari caused by lakhs of MSME closures in the last 9 years. And how much do you want to personalise serious issues?” Ramesh said. The Congress has been attacking the government over the issue of unemployment and “rising inflation”.

K’taka govt decision to scrap 4% Muslim quota flawed: SC

NEW DELHI, APR 13 (PTI): The Karnataka government’s decision to scrap four per cent Muslim quota ahead of the assembly polls Thursday came under the scanner of the Supreme Court, which questioned the government order and said prima facie it appeared to be on a “highly shaky ground” and “flawed”.

Taking note of the observations, the Karnataka government assured the top court it will put on hold its March 24 order by which it had given quotas in admission to educational institutions and appointment in government jobs to Vokkaligas and Lingayats, till April 18, the next date of hearing.

The four per cent reservation for Muslims was to be equally split between the two communities.

The top court said from the records tabled before it appears that the Karnataka government’s decision is based on “absolutely fallacious assumption”.

A bench of Justices KM Joseph and BV Nagarathna, which gave time till April 17 to the state government and counsel representing members of Vokkaliga and Lingayat communities to file their response to a batch of petitions challenging the government order,

recorded that no admissions or appointments will be made till April 18 on the basis of the impugned order.

Senior advocates Kapil Sibal, Dushyant Dave and Gopal Sankarnarayanan, appearing for members of the Muslim community from Karnataka said no study was conducted and there was no empirical data available with the government to scrap the quota for Muslims.

ar Mehta, appearing for Karnataka, sought some time to file replies to the petitions and assured the bench that nothing irreversible will happen till Tuesday and no appointments and admissions will be made in the meantime based on the March 24 GO challenged by the petitioners. During the hearing, the bench told Mehta, “On the basis of the documents and materials produced before us it appears that Muslims were

backward and then suddenly it has changed. As a student of law, it prima facie seems that the government order is based on absolutely fallacious presumptions.” Justice Joseph told Mehta, who was seeking time to file response to the petitions, “We are just saying that prima facie the order you have passed appears to suggest that the foundation of your decision is on highly shaky ground and flawed.”

NAGPUR, APR 13 (IANS): In a shocking incident, a three-year-old toddler was attacked by a pack of at least six stray dogs on a road in Nagpur, a police official said on Thursday. The incident occurred on Tuesday morning in Anmol Nagar when the boy, identified as Duggu Dubey, had stepped out on the road near his home, said Senior Police Inspector Suhas Chaudhary of Wathod Police Station. Suddenly, the stray canines pounced and attacked him from all sides, started pulling, gnawing and biting him as he fell down and screamed for help.

the screams and rushed to his help, hit some stones to scare away the dogs, picked up her bleeding son and rushed home. The boy suffered deep bite marks and gashes on his neck, back, arms and legs, said Chaudhary who visited the family on Thursday. “They immediately rushed him to a hospital where he was administered the anti-rabies injection and other treatment. The child came home on Wednesday,” Chaudhary told IANS. He said that the boy is now stable, recovering, playing and cheerful after the nightmarish ordeal that has stunned the people of the city.

Congress president Mallikarjun Kharge is engaged in his second fire fighting in Rajasthan where former deputy chief minister and also state Congress chief Sachin Pilot has raised the second banner of revolt against party chief minister Ashok Gehlot. Kharge was elected AICC president on October 20,2022 after front runner and chief minister Ashok Gehlot withdrew from the race as he was informed that he cannot be both AICC president and chief minister of Rajasthan. The Gandhi siblings had wanted to make Sachin Pilot as chief minister if Gehlot agreed to give up the post after becoming AICC president. It may be recalled that in 2020, Sachin who was both state Congress chief and deputy chief minister, rebelled since he was shabbily treated by Gehlot . This can be understood from the fact that Sachin was credited for the landslide win for the Congress in the 2018 election. The Congress won 100 seats in the 2018 Assembly elections and the landslide change from 21 it won in 2013 was largely attributed to Sachin Pilot, the state Congress president. It was widely considered that Pilot would wear the chief ministerial crown but the high command had other ideas by choosing Askhok Gehlot to be the chief minister. Sachin was made deputy chief minister but Gehlot not only ignored him but openly embarrassed him on various occasions. When the Gandhi siblings wanted to make Sachin as chief minister, Gehlot’s loyalists defied the high command order and did not attend the meeting of party legislators in November 2022 to propose and elect Sachin as chief minister. They even threatened to resign if Gehlot was removed and Sachin made chief minister. The AICC observers such as Ajay Maken demanded action against the ring leaders of the Gehlot camp but nothing was done and he quit the post in a huff. Gehlot returned and remained as chief minister but did not take back Sachin in his ministry and instead even called him a ‘traitor’. With election near sometime in December 2023, Sachin has probably realised that he would either have to swim away or sink under Gehlot’s determined effort to finish him politically by refusing party tickets to Sachin’s loyalists. With the Gehlot slowly tightening the screws, Sachin served notice on Gehlot by holding a one-day fast in protest against failure of Gehlot to take action on corruption under the previous BJP government. Even efforts to reconcile both leaders had failed in the past on several occasions and this time will be no different. It is more likely the Gehlot would not be averse to form his own party if pushed to the wall by the party as he has nothing to lose but more to gain. That is one reason why the Congress will not dare displease Gehlot. Sachin could also be a prime target of the BJP since it will certainly be a boon but so far he has not shown any inclination. However, if Gehlot has his way, Sachin could be pushed to take the extreme step to join the BJP for his political survival and be in the same party with his close and former Congress colleague Jyotiraditya Scindia. Either way, it is a lose-lose situation for the Congress and it will be a herculean task for Kharge to salvage the party from its predicament.

