High time AFSPA repealed from NE after Nagaland incident: Sharmila
KO L K ATA , D E C 1 3 (PTI): Rights activist Irom Sharmila, who was on a 16year hunger strike against the Armed Forces Special Powers Act (AFSPA), feels the recent killing of civilians in firing by security forces in Nagaland should be an eye-opener to repeal the controversial security law from the northeast. Sharmila said the AFSPA is not only an oppressive regulation, it tantamounts to gross violation of basic human rights. In the North East, it is in force in Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area) and some districts of Arunachal Pradesh, bordering Assam. “The Nagaland incident has once again shown why the draconian AFSPA should be withdrawn from the northeast. It should be an eye-opener. Human lives are not so cheap.” “For how long will the

people of the region suffer because of it? In the name of battling insurgency, you can’t take away people’s basic rights. There are other ways to tackle it,” Sharmila, who ended her marathon hunger strike in 2016, told PTI in a telephonic interview. “After the passing of the Act in 1958 and subsequent implementation in the northeast, did it achieve the desired purpose? If not, what is the use of thrusting it on the masses? It’s high time the Centre and state governments sit together and take a
relook at AFSPA,” she said. Critics maintain that the AFSPA has failed to control insurgency despite giving armed forces powers to act with impunity, sometimes leading to human rights violations. Asked if its withdrawal from the northeast would worsen the law and order situation in the area, Sharmila replied in the negative. “There are other ways to tackle insurgency. In Chhattisgarh, there have been several Maoist incidents; so did the government impose AFSPA there? The answer is no. The security forces are tackling it in that state, and they have been successful. The same can be done in the northeast,” she said. Claiming that people from the northeast have to face discriminatory treatment in other parts of the country, Sharmila, who unsuccessfully contested the 2017 Manipur assembly
elections, said the “rampant violation of human rights in the name of AFSPA stems from that discrimination”. “We are harassed and humiliated. You have to change your mindset and treat the people of this part of India as your own,” she said. The ‘Iron lady of Manipur’ also said she has realised that her lengthy hunger strike did not achieve its purpose. “All my life, I believed in the Gandhian principles of non-violence. My fast was a non-violent way of registering my protest and press for the people’s demand. But after 16 years, when I ended my hunger strike, a lot of people misunderstood me. It failed to accomplish any purpose,” she said. Sharmila said she has nothing against the armed forces, but politics and political parties have failed the people of the Northeast.

Three fresh cases-- one each in Dimapur, Mokokchung and Zunheboto, pushed the total caseload to 32158. Further, a total of 13,29,683 persons have been inoculated against Covid-19 (763958 first dose and 565725 second dose). PTI: India’s Covid-19 tally rose to 3,46,97,860 with 7,350 people testing positive for the infection in a day, while the death toll climbed to 4,75,636 with 202 new fatalities.

In a statement, RPP said that Shah’s statement was like rubbing salt to the wounds and worsened the situation in the State leading to protests, including burning of his effigies in different parts of the State. Pointing out that it has been a week since Shah made the statement but none of the three parties of the ruling UDA were yet to condemn it, RPP demanded that NDDP, BJP and NPF should condemn the Central minister’s statement in totality. The party also wanted to know whether the UDA
was with the Naga people or Shah. “Fundamental to the issue is countering the narrative of the home minister. Suffice to say the UDA coalition should demonstrate beyond doubt that it’s above party politics. The party also demanded that all legislators, during the one-day Assembly session on December 20, should condemn the Oting massacre by troops of 21 Para special forces and adopt a resolution terming that the killings were nothing but cold-blooded murder. RPP emphasised that
this should be done so that justice was swiftly served to the victims of the Oting massacre, alleging targeted killings by army personnel for promotion and medals had been documented in Kashmir and elsewhere and could have happened in this case too. Asserting that the Mon killings required a thorough probe by a sitting judge of high court/Supreme Court, RPP also demanded that NLA should adopt a resolution demanding constitution of a Supreme Courtled independent probe.

Konyak, presidents of KU, KNSK and KSU respectively, announced that Konyaks would continue their fight for justice. In accordance to their four-point charter of demand, they said the agitation would continue in various forms and on various dates and time till justice was served. Accordingly, the first phase of agitation against the “tyranny” of Indian armed force would begin on December 16 with a public rally all over Mon district. They said black flags would be hoisted in every vehicle, black badges worn by all and flags would fly at half-mast in offices as a sign of resentment and till justice was delivered.
Owing to gravity of the situation, the Konyak CSOs urged citizens to refrain from any kind of merrymaking activities like night bazaars, open picnic and other entertainment activities in Mon district. They appealed to all citizens to adhere to the regulation. However, pre-scheduled programmes like weddings, church events, etc, have been exempted. The CSOs further said they would not withdraw their “Non-cooperation” with the Indian armed forces till their demands were met and called for strict adherence to their decision. Further, in pursuance to their “Non-cooperation” declared against the Indian armed forces, they said the
constraints, they do not augur well. The top court said: "The district judiciary is expected to be the foundational court, and therefore, should have the freedom of mind to decide a case on its own merit or else it might become a stereotyped one rendering conviction on a moral platform. Indictment and condemnation over a decision rendered, on considering all the materials placed before it, should be avoided." The bench said every case has its own journey towards the truth and it is the court's role to undertake this and the truth has to be found

Justice Sundresh, who authored the judgment on behalf of the bench, said an appellate court shall not expect the trial court to act in a particular way depending upon the sensitivity of the case. "Rather it should be appreciated if a trial court decides a case on its own merit despite its sensitivity," he noted, adding that the appellate court is expected to maintain a degree of caution before making any remark.

