IMPHAL, NOV 13: Shattering the peace in Manipur, the Commandant (CO) of 46 Assam Rifles Col. Viplav Tripathi, his wife and their 9-year-old son were killed, including four other jawans when militants ambushed a convoy of the 46 Assam Rifles at Sialsi village under Behiang police station of Churachandpur district Manipur on Saturday morning. Col. Viplav Tripathi,

his wife Anuja, and son Abeer died on the spot along with three other jawans. One of jawan reportedly died while being evacuated to the nearest medical facility. The slain jawans have been identified as Riflemen-- Suman Swargiary, Khatnei Konyak, RP Meena and Shyamal Das. Six jawans were also seriously injured in the attack. The ambush took place at around 10.30 a.m.

Saturday when the CO and the convoy were returning after supervising a civic action programme at a village close to the Indo-Myanmar border pillar No.46. According to reports, the militants resorted to automatic weapons fire at the convoy after triggering IED blast. Police said that the six injured personnel were rushed to Imphal for medical aid. An injured trooper was shifted to Shija hospital in Imphal while three were

admitted at Army hospital at Leimakhong and two under medical care at the unit hospital of IGAR (South) in Imphal. Police suspected that the rebels may have escaped towards Myanmar after launching the attack, taking advantage of the porous international border. Additional security forces were rushed to the area and a massive operation was launched to track the militants, the police said.

Informing this in a joint statement issued to the media, RPF deputy secretary (publicity) Roben Khuman and MNPF secretary (publicity) Thomas Numai said that attack was carried out by a joint team under the command of the chief of army staff of the “war office”. The militants also claimed that they were not aware of presence of the army officer’s wife and son in the convoy. They said that the Indian security forces must avoid taking family members while moving as the place was a disturbed area.

NEW DELHI, NOV 13 (AGENCIES): As the Assembly polls in five states are nearing, the latest round of ABP-CVoter pre-poll survey shows that the BJP’s road to victory will be a difficult one. Even as the survey predicts victory for the saffron party in Uttar Pradesh, it will suffer a huge loss in seat-share while the party and its allies will struggle to win even a single seat in Punjab. The poll was conducted with a sample size of 1,07,193 people across 690 seats with a margin of error of +/- 3% to +/- 5%. Let’s take a state-wise look at what the latest projections suggest for the forthcoming assembly polls scheduled to be held early next year. Uttar Pradesh: The pre-poll survey indicates that the BJP and its allies will manage to retain its place in the state, despite losing about 108 of its seats. The BJP+ is projected to win around 217 seats (213221), Samajwadi Party 156

seats (152-160), BSP 18 seats (16-20) and Congress 8 (6-10) seats. BJP+ is also projected to garner around 40.7 per cent of votes, SP+ 31.1 per cent, BSP 15.1 per cent, and INC 8.9 per cent. The projected range of seats for BJP+ is 213-221 and for SP+ 152-160. The loss for the BJP, thus, seems to be a direct gain for the Samajwadi Party. Punjab: In Punjab, the Congress and Aam Aadmi Party may involve in a neckand-neck contest with none of the parties touching the majority mark, leaving the Independent candidates to be kingmakers, as per the latest survey. Sendimeren Aonok also spoke on the effectiveness of the vaccine and informed that as per the study of NHAK on how effective the vaccine was, it found out that out of 76 total deaths in NHAK in the second wave, only one was fully vaccinated. NHAK obser ved that many patients with co-morbidities but fully vaccinated admitted in ICU, NHAK recovered within three-four days. Dr. Sendimeren with the experiences faced as the incharge of ICU NHAK said that the purpose of the vaccine was to avoid the severity of Covid symptoms in a patient. He therefore appealed to the gathering to spread the awareness and to get the vaccine.