What To Do When Your Burden Is Overwhelming

We must recognize the difference between burdens that are right for us to bear and burdens that are wrong. We should never bear the burdens of sin or doubt, but there are some burdens placed on us by God which He does not intend to lift off. God wants us to roll them back on Him— to literally “cast your burden,” which He has given you, “on the Lord….” If we set out to serve God and do His work but get out of touch with Him, the sense of responsibility we feel will be overwhelming and defeating. But if we will only roll back on God the burdens He has placed on us, He will take away that immense feeling of responsibility, replacing it with an awareness and understanding of Himself and His presence.

Many servants set out to serve God with great courage and with the right motives. But with no intimate fellowship with Jesus Christ, they are soon defeated. They do not know what to do with their burden, and it produces weariness in their lives. Others will see this and say, “What a sad end to something that had such a great beginning!”

“Cast your burden on the Lord….” You have been bearing it all, but you need to deliberately place one end on God’s shoulder. “…the government will be upon His shoulder” (Isaiah 9:6). Commit to God whatever burden He has placed on you. Don’t just cast it aside, but put it over onto Him and place yourself there with it. You will see that your burden is then lightened by the sense of companionship. But you should never try to separate yourself from your burden.

Power supply in Dimapur and the state –the sad story

It is indeed disappointing to observe the power supply situation in Dimapur with first hand experience pertaining to East Dimapur particularly Purana Bazar. Power supply has been extremely erratic throughout this year and it seems to be getting worse in April.

There has hardly been any supply of power from 0500 hrs to 1700 hrs during the current week and even at night it keeps going off intermittently. The people are slowly losing their patience. On the one hand the electricity bills are not going down( rather it is

going up) but people are regularly paying the bills despite the poor supply on the other hand the department does not seem to be bothered about informing the consumers about the problems(if any). In fact the bills are also not prepared punctually.

There are times, the consumers are have themselves gone to the office to enquire about the bills as people do not want to suffer disconnection. People are groaning under the pressure of mounting Diesel bills for the generators and having to install inverters over and above

the electricity bills- As temperatures rise with summer, life is getting unbearable ! While hydel power generation in the state does not seem to have been enhanced except for, Doyang, Likhimro and a few micro projects. Dikhu/ Tizu- Zungki project and some others do not seem to moving at all despite the assessed potential. Thermal power plants do not seem to be taking off despite the availability of coal and in the New and renewable Energy not much headway seems to have been made. Is the State Government serious about this vital sec-

tor ? Allow me to quote an example of a proposal to set up a 10 MW solar plant in Ganeshnagar( Growth centre) for which even the land was earmarked by the State Government way back in 2012-13. This was to be fully funded by the promoters, though there was the issue of Power purchase agreement which had to be settled. I had retired from service before things could be finalized and I wonder whether it was followed up as one does not hear of any substantial functional solar plant in the State.

While recent G20 meet held in Kohima with the objective of inviting investments in the State is certainly is a positive step, I wonder if any investor will set up any worthwhile venture in the State if there is no assured power supply beside other required infrastructure and most importantly, ease of doing business and security. It is indeed a very sorry state of affair that we are still groping for a foothold despite 60 years of Statehood. Can the State Government please find solutions ? Our neighbours in the Northeast seem to be forging

far ahead on most fronts including power. Surely we can do better ! The intention of this small write up is not to simply criticize but to actually voice out for the people who are in fact helplessly tolerating. We hope the new Government will bring changes for the better and actually take Nagaland towards a state of excellence !

Tobacco Free School to Tobacco Free Home campaign

Anew initiative by State Tobacco Control Cell, NTCP to take Anti-Tobacco campaign from Tobacco Free Schools to Tobacco Free Homes in Nagaland.

Background In Nagaland 43.3% of all adults either smoke tobacco and/ or use smokeless tobacco as per Global Adult Tobacco Survey (GATS-2), against a National average of 29 %. Global Youth Tobacco Survey (GYTS-4) shows that 43 % among the age group of 13-15 years of school going children use Tobacco, ranking 2nd highest in the country. Because of this, tobacco use has become acceptable social habit in Naga society. There is also low level of awareness about the danger second hand smoke and about the hazard of indiscriminate spitting. Smokeless Tobacco use is extremely high in Nagaland and litters from the used products have been causing environmental problems and spitting has become a nuisance as it disfigures public properties and become source of infectious diseases. The disease burden attributed to tobacco use such as cancer, cardiovascular diseases and diabetes are on the rise and so also the medical cost.

The incidence and mortality of Tuberculosis and HIV respectively attributed to smoking is expected to be quite significant.

A recent pilot study in the state also shows that expenditure on Tobacco products alone is taking a huge economic toll on the vulnerable sections.

The concept of Tobacco free educational institutions.

Tobacco Free (EI) Educational Institution campaign is an initiative of National Tobacco Control Programme under Ministry of Health and Family Welfare. Awareness program on the harmful effect of tobacco use and provision of basic Tobacco Control Law (COTPA 2003) are conducted in schools and colleges. We also encourage the institutions to adopt tobacco free guidelines of National Tobacco Control program in order to be declared as Tobacco Free. For this the institutions must carry out a set of activities each carrying certain marks and they have to secure minimum qualified score (90 out of 100) in order to be declared as tobacco. (As per the New ToFEI guideline of NTCP). Regular awareness, advocacy, and enforcement are caried out to sustain this initiative.

The objectives of Tobacco free home campaign.

When an Educational Institution has become Tobacco Free it is assumed that every student is aware of the basic provisions of COTPA 2003, the dangers of smoking, second hand smoke, chewing smokeless tobacco products, transmission of infectious disease through indiscriminate spitting and the hazard of litters from tobacco products and so they have the required knowledge to create awareness in their homes. When the students are motivated and given incharge of creating antitobacco awareness in their homes there is huge potential to take this campaign to thousands of homes. When awareness is created in every such home it will also bring about huge impact on the overall behaviour of the citizens.