Sundresh said at times, courts do have their constraints and different decisions are being made by different courts, namely, trial courts, on the one hand and the appellate courts, on the other. However, it added that if such decisions are made due to institutional

While no military recruitment rally would be allowed in Mon district, they decreed that no Konyak youth should participate in any such rally. DIMAPUR: The two-day 7th general conference of Zeliang Officers’ Association Nagaland (ZOAN) which commenced on December 10 concluded at JTWWO hall, Jalukie town December 11 with advisor, water resources, Namri Nchang and leader of the NPF legislators party, T.R Zeliang as special invitees. According to a DIPR report, addressing the gathering, Namri Nchang said the officers were torchbearers in the society and urged them to continue being prudent and pragmatic. He asked the officers present to maintain the spirit of oneness and take steps towards preserving and promoting their own mother tongue. Namri advocated examining and rededicating oneself and work with dedication to bring back the past glory of the Zeliang community. In his speech, T.R Ze-

supply infrastructure. He urged the stakeholders to take proper responsibility of the operation and maintenance of water supply infrastructure once the projects were completed and handed over to them. Theoretical and practical session on the use of equipment and tools on four trades such as plumbing, masonry, electrician, welding and training on wa-

He called on PYS to strictly enforce ban on hunting and jungle burning and assured construction of a marketing shed in the village for farmers to sell their produce. Phek district, he was optimistic that Phek district would become one of the best roads in the state in two years’ time. The minister also informed that the government would pay attention towards the improvement of medium and agri link roads in the state. Touching on sports, he said that prominent sports persons were regarded as the most respected persons
in the world today. Stating that there was no easy route to succeed in the field of games and sports, he said that it required enormous amounts of labour, dedication and sincerity. In this regard, Kronu encouraged the youth to take sports seriously as a casual attitude would not yield any positive result. Also speaking on the occasion as guest of h o n o u r, c o m m a n d a n t 10th NAP (IR) Zhadima, Vekhosa Kotso advised PYS to revive indigenous games. He also encouraged the youth to focus on regular practices and choose the discipline wisely according to their ability and physical structure. PYS president Vesüli Theluo delivered presidential address while PYS games and sports secretary, Besuhtsoyi Vero administered oath to the participating teams. The golden jubilee celebration would continue till December 17. Four khels would be competing for top honours in track and field events and games.

DIMAPUR, DEC 13 (NPN): State’s National People’s Party (NPP) addressing media fraternity at its office at Thahekhu, Dimapur, stated that the Armed Forces Special Protection Act (AFSPA) should be repealed immediately and asserted that unless the act was removed or repealed, unjustified killings would continue. State NPP president, Dr. Andrew Ahoto while addressing media said that the draconian law AFSPA had been misused by the armed forces for unjustified killings and demanded for the repeal of the act. He added that when their party visited Oting and Mon on December 8 and 9 for spot verification and to pay homage to the victims, he claimed that they were stopped at Tizit gate where police personnel had stopped party workers from entering the village, claiming that they had received orders from the government. In this regard, he however said that the police personnel failed to show the order received from the state government, adding that it was just a telephonic order. He questioned why the state government was barring “some” political parties and news reporters from entering to the village. “Categorically the state government had handpicked and biased towards some parties and news reporter”, he stated and that the same should not happen in a democratic country as India. He added that no Nagas should be stopped to enter into a Naga territory unless there was a volatile situation. He disclosed that after speaking with village elders and leaders it was learned

He said security forces had been misusing the act by committing thousands of extra judicial killings, burning down hundreds of villages and used the act to commit sexual crime against North East Women which had gone unnoticed. Ricky stated that many Public Interest Litigations (PILs) were filed against the act and that there had been many commissions that recommended the government of India to repeal the act. He noted that the Supreme Court had also given many rulings and recom-
mendations to the government of India, adding that on July 8, 2016, SC had given a ruling that anybody, be it an army personnel or of any rank, would not have the immunity under AFSPA for unjustified killings. In this regard, he said that government of India had turned a blind eye to this as killings were continuing till today and would continue go on unless the act was removed. He demanded that no court martial be done under this act and that the army personnel involved should be tried at a civilian court. Ricky said that the NPP state demanded for all jawans involved in the killing be given capital punishment and that central government should sanction their prosecution immediately. He also demanded suspension of deputy commissioner (DC) and supernatant of police for their negligence, and Naga People’s Movement for Human Rights (NPMHR) to take the matter seriously. Meanwhile, general secretary (organisation), state NPP, Lima Longkumer, general secretary (media), NPP state, Tohovi Achumi and vice president, central national people’s party youth front, Atoka Awomi also briefed the gathering on the incident and their visit to Oting and reiterated their demand on the removal of AFSPA.

DIMAPUR: Various districts in Nagaland observed the “Universal Health Coverage Day 2021” on the theme “Leave No One’s Health Behind: Invest in Health System for all” on December 13. The Universal Health Coverage Day is the annual rallying point to raise voices and share stories of people still waiting for health, to call on leaders to make smarter investments in health and to remind the world about the imperative of universal health coverage (UHC). In Dimapur, under National Urban Health Mission (NUHM) Dimapur, UHCD 2021 and urban ASHAs felicitation programme was held at the chief medical officer’s (CMO’s) Office chamber. IMPHAL, DEC 13: The Joint Committee on Inner Line Permit System (JCILPS) on Monday said the Inner Line Permit (ILP) system has unfortunately been reduced to a “toothless tiger” as the pertinent authorities failed to translate into action the provisions of the regulation. If the rules and regulations and provisions of the regulation were not adhered to, the ILP system will remain only on paper, the committee cautioned. Addressing a news conference at its office in Imphal on Monday, JCILPS convenor BK Mloirangcha pointed out that even as the regulation was extended in the state two years ago, the rules and regulations were yet to be framed and published in the state gazette. He cautioned the state government that if the rules and regulations were not notified in the state gazette before the enforcement of

