SIT prelim report can’t be made public: ADG

KOHIMA, JAN 13 (NPN): Amidst the growing clamour to make the Special Investigation Team’s (SIT) preliminary report on Oting-Tiru incident public, additional director general (law & order) Sandeep M Tamgadge has clarified that this was not legally tenable. Addressing a press conference at police headquarters (PHQ) here on Thursday, Tamgadge, who is also supervising the SIT, explained that once FIR was registered under Section 154 CrPC, it was submitted to the court of law and the result of the investigation, in any form, by an investigation agency was supposed to be shared only with the court. Therefore, he pointed out putting the preliminary report in public domain, especially when the investigation was incomplete, was not legally tenable. have been collected from the site and sent to Guwahati and Hyderabad forensic science laboratories (FSL) for tests, whose were results were awaited. Mentioning that it was difficult to say how much more time the FSLs would take to share their reports, he said one SP-ranked officer has been entrusted with the task of constantly following up with the labs. He claimed that special requests have been made to the labs to expedite their scientific analysis considering sensitive nature of the case. He said the SIT would prepare its final report after
the results of the forensic tests were received, adding that the final report would then be submitted to special court, Mon. “As soon as we receive these reports, which are very crucial reports, we will be in a position to start preparing the final report which will be submitted to the honorable competent special court,” he said. He mentioned that criminal investigation was a “technical-legal procedure” carried out under Chapter XII of CrPC. Claiming that the investigation by SIT was largely over, Tamgadge said only cyber forensic probe
was underway now. He mentioned that multiple call detail records (CDRs) have been collected of multiple phone numbers, adding that CDR analysis too was by and large over. He said that the SIT had worked overtime racing against time to complete the preliminary investigation. He said the team examined over 85 civilian witnesses, including those injured at Mon, Dimapur and Dibrugarh, villagers, government officials, drivers, etc. He mentioned that notices were issued to Indian Army under Sec. 91 seeking important documents, which were duly provided and from which the team got details of the personnel involved in the incident. Fur ther, summons were issued under Section 160 CrPC and 37 officers and other ranks of the army and Assam Rifles were examined, he added. KOLKATA/ NEW DELHI/GUWAHATI, JAN 13 (PTI): At least seven people were killed and more than 45 injured when 12 coaches of the Bikaner-Guwahati Express train derailed and some overturned near Domohani in West Bengal's Jalpaiguri district on Thursday, an official said. The accident occurred around 5 pm in an area under the Alipurduar division of Northeast Frontier Railway, an NFR spokesperson said in Guwahati. “Seven passengers have died so far. We recovered four bodies from the accident site while three people died in hospital,” Jalpaiguri District Magistrate Moumita Godara Basu said, adding at least 45 passengers were injured in the accident. “Since some of them are in a critical condition, the death toll may go up. NEW DELHI, JAN 13 (PTI): Prime Minister Narendra Modi on Thursday interacted with chief ministers over the COVID-19 situation in the country and stressed on local containment of the virus spread as well as ensuring minimum damage to livelihood while making strategies to deal with the surge in cases due to the Omicron variant.
In his remarks at the meeting, the prime minister underlined the importance of vaccination and the need to further accelerate the 'Har Ghar Dastak' programme to achieve 100 per cent vaccina-tion coverage. “We have vaccinated nearly three crore adolescents within 10 days and this shows India's potential and our preparedness to
deal with this challenge,” Modi said. The prime minister said that vaccines made in India are proving their superiority all over the world. “It is a matter of pride for every Indian that today India has given the first dose to about 92 per cent of the adult population. The coverage of second dose has also reached around 70 per cent
in the country," he said. Modi said the central and state governments must continue with pre-emptive, pro-active and collective approach followed so far in fighting the pandemic. “The sooner we give precautionary dose to frontline workers and senior citizens, the stronger our healthcare system will become,” he said. Modi asserted that it is very important to safeguard the economy and livelihood of common people while framing Covid strategies. “There should be minimum damage to the livelihood of the common people, economic activities, and the momentum of the economy be maintained. It is very important to keep
these things in mind while making any (containment) strategy,” Modi said. “So it would be better to focus more on local containment,” he added. Modi said 130 crore people of India will surely emerge victorious from the coronavirus pandemic with their collective efforts. The doubts that were there earlier about Omicron are slowly getting cleared now, he noted. The Omicron variant is infecting the general public many times faster than the earlier variants, he added. "We have to be alert, be careful..," Modi said. Home Minister Amit Shah and Health Minister Mansukh Mandaviya also attended the meeting.
NEW DELHI, JAN 13 (AGENCIES): With hardly a month left for Assembly polls in Manipur, security agencies have been alerted about a big security threat of insurgents from Myan-mar planning terror acts in the poll-bound state, The New Indian Express report stated. Highly placed sources said an insurgent group based in Myanmar was trying to carry out ter-ror attacks in Manipur in coordination with Northeastbased militant outfits. The sources also said insurgent groups such as NSCN K (YA) and PLA have been trying to set up
new bases in Myanmar and that they are trying to create disturbance in the Northeast just before the polls. According to intelligence inputs, insurgent groups, as part of their terror operations, are plan-ning to attack security forces in Manipur. Additionally, intelligence agencies believe a new batch of highly trained recruits belonging to ULFA(I) has infiltrated into Assam. “It was brought to our notice that senior leaders of NSCN (K-Y/A) held a high-level meeting in a nearby village in Myanmar to plan retaliatory attack on the forces, which carried out
a precision attack against the group in June 2018,” a senior security official said. There are active insurgent groups in Assam, Manipur, Arunachal Pradesh and Nagaland which have not yet entered into a ceasefire agreement with the Centre. These include ULFA (I) in Assam, NSCN-K (YA) in southern Arunachal Pradesh and Nagaland, and Imphal Valley-based insurgent groups like the People’s Liberation Army, People’s Revolutionary Party of Kangleipak, Kanglei Yawol Kanna Lup and the United National Liberation Front.