FOB organises outreach prog at SCC Tuensang

DIMAPUR: An outreach programme on “azadi ka amrit mahotsav” was organised by Field Outreach Bureau, Tuensang Ministry of Information and Broadcasting government of India on November 11 at Sao Chang College (SCC) Tuensang. PPVC holds council meeting; adopts five-point resolution DIMAPUR: Padum Pukhuri Village Council (PPVC) held a meeting on November 5 adopted a five-point resolution and after deliberation. DIMAPUR: National People’s Party (NPP) Nagaland unit held its annual general meeting at Hotel Saramati Dimapur on November 12 where the party president Dr. Andrew Ahoto Sema welcomed new members and office bearers to the party fold. Monthly DPDB meetings held in three districts DIMAPUR: Kiphire District Planning & Development Board (DPDB) meeting was held on Friday in the conference hall of the deputy commissioner (DC), Kiphire under the chairmanship of chairman DPDB Kiphire, T Yangseo Sangtam, MLA. According to a DIPR report, chief medical officer, Kiphire Dr. Motsuthung Patton highlighted the status of COVID-19 vaccination in the district and informed that the percentage was very low as compared to other districts. He said that due to rumours and other issues among the public, the medical team could not conduct vaccination in some villages. CMO informed that till date only seven villages had achieved 100% vaccination and five villages were yet to start the vaccination. Dr. Patton added that the medical team with the help of NGOs were conducting awareness campaigns in the targeted villages. Yangseo Sangtam lamented that Kiphire was not only the lowest vaccinated district in the state but also in the country. In this regard, he encouraged Church leaders, NGOs and tribal leaders to educate the people on the importance of vaccines and asked them to go for door to door campaign. The MLA thanked agri & allied departments for rendering their services to the public and urged them to assist the farmers especially during the water scarcity. 15K Myanmarese sheltering in Mizoram likely to be recognised as ‘tourists’

AIZAWL, NOV 13 (IANS): The 15,000 men, women and children, who have taken shelter in Mizoram from coup-hit Myanmar, are likely to be treated as “tourists” not refugees, a parliament member from the northeastern state said. The decision of the government is significant as the Union Home Ministry had sent out an advisory earlier to four northeastern states -- Mizoram, Manipur, Nagaland and Arunachal Pradesh -- which share a 1,640-km unfenced border with Myanmar, saying that the states and Union Territories have no power to grant “refugee” status to any foreigner, and India is not a signatory to the UN Refugee Convention of 1951 and its 1967 Protocol. The majority of those who have taken shelter belong to the Chin community, also known as the Zo community, who share the same ancestry, ethnicity and culture as the Mizos of Mizoram. According to the official records, the Myanmar refugees mostly take shelter in six Mizoram districts -- Champhai, Lawngtlai, Siaha, Serchhip, Hnahthial and Saitual -- with Champhai housing the highest number of over 7,500 while there are immigrants in the remaining five districts too. As many as 1,650 people are in Aizawl district. According to district administration and police officials, the refugees from Myanmar, specially from Chin state, are crossing over to Mizoram’s southern and eastern border districts.

Maha govt starts process to suspend Param over extortion cases MUMBAI, NOV 13 (PTI): The Maharashtra government has initiated the process to suspend former Mumbai police commissioner Param Bir Singh and another police officer after they were named as accused in extortion cases, an official said on Saturday. The process began after a proposal was sent by the Director General of Police (DGP) to the state home department a few days ago, he said. In September, DGP Sanjay Pandey had sent a proposal to suspend Singh and other police officials named in alleged extortion cases, but the home department sought specific information about the role of each accused officer. custody for further probe, which was allowed by the court till November 15. The dismissed policeman was in judicial custody after his arrest in March by the National Investigating Agency (NIA) in the Antilia bomb scare and Mansukh Hiran murder case. The complainant Agarwal had alleged that the accused had extorted Rs 9 lakh from him for not conducting a raid on two bars and restaurants, which he ran in partnership, and also forced him to buy two smartphones worth around Rs 2.92 lakh for them. The incident occurred between January 2020 and March 2021, police had earlier said.