He further alleged that the provisions of the section 20 of the regulation that deal with penalization of offenders of the regulation were yet to be translated into action. He pointed out that section 18 of the ILP system deals with verification and monitoring of entry of nonManipuris into the state while section 20 deals with penalization of violators of the regulation. Even though the state police department had, in
a recent talk with JCILPS leaders, agreed to implement the provisions of the section 20, the same was yet to be translated into action. Due to non-implementation of the provisions, non-locals were entering without any restrictions and those who had entered by obtaining the ILP were also staying in the state overtime, violating the regulation. During a recent verification drive conducted by the JCILPS, a maximum number of non-locals staying in the rented houses in Imphal city area were found to have possessed no ILP
pass. Those who obtained the permit were also found not renewing the same. The JCILPS had handed over the ILP violators to the police with the hope of legal action against them. But no visible action was seen taken up so far, he alleged. The state police department and district administrations are the implementing authorities of the sections. But, in the wake of non-implementation by the authorities, the ILP system has been reduced to a toothless tiger, he said. Moirangcha said that the government at the Centre has fulfilled the long cherish demand of the people of the state. But, due to lack of enthusiasm on the part of the state government, it has remained only on paper. While insisting the state authorities do not take up necessary steps to implement the provisions in an effective way, the convener warned that JCILPS will take the role of the police to
implement the provisions. He observed a sharp rise in the influx of nonlocals in the state even after the introduction of the ILP system and alleged that the regulation happened to be opening the door to the influx of migrants in the state. He said that non-Manipuris were allowed to enter the state by issuing ILP passes and after entering the state, they were set scot-free to stay. No authority monitored or verified them on whether they were staying beyond the permitted period and even if they violated the regulation, no authority dared to take legal action against them, he accused. On the other hand, chief minister N Biren Singh who always took the credit of bringing the regulation in the state remained sleeping, he stated. “He did nothing for the effective implementation of the regulation besides not heeding to the demand for provisions to protect the indigenes”. “It is not time

The programme was held at the office of the chief electoral officer, Manipur in Imphal. Joint Chief Electoral Officer (II), Manipur, Md S Daulat Khan said that the programme was mainly carried out for increasing digital outreach and innovative physical outreach for awareness, familiarity and ease of use of EVM and VVPAT. Explaining the detailed functioning of the EVM,

Meghalaya CM calls for an alternative source of livelihood apart from coal mining Correspondent SHILLONG, DEC 13: Meghalaya Chief Minister Conrad Sangma on Monday stressed on the need for an alternative sustainable source of livelihood needs to be created apart from coal mining in the State. “We need to create an alternative source of livelihood and parallel industries out of the natural resources that we have that is renewable, sustainable and environment friendly,” Sangma said at a programme extending financial support to the Collective Marketing Centres (CMCs) and the processing units under Mission Lakadong at Meghalaya Agriculture and Management Extension Training Institute (MAMETI), Upper Shillong. “Until a few years back, the main source of
income for the people of Jaintia Hills was through coal mining and added that an alternative sustainable source of livelihood needs to be created for the people as coal is a non-renewable resource,” the Chief Minister said. He informed that Rs 5 crores will be distributed to 16 different CMCs and two processing units out of which Rs 20 lakhs will be given as grant for infrastructure and Rs 10 lakhs as working capital support. Stating that two curcumin extraction units of Rs 10 crores each will be established in the region at the earliest, he said, “The closest extraction unit is in Bangalore and it is an absolute necessity that we have curcumin extraction unit in the State”. 250 pvt schools in Guwahati evade Trinamool Congress looking to expand base in NE states tax worth crores of rupees: official
GUWAHATI, DEC 13 (PTI): The Guwahati Municipal Corporation (GMC) has identified around 250 private schools, including reputed ones, located in the Assam capital, that have allegedly evaded property tax totalling crores of rupees, an official said. The biggest defaulter among them is a reputable institute which has pending property tax dues of around Rs 1 crore, a senior GMC official told PTI on condition of anonymity. The GMC has begun slapping notices on the schools asking them to pay
the dues within a month. “We have identified around 250 defaulting private schools in Guwahati. Some schools do not even have the preliminary permission to operate, forget about property tax. They just opened it in one building and have been running it for years,” the official said. Another senior GMC official said the municipal body is looking to investigate how these private schools evaded taxes for many years. The total tax dues are to the tune of Rs seven crore. “We started sending
notice-cum-bills to these schools from last week. So far, around 50 schools have been served the notices and some of them have already paid the tax,” he added. The official said many of the schools are still trying to evade the pending taxes by asserting that they are either religious or charitable institutions. The GMC has given one month time to every school to reply to the notices or pay the pending dues, failing which punitive action will be initiated against the management of the institutes.
AGARTALA, DEC 13 (IANS): The Trinamool Congress as part of its efforts to expand organisational base in the northeastern states including the BJP-ruled Assam and Tripura, would celebrate the party’s foundation day on January 1 by organising mega events, party leaders said on Monday. Trinamool sources said that party supremo and West Bengal Chief Minister Mamata Banerjee, and National General Secretary Abhishek Banerjee would visit Assam and Meghalaya this month to strengthen party organisations in the two northeastern states.

Single new COVID-19 Assam adjudged third best in disease screening case in Meghalaya Correspondent SHILLONG, DEC 13: Ever since the onset of the pandemic, it is for the first time that just a single new case of Covid-19 infection was reported in a day in Meghalaya on Monday, which added up to 203 active cases, while 21 more cases of recovery from the viral disease surged the number of recovered cases to 83,019, health officials said. The only COVID-19 positive case today was detected in the Laitumkhrah Nongrimmaw cluster in the state capital, Director Health Services (MI), Dr. Aman War said. The number of COVID-19 positive cases in the most pandemic-hit East Khasi Hills, which includes state capital Shillong has