DIMAPUR/GUWAHATI, JAN 13 (NPN/IANS/ PTI): Assam and Nagaland Governor Prof. Jagdish Mukhi tested positive for Covid-19, Raj Bhavan officials said on Thursday. The Governor, after being tested positive for the infectious virus, was admitted at the Apollo Hospital in Guwahati on Wednesday evening. "Prof. Mukhi is now in a stable condition," they said, adding that his wife has tested negative and is staying at Raj Bhavan. Mukhi's medical parameters are within normal range and he is asymptomatic, the official said. Taking to twitter, Nagaland chief minister Neiphiu Rio wished Prof. Mukhi a speedy recovery. “My wishes for a speedy recovery of the Honourable Governor of Nagaland and Assam Prof. @ jagdishmukhi who tested positive for COVID-19. Prayers for your good health”, Rio said in a tweet. Assam chief minister Himanta Biswa Sarma also wished the Governor a speedy recovery.
DIMAPUR, JAN13 (NPN): In one of the biggest surprises of the new year in the covid front, some 172 air passengers on arrival at Dimapur airport on January 10 were initially tested positive for covid but the confirmed reports were expected in a day or two. Nagaland on January 12 recorded massive spike of 199 positive cases. A senior doctor, speaking to Nagaland Post, said there would be no surprise if most or all of the positive reports were due to Omicron. The doctor said Omicron is very infectious and spreads
very fast even without contact. However, he explained, that though very infectious, Omicron did not cause severe symptoms as the Delta variant. Though adherence to covid protocols continue to be the standard safeguard for protection with the larger objective of breaking the transmission chain; Omicron virus, which are much smaller can be airborne as they are reportedly smaller in size. New research has revealed that Omicron can evade the antibodies generated by vaccines or by treatments administered for Covid-19, however it is neutralised by a booster
vaccine. Reports of infection with the new variant have suggest Omicron symptoms are different to the other COVID-19 strains. A team of researchers in the UK found that the top symptoms for Omicron were a runny nose, a headache, fatigue, sneezing and a sore throat. As with all other Covid strains, the Omicron variant can still cause severe disease or death, particularly for those who are clinically vulnerable. State logs 86 fresh cases: Nagaland on Thursday recorded 86 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 77 were
from Dimapur, six in Kohima and three in Peren, taking the total caseload to 32616.
India logs over 2.4L cases PTI: India logged 2,47,417 new coronavirus infections, the highest in 236 days, taking the total tally of COVID-19 cases to 3,63,17,927 which includes 5,488 cases of the Omicron variant, according to the Union Health Ministry data. The country saw a single day jump of 620 cases of the Omicron variant, the highest so far, taking the total tally of such cases to 5,488, out of which 2,162 people have recovered or migrated so far.

DIMAPUR, JAN 13 (NPN): Nagaland lost a total of 235 sq km forest cover in two years, as per the India State of Forest Report (ISFR) 2021 released by Minister for Environment, Forest and Climate Change, Bhupender Yadav, on Thursday. The report prepared by the Forest Survey of India (FSI) has been mandated to assess the forest and tree resources of the country. Nagaland with geographical area 16,579 sq km has 234 sq km reserve forest and 8,623 sq km of unclassed forest, which includes all forest other than reserve forest and protected forest. State has 8,623 sq km of recorded forest areas, which is 52.01% of geographical area. According to the report, total forest cover in north-eastern states reduced by 1,020 square kilo-meters in the last two years. It revealed that the north-eastern states have a total forest cover of 1,69,521 square km, out of their total geographical area of 2,62,179 sq km, which is 7.98 per cent of the country's geographical area. The forest cover in the eight north eastern states accounts for 23.75 per cent of the total forest cover of the country.
Arunachal Pradesh lost the maximum forest cover of 257 sq km, Meghalaya lost 249 sq km, Mizoram 186 sq km, Meghalaya 73 sq km, Assam 15 sq km, Tripura 4 sq km and Sikkim lost one square kilometre forest cover. ISFR2021 divides forests into distinct categories according to density of canopy: very dense forest (VDF), moderately dense forest (MDF) and open forest (Open). The total forest and tree cover of the country is 80.9 million hectare which is 24.62 percent of the geographical area of the country. As compared to the assessment of 2019, there is an increase of 2,261 sq km in the total forest and tree cover of the country. Out of this, the increase in the forest cover has been observed as 1,540 sq km and that in tree cover is 721 sq km. In terms of forest cover as percentage of total geographical area, the top five States are Mizoram (84.53%), Arunachal Pradesh (79.33%), Meghalaya (76.00%), Manipur (74.34%) and Nagaland (73.90%). 17 states/UTs have above 33 percent of the geographical area under forest cover.