Chouhan hailed Rani Kamlapati as the pride of the Gond community and the last Hindu queen of Bhopal, whose kingdom was usurped by Afghan commander Dost Mohammed by deceit. Crisis in health system

I

t was a piece of good news or say, achievement which the government wanted to milk when the newly constructed pre-fabricated two-storeyed Acute Care Facility (ACF) was formally inaugurated on November 12. The construction of the pre-fabricated hospital block took some five months, whereas the government had in June this year, announced that the work would be completed within three months (September). The Rs.30 crore double- storeyed ACF was renamed as Acute Care Hospital Block (ACHB). The story unfolded during the height of the second pandemic wave when the project was made known. It was probably to add some positivity to the negative image earned during the first wave when hundreds of crore rupees were spent on emergency basis to fight the covid pandemic. There were at least three Public Interest Litigations (PILs) filed against the Department of Health & Family Welfare over alleged gross malpractices, irregularities and corrupt practices in award of contract and supply works. Anyway, the court will take the call when it delivers is judgment. The government tried to win brownie points at the inauguration by maintaining that the critics and their ilk made unwarranted allegations when the work was being done. It may be recalled that the NPF had raised serious questions about the project by demanding to know what were the due processes followed in awarding the contract to M/s Glocal Healthcare Systems Pvt.Ltd? The NPF also wanted to know under what head was the fund allotted ? Responding to the allegations, what the government said in effect was the firm selected itself. Actually, the government said the firm had presented a power point to sell the project after which it got the nod to go ahead with the work. The money was made available (example of when the government decides to have a political will) by invoking provisions of Disaster Management Act, 2005. It appears that the firm became the beneficiary of a “goodwill” from important people in the government. After NPF joined the government to form the controversial “all-party government”, the matter was submerged under the plea of political unity. However, the issue was also raised later by the nascent political party- Rising Political Party (RPP). The party claimed that Rs.30 crore for a prefab construction was too much. It claimed that the firm-M/s Glocal Healthcare Systems Pvt Ḷtd.is not a construction firm but a health care provider. According to the website, Glocal Healthcare Systems Pvt. Ltd “is a technology and process-based platform that seeks to make healthcare affordable, accessible and accountable”. The statement also says that Glocal Healthcare’s hospitals have provided treatment to COVID-19 patients in acute care units. The site also stated that Glocal Healthcare has deployed its telemedicine platform to screen suspected COVID-19 patients. Perhaps confirming what the RPP claimed, the site also admitted that Nagaland project was to be the first construction venture of the company. If a firm involved in construction, then it should be registered under CPWD or NPWD otherwise, it would be tantamount to throwing engineering rules to the dust bin. The ACHB has a longevity of 20 years and should prove beneficial in providing better health facilities, which is crucial. However, several questions raised about norms being violated does no credit to the government.

It is because of our trusting in experience that we see the steadfast impatience of the Holy Spirit against unbelief. All of our fears are sinful, and we create our own fears by refusing to nourish ourselves in our faith. How can anyone who is identified with Jesus Christ suffer from doubt or fear! Social sciences have a problem of geographic diversity I n a recent column for Project Syndicate, renowned economist Dani Rodrik, wrote: “Economics is currently going through a period of soul searching with respect to its gender and racial imbalances. M a n y n ew i n i t i a t ive s are underway in North America and Wester n Europe to address these problems. But geographic diversity remains largely absent from the discussion. Economics will not be a truly global discipline until we have addressed this deficit as well…” Ro d r i k ’s r e m a r k here: particularly on the “under-representation of voices in economics from the developing world” merits deeper reflection and introspection, not just say within the context of economics-economists, but for other social sciences too. It is true to acknowledge how instrumental it was for scholars like Joseph Stiglitz to work in developing nations like Kenya, where he was “struck by various oddities in how its local economy operated”. S t i g l i t z ’s s e m i n a l theories on “asymmetric information”, for which he later won a Nobel was vital in shaping his ideas on the “economics of information”. In a similar vein, Alber t O Hirschman’s experience in Nigeria offered him useful insights which shaped his work in Exit, Voice and, Loyalty. Thomas Piketty has something similar to add about his experience of working/being in Indiaand his ideas on studying (and understanding) the multi-faceted nature of “inequality”. One’s lived experience of having worked or spent time in a developing country surely matters. Travel, exposure and collaborative engagements are key in the complex process of “ideation”, knowledge