K. Lakshminarayana (File) A M A R AVAT I , D E C 13 (IANS): The Andhra Pradesh High Court on Monday granted interim anticipatory bail to retired IAS officer K. Lakshminarayana in a case relating to alleged irregularities that took place in the AP State Skill Development Corporation (APSSDC) during the previous TDP regime. The former director of APSSDC had approached the high court for anticipatory bail. The court granted him the same for 15 days. The CID, probing the alleged irregularities, had searched the house of Lakshminrayana in Hyderabad on Friday. The former bureaucrat, who was a key official in the TDP government headed by Chandrababu Naidu, fainted during the CID searches and was ad-
mitted to a hospital in Hyderabad. The CID had also served a notice on Lakshminarayana directing him to appear before it at its headquarters in Mangalagiri for further inquiry on Monday. The CID is probing misappropriation of Rs 242 crore in executing one of the projects. The agency filed an FIR against the retired IAS officer and 25 others including former Special Secretary, Skill Development, Entrepreneurship and Innovation Department, and the then ex-officio Secretary to Chief Minister and MD and CEO of APSSDC, Ghanta Subba Rao. They were accused of alleged diversion of Rs 242 crore by Designtech and Siemens Projects through various shell companies. The APSSDC claimed that it had procured software worth Rs 242 crore from Designtech Systems but the probe revealed that no such software was provided to it. On a complaint by APSSDC’s cur rent Chairman K. Ajay Reddy, the CID started a probe in July and registered a case on December 9 under various sections of the Indian Penal Code and Prevention of Corruption Act.

NEW DELHI, DEC 13 (IANS): Expressing deep concern at exploitation of children, civil society organisations have come together and launched India Child Protection Forum (ICPF) - a national alliance aimed at strengthening child protection mechanisms and enforcement of child rights in the country. The ICPF was launched by Nobel Peace Laureate Kailash Satyarthi in New Delhi. Noted social activist and former IPS officer Amod Kanth, who founded Prayas, was made national convener of the ICPF. To deliberate on different aspects of child trafficking and sexual abuse, the Kailash Satyarthi Children’s Foundation organised a four-day National Symposium on Prevention of Child Trafficking and Child Sexual Abuse at the Constitution Club. The consultation saw participation of more than 70 civil society organisations from across the country, such as Prayas, Shakti Vahini, Bachpan Bachao
Andolan and Prajwala. Civil society members pledged to keep individual differences aside and unitedly work together with a joint strategy to ensure rights and wellbeing of children. This led to the formation of ICPF. Welcoming the formation of ICPF, Satyarthi said: “India Child Protection Forum is the beginning of a bigger resolution, a bigger pledge. The Forum has been formed with the objective of fulfilling shared determination, dreams and ideas. It is a coalition of various civil society organisations that will work to end child abuse and child slavery. The Forum will change the social thinking and policies towards the children and will spread the social consciousness. Through the Forum, we will try to build an India where no child will be exploited in any way.” He also emphasised on the need of expanding compassion towards children. “All the histories that have been created in the world, all the pages of change that have been writ-
ten, have been written by ordinary people. It is only deep compassion towards children that will bring the excellence that we are all striving for,” he said. The pandemic has disrupted the access to healthcare, nutrition, education, water and sanitation, social and child protection for a large section of our population. This in turn has rendered children more vulnerable to deprivation, abuse and exploitation. Working together under the banner of ICPF, civil society organisations will be able to address the emerging concerns. Highlighting ICPF’s objectives, Kanth said: “The Forum will work towards providing social protection to children who are deprived of basic facilities in our country. The number of such children in the country is more than three crore. We will try to get those children who are unable to go to school due to social, economic disparities, admitted to schools. BENGALURU, DEC 13 (IANS): The Karnataka police have arrested four persons in connection with providing a fake RT-PCR certificate to a 66-year-old South African national who tested positive for Covid-19, sources in the Health Department said on Monday. The South African, who was undergoing quarantine in a five star hotel after testing positive for Covid-19, had managed to escape to his country by producing a fake RT-PCR negative report before the authorities. According to police, two employees who worked in a software company in Bengaluru owned by the South African, and two staff members of a private lab, have been arrested for making the fake RT-PCR report. However, the South African fled to his country via Dubai through the fake report. The High Ground police who took up the investigation on the basis of the RT-PCR report submitted at the KempeGowda International Airport (KIAL) by the South African national had questioned the
private lab staff. After they were taken into custody, they revealed the names of two others. The South African had come to Bengaluru on November 20. He tested positive for Covid-19 at the KIAL airport. Later, his samples were sent for genome sequencing. He was asked to remain in quarantine until the results came. But, he wanted to return to his country. He had approached two of his employees and in turn they had approached a private lab near Electronics City. They bribed the lab technicians and swapped the swab samples of the South African with those of a healthy person. They had prepared a fake negative RT-PCR report by November 26. The very next day he submitted the fake negative RT-PCR report to the hotel and airport authorities and flew to South Africa. His genome sequencing reports came on December 2 making him one of the first two persons in the country to test positive for the Omicron variant.