Tobacco free schools to tobacco free homes- An initiative of State Tobacco Control Cell Nagaland. Keeping with the above potential in mind the State Tobacco Control Cell has started a pilot project called “Tobacco Free Schools to Tobacco Free Homes campaign”. Here the students themselves will give awareness to their parents about

the danger of smoking, second hand smoke, chewing of tobacco and indiscriminate spitting. They will also give awareness on basic provisions of Tobacco control law (COTPA 2003) in regards to ban of smoking in public places, and ban on sale tobacco products to minors and near educational institutions. Awareness will also be given on how litters from tobacco products and plastic can lead to environmental issues and soil pollution. In order to be eligible for Tobacco free home badge, a simple checklist is given to the intending students which needs to be first complied with.

When they are ready, Tobacco free home pledge is signed by the head of the family. Students of such homes will enforcing the Tobacco Free home norms in their respective homes.

Long term goal of Tobacco free home campaignWe have guidelines and provision of laws for tobacco control but implementation on the ground become a huge challenge in a vast country like India and our campaign never reaches all sections of people. The relentless interreference from tobacco industry to derail our campaign will never stop and sometimes we are wasting our precious time by

engaging them in endless legal battle. So, if we want to see our progress for tobacco control only in absolute term, or depend only on tobacco control laws and regulations, we may never achieve our objectives.

The most important thing we need to do for tobacco control is awareness and it should start with schools and homes. Even though we have Tobacco free educational institution guideline, Tobacco free home campaign is a new concept. But once properly implemented this initiative will create good awareness about the danger of tobacco use, reduce the frequency of smoking and Smokeless Tobacco use, reduce exposure to second hand smoke, improve cleanliness and compliance of tobacco control laws in short term.

In the long term, it will bring down the prevalence of tobacco use and reduce the disease and economic burden attributed to tobacco use in our society. We hope this initiative could become a game changer in reaching every home with Anti-tobacco campaign.

Dr. BR Ambedkar’s notion on social justice

Dr. Ambedkar’s exposition on social justice has been comprehensive and authentic. His ingenuity was shown the way in which he had synthesized the economic, social, judicial, constitutional, religious, political and cultural dimensions by integrating and inter-weaving all these aspects in his interpretation and usage. He gave a fillip and new horizon of understanding keeping in mind those who were at the bottom of the social order. For him, the primary locus of social justice was to remove all inequalities and inequities and provide equal opportunities to all especially those who are in social and economic realms.

His proposition was original, comprehensive, authentic and relevant to the Indian situation and so his proposal showed preferential options for the Dalits and the oppressed people and communities in terms of equity, equality and fraternity surpassing the dictates and assumptions of the utilitarian’s proposal of “greatest happiness to greatest number” which they considered the key to the meaning of social justice and Laissez faire doctrine which emphasizes for a place of social welfare and common good. The architect of the Indian constitution Dr. Ambedkar keeping the disadvantaged, disenfranchised and disempowered in mind guaranteed to the citizens of India justice implying social, economic and political rights. Towards this end the state takes the responsi -

bility and thus pledges to maintain the dignity and decency of every individual and assures all the basic necessities of life, namely food, education, health care, shelter and quality of life. Therefore, social justice takes the most important and legitimate space within its compass where millions of people living a life of without any basic needs and amenities. As against the backdrop, social justice ought to precede the economic justice. Dr. Ambedkar will be remembered as he moots principles that should address inequalities perpetuated on the lines of caste, class, race, sex, position, and host of others and so, leveraging equal distribution of social, political and material resources of the community. Simply defined, social justice is a balance between social rights and social control. The cardinal principles that are enshrined in our constitution and the very essence of the constitution have not been fulfilled effectively because of poverty, hunger, illiteracy, malnutrition, illhealth, homelessness and millions of people living in squalid conditions and unemployment. These are the crucial issues that manifests in diverse forms and thus haunt our society both in the rural and urban milieus.

The constitution is clear in its mandate of equality, equity, and has urged the state to bring socio-economic equities and equalities to all without any discrimination and exception. Our constitution is almost a social document because it is based on social justice to all without any distinction and difference

and social, economic and political aspects are its key features. What Dr. Ambedkar had envisioned in and through the constitution was that “… it embodies the desire of every member of the house and this constitution should have its roots, its authorities, its sovereignty from the people.” He believed in the principle of one man, one vote, and one value. The preamble of our constitution clearly reiterates securing to all its citizens – justice, liberty, fraternity and equality ensuring dignity of all in a sovereign, socialist, secular, democratic India. Due credit should be given to Dr. Ambedkar.

One classic example Dr. Ambedkar strategically devised was by incorporating the emancipation of women within the constitutional framework. He not only wanted to ensure social equality between man and man but also equal status and dignity between man and woman. For example, He “criticized the traditional and conservative values and made Manu, the Hindu law giver”, responsible for the decline of the status and dignity of women in India. Dr. Ambedkar was undoubtedly a rationalist. For him reason and empiricism played a major role in all his debates, discourses, contestations and polemics. He was the ardent critic of superstitious beliefs, customs, usages and traditions which were used as a means of exploitation and oppression of the Dalits and other subaltern people.