creation, and also, in its subsequent dissemination. However, the underlying spatial politics of power – its asymmetric focus on those residing in the global Northsignificantly affects/shapes the politics of “knowledge dissemination” too. I say this because having taught – and researched – in economics while exploring its interdisciplinary boundaries and applications for ten years, with three regular visiting roles and positions in universities across Canada, Cambodia and South Africa, my personal lived experience, has taught a few of us the instrumental value of “building networks”, as a way to bridge the gulf present for developingcountry scholars in representing their work, while addressing the biases from the spatial politics of knowledge dissemination. ‘Network effects’ The “value” of creating such academic “network effects” goes beyond the credits of g reater re presentation (or getting heard) as their vitality stretch to many other areas that shape the academic profile and qualifications of a scholar: in receiving academic fellowships, post-doctorate positions, opportunities for grant-based funding. For a social scientist working in a developing country without the benefit of such “networks” or established contacts with scholars working in North America-Europe-Australia, the chances of having a body of original work – irrespective of the degree of its novelty – published in a journal (much celebrated within a discipline) is beyond difficult. Worse, as pointed out recently, the degree of a hegemonic-homogeneity prevalent in the prescriptive use of a certain methodological design for “journal submissions” by editorial teams (and its

reviewers-also from the Global North) is deeply entrenched in econ-centric j o u r n a l s. I n a r e c e n t scenario, I discussed how difficult it has become for other experimental designs, or well-grounded “ethnographic-based” research studies to be accepted for review – and publication – in econjournals. As Rodrik adds: “The leading economics journals are populated predominantly by authors based in a handful of rich countries. The gatekeepers of the profession are s i m i l a r ly d r aw n f r o m academic and research institutions in those same countries. The absence of voices based in the rest of the world is not merely an inequity; it impoverishes the discipline.” In a recent paper, Jacob Greenspon and Dani Rodrik have tried to analyse the locational pattern of authorship in leading economics journals. They base their analysis on Fontana et al’s (2019) database, constructed using information from the ISI, Web of Science and JSTOR Digital Library. Uneven geographic distribution The database includes 3,22,279 articles, 2,15,203 u n i q u e a u t h o r s, a n d more than ten thousand journals over the period 1985-2016. Fontana et al’s focus is on the geographical diffusion of frontier knowledge. They provide summary statistics of the geographical distribution of authorship for only the top-seven journals. And since they explore trends in forward citation counts, their analysis focuses on articles published until 2012 only. They also do not present disagg regated country or regional information beyond the United States, Europe and the rest of the world. Greenspon and Rodrik are

able to use their rich data set to generate additional results of interest, with a finer geographical and journal classification and longer (more recent) time coverage. The results shown in the figure above point to striking imbalances in the geographic distribution of authorship. Perhaps not surprisingly, developing country authors are greatly under-represented. But what is perhaps more surprising is that their under-representation in economic journals is out of proportion to the weight of their country or region in the global economy. The share of developing countr y authors in top-10 journals is significantly lower than the share of their respective regions in global GDP – a discrepancy that is most marked for East Asia and South Asia. While authors based in China have steadily increased their participation in top jour nals, their representation still falls far short of the country’s share in the world economy, by an order of magnitude (1.5% versus 16%). Meanwhile, Western and Northern European a u t h o r s h ave m a d e substantial gains, despite the declining relative economic power of Europe. Hence there is only a poor correlation between c h a n ge s i n e c o n o m i c resources and access to top journals. Financial constraints may not be necessarily the main factor that prevents geographical diversity. While the experience of Norther n and Wester n Europe provides some encouragement, it seems also to be the case that once networks and hierarchies are established, it becomes difficult to break into them. ‘Ranking obsession’ Adding to this, in context to India, private universities, in an