Overtime for repeal
o much has been written, commented and debated on the repressive colonial Armed Forces Special Powers Act,1958 whose origin was the Armed Forces Special Powers Ordinance of 1942, promulgated on August 15,1942 by the British colonial rulers to suppress the Quit India Movement. After Independence, Prime Minister Jawaharlal Nehru decided to retain the Act, which was first brought in as an ordnance and then notified as an Act in 1958. AFSPA provides for special powers for the armed forces that can be imposed by the Centre or the Governor of a state on any state or parts of it. Today, the AFSPA has again come to national and international focus on account of the horrific massacres at Oting village Mon district Nagaland on December 4. The Act, which has been called draconian, gives sweeping powers to the armed forces. It allows them to open fire’, even causing death, against any person in contravention to the law or carrying arms and ammunition. It gives them powers to arrest individuals without warrants, on the basis of “reasonable suspicion”, and also search premises without warrants. Whether such a blanket power has made security forces into thinking any action of theirs can be justified, may be debated but there is no doubt that under this law, they have continued to harass, kill or maim innocent civilians. While the Act gives powers to security forces to open fire, this cannot be done without prior warning given to the suspect. However, as per information, the 21 Para commando unit operated without knowledge or permission of the authorities. As per the AFSPA, no security personnel involved in any crime as per definition of CrPC, can be held accountable while carrying out such operations, unless the centre accords sanction for prosecution. This has very rarely happened and a rarity in the quest for justice is injustice. After the December 4 massacre, the state government ordered the constitution of the Special Investigation Team(SIT) to probe the killings. The SIT is headed by an officer in the rank of IGP. People have expectations that the SIT will unearth the truth and expose all those involved in the chain of command. The Army has also set up its Court of Inquiry headed by an officer in the rank of Maj.General. Nagaland and Mizoram faced the brunt of AFSPA in the 1950s, including air raids and bombings by the Indian military. Allegations have been made against security forces of mass killings and rape. It was in Manipur that the fallout has been perhaps best documented. It came about following the Malom massacre in 2000, and the killing and alleged rape of Thangjam Manorama that led to the subsequent repeal of AFSPA from the Imphal municipal area. Today, demand for repeal of the draconian or black Act is being raised and heard throughout the north east. The BJP and the Congress at the Centre have not lend their support to these demands. This means that the mainstream national parties feel, as the colonial government did, that using lathis and rifles is in the interest of the rulers to rule over the people. Therefore, the AFSPA needs to be repealed and abrogated to prevent such recurrence. Also, it must be clear that the army has no business in maintenance of law and order. If AFSPA could be removed from parts of Imphal, it is time to remove it from wherever it is in force.

Instead, you will simply be turning intercession into useless sympathy for others, which will serve only to increase the contentment they have for remaining out of touch with God. True intercession involves bringing the person, or the circumstance that seems to be crashing in on you, before God, until you are changed by His attitude toward that person or circumstance. Intercession means to “fill up… [with] what is lacking in the afflictions of Christ” (Colossians 1:24), and this is precisely why there are so few intercessors. People describe intercession by saying, “It is putting yourself in someone else’s place.” That is not true! Intercession is putting yourself in God’s place; it is having His mind and His perspective. As an intercessor, be careful not to seek too much information from God regarding the situation you are praying about, because you may be overwhelmed. If you know too much, more than God has ordained for you to know, you can’t pray; the circumstances of the people become so overpowering that you are no longer able to get to the underlying truth. Our work is to be in such close contact with God that we may have His mind about everything, but we shirk that responsibility by substituting doing for interceding. And yet intercession is the only thing that has no drawbacks, because it keeps our relationship completely open with God. What we must avoid in intercession is praying for someone to be simply “patched up.” We must pray that person completely through into contact with the very life of God. Think of the number of people God has brought across our path, only to see us drop them! When we pray on the basis of redemption, God creates something He can create in no other way than through intercessory prayer.