In order to dismantle these rituals and practice he empowered women giving

them equal rights in the political and social domains and bringing changes in favor of women under Hindu Marriage Act. Likewise, he strived for political equality and vigorously argued for social and economic equality. His concept of social justice is an ideal and practical solution to all the social evils in our country. For the Indians, as Dr. Ambedkar rightly pointed out, social justice is being negated and denied for Dalits and instead social injustices have been inflicted based on caste, creed, religion, class, etc. The socio-economic terrains and the landscapes of the Dalits posit volatility and vulnerability. What Dr. Ambedkar said continues to be highly relevant even today. Dr. Ambedkar during his times was clear and therefore he

took the risk of challenging the established traditions of Hindu society, because he firmly believed that no society could change positively unless it was challenged. For this, what he thought and did was to critique Hinduism openly. In order to change the society for the betterment of Dalits and down-trodden including women, Dr. Ambedkar clearly traced the core mechanism that propels and operates the social order. Since he identified the caste system as being the central mechanism, he went all out boldly annihilating caste. In all his initiatives and endeavors we find social justice playing the anchor role around which other concerns revolved.

To translate what Dr. Ambedkar articulated under ‘social justice’ needs determination and suit -

able economic and social strategies. The trinitarian principles i.e., social justice, egalitarianism and casteless society for which Dr. Ambedkar struggled and strived has undoubtedly kindled the spirit of millions of people within and beyond our shores. As we commemorate his day of birth, we need to dedicate ourselves to carry forward the legacy of Dr. Ambedkar made a clarion call which we may call as dictum or three important pillars: educate, organize, and agitate that ought to be translated in our actions. This could perhaps be a fitting tribute to Dr. Ambedkar who became the messiah, ideologue and the lighthouse for millions of Dalits and teeming millions who live under oppressive conditions.

Clerical error in PIMS Database

Sir, Of late, print media have been carrying out Affidavit Declaration by State Government employees whose names have been recorded incorrectly in PIMS Database. This clerical error of incompetence have been making many government employees suffer untold hardships. The recently launched health insurance scheme (CMHIS) is yet to reach high percentage of registration for government employees due to mismatch of names in Aadhar and PIMS Database.

For instance, an employee whose appointment letter is mentioned as Mr. DANIEL NAGA but his name has been inadvertently recorded as DANIAL NAGA in PIMS Database is asked to submit documents like 1st appointment order, service book front page, commulative record, class X admit card, birth certificate and aadhar card with forwarding letter from district head officer which is to be submitted to Head office Kohima for further submission to P&AR PIMS Deptt.

Why is it necessary to submit all those mentioned documents when 1st appointment order with Aadhar card can suffice the need for name correction?

Centre refutes alleged attack on Christians

NEW DELHI, APR 13 (PTI): The Centre on Thursday disputed in the Supreme Court the figure pertaining to alleged attacks on Christian institutions and priests, terming the data “wrong” and claiming the petitioners wanted to keep “the pot boiling” to sully the image of the country abroad.

The top court was hearing a PIL filed by Rev. Peter Machado of the National Solidarity Forum, Rev. Vijayesh Lal of Evangelical Fellowship of India, and others claiming violence against members of the Christian community.

A bench headed by Chief Justice D Y Chandrachud was earlier told by the PIL petitioners that from 2021 to May 2022, 700 cases of violence against members of the Christian community were reported and a majority of those arrested were

followers of the faith.

Solicitor General Tushar Mehta, appearing for the Centre, referred to a report containing the case data received from states like Bihar and Chhattisgarh and said most of them related to disputes involving neighbours and, coincidentally, one of the parties happened to be a Christian.

He said the bench, also including Justices P S Narasimha and J B Pardiwala, had taken note of the matter

based on the figures provided by the PIL petitioners which were wrong.

“The petitioner claimed that there are some 500 incidents where Christians were attacked. We sent everything to the state governments. We collated all the information we got.

Tamil is far more older than Hindi, closer perhaps to Sanskrit, and Hindi can’t be imposed on any language, Tamil Nadu Governor R N Ravi said on Thursday.

Unfortunately, over a period of time, out of ignorance or whatever one might call, there were certain policies which in 1960 tried to impose Hindi as a language. “Tamil is far more older than Hindi and if any language that can come closer to Tamil in its antiquity is Sanskrit not any

other Indian language,” the Governor said. “There’s no question of imposing any other language on Tamil, as this created a distance,” Ravi said in his interaction with Tamil language students of Banaras Hindu University (BHU) during their “Tamil Nadu Darshan” at the Raj Bhavan here.

“Tamil is a very, very ancient and rich literature. Until I came here, my knowledge of Tamil literature, history and culture was very limited. In my service, I didn’t get an op-

portunity. But after coming here I found it so amazing, especially its richness of thought - the Thirukkural,” he said. Tamil Nadu is the soul of our country and it is a spiritual and cultural capital of our country, while Kashi is the centre of gravity, the Governor claimed.

During the Kashi Tamil Sangamam organised in the months of November and December 2022, Ravi met the students pursuing various courses in Tamil at BHU and invited them on a “Tamil Nadu Darshan.”

The petition said 495 attacks took place on Christians and their institutions in Chhattisgarh, but the report says they never happened, the law officer asserted.

The court took note of the report filed by the Centre and granted three weeks to the petitioners to respond to it after senior advocate Colin Gonsalves, appearing for them, said he received the government’s affidavit late last night.

GSDR agrees on improving info sharing on debt restructuring

13 (PTI): Amid rising debt vulnerability being faced by low and middle-income countries, the Global Sovereign Debt Roundtable (GSDR) has agreed on urgently improving information sharing, including on macroeconomic projections and sustainability assessments, at an early stage of the debt restructuring processes.

Co-chaired by the International Monetary Fund Managing Director Kristalina Georgieva, World Bank Group President David Malpass and Union Finance Minister Nirmala Sitharaman, the GSDR on Wednesday discussed debt sustainability, and debt restructuring challenges and ways to address them.

As a priority for India’s G20 Presidency, she said there is a need to augment present global efforts, including those of the G20,

to address growing debt distress across the globe.

