KO H I M A , F E B 1 3 (NPN): After the open invitation offered by the NPF to chief minister Neiphiu Rio and the NDPP legislators for both parties to come together, the invite has become a matter of debate and discussion over the speculation of a likely merger between the two regional parties. It may be recalled that the open invitation was made on January 31, by NPF secretary general Achumbemo Kikon who disclosed to media at Kohima that his party’s working committee had decided to extend invitation to the chief minister and all NDPP legislators to “join hands” as it was the desire of all Nagas for both parties to come together. It may be mentioned here that newly-elected UDA chairman TR Zeliang had also told the media that his party had made an open invitation
Voting today in Goa, U’khand, 55 seats in UP phase 2 polls PANAJI/DEHRADUN/ LU C K N OW, F E B 1 3 (PTI): Voting will be held on Monday in all assembly seats in Goa and Uttarakhand, besides 55 constituencies in Uttar Pradesh in the second phase of the state polls, with chief ministers Pramod Sawant and Pushkar Singh Dhami, former CM Harish Rawat and jailed Samajwadi Party leader Azam Khan among the prominent candidates in the fray. The coastal state of Goa, with over 11 lakh voters, has 301 candidates contesting from 40 Assembly seats, while in Uttarakhand, which has an electorate of 81 lakh, 632 candidates, including 152 independents, are in the fray from 70 seats. Traditionally the two states have seen bipolar politics, but they are witnessing a multi-cornered contest this time with the Aam Aadmi Party (AAP) throwing its hat in the ring. The Trinamool Congress (TMC) and other smaller parties are also vying to make a mark on Goa's electoral scene. In the politically crucial state of Uttar Pradesh, as many as 586 candidates are in the fray from 55 seats in this phase spread across Saharanpur, Bijnor, Moradabad, Sambhal, Rampur, Amroha, Budaun, Bareilly and Shahjahanpur.

Asked to comment about the matter, State BJP president and minister Temjen Imna Along told Nagaland Post on Sunday that this development was made known to the central leaders. He said being a national party, the BJP does not react to any matter immediately but reaffirmed that BJP was committed to the pre-poll alliance with NDPP and would stand by it. Since all political parties including NPF have now come under the umbrella of United Demo-
cratic Alliance (UDA) government, Imna Along said anything that takes place would happen only under the directive of BJP central leaders. Another senior BJP leader disclosed that the central BJP leaders had asked the State unit to adopt a “wait and watch” on the issue. The BJP leader said that the Centre was more focussed and serious on resolving the Naga political issue. Meanwhile, when asked about the proposal, NDPP president Chingwang Konyak said no official offer had been received from the NPF for merger and therefore refused to be drawn into the matter. He remarked that even if his party received any such invitation, the matter would have to be discussed at the appropriate levels and the party members consulted keeping in mind the pre-poll alliance agreement with BJP.

DIMAPUR, FEB 13 (NPN): Nagaland on Sunday recorded 23 fresh Covid-19 positive cases while tow more deaths were reported in the last 24 hours. Of the fresh cases, 12 were from Kohima, 10 in Dimapur and one in Mokokchung, taking the total caseload to 35196. Further, two more patients succumbed to the infection in Dimapur, pushing the death toll to 752 (including 4 non-Covid deaths but with positivity). As on February 13, a total of 1427891 persons had been inoculated against Covid-19 (807389 first dose and
619902 second dose) while 18620 received their booster shot. Altogether, 55885 teenagers have also received their first dose of Covaxin. India registered 44,877 new cases of Covid-19 in last 24 hours, taking the daily positivity rate marginally down to 3.17 per cent, the Union health ministry bulletin showed on Sunday. A total of 684 people succumbed to the viral infection in the span of one day, taking the death toll to 5,08,665. The cumulative total infections in the country now stands at 42,631,421, while the active caseload is currently at 5,37,045.
DIMAPUR, FEB 13 (NPN): Central Nagaland Tribes Council (CNTC) has asked engineer-in-chief of PWD (R&B) not to award any contract for the Foot Hill Road (FHR) to contractors/firms who bid below the SOR in order to maintain good workmanship quality. In a statement, CNTC insisted that entertaining abnormal rates from contractors or firms should be avoided by all means so that reliable and judicious execution of quality works could be carried out. Standard specifications and proper code of ethics must be followed at any cost as adherence to standard process and practices in addition to usage of advance equipment and technology by firms with sound financial and technical knowledge would benefit the whole State and boost the economy, the statement reasoned.
GUWAHATI, FEB 13 (AGENCIES): With some election surveys forecasting a hung assembly in Manipur, chief minister Biren Singh has ruled out the possibility despite the February 28 and March 5 polls being a multi-corner fight, with regional parties like the NPP, NPF and new entrant JD(U) fielding some strong candidates. Singh said his party BJP, which faced an intense backlash within over its choices of candidates last month, has been calculative in its strategy and has focused on the winnability of its nominees. NEW DELHI, FEB 13 (IANS): Centre has decided to continue the umbrella scheme of Modernisation of Police Forces (MPF) of states and the union territories for the period 2021-22 to 2025-26 with a total central
financial outlay of Rs 26,275 crore in the Union Budget 2022-23. This scheme comprises all relevant subschemes that contribute to modernisation and improvement with a total Central financial outlay of Rs 26,275 crore, the Ministry of Home Affairs said on Sunday. According to MHA, the provision has been made under the schemes for internal security, law and order, adoption of modern technology by Police, assisting States for narcotics control and strengthening the criminal justice system by developing a robust forensic set-up in the country.
A sum of Rs 4,846 crore has been allocated for modernisation of the state police forces while Rs 2,080.50 crore has been approved for modernisation of forensic capacities enabling independent high-quality forensic sciences facilities in the states and UTs for aiding scientific and timely investigation through modernisation of resources. The Central outlay of Rs 18,839 crore has been earmarked for security related expenditure for Jammu & Kashmir, insurgency affected North Eastern states and Left Wing Extremism (LWE) affected areas, MHA said.