Naga self-determination as fundamental rights
W
hen we listen to the stories of our struggle, sometimes it is difficult not to think like we all live our life to become martyrs at the altar of Naga nationalism. A magnificent creation by our Almighty God that has made us a proud nation and people, and also one that has sometimes drives us to the brink. We Nagas are proud of countless ordinary men, women and children who suffered and sacrificed for our aspiration for freedom and self-determination. Their blood, sweats and tears has sown the seeds of irreversible sense of nationalism and commitment to stand for Naga’s right to self-determination. More importantly, Nagas have consistently asserted their separate identity with collective will to be identified as a ‘People’. The Government of India (GoI) in fact through its Amsterdam Declaration dated 11.07.2002, officially recognized by declaring the history, and ‘situation’ of the Nagas as ‘Unique history’ in the sense that Naga nation has never signed any documents of accession with India during the process of the formation of the Indian Union, and thus, ‘unique situation’ signifies that ‘Naga issue’ is not a case of secessionist insurgency and these historical facts was given personal stamp of approval by the then Deputy Prime Minister of India, Mr. LK Advani. Thus, there is hardly any dispute with regard to the established status of the Nagas as a ‘People’ and the same has also been recognized by other sovereign nations including International bodies such as Unrepresented Nations and People’s Organization (UNPO). S i g n i f i c a n t l y, t h e UNPO promotes the importance of self-determination as fundamental human rights that are often misunderstood. The right to Selfdetermination is at the heart of true implementation of all other human rights. The inevitable conclusion is that the Nagas being a People under colonial and alien subjugation are undoubtedly entitled to the right to Selfdetermination. The history of armed suppression and
immensity of war crimes and human rights violation committed by the Indian Armed Forces under the draconian Armed Forces (Special Powers) Act, 1958 would unquestionably entitled the Nagas to assert their rights to fight back to safeguard their identity as people. In any case, if EAST TIMOR in the similar case of Indonesia occupation is entitled the right to Selfdetermination as held by the International court of justice, Naga people’s right cannot be treated under different yardstick. Naga history with land and its resources with distinct culture is a source of legitimate pride for Nagas since time immemorial. Throughout history we have stoutly protected our lands and customs tooth and nails against all external forces and remain fiercely independent as a nation. Nagas have endured the worst military atrocities inflicted upon the people not seen anywhere in the world. Many lived long enough to witness how simple Nagas were craftily exploited by the mainland politicians. Nagas were at a loss how to counter them befittingly for lack of moral and spiritual commitment that could have acted against political tyranny. On the 16th May 1951, Nagas young and old men and women exercised their sovereign power with an aspiration to determine and secure their own political destiny. The Naga Plebiscite, in which 99.9% of the people voted for an Independent Naga nation is an affirmation of the Naga declaration of Independence on the 14th August 1947 from all alien domination, subjugation and exploitation. This collective truth demonstrates the moral and political consensus of the Naga struggle for self-determination and reiterates the uniqueness of Naga history and situation. The spirit and aspirations of the Naga Plebiscite continues to guide the Naga political movement. If we as a Naga people fail to defend and protect our dignity and humanity, then a time will come when we would be transformed into ‘Miniature tiny creatures’. Proclaiming our Indepen-
dence itself is an act of self-determination. It is the choice of the people and it is a virtue of all people reflecting that the Nagas have their own culture, land, common heritage and history, which describe the Nagas as a People. It is not up to an alien country to decide whether the Nagas are a people’s or not, which is a part of the right to self-determination. Nagas are not just looking at making things better tomorrow but building for the next coming generations so that our grand children will inherit our freedom. The Naga public must shoulder the responsibility to take the call on Naga Independence deliberately and genuinely given the nature of inhuman treatment against the Nagas by the armed forces of India that show no respect for human rights. The Nagas struggle for self-determination began with fighting against the Indian armies, forced occupation and aggressive violations of our rights. Since the beginning of our political struggle, the estimated number of Naga lives lost is above 300,000. How much longer should we allow the Indians to treat us as sub-human being? How long will India’s political leaders be allowed to shed crocodile tears? This is the time that the Nagas in particular and the North East in general should go deep into soul-searching to unearth what ails our society and people, and take corrective steps. Time has come that we must show our resolute stand to be united right across in collective solidarity with all the victims of Oting massacre. It is time that we rise up to the occasion and show to the world that our God given identity is our strength and that strength is anchored on solid rock of unity. It is time we stop dehumanizing ourselves. Let us come to the point that what has happened to our brethren at Tiru/Oting village in the most barbaric manner is only waiting to happen to us any day any time soon. For the sake of what we owes to posterity and most importantly to God our creator we have to take the stand to show the
world that we have the courage to fight for our rights. Recalling the Indian History a prominent personality like Rabindranath Tagore, the first Indian to win a Nobel Prize for Literature for his slim collection of poems GITANJALI, lambasted the Jallianwala Bagh Massacre as a blot on Indian society. As a sign of a strong protest, Rabindranath Tagore returned the Nobel Prize. Can the Nagas be like Rabindranath Tagore to protest against Oting massacre? Would the Nagas who have received many awards and recognitions dare to return as a token of protest against the Government of India? Subsequently, the National Socialist Council of Nagalim (NSCN) has discovered that the Union Home Minister Mr. Amit Shah’s statement on Oting massacre in the Indian Parliament is a despicable lie. Mr. Amit Shah’s outrageous statement comes at a time when the whole Nagas are in a state of lamentation in solidarity with our Naga brethren. In a situation like this, Mr. Amit Shah was expected to display a political maturity and true statesmanship to reflect his status as the Home Minister of a great democratic country like India. Unfortunately, he has shown himself his true color of immaturity, incapability and frivolous mentality towards the Naga people. Therefore, the Naga People should urge the United Nations (UN) and the International community to respond to the call of the Naga People for justice and peaceful co-existence. We Nagas cannot deny the fact that there many Nagas who support and collaborate with the Indian agents against our own Naga brethrens. It would not be wrong to say that Naga collaborators’ hands are involved in executing the Oting mayhem. Today’s Naga youngsters had long forgotten or ignored 3-4 decades of inhuman treatments, tortures, rapes, killings and burning down of villages meted out to our Naga people (especially older generations) during the 60’s to 90’s. The younger Naga generation only got

He stressed the importance of improving livestock and increasing agricultural production in the country. Sardar Patel wanted to have a good relation between industry and labour, because the differences arising at that time could turn out to be a severe blow to India’s industrial future. He insisted on adopting the policy of mediation to solve the problem prevailing between industry and labour, as he had done earlier in Ahmedabad. Although there was a labour government in England and they were far ahead in the field of industrialization, they were moving very slowly towards nationalization. This was likely to lead to industrial peace and good conditions of production. He was strongly against the strike and criticized the organizers who resorted to strikes merely to give importance to their leadership & politics. A strike stops production and less production means promoting poverty. He inspired those who wanted to break this endless cycle. Patel tried to allay the apprehensions of the industrialists regarding nationalization and assured them that since the industry is yet to be established and expanded, the question of nationalization does not arise. He appealed to the resourceful
businessmen to come forward and help the government in improving the condition of the poor and said that when there are crores of people in the country who are hungry, it is a sin to eat comfortably twice a day. Patel fixed a cer tain amount for the salary and allowances of the ministers and the Speaker of the Lok Sabha and suggested to the Prime Minister that there is no need to deploy more than two security personnel apart from a few policemen to them from the point of view of security. He refused the demand for increase in the allowance payable to the Governor of Odisha. He praised those, who gave up their luxuries to serve the country as a minister or speaker. In the meeting of the Standing Committee of the Central Advisory Council of Industries, Patel told that there is a lot of foreign capital in the country, but after independence it has decreased significantly due to post-World War II inflation, which has increased the prices and taxes have become high. He advised the Finance Minister to re-evaluate the entire taxation according to the current situation in the next budget. Sardar Patel insisted that a committee of experts should be constituted, consisting of industrialists, economists and representatives of the government, who should be entrusted with the task of implementing the framework and policies laid down by the government. The