During the first G20 Finance Ministers and Central Bank Governors (FMCBG) meeting in February, the urgency to address debt vulnerabilities in low and middle-income countries including Sri Lanka was recognized.

(PTI): The rupee appreciated 26 paise to close at 81.85 against the US dollar on Thursday, supported by a weak greenback in the overseas markets and unabated foreign fund inflows.

At the interbank foreign exchange market, the local unit opened at 81.99 against the US currency and finally closed at 81.85 against the greenback, registering a gain of 26 paise over its previous close.

During the session, the rupee touched a high of 81.85 and a low of 82.01 against the dollar.

On Wednesday, the rupee closed at 82.11 against the US currency.

According to Jateen Trivedi, VP Research Analyst at LKP Securities, the rupee traded positively with strong gains on the back of weakness from the dollar and positive momentum in FII inflow in Indian markets helped the rupee.

The country’s exports rose by about 6 per cent to a “record” USD 447 billion during 2022-23 on account of healthy growth in the outbound shipments of sectors such as petroleum, pharma and chemicals and marine, Commerce and Industry Minister Piyush Goyal said on Thursday.

The country’s imports also grew by 16.5 per cent to USD 714 billion in 2022-23 as against USD 613 billion in 2021-22.

He said that the exports of goods and services together scaled “new heights” and has increased by 14 per cent to USD 770 billion in 2022-23 as against 676 billion in 2021-22.

“This is truly a sign of India’s expanding our international footprints,” he added.

The overall imports of goods and services have touched USD 892 billion and it reflects that the country’s economic activities are growing and that has supported the exports.

Talking to reporters here, Goyal said that the growth in exports would help in containing the current account deficit.

In the services sector, there is a healthy growth in areas including IT, accounting and business processing.

In the goods segment, sectors which recorded growth include oil meals, electronic goods, tobacco, oil seeds, rice, coffee, fruits and vegetables, leather goods, ceramic, pharma,

marine products, chemicals, and ready-made garments of textiles.

Services imports are estimated at USD 178 billion in 2022-23 as against USD 147 billion a year ago.

Goyal said that the exports of goods and services has increased by about USD 100 billion to cross USD 770 billion in such challenging times, when the world is seeing softening and slowing of international trade, recessionary conditions in the developed world, and unprecedented high inflation in many developed countries. There were concerns because of the conflict in Russia, Ukraine; there were also concerns that piled up inventories in the developed world may not help us achieve such a “stupendous” performance, he added.

Swedish embassy in Islamabad shuts down indefinitely

(IANS): Sweden has indefinitely closed its embassy in Islamabad citing the security situation as the reason. The Swedish embassy did not elaborate on the nature of the threat, but many believe the decision was linked with the recent incident of burning of the holy Quran in Sweden, Dawn reported. A Danish-Swedish far-right extremist known for spreading anti-Muslim hatred burned a copy of the holy Quran in front of the Turkish embassy in Stockholm on Jan 21 under the protection of Swedish police, Dawn reported. “Due to the current security situation in Islamabad, the Embassy of Sweden is closed for visitors. The Migration Section is not, at the moment, able to handle requests of any kind. Also, we cannot send any documents to our consulates, or to your home address. We understand that this will cause inconvenience however, the safety of our applicants and staff members are of highest priority,” a notice placed on the embassy’s website reads.

4 firefighters dead in Karachi factory blaze

(IANS): Four firefighters were killed while trying to contain a massive blaze at a factory in Karachi, rescue teams said on Thursday. The bodies were recovered in the morning, Salman Qureshi, a firefighter from Saylani Welfare Trust, told Xinhua news agency. The fire broke out in the multi-storey building of a bedsheet factory on Wednesday morning and a dozen fire engines worked to douse it. “The firefighters were working at the incident site when part of the factory collapsed trapping several people under the debris,” Qureshi said. Thirteen injured people, including 11 firefighters, were also rescued, he said.

Qatar, Bahrain to resume diplomatic ties

The Qatari-Bahraini Follow-up Committee decided to restore diplomatic relations between Qatar and Bahrain in line with the principles of the UN Charter and the provisions of the Vienna Convention on Diplomatic Relations of 1961. The decision was made during the second meeting of the committee at the headquarters of the General Secretariat of the Gulf Cooperation Council (GCC) in Riyadh, Saudi Arabia, Xinhua news agency reported. Both sides have said that the decision stems from a mutual desire to foster the development of bilateral relations and promote integration and unity within the Gulf region, in accordance with the principles outlined in the GCC Charter, it said.

Japan to offer military aid to likeminded countries to counter China

BEIJING, APR 13 (PTI): Japan has unveiled a new plan to provide “like-minded” countries especially in Asia with military aid as it looks to expand its influence in the Indo-Pacific region to counter China’s aggressive push over Taiwan and the South China Sea issues.

The guidelines announced by Tokyo early this month included a new programme to strengthen the militaries of like-minded countries by providing “official security assistance” - a move that breaks with its previous policy of avoiding the use of development aid for military purposes other than disaster relief, the Japan Times reported.

Japanese Foreign Ministry officials said the Philippines will be one of the first beneficiaries of Overseas Security Assistance (OSA), with Malaysia, Bangladesh and Fiji also among those being considered, the report said.

Japan, a member of the Quad alliance consisting of the US, India and Australia,

is actively pursuing the IndoPacific strategy which China claims aimed at countering its rise. Tokyo’s decision to use international aid for military purposes is a ‘paradigm shift’ but won’t lead to an arms race in Asia, the Hong Kong-based South China Morning Post reported on Thursday.

The move will not only build up the defence capabilities of Asian nations amid ‘changing security dynamics’, but boost the competitiveness of Japan’s defence sector, it said.