increasingly competitive and commodified education market space, are now desperately striving for better/higher “institutional rankings”, where a proliferated expectation to have “research publications in Scopus-like indexed journals” has become the standard norm. Institutions are happy to design performance incentives (or give tenure to faculties) based on the publication record within these “indexed” spaces alone, which are administered by the rules of the game by those placed in the global North. Higher educational institutions with greater publications, citations from “impact-factor” based journals surely have a better chance to do in these rankings (check QS World University Rankings or THE World University Rankings metrics for example), which have other metrics of evaluation too, but the performance in categories of “research”, “international reputation”, “grants” take precedence in determining the “credibility” of an institution and its scholars. All of which, requires compulsive “networkbuilding” with scholars and institutions of the global North as a tool to survive-and-thrive (not just for individual scholars but also for institutions located in the developing world). The collateral damage of this compulsive “ranking obsession” and “metric fixation” – at least in the higher education landscape in India- can be observed for the lesser regard being put to the other essential functioning in an academic scholar’s life: the time and energy put towards “teaching”, “pedagogy”, “curriculum development”, “mentoring”, and in pursuing real collaborations – driven by a mutual appreciation for catering to a larger public good.

Disproportionate access Y e s , s o m e “benchmarking” or moving towards a (quantified) vision to excel, developing robust research capacity is vital for an educational institution’s growth-evolution (more so for those in countries where national/state-funded endowments are limited). Still, the personal and professional struggle i nvo l ve d f o r s c h o l a r s – living/residing in developing nations – to publish in a certain category of journals, present at a certain group of workshops, be affiliated to a certain category of “institutions” that is part of an attempt to quantify, industrialise a for mulaic approach to “academic success”, merits wider discussion and policy-focus. Such an approach, stemming from the asymmetricspatial politics of power, is counterproductive for an organic promotion of creative, original work in/across social science, and in the process of its knowledge dissemination. It is somewhere comforting to see scholars of “privileged access” like Dani Rodrik, Greenspon et al recognising some of these complex issues, to speak – and also do something about them in platforms such as the International Economics Association where scholars from outside North America and Europe are particularly encouraged to share-present their work. Still, a lot more needs to be done to address the economics’ – and social sciences’ – problems of geog raphical diversity rooted in the “spatial politics of power” in academia. With companies investing significantly both in terms of time and money, the onboarding phase plays a key role in shaping the attitudes of the employees towards the brand. Companies today have the added pressure of dealing with candidate renege, especially when there is little or no engagement between the offer date and the date of joining. Gone are the days when manual, classroom inductions, and elaborate for m-filling constituted a 2-3 day long onboarding process. In today’s world, onboarding goes one step beyond and involves engaging new hires even before they actually join the company. The idea is to generate employee loyalty and enthusiasm and then ensure that the new hire remains engaged and contributes to the bottom line faster. Onboarding has evolved to an ongoing process that starts right at recruitment and is more experiential and personalized. A growing emphasis on “teams connect” and “leadership visibility” helps the newcomer feel valued and establishes a sense of social belongingness at the workplace. Research indicates that the trajectory of a new hire’s success is set as early as the first two weeks. This makes onboarding a critical intervention to create a productive talent pool. In fact, onboarding is today looked upon as a strategic intervention to build employee engagement. Here are a few advantages of going online. Automation of compliance related work: The cross-location of hires coupled with a mobile, online and social presence,

makes online a preferred onboarding medium. Online onboarding is location agnostic, it standardizes the content and prevents information overload to the new hires. This helps establish a comfor t level. Here are a few things online onboarding helps ease: Online paperwork/formalities before joining, sharing an e-employee handbook prior to joining, assigning an e-mentor and establish a social connect, setting up e-learning modules, sharing videos or podcasts especially around the brand and culture and connecting new hire to external and internal social channels to stay engaged. Establish a personal connect: The onboarding process must be complemented by a personal touch that makes the new hire feel valued. Do you extend a warm welcome? Do you have a customized new-hire announcement? Is there an opportunity to interact with senior business leaders? Identifying these areas and using both offline and online mediums help in keeping employees engaged. These are some minute, but important nuances to create a strong connection to the brand even before the first day at work. Access to data-driven insights: A data and metricdriven approach to onboarding help measure the effectiveness and efficiency at various stages of the process. Quantification happens in two ways: • To check employee progress: Metrics such as sixmonthly retention, first-year retention, new hire performance etc. are being tracked and correlated to onboarding. • To improve the process execution such as training completion statistics