The liberal steps taken by the Narsimha Rao government shortly before the disintegration and economic ruin of Soviet Russia confirms Patel’s foregoing thought and realistic approach. Nehru’s socialism had brought the country to such a place that the Congress Government at the Center had to reverse the policies and liberalize the economy, which was not thought of forty years ago. We never get to taste the bitterness of the brunt of the suffering because we are too forgiving and carried away by our false sense of commitment to our Christian faith. But ironically, the worst and the sad part is that we never learned a lesson from the past. And for vested interests, our Naga people tend to trust and love our oppressors more than our own Naga people. T h e I n d i a n A r my spontaneously killed more Naga National workers during the ceasefire than the pre-ceasefire times. But we Nagas did not realize it or overlook them because of our hatred towards each other and towards our own Naga National workers. May the diabolical incidents of Oting be our eye opener before the possible ceasefire breakdown and awake the spirit of oneness and Naga nationalism. If we Nagas fail to realize and unite this time nothing can be more damaging for the Nagas. If Nagas cannot rise up to the occasion, India and the world will take Nagas for granted and the worst would come upon the Nagas. When will the Naga people rise up to the occasion? The brave Naga warriors are already in deep slumber and if we cannot stand up to defend our basic human rights we are good as dead and at the end Nagas will become a lost tribe. The Naga people should be humble and should be like our forefathers in upholding the historical and political rights of the Nagas and the land. Nagas at this juncture cannot afford another internal revolution. Media outlets constant public accusatory and divisive statements have empowered vested interest to counter and change the narrative with flawed and factual errors to the people. This is creating an alienating mindset which is extremely insular for the Naga people. Naga history has taught us that, when the spirit of common ground is exploited, compromised and taken from us, no one is re-
ally benefited. It consumes us all. At times turning Nagas against Nagas and its consequences have traumatized the Naga people as it has deeply wounded and fragmented our society. Let us respect our legitimate rights and save our political movement. India should also know that despite the differences among the Nagas the unique history and the right to selfdetermination will remain intact. The Nagas of present generation should save the Naga nationhood. The ongoing Naga political solution is equally important and beneficial to both India and Nagas as two entities. If Indian sub-continent has to become an economic power, the Nagas holds the gateway towards this targeted economic growth. Therefore, the GoI should take high-priority in solving the Indo-Naga political issue at the earliest for a peaceful co-existence once and for all. The Nagas should learn from our past history and should not repeat the mistake of the past where the political process benefitted only a few people within the India created state of Nagaland. It is imperative for the Nagas to protect our common belonging and unite to break down the barriers by strengthening the bond and relationship among ourselves. The NSCN called all the Nagas once again to reaffirm the pledge to uphold and respect the sanctity of the Naga Plebiscite; a covenant given by the people for the realization of Naga dignity and freedom. For the love of the Nagas’ future and to reassert our identity as people we Nagas must strengthens the spirit of Naga nationalism and selfdetermination and prove ourselves as a hard nut to crack when it comes to defending our God’s given rights. There will come no better time than this to give ourselves renewed vigor and direction as we show to the world the Naga people’s resolute stand to fight together for our legitimate rights. Duplicitous Policy of India Being applied on the Nagas
ndia ratified the Geneva Convention in 1950, becoming the 5th country in the World and the first country in the region to adopt and implement legislation for the 1949 Conventions. Later, acceded to the Genocide Convention in 1951. What is the Genocide Convention? The Convention on the Prevention and Punishment of the Crime of Genocide (Genocide Convention) is an instrument of international law that codified for the first time the crime of genocide. Its preamble recognizes that “at all periods of history genocide has inflicted great losses on humanity” and that international cooperation is required to “liberate humankind from such an odious scourge”. According to the Convention, genocide is a crime that can take place both in time of war as well as in time of peace. The definition contained in Article II of the Convention describes genocide as a crime committed with the intent to destroy a national, ethnic, racial or religious group, in whole or in part. It does not include political groups or so called “cultural genocide”. This definition was the result of a negotiating process and reflects the compromise reached among United Nations Member States while drafting the Convention in 1948. Importantly, the Convention establishes a duty on State Parties to take measures to prevent and to punish the crime of genocide, including by enacting relevant legislation and punishing perpetrators, “whether they are
constitutionally responsible rulers, public officials or private individuals” (Article IV). Why is the Genocide Convention important? The adoption of the Genocide Convention marked a crucial step towards the development of international human rights and international criminal law as we know it today. It was the first human rights treaty to be adopted by the General Assembly of the United Nations and signified the international community’s commitment to ‘never again’ after the atrocities committed during the Second World War. Inspite of superficially accepting all humane international treaties and conventions the implementation at its domain is appallingly controversial. The recent Oting incident says it all, what will be there alibis, some we have heard yet we expect more imaginary prowess. Thousand more such irremissible incidents are etched in our hearts and mind and never can be erased in any form. Nagas will ever remember what Mr. Nehru said, “I will never allow the Nagas to be independent even if heaven falls into pieces and rivers run red with blood.” it is but an uncultured and coerce statement unexpectedly from such and imminent personality. NEW DELHI, DEC 13 (IANS): Supreme Court on Monday declined to entertain a plea by the West Bengal government challenging the Calcutta High Court decision to protect BJP leader Suvendu Adhikari from arrest in cases registered against him, after he switched from the Trinamool Congress to BJP. A bench of Justices D.Y. Chandrachud and A.S. Bopanna noted the observation of the high court is in support of an ad-interim stay granted. “We are not inclined to use our special powers under Article 136,” said the bench, clarifying that it would not opine on the merits of the case. Senior advocate Kalyan Banerjee, counsel for West Bengal government, contended that the high court jumped to a conclusion, as it took a prima facie view that Adhikari was being victimised by filing of criminal cases against him. HYDERABAD, DEC 13 (IANS): Police in Telangana’s Nizamabad district have arrested a 19-year-old teenager for a triple murder that took place last week. Gandham Srikanth alias Ranampalli Mallanna, who was recently released from jail, allegedly murdered three men who were asleep at a workshop in Dichpally on the intervening night of December 7 and 8. The price rise was mainly due to a significant jump in the prices of fruits and vegetables and other edible items like eggs, cereals and milk products. Even food inflation rose to 1.87 per cent in November 2021 from 0.85 per cent recorded in October 2021. Earlier, the consumer price index (CPI) based inflation had risen to 4.48 per cent in October 2021 from 4.35 per cent in September, and at that time too the rise was propelled by higher food and fuel prices. Compared to November 2020 levels though, both retail and food inflation are significantly down as during the corresponding period of last year, the