Norway expels 15 Russian diplomats suspected of spying

(AP): Norway’s government said Thursday that it was expelling 15 Russian diplomats from the country, saying they were suspected of spying while working at the Russian Embassy in Oslo.

Foreign Minister Anniken Huitfeldt said the move was “an important measure to counter and reduce the scope of Russian intelligence activities in Norway, and thereby secure our national interests.”

The Russians declared persona non grata “must leave Norway within a short time,” Huitfeldt said, adding: “We will not grant visas to intelligence officers who apply for a visa to Norway.”

The minister declined to say whether the government was acting in response to a specific inci-

dent, referring questions to Norway’s domestic security agency PST for details. The government said the activities of the expelled diplomats were “incompatible with their diplomatic status.”

“We are not talking about regular diplomats, but intelligence officers under diplomatic cover. Their activities are a threat to Norwegian interests,” Huitfeldt said.

The Russian Foreign Ministry said Moscow would respond in kind to Norway’s action, Russia’s Tass and RIA Novosti news agencies reported. Huitfeldt reacted during an afternoon news conference, saying: “Russia has no reason to respond. The Taliban have shared a rare audio message from their supreme leader, who says justice is an instrument for the Afghan government’s survival.

Hibatullah Akhundzada, an Islamic scholar, almost never appears in public and hardly ever leaves the Taliban heartland in southern Kandahar province. He surrounds himself with other religious scholars and allies who oppose education and work for women. Only one known photo of him, years old, exists. Akhundzada has travelled to Kabul only once since the August 2021 Taliban takeover to give a speech to a gathering of clerics, although he was not shown in media coverage at the closed event and appeared with his back to the audience.

China warns of rocket debris in area northeast of Taiwan

China’s local maritime authorities have issued a warning for possible rocket debris in waters northeast of Taiwan, saying ships would be banned from entering the area on April 16.

Southern Fujian province’s Maritime Safety Administration said that vessels would be prohibited from entering the waters from 9:00 a.m. to 3:00 p.m. on that day, according to a press release on Thursday.

The announcement comes after China held large-scale military drills that formally ended Monday in response to Taiwanese President Tsai Ingwen’s transit visit last week to the United States, where she met U.S. House Speaker Kevin McCarthy in California.

Enrichment programmes organised for students across state

DIMAPUR: With an objective to help students develop skills and strengths beyond their classroom, educational institutions and other organisations have been organising different enrichment programmes for students across the state.

SSP: Sainik School

Punglwa, Nagaland on April 12 hosted the team of “Bharat Aabhar Parv,” whose purpose was to visit places whe re the revolutionaries laid down their lives and pay homage to the great souls. The team comprising 22 members from eight different states of the country visited the school enroute to Netaji INA Memorial at Moirang, Manipur where they would observe Moirang Vijay Diwas on April 14. Speaking at the motivational talk organised on the occasion, coordinator of the Netaji INA Heritage Yatra, Vijay Purshottam Das Patel explained about the sacrifice and contribution of Netaji Subhash Chandra Bose to the freedom movement of the country. His speech was complemented with a short video on INA.

SJS Longleng: An awareness programme on “ill effects of tobacco” was conducted on April 12 at

St. Joseph School (SJS) Longleng, wherein District Nodal Officer NTCP Longleng, Dr. Bongau Phom educated the students on the harmful effects of tobacco.

According to a DIPR report, Dr. Phom highlighted the importance of sensitising children on the dangers of tobacco from a tender age. Stating that tobacco was sold rampantly in Longleng, Dr. Phom said the district needs strict laws and regulations. Along with the awareness campaign, the programme continued with the screening of oral cancer organized by District Hospital Longleng. CIHSR: The Community Health Nursing Department, College of Nursing, Christian Institute of Health Sciences and Research (CIHSR) in collaboration with Health and Wellness Centre, Diezephe Village celebrated “World Health Day” on April 12 at Diezephe Council Hall. At the programme, SMO of Singrijan Primary Health Centre (PHC), Dr Imtiwapang spoke on the theme, “Health for All” while Clinical dietician, CIHSR, Imsutola Jamir spoke on the importance of nutrition and its impact on health. The students

of Government Middle School, Diezephe participated by performing a play on good and bad habits. Altogether 80 people participated in the event.

SONDHD: School of Nursing District Hospital

Dimapur organised its 9th Lamp lighting and oath taking ceremony on April 12 with Deputy director (Nsg) DoH&FW registrar NNC, Dr. Sentinaro Ao, who encouraged the nursing students to see the patients beyond their exterior appearance and advised them to be humble.

DHD, Dr.Sakuyuba Imchen exhorted and encouraged the nursing students while principal college of Nursing, Dr. Christy Simpson advised the nursing students to treat all patients equally with compassion and dignity.

GMS Salangtem:

As part of the Nagaland Education Project- The Lighthouse- Nagaland Enhancing Classroom Teaching and Resources (NECTAR), the learners of Government Middle School (GMS) Salangtem, Mokokchung, with the objective of enlightening the students about the vocational training avenues on completion of Class 10,

embarked on a field visit to the Industrial Training Institute at Marepkong Ward, Mokokchung on April 12. The learners were accompanied by their facilitators.

SJU: Political Science Association of the Department of Political Science, St. Joseph University, Chumoukedima organised its first “Pol-Fiesta” on April 11-12 under the theme , “Youth and Politics”

Speaking at the formal programme as guest of honour, GB Kahuto Chishi Sumi, social activist, convenor, Concerned People of Nagaland, pointed out that the “form of democracy existent in Nagaland was an authoritarian rule by the corrupt, mainly because the youth haven’t been able to break the shackles of society and its elders.” Chishi said it was not the lack of knowledge but the lack of application of knowledge by the youth that poses the greatest hindrance in the development of the Naga society.