Access to these insights also enables companies to build a talent pipeline that is not victim to candidate renege. Support your pre-boarding activities: Pre-boarding activities not only help in increasing employee engagement, they also give the candidate a chance to get to know the organization in a meaningful manner. Here are a few examples of activities that companies that engage in: A pre-joining fun challenge (e.g. a quiz), sending the new hire and family some company merchandise, assigning a ‘buddy’ who periodically ‘checks-in’ and converses with the new hire, sharing a simple yet exciting schedule on what to expect in the first few days and scheduling an informal meet-up/video call with the team or lunch with the manager. The idea of pre-boarding activities is to make new hires look forward to joining the organization. HR must help them gel with everyone and make them an inclusive part of the team even before they join. Of course, there are limits on how much information you can share before a person actually joins due to the risk of falling back. Applying wise discretion and strike the balance between openness and caution. A well on boarded employee is often, a loyal and committed employee whose personal goals are well matched with the organizational goals. Building such a devoted talent pool can make all the difference between business instability and progressive growth. NEW DELHI, NOV 13 (AGENCIES): As air pollution in the national capital nears emergency levels, the Delhi government on Saturday announced that schools will be shut for a week, starting Monday and government offices will operate in work from home mode. “For a week from Monday onwards, schools will be physically closed; to continue virtually so that children do not have to breathe polluted air,” announced Delhi Chief Minister Arvind Kejriwal. “Government offices will operate from home (WFH) at 100% capacity for a week. Private offices to be issued an advisory to go for the WFH option as much as possible,” he added. Further, the CM announced construction activities will not be allowed from 14 to 17 November. He said that the state government is working on a proposal for lockdown in Delhi and will present it soon to the Supreme Court. NEW DELHI, NOV 13 (PTI): Amid concerns over misleading claims of huge returns on cryptocurrency investment, Prime Minister Narendra Modi on Saturday chaired a meeting on the way forward on the issue, with government sources asserting that such unregulated mar-kets cannot be allowed to become avenues for “money laundering and terror financing”. It was strongly felt in the meeting that attempts to mislead the youth through over-promising and non-transparent advertising should be stopped, the sources said, signalling that strong regulatory steps are in the offing. “The government is cognizant of the fact that this is an evolving technology, it will keep a close watch and take proactive steps. There was consensus also that the steps taken in this field by the government will be progressive and forward looking,” a

The attached properties include a Gurgaon (Haryana) located multiplex, six commercial properties in Gurgaon and Lucknow (Uttar Pradesh) and two dozen bank accounts and fixed deposits. The book value of these assets is Rs 18.14 crore, it said. “These assets are in the name of Enova Facility Management Services Private Limited and FNM Property Services Private Limited which are benami entities of the Chandras (Unitech promoters Ajay Chandra and Sanjay Chandra),” the agency said in a statement.

Steel prices in India remain competitive compared to international markets: Official KO L K ATA , N OV 1 3 (PTI): Driven by the market dynamics, steel prices in the country have risen but are still competitive as compared to prices of the metal in the international markets, an official said on Friday. Steelmakers in the country have reportedly raised prices of benchmark hot-rolled coil by up to Rs 3,500 a tonne on the back of rising input costs due to soaring coal prices. “Steel prices follow global trends and now stay at a higher level. If compared to international markets, our prices are still low. It is a deregulated sector and market dynamics has an influence on it,” Steel Ministry additional secretary Rasika Chaube, said while addressing a programme organised by CII. Negotiators in the main COP26 hall are meeting in huddles to iron out differences over issues like climate funding and deforestation, BBC reported. COP26 president Alok Sharma told negotiators he wanted a deal done on Saturday. And he said the current draft “really moves things forward.” “At the end of the day, what has been proposed is a balanced package” he said. The key achievements in the agreement so far are the unprecedented inclusion of a commitment to phase-out coal, re-visiting emissions-cutting plans on a more regular basis and increased financial help for developing countries. WASHINGTON, NOV 13 (IANS): A US federal grand jury has indicted Steve Bannon, a one-time adviser to former President Donald Trump, charging him with contempt of Congress after he defied a subpoena by the House select committee investigating the January 6 Capitol riot, the Justice Department announced. Analysts have cautioned Beijing about the US successfully pushing its B3W plan to counter the BRI. Commenting on the B3W, Shi Yinhong, a US relations specialist at Beijing’s Renmin University, said the US plan was “not good news for China”. “All of the stated goals of the B3W, described as a values-driven, transparent and sustainable infrastructure partnership, are obviously targeting China,” Shi told the Hong Kong-based South China Morning Post. Highlighting the BRI’s new strategy, Han said “we should make sure that BRI