He said this in context of the earlier spectrum process, hinting that at that time, the whole exercise was seen as a resource which should maximise revenue. Addressing an event organised by industry body CII, the minister said that the “public good” element has led to a changed thought process that seeks to strike a balance between maximising revenue and maximising services to the poor. “Today there is a balance in thought process that between maximising revenue and providing maximising service to the poor...there has to be a balance... somewhere it should be struck. SEOUL, DEC 13 (IANS): Three workers were found dead after an explosion took place at a chemical factory in the South Korean city of Yeosu on Monday, firefighters said. Fire broke out at 1.37 p.m. at a petrochemical manufacturing factory in the Yeosu Industrial Complex in Yeosu, 450 km south of Seoul, reports Yonhap News Agency. While a total of seven people were working at a chemicals storage facility of the factory, three of them were found dead at a nearby plant, apparently due to the strong impact of the explosion. The four others were confirmed to be safe, according to authorities. Authorities have issued a level-2 warning, which enables them to call in support, including firefighters, from other areas. But the call had been lifted as of 5.11 p.m. (local time), as firefighters had put out the fire completely.
BEIJING, DEC 13 (PTI): China has reported its first case of Omicron variant of COVID-19 amid a spike in coronavirus infections stated to be that of new Delta strain “sub-lineage AY.4”, prompting authorities to bar millions of people in the eastern province from travelling. The first case of Omicron variant of coronavirus was reported in Tianjin city in north China, state-run CGTN-TV reported on Monday. A person who came from overseas was tested positive for the new variant, the report said. Details on the person’s nationality or travel history were not immediately disclosed. Officials said the individual is an asymptomatic COVID-19 patient and its respiratory specimen has shown existence of the Omicron variant on December 9 after tests. The person was under

LO N D O N, D E C 1 3 (AGENCIES): UK Prime Minister Boris Johnson on Sunday warned of a looming “tidal wave” of Omicron, and brought forward a target to give over-18s a booster jab by one month to the end of December. “No-one should be in any doubt: there is a tidal wave of Omicron coming,” he said in a televised address, after the country’s medical advisers raised the Covid Alert Level due to a “rapid increase” in infection from the variant. Johnson, under pressure because of claims he and staff flouted Covid restrictions last Christmas, called the spread of the mutation “an emergency”, as Omicron was doubling every two to three days. “We know from bitter experience how these exponential curves develop,” he added. The increase in the five-stage Covid Alert Level from three to four comes after a further 1,239 confirmed cases of the variant were recorded on Sunday. That brings the total number of UK cases of Omicron to 3,137 -- a 65
of the Zhejiang provincial centre for disease control and prevention. Local authorities have imposed restrictions on public gatherings and travelling out of the province to prevent the virus from spreading further, it said. The province has a population of 64.6 million. The Chinese mainland recorded 101 confirmed COVID-19 cases on Sunday, with 80 linked to local transmissions and 21 from overseas, according to National Health Commission (NHC) data released on Monday. A total of 17 new asymptomatic cases were also recorded and 444 asymptomatic patients remain under medical observation. Magnitude 5.5 earthquake rattles Philippines
MANILA, DEC 13 (IANS): An earthquake with a preliminary magnitude of 5.5 struck Occidental Mindoro province on Monday, the Philippines Institute of Volcanology and Seismology said. The institute said the quake, which struck at 5.12 p.m. local time, hit at a depth of 104 kilometres, about 23 kilometres northeast of Paluan, Xinhua news agency reported. The quake was also felt in Metro Manila, Batangas province, Zambales province on the main Luzon island. The institute said the quake, which was tectonic in origin, is expected to trigger aftershocks but not cause damage.

PESHAWAR, DEC 13 (IANS): The Tehreek-eTaliban Pakistan (TTP) terror group has intensified its targeted attacks on security personnel across the country, after ending a monthlong ceasefire agreement. In the latest such incident, unidentified gunmen shot dead a policeman, who was guarding a polio vaccination team in Khyber Pakhtunkhwa (KP) province on Sunday, making it the second consecutive killing in two days. On Saturday, two men, associated with the TTP, shot dead a policeman, who was guarding another polio vaccination team in the same area. “Two gunmen riding a motorbike opened fire on a policeman who was guarding a two-member female polio vaccination team in Sheikh Uttar area, killing him on the spot,” said Sajjad Khan, district police chief of Tank area. Sunday’s attack was not claimed by any organ-
isation, but the militant group said they had carried out the earlier one. The latest attacks come as the TTP refused to give any extension to the monthlong ceasefire agreed with the Pakistan government. The group accused the Pakistani authorities of violating the terms of the agreement and rejected any possibility of extending the agreement any further. In an audio statement, Noor Ali Mehsud, a senior leader of the TTP, said that no progress was made in the fresh negotiations with government. Mehsud was heard calling on his TTP fighters to restart their attacks as the ceasefire agreement term had ended and that it would not be extended any further. TTP has had a rigid standing against the polio vaccination campaign in the country. It claims that the vaccination campaigns are a western conspiracy to sterilise children.

It is understood that all players tested negative before their game against Norwich on Saturday. But a number of players tested positive before training on Sunday morning. The club has reported the cases to the Premier League and their match against Brentford on Tuesday is now in some doubt, a BBC report said. MUMBAI, DEC 13 (IANS): Ahead of India’s tour of South Africa, which starts from December 26, there is an injury scare which may derail India’s best-laid plans. As per reports, opener Rohit Sharma, who was appointed as vice-captain of the Test team, could miss the Test series due to a leg injury. Sharma had recently replaced Ajinkya Rahane as the vice-captain of the Test side apart from being promoted as India’s white-ball captain. While the extent of Sharma’s injury is not yet known, the report also said that Gujarat opener Priyank Panchal has been alerted by the BCCI. Panchal was the captain of the India A team’s three-four day matches tour to South Africa, where he captained in two matches, registering scores of 96, 24 and 0 in his three innings. “It is learned that Rohit suffered the injury during the net sessions before the India squad entered quarantine in Mumbai, from where they