“It is in the hands of the youth to change the political system of Nagaland, particularly through the opportunity given to them once every five years, and by calling out the system without any fear,” said

Chishi. He reiterated that it is the duty of educated youth to fight for the right candidates and at the same time sensitise uneducated ones on the same. Chishi maintained that the cause of all problems in the Naga society stemmed from the lack of active youth participation in the overall political system, and that the youth need to use tools, skills and knowledge already available to them for improving their quality of life.

GHSS: A career guidance workshop under the aegis of 25 Naga Battalion National Cadet Corps (NCC) Mokokchung was held on April 11 at Mayangnokcha Government Higher Secondary School (MGHSS) Mokokchung. The event coincided with the fresh enrolment of NCC cadets for the training year, 2023-24. Inaugurating the workshop, senior principal, S Lipokienla Imchen appreciated the “unique” initiative of NCC authorities to conduct career guidance for high school level students so that they are equipped to choose their goal early in life. She said such programmes would also help the students in having a long-term, focused

approach and successfully avoid distractions.

Commanding Officer, 25 Naga Bn NCC, Col CST Swamy explained the way of life in armed forces and the advantages of joining the forces through a power point presentation and motivational videos about the army, navy and air force.

WERA: The Wipro Earthian Regional Award (WERA) ceremony Nagaland Chapter 2022 was held on April 11 at Hotel Saramati Dimapur to facilitate the winning schools of Wipro Earthian Sustainability Education Program for Schools.

In an opening remark, program manager, Wipro Foundation, Arathi Hanumanthappa highlighted the importance and the need for a sustainable and an environmental friendly land and challenged the students to understand the issue.

Guest speaker, Bano Haralu, veteran journalist, expressed concern and interest for a sustainable and environmental friendly land. She said that there was a huge opportunity in agriculture in Nagaland for the youngster as a researcher and environmentalist.

SCC Tuensang: Oneday seminar on “How to prepare for competitive exams” was organised by the Career Guidance Cell of Sao Chang College (SCC) Tuensang on April 12 for the outgoing students of 6th semester students at the College Conference Hall.

The resource persons of the seminar EAC, Tuensang, Arhonbeni Ezung and physiotherapist, District Hospital, Tuensang, Dr. Ato Tunyi highlighted the students on various career options and reminded them to stay consistent and main-

DIMAPUR: With an objective to enhance farmers productivity and make them self-sufficient, various trainings and demonstrations are being organised across the state.

ATMA Aghunaqa:

Agricultural Technology Management Agency (ATMA) Aghunaqa block conducted field day on April 13 at Maize and Banana field, Kikheyi village. The program was felicitated by BTM Aghunaqa Block where the potentials of maize variety HQPM-3 was highlighted. The farmers were also sensitised about fall army worm and other pest infestation in maize as well as banana plants and its control through integrated pest management practices. The field visit concluded with harvesting of Bananas which was attended by Teresa and Pichebekulu Self Help Group (SHG) members of R.Hovishe and Kikheyi villages.

KVK Kohima: Krishi Vigyan Kendra (KVK) (Farm Science Centre), Kohima organised and conducted awareness and demonstration programme on Agriculture drone (Agribot drone) on April 12 at Kigwema village with the participants from Self Help Group (SHG) and progressive farmers. During the programme, resource persons, Dr. Sesenlo Kath and Keviyieno Zhasa highlighted the

use of drone in agriculture as it is helpful to farmers and have some distinct advantages. Hands on demonstration of agriculture drone were also carried by spraying neem oil in potato farmers’ field.

ATMA Longleng: Agricultural Technology Management Agency (ATMA) Longleng block under Longleng district organised “Kisan Gosthi” on “vaccination and feeds of piggery and poultry” on April 11 at Yongshei Village, Longleng. Resource person, ACTO (Animal Science) Krishi Vigyan Kendra (KVK), Dr. Lily Ngullie emphasized on the importance of understanding how giving good and proper feeds could enhance the entire livestock health and practice. She said the productivity and re-productivity of piggery and poultry depends on the quality as well as quantity of feed supplied to the pigs and poultry. In many places in Nagaland, Ngullie said people tend to be more drawn towards the usual traditional knowledge and practice of giving only locally available greens or only a certain type of feed without no knowledge of the importance of different feed ingredients that are of energy source, protein source and mineral source. She also stressed the importance of vaccination for both piggery and poultry. Different

management practices to prevent disease occurrence were also highlighted.

NEH: Looking at the interest of farmers in kitchen gardening and keeping in mind the objective of promoting onion and vegetable cultivation among tribal farmers, a distribution and distribution programme was organised on April 11 at Molvom Village, Chumoukedima. The programme was initiated by North Eastern Hill Region (NEH) Component-Onion and Garlic in collaboration with NEH Component of Vegetable Crops, School of Agricultural Sciences and Rural Development (SASRD) Nagaland University (NU). During the programme, good quality vegetable seeds along with other agriculture inputs that are required by the farmers during cultivation were distributed to beneficiaries.

The programme attended by scientist, AICRP (VC) and project in-charge, NEH component-onion and garlic and vegetable crops, SASRD, NU, Dr. Moakala Changkiri, and the chairman of Molvom Village Council. The beneficiaries were highlighted and demonstrated on the production technology and uses of organic inputs in vegetable cultivation.

ATMA Chumoukedima: Agricultural Technology Management Agency

(ATMA) Chumoukedima block organised field day on Tomato (var Pusa Ruby) on April 10 at Ekhyo Yan Village. During the field day, the facilitator of the programme, BTM, Chumoukedima Block, Dr. Tiatula apprised the participants on the variety of the tomato while pest and disease management in maize and vegetables was delivered by ATM Chumoukedima block, Yatetla. Small tools and implements and kharif vegetable seeds were distributed to all the participants.