adapts to new circumstances and new vitality”. “First, we will lay great emphasis on green belt and road development” giving importance to green infrastructure, green energy and green finance, the senior CPC official said. New railway projects being undertaken under the BRI ensure animal passages, he said. President Xi announced in his recent address to the UN that China will not build new coal-fired power projects abroad. “It is a major decision in response to climate change,” Han said. He said China will lay greater emphasis on the sustainable development of BRI cooperation. “We have published a debt sustainability framework and follow the debt sustainability principle, putting the policy system for debt risk prevention and control and enhancing the quality of the investment,” he said. Re s o l u t i o n 2605 also decides that the peacekee ping mission, k n ow n b y i t s Fr e n c h acronym as MINUSCA, shall maintain its current personnel level -- 14,400 troops and 3,020 police officers, reports Xinhua news agency. The resolution

Genshin Impact’s creators have opened the door for commercial fanfiction writers

Nor mally, writers working with popular franchises have to be very careful if they want to sell their work. While listing a physically bound version of your Harry Potter story for sale online probably won’t get you a cease-anddesist, some creators have acknowledged that they’re relying on their small size to avoid being shut down. While the rules today create a bit of a

gray area (does the word “novel” include printed books, or would those fall under physical merch?), it does seem clear that you could sell Genshin Impact-themed ebooks without any worries. With MiHoYo’s previous rules around merchandise, it was left unclear whether paid fanfiction of any kind counted as something you would need to seek advance permission from the

company to make. Fans selling physical merchandise at conventions or on sites like Etsy have often faced the same fears as fanfiction authors. For some of those people, MiHoYo is updating its policy to be even more lenient — individual fans selling items like T-shirts, cloth dolls, and fan art (but not statues or figurines) inspired by the game can now sell up to 500 units without

having to apply for official authorization. Previously, they were limited to selling 200 units without permission, which will remain the case for fan groups selling merch. In an FAQ section of its post, the company also gives instructions on what to do if you end up going over the limit because you sold more units than expected. While MiHoYo isn’t the first company to allow creators to sell their stories and homemade merch, it’s rare that permission is provided so officially. The company isn’t ignoring its fans, letting them do what they want but without any assurances — it’s laying out a clear path for them to create their own work based on the company’s stories and characters. iHoYo, the company behind the popular free-toplay game Genshin Impact, has given fanfiction writers the all-clear to create their own stories with the game’s characters or universe — even if they want to make money from their works (via Kotaku). Commercialized fanfiction has long existed in a legal gray area, and MiHoYo making clear rules about how fans can sell it and physical merchandise is a big move for such a popular video game. In an update to the rules for fan-made merchandise, posted on MiHoYo’s community site, the company said that “novels or stories written by fans” won’t need to be officially declared, “whether for profit or not.” That means that creators won’t have to fill out any forms letting the company know they intend to profit off of stories written about Genshin Impact.