Over 12.37 cr unutilised vax doses in states NEW DELHI, FEB 13 (ANI): Centre on Sunday said that more than 12.37 crore unutilized COVID-19 vaccine doses are still available with the States and Union Territories (UTs). According to the Health ministry, 1,70,95,24,720 vaccine doses have been provided to States and UTs so far through the Government of India (free of cost channel) and through direct state procurement category. However, 12,37,14,841 doses were still available with the States and UTs.
Govt working to tighten MGNREGA scheme to plug ‘leakages’ NEW DELHI, FEB 13 (PTI): Centre is working to tighten the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme as “tremendous leakages” have been noticed in the flagship rural jobs programme for the past two years, a top official said. Centre has allocated Rs 73,000 crore for 2022-23, which is 25 per cent lower than the Rs 98,000 crore provided in the revised estimate (RE) for the current fiscal. The allocation for the next fiscal is same as was
budget estimate (BE) for the current fiscal, which will end in March 2022. The official said in the last two years, RE has been higher than BE significantly and it has been noticed that tremendous leakages are going on and middlemen are taking money for enrolling names of beneficiaries under the scheme. “Direct Benefit Transfer has succeeded in reaching money directly to the person, but still there are human systems... . There are middlemen who are telling

During the first Covid-19 lockdown, when the scheme was ramped up and given its highest-ever budget of Rs 1.11 lakh crore, higher

For the next financial year, the budget allocation is Rs 73,000 crore, while the revised estimates for the current fiscal pegs the expenditure at Rs 98,000 crore. MGNREGA is aimed at enhancing livelihood security of households in rural areas of the country by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.

ABG shipyard scam ‘biggest banking fraud’, says Cong NEW DELHI, FEB 13 (AGENCIES): Congress on Sunday questioned the Modi government as the massive ABG Shipyard scam came out in the open after the CBI booked ABG Shipyard and its former chairman and managing director Rishi Kamlesh Agarwal for allegedly cheating a consortium of banks led by State Bank of India to the tune of Rs. 22,842 crore. The party has also accused the Modi dispensation of complicity, collusion and connivance in the alleged fraud by the Gujarat-based ABG Shipyard, which it dubbed as “India’s biggest bank fraud”. Counting all the bank fraud cases in recent years, Congress spokesperson Randeep Surjewala said now Rishi Agarwal is added to the long list of bank defaulters Nirav Modi, Mehul Choksi, Lalit Modi, Vijay Mallya, Jatin Mehta, Chetan Sandesara etc. The Congress publicly held a press conference and warned the government that ABG Shipyard is a scam in 2018, Surjewala said. Asking why it took the government five years to take action against ABG Shipyard, the Congress alleged that in 2007 ABG Shipyard was
allotted 1,21,000 square metres of land by the Gujarat government when Narendra Modi was the chief minister. On Saturday, CBI conducted searches at 13 locations at Surat, Bharuch, Mumbai and Pune leading to the recovery of incriminating documents. SBI filed the first complaint, in this case, on November 8, 2019. The investigation agency sought more details and the complaint reportedly missed details like the time of the fraud, modus operandi etc. The bank then filed a fresh complaint in August 2020. After scrutinising the complaint, the CBI filed an FIR on February 7. Bank frauds of Rs 5.35L cr occurred under Modi govt: Rahul Gandhi PTI: Congress leader Rahul Gandhi on Sunday alleged that bank frauds to the tune of Rs 5.35 lakh crore have taken place during the BJP government and that these are good days only for Prime Minister Narendra Modi’s “friends”. “Bank frauds of Rs 5,35,000 crore have happened so far during the Modi era-- in 75 years there has never been such a fraud with the money of people of India,” Gandhi said on Twitter.