UEFA receives three bids for Euro 2028 and 2032

(IANS): UEFA announced that it received three bids from Britain and Ireland, Turkey and Italy to host the 2028 and 2032 European Championships.

These includes a joint bid from Britain and Ireland, represented by the football associations of England, Northern Ireland, Ireland, Scotland and Wales to bid for EURO 2028, while Turkey is interested in either EURO 2028 or 2032, the UEFA said on Wednesday. Malleswari, the first Indian woman to clinch an Olympic medal, on Thursday emphasised the need for antidoping education among athletes and coaches.

For the record, India ranks very high in doping violations. Recently, the two-time Commonwealth Games champion and Indian weightlifter Sanjita Chanu was handed a fouryear ban by India’s National Anti-Doping Agency (NADA) after she tested positive for banned drugs.

Talking to IANS during the launch of Talent Scouting for the Delhi Sports School here, former weightlifter Malleswari, who is Vice-Chancellor of Delhi Sports University (DSU), too, shared her concern.

WTA will return to China after Peng Shuai saga

BEIJING, APR 13 (AGENCIES): The Women’s Tennis Association will resume tournaments in China this year having accepted an investigation into the sexual assault allegations made by former player Peng Shuai will not be carried out by the Chinese government, reports BBC Sports.

Former doubles world number one Peng said in November 2021 she was “forced” into a sexual relationship with former China vice-premier Zhang Gaoli.

The WTA suspended its end-of-year events in China and said it would not return until there was an investigation and it had proof of Peng’s safety.

After making the accusation in a social media post, Peng briefly disappeared from the public eye and she then later denied making the allegation. Zhang has not publicly commented on the allegation.

The WTA had called for the Chinese authorities to hold a “full, fair and transparent” investigation before any tournaments could go ahead.

There was strong support across the members, the [player] council and the board.” Simon says this change of heart was not forced upon them by commercial realities, but accepts members would have “sacrificed a great deal” had the WTA Tour withdrawn from China for good.

The WTA’s boycott lasted just over 16 months, although no tournaments could have taken place in the country during that period anyway because of the Covid pandemic. “We’ve achieved some assurances from people that are close to Peng that she’s safe and living with her family in Beijing,” Simon said when asked whether the WTA had achieved anything. He says he has not yet been able to speak personally with Peng. “We do also have some assurances that there won’t be any issues with our players and staff while they are competing in China. And hopefully we have received some respect for the stance we took,” he continued.

ILP: Gujarat Titans beat PBKS by six wickets

MOHALI, APR 13 (PTI): Gujarat Titans roared back to winning ways with a sixwicket victory over Punjab Kings after Mohit Sharma’s excellent return to the IPL and Shubman Gill’s 49-ball 67 here on Thursday.

The two day inter-district Government Higher Secondary School and Government High School tournament 2023, began at IG Stadium, here on Thursday.

Chief guest during the inaugural programme , advisor for School Education & SCERT, Dr Kekhrielhoulie Yhome, in his speech, highlighted the importance of consistency, good food and staying healthy in training.

He said consistency was one thing which was lacking the most among the people. He said that a person cannot perform well in their exams if they study only during their examinations.

Similarly, if a person plays only during sporting events then they lack consistency and would not be able to progress, Yhome said.

Citing the importance of healthy and superfood for a healthy body, Yhome said with many fast food taken over, slow food which are more nutritious were being taken for granted.

He pointed out that these fast food industries were led by market economy and was therefore taking prominence although they lack the essential nutritional values. On the importance of health, Yhome exhorted the students that physical fitness was another form of literacy which needs equal

attention same as education.

Sports sector was an open field for dedicated persons with high earning potential, Yhome said, adding that the Northeast region was fast becoming the hub for sports and sportspersons. He wished the participants the best for the tournament and for the event to be a grand success. He later declared the tournament open. DIMAPUR, APR 13 (NPN): A total of 77 candidates, including seven females, from all over the state appeared Referee exam-Referee Identification Number (RIN) exam for CAT 5 and upgradation to CAT-4 in Dimapur. The exam was conducted in collaboration with All India Football Federation (AIFF) and Nagaland Football Association (NFA) hosted by Dimapur District Football Referee Association (DDFRA) at DDSC Stadium from April 11-15. The exam was conducted by AIFF Referee instructor Joychandra Singh. 27 candidates appeared for CAT- 5 to CAT- 4 exam held from April 11-12, and 50 fresh candidates undertook the exam which commenced on Thursday at Youth Hostel Dimapur. Huluyi D Vadeo is PDSA arm wrestling champion

KOHIMA, APR 13 (NPN): Huluyi D Vadeo of Centre Chakhesang Sports Association emerged as the champion of the arm wrestling event for 37th meet Phek District Sports Association played here at Chozuba on Thursday.

Competing among the best arm wrestlers in the district, it was the 20-yearold Chakhesang Open Wrestling champion Vadeo that defeated Basayi Keyho of Phek Area by straight round in the final round to take the gold medal. Vechita Khesoh had to contend with a bronze medal after losing to Vadeo in the semifinal round.

For women’s arm wrestling, Jopolhulu Shijoh won the first gold medal for Sekruzu Area defeating Shodulu Swiho of Chokri Area in the final match, while Mesüte-u Kapfo of Khezha-Kuzha Tephe took the bronze medal in the

arm wrestling event. At the end of the third day, Chozuba Area Sports Association (CASA) added a bronze medal to continue leading the medal table tally with 24 medals (11 gold, 6 silver, 8 bronze).