Apparently there is, claims a new study that found hitting the sack between 10 and 11 p.m. may be the ideal time to cut the risk for cardiovascular trouble. The finding may be worth heeding, since the researchers also found that going to sleep before 10 p.m. or at midnight or later might raise the risk for heart disease by nearly 25%. The raised risk may be traced to the altering of the body’s circadian rhythm — its internal clock, the study authors said. “The circadian system controls daily behavioral and physiological rhythms. Disruption to the circadian rhythm has wide-ranging implications, resulting in poorer cognitive performance and increased risk for various physical and mental health conditions, including cardiovascular disorders,” said lead researcher David Plans. He is a senior lecturer in organizational neuroscience at the University of Exeter, in England. The central clock in the brain controls the circadian rhythm throughout K Y M C

This central clock is calibrated by exposure to light, particularly morning light, which is detected by receptors in the eyes, Plans explained. “When this morning light is detected, the clock is recalibrated. Therefore, if a person goes to sleep very late, they might oversleep and miss this critical period of morning light,” he explained. “If this occurs over an extended period of time, the circadian rhythm will become disrupted. As a result, there will be effects on other behavioral and physiological rhythms, which can be detrimental to health.” Plans cautioned, however, that this study can’t prove that the time one goes to sleep causes heart disease, but it might, if confirmed, be a possible risk

DUBAI, NOV 13 (IANS): After 44 matches across four venues in the UAE and Oman, the ICC Men’s T20 World Cup has reached its last destination: the finale. Vying for the silverware at the Dubai International Stadium on Sunday will be neighbours Australia and New Zealand, two nations separated by the Tasman Sea and the balance of their playing eleven. Whoever wins on Sunday will clinch their maiden silverware in the format. Australia was in the fair distance to win the 2010 edition, only for England to place them second-best. DUBAI, NOV 13 (IANS): South Africa’s Shaun Pollock, Sri Lanka’s Mahela Jayawardene and England’s Janette Brittin on Saturday became the three latest inductees to the International Cricket Council’s (ICC) Hall of Fame. Jayawardena played 652 international matches, comprising 149 Tests, 448 ODIs and 55 T20Is. Only Sachin Tendulkar played more international matches, pipping the Sri Lankan by 12 games. A right-hander who scored runs relentlessly and captained his country’s team, Jayawardene’s 149 Tests are the most by a Sri Lankan, as are his 448 ODIs (12,650 runs at 33.37, 19 centuries) where globally only Tendulkar (463) played more matches. He is Test cricket’s ninth-highest run-scorer with 11,814 to his name at an average of 49.84, making the sixth most Test centuries in the format’s history. Among his 34 centuries is the famous 374 -- Test cricket’s fourth-highest score -- he made in the midst of a record-setting 624-run stand with Kumar Sangakkara against South Africa in 2006. A two-time Cricket World Cup runner-up, Jayawardene made 103 in the final in 2011.

L O N D O N, N OV 1 3 (AGENCIES): Stephen Curry set a record for the most three-pointers scored in all NBA games, including play-offs, as the Golden State Warriors beat the Chicago Bulls. Curry now has 3,366 three-point baskets in all NBA games - regular season and play-offs - adding nine in the Warriors 119-93 win to pass basketball great Ray Allen’s mark of 3,358, BBC reported. The Warriors point guard, 33, is now chasing Allen’s regular-season record. Curry ended the night with 40 points for the Western Conference leaders. It was the 52nd time in his career he had notched up 40 points or more in a game, and came four days after he scored 50 against Atlanta Hawks. Official NBA records do not include play-off games, so Curry’s next task is to overtake Allen’s regular-season record of 2,973 three-pointers. Curry is now on 2,896. L O N D O N, N OV 1 3 (AGENCIES): Reigning featherweight world champion Cris Cyborg claimed the 11th first-round knockout of her career as she flattened Ireland’s Sinead Kavanagh in the main event of Bellator 271. Brazil’s Cyborg, 36, went toe to toe with Irish striker Kavanagh, 35, in a wild encounter as the pair traded leather in a highoctane clash in Hollywood, Florida, BBC reported. Cyborg and Kavanagh wasted no time as they threw heavy punches from the opening bell, before the champion initiated the clinch against the fence. But, when the action returned to boxing range, the fists flew once again, and it was Cyborg whose power prevailed as she knocked out Kavanagh with a vicious combination after one minute, 32 seconds.
